　2018年９月から研究科長に就任いたしました、田中孝彦と申します。　国内社会と国際社会の混迷と転落には際限がないのではないか。こんな閉塞感を多くの人々がもつようになって、多くの年月が経過しています。自分の直近のコミュニティの利益を第一に考えるという、利己的な利益追究の姿勢を正面に打ち出す政治指導者や外交指導者が、国内社会でも国際社会でも、跋扈するようになっています。そのような姿勢がまわりまわって、どんな悪影響を地球社会にあたえることになるのか。そんな問題については真剣に考えない。利己的で独善的な風潮が、国内外で定着しつつあるといえます。　各個人そして各国家が、みずからの最大利益の獲得のみをめざしていても、いずれ「神の見えざる手」が働いて、調和は保たれる。この古ぼけた考え方が妥当でないことはすでに明らかです。にもかかわらず、まるで先祖返りをしているかのような利己的で独善的な政治的言説と政治的行動が、正統性をもつどころか支配的にさえなりつつあります。　上に述べたような、国際社会と国内社会の両面でシンクロした動きは、いまなぜ存在感を増し続けているのでしょうか。そして私たちは、この動きにどのように対処すればよいのでしょうか。この問いかけこそが、政治の世界に生き、また政治の世界について学ぶ者にとって、いまもっとも重要な問いかけであるといって過言ではありません。なぜならば、自己利益の単なる追究は、地球社会において、格差やナショナリズムの衝突といった修復しがたい断層を生み出し、破壊的な地殻変動を引き起こしかねないものだからです。　その変動はすでに姿を現しています。2017年の米大統領選の「意外な」結末の重要な原因のひとつは、米国内での拡大する格差の存在と、それを是正するための効果的な試みの不在とにあります。ヨーロッパなどで極右政党が勢いを増している現状についても同様です。その結果、人類が、コミュニティの壁を乗り越えて協力して解決するしかない地球的な諸問題を解決していくことは、いま極めて困難になっています。いま私たちが歩いているこの道が行き着くさきは、種としての人類の絶滅につながっていく。そんな黙示録的な見方は、特に新しくもなく、また過度に悲観主義的なものではないといえます。　国際社会と国内社会の混迷と転落の原因は何か、そして混迷の払拭と転落の道からの脱却は、どうすれば可能になるのか。この問いに答えるためには、「知」を総動員することによって、現在の状況の複雑さを、過度に単純化することなく的確に理解することが必要です。現代世界の多様化と複雑さは、その全体を理解し秩序立てることを非常にむずかしくしています。現代世界を構成するあらゆる要因は互いに結びついており、その１つを変えようとすれば、実に多くの他の要因も変えなければならない。しかも、どの要因とどの要因を変えなければならないのかはよくわからない。この複雑な世界にむきあったとき、我々は、思考停止におちいりがちであり、過度に単純化された｢情｣の図式にからめとられがちです。実際、「○○ファースト」という、単純で｢情｣に訴えかけやすいかけ声が巷に氾濫している事実は、すでに私たちがこのトラップにかかってしまっていることを示しているのかもしれません。そして、政治の世界には、そのトラップを意図的に仕掛けているものたちがいることは、とうてい否定できません。　早稲田大学大学院政治学研究科は、こんなトラップと隘路から、私たちが抜け出すための手がかりを探求していく社会科学的な｢知｣と実践のネットワークの拠点です。現代政治学の理論的、思想的、歴史的アプローチを総合的に学び、さらには経済学研究科とのコラボレーションを通じて、政治学をはじめとする社会科学の知的資産を総動員して、現代世界の混迷の原因とそれを払拭する術を探求する。そこで得た知見を、ジャーナリズム、そして公共経営といった実践の現場でどのように生かしていくかを考え抜く。　強い問題意識を共有し、多様な手法をもちいて地球社会のシステム全体に平和と公正さと秩序を再構築していく。この喫緊の課題に取り組むために、教員と学生がともに探求していく「知的協働体」に、あなたも参加しませんか?

Message

My name is Takahiko Tanaka. I became the dean of the graduate school in September 2018.Is there no limit to the tumult and decline in Japanese society and the international community? Many years have passed by with many coming to feel this sense of hopelessness. Both domestic society and the international community are now rampant with political and diplomatic leaders who brazenly take stances of pursuing selfish gains, placing the needs of only their immediate communities first. What ill effects will the omnipresence of such attitudes have on the global community? They do not think seriously about such issues. This tide of selfishness and self-righteousness appears to be becoming entrenched around the world.Even if all individuals and countries strive only to capture the greatest benefit for themselves, the “invisible hand” will ultimately act to maintain harmony: It is already clear that this outdated way of thinking is not sound. However, selfish, self-righteous political discourse and political behavior that should long ago have been banished to the dustbin of history is not only being legitimated but is even becoming dominant.Why are these trends—happening in sync within both the international community and domestic Japanese society—becoming ever more prominent? And what should we do to respond to and deal with them? These questions are alive in the world of politics, and it would be no exaggeration to say that they are now the most crucial questions to try to answer for those now studying the world of politics. After all, the single-minded pursuit of self-interest in the international community gives rise to hard-to-heal rifts, such as inequality and nationalistic clashes, which risk triggering destructive, earthshaking changes to the world order.These changes have already become manifest. Major causes of the “unexpected” result of the 2016 US presidential election lie in the growing inequality in the US and the lack of effective attempts to fix the problem. The causes of the growing strength of far-right political parties in Europe and elsewhere are similar. The result of all this is that it has now become extremely difficult for humanity to overcome barriers between communities and to cooperate on the various global problems that can only be resolved by doing so. Lying at the end of the path we are all walking is the extinction of humanity as a species. Such an apocalyptic way of viewing things is not especially new, and, arguably, neither is it merely an excessively pessimistic outlook.What are the causes of the tumult and decline in the international community and domestic society? And what can we do to allow us to banish the tumult and escape from the path of decline? To arrive at answers to these questions, we must bring to bear all our collective knowledge to accurately understand the complexities of our current situation without oversimplification. The diversification and growing complexity of the modern world have made it extremely difficult to understand the entire world and to bring order to it. All the factors that constitute the modern world are interconnected; any attempt to change one factor must entail also changing numerous other factors. Furthermore, we do not have a good understanding of which sets of factors we must change. When faced with this complex world, we tend to fall into an unthinking state; we tend to get trapped in schemes based on oversimplified “emotion.” Indeed, the fact that the world is overflowing with simplistic slogans of “Us first” frequently appealing to emotion may indicate that we have already fallen into this trap. Moreover, it is utterly undeniable that there are those in the world of politics who have intentionally set the trap.Waseda University's Graduate School of Political Science is the locus of a network of knowledge and practice in the social sciences with which we can search for clues for how we can free ourselves from such traps and impasses. Students will study theoretical, philosophical, and historical approaches to modern political science comprehensively. Through collaboration with the Graduate School of Economics, they will also mobilize the intellectual resources of all the social sciences—including political science—to seek out the causes of the tumult of the modern world and the techniques that can be used to eliminate those causes. They will think through how they can bring the knowledge and experience they have gained through their studies to bear on the real-world practice of journalism, public management, and other fields.They will share a robust understanding of the issues and will use diverse means to re-instill the overall system of the global community with peace, fairness, and order. Students in the Master’s Program will acquire a comprehensive understanding of political science research approaches, comprising the empirical analysis, formal models and the normative studies, and use this as a basis for deepening their knowledge of research methodologies essential to their own areas of research. Thereafter, the student will write a Master’s thesis representing the culmination of efforts to develop a multifaceted understanding of his/her own research area as well as other related research disciplines. The Master’s thesis will be evaluated from the perspectives of further development potential and practical applicability for conferral of “Master of Arts in Political Science”. In the Doctoral Program, students must demonstrate mastery of political science in not only their own specialized research area but also at least one other related research area, with coursework in research approaches, academic presentations, and other areas as prerequisites. From this foundation, a doctoral dissertation plan will be formulated. Doctoral candidates will then receive research guidance from the Doctoral Dissertation Committee based on the doctoral dissertation plan. The Doctoral Dissertation will be evaluated as the culmination of this uniform five-year research process beginning with the Master’s Program, for conferral of “Doctor of Political Science”.

