監察港鐵工程施工與進度

1. 機房大樓•林啓暉經過近兩年與港鐵爭取,促使港鐵設計出一個外牆採用自然仿石 / 仿木磚塊及混用與大自然較貼近的自然顏色、與海怡環境相協調的機房大樓,現在大樓的結構工程已完成,機電及裝修工程亦已大致完成。

•緊接著監察港鐵按計劃採用八葉 ,銀邊草等植物綠化天台,以美化景觀 ;

•從 6 月開始,港鐵也逐步在斜坡上種植可持續發展的爬牆植物如洋蹄甲籐,以美化外露斜坡。

•在玉桂山山坡頂部港鐵也因應山坡的自然條件加種多於 100 棵新樹,加強綠化。

•林啓暉要求南港島線東段投入服務前,工程人員須在機房大樓試運行期間進行噪音監測工作,以確保機房大樓在運作期間的噪音水平符合環境影響評估報告內的相關標準,以免對車站鄰近的海怡居民造成噪音滋擾。港鐵公司承諾會適時與當區區議員和海怡業委會聯絡安排實地視察,檢測噪音標準。

1. Machinery Room• After nearly 2 years of negotiation, Lam has successfully

convinced the MTR Corp to design a wall that would blend into the natural surrounding environment of South Horizons. The construction of the room is now complete, as well as its electrical and mechanical structures.

• Continue to supervise the MTR Corp regarding its plan to greening the roof of the machinery room.

• Since June, the MTR Corp has been greening the slope with climbers.

• The MTR Corp also planted more than 100 trees on the top of Yuk Kwai Shan.

• Lam requested the MTR Corp to carry out a noise pollution test before opening the South Island Line in order to guarantee an acceptable noise level for South Horizons residents. The MTR Corp promised to do so and would liaise with the South Horizons Committee for this matter.

2. 工程噪音滋擾

為配合港鐵建造工程,怡南路、海怡路及利南道一帶分階段實施臨時交通管理措施,以進行相關的管綫改道及道路重置工程。林啓暉向港鐵公司反映居民對工程噪音的關注,要求港鐵必須督促承建商在工程期間實施噪音緩解措施,包括以隔音物料妥善包裹機械及在打鑿位置旁加設隔音布,以減低工程聲響。可是居民反映並投訴,港鐵對承建商監察不力,

經常出現沒做緩解措施便施工的現象,使工地鄰近居民飽受震耳欲聾的噪音滋擾。每當發現承建商違反施工指引,林啓暉即向港鐵投訴,責成港鐵隨即與承建商跟進並向林啓暉交代跟進結果。林啓要求港鐵工程人員必須加強巡查,確保工地妥善實施相關的噪音緩解措施。如發現隔音布受損,須及時作出更換。另外要求港鐵在假日延遲早上施工時間,以免擾民清夢。按工程進度有關措施預計維持至二零一六年八月下旬。

2. Noise Pollution of the ConstructionIn order to make room for the construction, temporary traffic

schemes were applied to the vicinities of Yi Nam Road, South Horizons Drive, and Lee Nam Road. Lam raised concerns about the noise pollution and demanded a solution from the Corp, which eventually included the use of noise-proof cloth and curtain.

However, according to some complaints from the residents, it seems the Corp did not put effort in monitoring the work of the contractor, who often began working without the use of the noise-proof materials. Lam reported this issue to the Corp and demanded that it send staff to supervise the work of the contractor. Additionally, Lam also requested the Corp to postpone the starting time of the construction on holidays. These measures will be in effect until the end of August.

3. 鴨脷洲橋道中間分隔欄

林啓暉向港鐵、路政署反映,還原中間分隔欄的社區共識是:盡量將中間分隔欄收窄,以騰出更多額外空間可讓車輛駛過,以減低區內交通的擠塞。路政署及相關政府部門均表示可以配合社區的需要改變原有設計。

遇上降雨,建築物頂層頓成“澤國”,林啓暉迅速聯絡港鐵清理積水

同時林啓暉對路政署擬使用署方幾十年不變的設計粗糙、毫無美感的欄桿用於海怡的中央分隔欄表示反對,因為這跟海怡周遭的環境不協調。經過多番的爭取,最後路政署終於答應把路政署轄下管理的一款特色欄桿應用於美化海怡鴨脷洲橋道中間分隔欄的設計上。儘管這款特色欄桿仍不理想,但已是路政署目前階段在資源有限及可確保長期保養維修的條件下,力所能及的回應。還原工程在今年 8月完成。

3. Partition at the Ap Lei Chau Bridge Road The Highways Department and the Corp agreed to Lam’s

suggestion that the partition at the Ap Lei Chau Bridge Road should be narrowed in order to make space for the traffic and prevent congestion.

Meanwhile, Lam objected the use of the old-style partition as it appears incongruent with the environment of South Horizons.

