法 例根據香港法例第494章《航空保安條例》，任何人士及
車輛如無合法權限，均不得進入機場禁區或在機場禁
區內逗留。
監管進出香港國際機場禁區的工作，由香港法例第494A
章《航空保安規例》規管。根據這條規例，任何人士
或車輛，如無有效通行證而進入機場禁區，或在機場
禁區內逗留，即屬違法。

通 行 證 � 別
香港國際機場目前通用的機場禁區通行證主要有三
種，分別是：
機場通行證（直屬僱員及承包商員工）
簽發予可無須引領進出機場禁區的
人士
通行證的底色代表通行級別
持證人須經保安審查，方獲簽發通
行證
使用指紋確認身分，以進入機場禁
區有效期最長兩年
適用於承包商員工的附註：
1.有效期最長至服務╱工程合約結
束日或保薦╱所屬機構的機場通
行證屆滿日，以較早日期為準。
2.不符合資格獲得「E」字批註。
3.「C」字代表為業務夥伴、代理人
或承包商的員工。

登 機 閘 門 操 作 許 可
為協助旅客登機及下機，客運航空公司職員、船公司職
員及客運服務代理人員可獲授「登機閘門操作」許可。
遺 失 機 場 禁 區 通 行 證 須 知
如在機場禁區範圍外遺失通行證，持證人應：
• 致電報失通行證熱線，
電話號碼(852)21839074；
• 到就近警署備案，並要求警方發出
一份《物件報失通知》報告；
• 通知通行證辦事處；及
• 通知保薦╱所屬機構的授權簽署代表。
如在機場禁區範圍內遺失通行證，持證人應：
• 到就近保安崗位報失；
• 留在保安崗位，等候持證人的主管到場確定身分；
• 在離開機場禁區範圍後，立即到機場警署備案，並
要求警方發出一份《物件報失通知》報告；及
• 通知通行證辦事處。

持 證 人 須 遵 守 事 項
4 只可在執行職務時使用通行證進入機場禁區。
4 進入機場禁區前，先確認通行證的有效期。
4 進入指定分區前，先確認通行證的顏色級別。
4 須在指定的進出口向保安人員及海關關員出示通行
證，以供查閱。
4 進入、停留或離開機場禁區時，須時刻在外衣上清
楚展示通行證。
4 在機場禁區內，訪客通行證持有人須時刻由具「E」
字批註的機場通行證持有人引領。
4 當通行證有效期屆滿、被暫時撤銷、被取消、有損
壞、持證人不再受僱於保薦╱所屬機構，或在任何
其他情況下持證人無須再使用通行證時，須立刻將
通行證交還有關保薦╱所屬機構，而保薦╱所屬機
構則須立刻將收回的通行證交還通行證辦事處。
4 採取適當措施，以防遺失通行證。

持 證 人 須 避 免 事 項
8 切勿企圖進入你未獲准進入的機場禁區分區。
8 切勿企圖使用過期的通行證進入機場禁區。
8 切勿使用報失後所尋獲的通行證。
8 通行證沒有「B」字批註，不得進入行李處理大堂。
8 持證人旅遊時，不得使用通行證通過職員通道。
8 不得使用通行證進入機場租戶管理的管轄範圍。進
入這些受管轄範圍，須另行申領通行證。
8 切勿將通行證借予他人或讓他人使用。
8 不得塗改、更改、干擾、蓄意損壞或處置通行證。
持 證 人 須 知
• 持證人如違反通行證簽發條件，(a)獲發的通行證可
能會被取消或暫時撤銷；及(b)根據香港法例494A
章《航空保安規例》第23(6)條可能會被檢控。
• 機場禁區通行證簽發條件載於機管局外聯網(http://
extranet.hongkongairport.com)資料夾Forms>
SSBCForms>AOS_P_08。
• 所有獲簽發的通行證均屬機管局財物，未經許可，
不得擅自處置。
• 使用機場通行證及進出監控閘門的機場職員應提高
警覺，以防有人尾隨闖入機場禁區。機場職員應確
保閘門在使用後完全關妥。如不遵守這項規定，有
關人員或會受到處分。

