MINUTES of the

THIRTY-FIRST ANNUAL CONFERENCE

of the

KANSAS DISTRICT

of the

PILGRIM HOLINESS CHURCH

Held at Beloit, Kansas, August 7, 1944

The first sitting of the thirty-first annual conference convened at Beloit, Kansas, August 7, 1944, with Rev. Howard K. Busby as Chairman. The ser-vice opened with singing "Near the Cross" led by Rev. J. J. Cork. Rev. F. M. Bichelberger led in prayer. Rev. Wayne R. Plummer read the scripture les-son from Romans 5. Rev. Howard K. Busby then addressed the conference using as his subject "Three Essentials to Keep in God's Glorious Church": I. Love to God; II. Devotion to Duty; III. Definite Objectives.

It was moved and seconded the three south sections constitute the con-ference bar. Carried.

It was moved and seconded the Colony Church be received into the con-ference. Carried.

Rev. and Mrs. G. F. Fletchall, Mr. and Mrs. R. E. Adams, Rev, and Mrs. Bdward Waidron, Rev. Abraham Wise, and Rev, and Mrs. H. D. Wade were introduced to the conference. It was moved and seconded they be granted honorary seats in the conference bar. Carried.

The report of the Examining Board was read. It was movedand sec-onded we accept the report. Carried.

The report of the Rcsolutons Committee was read and acted upon. Rev. E. 0. Howell was introducee to the conference. It was moved and

seconded he be granted an hcnoraiy scat in the conference bar. Carried. It was moved and seconded that all resolutions cari'iecl over as standing

resolutions be grouped unclee' that, head and be cousiclared as such, the Reso-lutions Committee to define them. The motion was rescinded.

It was moved and seconded the resolutions carried over from year to year be designated as standing resolutions by the conference. Carried.

It was moved and seconded that the standing resolutions be accepted as a whole as recommended by the ecmmittee. Carried.

It was moved and seconded to recess for 15 minutes. The Foreign Missionary Committee reported. It was moved and' seconded

we accept the report. Carried.

Rev. Vera Close and Rev, and Mrs. Max Green were introduced to the conference and gave testimonies of Victory. It was moved and seconded they be granted honorary seats in the conference bar. Carried.

It was moved and seconded election of officers be held at 2:00 P. M. Carried.

The Ways and Means Committee reported. It was moved and seconded it be considered item by item. Carried.

The Auditing Committee reported.

The District Superintendent reported. It was moved and seconded we accept his report. Carried.

The Statistical Committee reported. It was moved and seconded we ac-cept their report. Carried.

The District Treasurer reported. It was moved and seconded we accept the report. Carried.

It was moved and seconded we recess. Carried. The Second Sitting op"ned with singing "Standing on the Promises" led

by Rev. B. F. Ireland. Rev. J. E. Iegrigg led in prayer. Promises were quot- ed. The presence of the Lord was felt in our midst.

The minutes of the first sitting were read and approved. Rev. Little was introduced to the ccnfcrence. It was moved and seconded

he be granted an honorary seat in the confe:ence bar. Carried. It was moved and sconded we show our appreciation as a conference

to the Children's workers: Sisters Martsolf, Griffin, Burton, Hofen, Wolcott, Dillon and Pottenger. Appreciation was shown by standing and a hearty "Thank You."

It was moved and seconded that we express our appreciation to the cooks, Sisters Cork and Snook, for their fine work. It was expressed by standing and giving a hearty "Amen."

Rev, and Mrs. G. F. Fletchall sang "The Story That Never Grows Old." It was an inspiration and blessing to all.

It was moved and seconded that the Chairman appoint tellers and some one to assist the Secretary. Carried.

The following tellers were appointed: Harold Bland, 0. H. Hofen, George Farr and Abraham Wise. Paul Sicklr was appointed to assist the secretary.

The election of officers was as follows: District Superintendent, Rev. Howard K. Busby Assistant District Superintendent, Rev. Wayne R. Plummer District Secretary, Rev. E. W. Burton District Treasurer, Rev. B. F. Ireland.