After some negotiation, the Highways Department agreed to use a newer design of the partition – although still far from perfection, this is hitherto an acceptable solution considering their limited resource. The restoration project will be completed in August this year.

4. 港鐵建築物頂層積水

在港鐵興建機房大樓、三個出口入工程未完工時,均出現其建築物頂層由於排水喉管沒有裝置好,而在雨天時產生積水的問題。鑑於香港流行“寨卡病毒”,為免積水滋生蚊蟲,影響居民健康,每當下雨即有熱心居民就積水報料,林啟暉即時聯絡港鐵公司派人及時檢查清理。隨著有關工程的完成,排水喉管也裝置好,積水問題也得到改善或解決。

4. Water Stagnation on the Roofs of MTR StructuresWhen the machinery room and the

3 exits were still being built, there was stagnant water on their roofs, especially after rainy days. Since Zika virus is currently epidemic in HK, such problem must be solved for the sake of residents’ health. Lam reported the issue to the Corp and requested a cleaning whenever he received residents’ complaints. Now as the construction is approaching its completion, this situation is also improved.

5. 行人天橋升降機槽加裝隔熱膜

原設計有冷氣裝置的鴨脷洲邨至海怡半島寶血小學相連的行人天橋,因機電署以環保理由而用機械通風取代。結果在去年夏天,在升降機啓用一段時間,林啟暉每天都接到很多使用升降機居民的投訴。林啟暉除去信機電署據理力爭外,特別在機電署

長出席南區區議會會議時向他質詢。林啓暉以實地量度升降機的温度數據來批評機電署的決定不當。林啟暉强調他不是反對環保政策,但鴨脷洲邨至海怡半島寶血小學相連的行人天橋升降機有它的特殊性,它是海怡和鴨脷洲邨居民進出港鐵 A出入口的主要通道,人流量極高,是其他一般行人升降機的使用量無法相比的。另外它位於西斜位,烈日長時間照射,加上與寶血小學校舍冷氣機近在咫尺,熱氣難以消散,在炎熱天氣下,室外30多度攝氏,在升降機則高達 40 多度,乘坐升降機的長者和居民苦不堪言,假若一旦升降機發生故障,人困在升降機,隨時有被焗暈的危險。經過林啓暉聯同海怡和

鴨脷洲兩位區議員多番跟進後,最後機電署終同意在升降機槽外的玻璃面上貼上防紫外光線的隔熱膜和把現有的機械通風風扇改換為一個擁有更高換風率的機構通風風扇。有關改善工程已在今年二月下旬完成。林啟暉仍會對該工程的成效進行觀察,了解加裝

隔熱膜後的升降機是否能緩解居民在夏天乘搭升降機時悶熱和高溫的問題,尤其在地鐵通車後,居民使用升降機的人數大幅度增加,情況是否可以接受,再決定是否需要爭取在升降機內加裝空調装調。

5. Installation of Heat-proof Mask in the Footbridge’s ElevatorSince the Electrical and Mechanical Services Department

replaced the air-conditioning with fans due to some so-called environmentally-friendly reasons, many complaints have been received during summer regarding the elevator of the footbridge connecting Precious Blood Primary School and Ap Lei Chau Estate.

Lam, using the unbearable temperature inside the elevator as his argument, expressed his disagreement to the Department’s decision – and stressed that it was not that he disagreed with the environmentally-friendly aim but that this very elevator has to be treated differently. Located at the MTR exit A, it bears a much higher traffic flow than other normal elevators. Also, as it is exposed to the sun as well as the air-conditioning exhaustion from the primary school, the internal and external temperatures of the elevator would rise to respectively 40 and 30 Celsius degree during summer, which are hardly bearable and may cause serious heatstroke.

After some rigorous negotiation, the Department finally agreed to install heat-proof mask around the glass wall of the elevator and replace the current fan with a more efficient one.

This project has already been completed in February, but Lam will continue to keep track of its effect, especially after the completion of the MTR when more people will be using the elevator, before deciding whether a further request to replace the fan with air-conditioning is necessary.

海怡戲院的兩條扶手電梯將於 8 月全部完成

6. 東商場街市•戲院•鼠患

•林啓暉月前向港鐵反映海怡東街市商户對海怡站 A出入口的結構遮擋街市招牌的關注,港鐵承諾會在A出入口站內指示牌上加上“海怡東街市”作回應商户要求。

•林啓暉和海怡東商場業委成功爭取麗新集團全數支付 800 萬元費用更換兩條扶手電梯,既服務前往MCL 海怡戲院看電影的市民,又服務使用東商場的居民。扶手電梯修復工程從去年底分階段展開。第二條 3樓至 4樓扶手電梯已完成,餘下的地下至3樓扶手電梯將於 8月底全部完成。截至今天,海怡戲院頗受本邨居民和他區市民的歡迎。