禁 區 通 行 證 網 上 申 請 系 統建立「禁區通行證網上申請系統」（OPAS）的目的，旨
在便利保薦╱所屬機構在網上申請機場禁區通行證，
以電子方式向通行證辦事處提交申請。OPAS為機場機
構提供另一個方法，以簡便的方式提交填妥的電子表
格。使用OPAS須要預先登記，機管局會與相關保薦╱
所屬機構簽署書面協議，並為特定用戶（例如授權簽
署代表及公司管理人）開設登入賬戶。
安 全 及 保 安 常 識 測 驗為確保員工認識及了解機場安全及保安要求，機場禁
區通行證申請人須完成「安全及保安常識測驗」並取
得合格成績，才能獲發機場禁區通行證。

機 場 禁 區 通 行 證 簽 發 條 件
1. 以下簽發條件適用於機場禁區通行證（「通行證」）。
2.通行證持有人除執行職務外，不得持通行證進入、
通過或停留在機場禁區或禁區內任何地方。為免生
疑問，通行證持有人以航空旅客身分旅遊時，不得
持通行證進入、通過或停留在機場禁區或禁區內任
何地方；當持證人身為航空旅客時，亦不得持通行
證進入、通過或停留在機場禁區內任何禁止一般航
空旅客進入的地方。
3.通行證持有人只可按通行證所示的通行級別，進入
獲准通行的機場禁區內。通行證持有人獲授的通
行證級別，在通行證上以底色顯示。通行證顏色所
代表的通行範圍，詳載於經不時更新的《機場禁區
通行證制度手冊》，而通行證辦事處則貼有告示，
清楚註明各代號的含義。無論通行證印有哪種顏色
代號，通往行李處理區的人士，通行證上必須具有
「B」字批註。
4.通行證持有人進出機場禁區時，須向職員進出口處
的保安職員出示通行證，以供查驗／檢閱。通行證
持有人並須遵守在該處的機場管理局人員或其代表
提出的所有合理指示及要求。
5.通行證持有人在機場禁區範圍內，必須清楚展示通
行證。
6.通行證持有人應在進出及身處機場禁區時，才佩戴
通行證，以減低遺失通行證的機會。持證人若已離
開機場範圍或下班後，則不應佩戴通行證。
7.通行證持有人在進出及身處機場禁區時，須遵守警
務人員、入境事務處職員、海關關員及�生事務人
員的合理指示。
8.通行證持有人須遵守機場管理總監或其獲授權代表
發出的通知、機場通告及香港國際機場的機場保安
計劃所載的所有規定。

9. 通行證持有人須遵守《機場管理局附例》（香港法
例第483A章）、《航空保安條例》（香港法例第
494章）和《航空保安規例》（香港法例第494A
章）列明的各項規定。
10.通行證持有人在機場禁區入口處或身處機場禁區
內，須遵守負責進出控制及檢查的機場保安有限公
司職員的所有合理指示。
11.通行證持有人身處機場禁區內，須遵守根據《機場
管理局附例》第59條委任的獲授權人發出的所有合
理指示。
12.通行證持有人須遵守所有有關的機場健康及安全
規定及指示，並在執行職務時注意安全、健康及�
生，以免危害自己或其他機場職員或使用者的健康
或安全。
13.具「E」字批註的通行證持有人須負責訪客通行證
持有人的行為和安全。訪客通行證持有人身處機場
禁區期間，通行證持有人須時刻確保訪客通行證持
有人在其視線範圍內。
14.通行證持有人須持有有效駕駛執照，並通過機場禁
區駕駛考試，其通行證上印有「D」字批註，才可
在機場禁區內駕駛汽車，而所駕駛的車輛必須是駕
駛執照上列明准許駕駛的車輛類別。
15.當通行證損壞，或通行證持有人遭暫時停職或不再
受僱於保薦／所屬機構，或在任何其他情況下持證
人再無須使用通行證執行職務時，通行證持有人須
立刻將通行證交還有關保薦／所屬機構，而保薦／
所屬機構則須立刻將收回的通行證交還通行證辦事
處。
16.通行證持有人不得將通行證借予他人或讓他人使用
其通行證。
17.通行證持有人不得塗改、更改、干擾或蓄意損壞其
通行證。
18.通行證持有人須採取適當措施，以防通行證遺失。

