BOARD OF DIRECTORS OCTOBER 15, 2009
Directors Present Members in Attendance: 2 Shari Morris – President Robyn Kalwa – Vice President Carol Townsend – Treasurer Anne Lyle- Secretary Sandy Umerley – Director
Note: It was reported that since our last meeting, Marty Rising has resigned his position as President. The remaining Board of Directors all voted in favor of appointing Sandy Umerley to the position of Director on September 23, 2009 and Robyn Kalwa to the position of Vice President on October 10, 2009.
Shari Morris called the meeting to order at 8:06 pm. COMMITTEE REPORTS: Building & Grounds – Barbara Nesbitt
• The flowerbeds are ready for fall except for mulching. The storm door in the kitchen is in need of repair. It appears that two lights at the brick sign are broken and need to be replaced. While the inside of the barn is being painted, Barbara is recommending that the broken fireplace doors be replaced. the chimney be cleaned and the tall grass at the sign be removed. She feels it is getting too big and is overtaking the area.
Website – Eric Morris (Recent Meeting was held on 09/06/09 with two Members in Attendance) • Summary of Recent Developments: Website was recently redesigned. We continue to average around 380
visitors to the site each month. The Project Component has been updated to the latest version. All registered users have been given access to submit news articles. Nothing will be published until it is reviewed by the Website Committee.
• Next Steps to be Taken: New Design, define guidelines for allowing community members to submit content and provide video tutorial for submitting content.
OLD BUSINESS: None. NEW BUSINESS: Approval of Minutes:
• All Board members read the July 2009 Board of Director Meeting Minutes. Robyn Kalwa made a motion to approve the minutes; Sandy Umerley seconded the motion. All Board members voted in favor to approve.
Treasurer’s Report for September 2009 – Carol Townsend • General Budget – Total September Expenses were $7,137.68. Postage - $436.41 (4th Q Dues), Audit/Taxes -
$550.00 (2008 Taxes), Mngmnt Bkpr/Accu–Pay - $296.21, Building Structure - $600.00 (Remove grit from bathroom floors), Grounds - $119.60, Trash Removal - $370.55, Electricity - $1,378.95, Telephone - $199.12.
• Townhouse Budget: Total September Expenses were $4,112.67. Trash Removal - $3,591.00, Parking Area Lights - $505.05, Postage - $16.62 (2nd Letter for Collections)
• Pool Budget: Total September Expenses were $33,883.11. American Pool - $2,166.10, Chemicals - $1,099.74, Electricity - $1,126.98 and Replacement Reserve for Pool Repairs - $22,702.50.
• Assessments Information as of September 2009: Uncollected – Single (90) - $10,202.65, Townhouses – (76 - $35,724.53, Total at Attorney (5) - $8,305.16 and Total at Collections (7) - $4,094.59.
• Prior Year Assessment Collected in September 2009 – General - $7.36 and Townhouses - $ 0. Robyn Kalwa made a motion to approve the Treasurer’s Report; Sandy Umerley seconded the motion. All Board members voted to approve.
Open Discussion: • Building & Grounds obtained painting estimates. Bright Painting was awarded the contract to paint the Leisure
Center and all interior and exterior doors. Estimates to follow on replacing the blinds in the Leisure Center. • Cathy Norman has been elected as Pool Chairperson for the 2010 Pool Season. All Board members voted in
favor. The Board has advised Cathy to form a Pool Committee. Cathy reported that the first Pool Committee meeting would be on October 21st from 6:30 – 8 pm in the Leisure Center.
• Shari Morris reported that in recent weeks the Board of Directors and Design Review Board made a thorough inventory of the by-laws. Proposed changes have been made and were published in the October Barnstormer. Carol Townsend read through all the proposed changes.
• Sandy Umerley had a few comments in regard to the proposed collection of fines levied against residents who do not comply with the by-laws. A discussion ensued and the Board discussed touching base with our attorney for further clarification.
• Anne Lyle reported that she is working with American Pool Co. on the closing of the pool complex. The Board has unanimously voted to purchase the Algaecide Maintenance Plan to cut-down on spring pool opening costs & maintain the pool finish. Initial doses of algaecide/phosphate/enzyme treatments are being added to the existing pool water and additional maintenance doses will be added monthly, if needed. There are two minor cracks that will be repaired before the closing at no additional cost to Box Hill.
• Shari Morris has contacted our attorney at the request of our Pool Committee Chairperson regarding the question of outside pool sponsorships to boost membership revenue. The question of including all residents as members of the pool through their HOA assessments is also being researched through our attorney. Our previous Pool Manager has also been contacted to find out if he would be interested in managing the pool in 2010.
