工作場所防火安全各行各業都面對不同程度的火警風險，如機構沒有做足防

火措施，就會增加火警意外發生的機會。因此，機構應該

制定有效的緊急應變計劃，避免火警難以控制，造成嚴重

的人命傷亡及財物損失。

火警意外的統計

根據消防處資料顯示，

香港每年都有發生火警

而引致受傷及死亡事

故。詳情請參閱圖1-3：

近年最為人所知的大型

火警意外為2016年6月

於牛頭角貨倉四級火警。這次的火警事故，很不幸地有兩

名消防人員為撲滅火警而殉職。另外較為嚴重的事故，包

括2015年4月在黃大仙環鳳街一間車房內發生連環爆炸引

起的三級火警；9月於八鄉橫台山及七星崗的回收場發生

的三級火警，以及同月於筲箕灣避風塘發生波及多艘船隻

的三級火警。所以，我們必須要瞭解發生火警的主要成

因，採取相應的防火措施，避免火警意外發生。此外，亦

應制定有效的火警意外緊急應變計劃，將傷亡及損失減到

最低。

常見的防火安全問題

大部份工作場所的嚴重火警都是發生在建築地盤、商業處

所及工廠。

建築地盤起火主要由於：

•工地隨處放置包裝鬆散及易燃的建築材料

•電線負荷過重

•工人進行焊接、熱能工作時沒有配備滅火設備

•工人隨處棄置煙頭

•錯誤使用及貯存危險品

•缺乏完善的消防裝置

火警緊急應變措施

萬一不幸發生火警，有效的火警緊急應變措施可

以減少人命傷亡和財物損失，而機構亦能盡快回

復運作。

緊急應變計劃

緊急應變計劃的主要包括制訂火警指示、安排疏

散程序、購置緊急應變設備及予以妥善保養、成

立火警應急組協助火警疏散及救援工作、標明走

火通道位置及集合地點及張貼有關資料於當眼處

以作提醒。

防火安全訓練

機構應為員工提供防火安全訓練，

確保員工清楚明白緊急應變計劃、

防火安全措施等事項。另外，火警

應急組組員亦應進行特別訓練，例

如急救護理、使用消防設備等。

同時，機構應定期安排火警演習，

讓員工熟習有關程序。一旦發生火警，員工亦能

迅速反應。機構應對演習加以檢討及改善。

總結

火警事故往往導致人命傷亡及財物損失，工作地

點負責人須制定有效的防火管理計劃，減低火警

發生的機會，確保員工在安全的環境下安心工作。

Workplace Fire SafetyManyworkprocessesacrossdifferent industriesposesvariousdegreesoffirerisks,andthechanceoffireoutbreaksmaybeincreasedifthenecessarysafetymeasuresare lacking. In themeantime,organizationsshouldestablishfireemergencyplantoavoidlossofcontrolduringfireoutbreaks,whichmayleadtoseriouscasualtiesandpropertyloss.

Fire accident statistics

AccordingtodatafromtheFireServicesDepartment,there is an significantnumberof injuriesandfatalitiesasaresultoffireaccidentsinrecentyears.Pleaserefertofigure1-3.

Amongthelargescalefireaccidentsinrecentyears,thelevel4fireaccidentthatoccurredattheNgauTauKokstoragewarehouseinJune2016isoneoftheworst.Unfortunately, this fireaccidenthasresultedinthedeathoftwofiremen.Otherseriousfireaccidentsincludealevel3firethatbrokeoutafteraseriesofexplosionsinsideagarageatWanFungStreet,WongTaiSininApril2015;alevel3fireatarecyclingyardatWangToiShanandTsatSingKong,PatHeunginSeptember2015;aswellasalevel3firethatspreadtoboatsattheShauKeiWanTyphoonShelterinthesamemonth.Assuch,itisessentialforustostayvigilantofthemaincauses of fire, and adopt all the necessaryprecautionarymeasurestopreventtheoutbreakoffireaccidents.Furthermore,effectivefireemergencycontingencyplansshouldbedevelopedtohelpminimizepotentialinjuriesandpropertyloss.

Fire emergency measures

Firesafetyprecautionarymeasurescaneffectivelyminimizethechanceoffireaccidents,howeverintheunfortunateeventof a fire, effective fireemergencymeasurescanhelpreducecasualtiesandproperty loss. Inaddition,organizationscanresumetheirnormalbusinessoperationswithinarelativelyshorterperiodoftime.

Emergency plan

Themaincontentoftheemergencyplanshouldinclude, fireaccident instructionsdevelopment,evacuationprocedurearrangement,emergencyequipmentandtheirpropermaintenance,setupoffireemergencyresponseteamtoassistevacuationandrescuework,clearindicationofescaperouteandassemblypointandanyrelevantinformation.

Fire safety training

Upon settingupof the fire emergencyplan,organizationsmustthenprovideemployeeswithrelevant safety training to ensure their fullunderstandingoftheemergencyplanprocedures,includingacompleteunderstandingof the fireprecautionarymeasures,contentoffireaccidentinstructions,aswellasthingstonoteduringescapeetc.Inaddition,organizationsshouldalsoprovidespecial safety training to the fire emergencyresponseteammembers,suchasfirstaid,theuse