19.倘通行證持有人於香港法庭被裁定犯罪，必須於判
決後14天內將定罪判決通知通行證辦事處。
20.若遺失通行證，通行證持有人須立刻向簽發機構
（機場保安有限公司當值保安控制員，電話號碼：
21839074）及警方報失。（請參閱《機場禁區通行
證制度手冊》有關遺失通行證手續的條文）。
21.所有通行證均屬機場管理局財物，未經許可，不得
擅自處置。
警 告
通行證持有人如違反上述條件：
(a)獲發的通行證可能會被取消或暫時撤銷；及
(b)根據《航空保安規例》第23(6)條「違反機場禁區
通行證簽發條件」，可能會被檢控。

INTRODUCTION
The purpose of this booklet is to provide vital information on the Airport Restricted Area Permit System which permit holders of Hong Kong International Airport must know and comply with. LEGISLATION
Under the Aviation Security Ordinance (Cap. 494), all persons and vehicles shall not enter or remain in an Airport Restricted Area without lawful authority.
Control of access to the Airport Restricted Area at Hong Kong International Airport is governed by the Aviation Security Regulation (Cap. 494A). Under this Regulation it is an offence for any person or vehicle to enter or remain inside the Airport Restricted Area without a valid permit.

TYPES OF PERMIT
There are 3 major types of Airport Restricted Area Permit in use at Hong Kong International Airport. These are:
Airport Permits (Direct Employee and Contractor Staff)
• For unescorted access
• Level of access is indicated by the background colour of the permit
• Security vetting required before issuance
• Fingerprint scanning for access into Airport Restricted Area
• Maximum validity is 2 years
Notes for Contractor Staff:
1. Maximum validity is either the service/works contract end date or the expiry date of the Airport Permit of the Sponsoring Organisation whichever is earlier.
2. 'E' endorsement not entitled.
3. 'C' indicates staff of business associate, agent or contractor.
Airside Vehicle Licences
• Maximum validity of 1 year
Ad hoc Airport Restricted Area Vehicle Permits
• Maximum validity of 5 days normally
VISITOR PASSES
• Holders must be escorted by an Airport Permit holder of the same sponsoring organisation with 'E' endorsement
• For urgent short term or ad hoc access
• Access level follows that of the escorter
• Maximum validity of 7 days

TYPES OF COLOUR CODE
The level of access to the Airport Restricted Area is indicated by the background colour of Airport Permits. There are 7 types of colour codes and each code indicates either a single zone or multiple zones of access.

AIRBRIDGE PRIVILEGE
To facilitate passengers boarding and disembarkation, the staff of passenger airlines, ferry operators and passenger handling agents may be granted "Airbridge Privilege".
LOSS OF AIRPORT RESTRICTED AREA PERMIT
If you lose your permit outside the Airport Restricted Area, you should:
• Call the Lost Permit Hotline at (852) 2183 9074;
• Report lost permit to the nearest Police station and request a copy of the 'Police Notification of Lost Property' report;
• Report lost permit to the Permit Office; and
• Report lost permit to the authorised signatory of your Sponsoring Organisation.
If you lose your permit inside the Airport Restricted Area, you should:
• Report lost permit to the nearest security post;
• Remain at the security post and wait for your supervisor to confirm your identity;
• Report lost permit to the Airport Police station upon leaving the Airport Restricted Area and request a copy of the 'Police Notification of Lost Property' report, and
• Report lost permit to the Permit Office.

