The Governing Council established four committees to achieve its goals. They are the Better Business Environment Committee,

the Marketing Activities Committee, the Public Relations Committee and the Quality Enhancement Committee. These committees

spearhead all the Association’s activities and directions.

主席匯報Chairman’s Report

The Hong Kong tourism industry reached a new milestone in 2011. Visitor

arrivals exceeded 41 million for the first time ever, representing a year-on-

year increase of 16.4%. Total expenditure associated to inbound tourism

exceeded HK$250 billion, 20% more than in 2010, reflecting an allrounded

positive result for the entire market. Retailers were benefitted the most with

the total retail sales increased by 24.9%. The catering industry also showed

a healthy growth. Total restaurant receipts rose by 6.4%. The booming

market provided the QTSA an opportunity to intensify its partnerships with its

members and work vigorously to step up its effort in marketing and training.

Amplifying Our Influence

The QTSA is fully committed to support the marketing effort made by our

strategic partner the Hong Kong Tourism Board (HKTB) in promoting the

Quality Tourism Services (QTS) Scheme. We staged our very first series of

road shows in Shanghai, Chongqing, Changsha, Guangzhou and Hong

Kong. Through this groundbreaking programme, we delivered a powerful

message to the consumers at home and in the mainland for the QTS

Scheme. This large-scale marketing initiative successfully drew media

attention which generated immense publicity value and had a far-reaching

effect on the QTS Scheme, QTSA and members’ brand awareness.

2011年是本港旅遊業一個重要里程碑，訪港旅

客數字首次突破4,100萬人次，比2010年上升

16.4%；全年「與入境旅遊相關的總消費」大升

兩成達2,500億港元。最為受惠的零售業總銷貨

價值勁升24.9%，而食肆總收益亦錄得6.4%的

不錯升幅，反映市場普遍都能夠感受到豐收的氣

氛。協會抓緊市道蓬勃的機會，大力推動宣傳及

培訓工作，並且加強與會員的合作。

弘揚優質商譽

宣傳「優質旅遊服務」計劃是協會一項重要任

務。作為香港旅遊發展局的策略性夥伴，協會配

合局方的宣傳工作，特地分別安排在上海、重

慶、長沙、廣州及香港舉辦巡迴展，直接向旅

客及市民傳遞香港優質服務的訊息，一系列的大

型活動成功引起國內及本港傳媒關注，對提高計

劃、協會及會員商戶的品牌知名度有無可比擬的

深遠作用。


Organised by the HKTB, the “Quality Tourism Services Merchant Awards”

was bestowed on top accredited merchants for their outstanding

performances. The QTSA supported the good cause and the award

ceremony was held at the QTSA Annual Dinner. The Awards help boost

morale internally and enhance the corporate image externally. Also with

promoting the QTS-accredited shops and restaurants, the QTSA partnered

with a mainland media outlet to launch the Most Popular QTS Merchant

Award (Online Voting in Mainland China) campaign, which broke through all

physical frontiers to reach virtual communities across the Mainland.

In welcoming the arrival of the Year of the Dragon, the QTSA once again

participated in the HKTB’s International Chinese New Year Night Parade.

The QTSA promoted the QTS Scheme to the world by leveraging on the

Parade which was televised internationally. Some 65% of mainland visitors

to Hong Kong used the Individual Visit Scheme (IVS). To entice the visitors

to spend at our retail and catering members, the QTSA repeatedly published

the seasonal shopping and dining supplement – an effective and on-target

promotional channel.

Gaining Momentum in Partnership

As of March 2012, the QTSA had over 1,300 members, covering over 7,700

outlets. Maintaining its position as one of the leading trade associations

in Hong Kong, the QTSA demonstrated strong teamwork and mobilised

partners and members to organise a number of signature events.

旅發局特別設立「優質商戶獎項」，並在協會周

年晚宴中舉行頒獎典禮，本會深表支持。獎項表

揚商戶的傑出表現，對內可以激勵員工士氣，對

外亦有助提升企業形象。另外，協會聯同內地傳

媒策動「國內網選十大最受歡迎香港優質商戶」

投票活動。參與投票的網民來自全國各地，跨

越地域界限從消費者層面推廣認證商戶及餐館品

牌。

協會帶領會員「龍飛躍進」，再度參與由旅發局

主辦的新春國際匯演之夜，透過電視機向全球觀

眾宣揚優質旅遊服務。鑑於超逾六成內地旅客均

以個人遊簽注訪港，協會延續《節慶優惠專輯》

這項針對性的宣傳渠道，讓零售、飲食業會員接

觸到這群消費力極高的客人。

凝聚夥伴動力

截至2012年3月，協會會員數目增加至超過

1,300間機構，覆蓋全港超過7,700間店舖。作為

本港最具規模的商會之一，協會發揮強勁的團隊

精神，動員夥伴機構及會員舉辦多項焦點盛事。



The success of the Delegation to Shanghai and Road Show in China is due

to the support and participation of the merchants, partners and government

agencies. Apart from the overwhelming support from our members, the

2011 Annual Dinner was attended by a thousand honorable guests and

close allies. The star-studded ensemble of guest speakers attracted a

500-strong audience to the Sharing of Business Elites in July 2011. Thanks

to the enthusiastic response from our members and the buzz created by our

media partners, the QTS Road Show became a major event.

The QTSA acknowledges the importance of effective communication with

our members. We set our strategies and objectives by listening to the views

from multiple sources through surveys, member visits and the annual general

meeting. Furthermore, we position ourselves to be the bridge between the

government and the trade. The QTSA actively expresses to the government

the views of our members on legislations concerning the industry. At the

same time, the QTSA supports the law enforcement in combating trade

malpractices. The ultimate goal is protecting the industry interest and

creating a better business environment.

