Foreword

The text of document 31J/150/FDIS, future edition 4 of IEC 60079-14, prepared by SC 31J, Classification of hazardous areas and installation requirements, of IEC TC 31, Equipment for explosive atmospheres, was submitted to the IEC-CENELEC parallel vote and was approved by CENELEC as EN 60079-14 on 2008-07-01.

This European Standard supersedes EN 60079-14:2003 and EN 61241-14:2004.

It constitutes a technical revision with respect to gases and vapours and incorporates the requirements for dusts from EN 61241-14:2004. The incorporation of requirements for dust is without technical change.

The significant technical changes with respect to EN 60079-14:2003 are as follows:

– knowledge, skills and competencies of "Responsible Persons”, “Operatives" and "Designers" are explained in Annex F;

– Equipment Protection Levels (EPLs) have been introduced and are explained in the new Annex I;

– dust requirements included from EN 61241-14:2004.

NOTE Dust requirements are included as an interim presentation for the purpose of EN 60079-14:2008 and will be refined in a next edition with other required technical changes.

The following dates were fixed:

– latest date by which the EN has to be implemented at national level by publication of an identical national standard or by endorsement (dop) 2009-05-01

– latest date by which the national standards conflicting with the EN have to be withdrawn (dow) 2011-07-01

Annexes ZA and ZB have been added by CENELEC. __________

Teksten i dokument 31J/150/FDIS, forslag til udgave 4 af IEC 60079-14, som blev udarbejdet af SC 31J, Klassifikation af farlige områder og krav til installationer, i IEC TC 31, Udstyr til eksplosive atmosfærer, blev udsendt til IEC-CENELEC-parallelafstemning og blev 2008-07-01 godkendt af CENELEC som EN 60079-14.

Denne europæiske standard erstatter EN 60079-14:2003 og EN 61241-14:2004.

Den udgør en teknisk revision med hensyn til gas og damp og omfatter bestemmelserne for støv fra EN 61241-14:2004. Inkorporeringen af bestemmelser for støv er uden tekniske æn-dringer.

De væsentlige ændringer i forhold til EN 60079-14:2003 er følgende:

– "Ansvarlige personers”, “arbejderes" og "konstruktørers" viden, kvalifikationer og kompe-tencer er forklaret i tillæg F;

– Beskyttelsesniveauer for udstyr (EPL'er) er blevet introduceret og er forklaret i det nye tillæg I;

– Støvbestemmelser er indføjet fra EN 61241-14:2004.

NOTE Støvbestemmelser er indføjet som en foreløbig præsentation i EN 60079-14:2008 og vil blive forbedret i en følgende udgave med andre påkrævede tekniske ændringer.

Følgende datoer blev fastsat:

– Seneste dato, hvor denne EN skal være implementeret nationalt ved publikation af en identisk national standard eller ved endossering (dop) 2009-05-01

– Seneste dato, hvor de nationale standarder, der er i konflikt med denne EN, skal være trukket tilbage (dow) 2011-07-01

INTRODUCTION

Preventive measures to reduce the explosion risk from flammable materials are based on three principles, which shall be applied in the following order:

1) Substitution 2) Control 3) Mitigation

Substitution involves, for example, replacing a flammable material by one which is either not flammable or less flammable.

Control involves, for example:

a) reducing the quantity of flammables; b) avoiding or minimising releases; c) controlling the release; d) preventing the formation of an explosive atmosphere; e) collecting and containing releases; and f) avoiding ignition sources.

NOTE 1 With the exception of item f), all of the above are part of the process of hazardous area classification.

Mitigation involves, for example:

1) reducing the number of people exposed; 2) providing measures to avoid the propagation of an explosion; 3) providing explosion pressure relief; 4) providing explosion pressure suppression; and 5) providing suitable personal protective equipment.

NOTE 2 The above items are part of consequence management when considering risk.

Once the principles of substitution and control (items a) to e)) have been applied, the remaining hazardous areas should be classified into zones according to the likelihood of an explosive atmosphere being present (see IEC 60079-10 or IEC 61241-10). Such classification, which may be used in conjunction with an assessment of the consequences of an ignition, allows equipment protection levels to be determined and hence appropriate types of protection to be specified for each location.

For an explosion to occur, an explosive atmosphere and a source of ignition need to co-exist. Protective measures aim to reduce, to an acceptable level, the likelihood that the electrical installation could become a source of ignition.