DO's
4 Use your permit to enter the Airport Restricted Area only when you are on official duty.
4 Check the expiry date of your permit before entering the Airport Restricted Area.
4 Check the colour code of your permit before entering the access zone.
4 Produce your permit to the security staff and Customs & Excise Officers at designated entry and exit points for checking.
4 Display your permit prominently on your outer clothing at all times while entering, remaining in or departing from the Airport Restricted Area.
4 Holder of a Visitor Pass must be escorted by an Airport Permit holder with 'E' endorsement at all times whilst staying inside the Airport Restricted Area.
4 Hand in your permit to your company upon expiry, suspension, cancellation, damaged, cessation of employment with the Sponsoring Organisation or in any circumstances when it is no longer required. The Sponsoring Organisation shall surrender up such returned permits to the Permit Office forthwith.
4 Take reasonable steps to prevent the loss of permit.

DON'Ts
8 Do not attempt to enter any access zone within the Airport Restricted Area for which you are not authorised.
8 Do not attempt to use an expired permit to enter the Airport Restricted Area.
8 Do not use a lost permit that is subsequently recovered.
8 Do not enter the Baggage Hall without a 'B' endorsement on the permit.
8 Do not use your permit to go through a staff channel if you are travelling as a passenger.
8 Do not use your permit to enter any restricted area under the control of an Airport Tenant where separate permit arrangements are in place.
8 Do not lend or allow your permit to be used by any other person.
8 Do not deface, alter, tamper with, willfully damage or dispose of your permit.
IMPORTANT NOTES
• Failure to comply with the Conditions of Issue may result in (a) cancellation or suspension of the permit; and (b) prosecution under Section 23 (6), Aviation Security Regulation (Cap. 494A) of the laws of Hong Kong.
• Conditions of Issue of Airport Restricted Area Permits is available at Airport Authority extranet (http://extranet.hongkongairport.com under folder "Forms > SSBC Forms > AOS_P_08").
• All permits issued are the property of the Airport Authority and may not be disposed of without its consent.
• Alirport staff using the Airport Permit and the access controlled doors should exercise vigilance to prevent tailgating. Airport staff
should ensure the doors are completely closed after use. Any non-compliance may result in enforcement action against the staff concerned.

ONLINE PERMIT APPLICATION SYSTEM (“OPAS”)
To facilitate e-submission of Airport Restricted Area Permit applications to Permit Office, OPAS has been developed to allow Sponsoring Organisation to submit the permit applications online. OPAS is designed to facilitate the airport community with an alternative way to submit the completed e-forms easily and conveniently. However, using OPAS requires prior registration, which comprises of a letter agreement to be signed between the Airport Authority and the Sponsoring Organisation concerned which results a creation of login accounts for the dedicated users such as Authorised Signatory and Company Administrator.
SAFETY AND SECURITY AWARENESS TEST
To assure staff’s awareness and understanding of the airport safety and security requirements, Airport Restricted Area Permit applicants are required to complete and pass the “Safety and Security Awareness Test” before they can obtain their Airport Restricted Area Permits.
For general guidelines of OPAS, Authorised Signatory and Company Administrator may refer to the Airport Authority extranet of http://extranet.hongkongairport.com under folder “Procedure Manual > Guidelines of Online Permit Application System > OPAS Authorised Signatory or OPAS Company Administrator respectively“.

