港專學院是港專機構屬下最新成立的本科學院。港專於1957年創辦,前身為旺角工人夜校。經過多年的努力,港專在專上教育和持續教育領域,為本港的教育發展作出莫大的貢獻。

HKCT Institute of Higher Education (CTIHE) is a newly established education institution under HKCT Group. HKCT, which was formerly known as the Mong Kok Workers’ Night School, was established in 1957. Over the decades, it is proven to have made contribution to local education development, in the areas of tertiary and continuing education.

為何要關心社會發展在全球化和地區融合的趨勢下,香港和中國內地的經濟轉型以及社會和人口的轉變 , 加劇貧困、性別、勞工、移民人口、少數族裔、社會多元化、社會不平等、城鄉發展等多方面問題。這些嚴峻的挑戰,反映了社會有急切需要去培訓社會發展工作者,以便他們能夠運用具批判力、反思能力、和具國際視野及地域關懷的社會發展介入方法去處理這些挑戰。香港在促進香港和中國內地的社會發展扮演著一個重要的角色。在香港,有關社會發展的組織十分蓬勃,它們關注包括有關貧困、勞工、婦女、性別不平等、移民人口、環保及社區發展等方面社會發展議題。除此之外,香港也為國際的發展和人道組織扮演一個樞紐的角色,讓這些組織進入中國內地進行人道救援、扶貧和可持續發展等工作,例如樂施會、世界宣明會、綠色和平、紅十字會、國際小母牛、社區發展伙伴、以及其他慈善組織。除了透過服務進行直接發展介入之外,也可透過倡導組織、非政府機構、區議會、立法會 、 以及其他政治團體和智庫進行政策倡導、政策諮詢和政策制訂去促進社會發展。上述各式各樣就香港和中國內地社會發展的介入方法,都需要很多有抱負、擁有能為社區和弱勢社群提供服務以及能就可持續發展進行政策倡導的專業知識的人才。

Why Social Development StudiesAmid trends towards globalisation and regional integration, the economic restructuring as well as social and demographic changes in Hong Kong and Mainland China are rapidly intensifying, which in turn lead to the worsening of social problems that are already existing in the realms of poverty, gender, labour, migrant population, ethnicity, social diversity, social inequalities, spatial development and the like. These harsh challenges in social development are calling for the need to develop an innovative training programme to nurture social development practitioners who would strive to cope with these challenges in Hong Kong and Mainland China with critical and reflective social development interventions of a global perspective well versed with regional concerns.

Hong Kong has been playing an important role in working towards these challenges of social development in both Hong Kong and Mainland China. Hong Kong has a vibrant social development sector working towards the social development issues in both Hong Kong and Mainland China, for example, poverty, labour, women issues, gender inequality, migration, environmental protection and community development. Furthermore, Hong Kong is also serving as a regional hub for local and international development and humanitarian non-governmental organisations (NGOs) working in Mainland China in the areas of humanitarian assistance, poverty reduction and sustainable development, such as Oxfam, World Vision, Greenpeace, Red Cross, Heifer, Partnership for Community Development and a number of charitable foundations.

Besides direct development interventions through service provision, social development can be influenced through participation in policy advocacy, policy consultation and policy making through advocacy NGOs, the District Council, Legislative Council, as well as political organisations and think-tanks.

The afore-mentioned interventions in social development of Hong Kong and Mainland China are demanding visionary and competent individuals who should be equipped with expertise to work with communities and vulnerable groups through service provisions and policy advocacy to pursue sustainable development solutions.

Aims of ProgrammeTo provide students with global and regional perspectives, knowledge and research skills to identify and analyse social development issues, amid the social, cultural, environmental, economic and political changes in the globalisation, regionalisation and localisation processes, in particular, of Hong Kong and Mainland China;

To develop critical reflection upon existing solutions and to generate social innovations to these social development issues with global and regional perspectives;

To equip students with analytical and practical skills of development work to tackle social development issues in the region, in particular, Hong Kong and Mainland China with professionalism; and

To prepare students’ potential careers as social development practitioners in Hong Kong and Mainland China by enhancing their capabilities through integrated learning with work and research.