• During the past few months, the Board voted (3 to 1) in favor of holding community Board of Director meetings on a quarterly basis due to low turnout. Executive Board working sessions (closed meetings) would still occur on a regular basis. Discussion was held with this current Board and its two new members on the pros and cons of holding monthly community meetings again. Comments were received from the residents in attendance. Robyn Kalwa made a motion to revisit this issue; Sandy Umerley seconded the motion. Discussion ensued. A vote followed. Anne, Robyn, and Sandy voted to go back to monthly Board meetings for now. The motion passed. Carol would like to meet every other month and Shari would like to hold quarterly meetings. The majority of the Board agreed to revisit this issue again in 2010. There will now be a November 18th Board of Directors meeting at 8:00 pm in addition to the originally scheduled December 16th meeting.
• Discussion was held briefly regarding the Proposed Budget. A resident questioned the playground line item amount. The Board responded that the proposed budget is still a work in progress at the moment. Board members will be sitting down to review the 2010 Proposed Budget. Changes are still being made and the proposed budget will be adjusted and published again in the Barnstormer for community to comment on.
Robyn made a motion to adjourn the meeting; Carol seconded the motion. All Board members voted in favor. Shari closed the meeting at 9:10 pm. Keep Your Home Safe Through the Holidays and All Year Long By: Terese Krout
As we prepare for the holiday season, so do burglars. Vehicle thefts and home invasions rise all over the country during this time. Recently in Columbia, Maryland, homes were robbed in broad daylight. Two weeks ago, in our own Box Hill community, some cars were invaded. Property was stolen and strewn around the vehicles. If the crooks are bold enough to enter the vehicles, they just might enter our homes. We need to protect our homes as well as our cars. Here are a few tips and reminders to ensure the safety of your family, home, and property. Lock your vehicles at all times. Sheds or outdoor storage areas should be secured with a weatherproof padlock. Property kept outside such as lawnmowers, yard equipment, bikes, and motorcycles should be secured to an immovable object. All tools and ladders that could be used to gain entry to your home should be locked-up and out-of-sight. All entries to your residence should have adequate lighting to allow for detection and identification of visitors. Motion lights work effectively for entry areas as well as other exterior sections of your home and property. Make sure to adjust them according to instructions. Check outside lights periodically to make sure they are in good working order. Ninety percent of all intruders will choose not to enter a residence that is illuminated. Shrubs, trees, and fences are ideal places for burglars to hide. Tree limbs near the home should be trimmed to prevent access to upper floor windows or balconies. Plant thorny or prickly shrubs near windows to discourage loitering or hiding. Outdoor foliage should be cut back to prevent obstruction of exterior lighting. Lock your doors, windows, and garage. More than 40% of home burglaries are termed by police as "no force" entries. In other words, doors or windows left unlocked will allow the burglar easy access to the home. Windows are the first point of entry for residential burglaries. Even if you are home, working outside, or running a quick errand, you should secure your home. If you have a security system, use it at all times whether you are home or away. A fire detector attached to a system works 24/7 like a panic button for the authorities. Check you system monthly to be sure it's operating properly. Keep your emergency contacts current. Remember, most crooks spend only 30 to 60 seconds to gain entry into a home or vehicle. The harder it is for a burglar to intrude your home or vehicle, the better the odds are he will move on to an easier target. Attention all Box Hill Business

New Tax Credit What you may know: You may know about the new legislation that extends the First-Time Home Buyer Tax Credit. What you may not know: Is that the law defines a first time home buyer as someone who has not owned a principal residence during the three-year period prior to the purchase. Is that for married couples, each individual must qualify as a first time homebuyer to receive the credit. So, if one of you has owned a home during the prior 3 years, neither of you qualify as a first-time buyer. Is that you can purchase a new home up to $800,000. Is that the tax credit is equal to 10% of the home purchase price up to a maximum of $8,000. Is that this tax credit has been extended until April 30, 2010. However, if you are in a binding contract by April 30, 2010, a home purchase completed by June 30, 2010 will qualify. Is that the old income limit was $75,000 for single taxpayers and $150,000 for married couples filing jointly for homes purchased on or after January 1, 2009 and on or before November 6, 2009. But, the new income limit for homes purchased after November 6, 2009 and on or before April 30, 2010 is $125,000 for single taxpayers and $225,000 for married couples. Also, this tax credit does not have to be repaid. What you need to know: You need to know that in addition to the first time home buyer tax credit, there is also a tax credit of $6,500., for homeowners wanting to purchase another principal residence. To be eligible to claim this tax credit, buyers must have owned and lived in their previous home for five consecutive years out of the last eight. This credit is only available for homes purchased after November 6, 2009 and on or before April 30, 2010. However, the same rules apply, if you are in a binding sales contract by April 30, 2010, the home purchase qualifies provided the sale is complete by June 30, 2010. POOL NEWS As the holidays draw near, and the temperatures continue to drop, the 2010 pool
season seems far off in the distant future. But to the new pool committee it feels
more like it’s just around the corner. The pool committee and essential volunteers
have finished closing the pool for the winter. We have stored away the pool furniture and are now actively making
plans for the next pool season. The Pool committee, which meets in the Barn on the first Wednesday of each
month at 7pm, is open to new volunteers and new ideas. If you would like to join the committee and be involved
with the planning, as well as the fun, please fill out the volunteer form on the web (www.boxhillnorth.org) or call the