Inspiring Service Excellence

The QTSA gathered together the training needs of our members and

a wealth of expertise from business leaders and academics to set out a

comprehensive blueprint for training. In the past year, professional training

consultants instilled our members with new customer service concepts

by offering seminars on complaint handling, talent management and sales

strategies. The two-part digital and social media seminars inspired our

members to explore the marketing potential.

上海訪問團及內地巡迴展得以成功舉行，實有

賴參與商戶、夥伴機構以至政府機關的支援和

配合。2011周年晚宴移師香港會議展覽中心舉

行，得到多間會員機構贊助之餘，更有近千名

政商名人、友好機構代表及會員出席，盛況空

前。7月份舉行的「翹楚匯」經驗分享會，強勁

的嘉賓陣容吸引500觀眾擠滿整個演講廳，再次

顯示各界對協會的支持。會員的積極參與及傳媒

的厚愛亦使之後的「優質旅遊服務計劃巡禮」能

夠辦得有聲有色。

協會重視與會員溝通，透過進行問卷調查、探訪

會員及召開周年大會聆聽各方聲音，以制定合適

的工作方針，回應行業發展需要。另外，協會亦

擔當會員與政府之間的橋樑，就業界關心的政策

及議題發表建議，並且同時支持當局打擊不良銷

售行為，創造更有利的營商環境，維護業界整體

利益。

啟迪服務人才

協會集思廣益，根據會員訴求和汲取業界精英與

教育學者的寶貴意見，規劃完整的培訓方案。由

資深培訓顧問策劃的專題性研討會涵蓋投訴處

理、人才管理、銷售技巧，向會員灌輸全新服務

概念。兩場數碼、社交媒體系列研討會，則啟發

營銷的嶄新思維。



The highly praised “Quality Host” workshop and Customer Service

Putonghua Workshop continued to assist frontline staff to move forward.

The professional certificate and diploma programmes in Quality Service

Practice and Management co-organised with the Open University of Hong

Kong is our answer to meet the demand of professional progression from

members. To promote continued learning to the many workers in the retail

and catering industries, the QTSA released an industry-specific mobile

app – the first of its kind in the market.

Going from Strength to Strength

Despite all economic indicators pointing upwards in the first-half of 2012, the

mainland economy slowed significantly and the performance of the western

market remained disappointing. Visitor spending will certainly be affected

eventually. The rising rents and prices are adding further pressure on the

retail, restaurant and travel related industries. In the coming year, the QTSA

will continue to push forward its three key objectives: “To nurture quality,

strengthen the industry’s commitment and promote the quality service

image”. The QTSA will take advantage of the growing visitor numbers and

explore new business opportunities for our members. The QTSA will remain

committed to develop training programmes, building a strong foundation in

anticipation of the challenges ahead.

備受歡迎的「優質之導」工作坊和實用普通話

會話等提升課程再度舉辦，為會員注入不斷求

進的動力。夥同香港公開大學合辦的優質服

務證書及文憑課程，能夠滿足業界專業化的需

求。為鼓勵持續進修，協會推出市面首個參照

零售、飲食業工作編寫的教學手機應用程式，

惠及更多前線從業員。

竭力迎難而上

雖然2012年上半年各項經濟指標保持上揚，但

內地經濟增長明顯放緩，而歐美市場表現持續

令人失望，肯定會影響旅客的消費意欲。加上租

金、物價急升，零售、飲食及旅遊相關行業正面

臨重重考驗。來年協會將繼續專注「提升服務質

素、凝聚業界力量、及宣揚優質形象」的三大範

疇工作，把握旅客不斷上升的時機，為會員開發

更多商機；協會亦會堅持發展培訓項目，為業界

打穩根基，迎接未來挑戰。

To further enhance mainland consumers’ awareness of the QTS-accredited merchants, the QTSA organised the Most Popular QTS

Merchant Award (Online Voting in Mainland China) in May 2011. Mainland consumers were encouraged to vote for their favourite

shops and restaurants on HunanTV.com. Over 230 QTS-accredited merchants stood for the Online Voting, and the responses were

enthusiastic as tens of thousands of votes were lodged.

為進一步加強針對內地的宣傳，並增進消費者對「優質旅遊服務」計劃認證商戶的認識，協會於2011年5月舉辦「國內網選十大

最受歡迎香港優質商戶」投票活動，由內地消費者透過湖南衛視金鷹網 (hunantv.com) 選出他們心目中最喜愛的優質零售商戶及餐

館。網選吸引超過230間「優質旅遊服務」計劃認證商戶參與角逐，並有數以萬計網民投票，反應非常踴躍。

For the first time ever in its history, the QTSA organised the

2011 Hong Kong Quality Tourism Services Brands Road

Show in China. The roving showcase was staged in

Shanghai, Chongqing, Changsha and Guangzhou during

April and May 2011. With 21 renowned brands showing their

support and enthusiastically participating, the large-scale

event truly exemplified the advantages of the huge network

of the QTSA members. The Road Show also received

the backing from top rated Hunan TV who produced the

programme and provided comprehensive media coverage.

The Road Show successfully strengthened the brand

awareness of QTSA members to the vast mainland market.