1 These Conditions of Issue apply to Airport Restricted Area permit (”Permit”).
2. Permit holders shall not use the Permit to gain access into, pass through or remain in the Airport Restricted Area or any part thereof, other than in pursuance of their official duty. For the avoidance of doubt, any Permit holder who travels as an air passenger shall not gain access into, pass through or remain in the Airport Restricted Area or any part thereof by using his/her Permit, and while in the capacity of an air passenger, a Permit holder shall not use his/her Permit to gain access to, pass through or remain in any part of the Airport Restricted Area which ordinary air passengers are not otherwise permitted to do so.
3. Permit holders must only enter the Airport Restricted Area in accordance with the level of access granted on the Permit. This is indicated by the background colour of the Permit. Details of the colour of the Permit in relation to its access level are set out in the Airport Restricted Area Permit System Manual, which may be updated from time to time, and a fully illustrated list of these codes is displayed in the Permit Office. However, regard-less of the colour code, access to the Baggage Handling Area is indicated by the presence of a 'B' endorsement on the Permit.
4. Permit holders must produce the Permit to the security staff at the staff access point for verification/checking purposes when he/she enters or leaves the Airport Restricted Area and comply with all reasonable directions and requirements of the Airport Authority or its representative at such point.
5. Permit holders must display their Permit in such a way that the Permit can be clearly visible while within the Airport Restricted Area.
6. Permit holders should only display their Permit when they are either entering, within, or exiting the Airport Restricted Area in order to reduce the risk of Permit loss. The Permits should not be worn or displayed when the holders are outside the Airport boundary or when they are off duty.
7. Permit holders shall comply with all reasonable directions from Police, Immigration, Customs & Excise and health officers when entering or leaving and while inside the Airport Restricted Area.

8. Permit holders must comply with all requirements set out in the notices, airport circulars and the HKIA Airport Security Programme issued by the Airport Management Director or his authorized representatives.
9. Permit holders shall comply with the requirements of the Airport Authority Bylaw (Cap. 483A), Aviation Security Ordinance (Cap. 494) and Aviation Security Regulation (Cap. 494A).
10. Permit holders shall comply with all reasonable directions from AVSECO officers performing access control or screening duties at an entry point or within the Airport Restricted Area.
11. Permit holders shall, while inside the Airport Restricted Area, comply with all reasonable directions from an Authorised Person appointed under Section 59 of the Airport Authority Bylaw.
12. Permit holders shall comply with all relevant airport health and safety requirements and directions and behave and conduct their work in a safe, healthy and hygienic manner, so as not to present either a health or a safety risk to themselves or other Airport staff or users.
13. A holder of a Permit whose Permit carries an “E” endosement shall be responsible for the actions and safety of the holders of Visitor Pass under his/her escort and shall keep them within sight at all times whilst in the Airport Restricted Area.
14. Permit holders shall only drive a vehicle inside the Airport Re-stricted Area if he/she is in possession of a valid driving licence for that class of vehicle; he/she has passed the Airside Driver's examination and his/her Permit carries a 'D' endorsement.
15. Permit holders should immediately return their Permit to the rel-evant Sponsoring Organization upon the Permit becoming dam-aged, or upon suspension or cessation of his/her employment with the Sponsoring Organisation or in any other circumstances whereupon the Permit is no longer required for operational use. The Sponsoring Organisation shall surrender such returned Permits to the Permit Office forthwith.
16. Permit holders shall not lend or otherwise allow their Permits to be used by any other person.
17. Permit holders shall not deface, alter, tamper with or willfully damage his/her Permit.
18. Permit holders shall take reasonable steps to prevent the loss of their Permit.

19. Any Permit holder who is found guilty of an offence in a court of law in Hong Kong must report his/her conviction to the Permit Office within 14 days of his/her being sentenced.
20. The Permit holder shall forthwith report the loss of his/her Permit to the issuing authority (AVSECO Duty Security Controller, Tel no. 2183 9074) and the Police. (Please refer to the Lost Permit Procedure stipulated in the Airport Restricted Area Permit System Manual).
21. All Permits issued are the property of the Airport Authority and may not be disposed of without its consent.
WARNING
Failure to comply with the above Conditions may result in:
(a) cancellation or suspension of the Permit; and
(b) prosecution under Section 23(6), Aviation Security Regulation for "Breach of the Conditions of Issue of Airport Restricted Area Permits".