The Political Science Course promotes a systematic and sophisticated approach to political science education within GSPS and endeavors to be a beacon of international comparative research originating in Japan and firmly grounded in the latest theories and methods employed in the field of political science. To this end, an educational and research system has been established that enables students to study political science through a curriculum that is deep in specialized expertise while at the same time comprehensive in scope, covering a broad range of fields. The common platform for the course is an integrated research approach to political science that combines the empirical analysis, the formal models, and the normative studies. The Political Science Course adopts five research areas as its foundation: Contemporary Politics, Political Thought and Political History, Comparative Politics, International Relations, and Public Administration.

The University is committed to broadly providing the opportunity to offer entrance examinations to a diverse array of students who are highly motivated to conduct research and possess outstanding research abilities, irrespective of whether the students are from Japan or overseas. To this end, the University administers general entrance examinations, entrance examinations for international students, and entrance examinations for returning students for entry into the University in April or September. For applicants and other students seeking entry through recommended admissions or a double-degree program, admissions-office examinations are administered. Waseda University expects the following from students taking entrance examinations: language proficiency in both Japanese and English, needed to conduct research from a global perspective; the ability to think and express oneself logically in order to conceive and realize creative research; and mature personal qualities and practical skills needed to complete research, as befitting a member of an intellectual community.

　修士課程では、経験的方法、数理分析、規範理論からなる政治学研究方法を総合的に修得し、その上で特に自らの研究に不可欠な方法論を深く学んだ後に、自らの研究領域を軸に関連する他の研究領域を複線的に履修した成果として出される修士論文を、その発展可能性と実践的応用性の観点から評価し、「修士（政治学）」の学位が授与されます。　博士後期課程では、修士課程で身につけた方法論やアカデミック・プレゼンテーション等のコースワークを前提とし、また自らの専門研究領域および関連する少なくとも１つの他の研究領域に関して、基本的な政治学的知識の習得を求め、それらを基礎に構想された博士論文計画にもとづく論文委員会の研究指導を受けることが求められます。このように修士課程からの５年間の一貫した研究プロセスの成果として博士論文は評価し、「博士（政治学）」を授与します。

　早稲田大学大学院政治学研究科は、1951年に設立された半世紀以上の歴史と実績を有する研究科です。代々受け継がれてきた伝統を大切にしながら、日々刻々と変化する国内外の情勢を的確に分析するための最新の研究手法を教授する研究科でもあります。私たちの研究科が持つ特徴は、以下の点が挙げられます。

Founded in 1951, the Graduate School of Political Science of Waseda University has more than half a century of history with notable academic achievements.The Graduate School both honors the traditions handed down generation to generation and applies the most up-to-date research methods essential to performing accurate research in the constantly changing conditions of domestic and international politics. The following is a summary of the features of our graduate school.

■ 豊富な科目群―個々の問題関心に応じた柔軟な科目履修を実現　政治学研究科を修了するために必要となる単位は32単位（社会人学生は30単位）ですが、私たち政治学研究科ではそれをはるかに上回る豊富な科目を設置しています。学生は個々の問題意識や関心に応じて、科目を選択し、履修することができます。政治学コースでは研究領域ごとに数多くの科目が設置されています。またジャーナリズムコースでは、文章表現に関する講座やメディア制作など、少人数でのより実践的な科目を設置しています。

The number of credits required to complete a degree in GSPS is 32. (For those admitted to the program through the returning student admissions, the requirement is 30 credits.) We, however, offer far more courses than the number needed to graduate so that students can select the courses that best meet their individual interests. Each research area of the Political Science Course offers numerous courses. Likewise, the Journalism Course offers several practicum courses conducted in small-size classes, including courses on writing and media production.

■ 政治学の分野を専門とする幅広い教授陣　早稲田大学が1882年（明治15年）に前身の「東京専門学校」として設立された折、政治経済学科が設立されたことに端的にあらわれているように、政治学を法学から独立した一つの学科として捉え、発展させてきました。また、政治学と一言で言っても、その事象を分析するためには様々なアプローチが存在します。私たち政治学研究科には、様々な専門分野を有し、国内外の学界をリードする研究者が所属しており、学生の教育にあたっています。

We have always regarded political science as an academic discipline independent of law, and have developed the department from this perspective, as is evident by the fact that our Department of Political Science and Economics was founded conjointly with the founding of our predecessor institution, Tokyo Senmon Gakkou, in 1882. Although regarded as a single academic discipline, political science applies a diverse range of methods to the analysis of events and phenomena. We, therefore, include researchers who are leaders in both the domestic and international academic communities in their respective specializations. At GSPS, these exceptional researchers also teach.

We stress an education in the methodologies essential to political science research and to accomplishing world-class research in its various sub-disciplines. Mastering empirical, formal, and normative methodologies in the first academic year provides students with an up-to-date research perspective and enables them to conduct more innovative advanced research.

Graduate school education is like an apprenticeship in that it often takes place in closed seminar rooms with a faculty member and his or her students. GSPS has introduced a joint-guidance system within each research area and each course that removes the barriers between seminars and specializations. The system provides students with more open and flexible research guidance, given from diverse viewpoints by several faculty members, including their primary and secondary advisors.

The goal of the Graduate School of Political Science of Waseda University is to train researchers in the field of political science and highly specialized professionals endowed with a global perspective. A graduate of the Graduate School will be highly sensitive to the changes occurring in Japan and around the world. He or she will be capable of making a contribution to the peace and welfare of the global community, while anticipating political developments in the twenty-first century. The Political Science Course aims to endow researchers with the most current and globally accepted political science methodologies and a deep understanding of Japanese and international politics. At the same time, the program aims to train professionals endowed with a practical viewpoint and specialized knowledge in political science. Graduates of the program can demonstrate leadership in a wide variety of fields. They have the tools needed to achieve a politically sound international community and contribute to building the framework for an ideal global society and strive for its realization.The Journalism Course trains journalists to take a practical approach to ethics, morals, knowledge, and technique, and to take the lead in creating common ground between academia and journalism by giving them the tools to excel at establishing communication between specialized knowledge and civil society.