•港鐵車站和出入口建設工程,把匿藏地下的鼠只驅趕出地面,引致工地頗繁有老鼠出沒,其中不少大小老鼠走進東商場,尤其是藏身於到處放置食物和雜物的東街市。儘管港鐵收到林啓暉和商户的投訴,在工地有放置鼠藥,而承建商每星期亦會於工地內噴灑蚊油,以防治鼠患和蚊患,但問題沒得到明顯的改善。林啓暉要求港鐵除加快工程進度,藉著重鋪路面,改善環境來減低鼠患外,還必須督促承建商多巡視工地及採取適當措施,保持工地及周邊地方清潔。在短期內港鐵應該僱請滅鼠公司派出滅鼠隊展開一次較大規模的滅鼠行動。港鐵表示可以安排。

6. Marina Square East • Cinema • Infestation of Rodent• As Lam reported the concern about the blocking of the South

Horizons East Market signage by the MTR Exit A signage, the Corp has promised to include an indication of “South Horizons East Market” on their Exit signage.

• The South Horizons Marina Square East Committee and Lam successfully negotiated to let Lai Sun Group be solely responsible for the $8-million restoration of the escalator, which shall benefit both residents going to the cinema as well as those commuting to the square. The restoration project began last year: the second escalator from the 3rd to 4th floors is now already working, while the remaining one from the ground floor to the 3rd will be completed by the end of August. As of today, the South Horizons MCL Cinema has received much welcoming response from our residents and those from the neighboring districts.

• As for the construction site of the MTR station, there were mouse that were only expelled from the ground – but not completely eliminated. As a result, they found their way into the Marina Square East, causing inconvenience and hygienic problems to the shop holders. Although there have been measures to prevent rodent, the problem persisted. Eventually, Lam urged the Corp to complete the construction as soon as possible in the hope that the problem could be solved as the road is resealed; Lam also urged the Corp to send relevant staff to oversee the problem until the construction is complete. In a short term, the Corp should also hire a rodent control team to deal with this issue – which the Corp has promised to arrange.

7. 利南道和怡南路的路面重置與封路

林啓暉向港鐵查詢為何要臨時封閉利南道和怡南路交界約 3星期的原因,港鐵回應指為配合海怡半島站的建造工程,承建商於 2011 年在利南道與怡南路交界臨時封閉的情況下,在行車路進行挖掘工程,並設置了臨時馬路鋼板。受到該處地下管線的限制,有關路段在安裝馬路鋼板後比原來路面增加了 600 毫米的厚度。為配合重置利南道與怡南路交界的行車路,該段道路的臨時馬路鋼板須要移除,而行車路亦會復原至原來的路面水平。考慮到利南道與怡南路交界的臨時馬路鋼板涉及的道路範圍較廣,而且現時路面水平與周邊路面水平的差距較大,因此,利南道與怡南路交界的範圍無可避免須臨時封閉約 3星期,由本年的 7月下旬至 8月下旬暑假期間進行封閉,以盡量減低封路安排對社區的影響。至於林啓暉要求在利南道的暗斜路段加設防滑鋼

砂以減低重型車輛使用該路段所產生的噪音對鄰近海怡居民的影響,港鐵回應指當利南道與怡南路交界的道路重置工程完成後,該行車路面將復原至原來的路面水平,相關的暗斜情況亦會消除。

7. Restoration and Blockage near Lee Nam Road and Yi Nam Road

As Lam asked about the reason for the 3-week blockage at the junction between Lee Nam Road and Yi Nam Road in 2011, the Corp replied that it was to coordinate with the digging project: due to the presence of underground pipes, the steel plates for the temporary road became 600mm higher than the original road level – and this is definitely not safe for drivers. As a result, this road junction has to be blocked, but only during the end of July to the end of August, when traffic would be less busy.

As for Lam’s request to add anti-slip coating on the steeper part of Lee Nam Road for noise removal purpose especially when being driven over by heavy trucks, the Corp responded that the slop would be removed once the construction at the junction between Lee Nam Road and Yi Nam Road is complete.

8. 關注行人過路安全

由於港鐵工程的需要,承建商不斷改動海怡路的水碼以引導車輛的行駛方向,然而在他們改動行車路線時,涉及行人過路安全的相關配套指示措施往往沒有跟上。例如在月前,港鐵把由怡南路轉入海怡路方向的路段改動,但就沒有相應處理第三期居民過馬路的安全問題,造成車輛高速駛入海怡路時,沒有任何「慢駛」指示牌提醒駕駛者,導致險象環生,隨時會發生意外。林啟暉迅即與港鐵公司聯絡,在海怡路現場商討,責成港鐵公司在短時間內在馬路當眼處加設「慢駛」路面標誌和指示牌以提醒駕車者和過路行人,以減低發生意外的機會。

8. Concerns about the Road-crossing PedestriansDue to the need of the MTR construction, the contractor

continuously modified their road blockages around South Horizons Drive to direct traffic flows. However, these changes did not correspond in time to the indications for pedestrians. For example in the previous month, the Corp modified the entrance

of South Horizons Drive f ro m Yi N a m R o a d , but ignored the road-crossing safety of the residents who lived in blocks 17 and 18 as it neglected any signs for vehicles to drive slowly at the entrance. Lam immediately reported the issue, and the Corp has responded quickly and set up the relevant road sign within a short time.

