    MINUTES OF THE INISHOWEN MUNICIPAL DISTRICT MEETING HELD IN THE PUBLIC SERVICES

    CENTRE, CARNDONAGH ON TUESDAY 4th

    An Cathaoirleach Bernard McGuinness welcomed everyone to the meeting. He began by

    expressing concern that all municipal district meetings are being held on the same days

    which is resulting in officials being unable to attend all MD areas. He added that the

    unavailability of the Executive Planner for today’s meeting illustrates his point.

    John G McLaughlin, Director of Service for Roads and Transportation noted that this is the

    first meeting that the Planner has missed since the new staffing structure was put in place,

    however he agreed that he would raise the concerns with the Corporate Policy Group.

    17.23 Consideration of the Minutes of the Municipal District Meeting of the Inishowen

    Municipal District held on Tuesday 14th

    March 2017.

    On the proposal of Cllr Nicholas Crossan, seconded by Cllr Paul Canning, the minutes of the

    March Meeting of the Inishowen Municipal District meeting held on 14th

    March 2017 were

    agreed.

    An Cathaoirleach Bernard McGuinness stated that he had received calls from local people in

    relation to the proposed additions to the Record of Protected Structures. He added that he

    would like an official from Donegal County Council to make contact with the owners of

    properties listed for inclusion in the register to explain the process and implications of

    having their property included.

    The members shared Cllr McGuinness’ concerns in relation to the additions to the Record of

    Protected Structures and requested that more information is provided to them regarding

    properties already on the list and the implications for the owners of the properties.

    17.24 ENVIRONMENT

    17.24.01 Big Donegal Clean-up 2017.

    Senior Engineer Con McLaughlin presented the Environment report to the members.

    He advised that The Big Donegal Clean-up was officially launched by Cathaoirleach of

    Donegal County Council Cllr Terence Slowey together with The Ryan family from Ireland’s

    Fittest Family, on the 22nd March 2017.

    It was noted that a National Spring Clean is another national clean-up campaign organised

    by An Taisce each year and groups are encouraged to register for this campaign to receive

    additional support and materials.

    The members discussed the launch of the Big Donegal Clean-up and raised concerns that

    there was a lack of co-ordination with the Tidy Towns and community groups in Inishowen

    who normally begin their local clean-up at the same time. The members stated that each

    MD should have its own launch for the clean-up initiative. There was unanimous praise for

    the local groups who volunteer their own time to clean their own towns and villages.

    The Senior Engineer agreed to convey the members views to the relevant staff.

    Referring to the incidence of illegal dumping, the Engineer advised that additional cameras

    have been procured to covertly record the practice of illegal dumping in the various

    municipal districts.

    17.24.02 Farm Plastic Collections

    The Senior Engineer advised that IFFPG (Irish Farm Film Plastics Group) have nearly

    completed their calendar of Bring Centres for the bring bank of Farm Plastics for Donegal in

    2017. Types of materials collected are silage wrap and sheeting, large fertiliser bags (liners

    removed), small fertilisers and feed bags, plastic drums (triple rinsed), netting and twine.

    Products manufactured from farm plastics are refuse sacks, piping, damp proofing, garden

    furniture.

    17.24.03 Dog Fouling Awareness Campaign in Bundoran

    The Senior Engineer advised Enforcement staff spent a number of hours on Sat 25th March

    along the popular Rougey Walk in Bundoran in conjunction with Bundoran Tidy Towns.

    Time was spent talking to dog owners reminding them of their responsibility in relation to

    cleaning up after their dogs and distributing poop scoops free of charge to dog owners.

    The members expressed their support for the initiative in Bundoran and stated that it

    should be expanded to all scenic walks in the county.

    Cllr Canning enquired whether any device or apparatus exists that could assist Tidy Towns

    volunteers to clean up dog litter.

    The Senior Engineer agreed to investigate the matter and to revert to the members. It was

    also agreed to review the locations of dog litter bins in the area.

    17.24.04 Waste Prevention Repair Directory

    As part of the Council's waste prevention activities it is planned to compile a listing of any

    businesses working in the area of repairs. When complete the repair directory would be

    available in pdf format on the Council's website and possibly on the websites of chambers of

    commerce in the county.

    17.24.05 Costal Management

    A preferred bidder has been identified and contacted to conduct a review of coastal process

    affecting an area of coastline in Inishowen. The unsuccessful tenderers have been notified.

    The appointment now progresses as per protocol.

    The members expressed their concern at the length of time it is taking to get work started

    on the Sloddan to Binbane study.

