CITY COUNCIL | 市政府 Further information: www.bilbao.eus | & 010 Chlorine-free environmentally friendly paper Bilbao Charter of Values, a city’s commitment BILBAO CHARTER OF VALUES The City of Bilbao has adopted a document known as the “Charter of Values”, which identifies 17 individual and collective values that serve as the basis for improving the quality of life and well-being of its citizens and for the future development of the city. This initiative has been implemented by Bilbao City Council, taking into consideration the voice of citizens and of different entities in the city. Ten of the values included in the Bilbao Charter of Values are those that make up the initial “Decalogue of Values”, drawn up as a result of a survey conducted among citizens, while the remaining seven arise from an ambitious and extensive participatory process that has been carried out. Around 1,400 Bilbao residents have participated in the development phase, either on an individual basis or in representation of the different sectors that make up the City’s society. All these individuals have made their contribution to identify the values to be included within the document. Looking to the future The Bilbao Charter contemplates the preparation of a Value Development Plan, including the actions to implement in coming years. Such actions will be set in motion by initiative of the City Council or other agents, or thanks to a collaborative effort between citizens, institutions, companies and entities. The creation of the City of Values Commission is also planned, as a framework for the consultation, follow-up and evaluation of the Charter and the associated Development Plan. Respect for Human Rights The main value, which is the basis of all others, is respect for Human Rights, which is at the centre of social justice, equality between men and women and solidarity. All of the above are considered by citizens as “essential and crucial values”. The following group includes diversity/inclusion, commitment and environmental sustainability. To complement these values, four new ones emerged during debates: coexistence, identity, effort and co-responsibility. Finally, to ensure that all of the values can be developed, three essential ones have been proposed: participation, trust and creativity, which are complemented by three new values proposed during the citizen debate process: honesty, enthusiasm and health. Any of the City’s residents, institutions, companies or organisations can join the “Bilbao Charter of Values”, undertaking the commitment to maintain, strengthen and promote attitudes and behaviours in line with the spirit and content of the Charter. 1 Respect for Human Rights: We will respect, guarantee and promote the fundamental rights of all those who live in our city, fostering the necessary social, economic and cultural conditions to ensure that everybody can live with dignity, regardless of their circumstances. 2 Social justice: We will provide real and sufficient effective mechanisms for the redistribution of wealth to guarantee the minimum material conditions to enable the exercise of basic freedoms. 3 Equality between women and men: We will promote the active presence of women in all areas of society; striving for co- responsibility between women and men; and zero tolerance against gender-based violence. 4 Solidarity: We will work towards reversing unjust situations by acting in favour of people or groups who are in a situation of vulnerability, weakness or disadvantage. 5 Diversity and inclusion: We will raise the visibility of diversity; eliminate environments of discrimination in any area or under any circumstances; develop cross-cutting proposals in terms of intercultural dialogue and recognition of diversity; promote the participation and inclusion of different sectors; demonstrate, in an educational manner, how discrimination occurs; and take a stand against discourses that feed into prejudices and stereotypes in our city. 6 Commitment: We will make our means and resources available to the common good to facilitate shared collective objectives, assuming all deriving obligations. 7 Environmental sustainability: We will promote actions that are focused on raising awareness about environmental problems; change consumption patterns and lifestyles; promote a more responsible, committed and united attitude towards our urban ecosystem; and seek solutions in the efficient use of resources and the reduction of their impact on our city. 8 Coexistence: We will generate community spaces: spaces for the respect and mutual care of those around us; and spaces where we can welcome those who join our city. 9 Identity: We will preserve the cultural and social elements that represent our identity. We will also incorporate new elements that arise from our creative and innovative capacity, and from the contribution of those who are part of or who have joined our city. 10 Effort: Based on professionalism and generosity, the City Council will endeavour to achieve the improvement goals as they are established as a city.. 11 Co-responsibility: We will promote co-responsibility among citizens and facilitate co-responsibility structures and processes among the City’s institutions, companies and organisations. 12 Participation: We will incorporate individuals into participation processes, with particular sensitivity regarding the inclusion of the most vulnerable groups. 13 Trust: We will promote mutual trust by generating platforms for dialogue and collaboration between different groups,and act with transparency and truthfulness in order to enable credibility and trust. 14 Creativity: We will generate a favourable environment, to stimulate and guide creativity and to facilitate springboards for innovation, identifying, proposing and experiencing creative alternatives focused on the common good. 15 Honesty: We will establish honesty in the behaviour of individuals, institutions, companies and organisations. And we will promote a culture of transparency. 16 Enthusiasm: We will generate a climate of enthusiasm, hope and optimism, based on creative ideas and innovative projects and, above all, on realities and achievements. 17 Health: We will spread healthy habits among citizens; complement existing sports equipment, facilities and programmes; improve nutrition and the food culture; and work towards reducing consumption of substances harmful to health. BILBAO CHARTER OF VALUES

The City of Bilbao has adopted a document known as the “Charter of Values”, which identifies 17 individual and collective values that serve as the basis for improving the quality of life and well-being of its citizens and for the future development of the city.

This initiative has been implemented by Bilbao City Council, taking into consideration the voice of citizens and of different entities in the city. Ten of the values included in the Bilbao Charter of Values are those that make up the initial “Decalogue of Values”, drawn up as a result of a survey conducted among citizens, while the remaining seven arise from an ambitious and extensive participatory process that has been carried out.

Around 1,400 Bilbao residents have participated in the development phase, either on an individual basis or in representation of the different sectors that make up the City’s society. All these individuals have made their contribution to identify the values to be included within the document.

Looking to the futureThe Bilbao Charter contemplates the preparation of a Value Development Plan, including the actions to implement in coming years.