9. 改善怡南路安全島

怡南路的安全島因為受到空間限制而出現先天不足,因而出現行人,特別是小學生從安全島過馬路令人提心吊膽。經過林啟暉與另一位當區議員和運輸署、路政署、港鐵公司等相關部門的反覆研究,現場視察,最後決定從幾個方面對該路段的安全問題進行改善。包括在轉彎位增加提示駕駛者「慢駛」的指示牌;港鐵公司會更換安全島上的指示燈;和敦促巴士公司提醒車長駕車在該路段轉彎時務必減速慢駛,留心過馬路居民。林啓暉希望在多管齊下的配套措施下,能減低居民在此過路的安全風險。

9. Improvement of Yi Nam Road Pedestrian IslandAs Yi Nam Road pedestrian island is but a small pedestrian

island on its own, safety is always a problem for students and pedestrians alike. After discussing with another councilor, the Transport Department, the Highways Department, and the MTR Corp, several solutions were proposed: to add a sign reminding drivers to drive slowly at the turn; to replace the traffic light near to the island; to urge bus companies to pay extra attention at

the turn. With these measures, Lam hopes to reduce the risk of any potential accidents.

改善海怡生活環境CONSTRUCTION AND PROGRESS工程施工與進度工程施工與進度1. 電單車違例停泊問題

Motorcycle Illegal Parking Problem

在頗長的時間內,林啓暉議員辦事處都在跟進居民對海怡巴士總站電單車違例停泊的投訴,當警方接報到海怡執法,向違例電單車發出告票,有幾天時間,違例情況似乎有所改善,但隨後又死灰復燃,因為

抄牌罰款的阻嚇作用只是把違例電單車遷移停泊至鴨脷洲西邨,當西邨的議員向警方投訴,這些電單車又回到海怡巴士站違例停泊,問題沒有解決。針對此難題,林啓暉在南區

民政事務專員主持的跨部門地區管理委員會上要求政府必須覓地加設電單車泊位。經過努力,現運輸署同意在鴨脷洲利民道加設15 個電單車泊位。雖然只有 15個泊位,實屬杯水車薪,難以解決目前的電單車違泊問題,但聊

勝於無,只能不斷向政府爭取覓地增設泊位,以解決電單車位僧多粥少的現實問題。

For quite a long time, Lam has been following up on the illegal parking issue of motorcycles at the South Horizons Bus Terminal – and the problem seemed to have improved for a while. However, it did not totally solve the problem as motorcycles owners then turned to park at the Ap Lei Chau Estate as an alternative after police started to give tickets at the Bus Terminal – and they switched back to the Bus Terminal when police began patrolling at the Estate.

To solve this, Lam demanded to add motorcycle parking space during a cross-departmental meeting hosted by the Southern District Home Affairs Department. After some negotiation, the Transport Department agreed to add 15 parking spaces for motorcycles. Although the number is far from sufficient, this at least alleviates the current scarcity of motorcycle parking space – and Lam will definitely negotiate for more in the future.

2. 海怡第三期內園高頻噪音

海怡半島第三期平台花園在多月前不斷出現滋擾的高頻噪音,林啓暉和海怡管理處不斷接到居民的投訴。為了查清噪音源,林啓暉聯同海怡管理處、地鐵公司、機電署、環保署等多個部門聯手展開追查,逐一排除了港鐵公司地底工程的機械摩擦聲、機電署在巴士總站抽風系統機件故障產生的噪音、第三四期樓頂的巨型天線發射器引發的噪音等。經過多月的努力,最後在受影響居民的協助並提

供有用的相關信息下,經警方明查暗訪的介入下終找到噪音的來源。目前高頻噪音基本得以解除。希望今後不會再出

現。己所不欲,勿施於人。

改善海怡生活環境 Improvement of South Horizons Living Standard

2. South Horizons Phase 3 High-pitched Noise PollutionIn recent months, there was high-pitched noise coming out

from the platform garden of South Horizons Phase 3. In order to locate the origin, Lam, together with the security office, the MTR Corp, Electrical and Mechanical Services Department, and Environmental Protection Department, started an investigation. After a few months, the origin has been located and the issue is solved for now.

3. 修補海怡第三期停車場地面Repair of South Horizons Phase 3 Car Park Ground

接到海怡居民投訴海怡的第三期停車場多處出現地面不平及露出鋼筋的問題,林啟暉隨即到場視察並要求海怡管業處跟進。在較短的時間內,管業處已作改善和修補。林啓暉要求管理處應主動對屋邨作定期的巡查和維修,而非接到投訴才去工作。

There were complaints about the uneven ground of the car park in South Horizons Phase 3. Immediately, Lam examined the problem himself and requested the estate office to follow it up. Lam also suggested the security office carry out regular inspection.