It was moved to recess to the call of the Chair. Other members of the council were:

Rev. M. M. Conrad, Rev. Paul N. Isgrigg, Rev. J. J. Cork. Rev. Roy Nible was elected to fill the vacancy on the examining board. Rev. R. H. Smith was elected to fill the vacancy on the educational board.

Rev. R. C. Stalcup was elected to serve on the Bible School Board. Clarence Berkgren, B. F. Ireland and J. J. Cork were elected as District

Trustees.

It was moved and seconded the conference year end June 30 and that all District monies be sent to the District Treasurer and all reports to the Dis-trict Secretary by July 15th.

It was moved and seconded that the District Council determine the num-ber of District Minutes and the place to be printed.

It was moved and seconded we give the Bird City Church and their pastor, Rev. George Farr, a rising vote of thanks for the new district tent. Carried. Vote of thanks was given by standing and saying a hearty "Amen."

It was moved and seconded that we have our camp-meeting and confer-ence at Hutchhison in 1945. Carried.

It was moved and seconded to rescind resolution No. 28. It was lost. It was moved and seconded this conference elect a committee to oversee

the Home-Missionary work and secure wcrkers and pastors to conduct the meetings. It was withdrawn.

It was moved and seconded the council submit nominees for a Home-Missionary committee to be elected by this conference, said committee em-powered to hire workers and be amenable to the District Council and submit an aimual report. Carried.

It was moved and seconded to amend the main motion adding, the com-mittee not to exceed three members. It was carried.

Brother and Sister Fletchall sang and blessing flowed. Their singing was followed by testimonies of Victory and Determination.

The conference was adjourned by expiration of time. The third sitting oponed with Rev, and Mrs. G. F. Fletchail playing a

piano duet. Then Rev. Paul Isgrigg led in a good season of prayer. The names recommended by the council for the Home-Missionary com-

mittee were read as follows: Roy Nibie, George Farr, J. E. Isgrigg, Ray Jel-lison, B. F. Durham.

Whereas the District Conference has provided for a Home-Missionary Committee, be it further resolved that said committee be amenable to the district council. They shall have full responsibility of all new Home-Mission-ary projects. Be it further resolved that said committee have power to em-ploy Home Missionary workers fixing salary for same. Be it resolved that this committee furnish publicity to the churches of the Kansas District every two mouths. It is further understood that the committee work in harmony with Home-Missionary interests now in existence assuming responsibility at Cottonwood Falls and Topeka. It was carried.

The election of Home-Missionary Committee was as follows: B. F. Durham, Ray Jellison and George Farr.

George Farr and Ray Jellison resigned and J. E. Isgrigg and Roy Nible, next highest, were elected by acclamation.

It was moved and seconded the traveling expense and publicity expense

of the Home Missionary Committee be paid by the Home-Missionary De-partment of the District. Carried.

It was moved and seconded the district council be empowered to take care of all unfinished business. Carried.

It was moved and seconded we give a rising vote of thanks to our Dis-trict Superintendent for presiding in this conference. It was given.

It was moved and seconded we give Father Jantz and Son a rising vote of thanks for their labors on the tents. It was given.

It was moved and seconded we recess for ordination service. A very beautiful ordination service followed when four men: Rev. Gran-

ville Carroll, Rev. Alvin Reissig, Rev. Paul Sickler and Rev. Joye Doane; and one woman Rev. Ruby Fletchall were ordained to the ministry. Rev. B. F. Ireland led in singing "A Charge to Keep I Have." Rev. J. J. Cork, Rev. M. M. Conrad and Rev. Wayne Plummer read from the scriptures. Rev. H. K. Busby then gave a splendid ordination address using the scripture "Avoid them." Rem. 16:17. I. Prayerlessness; II. Mental and Physical Laziness; Iii. Carelessness in Speech; IV. Carelessness in Personal Appearance; V. Lack of Appreciation; VI. Extravagance; VII. Talkativeness.

The service closed with prayer, laying on of hands, and giving of the charge. Then those ordained gave their testimonies.

