Le 23e Jamboree Scout Mondial s’approche à grands pas et nous sommes heureux de vous faire parvenir la deuxième Circulaire de l’évènement. Ces circulaires ont un but précis : communiquer rapidement des informations importantes aux Organisations scoutes nationales et aux délégations en dehors des dates de parution du Bulletin du Jamboree. Les Circulaires ne paraîtront donc pas périodiquement. Nous espérons néanmoins qu’elles vous seront utiles et vous aideront à préparer le Jamboree

Système d’inscription au Jamboree
Comme mentionné lors de la première visite des Chefs de délégation en avril 2014, la plateforme d’inscription au Jamboree est disponible depuis le mois de juin 2014. La plateforme sera disponible sur internet et chaque délégation inscrite recevra une confirmation de son code d’accès de la part du Bureau du Jamboree, en même temps que le manuel d’inscription et le catalogue des fonctions EIS. Si vous désirez envoyer une délégation au 23e JMS et que vous n’avez pas encore rempli le « Formulaire d’inscription (annexe 2) », merci de le faire dès que possible.
Plateforme d’inscription : généralitésUne fois que vous avez reçu votre code d’accès, vous pouvez commencer à inscrire vos participants. Il y a deux manières de procéder: soit en encodant les participants via le navigateur, soit en téléchargeant un fichier Excel sur la plateforme
Option 1 : encoder les participants via le navigateurCette option, idéale pour les plus petites délégations, vous permet d’inscrire chaque membre directement dans l’application. La plateforme permet une modification des données si nécessaire.
Option 2 : télécharger une liste sur la plateforme.Cette autre option, préférable pour les délégations plus importantes, vous permet d’encoder chaque participant dans une feuille Excel et de l’envoyer sur la plateforme d’inscription. L’application permet ensuite de modifier les informations manuellement, via le navigateur, ou par l’envoi d’une nouvelle feuille Excel.

Date limite pour la réception des informationsPour les membres de l’Equipe Internationale de Service, nous devons recevoir les informations pour le 31 décembre 2014. Pour les Participants, les chefs d’unité et les équipes de Gestion de Délégation, les informations doivent nous parvenir pour le 31 mars 2015.
N’oubliez pas que les inscriptions pour le 23e JMS, ainsi que le payement des frais de participations, doivent être envoyé pour la fin du mois de mars 2015 au Bureau du Jamboree.
Catalogue des fonctions EISCe catalogue reprend la liste des départements en charge de l’organisation du Jamboree ainsi que les différentes fonctions disponibles dans chaque département. Une première ébauche du catalogue sera jointe au manuel d’inscription et détaillera le type de fonction et les responsabilités pour chaque poste.

Accueil en famille : mise à jour
Depuis le mois de mai 2014, nous ne pouvons malheureusement plus accepter de nouvelles demandes pour le programme d’accueil en famille au Japon vu que la demande est supérieure à l’offre. Les délégations qui désirent tout de même être accueillies dans une famille sont encouragées à trouver une solution dans un autre pays de la région Asie-Pacifique. Si vous vous êtes inscrits au programme d’accueil en famille au Japon et que vous n’avez toujours pas reçu de réponse du Bureau du Jamboree, merci de nous contacter pour savoir si votre demande a pu être satisfaite.
Site Web du soutien aux délégations
Un site contenant les principales ressources et les publications importantes a été spécialement créé pour les OSN. Chaque délégation devrait déjà avoir reçu son code d’accès. Pour l’instant, le site reprend les bulletins, une circulaire, un logo, des photos et du matériel promotionnel. Le site sera régulièrement alimenté afin que, pour le début du Jamboree, toutes les délégations aient accès au plus d’information possible.
Formation en ligne “A l’abri de la maltraitance”
Dans le Bulletin 4, nous avions mentionné que la formation en ligne “A l’abri de la maltraitance” serait disponible dès le mois de juin 2014. Nous avons cependant décidé de ne la rendre accessible qu’à partir du mois de septembre 2014 afin d’enrichir son contenu. Une version test sera disponible au mois de juillet et le contenu sera vérifié par des personnes soigneusement choisies. Plus d’informations sur cette formation seront transmises dans le Bulletin 5.
Kit du Programme « Jamboree pour tous »
Le Kit du Programme « Jamboree pour tous » est à présent disponible sur le site web du 23e Jamboree Mondial. Il comporte plusieurs activités types du Jamboree et permet à tous de faire l’expérience du programme que vivront les Participants. Nous alimenterons le programme au fur et à mesure des jours qui nous rapprochent du Jamboree.

Comme mentionné dans les bulletins précédents, nous encourageons les délégations à créer leur propre programme d’animation lors du Jamboree. Vous trouverez, en annexe, les « Informations sur le programme des délégations du 23e Jamboree Scout Mondial [Vol. 1] » .