　政治学研究科では、政治的事象へのあらゆる関心対象を包含する研究領域・コースを設置し、専門的に

深く、同時に総合的に幅広く、政治学を学ぶことができるような教育・研究システムを確立しています。

　それぞれの研究領域・コースを横断する研究上の視座を獲得するため、修士課程１年次には政治学研究

方法の科目を履修し、「経験的方法」「規範理論」「数理的分析」といった研究の土台となる方法論の修得を

目指します。なお、本研究科の博士後期課程に進学を希望する学生は、それぞれの方法論のうち一つを選

択した上で「分析手法認定試験」を受験し、それに合格することが博士後期課程推薦入試への受験の条件

となります。

　合わせて、修士課程１年次から基礎研究科目やそれぞれの分野における専門科目を履修していくこと

で、それぞれが所属する研究領域・コースにおける専門的な知見の獲得に努めます。それと同時進行で、

自身の研究計画に基づく修士論文の作成を進め、修士課程の修了までに修士論文を完成させることとなり

ます。修士論文の完成に向けては、学生自身で研究を進め、オリジナリティの高い論文を目指していくこ

とが求められますが、メイン・アドバイザー、サブ・アドバイザーによる指導、また所属する研究領域・

コースで実施される合同研究指導を通じて、教員や自分以外の学生からの意見を取り入れながら、より高

いレベルでの論文完成を実現することが可能な体制となっています。

The educational and research system of GSPS enables students to study political science in great depth and develop specialized

expertise while maintaining a comprehensive scope by establishing research areas and courses that cover all the subjects

surrounding political issues.

During the first academic year, Master’s students are required to take methodology courses to gain the viewpoints essential

to conducting research encompassing different research areas and courses. They learn empirical methodologies, normative

theories, and formal models that enable them to master the methodologies that will form the foundation of their research.

Students who want to advance to the Doctoral Program in the Graduate School of Political Science through Special Admission

are required to take and pass the Analytical Methods Certification Examination after completing the methodology courses as

a condition of advancing to the Doctoral Program.

At the same time, students acquire the specialized knowledge of their individual research areas and courses by taking basic

research courses and specialized courses. While studying in their respective specializations, individual students work on a

Master’s thesis based on their own research plan, which they finish before completing the program. Students are expected to

work on their research independently, with the aim of writing a highly original Master’s thesis. At the same time, having the

guidance of primary and secondary advisors, along with joint research guidance provided in the individual research area and

course, enables students to enhance the quality of their research by incorporating the opinions of their advisors and fellow

students.

政治学コース

　古代ギリシアに成立した政治哲学から、20世紀後半のアメリカで発展した現代政治学まで、その学問としての歴史をふまえ、現時点で国際的に最も標準的であり、かつ同時に21世紀における新たな展開を見通すことができるような先進的な政治学の研究と教育を目指しています。

公共経営専攻

　政治経済学術院における理論的研究成果を背景としながらも実践的志向に基づく大学院教育を施す専門職学位課程としての独自性を発揮します。つまり、本専攻では既存の政治学研究科及び経済学研究科との連携による体系的教育の提供を通じて理論的基礎の獲得を可能としながらも、高度で専門的な職業能力を有する人材を養成するために研究者教員だけではなく高度な実務能力を有する実務家教員を一定割合配置することで、理論と実務を架橋した高度で実践的な教育を展開し、社会における幅広い分野の高度専門職業人の養成や修学のニーズに応えています。（より詳細な情報は、別冊「公共経営大学院」パンフレットをご覧ください。）

博士後期課程

　博士後期課程においては、基本的に博士論文の完成に向けた自身の研究が中心となりますが、研究の集大成となる博士論文の完成に向けた段階的な目標到達が可能なカリキュラムを構築しています。１年次には、後述する「領域修了試験」「基礎習得認定試験」合格が求められ※、２年次には博士論文の完成に向けた研究上の構想を審査する「論文構想試験」といった関門が設定されています。それぞれに向けた準備を進めていくことで、博士論文の完成が可能となるようなカリキュラムを実現しています。

※�一般入試による入学者は１年次に「分析手法認定試験」に合格する事も求められます。

ジャーナリズムコース

　プロフェッショナルとして倫理、知識、技術において実践的な人材であるとともに、専門的知識と市民社会の間に相互関係を作り上げる公共的コミュニーションの担い手として、専門性においても卓越したジャーナリストの養成を目指します。ジャーナリズム、メディア分野に関する専門教育はもちろん、少人数での実践的な実習科目の設置が主な特徴です。（より詳細な情報は、別冊「ジャーナリズム大学院」パンフレットをご覧ください。）

The aim of the Political Science Course is to examine the history of political science as an academic discipline from its establishment in Ancient Greece through its development to the late 20th century to become what it is today and to use this as the basis for forward-looking research and education capable of identifying what is currently most normative internationally as well as what new developments can be expected in the 21st century. We provide an English-based degree program which enables students to obtain their degrees by taking lecture courses and seminars taught in English.

The Graduate School of Public Management is a professional degree program emphasizing practical application against a backdrop of theoretical research performed at the Faculty of Political Science and Economics. Students acquire a theoretical foundation through a systematic curriculum offered in cooperation with the Graduate School of Political Science and Graduate School of Economics. Students also acquire highly specialized and professional skills from a faculty that includes members with exceptional real-world expertise teaching alongside research faculty. By offering a high-level education with a practical focus that bridges the gap between theory and practice, the program meets the needs of modern society for highly specialized professionals with training and education in a wide range of fields. The Doctoral Program has established a curriculum that enables students to take a step-by-step approach to achieving their goals, with the completion of their dissertation as the culmination of their research effort. The program provides a framework that guides students even as they are expected to do research independently. During the first academic year, students must pass the Qualifying Examination and the Basic Knowledge Confirmation Examination, which are described in the following section. In the second year, the Dissertation Conceptual Framework Examination evaluates the research framework prepared by the student that guides their research effort towards the completion of their Doctoral dissertation. The curriculum is designed to prepare the student for these examinations, and students work on their dissertation steadily throughout the program until it is completed.

* Students accepted on the basis of the general admissions examination are required to pass the “Analytical Methods Qualification Test” during their first year of studies.

The Journalism Course seeks to cultivate professionals with a practical approach to ethics, knowledge, and technology. It aims to produce outstanding journalists who distinguish themselves in terms of specialized knowledge, who are able to promote public communication and thereby create a bridge between specialized knowledge and civil society. Specialized education relating to journalism and the media are provided through practicum courses administered in a natural small-class format. Students enrolled in the Political Science Course rigorously study the analytical methodologies that are the common foundation of all research areas. Study at an early stage of formal and empirical models and normative methodologies endows students with the fundamental analytical skills they need to do research in the field of political science. These skills enable students to approach their research from a variety of perspectives, essential to producing innovative, world-class research. Some students may be reluctant to learn methodologies that at first glance seem irrelevant to their own research objectives. But being able to apply a wide range of methodologies is the surest way to increase the scope and depth of one’s research. The research methodologies used in the field of political science are constantly evolving, and with this in mind the Political Science Course continuously improves and diversifies its methodology-related curriculum.

