    PUNONG BARANGAYS, SK CHAIRPERSON, DILG REGIONAL DIRECTORS, FIELDOFFICERS, AND OTHERS CONCERNED

    SUBJECT: SUPPORT FOR COMMUNITY-BASED PROGRAM FOR CHILDRENWITHDISABILITIES (CWDs)

    The Breaking Barriers for Children (BBC) is a project jointly undertaken by theKatipunan ng Maykapansanan sa Pilipinas, Inc. (KAMPI) and the Danish Society of

    Polio and Accident Victims with funding support from the Danish InternationalDevelopment Assistance (DANIDA).

    The main goal of BBC is to promote the rights and improve the living condition of CWDsin line with the United Nations Convention on the Rights of Persons with Disabilities(UNCRPD) with its purpose to promote, protect and ensure the full and equal enjoymentof all human rights and fundamental freedom by all persons with disabilities and topromote respect for their inherent dignity.

    With the Philippines ratification of the UNCRPD, all National and Local GovernmentAgencies are encouraged to promote disability rights and to include persons withdisabilities in the development of their programs and services.

    ln this regard, all City/Municipal Mayors, Punong Barangays and SangguniangKabataan Chairpersons are hereby encouraged to support and adopt the BBC Project.

    All Local Chief Executives are also encouraged to ensure that CWDs concerns areincluded in the Plans and Programs of their respective LCPCs, and maintain Databaseon CWDs.

    Likewise, all DILG Regional Directors and Field Officers are hereby directed to ensure

    the widest dissemination of this Circular in their respective jurisdiction.