    The Senior Engineer advised that the contractor has been notified but the process requires a

    ‘cooling off’ period, which can be typically 16 – 21 days. This period has now passed and

    consultants will be appointed shortly. He added that the members of the Municipal District

    will be kept informed of progress.

    17.24.06 Marram Grass Planting

    The Senior Engineer advised that An Taisce and DCC are arranging a Marram Grass Planting

    initiative on Lisfannon Beach, Buncrana. This is in conjunction with the Buncrana Tidy Towns

    Committee. This initiative is a soft approach to addressing the erosion issues currently

    affecting the dune system at Lisfannon.

    The members welcomed the initiative at Lisfannon but at the same time queried why a

    proposal to carry out similar work at Lagg has been delayed.

    The Senior Engineer advised that the work proposed at Lagg involves the use of a sand filled

    ‘tube’ system which differs from the initiative at Lisfannon, Buncrana.

    The members discussed at length the complexities of working with the National Parks and

    Wildlife Service on the issue of coastal protection and erosion prevention. The dangerous

    condition of sand dunes at Lagg and Culdaff was noted. The members suggested that

    representatives from NPWS should be invited to meet the Inishowen Municipal District. An

    Cathaoirleach Cllr McGuinness proposed that an agenda for a meeting with NPWS is

    prepared and a meeting arranged for May.

    Cllr McDermott seconded the proposal.

    17.24.07 Japanese Knotweed

    In response to a question in relation to the problem of invasive species, The Area Manager

    for Roads and Transportation advised that the roads service has a programme running to

    treat Japanese Knotweed throughout the peninsula. He added that it requires repeated

    spraying to ensure that the plant is properly eradicated. The ecological advice is that it will

    take a four year cycle to get the herbicide down into the plants rhizomes.

    17.24.08 Irish Water

    The members requested that Irish Water is asked to respond to members to provide

    updates on the status of the issued reported to them by members.

    The Senior Engineer agreed to convey the request to Irish Water.

    17.24.09 Beach Pathways

    It was noted that the Roads Service and the Costal Officer are currently liaising to repair

    some pathways along the coastal walk in Buncrana.

    17.24.10 Bridgend Sewage Treatment Plant

    In response to a question from the members, the Senior Engineer advised that the Planning

    Service is currently leading the discussions with the Department, Irish Water and the

    Environmental Protection Agency in relation to the use of the treatment plant in Bridgend.

    He added that the Council position is that the best solution in the short term is to connect

    the local housing estates to the treatment system, even though the system is currently at

    capacity.

    The Senior Engineer agreed to discuss with Frank Sweeney of the Planning Service and

    report back to the members.

    17.25 PLANNING

    An Cathaoirleach Cllr McGuinness advised that the Planning agenda is deferred as the

    Executive Planner was not able to attend the meeting.

    17.26 ROADS AND TRANSPORTATION

    The Senior Executive Engineer, Seamus Hopkins circulated the current work programme. He

    stated that there is very little to report on at this stage. The bitmac contracts are currently

    being evaluated. The surface dressing is planned for May and good progress should be seen

    by then.

    The Senior Executive Engineer advised the members that if they have specific issues to be

    addressed they could bring them directly to him. Referring to pedestrian crossings, the

    Engineer advised that he has a list of potential locations for crossings but the members can

    bring their suggested locations to him and he will refer them to the Road Design team who

    are carrying out a county-wide survey.

    17.26.01 Low Cost Safety Measures

    The members requested that safety measures are considered for a road junction at Malin

    Head at which several accidents have occurred. The Senior Executive Engineer advised that

    he will be meeting with An Garda Síochána to review such matters and to gather accident

    history information. He added that this approach provides a valuable forum for the Gardaí

    and Roads Service to discuss issues of concern and exchange information.

    17.26.02 Disabled Parking Bays

    The Senior Executive Engineer stated that he has asked his teams in each district to

    prioritise some suitable locations for designated disabled parking.

    17.26.03 Area-based workforce

    The Senior Executive Engineer advised that the Road Service is currently understaffed in

    Inishowen but an additional 12 workers will be recruited during the summer which will

    enable the local roads teams to address some of the smaller labour intensive jobs in the

    areas.

    17.26.04 Barrack Hill Town Park

    The members discussed the use of facilities at Barrack Hill Town Park. The Senior Executive

    Engineer advised that use of certain equipment in the park requires supervision and

    indemnification and he agreed to consider this further.

    17.26.05 Roads Follow up report

    Referring to the traffic congestion at the Westend, Buncrana, the Senior Executive Engineer

    advised that instructions have been given to install a new timing sequencer at the

    pedestrian crossing on St Mary’s Road which will ease traffic flow on Cockhill Road

    approaching Main Street.