The five research areas interact with one another as part of a system that enables innovative research spanning multiple areas. Additionally, by taking an integrated approach that encompasses the three fundamental methodologies of normative, empirical, and formal model analysis, the program stimulates completely original research.For example, research on the possibility of political integration in Asia as a consequence of the advance of globalization can include analyses on the relationship between the actual state of international relations and the underlying political thought in the context of globalization that apply both normative and empirical methodologies. One can then compare nations by applying quantitative methods, such as Game Theory, to investigate whether there is a feasible scenario for political integration given the realities that Asian countries face. The program’s methodology courses give students the knowledge and skill they need to conduct this kind of advanced research.

　５つの研究領域は、互いにコラボレートしあって、複数の領域を横断した独創的な研究が可能になるような態勢を整えています。これに規範、経験、数理分析の３つの方法論を横断した分析のアプローチを利用すれば、これまでにない独創的な研究を生み出すことが可能になるでしょう。　例えば、グローバリズムが進展する中でのアジア政治統合の可能性について、その背景にあるグローバリズムをめぐる政治思想的背景と国際関係の現実との関係について、規範と経験の方法論を使って分析する。その上で、アジア各国の現実をふまえ政治統合への歩みを立案することが可能かといった問題を各国比較とゲーム理論といった数理的分析の方法を用いて分析する。このような研究も可能になるでしょう。

　研究指導は、各研究領域の教員全員による合同指導を基本とし、修士論文の研究計画発表や中間報告などの「合同研究指導」を適時実施します。　合同指導と連携して、それぞれの学生の研究関心に沿った指導教員（メイン・アドバイザーとサブ・アドバイザー）が、個別的に研究指導を行います。サブ・アドバイザーについては、研究の関心に沿って、他の研究領域の教員から選ぶこともできます。例えば、ある国の政治体制・選挙制度について研究したい場合、メイン・アドバイザーを比較政治研究領域から、そしてサブ・アドバイザーを現代政治領域から選ぶことができます。　政治学コースには、このように開かれた柔軟な研究指導を通じて、柔軟性に富んだ世界水準の政治学研究者を養成する態勢が整っているのです。

　博士後期課程に進学し、さらに研究を続けて博士号の取得を目指そうとする人には、修士課程入学から５年間の一貫教育プログラムが設定されています。修士１年次には、方法論科目で先進的研究を行うための基礎体力である分析手法を鍛え、「分析手法認定試験」に合格し、その後の修士論文審査で一定の成績を収めれば、博士後期課程推薦入学への道が開かれます。博士後期課程では、懇切で徹底した研究指導のもとに、研究の進捗を適正な方向に導くためのロードマップが整備され、博士論文作成までに段階的なステップを踏んでいくことで、修士課程入学から５年間で博士号を取得できるように組み立てられた指導プログラムとなっています。詳しくは、このパンフレットの「博士後期課程」のページをご覧ください。

創造性重視の開かれた研究指導

Research guidance is in principle provided jointly by all the faculty members of each research area. Joint research guidance is conducted on a timely basis so that students have the opportunity to present their research plans and report on the progress of their Master’s thesis.In addition to the joint-guidance system, research supervisors (a main supervisor and a sub-supervisor) provide one-on-one guidance to individual students. Based on their research objectives, students can select a secondary advisor from any research area other than their own. For example, a student who wants to study electoral systems can select a main advisor from Comparative Politics and a secondary advisor from Modern Politics.The Political Science Course’s flexible and open research-guidance system provides the conditions for training political science research professionals who are highly adaptable and capable of world-class research.

For students who want to advance to the Doctoral Program and continue their research towards the Doctoral Degree, there is the Five-Year Education Program that spans both the Master’s and Doctoral Programs. A student who wants to continue on to the Doctoral Program needs to acquire the fundamental knowledge and skills for conducting advanced research taught in the first-year methodology courses of the Master’s Program, receive a passing grade on his or her Master’s thesis, and then pass the Qualifying Exam in Research Methods. The Doctoral Program provides students with a basic roadmap that guides their effort and with attentive and through research guidance. The guidance program enables students to make steady progress towards completing their Doctoral dissertation and obtaining their Doctoral degree so that they can finish the program within five years after enrolling in the Master’s Program. 　博士学位申請論文の作成に向けて、創造的な研究の実現を協力にサポートし、合わせて発信の技術も鍛えます。研究指導は、メイン・アドバイザーとサブ・アドバイザーによる個別的指導、および所属研究領域やその他の領域の教員による多角的な合同指導によって行われます。博士後期課程入学時に提出された研究計画書に沿って、学生の個性と問題意識を尊重した指導が行われます。

　それぞれの学生の問題関心を重視し、個性的で独創的な研究を支援する一方で、博士学位を取得するまでにいくつかのチェックポイントを設けて、研究を推進するためのロードマップを提示しています。　１年次には、研究分野に直接・間接的に関わる必読文献のリストを配布し、その習得度を測る「領域修了試験」を実施します※。２年次の中頃には、博士論文執筆へ向けて論文構想が妥当かどうかを見極める「論文構想試験」を実施し、研究の方向性を確認します。博士論文の審査にあたっては、論文審査委員会を設置し、厳正かつ公正に行われます。研究の適正な進捗を支援し、早期に博士学位取得を可能にする仕組みです。

※�一般入試による入学者は１年次に「分析手法認定試験」に合格する事も求められます。

Research guidance is provided to help students complete original research in preparation for the Doctoral Dissertation and to teach various publication methods. Students receive research guidance in the form of individual guidance from their main advisor and secondary advisor and multi-faceted joint guidance from faculty members in the student’s research area and in other areas. The guidance provided is in accordance with the student’s research plan submitted at the time of enrollment to the Doctoral Program, and also takes into consideration individual attributes and awareness of issues.

The Doctoral Program provides a roadmap with several checkpoints for students to help guide them toward completing their degree while also supporting original and innovative research based on their individual interests.During the first academic year, students are provided with a list of must-read materials directly or indirectly related to their research areas, and they also take the Qualifying Examination to evaluate their level of mastery of the material.Around the middle of the second academic year, the program holds the Dissertation Conceptual Framework Examination to evaluate whether the student has built an appropriate dissertation framework. The evaluation makes sure that the student is on the right track. The Doctoral dissertation examination is a strict and fair evaluation of the student’s progress. These evaluations confirm that the student is making progress and can complete the Doctoral Program on time.

* Students accepted on the basis of the general admissions examination are required to pass the “Analytical Methods Qualification Test” during their first year of studies.

