Chapter 1. The complete rulesArticle 1. Purpose The purpose of the competition rules is to manage all matters pertaining to

the Taekwondo competition with the exception of 'Kyouroogi' impartially and smoothly in accordance with Article 4 of the constitution enacted by Kukkiwon.

Article 2. Scope of Application Competition Rules shall apply to all events of World Taekwondo Hanmadang.

Any organizations wishing to modify these Rules must gain prior approval from Kukkiwon.

Chapter 2. Contest Area Article 3. Size of contest area 1. The contest area shall measure 12m x 14m and have a flat surface without

obstacles to be installed on the elastic mat. The extent of the contest area may be adjusted according to the peculiarity of the contest arena.

2. Demarcation of the contest area shall be distinguished by a white, 5cm wide boundary line.

3. The size of the recording contest area can be changed according to the requirement of the event.

Article 4. Position of refereeing officials 1. Position of the operation The position of the operation shall be marked at a point 2m back from

the judge' s desk 2. Position of the referee and judges The position of the judge shall be marked at the center of the contest area,

at 4m away from the center of the front boundary line to look over the contestants from the front side. The position of the referee shall be marked at the first spot to the right by facing the contestants. Distance between judges shall be 1m.

3. The position of the competition coordinators The competition coordinators shall be marked at the front left corner, in

principle. However, the position can be changed as the case may need.

Article 5. Position of equipments 1. Position of recorders' desk Position of recorders; desk shall be marked at a point 1m left of from the center of referees' desk. 2. Position of inspection desk Inspection desk shall be placed at the entrance of the contest hall for

inspection of contestants' equipments. 3. Position of scoring board Scoring board shall be installed at a point 3m leftward and 3m away from

the center of front boundary line.

Article 6. Position of contestants 1. Position of contestants shall be marked at the center of contest area.

However, it can be changed according to the different events. 2. Position of contestant waiting area Position of contestant waiting area shall be marked at a point 1.5m

rightward from the back boundary line. However, it can be changed as needed.

Article 7. Position of Executives(Director, Coach) Position of coach shall be marked at a point 1m toward the right from the front right corner.

Article 8. Position of the medical desk Medical desk shall be installed at a point 1m toward the right from the competition operation desk. Article 9. Position of the Board of Arbitration Position of Board of Arbitration shall be marked at a point 6m to the right of

the center of the referee desk. Article 10. Position of other facilities Other facilities may be properly placed according to contest arena.

Chapter 3. Contestants and Executives(Director, Coach) Article 11. Contestants 1. Qualifications 1) Holder of nationality or denizenship of the participating team 2) Holder of Taekwondo Dan or Poom certificate issued by Kukkiwon. 3) Age qualification is as follow. The age will be counted with full age by birth year standard. ① Under 9 Division (Up to 9 years old) ② Under 12 Division (10-12 years old) ③ Under 15 Division (13-15 years old) ④ Under 18 Division (16-18 years old) ⑤ Under 29 Division (19-29 years old) ⑥ Under 39 Division (30-39 years old) ⑦ Under 49 Division (40-49 years old) ⑧ Under 59 Division (50-59 years old) ⑨ Over 60 Division (60 years old or higher) * The applicant's age will be counted by opening year standards not the

date. For instance, Junior (-12 years) is from 10-12years. In case the contest is held in the middle of Aug, 2013, the contestants born from Jan. 1st, 2001 to Dec. 31st, 2003 will be qualified.

* Personal information will be conformed by the passport 2. Dress code Contestants must wear the uniforms designated by the Organizing

Committee. 3. Medical control 1) Administration and/or use of drugs and/or substances restricted by the International Olympic Committee are prohibited. 2) The Organizing committee may carry out all medical testing deemed

necessary to ascertain if a contestant has committed a breach of the WTF Anti-Doping Rules, and any winner who refuses to undergo this testing or who proves to have committed such a breach shall be removed from the final standings. In this regard, the contestant next in line in the competition standings shall be declared the new winner.

Article 12. Executives(Director, Coach) 1. Qualification Holder of Taekwondo Dan certificate or Instructor's certificate issued by

Kukkiwon, and registered in the World TaeKwondo Hanmadang Competition as executives(director, coach) in the current year.

2. Dress code They must wear the designated uniforms or be neatly dressed.

Article 14. Classification of contest The competition will be classified in domestic, abroad and individual teams

which may be changed every year according to the competition's peculiarity.

Article 15. Gender distinction Standard requirements of gender distinction may be changed by competition's peculiar circumstances. 1. Events requiring gender distinction 1) Individual authorized Poomsae 2) Individual power breaking 3) Individual overall breaking

Article 16. Method of contest 1. All competitions recognized by Kukkiwon shall be formed with the

participation of at least four people, four groups(team).Otherwise, you can still participate and get awards but not an official record.