Programme Intended Learning OutcomesCritically appraise and examine the social phenomena with diverse perspectives, including cultural, historical and technological;

Command a solid basis of theoretical foundations from multiple disciplines underlying the social development studies, in particular, sociology, social work, political science, and economics;

Critically analyse the spectrum of specialised knowledge in social development studies ranging from economic, social, cultural and political analysis, as well as evaluate existing development interventions and formulate reflective responses with global and regional perspectives;

Apply effectively a range of transferrable skills, including language, communication, numeracy and information management;

Perform theoretical and empirical analysis on social development issues and related development interventions in Hong Kong and Mainland China with global and regional perspectives; and

Perform social development interventions professionally and reflectively through working with individuals, groups or communities in the areas of issue identification, needs assessment, service delivery, programme management, advocacy and policy analysis.

課程目的促使學生以全球及區域視界、知識和研究技能去界定和分析在全球化、區域化和本地化的過程中,與社會、文化、環境、經濟和政治轉變有關的社會發展議題,尤其是關於香港和中國內地的議題為是。使學生以全球及區域視界,批判地反思現有處理社會發展議題的方法,並提出創見。裝備學生從事發展工作所需的分析和實務技能,從而以專業精神處理區域內社會發展議題,尤以關於香港和中國內地的議題為是。透過工作和研究的綜合學習提升學生能力,裝備學生日後於香港和中國內地任職社會發展工作者。

實習實習是整個課程的關鍵環節。學生於三年級至四年級的暑期將要修讀「社會發展實務實習」課,到香港或中國大陸的社會發展機構實習,在富有經驗的實習導師指導下,完成實習計劃項目並整合所學到的知識和技能。在為期8個星期共320小時的實習過程中,學生將獲得如何綜合應用社會發展概念、介入策略和實務技巧的寶貴經驗。透過參與實習機構的日常運作,學生不單能獲得工作經驗,更能加強他們對自己的優缺點和價值觀的認識。總的而言,實習加強學生的實務能力、知識、以及價值觀,並為他們日後進入社會發展界別任職作準備。

InternshipInternship for Social Development Practice is the key part of the whole programme. Students will take up internship at organizations in the social development sector in Hong Kong or Mainland China during the summer preceding their Year 4 study. Under the supervision of experienced instructors, students will have to complete the internship project and consolidate what they have learnt in knowledge and practical skills. In the eight weeks of internship totaling 320 hours, students will gain valuable experience in comprehensive application of social development concepts, intervention strategies as well as practical skills needed in a real work place. Students will not only be able to acquire real life work experience, but also will be able to gain a better understanding of themselves in terms of personal strengths and weaknesses as well as their own values. Overall, internship will strengthen students’ capacity in practice, knowledge, as well as values, and will prepare them for subsequently entering the social development sector to work as a practitioner.

雙語教學本課程以中英雙語授課,個別科目因應其學科要求和性質除外。科目採用由中文和英文所撰寫的參考書籍和資料。每個科目的講師,將使用最有利學生學習的語言來授課。語文科目則協助學生鞏固和進一步提升其語文能力,尤其是與社會發展有關的英文、中文以及普通話。

小班教學本課程以小班教學模式授課,因此每位同學都會獲得充足的關顧,而講師與學生之間的互動溝通亦得以加強。透過小班學習,學生的學習效能將會提升。此外,課程特設「學生為本學習」科目,導師從旁促進學生在整個學習歷程中反思自身經驗和與同學交流學習心得。

服務學習在二年或四年的學習歷程中,學生將要參與服務學習,從而得到全人發展的機會。透過服務學習,學生既「學習去服務」又「從服務中學習」。學生在積極參與服務和反思的基礎上,不單從中學習,也同時服務社區。此外,學生的自信、學習動機、對社會的關心和觸覺也得以提升。

Bilingual Medium of InstructionThe programme adopts bilingual medium of instruction (MoI) of Chinese and English, unless otherwise required by specific discipline or nature of individual subjects. Reference books and materials written in Chinese and English will be used. Lecturers will use the language most beneficial to students when teaching the respective subjects. For the language subjects, the purpose is to help students reinforce and further enhance their language ability in English and Chinese as well as Putonghua as are relevant to social development.