    Cllr Crossan advised that street lights, 1,2,3,4,6,8,9 are out of order in Buncrana.

    Referring to the pedestrian crossing at Magherabeg School, the Senior Executive Engineer

    advised that the work will be carried out by Transport Infrastructure Ireland. Cllr Canning

    asked if it is proposed to provide information to the public to create awareness of the new

    crossing. John McLaughlin, Director of Service for Roads and Transportation agreed that in

    the circumstances some publicity to create awareness of the new crossing will be carried

    out.

    17.26.06 Foróige

    The members expressed their gratitude and best wishes to the Foróige Group from

    Buncrana well in their trip to Dublin. Cllr Donaghey advised that the group met the local

    Oireachtas representatives at the Exchange in Buncrana and discussed their agenda of 80

    issues with the local politicians.

    17.26.07 Greencastle Harbour Development

    An Cathaoirleach Bernard McGuinness referred to a meeting held in Greencastle regarding

    the local harbour. He stated that it should be a priority for county Donegal that Greencastle

    receives capital funding at the earliest opportunity. It was noted that there is confusion

    regarding the appropriate Government department to which a submission should be made.

    John McLaughlin, Director of Service for Roads and Transportation acknowledged the review

    of the Government’s Capital Investment Plan 2016-2021 however he noted that Donegal

    County Council hasn’t been invited to make an application. In the event that an application

    or submission is made, the Director of Service advised that a joint application to both the

    Minister for Housing, Planning, Community and Local Government and to the Minister for

    Agriculture, Food and the Marine should be made. Mr McLaughlin stated that any

    application for capital funding should be a twin track approach, including both official and

    political channels.

    17.26.08 Piers and Harbours

    Cllr McDermott suggested that the Council writes to the Department to seek an explanation

    on the reduction in funding for piers and harbours in Inishowen.

    John McLaughlin, Director of Service for Roads and Transportation stated that we can write

    and seek an explanation if the members decide. He noted that funding has been reduced

    generally for piers and harbours for the county in 2017.

    The Director of Service for Roads and Transportation confirmed that no funding has been

    provided for storm damage repairs in 2017.

    17.27 HOUSING & CORPORATE SERVICES

    Aideen Doherty, Area Manager presented the Housing and Corporate Services report to the

    members. She added that a workshop will be required prior to the May MD meeting to

    consider the Housing programme for 2017.

    Paddy Doherty, Divisional Manager, Community and Enterprise stated that a workshop to

    consider the Development Fund Initiative will also be required on 9th

    May.

    The following schedule of meetings for Tuesday 9th

    may was agreed.

    • 10am -12pm Development Fund Initiative Workshop.

    • 12pm - 1pm Housing Workshop.

    • 1pm May MD meeting.

    The Area Manager advised the members that Housing Construction has placed notices on

    eTenders today seeking expressions of interest from developers with extant planning

    permission for turnkey housing schemes in towns across the municipal districts.

    The Area Manager briefed the members on the new Repair and Lease Scheme which is

    currently being rolled out across the country. The principal objective of the new Repair and

    Lease Scheme (RLS) is to deliver social housing quickly using the existing long lease

    arrangements funded under the Social Housing Current Expenditure Programme.

    The Area Manager advised that she would send the FAQs to the members for their

    information.

    17.27.01 Minister Damien English

    An Cathaoirleach Bernard McGuinness expressed his appreciation for Junior Minister

    Damien English’s recent visit to the county. He commended the Minister who he stated is

    clearly in command of his brief. Cllr McGuinness welcomed the news that the report of the

    MICA Expert Panel is currently being considered by the Attorney General’s office and he

    praised the local MICA Action Group for their patience.

    Further to discussions with Minister English, the members considered the need to promote

    and support rural communities in Ireland. It was stated that regional and departmental

    guidelines place an emphasis on strengthening towns at the expense of rural areas.

    An Cathaoirleach, Cllr McGuinness agreed stating that people should be able to build homes

    on their own land. It was acknowledged that the Chief Executive and officials continue to

    make the case for Donegal at Department level.

    17.27.02 Resettlement Programme

    The Area Manager advised that discussions are on-going with the various agencies involved

    in the programme however no definite date is available yet for the arrival of the refugees to

    Inishowen.

    The members commended the local response to the resettlement programme from local

    communities in the area.

    17.28 COMMUNITY AND ENTERPRISE

    The Divisional Manager Paddy Doherty briefed the members on the update report.