　修士課程修了に必要となる単位数は32単位（社会人入試

による入学者は30単位）で、入学年度に配布された研究科

要項に記載されている「科目区分別所定単位数」に定められ

た基準に従って単位を修得します。研究領域ごとに豊富な科

目群が用意されており、学生は自身の研究テーマや関心に応

じて自由に科目を選択し、自身の専門知識を高めることがで

きます。

　参考のために履修モデルを示しますが、このとおりに履修

をしなくてはならないということではありません。入学後、

各自のテーマならびに将来設計に応じて共通基礎科目・専門

研究科目・他コース/他研究科提供科目等を自由に織り込む

ことが可能です。

　修士の学位を取得するには、修士論文の提出に加

え、所定の科目を32単位（社会人入試による入学者

は30単位）以上修得する必要があります。

The minimum number of credits required to complete the Master’s

Program is 32 (30 credits are required for those admitted through the

Returning Student Admissions). Students must obtain credits in

accordance with “Required Number of Credits by Course Classification”

in the Graduate School Study Guide distributed to students at the time of

enrollment. The Political Science Course has established a wide range of

courses for each research area so that students have a wide selection of

courses that meet their research topics and interests and enhance their

specialized knowledge.

This section presents course registration model. Students are not

required to follow them. After enrollment, students can select courses

from Common Basic Courses, Specialized Research Courses, and other

courses in the Graduate School, as well as courses offered by other

graduate schools related to their own research theme or future plan.

To obtain a Master’s degree, a student must complete at least

32 credits (30 credits are required for students admitted

through the Entrance Examination for Working Students)

from predetermined courses and submit a Master’s thesis.

This student is enrolled in the International Relations research area of the Political Science Course and wants to start a career working in international organizations.In the spring semester, the student takes compulsory methodology courses to bolster his methodological skills and give his research a competitive edge. In addition, he takes Academic Writing in English to learn techniques for writing research papers in English. To deepen his expertise, he takes Regional Integration and International Relations, offered by the International Relations Research Area.He takes the International Poli t ics Seminar, where he does research on the mechanisms that tr igger conf l icts and their solutions. In order to improve his command of English, he also takes a nonrequired course: advanced-level General Tutorial English (additional audit fee required).In the fall semester, he concentrates on developing a framework for his Master's thesis by focusing on specialized research courses offered by the International Relations Area. 　政治学コース国際関係領域に所属し、将来は国際機関への就職を視野に入れている。　春学期は必修科目である方法論科目を中心に履修、研究を進めるにあたっての武器となる方法論の修得に努める。合わせて、英文で論文を作成するにあたっての作法を習得するための

The Student Union Building houses the Career Center for supporting the career building efforts of our students, the Scholarships and Financial Assistance Section in charge of overall administration of scholarship programs, and the Student Affairs Section, which supports extracurricular activities, as well as other sections that support student life in general. A gym with fitness facilities is also in the building.

The campus has a number of libraries and library rooms, including the Central Library, that together boast the largest university book collection in Japan. In particular, the S. Takata Memorial Research Library holds numerous books on specialized topics in the fields of political science and economics. The Center for International Education provides support for international students as they go about their daily lives in Japan. The center also assists regular Waseda students participating in study-abroad programs.

It is equipped with 30 computers that graduate students are free to use whenever classes are not being held in the room.

It is equipped with 79 desks and 5 book shelves that graduate students are free to use.

These study rooms are set up for students in GSPS and they are free to use them however they like. In the rooms, we see scenes where students work on their own research as well as participate in joint learning experiences. The seats in the room for Master’s students are all nonreserved, while the seating in the room for Doctoral students is determined by student discussion.

【修士指導室／博士指導室】　政治学研究科の学生用に設けられた学習指導室です。当研究科の学生は自由に利用することが可能です。指導室の中では、学生が自身の研究に取り組んだり、お互いの研究に意見を出し合ったりといった光景が見られます。　修士課程の指導室は自由席で、博士後期課程の指導室では学生同士の話し合いのもと、個人のテーブルが割り振られます。

政治学研究科を志望した理由　学部時代は文化構想学部に在籍する傍ら、「EU・欧州統合研究」を副専攻として履修していました。勉強を進めるにつれオープン科目や他学部聴講制度を利用するだけでは物足りなくなり、政治学を専門に学ぶために政治学系大学院への進学を決めました。早稲田の政治学研究科を志望した理由はEU研究の実績、充実した分析手法の講義、そして多角的な視点を養うことの出来る領域横断的で自由度の高いカリキュラムに魅力を感じたからです。

Reason for applying to the Graduate School of Political Science

During my undergraduate days, I was enrolled in the School of Culture, Media and Society but minored in “EU and European Integration Studies.” The more I studied, the more I came to feel that just taking advantage of Open Courses and the university’s system for auditing lectures in other departments was not enough. Thus, I decided to continue my studies at a graduate school for political science to specialize in study of the subject. I wanted to be accepted into Waseda's Graduate School of Political Science because I was attracted to its track record of EU-related research, its ample selection of lectures on analytical methods, and its interdisciplinary curriculum, which allows students to have a high degree of freedom in their studies and fosters multi-pronged perspectives.

印象に残っている授業　政治学研究方法の授業が印象に残っています。私は政治学の分析手法については入学まで学んだことが無い状態だったので、これらの基礎科目の存在はとても助かりました。特に「経験」は、統計データの見方や因果関係の妥当性に対する判断力を身につけることが出来ました。研究の枠を超えてこれからの人生に必ず役立つと思います。また「数理分析」も課題は大変でしたが、“正しさ”を政策に反映する難しさを数学的に理解でき、とても面白かったです。

自身の研究テーマについて　修士論文ではイギリスの2005年憲法改革法を扱います。2005年法が達成した形式面での司法独立は、イギリスの法様式・思想と対置される大陸法を欧州評議会の勧告に従い採り入れたものです。他方で戦後、イギリスも大陸諸国と共に「ヨーロッパ」の一員として共通の人権に関する価値観や地域機構を構築してきました歴史があります。イギリスが大陸式司法独立を完全に異質なものとして受動的に受容したのではなく、むしろイギリスが主体的にヨーロッパ内部で醸成した価値観をより円滑に実行する為に2005年法を制定した側面に光を当てたいと考えています。

Classes that Left an ImpressionThe classes on methods of political science research left an impression. Because I had never learned about the methods of analysis employed in political science until I started at graduate school, these foundational courses were a great help. This experience, in particular, allowed me to learn how to look at statistical data and to make judgments about the validity of purported cause-and-effect relationships. I believe this will certainly come in handy in my everyday life, even outside of when I am engaged in research. My coursework in mathematical analysis was quite a challenge, but it allowed me to understand the difficulty of reflecting what is “correct” in government policy and was very interesting.

Career Path After Completion of StudiesWhen I first started at the graduate school, I wanted to go on to pursue doctoral-level studies if at all possible. However, I came to feel more and more strongly that I wanted to make use of the thinking skills that I gained through my master’s program in the formulation of real-world policy, rather than in the world of academics. I am thus currently engaged in a job-search with an emphasis on government-run bodies. I would also like to spread the joy of fulfilling one’s intellectual curiosity among children and am thus also looking at publishers that specialize in dealing in books targeting child readers or scholastic workbooks.