以及預防的重要性。港鐵完善的安全制

度，不止集中於規例，培養行為同樣為重

要一環。

三不政策 ─ 不責備、不記名、不躲藏

每家公司固然有自己的安全制度和規矩，可是意外乃潛藏於危險的行為之中。港鐵亦發現員工的態

度、文化及行為會互相影響，因此特別引入BAPP（預防意外的行為處理），列出四大元素，並以與傳

統不同的方式，從根源改善員工的安全陋習。以其「三不」政策為例，港鐵會派遣觀察員至各參與部

門，從中發現員工在日常運作中可能出現的帶危險行為，如一位員工不量力而為，獨自搬運長梯，

然後以「不責備、不記名、不躲藏」為要旨的三不政策，引導員工發現和改善陋習。

港鐵建立工作行為安全 全方位改善陋習 提升整體安全意識

BAPP著重個人行為 以小我完成大我　功效顯著

港鐵於2000年引入BAPP並加以推廣。2001年9月，

基建維修部成立「我做得到」小組，為第一個負責推

行BAPP的隊伍，並於2002年開始向承辦商推行。

BAPP的成效亦十分顯著，根據所示數據，於2013

年1月至2015年9月期間有參與BAPP的同事在「員

工損失工時意外發生率」方面較沒有參與BAPP的同

事低 60%。卓越成效鼓勵港鐵繼續專注實行

BAPP，不同部分和行車綫分別成立了11個「BAPP

預防意外的行為處理」小組，2015年全年進行的行

為觀察超過20,000次。港鐵公司上下員工努力不懈

地不斷改善行為，嚴謹的態度亦造就了「安全第一」

的工作文化。經過十多年不斷優化、改善，以傑出

成效榮獲《工作行為安全大獎》組別的金獎，印證成

功之餘，亦鼓勵和帶動員工更上一層樓。

善用現代科技推行安全文化擺脫傳統

推行新計劃並不容易，港鐵也因此分享BAPP的三項

成功要訣：管理層的支持、員工的參與、以及溝通

及分享。港鐵亦善用現代科技推廣BAPP及改善員工

的安全行為，除了將資訊和海報張貼於當眼處及人

流密集處，以及定期舉行會議外，也運用內部應用

程式iSPOTit，讓員工可即時報告，便於規劃下一步。

是次標準借鑒活動讓綠十字會會員獲益

良多，可參考港鐵的成功要訣，引以為

鑒。綠十字會亦藉是次活動向各會員推

介「職安健夥伴計劃」，並呼籲各行業踴

As AnMTRSafety&Qualityengineeraddressedinhisspeech,the“traditionalmanagementstyleislikelookingatone’srearviewmirror,makingonelosingsightoftheroadahead”.Notonlyshouldweseekcontinuousimprovement inour safety systemsandpreventionon rules andregulations,thecultivationofsafeworkbehaviourisalsoanimportantaspect.

Three Nos’ Principle − No blame, No demerit, No hiding

Despitethefactthateverycompanyhasitsownsetofsafetycontrol systemand regulations,accidentsdohappen. TheMTRmanagement is aware that theattitude,cultureandbehavioursofstaffmembers interactwitheachother.Assuch,theBehavioursofAccidentPreventionPolicy(BAPP)hasbeenintroduced,withitsfourkeycomponentsaimingtoeradicatetheunsafebehaviourfromthegroundlevel.Takingthe“ThreeNos’Principle”asareference,MTRmanagementwouldhavestaffmemberstoobservethedailyoperationofeverydepartment.Onceastaffmemberexhibitsunsafebehaviourinhis/hercourseofwork,e.g.movingalongladderbyhimself/herself,thestaffwillbeguidedtochangehis/herunsafebehaviourbasedontheThreeNos’Principle.

With emphasis on starting good behaviour from oneself, the BAPP program achieved positive results

In2000,MTRintroducedtheBAPPandheavilypromoted it internally. InSeptember2001,theMTRInfrastructureMaintenanceDepartmentsetupan’ICanDoIt!’projectteamasthefirsttaskforceofBAPP,thengraduallypromotedittocontractorsin2002.

TheBAPPprogrambroughtaboutpositiveimpact.ResultsshowthatduringtheperiodofJanuary2013toSeptember2015,thestaffwhoparticipatedintheBAPPprogramhasshowna60%reductionin’Losstimeaccidents’comparedtothosewhodidnotparticipateintheprogram.Encouragedbythepositiveresults,theMTRmanagementcontinuedtofocusontheBAPPexecution.Bytheendof2015,11differentBAPPteamsweresetupacrossdifferentdepartmentsandrailwaylines,andmorethan20,000workbehaviourobservationsachieved.Thezealoussearchforimprovementonoccupationalsafetyandthejointeffortsofallstaffmembershelpcontributetothe“SafetyComesFirst”workcultureatMTR.Recently,MTRCorporationwasawardedtheGoldAwardinthe“WorkSafeBahaviourAward”categoryofthecompetition.InadditiontotherecognitionofthehardworkandcommitmenttosafetyatMTRCinthelast10years,theawardisalsoseenasanencouragementtostaffforseekingcontinuousimprovement.

Leveraging on modern technology to promote occupational safetyAsmostofusareaware,launchinganewprogramisnevereasy.MTRsharesthethreesuccessfactorsforitsBAPPcampaign–topmanagementsupport,strongstaffparticipation,aswellascommunicationandsharing.Apartfromplacingpostersandpostinginformationinhightrafficareas,andorganizingregularmeetings,MTRalsoleveragesonmoderntechnologytopromoteBAPPandraiseoccupationalsafetystandardsamongitsstaffvia iSPOTit,asoftwareapplicationdevelopedfor internalusage.ViaiSPOTit,staffmemberscanreportonoccupationalsafetyissuesinrealtime,bringinggreaterconveniencetoplanfollowupactions.

ThankstoMTRforsharingwiththeGreenCrossGrouptakingtheadvantageoftheopportunitytolearnthesuccessfromMTRwhichservesasvaluablereference.At theactivity,GreenCrossGroupalso took theopportunity to promote “Safety and HealthImprovementPartnershipScheme(SHIPS)”,andpledgesupportfromallindustriesandsectorsinHongKongwithacommongoalofestablishingoccupationalsafetycultureatwork.