協會首辦「2011香港優質旅遊服務品牌中國巡迴展」，

積極發揮協會及委員會的龐大脈絡優勢。2011年4至5月

期間，協會於內地四個重點城市：上海、重慶、長沙，及

廣州舉行大型巡迴路演，吸引多達二十一家香港知名優質

服務品牌參加，更獲風靡海內外的湖南衛視提供節目製作

及詳盡報導活動花絮，成功提升協會會員商戶知名度。

The Year in Review 年度回顧


From 16 to 19 February 2012, the QTSA and Hong Kong Tourism Board (HKTB) co-organised the first “Quality Tourism Services

Scheme Road Show” at Times Square, Causeway Bay. The four-day event featured a different theme each day, namely “Glamour

& Prestige” (jewellery and watches), “Lifestyle” (dining, wine and custom tailors), “Healthy Living” (health products and Chinese

herbal medicines) and “Trend Setter” (cosmetics and hair styling). To demonstrate Hong Kong’s dynamic shopping and dining

experiences, a rich collection of products by QTS-accredited merchants from different sectors were on display.

於2012年2月16至19日期間，優質旅遊服務協會與香港旅遊發展局在銅鑼灣時代廣場合辦首個「優質旅遊服務」計劃巡禮。四日

巡禮每日各有不同主題亮點節目，包括：「高貴．閃亮」，展示瑰麗璀璨的珠寶鐘錶；「品味．生活」，讓大家細味美酒佳餚，

並欣賞裁縫師傅的精巧手工；「享受．健康」，由專家名人分享中藥及天然保健食品等養生心得；「潮流．時尚」，由星級化妝

師、髮型師示範扮靚秘訣。另外，會場內放置了十多個美輪美奐的飾櫃，陳列優質商戶各式各樣的精選產品，讓參觀者體驗香港

多姿多采的非凡購物飲食魅力。

The Road Show received strong support from a substantial number of QTS-accredited merchants and QTSA members,

including Times Square as the venue sponsor. The QTSA and HKTB ran a major promotional campaign on TV, newspapers,

magazines, HKTB website and Weibo (a Chinese microblogging site) to attract local and visitors’ interests. A star-studded

ensemble of celebrity guests attracted big crowds to the Road Show. The event generated extensive media coverage and

attracted close to 70,000 locals and visitors. Many respondents to our survey said they obtained a better understanding of the

Scheme and expressed interest in choosing QTS-accredited merchants after visiting the Road Show. The goal to promote the

QTS Scheme was successfully achieved.

巡禮得以順利舉行，除獲得時代廣場借出場地，並得到多間「優質旅遊服務」計劃認證商戶及優質旅遊服務協會會員的積極

參與。為引起更多關注，大會請來多位紅星嘉賓到場助陣，並透過電視、報章、雜誌廣告，以及利用旅發局網站及微博，向旅客

及市民作大肆宣傳。四日巡禮獲傳媒廣泛報道，亦吸引近七萬人次的市民及旅客參觀。受訪的參觀人士都表示，活動有助加深對

計劃的認識，日後亦會選擇到認證商戶消費，證明活動成功達到宣傳「優質旅遊服務」計劃的預期效果。



Since October 2010, the QTSA has been publishing the seasonal shopping and dining supplements to capture high-spending

mainland visitors. A preferential rate is offered to QTSA member merchants for featuring their quality service and products in an

advertorial format in the Hong Kong Guide – a Simplified Chinese leisure magazine for mainland visitors. The highly successful

promotional platform is well received by our members and welcomed by visitors.

The QTSA grasped the opportunity to host the delegation in Shanghai in conjunction with the 2011 Hong Kong Quality Tourism Services

Brands Road Show in China. Consisting of QTSA governing council members and representatives from participating merchants, the

delegation met with Shanghai government officials and visited retail and catering businesses during their stay from 9 to 10 April 2011.

The aims of the delegation were to foster the collaboration of economic and tourism developments between the two cities, and to

provide an opportunity for the delegates to gain an insight into the mainland market.

協會把握舉辦「香港優質旅遊服務品牌中國巡迴展」的難得機會，由執行委員會聯同各大參展商戶組成訪問團，於2011年4月9至

10日期間與上海市政府官員會面，促進兩地旅遊經貿交流。訪問團亦參觀了當地零售及餐飲企業，了解當地市場實況。

QTSA 2011 Annual Dinner cum Quality Tourism Services Merchant Awards Presentation Ceremony

優質旅遊服務協會2011周年晚宴暨優質商戶獎項頒獎典禮

The QTSA 2011 Annual Dinner was successfully held on 23 June 2011 at the Convention Hall, Hong Kong Convention and Exhibition

Centre. Close to 1,000 honourable guests, business elites and QTSA members came together under one roof to enjoy the 70-plus

table Annual Dinner. To celebrate the launch of the Quality Tourism Services (QTS) Scheme for over 10 years, the Hong Kong Tourism

Board (HKTB) set up the special “10-year QTS Merchant Recognition” to acknowledge merchants who have been accredited for 10

consecutive years and “Outstanding QTS Merchant Award” to identity those who have consistently performed remarkably. The QTSA

also took the opportunity to award the winners of the “Most Popular QTS Merchant Award”. Winners of the above awards received

the honours from the hands of honourable guests including Mr James Tien, Chairman of the HKTB, Mr Philp Yung, Commissioner

for Tourism and Mr Guo Hengbin, Deputy Director-General, Coordination Department of the Liaison Officer of the Central People’s

Government in the HKSAR, all amid praise and admiration from their peers.