終了後の進路　入学当初は研究者になるべく博士進学を希望していましたが、修士課程で得た思考スキルを学術界でなく実社会の政策立案に生かしたい気持ちが大きくなり、現在は政府系団体を中心に就職活動をしています。また、知的好奇心を満たす喜びを子供達に広めたいという思いから、児童書やワークブックを専門に扱う出版社も視野に入れています。

My Research Theme My master’s thesis dealt with the United Kingdom’s Constitutional Reform Act 2005. The formal independence of the judiciary that the 2005 law achieved resulted in the UK adopting the opposing legal style and thought of Continental Law, following advice from the European Parliament. On the other hand, both the UK and the countries of continental Europe had a post-World War II history of developing common values regarding human rights and building regional institutions as members of “Europe.” I believe that my thesis shed light on the aspect of how, rather than the UK passively accepting a Continental-style independent judiciary as an entirely alien concept, the UK, instead, established the 2005 law to more smoothly implement the values that had been fostered in Europe of its own active volition.

政治学コースに志願した理由　次の２点から政治学コースを志願しました。１つ目はメインアドバイザー・サブアドバイザー制を有し、複数の先生から密な指導を受けることができる点です。私は大学院に進学する際に、各国の国民の政治意識を比較する研究を行いたいと考えていました。このような研究には政治心理学の知見と、比較政治学の知見がともに求められます。そこで、複数の先生から多面的な指導を受けられる制度を有する政治学コースを魅力的に思いました。２つ目は方法論教育が充実している点です。研究における説明が説得性をもつためには、その研究が適切な方法に基づいていることが不可欠です。よって、適切な方法に基づいた研究を行うために体系的に方法論を学びたいと考えました。それゆえ、方法論教育が充実している点も志願の決め手となりました。

Why I Chose to Apply to the Political Science Course

I chose to apply to the political science course for the following two reasons: First, the course adopts a main advisor plus sub-advisor system, which allows me to receive careful guidance from more than one instructor. When I was considering pursuing further studies at the graduate level, I wanted to perform research comparing political consciousness among people from various countries. Such research required knowledge of both political psychology and comparative politics. Because of this, the political science course, whose system allows me to receive guidance from different perspectives from multiple professors, was appealing. Second, the course is replete with opportunities to learn about methodologies. It is essential that research be based on sound methods if the discussions in that research are to be persuasive. Thus, I wanted to learn methodologies systematically to be able to perform research based on sound methods. Therefore, the abundance of opportunities to learn about methodologies was one of the decisive reasons why I chose the course.

印象に残っている授業　どの授業も印象深かったですが、１年生の秋学期に履修した

「現代政治文献研究」と「比較政治文献研究」が特に印象に残っています。これらの授業ではそれぞれ現代政治、比較政治についての古典的な名著を読み、自らが考えてそれら名著に対する批評を行います。そしてその批評をもとに授業ではディスカッションを行います。毎週の課題量が多く、またほぼすべての文献が英語なので大変ハードでした。しかし、粘り強く取り組むことで、ただ漫然と文献を読むのではなく批判的に読む力が身についたように思います。そしてこの批判的に読む力は、修士論文を執筆するにあたっての先行研究の読解において非常に役立ちました。

修了後の進路について　早稲田大学政治学研究科の博士後期課程に進学し、研究者を目指したいと考えています。博士後期課程では、民主主義における、マイノリティに対する政治意識を大きなテーマとして研究を行う予定です。修士課程では、研究の基礎力を培うことができたほか、研究関心や分析手法を異にする様々な先生方や同期、先輩方とのつながりを得ることができました。研究室の枠を超えた交流が多いのも早稲田大学の政治学研究科の特長であると思います。修士課程で培った研究の基礎力、そして多様なつながりを活かしながら、引き続き研究者としてのキャリアを築いていきたいです。

Classes that Left an Impression

Every class I took was impressive, but “Contemporary Political Literature Studies” and “Comparative Political Literature Studies,” both of which I enrolled in during the fall term of my first year, were particularly impressive. In these classes, we read classic great works on contemporary politics and comparative politics, respectively, and were made to think about these works and to critique them. Then, we had class discussions based on our critiques. The volume of assignments each week was considerable, and nearly all the literature was in English, so it was very difficult. However, I feel that such persistent effort was rewarded with me gaining the ability to read critically, rather than merely moving my eyes over lines of required readings without true comprehension. This ability to read critically was extremely useful when it came to reading and understanding existing research as part of the process of writing my master’s thesis.

About My Plans After Completing My Studies

I intend to enroll in the doctoral program at Waseda University’s Graduate School of Political Science with the aim of becoming a researcher. I plan to organize my research in the doctoral program around the major theme of political attitudes toward minorities within democracies. During my master’s program, I have managed to cultivate basic research abilities, as well as to make valuable connections with various instructors, classmates, and more senior students, all with different research interests and preferred methods of analysis. I think another advantage of Waseda University’s Graduate School of Political Science is the abundance of opportunities to interact with various people even when not in a seminar room. I would like to continue to build my career as a researcher by taking advantage of the basic research abilities I cultivated in myself during my master’s program, as well as the various connections with people that I made.

博士後期課程に進学した理由　研究者への志望は漠然ともっていましたが、関心が途上国における政治にあり、その実態を肌で感じたいと考えていました。アメリカ留学により修士課程を終えたのち、国際協力や国連機関の仕事に携わりましたが、やはり研究の場に戻りたいと考えて進学しました。研究者としては多少回り道だったかもしれませんが、結果としてそれまでの経験から得た知見が博士論文におけるテーマの着想源、そして執筆の原動力となりました。

The career path I drew and followed

Despite having a vague desire to become a researcher, my interest was in the politics of developing countries, and I wanted to feel these conditions for myself. After finishing my master’s degree by studying in the United States, I held jobs in international cooperation and agencies of the United Nations, but I realized that my true place was in research and entered the doctorate program. This may have been a bit detour as a researcher, but as a result the knowledge I gained from my experience thus far became the source of inspiration for my doctoral dissertation, and the driving force behind my writing.

博士後期課程での研究テーマは何ですか？　競争的で自由な選挙の導入、国家の能力の構築、そして暴力の関係が主な研究テーマです。特に、紛争が一旦終わった国で、民主化と国家建設が試みられるとなぜ暴力が起こってしまうかの要因を突き止めようとしています。これまでは、主に東ティモールにおける暴力発生のメカニズムを、計量分析による実証的な分析と、数理モデルの構築による演繹的な分析を踏まえて論じました。今後は、様々なケースの分析を増やしていき、暴力の要因に対してどのような対策を講じれば平和をもたらすことが可能かを検討したいです。

My research theme

My primary research themes are the introduction of competitive and free elections, development of the capability of the state, and their relationship with violence. In particular, I am trying to find the factors behind why violence occurs in countries where conflict has temporarily ended and people are attempting democratization and state building. Thus far, I have discussed the mechanisms that caused violence to occur in East Timor based on empirical analysis by means of quantitative analysis and a priori analysis based on the construction of formal models. In the future, I intend to analyze more cases to examine what measures can be taken against factors behind violence in order to bring peace.

The appeal of Waseda

The appeal of the Graduate School of Political Science is first and foremost the presence of professors, classmates, and friends who are specialized in various interests, subfields, and analysis methods of political science, and the ability to learn from each other. For example, I started studying formal model methods in earnest after entering the doctoral course, but it was very encouraging to be able to consult and discuss fields outside of my expertise with such people. Secondly, in the Graduate School of Political Science you must acquire your degree by completing a qualifying examination, a dissertation conceptual framework examination, a presentation before submitting a doctoral degree application dissertation, and a final oral examination, so the process for completing a doctoral dissertation is systematized. Therefore, while it takes some time to complete a doctoral dissertation, you can proceed with writing your dissertation deliberately while consulting with your supervisor. The literature and databases possessed by the university libraries are substantial, so I felt that my research proceeded smoothly.