2. The system of competition are divided as follows 1) Cut -off system 2) Tournament system 3) Combination system : Cut- off system + Tournament system * The contestants who get higher than or tie with the cut-off score will

be advanced to the semi-final in the cut-off system preliminary round.

Article 17. Procedures of contest 1. Call for contestants Each team and contestants should keep in mind their number of order

and time table of competition, and three minutes prior to the scheduled start of the contest, the names of the contestants' shall be announced three times every minute. Announced contestants' should be ready at the contestants's waiting room. Any contestant who fails to appear in the competition area after one minute past the competition time shall be regarded as having withdrawn from and forfeited the match.

2. Physical inspection and uniform inspection After being called, the contestants shall hold their ID card and

undergo a physical inspection and a uniform inspection at the specified inspection desk by an inspector designated by Kukkiwon. The contestants shall not show any signs of aversion, and shall not bear any object which may cause harm to the other contestant.

3. The substitution of contestants In the case of the Team contest, the substitution of contestants is

allowed in accordance with the code of contest which allows for only one substitute enrolled in the competition.

4. Entering the Contest Area Following the inspection, the contestant shall enter the contestant

waiting area with one coach. 5. Pre-contest and post-contest procedure 1) The contest shall begin after the declaration of "Chool-jeon", "Cha

ryeot", "Kyeong rye", "Joon-bi" and "Shi-jak" by the competition coordinator.

2) After the end of each Poomsae, the contestants shall stand in their respective positions and make a standing bow at the coordinator's command of "Ba-ro, Cha-ryeot, Kyeong-rye." Contestants shall wait until the coordinator's declaration of "Pyo-chul"

6. Retirement of the contestants After the standing salute following the competition coordinator's

commands of "attention(Cha-ryeot)" and "bow(Kyung-rae.)", the contestant exits on the "exit(Tuae-jahng)" command.

Article 18. Breaking Targets The kinds of breaking targets used at the breaking contest are as

follows. However, standard requirements of breaking targets may be changed every year according to the competition's peculiarity and they shall be posted on the contest outline.

1. Knife hand power breaking : Marble and breakable block (Only for knife hand) 2. Fist power breaking : Tile and set materials. 3. Foot Power breaking : Pine boards and set materials. 4. All-around breaking : Pine boards. 5. Recording contest : Pine boards 6. Team Competition : Pine Board, Breaking(Ball, apple, Ballon and ect) * All of the breaking targets are supposed to be provided by

competition operation but undesignated breaking targets will not be provided and shall be inspected before the competition. Specified attributes of the targets such as size, quality, strength, etc., will be set according to additional rules for operation of breaking target.

Article 19. Breaking target holding set Fist power breaking, knife hand power breaking, power kick breaking,

high jumping breaking, and long jumping breaking will be performed with a holding set that is customized in a certain way. The holding set conditions, such as size and figure should be customized under additional rules of operation.

Article 20. Head of team meeting 1. A head of team meeting will be held 1 day before the beginning of the

competition in the presence of the heads of teams and coaches, but the schedule of meeting may be changed every year according to the competition's peculiarity and they shall be posted on the contest outline.

2. Starting order and drawing of lots will be decided at the head of team meeting.

Article 21. Awarding Awards will be distributed according to the results of each event and

division contest, however, awarding may be changed every year according to the competition's peculiarity and it shall be posted on the contest outline.

team), 3rd place : two people(or two teams) 2. Award details 1) Individual - 1st place (1person) : Certificate, Golden medal - 2nd place (1person) : Certificate, Silver medal - 3rd place (2person) : Certificate, Bronze medal 2) Group - 1st place (1team) : Certificate(team, individual), Large- sized trophy(team),

Chapter 5. Regulation on refereeing officialsArticle 22. Qualification Holder of qualification certificate for referee issued by Kukkiwon

Article 23. Duties 1. Referees No. 1 judge becomes referee among the assigned judges. 1) Evaluate and score the contest. 2) Control the overall procedures of the contest and have the right to

give disciplinary penalties(warnings, deductions)to contestants who are not complying with the code of the contest.

3) Referees can summon judges in the process, if requested. 2. Judges 1) Evaluate and score the contest 2) Must be fully aware of competition rules and code of contest. 3) Make a statement to judge, if requested. 4) Must clearly state response, if required for arbitration procedure.

Article 24. Duties of Recorders 1. Recorders are to measure the pause time, publicize and the results of each contest 2. Recorders are to manage matter pertaining to recordings.