協會2011周年晚宴於6月23日假香港會議展覽中心會議廳舉行。當晚筵開超過70席，近千嘉賓、業界精英及會員聚守一堂，場面盛

大。適逢「優質旅遊服務」計劃推行逾十載，香港旅遊發展局特別設立「10年資深優質商戶嘉許」及「傑出優質商戶獎項」，

分別表揚連續十年獲得認證的商戶及持續表現傑出商戶。協會亦藉此機會頒發「國內網選最受歡迎香港優質商戶」獎項。各得獎

商戶在頒獎典禮上逐一從旅發局主席田北俊、旅遊事務專員容偉雄、中聯辦協調部副部長郭亨斌等嘉賓手上接受嘉許狀及獎座，

與同業友好分享榮譽和喜悅。

The 17th Annual General Meeting was held on 19 December 2011 at The Mira Hong Kong. At the meeting, the new 2011-13

Governing Council was appointed, signaling the beginning of a new era for the QTSA. Mr James Tien, GBS, JP, Chairman of the Hong

Kong Tourism Board and Mr Philip Yung, JP, Commissioner for Tourism attended as guests of honour and made speeches.

協會第十七屆會員周年大會於2011年12月19日假尖沙咀美麗華酒店舉行，會上通過新一屆二零一一至一三年執行委員會的成員

名單，標誌協會發展邁進新紀元。為隆重其事，協會再度邀請香港旅遊發展局主席田北俊先生，GBS，JP及旅遊事務專員容偉雄

先生，JP發表演說。

The QTSA encourages interaction between the Governing Council and members. Member Visit is a great opportunity for the Council to

listen to feedback and suggestions from members, and to be better informed and prepared for outlining future plans of the Association.

協會重視執行委員會及會員商戶之間的互動交流。會員探訪是委員會聽取及了解會員意見和建議的好機會，有助委員根據業界發

展需要，規劃協會的未來大計。



Enhancing the Business Environment

優化營商環境

The Better Business Environment Committee is actively expressing the views of the industry on major issues and continuously works

with various government departments to create a business-friendly environment.

To raise awareness amongst tourists and merchants of the Quality Tourism Services (QTS) Scheme, as well as combating illegal

touting activities and the selling of counterfeit goods, members of the Committee once again teamed up with the Hong Kong Police

Force and Yau Tsim Mong District Fight Crime Committee to carry out a joint patrol in Tsim Sha Tsui on 18 August 2011.

Representatives of the Committee also attended an exchange session organised by the Police for tourist guides focusing on

strengthening the cooperation of law enforcement and traffic arrangements in tourist districts on 19 September 2011.

協會的營商環境關注委員會一直為業界關心的議題發聲，並且與各政府部門保持緊密聯繫及合作，共同努力優化營商環境，促進

行業健康發展。

於2011年8月18日，營商環境關注委員會會員聯同香港警務處油尖警區及油尖旺區滅罪委員會成員，再次於尖沙咀彌敦道一帶進

行聯合巡邏，向區內商戶及訪港旅客推廣「優質旅遊服務」計劃，並且鼓勵舉報非法招徠活動及打擊售賣冒牌貨品等不法行為。

同年9月19日，營商環境關注委員會派出代表出席由警方為本地導遊舉辦之交流講座，支持警方加強執法與改善旅遊區交通安排

等多個範疇的行動，亦鼓勵旅遊業界與執法部門保持溝通合作。

「翹楚匯2011」經驗分享會

The QTSA firmly believes that the strengths of the service industry can be consolidated by constantly improving the service quality. To

foster the growth of the industry, the QTSA delivers a wide range of training programmes to boost the competitiveness and enhance

the skills of the practitioners. In the past year, more than 2,300 people attended the industry-oriented sharing sessions, seminars

and workshops. The self-learning platform brought a new learning experience without the constraints of time and space to tens of

thousands of people.

協會深信只有不斷提升服務質素，才能鞏固香港服務業界的優勢。透過舉辦不同培訓項目，強化業內人士的技術和競爭力，扶植

行業茁壯成長。回應業界發展需要，協會年內舉辦十多項分享會、研討會及工作坊，逾2,300人次參與；新增的自學平台，更突破

時間和地域界限，使數以萬計的人士受惠。

“Sharing of Business Elites” provides a platform for business leaders to share their experience and inspiration. “Innovative Service –

You make a difference” was the theme of the ninth staging of the Sharing. Held at Theatre 1, Hong Kong Convention and Exhibition

Centre on 27 July 2011, the guest speakers were: Mr Eric Leung, Chief Executive Officer, Tao Heung Holdings Ltd.; Mr Norman

Tam, Deputy General Manager, Hong Kong Suning Citicall Appliance Ltd.; Mr Alfred Tsoi, Vice President & Managing Director, Yahoo!

Holdings (Hong Kong) Limited. Professor Andrew Chan, SBS, JP, Director of EMBA Program, The Chinese University of Hong Kong

was the guest moderator of the Q&A session for another year.

協會第九次舉辦「翹楚匯」這個讓商界精英分享經驗和發表灼見的交流平台。2011年度的主題為「創新服務─就是不一樣」，

於7月27日假香港會議展覽中心演講廳1舉行。主講嘉賓包括：稻香集團行政總裁梁耀進先生、香港蘇寧鐳射電器有限公司副

總經理譚學昌先生、及雅虎香港有限公司董事總經理蔡寶德先生；而香港中文大學行政人員工商管理碩士課程主任陳志輝教

授，SBS，JP再度擔任討論環節嘉賓主持。當天參與人數眾多，可容納500人的場館座無虛席。

Jointly developed by the QTSA and Li Ka Shing Institute of

Professional and Continuing Education (LiPACE) of the Open

University of Hong Kong, the programme provides an opportunity

for sustainable development towards professionalism. Quality

service concepts, customer relationship management, service

quality management and talent management are the topics

covered by the programme. It also includes information on

the Quality Tourism Services (QTS) Scheme and invites guest

speakers to share their wisdom and experience.