The appointments of the pastors were read by the Secretary. The Minutes were read and approved. It was moved and seconded to adjourn. Our conference closed with singing "God Be With You" amid tears of

joy and shouts of praise.

REPORT OF THE EXAMINING BOARD

We recommend for Ordination: Granville Carroll, Paul Sickler, Joye Doane and Alvin Reissig.

We recommend the following for third year license: Emerson Colaw .Renewal), F. M. Eichelberger, Miss Lily Slaven, J. E. Pottenger (Renewal).

We recommend the following for second year license: S. A. Gillum, A. E. Whittington (Renewal), 0. R. Hofen (Renewal), Mrs. 0. R. Hofen (Re-newal), G. W. Farr (Renewal).

We recommend the following for first year license: H. D. Wade, Elmer Jantz, Francis M. Hobbs.

We further recommend that Mrs. G. F. Fletchall be accepted to the conference on her credentials. We also recommend her for Ordination as Deaconess.

We recommend for Deaconess license second yeat: Mrs. B. F. Ireland, Mrs. J. 0. Keller.

We recommend for first year Deaconess license: Miss Almeda Martsolf and Miss Twila Keim.

REPORT OF THE RESOLUTIONS COMMITTEE

Standing Resolutions

1. Resolved that each pastor have the privilege of conducting two re-vival meetings off charge during the year; provided that his charge be supplied satisfactorily to his advisory board.

2 Resolved that the District Camp have children's and young people's services; workers to be secured as soon as possible.

3. Resolved that we have a workers meeting each day of the District

Camp.

4. Resolved that We have two prayer band leaders appointed by the camp management for the District Camp; one for men and one for women.

5. Resolved that we hold conference at the close of camp.

6. Resolved that each active minister be released two Sundays during the camp and conference and that they receive regular salary provided that

they attend camp and conference.

7. Resolved that no pastor or church employ an evangelist for revival meetings without endorsement of the District Superintendent.

8. Resolved that all pastors and evangelists sound a clear and con-structive note against all worldliness such as anklets, rolled hose, short sleeves, permanents, etc., calling special attention to the resolution of our last general conference relative to this subject.

9. Resolved that we as the Kansas District of the Pilgrim Holiness church go on record as opposed to members of the Pilgrim Holiness Church being required to violate their religious convictions and the standards of the church in physical educational clacscs in public school.

17. Resolved that the first praycr-meeting night of each month shall be donation night for the pastors of the district. The announcement shall be made the Sunday previously by the Sunday School Superintendent.

18. Resolved that we as pastors do our best for our evangelists in their cash offering and where practical give them a good food donation.

19. Resolved that each pastor leaving his charge, furnish his successor a complete calling list with their location.

20. Resolved that vhen a licensed minister contnues year after year as a licensed minister making no attempt to take the course of study and is doing little or no active preaching, that he cr she be referred by the Exam-ining Board to the local church for local preachers license.

21. Resolved, whereas there are several licensed preachers doing little or no active preaching, and who have no prospect of doing more than local

work, we urge that cur local churches be more careful in recommending can-didates for district license to preach.

22. Resolved that the committees be appointed by the council, said committees to be appointed before the adjournment of the conference.

Other Resolutions

23. Resolved that we as a conference express our thanks and appreci-ation to the council and city of Beloit, also the Park care-taker which have contributed to make our camp and conference a success; and that it be printed in the Beloit paper.

24. Resolved that each church receive an offering for the camp-meeting of 1945; the same to be sent to the District Treasurer.

25. Resolved that we as a conference show our appreciation to our b-loved District Superintendent, Hcward K. Eusby, by a rising vote of thanks for his untiring labor of love among us during the past year.

26. Whereas there is a great need for more efficiency in our Sunday School work, therefore be it resolved that the Kansas District be divided into zones and that each zone have a Sunday School convention once each year and that the District Council outline the zones and provide for the necessary ofRcers.

27. Whereas it is an injustice to the local church to have a pastor to delay his answer of acceptance or rejection when he is recalled, therefore be it resolved that in the annual business meeting if a pastor is recalled he must give his answer at said meeting.

28. Resolved that the District Superintendent visit each church twice each year and that one of these visits be of three services.