Article 25. Composition of judges and arrangement. 1. Judges are appointed by the Kukkiwon president. 2. The composition and arrangement of judges depend on each event's peculiarity 1) 2-referee system : Individual power breaking and recording contest

are composed of one referee and one judge. 2) 5-referee system : Poomsae, technical breaking, Taekwondo aerobic

and self-defence are composed of one referee and 4 judges. 3) 7-referee system : team technical contest is composed of one

referee and 6 judges. 3. Referee arrangement will be carried out after finishing a list of matches. 4. Participating coaches cannot officiate the pertinent contest.

Article 26. Dress Code 1. The refereeing officials must wear the designated uniforms.

Chapter 6. Miscellanies

Article 27. Arbitration 1. Enrolled Team executives(director, coach)can request arbitration. 2. Individual contestants who do not belong to any groups can request

arbitration individually.(It is only available that enroll both contestant and executive. )

3. Composition of the committee of Arbitration The Committee of Arbitration is composed as follow 1) One(1) chairman 2) Twelve (12)or less members 4. Responsibility The arbitration committee shall make corrections of misjudgments

according to their decision regarding protests and take disciplinary action against the officials who committed the misjudgement or other illegal behavior, the results of which shall be notified to the Kukkiwon president.

5. Procedure of Arbitration 1) If there is an objection to a referee judgment, an official delegate of

the team shall submit a protest sheet, along with the arbitration fee, to the Arbitration committee within 10 minutes ofter the end of pertinent contest, so as to ensure that a decision on the result may be announced after 30 minutes.

2) The Arbitration fee is USD 100. 3) Decision will be made by majority. 4) In order to ascertain the facts, the members of the Arbitration

committee may summon the refereeing officials of the pertinent contest and question them.

5) The resolution made by the Committee of Arbitration is final, and no further means of appeal will be applied.

Article 28. Sanction World TaeKwondo Hanmadang Competition sanction committee are applied in conformity with that of Kukkiwon sanction committee. 1. Procedure of Sanction 1) The Kukkiwon president or Competition Organization chairman, in

case of the president's absence, may request the Sanction Committee for deliberation when any of the following behaviors are committed by a coach or a contestant.

① Interfering with the management of contest ② Disturbing the public order in the contest and event area ③ Stirring up the spectators or spreading false rumors 2) If there is justifiable reason to review a case, the Sanction

committee shall deliberate over the matter and take disciplinary action immediately. The result of deliberation shall be announced to the public in the arena and reported to the Kukkiwon president afterwards.

3) In order to ascertain the facts, the Sanction committee may summon the persons concerned and question them.

Article 29. Matters not specified in the Rules In the case that any matters not specified in the Rules occur, they will be

dealt with as follows. 1. Matters related to the contest will be decided through consensus by the

Operation chairman, Competition chairman and Referee chairman. 2. Matters not related to the contest will be dealt with by consensus within the Organizing Committee.

Chapter 7. Technical RegulationsArticle 30. Authorized Poomsae Authorized Poomsae refers to Poomsae formulated by Kukkiwon 1. Method of competition : Cut-off system 2. Contest time : 90 seconds or less 3. Attire : Approved Dobok(Taekwondo uniform) 4. The Members of contest : Individual-one person, Doubles-two people, Group -three to five people 1) It may be changed every year according to the competition's

peculiarity and it shall be posted on the contest outline. 5. Divisions by Age and Gender 1) The group contest is comprised of men, women, and mixed gender. The proportion of males to females is not specified. * In case of being a shortage of members in pair and group division

among the international team, though they are junior participants, they can participate in senior division.

6. Appointed Poomsae of each division 1) Appointed Poomsae for age groups based on two poomsae can be

changed by year according to the Competition Rules of the pertinent year. It shall be posted on the contest outline.

2) The way of drawing lots for appointed Poomsae shall be conducted by Organization on the Competition day or by electronic drawing device. It shall be posted on the contest outline.

7. Compulsory provisions 1) Poomsae technical regulations are applied in conformity with that of

① Basic score 4.0 ② 0.1 point shall be deducted each time a contestant does not

perform the basic movements or the pertinent Poomsae accurately. * Minor mistakes, 0.1point deduction, in Accuracy part are stance

position(Apkubi, Dwitkubi, Beom seogi etc. all kinds of stance), Hands techniques(Block, Punch, Striking etc all kinds of hands techniques.)

③ 0.3 point will be deducted each time a contestant makes mistakes that are considered more serious than in the previous case on basic movements or the pertinent Poomsae.

* 0.3 point will be deducted in cases in which a contestant performs movements which are not under Kukkiwon regulations and are incorrect.