Financial support

During the first half of my studies, I applied for scholarships and research funds of Waseda University, as well as for a special researcher position (DC2) at JSPS (Japan Society for the Promotion of Science) and I was hired, so I was able to cover living costs and the travel costs of field work. In addition, I was hired as an assistant in my department for the second half of my studies, so I was able to focus on writing my dissertation. During that time, I worked as the TA for Introduction to Political Analysis, a compulsory course in the department, so I had the opportunity to manage a small class set up in order to promote understanding of the lecture. I think that this teaching experience helped to boost my career. Right now, I am working as an assistant professor at a university in Tokyo.

研究を進めるにあたって早稲田の魅力はどこにあると思いますか？　政治学研究科の魅力は第一に、政治学の様々な関心、サブフィールド、分析手法を専門とする先生や同期、仲間がおり、お互いに学びあえることです。例えば私は、数理分析の手法を博士課程に入ってから本格的に学びましたが、これまで専門外であった分野について相談や議論ができたことは心強く感じられました。第二に、政治学研究科では、領域修了試験、論文構想試験、博士学位申請論文提出前発表会、最終口頭試問を経て学位を取得することとなっており、博士論文が完成するまでの過程が制度化されています。そのため、博士論文の完成までには一定の時間を要しますが、指導教員と相談しながら、計画的に作成を進めることができると考えます。また、各図書館が所有する文献やデータベースが充実しており、研究が円滑に進んだと感じています。

博士後期課程での研究を進める上で経済的なサポート体制はありましたか？　在学中の前半は、大学内の奨学金や研究費、日本学術振興会の特別研究員（DC2）に応募し、採用されたので、フィールドワークの旅費や生活費に充てることができました。また、後半は本学部の助手に採用されたので、論文執筆に注力することができました。その間、学部の必修科目である「政治分析入門」のTAを担当し、本講義の理解促進をはかるために設置された小クラスを運営する機会を得ました。この教務の経験を積んだことは、キャリアアップに繋がったと思います。現在は、都内の大学で助教として勤務しています。

　政治学研究科の入学試験では、英語能力審査と研究計画書等の書類審査を合わせた1次試験と、自身の研究計画書をもとに行われる2次面接試験により審査を行います。各試験においては、自身の研究課題に対して多様なアプローチを可能とする分析手法や評価方法を始めとして、様々な演習や実習を通して修士論文・博士論文を書き上げる地力を持ち合わせているかを重要な選考基準とします。また、公共経営専攻では、出願時に研究計画書だけではなく学位取得後の活動計画も提出を求めており、当研究科で得たものを、公共という場でどのように生かすことができるのか。この道筋をしっかりと見据えて研究に取り組むことのできる人材が求められます。

In the admissions of GSPS, we examine the English skills of examinees and documents submitted by them in the first screening. In the second screening, an interview is given mainly about their research plan. In each screening, we examine whether examinees have the basic skills to accomplish a Master’s thesis or a Doctoral dissertation on their own. Requiring applicants to submit not only their research plans but also their career plans after acquiring their Master’s degree is a unique feature of the Major of Public Management selection process. We want applicants who can engage in research based on a firm vision of how they intend to utilize the knowledge and experience they acquire at GSPS in the public sector.

第2次試験第1次試験合格者に対し、大学の指定する日時に面接審査を実施します。面接時間は政治学専攻が20分間、公共経営専攻が30分間。これまでに修得した知識についてだけではなく、対話を通じて理解力やコミュニケーション力についても審査します。

Applicants who pass the first screening are given an interview at a time and date specified by GSPS.The interview lasts 20 to 30 minutes, during which the interviewer engages in dialogue with the applicant in order to evaluate the applicant's communications skills and previously acquired knowledge.

奨学金情報 Scholarship Information

　政治学研究科の学生は早稲田大学が設置している多様な奨学金制度を利用することができます。　奨学金制度には、主として、本学独自の学内奨学金、日本学生支援機構奨学金、地方公共団体・民間団体等が設置している学外奨学金があります。奨学金のうち「貸与」奨学金は卒業後返還する奨学金、「給付」奨学金は返還の必要がない奨学金です。学内奨学金は全てが給付の奨学金で、学外奨学金（日本学生支援機構や民間団体等）との併用が可能となっています。

Students enrolled in the Graduate School of Political Science can take advantage of the wide variety of scholarships offered by Waseda University.Waseda University scholarships include internal scholarships and those offered externally by the Japan Student Services Organization (JASSO), local governments, and private organizations. Loan-type scholarships require repayment after graduation. Grant-type scholarships do not need to be repaid. Waseda University internal scholarships are all grant-type; recipients are also eligible for external scholarships offered by the Japan Student Services Organization and private organizations.

　当研究科に限らず、大学院への進学を検討されている方の中には、将来は研究職への従事を希望する方がいらっしゃることでしょう。独立行政法人科学技術振興機構（Japan�Science�and�Technology�Agency:�JST）が提供する「研究者人材データベース」（http://jrecin.jst.go.jp/seek/SeekTop）において公募されている求人情報を見ると、常勤研究職の採用条件として「博士学位を有する者またはそれと同等以上の学識を有する者」としている研究機関が数多くあります。現在、それだけ研究職のキャリアにおいて、博士後期課程における研究の研鑽、研究業績の蓄積が重要視されていることの証左ではないでしょうか。　当研究科の政治学コースの修士課程を修了した後には、博士後期課程への進学の道が開かれています。修士課程から博士後期課程へと推薦入試を利用して進学する場合、修士課程において実施される「分析手法認定試験」に合格することが第一条件となります。この「分析手法認定試験」は、政治学コースに設置されている「政治学研究方法」に関する科目のうち、数理分析・規範・経験のいずれか1科目の方法論の習得度を測る試験となります。博士後期課程への推薦入学を希望する学生は、修士課程在学中にこの試験に合格する必要があります。　第二の関門として、修士論文の提出後に行われる修士論文口頭試問において、博士後期課程への進学に向けた口述試験が合わせて実施されます。修士論文と合わせて、（1）語学能力に関する証明書（TOEIC、TOFELなど）、（2）博士後期課程における研究計画書、（3）博士論文の章立て、（4）先行業績についての批判的分析を提出し、口述試験においてはこれらに関する質疑応答を行い、博士後期課程への進学の可否が判定されます。

Our graduate school is not alone among graduate schools in having students who have enrolled in its programs in the hope of launching a career in research. As the employment opportunities listed in the Japan Research Career Information Network (http://jrecin.jst.go.jp/seek/SeekTop) hosted by the Japan Science and Technology Agency (JST) show, a great number of research organizations require a Doctoral degree or, at minimum, equivalent scholarly attainment as a qualification for a permanent research position. It is proof of the value of diligent research and building a record of academic research achievement for a career in research. Students who complete a Master’s Degree in the Political Science Course of the Graduate School can apply directly for the Doctoral Program. For those who want to enter the Doctoral Program from the Master’s Program using the internal admissions system, the primary condition for advancement is passing the Analytical Methods Certification Examination. The Analytical Methods Certification Examination evaluates a candidate’s level of mastery in one of the political science research methodologies—formal models, normative or empirical analysis—which are part of the Political Science Course curriculum. Students who want to advance to the Doctoral Program through Special Admission must pass the examination while they are in the Master’s Program.An oral examination is the second condition for advancing to the Doctoral Program, which is conducted at the same time as the oral examination on the Master’s thesis that takes place after the Master’s thesis has been submitted. Besides the Master’s thesis, the student is required to submit (1) a certificate of English proficiency (TOEIC, TOFEL, etc.), (2) a research plan for the Doctoral Program, (3) chapter titles of a prospective Doctoral dissertation, and (4) a critical analysis of previous work, which is the basis of a question-and-answer session conducted during the oral examination to determine whether the student is qualified to advance to the Doctoral Program.