4. 設置海怡的士站

林啟暉在較長時間內就設置海怡的士站的問題與運輸署、路政署等有關部門進行商討,但至今仍未找到合適的位置。在選址設置的士站方面,現實上的確面臨一些具體的難題。首先是海怡路只有 530 米長和 10.5 米寬,整條短而窄的私家路,

都密集地為校巴及多條巴士線路安排上落位,較難找到一個較為寬闊的空間設置的士站,可讓多部的士在此停泊接載輪候的居民。特別是在怡南路和海怡路僅有的部分空間也已被永久設置為三個地鐵出入口,使原用作停泊校巴和巴士的地方更為不足。再者,如果把的士站移去西商場附近,對居住於第三期的居民輪候的士肯定十分不便。而最大的困難是如何要求外來的的士在中途有人截車他們會不接客,而要求他們必須到的士站才停車,特別是在屬於“私家”地段的海怡路,管理處又無執法權,如何强制的士必須停泊於我們指定的位置上落客是一個難以解決的難題。面對以上的問題,林啓暉希望能聽到海怡朋友提出可行的解決方案和建議。

5. 巴士總站通風系統

•為改善交匯處的乘客候車環境,林啓暉在兩年時間內推動和促成運輸署、機電署至今已採取多項措施以改善該處的空氣質素。有關措施如下 :(1)於 2014 年 8 月底安裝掛牆電風扇,以加強

空氣流通,並於 2014 年 11 月更換交匯處通風系統內部風咀,改動通風系統的運作模式,以增加由交匯處外抽入的新鮮空氣量;

(2)於 2015 年中伸延交匯處出入口位置的通風槽,以從較佳位置抽入鮮風,提高通風效果;

(3)在 2016 年於交匯處東南方的行人通道增設一條通風槽以提高通風效果。該通風槽現已完成安裝並開始運作,有關部門現正進行驗收及測試。

(4)要求巴士公司儘量調配歐盟四期或以上的環保型號的巴士行走交匯處,以減低車輛排放對交匯處內空氣的影響。巴士公司表示現時大部分行走交匯處的巴士均為歐盟四期或以上的型號。

4 . Setting up a South Horizons Taxi StationLam has in a longer period of time discussed the setting up

a taxi station in South Horizons with relevant departments such as the Transport Department and Highways Department , but has yet to find a suitable location . In terms of the location of the taxi station , there are indeed a few specific difficulties . First , South Horizons Drive is only 530 meters in length and 10.5 meters in width . The short and narrow private drive is densely arranged with stations for school buses and many bus routes , so it is quite difficult to find adequate space to set up a taxi station that allows multiple taxis to stop by and take passengers . The only space on Yi Nam Road and South Horizons Drive has already been permanently used as three MTR exits , making the space for school buses and bus routes more inadequate . Furthermore , if the taxi station is moved near Marina Square West , it will surely bring much inconvenience to the residents living in the third phase . And the biggest difficulty is in how to require taxis not to stop and pick up passengers on the way of getting to the taxi station and do so only when they arrive the station . Especially since South Horizons Drive is a private road , the management has no right of law enforcement , which makes requiring taxis to stop only in taxi station a difficult problem . Faced with the above problems , Lam Kai Fai hopes to hear about any viable plans and solutions proposed by friends of the South Horizons .

6. 巴士路線重組Bus Route Rationalization

運輸署就港鐵南港島線東段於 2016年底通車後擬展開巴士路線重組諮詢南區區議會意見。林啟暉在區議會交通會上明確表態:1. 基於 590A 線路與港鐵路線重疊,刪減該線路有利於減少海怡路繁忙的交通,減低噪音和改善空氣質素,因此不反對未來刪減 590A,但要求運輸署必須提出由於刪減 590A 而影響前往灣仔路段的居民的替代方案。(因 590 線路不能完全代替590A 的行車路線服務);

2. 反對運輸署計劃改組 671 線路只在上下午繁忙時段提供服務,要求 671 保持全日行車,並延長671 線路尾班車時間;

3. 要求運輸署必須在港鐵通車 3個月後,根據南港島線東段通車後居民乘坐習慣的改變,以充分的數據資料作為巴士路線重組的依據。

The Transport Department convened a survey regarding the bus route rationalization after the completion of the MTR South Island Line. Lam proposed the following: 1. Due to the overlapping route of bus 590A and the MTR line,

cancelling the 590A route shall ease the traffic and improve pollution. But the Transport Department must devise another route that shall make up for the missing stops at Wan Chai that the bus normally passes by (because bus 590 does not totally share 590A’s route).

2. Reject the limiting of bus 671 to operate only during the busy hours in the morning and the afternoon; instead, bus 671 must operate full-day and its working hours must be extended.

3. 3 months after the completion of the MTR line, the Transport Department must observe the pattern of transport usage of the residents and make relevant adjustment if necessary.