協會與香港公開大學李嘉誠專業進修學院繼續合辦專業證書

及專業文憑課程，推動服務業專業化的持續發展。課程包括

優質服務概念、客戶關係、質素管理、人才管理等科目，並

涵蓋「優質旅遊服務」計劃內容及嘉賓經驗分享。

The Workshop is designed specifically for frontline staff. Participants learn how to put quality service into practice through group

discussions, games and role-plays. The latest market analysis is also covered, giving the participants a competitive edge in the evolving

tourism industry.

工作坊專為前線從業員設計，學員透過小組討論、遊戲及角色扮演了解旅客的不同需要、改變心態、認識如何實踐優質服務。工

作坊內容亦包括市況分析，有助學員掌握旅業最新動態。

Through collaboration with tertiary institutions and professional training consultants, the QTSA produces intensive training programmes

specailising in academic and skills training respectively for executives and frontline service staff. Effort has also been made to establish

a self-learning platform to promote continuing education.

協會夥拍專上學院及專業培訓顧問開辦專門精讀課程，分別為業內管理人員及前線從業員提供學術性及技能性的培訓項目。協會

亦積極開拓自學平台，鼓勵業界持續進修。



In August 2011, the QTSA seized the opportunity presented by the

prevalent use of smartphones and tablet computers and launched the

“Customer Service English for Retail / Catering” Apps for iPhone® /

iPad® - a first among major trade associations in Hong Kong.

Targeting the frontline personnel of the service industry, the apps were

jointly developed by the QTSA, the Commercial Development and

Training Institute (CDTI) and Crossover International. The apps allow

users to choose their own pace of study and focus the study to a

specific area. The apps’ sentence-by-sentence voice demonstrations

and voice recorder help the user to practise pronunciation.

Available in Traditional Chinese and Simplified Chinese, the apps had

topped the download charts for weeks and attracted local and overseas

downloads.

2011年8月，協會看準智能手機及平板電腦日益普及的時機，推出

《零售業／飲食業實用英語會話自學課程》的iPhone®/ iPad® 應用程

式，開創本港主要商會先河。

應用程式針對服務業前線從業員編製，由協會與專業培訓顧問商务坊

及程式開發商華豐正凌國際聯合開放。用家可以按照本身語文程度及

學習需要，靈活地調節學習進度並進行重點練習，逐句收聽真人發聲

的正音示範，更可以使用錄音功能鍛鍊讀音。

應用程式備有繁體及簡體中文版本，吸引本地及海外用家下載，曾一

度高踞下載榜的上游位置。

To further improve the services provided to mainland visitors, the

QTSA has been organising short-term Putonghua training course for

practitioners with learning aspirations. Taught by native Putonghua

teachers, the course received a positive reception and service language,

vocabulary and pronunciations were the key subjects in the syllabus.

協會繼續為有志進修的業界人士舉辦短期普通話課程，務求進一步改

善針對內地旅客的服務質素。課程由普通話為母語的導師負責教授，

重點包括服務業用語、常用詞彙、正音練習等等。

We have audited the financial statements of Association of Better Business & Tourism Services (the “Association”) set out on pages 35 to 40, which comprise the Association’s statement of financial position as at 31 March 2012, and the statement of comprehensive income, statement of changes in accumulated funds and statement of cash flows for the year then ended, and a summary of significant accounting policies and other explanatory information.

Council members’ responsibility for the financial statementsThe Council members are responsible for the preparation of financial statements that give a true and fair view in accordance with Hong Kong Financial Reporting Standards issued by the Hong Kong Institute of Certified Public Accountants and the Hong Kong Companies Ordinance, and for such internal control as the Council members determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Auditor’s responsibilityOur responsibility is to express an opinion on these financial statements based on our audit and to report our opinion solely to you, as a body, in accordance with section 141 of the Hong Kong Companies Ordinance, and for no other purpose. We do not assume responsibility towards or accept liability to any other person for the contents of this report. We conducted our audit in accordance with Hong Kong Standards on Auditing issued by the Hong Kong Institute of Certified Public Accountants. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial statements that give a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Council members, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

OpinionIn our opinion the financial statements give a true and fair view of the state of the affairs of the Association as at 31 March 2012 and of its surplus and cash flows for the year then ended in accordance with Hong Kong Financial Reporting Standards and have been properly prepared in accordance with the Hong Kong Companies Ordinance.

CORPORATE INFORMATIONAssociation of Better Business & Tourism Services is incorporated under the Companies Ordinance as a company limited by guarantee not exceeding an amount of HK$10 for each member. The Association’s registered office is located at 11th Floor, Citicorp Centre, 18 Whitfield Road, North Point, Hong Kong. The principal activity of the Association is promotion of the retailing and tourism business sectors in Hong Kong.

PRINCIPAL ACCOUNTING POLICIESBasis of preparationThese financial statements have been prepared in accordance with Hong Kong Financial Reporting Standards (“HKFRSs”), which collective term includes all applicable individual Hong Kong Financial Reporting Standards, Hong Kong Accounting Standards (“HKASs”) and Interpretations issued by the Hong Kong Institute of Certified Public Accountants (“HKICPA”), accounting principles generally accepted in Hong Kong and the Hong Kong Companies Ordinance.

These financial statements have been prepared on a basis consistent with the accounting policies adopted in the 2011 financial statements. The adoption of the new / revised HKFRSs that are relevant to the Association and effective from the current year has had no significant effects on the results and financial position of the Association for the current and prior years.

