EDUFI in a nutshell,lyhyesti Opetushallituksesta

• EDUFI is a national development agency working under the Ministry of Education and Culture

• Our core tasks are to develop education and training, early childhood education and lifelong learning and to promote internationalization in Finland

• Established in January 2017 after a merger of twoorganisations, the Finnish National Board of Education and the Centre for International MobilityCIMO

EDUFI developing education

• works with the Ministry of Education and Culture to develop educational aims, content and methods for primary, secondary and adult education

• prepares the national core curricula and requirements for vocational qualifications

• steers implementation of curricula and explores reform needs and undertakes various projects to develop education

• provides services for the education sector, such as operating a national study programmes portal and application service, publishing education materials and providing in-service training

EDUFI promoting internationalisation

• promotes internationalisation in education and training, working life, cultural field and among young people

• supports through international cooperation and mobility programmes, such as Erasmus+, as well as a range of other activities

Asia Programme - background

• 2007-2012 CIMO had an Asia Network programme, concentratingon teacher exchange with India, China, South-Korea

• The programme was evaluated in 2011 and HEIs & funded projects were being consulted on the needs for future funding instruments.

• As a result on the consultation and wishes of Finnish HEIs, thecurrent Asia Programme was founded

• Target countries are being negotiated together with the Ministry of Education & Culture annually

Asia Programme – basics 1/2

• A network programme, providing funding for projects concerning education cooperation between higher education institutions or their units/departments in Finland and Asia

• The target countries may vary annually per call

• The intention of the programme funding is to function as seed fund, which permits launching of first-stage promising or innovative initiatives between the HEIs in Finland and Asia.

• The funding may also be used to increase the depth of cooperation between higher education institutions to cover new disciplines or forms of operation.

• It is hoped that the projects will create new kinds of openings or operational models for inter-country collaboration.

• Not primarily aimed for maintaining already established activities or very preliminary overtures for collaboration, such as pre-project visits or general purpose delegations.

• Can not act as basic funding for exchange agreements between higher education institutions

• Open to all disciplines

• In addition to HEIs, partners may also include other actors, such as enterprises, public or private organizations etc.

• Projects may aim for education cooperation at one or more different degree levels (first cycle, second cycle and/or doctoral studies)

• The funding supports following forms of educational cooperation :

▪ Joint study modules / courses

▪ Curriculum developement

▪ Joint/double degrees

▪ Collaboration with the world of work

▪ Mobility initiatives (teacher, personnel, student and/or trainee mobility)

Asia Programme – funding

The programme budget varies annually:

• 2012: 330 000€ / 8 projects for China

• 2013: 300 000€ / 8 projects for China

• 2014: 422 000€ / 10 projects for China

• 2015: 575 000€ / 14 projects for China & 220 000€ / 5 projects for India

• 2016: 305 000€ / 8 projects for China & 170 000€ / 4 projects for India

• 2017: 455 800€ /7 projects for Japan & 4 projects for South Korea

Maximum grant for an individual project is EUR 50 000

Funding is not aimed for maintaining already established activities or very preliminary overtures for collaboration, neither as basic funding for exchange agreements between higher education institutions

2012-2015 projects needed to allocate self-financing of 20%, but since 2016 this term was removed

Remarks of the projects so far:

• Both setting up cooperation and maintaining good relations requires presence.

• Online meetings bring added value, but communication problems do to cultural/language difficulties are usually solvable face to face, not online.

• Interinstitutional agreements ”come alive” and cooperation deepens when implementing projects at faculty/department level.

• Flexible funding, enabling initiatives to which not so many fundingsources are available.

Administrative guidelines

• Funding can not be used to other purposes than mentioned in

o application,

o project plan,

o call for applications

• Project plan needs to be adjusted to these administrative guidelines, that follow the Call 2017

General terms for using the grant

• At least 80% of the total project budget must be related to costs resulting from travelling and/or exchanges between Finland and Asia

• Eligible as travel costs are costs related to the travel such as trips, accommodation, travel agency costs, visas, insurance and possible subsistence allowances (=päivärahat).

• Wages or salaries for the duration of the mobility are not eligible as travel costs

• Max 20% of the total budget can be other costs, related to the project

General terms for using the grant

• A maximum of 20% of the total project budget can include other than travel-related organization costs

must result directly from implementation of core functions of the project

cannot be used for any administrative costs, costs of entertainment (edustuskulut) nor wages or salaries of Higher Education Institutions

• Domestic travel costs can be covered from the organization costs in cases when they are directly linked to the project

Monitoring of the grant

• It must be possible to monitor the use of the Asia Programme grant, as well as the use of self-financing, separately in the internal bookkeeping of HEIs

own project in the bookkeeping for the costs

• HEIs must be able to demonstrate that travel grants have been paid to participants of the Asia Programme

• The project will be implemented as indicated in the project plan. In case of possible changes, a written request needs to be send to EDUFI

• In case the contracting HEI has not been able to realize the project as planned, EDUFI will charge back the amount of unused grant.

Possible self-financing of the project

• The contribution to self-financing does not necessarily need to show in the internal bookkeeping of the contracting HEI

Finnish partners: advisable to add a separate extract of account of the partnering HEI(s) to the interim/final report to demonstrate the partners’ financial contribution (and costs) to the project, OR

Invoices (for example rental costs of seminar premises or travel costs) to demonstrate the partners’ financial contribution

Asian partners: invoices of the realized costs in Japan/South Korea need to be attached to the final report

Interim Report, consists of:

• a short narrative report

• financial and statistical report

• extracts of the accounts

Main idea is to check, that the project is on the go, only in cases where problems occur, the projects are contacted & offered guidance

Will be done via a new online system, a webinar on the topic will be given

Each trip and/or exchange between Finland and Asia should be reported in the financial and statistical report.

2) Extracts of the accounts

• Extracts of the accounts from the separately kept internal bookkeeping on the expenses of the Asia-project for the whole project period

• The total amount of the extracts of the accounts should match with the financial and statistical reporting, except when part of the activities is funded by Japanese/South Korean project partners.