Ex) : 1. Having to do underneath blocking, the contestant conducts face block wrongly. 2.In case of doing backward inflection stance instead of riding stance. 3. In case of missing yelling called Ki-hap. 4. Pause for a while more than 3 seconds due to forgetting next movements. 5. In case of not being kept eyes on processing direction.5. In case both of feet touched on the ground in doing Crane stance.

3) Presentation ① Basic score 6.0 : Speed and power(2.0), Strength/speed/rhythm(2.0),

Expression of energy(2.0). ② The deduction penalty of presentation will not be given in every

single mistake but by the all-round Poomsae performances * Speed and Power(2.0 point)

It is estimated that the punches and kicks that are performed best, start softly and reveal their speed and power by making full use of their weight with perfect balance, with purposeful slow speed at specific times, as required by the techniques. etc.

ex1) It has been deducted that muscle straining appearing at the beginning of the movements holds back the speed and power at the peak of the movements.

ex2) The contestants' points will be deducted when they present exaggerated movements to reveal their power and force, result in rebound movements.

* Strength means how one controls power as he/she carries it out. Speed means how one controls speed and accurate connected movements according to their traits.

Rhythm means that movements are carried out by a specific routine, keeping time with the beat and dynamic flow of the movements.

ex1) At the beginning, stiff movements have monotony; thus, speed , power, and rhythm will be deducted.

ex2) The stiff movements in the condition of a stiff body starts strongly in the beginning, only to slow and not to be

accelerated at the peak. Points are also deducted in this case.

* Expression of Energy(2.0 points) It is represented the level of expression about dignity and

elegance shown with proficiency of energy such as size of movements, concentration, spirit, discipline, self-confidence etc. according to characteristic of Poomsae movements.

This event evaluate eyeing, yelling(ki-hap), attitude, attire, splendor etc throughout entire poomsae movements fit in contestants body shapes and characteristics.

Ex1) It will be deducted factors such as not being lifelike, smaller connect movements than contestants body shapes, monotonous rhythm result in not performing enough dignity and elegance and not shown in eye control, ki-hap and self-control etc.

4) Deduction details during the competition ① It shall be deducted one point per 10 seconds from total scores in

exceeding or shortage of assigned contest time. ② It shall be deducted 3 points per one person from total scores in

exceeding or shortage of compulsory contestants ③ It shall be deducted one point from total score in crossing over

the boundary line in the contest area 5) Scoring ① Marking accuracy and presentation respectably ② Then, It will be calculated following deletion of the highest and

lowest scores in accuracy and presentation respectably. 10. Warning, Deduction, Disqualification. 1) The declaration of penalty is conducted by referee. 2) The penalties are warning, deduction, disqualification. ① One (1) warning penalty is equal to 0.5 point. ② Two (2) warning penalties are equal to one (1) deduction penalty. ③ One (1) deduction penalty is equal to 1 point. 3) Criteria of Warning and deduction penalties are as follows. ① Undesirable acts ② Acts interfering with judges and the process of staff during the competition 4) Disqualification penalties will be given for the following acts.

① The competitors name is different from what is on the contestants list ② When the group does not perform the compulsory Poomsae, the

group's gender ratio is incorrect or/and the approved Dobok is not worn.

11. Publication of scoring 1) The final score shall be announced immediately after collating the judges' total scores. 2) In cases in which electronic scoring instruments are used: ① Judges shall input points in the electronic scoring instruments after

the performance of Poomsae, and total points shall be automatically displayed on the monitors.

② The final score(average points)and the individual scores shall be displayed on the monitor following the automatic deletion of the highest and lowest scores among the judges.

3) In cases in which manual scoring is used ① The coordinator shall collect each scoring sheet and convey the

results to the recorder immediately after completion of the Poomsae.

② The recorder shall report the final score to the Referee, following the deletion of the highest and lowest scores, and will announce the final score or have the final score displayed.

12. Decision and Declaration of Winner 1) The winner shall be the contestant who is awarded the most points in total. 2) In cases in which there is a tied score, the winner shall be the

contestant who is awarded more points in presentation. In case in which scores are still tied, then the contestant who has higher total points is the winner. If it is still tied then a recontest shall be conducted to determine the winner. The referee will decide on the Poomsae to be assessed.

3) The re-contest will feature one compulsory Poomsae. The previous score will not affect the score from the re-contest.

4) In cases in which there is a tied score after the re-contest, it would be given priority to the presentation part. However, as it would not be different, the winner shall be the contestant who is awarded more points in total, including the highest and lowest scores that were not included in collection of scores.