Small Class TeachingThe programme is offered on a small class model hence each student will enjoy sufficient attention from the lecturer while mutual communication between lecturers and students can be strengthened. Through small class teaching, the learning capacity of students will be raised. In addition, the programme prizes itself in its subject titled “Student Oriented Learning” wherein tutors facilitate students throughout the whole learning process encouraging them to reflect upon the self and engage in exchanges with classmates to share observations and ideas.

Service LearningIn the two or four years of learning, students will have to take part in service learning activities for holistic development of the person. Through service learning, students “learn to serve” and “serve to learn” at the same time. On the basis of actively participating in service and reflection, students not only are doing their own learning but serving the community by the same act. Besides, their confidence, motivation to learn, care for the community and social touch will also be enhanced.

機構體驗學 生 於 二 年 級 下 學 期 將 要 修 讀「 社 會 發 展實務機構體驗」課,獲安排在社會發展機構

(如 非 政 府 機 構、社 會 企 業 及 公 共 機 構 等)進 行 兩 星 期 共 8 0 小 時 的 機 構 體 驗。這 2 0 節體驗擴闊學生對社會發展議題和介入手法的 認 識。學 生 應 能 對 社 會 發 展 機 構 的 使 命和 運 作 有 更 多 了 解,並 體 會 到 如 何 將 課 堂所學應用於現實世界。

實務工作坊四年級時,學生必須修讀兩個「高級實務工作 坊」。在 學 習 的 最 後 一 年,學 生 必 須 整 合過 去 所 學 所 思,包 括 實 習 期 間 所 見 所 聞 所經 歷,從 而 專 修 和 提 升 自 己 在 社 會 發 展 領域方面的興趣或專長。這些「高級實務工作坊」可以進一步裝備學生,促使他們在畢業後,能夠有效擔當社會發展工作者的職位。

榮譽學位畢業論文「 榮 譽 學 位 畢 業 論 文 」是 整 個 課 程 另 一 關

鍵 環 節。「榮 譽 學 位 畢 業 論 文」鍛 鍊 學 生 的綜 合 能 力,包 括 理 論 概 念、研 究 與 分 析 能力、實 務 能 力、及 批 判 性 反 思。學 生 可 選 擇符合本身興趣的題目,在導師指導之下,獨自完成論文。

AttachmentIn the second term of Year 2 for two weeks totaling 80 hours, students will take the subject “Attachment for Social Development Practice.” They will be placed at organizations such as social development organizations, social enterprises and public organizations and the like for gaining practical experience. These 20 sessions will widen students’ knowledge of social development issues and intervention strategies. Students should be able to gain a deeper understanding of the mission and operation of organizations in the social development sector while experiencing first-hand how to apply what they have learnt in class to the real world.

Practice WorkshopsDuring Year 4, students must attend the Advanced Practice Workshops. In the last year of study, students shall have to consolidate and integrate what they have learnt and thought about in the previous years, including what they have seen and experienced during internship, from which to specialise and enhance their own interest or individual talents in the area of social development. These Advanced Practice Workshops will further equip students so that upon graduation, they will be capable of taking up the position of social development practitioners.

Honours ProjectThe Honours Project is yet another key part of the whole study programme. The project as required for graduation forges the ability of the student to integrate theories and concepts, research and analysis, practical prowess, as well as critical thinking and reflectiveness. Students can choose topics for the project according to their own interest, and complete the project independently under the guidance of the supervising tutors.

All along, I cherish a keen interest in social sciences. HKCT’s Social Development Studies programme puts an equal emphasis on theory as well as practice. I have therefore decided to enroll in the programme. The programme encompasses many areas in the field of social sciences. In addition, students can, through organizing different projects, develop a broader vision and gain a deeper understanding of the society. I shall work harder to equip myself on the way to becoming a more capable and aspiring social development practitioner.