    17.28.01 Malin Head

    The project was uploaded onto the e-tenders website, www.etender.gov.ie, on 9th January

    2017. Seven tenders were returned by the deadline of 7th February 2017. All seven tenders

    passed the suitability assessment process; however, 3 no. tenders were non-compliant from

    a quality viewpoint. This effectively meant that there were only 4 No. compliant tenders

    returned. Assessment of these tenders is currently ongoing and it is anticipated that

    Donegal County Council will be in a position to issue a ‘Letter of Acceptance ‘ and formally

    appoint a contractor before Easter 2017 with works to commence on site thereafter for a

    twelve week period.

    17.28.02 Swilly and Foyle Ferry Services

    The Divisional Manager for Community & Enterprise briefed the members on the status of

    the Foyle ferry service. He advised that the service is advertised on eTenders and

    respondents are required to state the level of subvention sought. It is hoped to bring a

    report back to the May MD meeting.

    17.28.03 Buncrana School Campus

    The members discussed the provision of a site for the school campus in Buncrana and

    expressed their continued frustration at the failure to make progress. It was agreed that the

    it is essential that provision for the campus is included in the governments Capital

    Investment Plan 2016-2021 review.

    17.28.04 Greenway Initiative

    A letter of offer for funding has been allocated for the North West Greenway Project under

    INTERREG VA (Sustainable Transport Measure). The allocation of €14,861,188 has been

    made to the project which has four main partners:

    Derry City Strabane District Council, Donegal County Council, SUSTRANS and Transport NI.

    The overall cost of the project was estimated at circa €18 million and both Councils have

    agreed to provide the match funds if required depending on final agreed costings and

    identified savings.

    17.28.05 Joint Policing Committee

    The members discussed a presentation made to the JPC meeting on a forthcoming drugs

    awareness campaign called Think Before You Buy. It was agreed that the members would

    offer their support for the initiative.

    17.29 National Ambulance Service

    An Cathaoirleach Bernard McGuinness requested that a meeting is sought with

    representatives of the National Ambulance Service. It was agreed to write to request a

    meeting with the Inishowen MD.

    Malin Head Access & Amenity Improvement Project. Provision of new toilet block, road widening to accommodate passing bays and provision of services and utilities to address visitor management at Malin Head.

    The Council have now received the formal letter of offer from Failte Ireland comprising funding of almost €400k. The Council have also made an application to Failte Ireland for Technical Assistance support towards cost of a master plan proposal which will include detailed design, costing and related studies required for the development of a WAW signature Discovery point at Malin Head. Confirmation of the Technical Assistance grant is also expected.

    Access & Amenity Improvement Project 1. Joseph Mc Menamin & Sons (Stranorlar) Ltd has been appointed

    to carry out the proposed construction works. 2. Works commenced on site on Monday the 10th April 2017 and will

    continue for a period of 12 weeks. 3. The civil works has begun initially with trench excavation to bring

    the required underground services to the proposed toilet block building.

    4. The proposed toilet block building works will begin in week 3. 5. A press release has been issued from DCC informing members of

    the public & potential visitors to Malin Head, that access will be restricted throughout the duration of the construction works.

    Visitor Management Plan for Malin Head Signature Discovery Point Project 1. Both of the returned tenders have been assessed by DCC & Failte

    Ireland. 2. The Tender Report is currently been finalised which will

    recommend a preferred Service Provider (Consultant). 3. The Letter to Successful & Unsuccessful tenderers to be issued

    week beginning 02/05/2017. 4. Pre-Contract meeting with preferred Consultant to be held week

    beginning 15th May 2017.

    Swilly Ferry Cara na nOilean Teo delivered the Swilly ferry service for a 13 week period between June and September 2016. The contract term for the Swilly service is 4 years (see below) 2016: (June-September: 13 weeks). 2017: (June-September: 13 weeks). 2018: (June-September: 13 weeks). 2019: (June-September: 13 weeks). Foyle Ferry. Advertisements inviting applications for a licence to operate a roll on / roll off ferry service between Greencastle and Magilligan were placed in the following papers by Causeway Coast & Glens Borough Council in the week beginning 12th December 2016: - Irish Times; - Belfast Telegraph; - Derry Journal; - Chronicle (Limavady, Coleraine & Ballymoney). The closing date for receipt of applications was Wednesday 25th January 2017. No submissions received.

    Swilly Ferry. Initiative workshop. The ferry operator is continuing with his efforts to procure a ‘front loading’ ferry for the 2017 season which is due to commence on the 1st June and run until the 3rd September 2017. Funding for the 2017 service is to be agreed with the Members of the Inishowen Municipal District at the Development Fund Greencastle-Magilligan (Foyle) Ferry service The closing date for receipt of tenders for the Foyle Ferry service was on Friday 28th April 2017. No valid tender was received. Donegal County Council have re-tendered the service with a closing date of 12 noon on Friday 12th May, 2017.