5) In case of a tied score after applying 4), they would be co-winner. Article 31. Creative Poomsae Creative Poomsae is newly created Poomsae using various techniques following the Taekwondo requirements found in the Kukkiwon textbook. 1. Method of competition : Cut-off system 2. Contest time : more than 60 seconds - less than 70 seconds 3. Attire : Approved Dobok (Taekwondo uniform) 4. Number of members : Group contest -three to five people 1) All group members need to follow the current contest rules and

regulations. 5. Events by Gender and Age distinction ① Group contests are comprised of men, women, and mixed gender

(men/women) and the proportion of males to females is not specified. * In case in which being a shortage of members in pair and group

division among the international team, though they are junior participants, they can participate in senior division.

6. Compulsory provisions 1) Yeon mu line(Fixed progress lines) : It can be freely composed by

contestants 2) Combination of techniques : 20~24 poom (one poom is consists of 5 movements) 3) Technique regulations : Block and attack techniques among the

Taekwondo techniques can be freely composed. ① Designated technique movements : All contestants should perform

designated technique movements as they present Poomsae. However, they can be changed by competition peculiarity and posted at the outline.

techniques (Based on the 'Taekwondo Textbook) will receive deductions and the definition of Taekwondo techniques is acknowledged by the Organization committee when contestants hand in the projects of Creative Poomsae in advance.

4) Music : It can be freely composed by contestants 5) For each creative Poomsae, recorded items need to be presented

with the application form. Recorded items include the name of the Poomsae, purpose of the Poomsae, philosophy, name of each movement, and number of movements.

6) In the case that more than two groups from one team participate, creative Poomsae routines must be different each other.

7. the performance of the Poomsae, and total points shall be automatically displayed on the monitors.

② The final score(average points)and the individual scores shall be displayed on the monitor following the automatic deletion of the highest and lowest scores among the judges.

3) In cases of manual scoring: ① The coordinator shall collect each scoring sheet and convey the

results to the recorder immediately after completion of the Poomsae.

② The recorder shall report the final score to the Referee, following the deletion of the highest and lowest scores, and will announce the final score or have the final score displayed.

11. Decision and Declaration of Winner 1) The winner shall be the contestant who is awarded more points in total. 2) In case of tie, winner will be selected by the presentation score. If tied

again, the highest and lowest point(which was excluded) will be added to select the winner.

3) If tied after applying 2) two teams will re-compete once. 4) If tied after the re-competition, and tied again after applying 2), co-champions will be awarded. Article 32. Fist breaking Fist breaking technique should be followed as in the Kukkiwon textbook. It is the straight down punch technique to break targets which set by

breaking holder with certain height. 1. Contest Regulations : Place system (The more targets you break gets you a higher place.) 2. Compulsory regulation 1) The contestants should apply the numbers of breaking targets as

their own decisions in standing by. 2) Breaking targets must be those authorized by the Organizing Committee. 3) Contestants can put protective materials served by the contest

headquarter on the breaking targets to protect fist injuries, but never put any material around their fists.

4) The knuckles refer to the front part of forefinger and middle finger. 5) Breaking is conducted only once and must be done within 30

seconds after the command to breaking starts. 3. Technique Regulations 1) Contestants are permitted to lift one foot off the ground while

applying their technique. 2) Contestants are permitted to break the target with their knuckles. 3) Breaking direction is contestant’s choice 4. Methods of scoring 1) Number of broken targets 2) In case of square figured target, It is supposed to be broken with

both two parallel sides at least. Otherwise, it would be failed. 3) Any other breaking targets will be decided with additional standards. 5. Article 33. Knife hand breaking Knife hand breaking technique should follow the Kukkiwon textbook. That

means contestants conduct it with the knife hand vertically set by breaking holder. Breaking holder height can be adjusted within appointed standards.

1. Contest Regulations : Scoring system (The more objects you break, the higher you score.) 2. Compulsory provisions 1) The contestants should apply the numbers of breaking pad as their

own decisions in standing by 2) Breaking targets must be those authorized by the Organizing Committee. 3) Contestants is allowed to put the protective materials on the

breaking target to protect from the injury. However, they are not

Article 34. Foot Kick Breaking (Side Kick Breaking/Back Kick Breaking) The foot Kick breaking technique should be conducted according to the

Kukkiwon textbook. This means that a contestant conducts it with the blade or heel of his or her foot set by the breaking holder. The Breaking holder's height can be adjusted within the appointed standard.

1. Method of contest : Ranking system (More breaking gets higher rank) 2. Compulsory provisions 1) The contestants should apply the numbers of breaking targets as

their own decisions in standing by. 2) Breaking targets must be those authorized by the Organizing Committee. 3) Breaking is conducted only once and must be done within 30 seconds

after the command to start breaking. 4) In principle, the foot cannot be covered by bandages or any other

materials. 5) Side kick breaking must be done with the sole of the foot or outer part

of the foot. 6) The height of breaking materials must be higher than the contestant's waist. 3. Technical penalties are given for the following acts. 1) Contestants are permitted to lift one foot off the ground while

applying their technique. 2) In breaking, right before kicking ,one can used a shuffle step or take less than two steps forward

Article 36. Self-defense technique Self-defense technique refers to defending skills, using hands and feet to

strike, kick, twist, lock and throw without using weapons to protect oneself from and dominate an opponent's sudden attack without the cost of the opponent's life.

