Text: Part I Import and Export Business

1.Export and Importing ProceduresExporting is selling products to another country.

Importing is buying products from another country. It is a fact that global trade is big business today and will grow even more important through the 21st century. Therefore, you must prepare yourself for the global challenge.

2. Import Procedures

(1)Import License

Many countries control import by an import license system. An importer must make sure whether a license is needed and can be obtained before he starts a negotiation with an exporter. But special attention should be paid to the trade term DEQ, under which the buyer is required to clear the goods for import in International Commercial 2000, which is a reversal from previous International Commercial 2000 versions requiring the seller arrange for export clearance.

(2)Trade NegotiationThis is also an indispensable procedure in business transactions. It generally includes the four procedures: inquiry, offer, counter-offer and acceptance. When an agreement is reached, the two sides sign a business contract.

(3)L/CL/C is now widely used for payment in

international trade in our country. After signing a contract, the importer should open the L/C application that should be made to fit the sales contract terms. Otherwise, the exporter will ask the importer to amend the L/C. That will cause extra work and may delay the shipment.

(4)Booking Shipping SpaceIn our country, FOB or FCA are both

generally used in import contracts. Therefore, the importer is responsible for shipment. After receiving the exporter’s notification of cargo readiness, the importer should book shipping space and keep the exporter informed of the progress to facilitate smooth delivery of the goods. The importer might also need to supervise the shipment at the loading port.

Under FOB,FCA,CFR and CPT terms, the cargo insurance should be arranged by the importer. The importer should ask the exporter to advise the shipment in time so that the goods can be covered by insurance without delay.

3.Export Procedures

Contracts for export in our country are mostly signed under CIF term on Letter of Credit. A lot of work is involved in carrying out this kind of contracts. The whole export process generally includes about procedures, among which cargo readiness, Letter of Credit, booking space or ship and document and payment are the most important ones. The following is a detailed account of the possible steps that may be involved in an export transaction.

It should be noted that the procedures for implementing a contract might be different according to the use of different terms or International Commercial 2000. For instance, if opening account or documentary collection is used, no Letter of Credit will be involved. Therefore, the above mentioned procedures may not be all used in a specific single transaction.

Originally, a freight forwarder was a commission agent performing on behalf of the exporter/importer routine tasks such as loading/unloading of goods, storage of goods, arranging local transport, obtaining payment for his customer, etc..
