機電工程營運基金(營運基金)一直致力成為客戶的可靠伙伴,共同創造更大的公眾價值。為了給予客戶嶄新的服務體驗,我們早在 2013/14 年度制訂了首份為期五年的企業策略發展計劃,涵蓋需要提升機電工程服務的範圍。建基於首個策略計劃的佳績,今年營運基金再制訂第二個五年策略計劃,以創新科技持續革新,為客戶提供數碼化機電工程方案,並以社會利益為依歸,創造最大的公眾價值,朝着機電 2.0 時代進發。

The Electrical and Mechanical Services Trading Fund (Trading Fund) has always been committed to becoming a reliable partner for customers and jointly creating greater public value for Hong Kong. In order to give customers a brand new service experience, we formulated the first five-year corporate strategic plan as early as 2013/14, covering the scope of improvement needs in our electrical and mechanical (E&M) engineering services. Building on the success of the first strategic plan, this year, the trading fund have formulated the second five-year strategic plan to continuously innovate in innovation and technology, provide digitised E&M engineering solutions for clients, maximise public value with the interests of the community in mind, and to move towards a new era of E&M 2.0.

‧ 將400多幢主要政府建築物提升至數碼化的基礎;

‧ 透過實時數據進行監測,提高系統的可用性、可靠性、運行效率同建築物能源表現;以及

‧ Upgrade more than 400 major governmentbuildings to form the basis of digitalisation;

‧ Improve sys tem ava i lab i l i t y , re l iab i l i t y ,operational efficiency and energy performanceof buildings through the application of real-timeremote monitoring; and

‧ Upgrade the Customer Service Centre (CSC)with digitised workflow management to providemore convenient communication channels tostrengthen the connection and engagement withcustomers.

‧ Establish an E&M academy and an outstandingwork team with emergency support capabilities;

‧ Ful ly implement innovat ive t ra in ing andstrengthen the collaboration between the tradingfund and the trade; and

‧ Develop best practices for operation andmaintenance of major digitised E&M engineeringsolutions.

‧ Cultivate innovative, connect, agile and transparent(iCAT) organisation cultures and provide clients withat least 60 innovative solutions for enhancing servicequality;

‧ Establish an innovative collaboration platform (InnoPortal) to connect with universities, start-ups andscience parks on technology and innovation with aview to jointly identifying the most suitable digitisedE&M solutions.

為客戶的主要機電資產建立數碼化資產管理系統(AMS),綜合各類運作及維修數據於共同平台進行整理及分析,提供並加強預測性維修保養,提升資產至最佳運行狀態。Establish a digitised asset management system (AMS) for clients' major E&M assets, and facilitate consolidation and analysis on various types of operational and maintenance data through a common platform with a view to stepping up predictive maintenance and upgrading assets to their optimal operating conditions.

為客戶的主要機電資產加裝數碼化設備,並建立區域數碼監控中心,配合使用物聯網,以進行遙距實時監控,提升有關資產的運作效率和環保表現。Install digitisation equipment on clients' major E&M assets and establish regional digital monitoring and control centres in conjunction with Internet of Things for real-time remote monitoring on relevant E&M assets with a view to enhancing their operational efficiency and environmental performance.

以科技及創新方案優化客戶服務中心(CSC)及服務流程,並加強客戶參與和體驗,以提供更稱心的客戶服務及更全面的機電資產運行效能資訊。Upgrade Customer Service Centre (CSC) and its service workflow through technology and innovative solutions, and encourage greater engagement and experience among clients so as to provide better customer services and more comprehensive information on operational performance of E&M assets.

成立機電學院,開辦獲資歷架構認可的課程及訓練,並促進與本地、國內及外國的技術交流和擴展培訓領域,為各數碼化作業團隊提供適切的培訓。Set up the E&M Academy, offering accredited courses and training under the Qualifications Framework, foster technical knowledge exchanges with local, mainland and overseas counterparts and expand the scope of training so as to provide appropriate training for the specialised technical and digitisation workforce.

為各類主要機電資產,成立特定機電團隊,以提升應急支援能力,並傳承相關知識及經驗。Establish E&M special duty units (SDUs) for different categories of major E&M assets in order to enhance emergency support capabilities and succeed relevant knowledge and experience.

進行企業重組,建立創新辦公室、創新小隊及創新沙盒、連繫創科機構及客戶部門,以靈活方式共同制訂創新方案,五年內為客戶提供至少 60 項創新方案,推廣創新和靈活文化。Implement re-organisation, establish an innovation office, innovation teams and innovation sandboxes, as well as maintain ties with trade specialists and clients for jointly developing innovative solutions in a flexible manner, providing clients with at least 60 innovative solutions within 5 years to promote an innovative and agile culture.