1. Method of contest : Cut-off system 2. Contest time : Less than 60 seconds 3. Attire : Approved Dobok 4. The number of members : 5~7 members 5. Compulsory Regulations 1) Attacker's weapons must be imitations in order to avoid any possible injury. 2) The theme of Self-defense can be chosen freely. 3) Use of sound effects is not allowed. 4) Divided actions are not allowed. 5) Performing contestants must not carry weapons. 6) The self-defense routine should not be comical. 7) Exaggerated actions and over use of violence is not allowed. 8) Music is not allowed. 9) The items used in the performance do not effect the scoring. 6. Technical penalties are given for the following acts 1) Contestants are to attack and defend by using hands and feet to

strike, kick, twist, lock and throw opponents. 2) Contestants are to attack and block constantly from multiple

3) In case of using manual scoring ① The coordinator shall collect each scoring sheet and convey the

results to the recorder immediately after completion of the Self-defense technique.

② The recorder shall report the final score to the Referee, following the deletion of the highest and lowest scores, and announce the final score or have the final score displayed.

Article 38. Recording contest Recording contests refer to an event in which one competes with various

measures such as numbers, speed, height, distance, and length in the assigned time and space.

1. Events of a recording contest may be changed by tournament according to the peculiarity of the pertinent tournaments and should be specified on the contest outline.

2. Taekwondo honorary certificate will be awarded to the holder of the best scores for more than three (3) times. 3. Recording contests are scored by the records of numbers, speed, height, distance, and length. 4. In case of square figured target, It is supposed to be broken with both

two parallel sides at least. Otherwise, it would be failed. 5. Tie score criteria

1) In the case of a tied score in the final, re-match will be requested. 2) In case of consecutive dolgaechagi kick, consecutive spinning kick, if the

result is still same, the youngest(-19) from the Junior division will be declared the winner. The eldest from the Senior division(+20) will be declared the winner

D. Contestants who do not break the target, can not attempt to break the next round target distance.

2) Self-defense technique Defending skills (dodging, throwing down, breaking, twisting, kicking,

punching, etc. without using weapons to protect oneself from and dominate an opponent's or multiple opponents' sudden attack

① All contestant should participate in the Self-defense technique. ➁ The technical detail regulation about self-defense are followed this

competition regulation article 31. self-defense regulation. ③ Choose between short or long stick for weapon. 3) Single jump breaking Breaking many fixed targets with one or more various techniques

using hands and feet in only one leap. ex) Scissors Kick 3 to 5 times, Front Kick 3 steps with stamping

back, Jump roundhouse kick 3 steps, Jump front kick 3 steps, Jump side kick 3 steps etc.

① The contestant can control the direction and place of breaking targets equipment in each technique but the place equipped all of breaking targets cannot be strayed from the stadium.

② The contestant can decide optionally the height, distance and equipment of the breaking targets and it is scored under these bases.

③ A approach run distance cannot exceed 12m. ④ The hand technique used in breaking cannot exceed 2 times. ⑤ Referee judges by the broken targets, setting of the target,

accuracy of the movement and the whole performance. 5) Multi targets breaking Breaking many targets moving in various directions and fixed at one

time or one by one in relays. ex) Multiple direction breaking, Single line breaking ① The contestant can control the direction and place of breaking

targets equipment in each technique but the place equipped all of breaking targets cannot be strayed from the stadium.

② The contestant can decide optionally the height, distance and equipment of the breaking targets and it is scored under these bases.

③ In multiple direction breaking, the contestant and assistant must

accuracy of the movemen and the whole performance. 6) Spinning breaking(Horizonal/Vertical) ① Vertical spinning breaking Breaking the targets by foot with whole body spinning vertically

by waist or chest axis standards while staying in the air. It can be attempted while running forward or with eyes covered.

ex) Flip kick in the air with stamping chest, flip joint feet kick , Flip kick, Flip joint feet kick with eyes closed, Flip kick with eyes closed, Toss and flip forward kick

* The assistant towers(including facilities) cannot be set up more than three towers

② Horizontal turning Kick Breaking the targets with whole body spinning horizontally more

than one by head axis standard. It can be attempted with eyes covered or on the spot without a approach run.

ex) 540 ̊ dolgaechagi with eyes covered, 540 ̊ Spinning kick with eyes covered, 540 ̊-720 ̊dolgaechagi , 540 ̊ Spinning kick 1-3steps

③ The contestant can control the direction and place of breaking targets equipment in each technique but the place equipped all of breaking targets cannot be strayed from the stadium.