改善海怡生活環境 Improvement of South Horizons Living Standard

•林啓暉接到居民意見,認為在海怡巴士站兩個通風系統同時啟動,在日間為了改善眾多乘客的候車環境的確有此需要,無可厚非,但在夜闌人靜時,巴士站內乘客稀少,兩個通風系統 24 小時啓動,其發出的聲音除對居民產生某程度上的噪音滋擾外,長時間啓動浪費電源也不環保。林啓暉迅速與運輸署與機電工程署商討,機電署接納居民意見,已於 2016 年 2 月 25 日始在晚上 11時後關閉其中一個通風系統,以回應居民的要求。

•多位候車居民向林啓暉反映,在巴士總站 590 巴士線路候車區,安裝在柱上的幾把大風扇對正候車的居民正面勁吹,令到候車居民十分難受。林啓暉經過和運輸署、機電工程署商討,機電署在短時間內即派人調校風扇角度,積極回應居民要求。

5. Bus Terminal Ventilation System• To improve the passenger-waiting environment of the bus

terminal, Lam has successfully advocated that the Transport Department and Electrical and Mechanical Services Department take measures to improve the air quality in that area.

• Lam Kai Fai received the opinion of residents that the simultaneous operation of all two ventilation systems during the day is necessary in order to improve the waiting environment for many passengers, but when it is nighttime and there are few passengers in the terminal, two 24-hr operating ventilation systems not only produces noise that creates a certain amount of nuisance, but also fails to protect the environment with the long hours of power generated. Lam Kai Fai quickly discussed with Transport Department and Electrical and Mechanical Services Department and the EMSD accepted the residents’ opinion. One of the ventilation systems is now switched off each night after 11pm since 25 February 2016 in response to residents’ opinion.

• Many residents reflected to Lam Kai Fai that the big fans installed on the column next to the waiting area of the bus 590 are blowing too strong and directly in the direction of the passengers waiting in the station and results in discomfort of the waiting passengers. Lam Kai Fai discussed with Transport Department and EMSD and they changed the angle of the fans in a short time, responding actively to residents’ needs.

7. 無障礙通道Obstacle-free Pathway

林啓暉認為海怡作為一個優質的大型中產專業人士聚居的私人屋苑在過往都重視興建無障礙通道。最近海怡半島業主委員會在討論選點興建無障礙通道時,都傾向選擇海怡路通往第二期和第三期公園的梯級路改建成一條無障礙通道以方便有需要人士使用進出公園一帶。林啓暉支持這一建議方案。

Being a large middle-class residential area, South Horizons would need an obstacle-free pathway. Recently in a meeting, the South Horizons Owner’s Committee seemed to prefer modi fy ing the current terraced path near the park between Phases 2 and 3 into one obstacle-free pathway for the convenience of residents when entering and exiting the park. Lam supports this proposal.

即將開辦的國際學校港灣學校

•南區區議會屬下地區發展及房屋事務委員會於2月 1 日(星期一)下午的會議上以 15 票贊成,0票反對,1票棄權通過了反對利南道用地興建住宅的動議:

“本會强烈譴責發展局在未提供足够資料諮詢區議會的情況下,便於 2015 年 12 月 4 日區議會停止運作之時,把 " 擬議改劃一幅位於鴨脷洲利南道的政府土地作住宅發展 " 議程提交城規會討論並通過。本會堅決反對發展局在欠缺長遠、整體的規劃和配套下仍在人口密度居世界之最的鴨脷洲島大幅增加居住人口,在利南道駕駛學院用地興建 1416 個住宅單位!。”

•林啓暉約晤發展局局長陳茂波反映大多數海怡居民强烈反對利南道政府土地作住宅發展。

•城規會於 2015 年 12 月 24 日至 2016 年 2 月 24日的展示期內,共收到 607 份申述,大部份意見均反對利南道用地興建住宅。

• 城規會於 2016 年4 月 15 日至 2016 年 5月 6 日公布申述內容,共接獲 16 份有關申述的意見書,當中包括林啓暉所提交的意見書。

•林啓暉將於稍候以南區區議會地區發展及房屋事務委員會主席身份出席城規會或其申述聆訊小組委員會舉行的聆訊,以向城規會轉達委員會於過往會議上就事項的討論與反對立場。

• On 1st February, the Southern District Council’s District Development and Housing Committee passed the motion, by 15 votes of for, 0 vote of against, and 1 vote of abstain, to object the development of residential buildings in Lee Nam Road:

“The Committee condemns the Development Bureau of turning in the ‘Proposal of Development of Residential Building in Lee Nam Road” to the Town Planning Board on 4th December 2015 when the Southern District Council has stopped functioning. The Committee objects to the Development Bureau’s acceptance of the proposal of building 1416 residential units without considering the whole picture and the fact that Ap Lei Chau is already one of the world’s most densely populated islands.”

• Lam reported to Mr Paul Chan, Secretary for Development of Hong Kong, about the majority objection to the proposal among South Horizons residents.