Basis of measurementThe measurement basis used in the preparation of these financial statements is historical cost.

Property, plant and equipmentProperty, plant and equipment are stated at cost less accumulated depreciation and accumulated impairment losses. The cost of an item of property, plant and equipment comprises its purchase price and any directly attributable costs of bringing the asset to its working condition and location for its intended use. Repair and maintenance expenses are charged to the profit or loss during the year in which they are incurred.

Depreciation is provided to write off the cost less accumulated impairment losses of property, plant and equipment over their estimated useful lives as set out below from the date on which they are available for use and after taking into account their estimated residual value, using the straight-line method. Where parts of an item of property, plant and equipment have different useful lives, the cost or valuation of the item is allocated on a reasonable basis and depreciated separately:

Financial instrumentsRecognition and derecognitionFinancial assets and financial liabilities are recognised when and only when the Association becomes a party to the contractual provisions of the instruments and on a trade date basis.

A financial asset is derecognised when and only when (i) the Association’s contractual rights to future cash flows from the financial asset expire or (ii) the Association transfers the financial asset and substantially all the risks and rewards of ownership of the financial asset. A financial liability is derecognised when and only when the liability is extinguished, that is, when the obligation specified in the relevant contract is discharged, cancelled or expires.

Loans and receivablesLoans and receivables including accounts and other receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are not held for trading. They are measured at amortised cost using the effective interest method, except where receivables are interest-free loans and without any fixed repayment term or the effect of discounting would be insignificant. In such case, the receivables are stated at cost less impairment loss. Amortised cost is calculated by taking into account any discount or premium on acquisition over the year to maturity. Gains and losses arising from derecognition, impairment or through the amortisation process are recognised in the profit or loss.

Impairment of financial assetsAt the end of each reporting period, the Association assesses whether there is objective evidence that financial assets are impaired. The impairment loss of financial assets carried at amortised cost is measured as the difference between the assets’ carrying amount and the present value of estimated future cash flow discounted at the financial asset’s original effective interest rate. Such impairment loss is reversed in subsequent periods through profit or loss when an increase in the asset’s recoverable amount can be related objectively to an event occurring after the impairment was recognised, subject to a restriction that the carrying amount of the asset at the date the impairment is reversed does not exceed what the amortised cost would have been had the impairment not been recognised.

Financial liabilitiesThe Association’s financial liabilities include other payables and receipt in advance. All financial liabilities are recognised initially at their fair value and subsequently measured at amortised cost, using effective interest method, unless the effect of discounting would be insignificant, in which case they are stated at cost.

Revenue recognitionRevenue is recognised when it is probable that the economic benefits will flow to the Association and when the revenue and costs, if applicable, can be measured reliably and on the following bases:

Membership fees are recognised on a time proportion basis.

Funds from the Hong Kong Tourism Board are accounted for on the accrual basis.

Interest income from financial assets is accrued on a time basis; by referencing to the principal outstanding and at the effective interest rate applicable.

Admission fees from training activities are charged to members based on the number of seats requested in excess of free entitlement.

TaxationThe charge for current income tax is based on the results for the year as adjusted for items that are nonassessable or disallowed. It is calculated using tax rates that have been enacted or substantively enacted by the end of the reporting period.

Deferred tax is provided, using the liability method, on all temporary differences at the end of the reporting period between the tax bases of assets and liabilities and their carrying amounts in the financial statements. However, any deferred tax arises from initial recognition of goodwill; or other asset or liability in a transaction other than a business combination that at the time of the transaction affects neither the accounting profit nor taxable profit or loss is not recognised.

The deferred tax liabilities and assets are measured at the tax rates that are expected to apply to the period when the asset is recovered or the liability is settled, based on tax rates and tax laws that have been enacted or substantively enacted at the end of the reporting period.

Deferred tax assets are recognised to the extent that it is probable that future taxable profit will be available against which the deductible temporary differences, tax losses and credits can be utilised.