④ In spinning breaking, the contestant must do Horizontal turning Kick and Vertical spinning breaking respectively.

⑤ The contestant can decide optionally the height, distance and equipment of the breaking targets and it is scored under these bases.

⑥ Referee judges by the broken targets, setting of the target, accuracy of the movemen and the whole performance.

7) Creative Breaking The contestant can break the targets with newly composed techniques

any other hasn't attempted so far or the high level technique are based on Taekwondo techniques.

① The contestant can control the direction and place of breaking targets equipment in each technique but the place equipped all of breaking targets cannot be strayed from the stadium.

② The breaking techniques have no limits but the level of difficulty and originality of techniques and composition should be expressed.

③ The judge scored with putting the success or failure of breaking, breaking target equipment, level of difficulty and degree of completion together.

8) Power breaking The four contestants break the targets on the breaking board by using

various hand techniques(fist, hand-blade, fist-back fist, hand-blade back etc.) with down hitting and down punch.

① The served breaking targets are total 20 pieces and the four contestants break with different hand techniques respectively.

② Each contestant can compose freely breaking technique and amount and are awarded 0.5point per one broken target.

7. Common compulsory regulation 1) The technique regulations of all events in Team competition are

applied by "Chapter 7 Technical Regulation in this competition rules". 2) All Head of Team must submit the " Team competition plan sheet"

with Application. It can not be changed as it done. 3) It must be concluded 2 female among the appointed 9 members.

Domestic Only. 4) Performance CD must be submitted during the executive meeting or

before the contest. 5) Breaking targets must be those authorized by the Organization Committee. 6) Different breaking techniques from deferent contestant must be

displayed when are the breaking techniques carried out such as single jump kick, multi target , spinning, originality.

7) Breaking is conducted only once in all breaking events 8. Scoring Criteria 1) The total points are 100 points including evaluated score according

* It is awarded by estimating accuracy of required technical movements.

② Presentation(10point) It is awarded by the judgement of presentation and creativeness in

the entire creative poomsae contest from 1 to 10 points. A. Presentation : Speed and Power, Strength, Tempo, Rhythm,

Balance, Expression of energy. * Speed and Power It is estimated by the characteristics of movements which are

performed best in Punch and Kick , start softly and are revealed the speed and power made full use of their weight with the perfect balance, with slow speed on purpose at the specific techniques etc.

ex1) It is caused deduction that Muscle straining appear at the beginning of the movements due to holding back the speed power at the peak of movements.

ex2) The contestants will be deducted when they present exaggerated movements to reveal their power and force rebound movements.

* Strength, Speed, Rhythm Strength means that how to control power as it carry out. Speed means that how to control speed and adequate connect

movement by its traits. ex1) At the beginning, stiff movements have monotonous speed,

power and rhythm will be deducted. ex2) The stiff movements in the condition of stiffen body

starts strongly in the beginning but on the peak, only to slow and not to be accelerated. It is also deducted.

* Harmony It is estimated by how much the performance of basic

movements is conducted in harmony * Expression of Energy

It is represented the level of expression about dignity and elegance shown with proficiency of energy such as size of movements, concentration, spirit, discipline, self-confidence etc.

② Presentation (10point) It is awarded by presentation in the entire self-defense technique

contest from 1 to 10points. A. Presentation : Speed and Power, Strength, Tempo, Rhythm,

Balance, Expression of energy. It is awarded by conducting speed, power, strength, tempo,

rhythm, balance and expression of energy as real. 3) All-round breaking(30points) All-round breaking(One single jump breaking(10), Multi targets

breaking(10), Spinning breaking(10) will be judged in accordance with Article 35 All-round breaking.

① Accuracy(5points) Number of the broken target : -1 point deducted in every

un-broken target. Landing : Un-balanced landing after the technical breaking will

deduct -1 point. ② Performance(5points) Skill : Harmony of rhythm and movement will be scored. scored. Performance : Active expressions and harmonization with the

the whole performace of the breaking. 10. Penalty(Warning, Deduction, Disqualification) 1) The declaration of penalty is conducted by referee. 2) The penalties are warning, deduction, disqualification. ① One (1) warning penalty is equal to 0.5 point. ② Two (2) one (1) deduction penalties are equal to 1 point. ③ Warning penalties are equal to one (1) Deduction penalty. 3) Criteria of Warning and deduction penalties are as follows. ① Undesirable acts ② Disturbing judges and the process of staffs during the competition ③ An excess or running a short of the contest time (Minus 3 point per 10 seconds) ④ Exceeding or shortage of assigned members (Minus 10 points per one person) ⑤ If the contestant fells down in the landing position, 3 points will be

deducted in each fall. 4) Disqualification penalties will be given for the following acts. ① The competitors name is different from what is on the contestants list 11. Substitute 1) In case of the team competition, only one substitute registered in

except compulsory number of nine people and definitely they must register as substitutes in the application receipt.