• During the surveying period from 24th December 2015 to 24th February 2016, the Town Planning Board received 607 pieces of opinion, the majority of which objected to the proposal.

• From 15th April 2016 to 6th May 2016, the Town Planning Board announced 16 pieces of opinion, among which Lam’s was one of them.

• As the chairman of the Southern District Council’s District Development and Housing Committee, Lam wil l be attending a meeting with the Town Planning Board in order to present the Committee’s stance.

•教育局選出在前鴨脷洲聖伯多祿天主教小學校舍營辦國際學校的辦學團體是港灣學校。

•由於校舍還未完成装修,因此港灣國際小學延至2016 年 10 月底才正式上課。第一批學生約90人,先辦小一至小四年級。到了 2017 年 9 月,學生人數會增加至 200 人。

•教育局和港灣學校為了回應林啓暉等鴨脷洲議員對國際學校必然帶來嚴重交通擠塞問題的强烈關注,承諾會强制學生乘搭校巴或公共交通工具上課,以及規定校巴接載學生前先於指定地點停泊,再陸續前往邨內上落學生。

•林啓暉和其他議員最後不反對該用地作國際學校用途,但要求校方須成立交通監察小組並邀請區議員加入;以及校方必須嚴格執行現時校方提議的交通安排及管理措施,並在進一步增加該校舍的學額前須徵得區議會同意。

• The Education Bureau selected Harbour School Foundation Ltd to be the operator of the international school at the former St. Peter’s Catholic Primary School site.

• Since the construction is not yet complete, the start of school will be postponed to the end of October. The first batch will consist of about 90 students, from primary 1 to 4. It is expected that by September in 2019, the number of students will increase 200.

• The Education Bureau and Harbour School Foundation Ltd, in reply to Lam’s request, promised to make it compulsory for students to take school bus or public transport and set up appropriate drop-off & parking areas in order to minimize traffic congestion.

• Lam and other councilors are not against the construction of an international school at the site, but the school must regularly monitor the traffic with the councilors and also observe closely its traffic-control measures. The school must too seek the District Council’s approval before increasing its number of places for students.

•海怡半島屋苑毗鄰的香港仔避風塘與海怡居民的生活息息相關,林啓暉認為監察政府部門持續做好清理避風塘的海上垃圾,保持避風塘良好的環境衞生是提升海怡居民的優質生活極重要的工作目標。為此林啓暉從新一屆議會開始就全力展開多方面的工作。

•搞好避風塘的環境衞生是一項長期的、涉及需要多部門共同協作的系统工程,經過林啓暉和眾議員的努力,“加强處理香港仔避風塘環境衞生”已納入南區地區管理委員會的地區主導行動計劃的一個工作計劃,由南區民政事務署聯絡海事署、漁護署、渠務署、環保署等跨部門共同研究制定切實可行的改善辦法。

•目前海事處每天從上午8 時至下午 6時共調派8艘機動小艇和1 艘大型收集垃圾船隻清理避風塘的海上垃圾。他們會在早上8 時始,首先在漁市場一帶清理海面的發泡膠箱及漂浮垃圾。林啓暉認為在處理收集海上垃圾的先後次序方面,應安排承建商調派清潔垃圾小艇優先清理較多垃圾的海面令它盡快回復整潔,然後再清理漁市場一帶。

•林啓暉要求從地區主導行動計劃調撥資源、增加人手從棄置海上垃圾的源頭做起,包括海事處調派近岸清潔隊增加次數清理近岸處及船隙積聚的海上垃圾,加强清潔承辦商每日向船隻免費派發膠袋及提供收集生活垃圾服務;食環署應加强對漁市場和避風塘近岸的清潔巡查,特別是在夜間、大雨或颱風吹襲,岸上物件、發泡膠及垃圾可能因無人看管或受風雨影響落入海中;渠務署應加强清潔渠道,避免垃圾和汚水流入避風塘。

•除此以外林啓暉要求無論海事署和漁護署均要加大在香港仔避風塘海濱一帶進行反棄置垃圾落海的執法行動,加大對漁市場職員、船隻、遊艇及

漁民的宣傳教育工作,提醒漁船工人須妥善處理其垃圾及存放發泡膠箱,以免掉落海上,透過媒體宣傳提高公眾保護海上清潔衛生意識。林啓暉相信只要跨部門合作,議員、漁民和居民合力,治標和治本工作結合,香港仔避風塘的海上垃圾問題將會得到較好的解決。

• Just next to South Horizons, the Aberdeen Typhoon Shelters is closely linked to the life of the residents. Lam deems the government should keep up the work to ensure the cleanliness, in particular by removing the trash, on its waters. Since the new session of the District Council, Lam has begun a new series of works.

