    Traditionally in America, helping the poor was a matter for private charities or local government. Arriving

    immigrants depended mainly on predecessors from their homeland to help them start a new life. In the late 19th

    and

    early 20th

    centuries, several European nations institutedpublic-welfare programs. But such a movement was slow to

    take hold in the United States because the rapid pace of the industrialization and the ready availability of farmland

    seemed to confirm the belief that anyone who was willing to work could find a job.

    Most of the programs started during the Depression era were temporary relief measures, but one of the

    programs Social Security has become an American institution. Paid for by deduction from the paychecks of

    working people, Social Security enables that retired persons receive a modest monthly income and also provides

    unemployment insurance, disability insurance and other assistance to those who need it. Social Security payments to

    retired persons can start at age 62, but many wait until age 65, when the payments are slightly higher. Recently,

    there has been concerned that the Social Security fund may not have enough money to fulfill its obligations in the

    21st

    century, when the population of elderly Americans is expected to increase dramatically. Policy makers have

    proposed various ways to make up the anticipated deficit, but a long-term solution is still being debated.

    In the year since Roosevelt, other American presidents have established assistance programs. These include

    Medical and Medicare; food stamps, certificates that people can use to purchase food; and public housing which is

    built at federal expense and made available to persons with low incomes.

    Needy Americans can also turn to sources other than government for help. A broad spectrum of private charities

    and voluntary organizations is available. Volunteerism is on the rise in the United States, especially among retired

    persons. It is estimated that almost 50 percent of Americans over age 18 do volunteer work, and nearly 75 percent

    of U.S. household contribute money to charity.

    The Earth comprises three principal layers: the dense, iron-rich core, the mantle made of silicate rocks that are

    semi-molten at depth and the thin, solid-surface crust. There are two kinds of crust, a lower and denser oceanic dust

    and an upper, lighter continent st fod ov oy bot 40 pt of t ts sf. oks of t

    crust are of very different ages. Some continental rocks are over 3,000 million years old, while those of the ocean

    floor are less than 200 million years old. The crusts and the top, solid part of the mantle, totaling about 70 to 100kilometers in thickness, at present appear to consist of about 15 rigid plates, 7 ofwhich are very large. These plates

    move over the semi-molten lower mantle to produce all of the major topographical features of the Earth. Active

    zones where intense deformation occurs are confined to the narrow, interconnecting boundaries of contact of the

    plates.

    There are three main types of zones of contact: spreading contacts where plates move apart, converging

    contacts where plates move towards each other and transforming contacts where plates slide past each other. New

    oceanic crust is formed along one or more margins of each plate by material issuing from deeper layers of the

    ts st, fo xple, by volcanic eruption of lava at mid-ocean ridges. If at such a spreading contact the two

    plates supportcontinents, a rift is formed that will gradually widen and become flooded by the sea. The Atlantic

    Ocean formed like this as the American and Afro-European plates moved in opposite directions. At the same time at

    margins of converging plates, the oceanic crust is icing reabsorbed by being sub-ducted into the mantle and re-melted beneath the ocean trenches. When two plates carrying continents collide, the continental blocks, is too light

    to be drawn down, continue to float and therefore buckle to form a mountain chain along the length of the margin

    of the plates.
