This request for expressions of interest follows the General Procurement Notice for this
project that appeared in UNDB with reference no. WB1292-03/15 on March 18, 2015.
The Republic of Turkey has been allocated grant funds from the European Union Instrument
for Pre-Accession Trust Fund which are administered by the International Bank for
Reconstruction and Development (IBRD) and executed by the General Directorate of
Foreign Relations and EU of the Ministry of Energy and Natural Resources (MENR). MENR
intends to apply the funds to eligible payments under the contract for Consulting Services
for Analysis of the Energy Storage Systems under IPA 2013 Energy Sector Program Phase-
2.
The scope of the consulting services ("the Services") will include carrying out a needs
assessment to analyze options in the use of large energy storage systems for ancillary sevices
in power system . In this regard, The Consultant is expected to conduct relevant preparatory
studies (needs assessment, feasibility study, best practices study etc.) for the improvement of
electricity supply security and system stability by utilizing energy storage systems in power
grid. The duration of services is envisaged as 9 months.
MENR now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
• Experience in conduction of needs assessments
• Experience in management and operation of energy storage systems
• Experience in management and operation of systems used for ancillary services
including frequency regulation
• Experience in management of supply security and system stability for power
systems
• Experience in organization of workshops and trainings
• Staff capacity in the above mentioned areas
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits
& Grants by World Bank Borrowers, January 2011 (revised July 2014) (“Consultant
Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate to enhance their qualifications. The “association” may take the
form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of
the JV will be evaluated jointly for the purpose of short listing and shall be jointly and
severally liable for the assignment and shall sign the contract in case of award is made to that
JV group. Interested consultants should clearly indicate the structure of their “association”
and the duties of the partners and sub consultants in their application. Unclear expression of
interests in terms of “in association with” and/or “in affiliation with” and etc. may not be

structural and operative requirements on the internal electricity and gas markets. Consulting
services shall also cover demand side participation and management and market coupling
with the EU markets. The consultant will be required to work a wide range of stakeholders
in the market, including EPIAS, EMRA, BOTAS, TEIAS as well as other stakeholders where
relevant. The duration of services is envisaged as 12 months.