1. What is the Jamboree Contingent Programme? Jamboree Contingent programme is programme planned and delivered by the Contingents at
the Jamborees. Jamboree Contingent Programmes at previous World Scout Jamborees have
included, for example, introductions to Scouting in various countries (usually, the booths
were next to the Contingent HQ), the mottainai workshop by the Japanese contingent at the
21WSJ, and a biodiversity workshop by the Turkish contingent, a climate change workshop
by the Bangladeshi contingent, and an outdoor ethics educational programme by USA
contingent at the 22WSJ in Sweden.
The Jamboree Contingent Programme ensures that the Jamboree includes diverse activities
so that participants have a rich and varied experience at the Jamboree in the limited time
available. We consider the Jamboree Contingent Programme to be a key to a successful
23WSJ, and creating a better Jamboree is a stride toward fulfillment of our mission, namely,
“Creating a Better World”.
2. Jamboree Programme The theme for the 23rd World Scout Jamboree is “和Wa: a Spirit of Unity”. To achieve this
theme, Jamboree Programme will:
Energize Scouts’ spirit
Innovate Scouts’ life
Create Harmony among Scouts from all around the world
Introduce a new method and way of thinking
Encourage action after their return home
Experience Scouting as a worldwide movement
1) World Scout Centre (WSC)
The World Scout Centre (WSC) will be an exciting and stimulating aspect of
the 23WSJ Programme. Every participating country from all around the
world will be represented at WSC. Scouts will learn about diversity of
Scouting in each country.
2) Culture Module
Our world is a rich and varied kaleidoscope of cultures. Think about clothing,
to take one example. In Japan we have the kimono. But when we look
around the world, we see the Korean chima jeogori, the Mongolian deel, the
Fijian sulu, the Tahitian pareo, the Chilean poncho, the Scottish kilt, and the
German lederhosen, to name but a few of the national costumes that
brighten up our planet. Each culture is distinct and unique. By experiencing
and welcoming different cultures, we can cultivate an appreciation of others, learn from one
another, and extend the hand of friendship. Scouts are encouraged to prepare presentations
about their countries and cultures so that they can share their unique experience and
traditions with fellow Scouts. This will be a great opportunity to learn more about one’s own
country and culture through the process of explaining and sharing with others. Through
intercultural exchanges, Scouts will deepen mutual understanding and achieve “Harmony”
transcending national and cultural differences.

3) Global Development Village (GDV)
Through GDV module activities, Scouts will learn about what they can do in
their daily lives to help tackle various global issues. They will deepen their
understanding of Human Rights, Global Warming, and Hunger from six
perspectives—Peace, Environment and Sustainable Development, Human
Rights, Health, and Poverty. They will also learn about what the United
Nations and NPOs are doing around the world to deal with these issues.
Actions taken by the 30,000 participants will help raise the consciousness of over 32 million
Scouts in 162 Countries and territories. Sharing ideas among Scouts worldwide on how to
create a better world will trigger “Innovation”, which will help resolve global issues.
Ultimately, this will contribute to global peace and thus embody the theme of “WA: a Spirit of
Unity”.

4) Science Module
The Science module activities will stimulate Scouts’ fascination with and
understanding of science. Scouts will enrich their knowledge of the
technologies underpinning contemporary societies—computers, the internet,
mobile phones, refrigeration, and so on. And they will learn about the
innovative technologies or technological ecosystems that are enriching
people’s lives, and moreover, have the potential to help us achieve a balance
between the environment and humankind on our planet. The experience of breakthrough
technology will inspire Scouts to pursue innovation. In particular, 23WSJ will offer Scouts
opportunities to learn about cutting-edge technologies in Japan, helping them appreciate the
theme of “WA: a Spirit of Unity” from scientific and technological perspectives.

computer programming, how aircraft fly, etc.
4. Points to be considered when planning It is important to remember that the activities should be
Attractive, engaging and enjoyable
Hands-on and interactive, involving the participants
Informative but not simply a display or presentations
Focused on local, regional or national perspectives
Staged or designed for varying ages, abilities and language
We recommend to test the planned activity prior to the Jamboree to make sure that it runs
as your plan, and moreover attractive and exciting. Activities should be simple and requires
small resources. It is usually the case that a very simple game can be very popular among
the participants.

5. Activity Style 1) 60-minute Workshop
Workshops are 60-minute interactive educational activities involving group work with 40 to
50 Scouts at one time. During the Jamboree, Scouts will experience at least one workshop at
each module activity.
2) Displays with questions
Displays with questions help Scouts learn about global issues or cultures through interactive
displays. They are opportunities to think deeply about a topic and identify the issues.

4. Numbers of Activities There is no minimum or maximum number of activities that a Contingent can provide for 3
module programmes. We hope to include many Jamboree contingent programme as part of
Jamboree progamme. The estimate number is indicated below. Please note that each
Contingent will be represented at the World Scout Centre, and it will be possible to organize
a display at the World Scout Centre as well.
4,000 Scouts and leaders will participate in the each module programme per day. At each
activity, 3 to 4 Units (30~40 Scouts and Leaders) will visit at one time, and a total estimate
of 200 to 300 Participants on each day. Therefore each activity should be able to cater for
1,000 Participants over the whole period of Jamboree.

5. Equipment
There will be enough space for each activity. The following facilities will be provided for each
activity:

7. Staffing
All staff running the activities at 3 module programmes must be registered as members of
the International Service Team (IST). Depending on the type or topic of the activity, 4-5 IST
members will be required for each activity. We expect that most Contingents will provide
their own IST members to run their activities. In this way, the activity can be well-prepared
and IST members trained prior to the Jamboree. If you are planning to run an activity, please
inform the Jamboree Office of the IST list for each activity before October 2014.

8. Operating Cost
We hope that each contingent will be able to cover all the costs associated with preparation
of all its activities by combining its own resources with funding from local sources. Jamboree
Contingent Progamme will be an excellent opportunity to promote your country to Scouts
from all over the world.
To help with the planning and delivery of an activity, we are planning to provide a financial
support of up to JPY100,000 for each activity. If your Contingent intends to apply for this
grant, please complete the “Jamboree Contingent Programme: Activity Planning and Grant
Application Form” (Appendix 12) to the Jamboree. Once the form(s) is received by Jamboree
Office, On-site programme department will review the application and get back to you
whether you activity can receive the grant. After the Jamboree, we will remit the grant with
confirmation that the activity was delivered at the Jamboree.
Further details will be available on the Bulletin No.5 which will be issued in September
2014.