公司資料

旅遊服務業協會乃根據《公司條例》註冊成立之保證有限公司，每名會員之保證金

額上限為拾港元。註冊辦事處位於香港北角威非路道18號萬國寶通中心11樓。本

會之主要業務為推廣香港之零售業和旅遊業。

主要會計政策

編製基礎

該等財務報表乃按照《香港財務報告準則》（「《香港財務報告準則》」）編製，

其中包括香港會計師公會（「香港會計師公會」）頒布之所有適用之個別《香港財

務報告準則》、《香港會計準則》（「《香港會計準則》」）及《詮釋》、香港公

認會計原則及香港《公司條例》。

該等財務報表乃根據與2011年財務報表所採用之會計政策一致之基準而編製。採

納與本會相關且由本年度起生效之新增／經修訂香港財務報告準則，對本會於本年

度及過往年度之業績及財務狀況並無重大影響。

計量基準

編製該等財務報表所採用之計量基準為歷史成本法。

物業、廠房及設備

物業、廠房及設備乃按成本值扣除累積折舊和累積減值虧損入賬。物業、廠房及設

備項目之成本包括其購買價值，以及任何使該資產達致其可使用狀況和地點作擬定

用途之直接歸屬性成本。修理及保養費用於產生年度內於全面收益表內扣除。

折舊乃按物業、廠房及設備在採用直線法將其成本值扣除累積減值虧損，並在考慮

其估計殘值後，再除以按物業、廠房及設備於全面投入運作之日期起計之估計可使

用年期（載列如下）以作撤銷所得的值。倘若部份物業、廠房及設備項目之使用年

期不同，則其成本或估值以合理基準分配並分別計提折舊。

租賃物業裝修 10%

傢俬、裝置及辦公室設備於購買之年度全部計提折舊

金融工具

確認及終止確認金融資產及金融負債於本會成為有關工具之合約條文之訂約方時按交易日基準確認。

金融資產於本會自金融資產收取未來現金流之合約權利屆滿，或於本會將金融資產

轉讓且本會已將金融資產之擁有權之絕大部分風險及回報轉讓時取消確認。金融負

債僅在負債消除，即有關合約所述之責任獲解除、取消或到期時方取消確認。

貸款及應收賬項貸款及應收賬項（包括應收賬項及其他應收賬項）均設有固定或可釐定付款金額，

並且在活躍市場並無報價及並非持有作交易之非衍生金融資產。該等貸款及應收賬

項使用實際利率法按攤銷成本計量，惟倘應收賬項為免息貸款並且無任何固定還款

期或並無重大貼現影響則除外。在該情況下，應收賬項按成本扣除減值虧損列賬。

攤銷成本計入收購時的任何貼現或溢價，按有關期間至到期時間計算。取消確認，

減值或透過攤銷過程產生之盈虧在全面收益表中確認。

金融資產減值本會於各報告期末評估有否客觀證據證明金融資產出現減值。按攤銷成本入賬之金

融資產之減值虧損，為資產賬面值與按金融資產原訂實際利率折現之估計未來現金

流量現值兩者間之差異。倘資產之可收回金額增幅可客觀地與確認減值後所發生之

事件相關連，則減值虧損隨後會於全面收益表中撥回，惟有關限制為減值撥回當日

之資產賬面值不得超過倘無確認減值之攤銷成本。

金融負債本會之金融負債包括其他應付賬項及預收款項。所有金融負債初步按其公允值確

認，其後以實際利率法按攤銷成本計量，惟倘貼現之影響屬微不足道，則金融負債

按成本入賬。

收入確認

收入只會於有關經濟效益有可能流入本會，並能可靠計算收入及成本（如適用）之

情況下，方會按下列基準確認：

會員年費按時間基準方式確認。

香港旅遊發展局之撥款是按應計基準入賬。

來自金融資產之利息收入經參照未償還本金及適用實際利率按時間基準計算。

培訓活動收入乃根據超過免費提供之名額而向會員收取的費用。

稅項

即期利得稅乃根據本年度之業績計算，並已就毋須課稅或不可扣減之項目作出調

整；此乃根據報告期末已制定或具體制定之稅率計算。

遞延稅項乃採用負債法，對報告期末資產和負債之稅基與財務報表中賬面值所引致

之所有暫時性差異作出撥備。然而，倘遞延稅項產生自首次確認商譽或於交易時不

影響會計溢利亦不影響應課稅損益的業務合併以外的交易中的資產或負債，則不予

確認。

遞延稅項負債及資產根據於報告期間期末所實施或實際實施的稅率及稅務法例，並

按預計適用於有關資產收回或負債償還的期間的稅率計算。

若日後的應課稅溢利將可能與可扣減暫時性差異、稅務虧損及抵免對銷，則確認遞

延稅項資產。

Hong Kong Profits Tax has been provided at the rate of 16.5% (2011: 16.5%) on the Association’s estimated assessable profit arising from Hong Kong during the year.香港利得稅乃按本會年內於香港產生之估計應課稅溢利以16.5%稅率作出撥備(2011年：16.5%)。

PRINCIPAL ACCOUNTING POLICIES (CONTINUED)Cash equivalentsFor the purpose of the statement of cash flows, cash equivalents represent short-term highly liquid investments which are readily convertible into known amounts of cash and which are subject to an insignificant risk of changes in value.

Defined contribution planThe obligations for contributions to a defined contribution retirement scheme are recognised as an expense in the profit or loss as incurred. The assets of the scheme are held separately from those of the Association in an independently administered fund.

Related partiesA related party is a person or entity that is related to the Association.(a) A person or a close member of that person’s family is related to the Association if that person: (i) has control or joint control over the Association; (ii) has significant influence over the Association; or (iii) is a member of the key management personnel of the Association.(b) An entity is related to the Association if any of the following conditions applies: (i) The entity and the Association are members of the same group (which means that each parent, subsidiary and fellow subsidiary is related to the others). (ii) One entity is an associate or joint venture of the other entity (or an associate or joint venture of a member of a group of which the other entity is a member). (iii) Both entities are joint ventures of the same third party. (iv) One entity is a joint venture of a third entity and the other entity is an associate of the third entity. (v) The entity is a post-employment benefit plan for the benefit of employees of either the Association or an entity related to the Association. If the Association is itself such a plan, the sponsoring employers are also related to the Association. (vi) The entity is controlled or jointly controlled by a person identified in (a). (vii) A person identified in (a)(i) has significant influence over the entity or is a member of the key management personnel of the entity (or of a parent of the entity).

Close members of the family of a person are those family members who may be expected to influence, or be influenced by, that person in their dealings with the entity and include:(a) that person’s children and spouse or domestic partner;(b) children of that person’s spouse or domestic partner; and(c) dependants of that person or that person’s spouse or domestic partner.

In the definition of a related party, an associate includes subsidiaries of the associate and a joint ventureincludes subsidiaries of the joint venture.

Future changes in HKFRSsAt the date of authorisation of these financial statements, the HKICPA has issued a number of new / revised HKFRSs that are not yet effective for current year, which the Association has not early adopted. The Council members do not anticipate that the adoption of these HKFRSs in the future periods will have any material impact on the results of the Association.