　国際社会では高等教育への関心が高まっています。ビジネスや国際政治・経済の舞台では、最先端の研究や問題解決のため、知識や技術を総括的に持っている人材、実践的専門知識を備えた学位取得者が、一層求められるようになってきています。　例えば、国際連合及びその専門機関をはじめとする多数の国際機関では、修士号以上の学位が求められています。欧米では民間企業でも取得学位が将来の年収や昇進に影響しています。　欧米に比べると、日本では博士学位取得者のキャリアパスは十分に用意されているとは言い難い状況です。しかし、今後日本がグローバル化した社会で競争力を維持していくためには、高度な専門性や研究能力等を有する学位取得者が、研究者としてのみでなく、企業や行政、教育機関などの社会の多様な場で活躍・活用されることが今まで以上に期待されています。

Interest in higher education continues to grow in today’s global society. The world of global politics and economics demands cutting-edge research and problem-solving ability and a wide range of knowledge and skills. People who possess the practical and specialized knowledge of a higher degree are in more demand than ever.Many international organizations—the United Nations and many of its specialized agencies, for example—want their employees to have at least a Master’s degree. In the West, the highest degree an employee has completed is among the factors that determine his or her future salary and career potential, even in the private sector. Compared to the West, there are fewer career opportunities in Japan for those with a Doctoral degree. But researchers as well as professionals who have acquired the high-level expertise and research ability that comes with a higher degree and who can therefore make outstanding contributions in a wide variety of areas in society—corporations, government bodies, academic institutions, and so on—are essential to Japan’s maintaining its competitiveness in today’s globalized society.

Waseda University has concluded interuniversity agreements with more than 300 universities overseas. Our students can take advantage of the exchange programs established by these agreements to study abroad.Pursuing research at a center of cutting-edge research adds significant depth to a graduate student’s research. 　早稲田大学は2008年度より京都大学、慶應義塾大学および東京大学との間で、大学院学生の交流に関する協定を締結し、博士後期課程の研究指導を中心とした、大学院学生の派遣および受入れを行っています。研究上有益であると認められる場合、修士課程又は博士後期課程の修了に必要な研究指導を上記3大学の研究科で受けることができます。また、研究指導の他、一部の授業科目を履修することができます。なお、派遣にあたっては、当研究科のメイン・アドバイザーおよび研究科の許可が必要となります。これまでに当研究科からは、慶応義塾大学大学院法学研究科、東京大学大学院総合文化研究科への派遣実績があり、東京大学大学院総合文化研究科より学生の受け入れを行いました。　また、東京工業大学工学院、物質理工学院、社会理工学院との間で、教育の一層の充実を目指して、相互に授業科目を履修できる単位互換協定を締結しています。

1 ジャーナリズムコース副専攻プログラムの開始　ジャーナリズム・メディア分野への就職を目指す早稲田大学の全ての大学院学生に対して、ジャーナリズムコース副専攻プログラムが提供されています。政治学コース、国際政治経済学コースの学生も、当プログラムに申請し、エントリーが認められることで、少人数による文章作成講座や映像制作講座といった実習系の科目の受講が可能となりました。

2 公共経営専攻の設置　2012年4月、当研究科における専門職学位課程として「公共経営専攻」が設置されました。公共経営分野における政策立案に主眼を置いた数多くの科目群があり、当専攻の学生も一部の科目について履修することができます。フィールド・スタディといったより実践的な科目についても開放される予定です。

3 Woodrow Wilson International Center for Scholarsとの協定締結　2014年３月に、米国有数の政治思想研究機関であるWoodrow�Wilson�International�Center� for�Scholarsと学術協定を結びました。共同シンポジウムの開催、インターンシッププログラムの実施等を通じ、教員・学生の更なる交流を予定しています。

4 国際政治経済学コースを経済学研究科へ統合　国際政治経済学分野において研究を進める上で必須となる「経済学の理論および手法」の修得をより強固に実現するために、政治学研究科国際政治経済学コースの募集を2016年９月入学で最後とし、それ以降は、経済学研究科同コースへ統合しました。

In 2008, Waseda University concluded exchange program agreements with Kyoto University, Keio University, and the University of Tokyo. Since that year, the universities in the agreement have exchanged graduate students, who mainly take courses in research guidance at the Doctoral level. If deemed beneficial, the exchange program also allows students to take research guidance courses—which are compulsory to complete a Master’s Program or Doctoral Program—at any one of the three partner universities. Students can also take some of the courses offered at partner universities. Students need the approval of their primary advisor as well as the administration of the Graduate School to take part in the program. Since the program began, the Graduate School has sent students to the Keio University Graduate School of Law and the University of Tokyo University Graduate School of Interdisciplinary Cultural Studies and has accepted students from the University of Tokyo Graduate School of Interdisciplinary Cultural Studies.In addition, the Graduate School of Political Science has signed a credit exchange agreement with the Tokyo Institute of Technology Graduate School of Science and Engineering that allows students of each graduate school to take courses offered by the other.

　Academic Partnership with Woodrow Wilson International Center for ScholarsIn March 2014, GSPS concluded an academic agreement with Woodrow Wilson International Center for Scholars, which is a prestigious think tank based in Washington.We will cooperate on building on our partnership and work together both on research/presentation endeavors and on personnel exchange.

　Integration of the Global Political Economy Course into the Graduate School of EconomicsIn order to enhance the acquisition of “Economic Theory and Technique,” needed for research in the International Political Economy field, we have decided to stop accepting new students onto the Global Political Economy course after September 2016. This course was integrated into the Graduate School of Economics.

　 New Public Management MajorEstablished as a professional degree in April 2012, the Public Management Major makes a large number of course groups available on policy planning in the public management field. Some of these courses, including fieldwork and other practicum courses, are open to students in the Graduate School of Political Science.

1 Launch of Journalism Course Sub-Major ProgramThe Journalism Course Sub-Major Program is open to all students of all graduate schools at Waseda University who want to enter a career in journalism or the media. The sub-major enables students in the Political Science Course and the Global Political Economy Course to take practicum courses, such as Writing Skills and Media Production, once they have completed the process of applying for the program.