自己一向對社會科學有濃厚的興趣,港專學院開辦的社會發展研究課程理論與實踐並重,因此決定報讀。課程涵括多個社會科學的學科範疇,而且學生能夠透過策劃不同項目,培養出更廣闊的視野和對社會有更深入的認識。我會更努力裝備自己,成為一個有抱負及有能力的社會發展工作者。

The programme offers ample opportunities in field study allowing me the chance to jump outside of the confines of the classroom, and enter into different corners of the society to learn and experience first-hand various fine details existing at the societal level. Meanwhile, I can also broaden my field of vision and build up my own point of view of the world.

Through small class teaching, instructors make use of various issues to analyze situations and lead discussions; in this way, I am equipped with the capacity to face changes and my sensitivity towards current affairs is sharpened. Moreover, field studies also help me to understand better the various changes in the Hong Kong society and to learn how to make use of communal resources. The knowledge thus accrued enriches my life experience and endows me with the confidence to join force with those working in social development sector upon graduation.

入學一年級於香港中學文憑考試的中文及英文 考獲3級或以上;數學、通識及另外一科2級或以上(應用學習科目的成績會個別考慮);或

於香港高級程度會考中國語文及文化、英語運用和另外一科高級程度科目(或2科高補程度科目)取得合格成績,並於香港中學會考取得5科合格(包括中英文);或

於國際文憑大學預科課程42分之中取得至少28分,並且符合以下關於英文的要求:於標準水平英語課程乙 (Standard-Level English Language Syllabus B) 取得第5級或以上;於高級水平英語課程乙 (Higher-Level English Language Syllabus B) 取得第4級或以上;或於高級或標準水平英語課程甲 (Standard-/Higher-Level English Language Syllabus A) 取得第4級或以上;或

完成核准之副學士先修課程(成績平均積點2.5或以上)及中英文達到與香港中學文憑考試第3級相若的程度;或

21歲或以上的成年學生(須有與社會科學相關的工作經驗及資歷);或

同等資歷;及

通過面試。

Year 1 Entry

Attained Level 3 for English Language and Chinese Language, and Level 2 for Mathematics and Liberal Studies and one elective subject of HKDSE [performance in Applied Learning subjects would be considered on a case-by-case basis]; or

Attained a pass in Chinese Language & Culture and Use of English plus 1 A-Level or 2 AS-Level subjects in HKALE plus 5 passes in HKCEE (including Chinese Language and English Language); or

Attained 28 out of 42 points in International Baccalaureate (IB) Diploma Programme, and fulfill the English Language requirement as below:

Grade 5 (Standard-Level English Language Syllabus B); or

Grade 4 (Higher-Level English Language Syllabus B); or

Grade 4 (Standard- /Higher-Level English Language Syllabus A); or

Completion of accredited Pre-Associate Degree programmes (with GPA 2.5 or above); and possession of Chinese and English language proficiency comparable to the standard of HKDSE Level 3; or

Mature applicants of age 21 or above [with relevant working experience and qualifications in the field of Social Sciences]; or

Equivalent qualifications; and

Pass the admission interview.

Year 3 Entry

Holder of Associate Degree or Higher Diploma in Social Sciences or related disciplines (with cumulative GPA 2.5 or above); or

Equivalent qualifications; and

Pass the admission interview.

「良師益友」Mentorship 計劃 Scheme

學生就讀本課程,將獲安排參加「良師益友」計劃。此計劃會安排一位良師益友與一至兩名學生配對,以促進學生在教育、社會和個人方面的成長;並增強學生對投身社會發展專業所需的承擔和準備。 我們已邀請社會上有名望和出類拔萃的傑出領袖擔當學生的「良師益友」,向學生分享他們豐富的經驗和人生閱歷。

For the benefit of our students, a Mentorship Scheme has been launched. The Scheme will match a mentor to one or more students in order to enhance the educational, social and personal development aspects of students with an objective to bolster their commitment and preparation for a professional career in the field of social development.

Renowned and outstanding leaders of the society have been invited to be our mentors, who will share their invaluable expertise and rich life experience with our students.