定額供款退休計劃之供款義務乃於產生時以支出形式在全面收益表中確認，該計劃之資產與本會之

關連人士

關連人士指與本會有關連的個人或實體。

(a) 倘屬以下人士，則該人士或該人士之近親與本會有關連：

(vii) (a)(i)內所識別人士對實體有重大影響力或為該實體（或該實體之母公司）之主要管理層成員。

一名人士之近親指預期可影響該人士與實體進行買賣或於買賣時受該人士影響的有關家屬成員，

MEMBERSHIP FEES RECEIVED IN ADVANCE 預收會員費

Annual membership fees are collected every January and recognised in the profit or loss over a 12 months period to December. The amount represents unearned portion of fees received at the end of the reporting period. 會員年費於每年1月收取，並按12個月期於全面收益表中確認。此預收金額為於報告期末已收取年費之預收且未能確認收入部份。

DEFERRED TAXATION 遞延稅項

The Association has not recognised deferred tax asset in respect of deductible temporary difference of HK$8,184 (2011: HK$8,727).The deductible temporary differences have no expiry date under current tax legislation. Deferred tax asset has not been recognised because it is not probable that future taxable profit will be available against which the Association can utilise the benefits therefrom. 本會並無確認有關可扣稅暫時性差異之遞延稅項資產，金額為8,184港元（2011年: 8,727港元）。根據現行稅例，可扣稅暫時性差異並無屆滿日期。由於本會不預期未來應課稅溢利，因此尚未確認遞延稅項資產。

RELATED PARTY TRANSACTIONS 關連方交易

In addition to transactions / information disclosed elsewhere in these financial statements, during the year, the Association rendered services to a related party, Hong Kong Tourism Board, under the terms of a service agreement entered into in the ordinary course of business amounting to HK$2,000,000 (2011: HK$1,833,017).除財務報表所披露之其他交易／資料之外，本會於本年度已按照一般業務運作服務協議之條款，向關連方「香港旅遊發展局」提供服務，相關金額總計2,000,000港元 (2011年: 1,833,017港元)。

FINANCIAL RISK MANAGEMENT 財務風險管理

The Association’s principal financial instruments comprise of cash and bank balances, accounts receivable, accrued expenses and accounts payable, which arise directly from its business activities. The main purpose of these financial instruments is to raise and maintain finance for the Association’s operations. The Association is not subject to any liquidity risk nor credit risk as it has sufficient accumulated funds to run its operation and its membership fee or training activities fee are mostly received in advance.本會之主要財務工具包括由本會業務直接產生之現金及銀行結存、應收賬項、應計費用及應付賬項。該等財務工具之主要目的在於籌集及維持本會經營業務之資金。本會毋須承擔任何流動性風險或信貸風險，蓋因本會擁有充足累積資金經營業務，且本會之會員費或培訓活動費用大部份之款項均會預先收取。

協會簡介About QTSA

Quality Tourism Services Association (QTSA) is the trade name of the Association of Better Business & Tourism Services (BBTS) effective from 1 April 2003. Members of QTSA mainly come from retailing,

restaurants and other service providers. Merchants accredited under the Quality Tourism Services (QTS) Scheme or those who are already

members of BBTS are automatically eligible to join or continue the membership with the Association. QTSA continues to be an important

strategic partner of the Hong Kong Tourism Board in promoting quality tourism services and puts its focus on organising members’ activities to

enhance members’ service quality and standards.

由2003年4月1日起，優質旅遊服務協會(QTSA)成為旅遊服務業協會(BBTS)之新商

號。QTSA會員主要來自零售、食肆及其他服務行業。所有已參加優質旅遊服務計劃或

As part of its on-going efforts to elevate service standards in Hong Kong's tourism industry, the Hong Kong Tourism Board (HKTB) has established a Quality Tourism Services (QTS) Scheme.

Officially launched in 1999, the QTS Scheme is a service certification programme whereby retailers, restaurants, visitor accommodation and hair salons providing quality tourism services, that having fulfilled a prescribed set of assessment criteria, will be certified as QTS merchants under the Scheme.

QTS merchant is entitled to display the Quality Tourism Services decal as an identification of its QTS status and recognition of its pledge for provision of quality services to customers.

香港旅遊發展局設立「優質旅遊服務」計劃，以推動香港旅遊業不斷提升服務質素。

此服務認證計劃於1999年推出，零售商戶、餐館、旅客住宿服務及髮型屋均可申請參加。如申請商戶的服務水平符合評審準則，

將可成為「優質旅遊服務」計劃認證商戶，並獲頒發「優質旅遊服務」標誌，代表商戶向顧客提供優質服務的承諾，更可協助旅

客識別其「優質旅遊服務供應商」的身份。

The Quality Tourism Services Association is committed to looking after the interests and improving the standards and prosperity of Hong Kong’s retail and tourism-related sectors by:

• setting high ethical standards and enhancing customer satisfaction through the establishment and maintenance of an industry Codes of Practice and the promotion of service excellence

• raising service quality through training and seminars

• representing the industry as a collective body to work with the HKSAR Government, government agencies and the private sector to create a more efficient and prosperous business environment

• enhancing the visibility of members through the Association’s network and via focused marketing and promotional support

優質旅遊服務協會關注香港的零售業，以及與旅遊相關行業的利益，並致力改善它們的服務水平及整體利益：

• 為業界訂定高水平的會員作業守則，以維持高質素的服務操守及客戶服務水平

• 透過培訓提升服務質素
