이동망에서의 Push-To-Talk 서비스(PoC: PTT over Cellular)는 VoIP 기술을 이용
주요 이동사업자들의 경우 PoC 서비스를 제공하고 있거나제공 계획을 수립하고 있음
FCC는 이미 PoC 서비스도 CALEA 요구사항을 준수해야한다고 입장을 밝히고 있음
TIA는 PoC 서비스에 대한 새로운 감청 규격 개발작업을진행중이며, 2005년 중 규격이 개발될 것으로 예상
PoC의 경우 모든 컨퍼런스 참가자로 부터 발생 호에 대한정보를 얻는데 기술적으로 어려움이 있음

2005년 9월 현재 총 1백만 가입자중 26%가 E911 서비스를제공받을 수 있음
AT&T 5만7천 가입자중 35%가 E911 서비스를 제공받지 못함
SunRocket5만이 넘는 총 가입자중 96%가 E911 서비스를 제공받음FCC Order에 따라 E911 서비스를 제공할 수 없는지역에서의 마켓팅은 중지키로 결정함2005년 말까지 총 가입자의 99%까지 E911 제공할 수 있을것으로 추정하고 있음

통화품질기준을만족한사업자에한하여인터넷전화착신번호부여
ITU-T의 E-Model을기반으로한 R-Value를통화품질기준으로선정하고, 지연과호성공률을품질기준으로확정
R-Value : 70 이상단대단 지연 : 150ms 이내호 성공률 : 95% 이상객관적인 품질 측정 및 평가를 위해 TTA를 인증기관으로 지정
품질평가절차
TTA는 품질평가신청서 접수 및 품질평가제안서 발행 후 15일이내에 평가 완료
품질평가 후 15일 이내에 결과보고서를 신청인에게 발행

ITSP는 가입자 당 월 1,500원의 인터넷망 접속료를 ISP에 지급초고속인터넷요금 30,000원, 인터넷전화 호처리 대역폭비중을 5%로 계산하여 1,500원 산정

VoIP Network 이용대가산정G/K (Gate Keeper)음성전화의 시내교환기와 유사하며, 호제어 및 중계, G/W 및단말기 상태관리, 빌링 지원 및 다양한 부가서비스를 제공
G/W (Gateway)음성전화의 시외교환기와 유사하며, 인터넷망과 기존음성전화망과의 연동기능을 수행
인터넷전화 품질(R: 70)이 PSTN 품질(R: 90)의 77% 수준인점을 감안하여 20% 할인하여 결정

긴급통화(E-911) 서비스제공여부인터넷전화가 기존 PSTN 전화와 같이 119 등 긴급통화서비스를 제공하기 위해서는 가입자의 위치정보가 자동적으로파악되어야 하나,인터넷전화의 이동성으로 인하여 실시간으로 가입자의위치를 파악하는데 기술적 어려움이 있음
우선적으로 인터넷전화 서비스 활성화를 위해 인터넷전화사업자에게 119 등 긴급통화 서비스 제공 여부와 제공 정도를가입자에게 의무적으로 고지토록 함
소비자의 피해 최소화
향후, 기술발전 추세와 인터넷전화 서비스 활성화 정도를고려하여 인터넷전화 사업자에게 긴급통화 서비스 제공 의무를부과할 방침