• It is a long-term and cross-departmental project to maintain a good hygiene at the Shelters. After some efforts together with other councilors, a “Plan to Maintain the Environmental Hygiene of the Aberdeen Typhoon Shelters” has successfully been adopted in one of Southern District Management Committees’ environmental plans to be cooperated between Southern Home Affairs Department, Hong Kong Marine Department, Agriculture, Fisheries and Conservation Department, Drainage Services Department, and Environmental Protection Department, etc..

• Currently, the Hong Kong Marine Department regularly sends 8 motor-dinghies and 1 large trash boat to collect trash on the waters everyday from 8am to 6pm, starting from the foam trash around the Aberdeen Wholesale Fish Market. However, Lam deems there should be a priority for the dinghies to start first from where trash is more abundant before turning to the Fish Market.

• Lam also thinks the Southern District Management Committees’ environmental plan should focus on the origin of the trash, including increasing the frequency of trash collection around the near-shore and anchorage areas, distributing free trash bags to boat owners, patrolling around the Fish Market especially during typhoon seasons when foam materials on land are blown onto water, and keeping the drainage system clean, etc..

• In addition, Lam also requests the Marine Department and the Fisheries and Conservation Department to put more effort in arresting those who throw away trash onto the waters, educate people about the importance of ocean cleanliness, and remind fishermen to secure their foam materials from falling onto the waters. Lam believes the cooperation between all these departments will bring about an optimistic solution to the current trash problem at the Aberdeen Typhoon Shelters.

林啓暉在過去多年都會在新春將至時,邀請剪紙名家創意藝術剪紙作品送贈海怡居民,藉此向居民拜年並送上新年祝福。遺憾地服務居民的好事卻被政治抹黑,現在終還清白。

在去年區議會選舉期間,公民黨前立法會議員陳家洛為了抹黑候選人林啓暉,不惜在選舉前和選舉期間發布屬虛假及誤導性的事實陳述,在毫無事實根據的情況下指控林啟暉透過三家公司進行“文化圍標”,把林啓暉服務海怡居民每年送贈迎春剪紙的活動竟然可以在缺乏任何事實證據下指控林啓暉“從申報項目中利益輸送和斂財”。為了打擊林啓暉多年在居民心中建立的誠信和聲譽,陳家洛透過在多份報章抹黑林啓暉,通知多家電視台來追擊“訪問”,甚至高調前往廉署舉報林啓暉,透過媒體和網絡宣傳給居民留下一個林啓暉被廉署調查的負面形象。陳家洛希望藉此影響選舉結果,實現他做超級區議員、進軍立法會的部署和計劃。作為一個公民黨立法會議員、作為一個堂堂大學

教授,為了競選一個小小的區議會議席竟然可以出此手段來抹黑對手,結果仍是事與願違,不單輸了個人的誠信,更輸了議席,實在使人歎息!

海怡家書 Home Letter for South Horizons

關於陳家洛向廉署舉報並對林啓暉作出的指控,廉政公署已作出結論:由於沒有證據證實有關指控,因此廉署對有關指控的調查已經完結。

During the District Council election last year, ex-LegCo councilor Kenneth Chan from the Civic Party smeared Lam by falsely accusing him of masterminding a “cultural collusion” in a spring paper-cutting event. Chan’s intention was to damage Lam’s long-regarded positive reputation and to create a bad image around him – all which shall benefit Chan himself in the election and pave the way to his ultimate plan to enter the Legislative Council.

As an university lecturer and a councilor from the Civic Party, Chan’s action not only lost his place in the election, but was also disappointing and has lost his own reputation.

The ICAC has already come up with a conclusion about the smear: the case is closed due to the lack of evidence that supports Chan’s accusation.

基於海怡半島私人屋苑居住有很多在瑪麗醫院工作的醫務工作者,加上有很多需要前往瑪麗醫院診病或覆診的海怡居民,特別是長者,他們極需要一條便捷的小巴線路不用繞路及上天橋便可直達瑪麗醫院。在過去一段長時間,本人不斷接獲海怡居民提出有關的訴求。現在適逢港鐵通車在即,63 號小巴線路正需要檢討是否需要調整行走路線的階段,正是一個適時提出確定線路的時機,本人將向業委會和政府部門提出,爭取在港鐵通車時或通車前,繼續維持63號專線小巴行走海怡路,同時建議 63號小巴從海怡巴士總站開出,在 18座、13 座和寶血小學對面馬路分別增設 3個小巴上落點以方便居民乘車。

Since the private estates of South Horizons house many workers of Queen Mary Hospital and residents, including senior residents in particular, who are in need of medical services from the hospital, there is a great need for a convenient minibus route that directly reaches the hospital without detours. In a past long period, I have constantly received such requests from South Horizons residents. Now that the MTR will soon be operational, it has become necessary for minibus 63 to review its need for route adjustment so it is a good time to propose for the change of route. I will propose to Owners Committee and relevant government department that route 63 continue its service before or when MTR train services are operational, and suggest that the route take off from South Horizon Bus Terminal with three additional stops at Block 18, Block 13 and Precious Blood Primary School for the convenience of residents.