By careful design of the electrical installation, it is frequently possible to locate much of the electrical equipment in less hazardous or non-hazardous areas.

When electrical equipment is to be installed in areas where dangerous concentrations and quantities of flammable gases, vapours, mists or dusts may be present in the atmosphere, protective measures are applied to reduce the likelihood of explosion due to ignition by arcs, sparks or hot surfaces, produced either in normal operation or under specified fault conditions.

INTRODUKTION

Præventive foranstaltninger for at reducere eksplosionsfaren fra brændbare materialer er ba-seret på tre principper, som skal tages i anvendelse i følgende orden:

1) Erstatning 2) Kontrol3) Reduktion

Erstatning omfatter fx udskiftning af et brændbart materiale med et andet, som enten ikke er brændbart eller mindre brændbart.

Styring omfatter fx:

a) at reducere mængden af brændbart materiale; b) at undgå eller minimere udslip; c) at kontrollere udslippet; d) at forhindre dannelsen af en eksplosiv atmosfære; e) at indsamle og dæmme op for udslip; og f) at undgå antændelseskilder.

NOTE 1 Med undtagelse af punkt f) er alt det ovennævnte en del af processen for klassifikation af farlige områ-der.

Reduktion omfatter fx:

1) at reducere antallet af personer, der påvirkes; 2) at sørge for foranstaltninger til at undgå spredning af en eksplosion; 3) at sørge for aflastning af eksplosionstryk; 4) at sørge for undertrykkelse af eksplosionstryk; og 5) at sørge for egnet udstyr til personbeskyttelse.

NOTE 2 Ovennævnte punkter er en del af konsekvensledelse, når faren overvejes.

Når principperne for erstatning og styring (punkt a) til e)) er taget i anvendelse, bør de reste-rende farlige områder klassificeres i zoner i henhold til sandsynligheden for, at en eksplosiv atmosfære er til stede (se IEC 60079-10 eller IEC 61241-10). En sådan klassifikation, som kan anvendes i forbindelse med en bedømmelse af konsekvenserne af en antændelse, gør det muligt at bestemme beskyttelsesniveauer for udstyr og således at specificere passende beskyttelsesforanstaltninger for hvert sted.

For at en eksplosion skal kunne forekomme, skal en eksplosiv atmosfære og en antændel-seskilde nødvendigvis være til stede samtidig. Sandsynligheden for, at den elektriske installa-tion kan blive en antændelseskilde, skal reduceres til et acceptabelt niveau ved hjælp af be-skyttelsesforanstaltninger.

Ved omhyggelig konstruktion af den elektriske installation er det ofte muligt at anbringe meget af det elektriske udstyr i mindre farlige eller ufarlige områder.

Når elektrisk udstyr skal installeres i områder, hvor farlige koncentrationer og mængder af brændbare gasser, dampe, tåger eller støv kan være til stede i atmosfæren, tages der be-skyttelsesforanstaltinger i anvendelse for reducere sandsynligheden for eksplosion som følge af antændelse fra lysbuer, gnister eller varme overflader, der dannes enten under normal drift eller under specificerede fejlforhold.

Many types of dust that are generated, processed, handled and stored, are combustible. When ignited they can burn rapidly and with considerable explosive force if mixed with air in the appropriate proportions. It is often necessary to use electrical apparatus in locations where such combustible materials are present, and suitable precautions must therefore be taken to ensure that all such apparatus is adequately protected so as to reduce the likelihood of ignition of the external explosive atmosphere. In electrical apparatus, potential ignition sources include electrical arcs and sparks, hot surfaces and frictional sparks.

Areas where dust, flyings and fibres in air occur in dangerous quantities are classified as hazardous and are divided into three zones according to the level of risk.

Combustible dust can be ignited by equipment in several ways:

by surfaces of the apparatus that are above the minimum ignition temperature of the dust concerned. The temperature at which a type of dust ignites is a function of the properties of the dust, whether the dust is in a cloud or layer, the thickness of the layer and the geometry of the heat source;

by arcing or sparking of electrical parts such as switches, contacts, commutators, brushes, or the like;

by discharge of an accumulated electrostatic charge;

by radiated energy (e.g. electromagnetic radiation);

by mechanical sparking or frictional sparking associated with the apparatus.