3) Replacing with substitutes can be possible under following situations, Replacement must be done between same sexes.

① In case there are injured contestants during the competition. ② After participation receipt, the contestants who are injured during

the practice should submit th diagnosis in Organization Committee. 12. Publication of scoring 1) The final score shall be announced immediately after collecting the judges' total scores. 2) In case of using electronic scoring instruments ① Judges shall input points in the electronic scoring instruments after the performance of Team competition, and total points shall be

automatically displayed on the monitors. ② The final score(average point)and the individual scores shall be

displayed on the monitor following the automatic deletion of the highest and lowest scores among the judges.

3) In case of using manual scoring ① The coordinator shall collect each scoring sheet and convey the

results to the recorder immediately after completion of the Team competition.

② The recorder shall report the final score to the Referee and have the final score displayed.

13. Decision and Declaration of Winner 1) The team with highest score is the winner. 2) If tied, team with the highest score in presentation will be selected.

If presentation score is tied, all score of judge will be added. 3) If tied again after applying 2), two teams will re-compete. 4) If tied after the re-competition. 2) will be applied. If tied again, co-champions will be awarded.

Appendix1. Terminology 1) Authorized Poomsae : The Poomsae enacted by Kukkiwon to assist practitioners training Taekwondo in correct and effective way

2) Creative Poomsae : The Poomsae newly formed with various techniques by putting into practice the original Taekwondo movements

3) Kyukpa (Breaking) : One of the training methods to evaluate techniques and power through breaking the specified targets

4) Fist breaking : Fist breaking technique should be followed as in the Kukkiwon textbook. It is the straight down punch technique to break targets which set by breaking holder with certain height.

5) Knife hand breaking : Knife hand breaking technique should be followed by the Kukkiwon textbook. It means contestants conduct it with knife hand vertically set by breaking holder. Breaking holder height can be adjusted within appointed standard.

6) Foot Kick Breaking (Side Kick Breaking/ Back Kick Breaking) : Foot

Kick breaking technique should be followed by the Kukkiwon textbook. It means contestants conduct it with knife or hill of foot set by breaking holder. Breaking holder height can be adjusted within appointed standard.

4) Multi target breaking : Breaking many targets moving in various directions and fixed at one time or one by one in relays.

5) Self-defense technique : Defending skills (Dodging, throwing down, breaking, twisting, kicking, punching, etc) without using weapons to protect from and dominate an opponent's or multiple opponents' sudden attack

6) Taekwondo aerobics : Gymnastic performances creatively formed in harmony with music and musical instruments by applying original Taekwondo movements

7) Recording contest : The event competing with various measures such as numbers, speed, height, distance and length in the assigned time and space.

8) Endurance contest for long holding side kick : The holding side kick time is measured, the contestant stays lastly is a winner.

9) Consecutive Dolgaechagi breaking : It is the spinning body roundhouse kick technique ,360 degree, in the same place.

10) Consecutive spinning kick breaking : It is the spinning kick technique with a sole of foot or heel in the same place consecutively

11) High jump kick breaking : After running start, making high jumping kick straight up to the target with foot, it is ranked by level of height.

12) Long jump kick breaking : After running start, making long jumping kick to break the target with foot. It can be ranked by distance.

13) Team competition : Team competition refers to the performances

displaying assigned events with various Taekwondo movements creatively composed.

14) Basic movements : Basic movements are freely composed with

specified ones in Taekwondo text book issued by Kukkiwon.

15) Single Jump Breaking : Breaking many fixed targets with one or more various techniques using hands and feet in only one leap.

17) Vertical spinning breaking : Breaking the targets by foot with whole body spinning vertically by waist or chest axis standards while staying in the air. It can be attempted while running forward or with eyes covered.

18) Horizontal axis turning breaking : Breaking the targets with whole body spinning horizontally more than one by head axis standard. It can be attempted with eyes covered or on the spot without a approach run.

19) Originality Breaking : The contestant can break the targets with newly composed techniques any other hasn't attempted so far or the high level technique are based on Taekwondo techniques.

6) "Gam-jeom" ① Get the clenched right fist with forefinger stretched behind the right ear and stretch the right arm, pointing out the pertinent contestant. ② Take the stance of "Cha-ryeot" and then, raise up the right fist