29. Resolved that in the event of death in any pastor's or evangelist's immediate family the District Secretary shall be immediately wired and in turn each pastor be notified by wire by the District Secretary.

DISTRICT SUPERINTENDENT'S REPORT

To the 31st annual District Conference of the Kansas District of the Pilgrim Holiness Church, now in session at Beloit, Kansas, Greetings:

With deepest gratitude to God and the church, I submit the following report:

It has been a privilege to labor with the Kansas District another year. God has been our helper and to Him we humbly offer thanks.

Three Home Missionary tent meetings have been held on the District this year, two at Colony and one in Cottonwood Falls.

Brother Wolcott conducted a pioneer meeting in Corning, Kansas.

We have organized a church at Colony where Misses Slaven and Bilby have had a very good year. Definite plans are in the making for further per-manent work in new fields.

We have dedicated two churches this year, Syracuse and Natoma.

I have also been able to preside at three mortgage burnings. These were Syracuse, Natoma and Osawatomie. Fall River has cleared th&r indebted-ness of some twenty years standing. Recently Hutchinson liftd their in-debtedness, a real burden of the years, while Lyndon has been able to pay off their mortgage.

Natoma has bought and paid for a parsonage during the year. Osawatomie has remodeled and enlarged their parsonage. We have been

able to purchase a church and parsonage at Wichita. We have a good loca-tion and our debt is not large. Our prospects at Wichita are the best I have known.

I believe our reports will show that we have raised more money than ever before. Our pastors have been benefitted, with salaries on the increase. This meets one of our real needs.

Our camp ground is paid for and we have near 200 trees set out on the ground. We have been trying to get priority for building materials so we might go ahead with our work there.

Last December, 15 of your ministers labored faithfully at Vining, Kan-sas, for nearly a week and were able to salvage several hundreds of dollars worth of lumber nhich is stored in Lincoln.

We are indebted to the Bird City church for a gift of $493.00 that made possible the purchase of a fine new 40x60 gospel tent.

During the year I have preached 120 times. I have covered the District twice and presided at all annual meetings except three. Infantile paralysis hindered us preaching in three of the churches in the fall. Rain and mud l:ept us from holding the three annual meetings. I have attended one General Board Me2ting, three Bible School Board meetings, and one meeting of the Foreign Missionary Committee of the General Board.

My salary is paid in full. During the annual meetings, not one pastor was voted out of his church.

1. We recommend that all active ministers pay three-fourths (3,) of their ministerial tithe, through their local church treasurer, to the District Budget.

REPORT OF THE FOREIGN MISSIONARY COMMITTEE

1. We recommend that by a rising vote of thanks we express our appre-

ciation to Brother Miller for his faithful representation of the missionary

work in the Camp.

2. We recommend that at least one service of the Camp of 1945 be de-

voted to the interest of Foreign Missions.

3. We recommend that the first Sunday of each month be designated as

Missionary Sunday by our local churches, and that a special missionary of-

fering be taken on that day.

4. Due to the fact that there are many people interested in our Foreign Missionary work outside the membership of the church, we recommend that

cur larger churches organize a local Missionary Society to harmonize with

the provisions of the Manual, Sections 84 and 85.

5. Since the General Missionary office has set a goal of $25,000 as a post war fund, we recommend that our churches strive to help reach it by

sending in special offerings designated for that purpose.

6. Because of the increased cost of living on all our mission fields, we

recommend that our churches raise as much as possible ab3ve the regular

Foreign Missionary Budget.

7. We recommend that our District Secretary send a letter of greeting

to Rev, and Mrs. H. L. Solter.

8. We recommend that our pastors encourage those who feel the call

of God to special service and that the church assist them in their preparation

as much as possible.

9. Since there is a dire need for an electric refrigerator in the Mission

Home on the island of Barbados, we recommend that our churches take a special offering to be used for this purpose as soon as they become available.

10. We recommend that by a rising vote of thanks we express our ap-

preciation to Bro. and Sr. Fletchall for their services in the camp and pledge our moral support and prayers as they go to Foreign Fields.