In order to avoid dust ignition hazards it is necessary that:

the temperature of surfaces on which dust can be deposited, or which would be in contact with a dust cloud, is kept below the temperature limitation specified in this standard;

any electrical sparking parts, or parts having a temperature above the temperature limit specified in this standard:

are contained in an enclosure which adequately prevents the ingress of dust, or

the energy of electrical circuits is limited so as to avoid arcs, sparks or temperatures capable of igniting combustible dust;

any other ignition sources are avoided.

Several types of protection are available for electrical equipment in hazardous areas (see IEC 60079-0), and this standard gives the specific requirements for design, selection and erection of electrical installations in explosive atmospheres.

This part of IEC 60079 is supplementary to other relevant IEC standards, for example IEC 60364 series as regards electrical installation requirements. This part also refers to IEC 60079-0 and its associated standards for the construction, testing and marking requirements of suitable electrical equipment.

This standard is based on the assumption that electrical equipment is correctly installed, tested, maintained and used in accordance with its specified characteristics.

Inspection, maintenance and repair aspects play an important role in control of hazardous area installations and the user’s attention is drawn to IEC 60079-17 and IEC 60079-19 for further information concerning these aspects.

In any industrial installation, irrespective of size, there may be numerous sources of ignition apart from those associated with electrical equipment. Precautions may be necessary to ensure safety from other possible ignition sources, but guidance on this aspect is outside the scope of this standard.

Mange støvtyper, som frembringes, forarbejdes, håndteres og opbevares, er brændbare. Når de antændes, kan de brænde hurtigt og med betragtelig eksplosiv kraft, hvis de blandes med luft i passende forhold. Det er ofte nødvendigt at anvende elektrisk udstyr på steder, hvor så-danne brændbare materialer er til stede, og der skal derfor træffes passende foranstaltninger til at sikre, at alt sådant udstyr er tilstrækkeligt beskyttet til at reducere sandsynligheden for antændelse af den ydre eksplosive atmosfære. I elektrisk udstyr omfatter potentielle antæn-delseskilder elektriske lysbuer og gnister, varme overflader og friktionsgnister.

Områder, hvor støv, svævestøv og fibre i luft forekommer i farlige mængder, klassificeres som farlige og inddeles i tre zoner efter risikoniveauet.

Brændbart støv kan antændes af udstyr på adskillige måder:

af udstyrets overflader med temperaturer, som er over det pågældende støvs laveste an-tændelsestemperatur. Den temperatur, som en støvtype antændes ved, er en funktion af støvets egenskaber, om støvet er i en sky eller et lag, lagtykkelsen og varmekildens form;

af lysbuer eller gnister fra elektriske dele som fx omskiftere, kontakter, kommutatorer, børster o.l.;

af udladning af en akkumuleret elektrostatisk ladning;

af udstrålet energi (fx elektromagnetisk stråling);

af mekaniske gnister eller friktionsgnister i forbindelse med udstyret.

For at undgå antændelsesfarer er følgende nødvendigt,

at temperaturen på overflader, der kan afsættes støv på, eller som kan være i kontakt med en støvsky, holdes under den temperaturgrænse, der er angivet i denne standard.;

at alle elektriske gnistdannende dele eller dele, der har en temperatur over den tempera-turgrænse, der er angivet i denne standard,

indesluttes i en kapsling, som tilstrækkeligt forhindrer indtrængen af støv, eller

elektriske kredses energi begrænses sådan, at lysbuer, gnister eller temperaturer, der er i stand til at antænde brændbart støv, undgås;

at alle andre antændelseskilder undgås.

Der er adskillige beskyttelsesmåder til rådighed for elektrisk udstyr i farlige områder (se IEC 60079-0), og denne standard angiver de specifikke krav til konstruktion, udvælgelse og opbygning af elektriske installationer i eksplosive atmosfærer.

Denne del af IEC 60079 supplerer andre relevante IEC-standarder, fx IEC 60364-serien med hensyn til bestemmelser for elektriske installationer. Denne del henviser også til IEC 60079-0 og de tilknyttede standarder for konstruktions-, afprøvnings- og mærkningsbestemmelserne for egnet elektrisk udstyr.

Denne standard er baseret på den antagelse, at elektrisk udstyr er korrekt installeret, afprø-vet, vedligeholdt og anvendt i henhold til dets angivne egenskaber.

Eftersyns-, vedligeholdelses- og reparationsaspekter spiller en vigtig rolle i styringen af in-stallationer i farlige områder, og brugerens opmærksomhed henledes på IEC 60079-17 og IEC 60079-19 for yderligere oplysninger vedrørende disse aspekter.