‧ 為香港海關於邊境管制站引進流動X光車輛掃描系統及車輛自動清關支援系統

‧ 為懲教署轄下的懲教所更換和提升閉路電視系統,以提高系統的運作效率和可靠度

‧ 懲教署聯同機電署共同設計「電鎖保安系統」,大大提升了懲教所的運作效率,並加強出入院所的監控工作

‧ 為食物環境衛生署改善靈灰安置所附近的空氣質素,主動檢視和優化化寶爐的抽風及排煙系統

‧ 為食物環境衞生署無線電通訊系統更換工作進行可行性研究,成功研發了新的技術方案,並在多個試點推行先導計劃,成效理想

‧ 為消防處提升救護車規格,從而更充分保障市民安全

‧ 為消防處設計和建造真火模擬設施及不同的訓練場景,協助把消防及救護學院建設成國際頂尖的訓練學校

‧ Introduced Mobile X-ray Vehicle Inspection Systems and installed Automatic Vehicle Clearance Support Systems at boundary control points for the Hong Kong Customs and Excise Department

‧ Replaced and enhanced the Closed Circuit Television Systems at correctional institutions to enhance their operational efficiency and reliability for the Correctional Services Department

‧ Jointly designed an Electronic Locking Security System with the Correctional Services Department which greatly improved operation efficiency and strengthened access control at correctional institutions

‧ Provided pro-active monitoring and enhancement of the Ventilation and Smoke Exhaust System of joss paper burners in columbarium for the Food and Environmental Hygiene Department to improve air quality in the neighbourhood

‧ Conducted a feasibility study and developed a successful technical solut ion for the replacement of a Radio Communication System for the Food and Environmental Hygiene Department, and held pilot programmes at various locations with good results

‧ Upgraded ambulance specification for the Fire Services Department to enhance well-being for the public

‧ Designed and built various live fire simulation facilities and training scenarios for the Fire Services Department; helped make its Fire and Ambulance Services Academy a leading, world-class training institute

‧ Advised various government bureaux and departments; helped various government buildings complete their energy audits, and developed strategic plans on energy saving and emission reduction

‧ Developed Bui lding Information Model l ing - Asset Management, a patented technology to facilitate more efficient building management maintenance for government bureaux and departments

‧ Implemented integrated Building Management System for government bureaux and departments to raise O&M efficiency and give customers peace of mind

‧ Provided seamless replacement of high voltage installations at Tuen Mun Hospital under the Hospital Authority to raise the reliability of hospital electricity supply

‧ Helped the Hospital Authori ty perform test ing and commissioning of the latest medical equipment and energy efficient E&M facilities, such as LED lighting system at operating theatres, heat recovery chillers and oil-free chillers, to ensure optimal operation of the facilities

‧ Supported the Hospital Authority headquarters building in achieving the BEAM Plus Excellent Grading in Energy Use Certification

‧ Jointly won with the Hospital Authority the Regional Energy Project of the Year Award for the Asia-Pacific region from the Association of Energy Engineers

‧ Jointly developed and implemented with the Airport Authority an innovative Airfield Ground Lighting Power Transfer Simulator, and obtained a patent

‧ Improved the workflow, and designed and developed a Fleet Management System, for the Hong Kong Police Force

‧ Installed an Electronically Commutated Fan in the air-conditioning system at the new teaching block of the Hong Kong Police College of the Hong Kong Police Force, to demonstrate advanced energy saving technology

‧ Provided profession technical recommendations and solutions to the Hong Kong Police Force for the successful refurbishment of the Junior Police Call Permanent Activity Centre and Integrated Youth Training Camp at Pat Heung

‧ Explored new frontiers in energy saving and emission reduction for the Highways Department, designed and built a Smart Footbridge Lighting Dimming Control System

‧ Designed and procured various E&M and electronic systems and facilities for disciplined forces in preparation for the opening of the Hong Kong Boundary Crossing Facilities at the Hong Kong-Zhuhai-Macao Bridge

‧ Provided quality design and installation services of various advanced electronic systems in the new Court of Final Appeal building, to enhance efficiency of court proceedings

‧ Prov ided comprehens ive eng ineer ing and asse t management solutions for back-up air conditioning installations at City Hall for the Leisure and Cultural Services Department

‧ Installed remote control facilities, and applied mobile control technology to control outdoor lighting system at sports grounds for the Leisure and Cultural Services Department to ensure smooth venue operation

‧ Introduced a five-axle heavy recovery vehicle for the Transport Department, the first in Hong Kong, to strengthen its heavy vehicle recovery capability

‧ Provided professional technical support in E&M equipment and systems to the Transport Department to ensure the smooth and seamless transfer of the Eastern Harbour Crossing to the Government

‧ Provided project services for E&M systems at all road tunnels, and regularly upgraded various transport control and monitoring systems for the Transport Department

‧ Demonstrated to government bureaux and departments new opportunities in energy saving and environmental protection, and took the lead to use Fan Coil Unit Energy Saver at EMSD headquarters building

‧ Facilitated government departments and bureaux in liaising and collaborating with universities and start-ups, set up an Inno Office and an E&M InnoPortal to promote innovation and technology

‧ Set up a sharing and testing platform at EMSD headquarters to support innovation and technology projects from start-ups

‧ Set up a Smart City Task Force in EMSD to help clients implement innovative ideas that will facilitate Hong Kong to become a smart city of the future