I enhver industriinstallation kan der uanset størrelsen være talrige antændelseskilder ud over dem, der knytter sig til elektrisk udstyr. Foranstaltninger kan være nødvendige af hensyn til sikkerheden fra andre mulige antændelseskilder, men vejledning om dette aspekt er uden for denne standards gyldighedsområde.

In IEC 61241-1, for protection by enclosure 'tD', two different types of practice, A and B, are specified and are intended to provide an equivalent level of protection.

Both of these practices are in common use and the requirements of each should be followed without mixing either the apparatus requirements or selection/installation requirements of the two practices. They adopt different methodology with the primary differences being:

EXPLOSIVE ATMOSPHERES –

Part 14: Electrical installations design, selection and erection

1 Scope

This part of IEC 60079 contains the specific requirements for the design, selection and erection of electrical installations in hazardous areas associated with explosive atmospheres.

Where the equipment is required to meet other environmental conditions, for example, protection against ingress of water and resistance to corrosion, additional methods of protection may be necessary. The method used should not adversely affect the integrity of the enclosure.

The requirements of this standard apply only to the use of equipment under normal or near normal atmospheric conditions. For other conditions, additional precautions may be necessary. For example, most flammable materials and many materials which are normally regarded as non-flammable might burn vigorously under conditions of oxygen enrichment. Other precautions might also be necessary in the use of equipment under conditions of extreme temperature and pressure. Such precautions are beyond the scope of this standard.

These requirements are in addition to the requirements for installations in non-hazardous areas.

This standard applies to all electrical equipment including fixed, portable, transportable and personal, and installations, permanent or temporary.

It applies to installations at all voltages.

This standard does not apply to

– electrical installations in mines susceptible to firedamp; NOTE This standard may apply to electrical installations in mines where explosive gas atmospheres other than firedamp may be formed and to electrical installations in the surface installation of mines.

– inherently explosive situations and dust from explosives or pyrophoric substances (for example explosives manufacturing and processing);

– rooms used for medical purposes; – electrical installations in areas where the hazard is due to hybrid mixtures of combustible

dust and explosive gas, vapour or mist.

This standard does not take into account of any risk due to an emission of flammable or toxic gas from the dust.

1 Gyldighedsområde

Denne del af IEC 60079 indeholder de specifikke bestemmelser for konstruktion, udvælgelse og opbygning af elektriske installationer i farlige områder, der er tilknyttet eksplosive atmo-sfærer.

Hvor det er påkrævet, at udstyret skal overholde andre miljømæssige forhold, fx beskyttelse mod indtrængen af vand og modstandsdygtighed over for korrosion, kan yderligere beskyttel-sesmetoder være nødvendige. Den anvendte metode bør ikke ugunstigt påvirke kapslingens integritet.

Bestemmelserne i denne standard gælder kun for brugen af udstyr under normale eller næ-sten normale atmosfæriske forhold. For andre forhold kan yderligere foranstaltninger være nødvendige. Fx kan de fleste brændbare materialer og mange materialer, som normalt be-tragtes som ikke-brændbare, brænde voldsomt under iltberigede forhold. Andre foranstaltnin-ger kan også være nødvendige ved brugen af udstyr under ekstreme temperatur- og trykfor-hold. Sådanne foranstaltninger ligger uden for denne standards gyldighedsområde.

Disse bestemmelser gælder i tillæg til bestemmelserne for installationer i ufarlige områder.

Denne standard gælder for alt fastmonteret, bærbart, transportabelt og personligt elektrisk udstyr samt installationer, hvad enten de er permanente eller midlertidige.

Den gælder for installationer ved alle spændinger.

Denne standard gælder ikke for

– elektriske installationer i miner, hvor der er mulighed for grubegas; NOTE Denne standard kan være gældende for elektriske installationer i miner, hvor andre eksplosive gas-atmosfærer end grubegas kan dannes, og for elektriske installationer i miners overfladeinstallation.

– situationer, der i sagens natur er eksplosive, og støv fra sprængstoffer eller pyrofore stof-fer (fx fremstilling og bearbejdning af sprængstoffer);

– rum, der anvendes til medicinske formål; – elektriske installationer i områder, hvor faren er en følge af hybride blandinger af antæn-

deligt støv og eksplosiv gas, damp eller tåge.

Denne standard tager ikke hensyn til eventuel risiko som følge af udsendelse af brændbar eller giftig gas fra støvet.