    There are 4 Implementing Partners within the county; Donegal Local Development Company (DLDC), Inishowen Development Partnership (IDP), Údarás Na Gaeltachta and Comhar na nOileán. All 4 Implementing Partners are now accepting and registering Expressions of Interests (EOI’s) under rolling and targeted funding calls. Application forms will issue were EOI’s are deemed eligible in line with the Local Development Strategy (LDS), and formal applications will then be assessed and brought forward to the Evaluation Committee. Induction training is currently being rolled out to each of the three regional Evaluation Committees with first meetings taking place by the end of May.

    Projects approved for funding by the Evaluation Committee will be brought forward to the Local Community Development Committee for final approval. It is expected that the earliest funding for projects should be awarded will be May 2017. It is expected that the bulk of project approvals for 2017 will occur in the latter half of the year.

    Activity / Project Title Donegal Walks and Trails

    Project Description/Activity

    Maintenance, development and promotion of walks & trails in Donegal including cycle routes and Greenways.

    An update on the projects funded through the rural recreation grant as follows: Carndonagh Woodland walk : €8,070 Tidy Towns Committee to work with local consultant on preparation of a strategic plan for the woodland with a view to doing some board walk works at the mass rock to allow visitors to view the area but not damage the sensitive flora and fauna in the woodland. This process will also allow for obtaining any necessary statutory permissions including an appropriate assessment and consultation with relevant statutory bodies e.g NPWS. The report will also outline what future works could be developed in the area of the woodland. Urris Loops : €5,525 Local committee have got quotations for material delivery and digger costs to re surface part of the Urris Loop. Work complete on Butler’s Glen river walk and a new footbridge at Glenevin Waterfall. Inch Wildfowl Reserve : €2,800 Barrier has been constructed at end of boardwalk and surface works complete Inishowen Head Loop: €4,585: Advance warning signs walkers on road to be erected and some amendments to trail head map board plus surface works. Scheduled to be complete by late Spring. Glenagivney Walk : €4,085 Consultation with local committee regarding the feasibility of the proposal. Decision to be made soon on any works that can develop the walk down to Kinnegoe Bay. Malin Head is now insured and has been inspected by the NTO. New sign signalling end of path has been erected at Hell’s Hole to mark end of insured walk. Issues querying the erection of fence on private land beyond Hell’s hole has been referred to the Planning section. Ongoing consultation with agencies including National Parks & Wildlife Services, Inishowen Tourism and Inishowen Development Partnership.

    Completion of the works at the five funded sites mentioned earlier in the report. Follow up with Inishowen Equestrian committee re proposed project on Coillte grounds.

    Current Status: • Six sites have been identified for assessment and site visits

    have taken place with Personnel from the Department of Education & Skills on the 12th May, 2015.

    • Donegal County Council has compiled additional information and sent it to Department of Education & Skills on 9/11/2015.

    • Liaisons have taken place with a number of landowners seeking approval prior to seeking current market valuations on sites identified by Department of Education & Skills.

    • A meeting has taken place with senior officials from the OPW

    with regard to a number of OPW managed sites within the County and their potential to attract further visitors and improve the tourist offering in Donegal. An Grianán was discussed at this meeting.

    • A successful meeting took place on Tuesday 7th February with

    Mr. Frank Shalvey and Mr. Eoghan Moyla, senior OPW officials, Failte Ireland, Council Officials and various stakeholders. Mr. Shalvey agreed to initiate the process for a Conservation and Management Plan of the entire site. The timeframe for completion of the plan is 10/12 months. The Council will work in collaboration with the OPW, Failite Ireland and the stakeholders in relation to the development of the site. The Tender document for the Conservation & Management Plan is currently been progressed by the OPW. We await a copy of the said draft Conservation & Management Plan whereby submissions and comments may be submitted.

    Donegal County Council Clean & Green Awards 2017

    In 2017 Donegal County Council will run a pilot award scheme which will be aimed at recognising those Tidy Towns groups that have achieved high scores in the following three categories of the National Tidy Towns competition, 1. Tidiness & Litter Control, 2. Approach Roads, Streets and Lanes, 3. Sustainable Waste & Resource Management. Further more detailed information will be issued to Tidy Towns groups.

    Tidy Towns Start-Up Fund 2017 Donegal County Council are inviting expressions of interest from any groups, towns or villages that are interested in becoming a Tidy Towns group. The Council will provide any support and advice necessary to potential future groups and groups can receive a start-up fund of €250. Expression of Interest forms will be available online and through contacting the Council on the details below.

    Donegal County Council Tidy Towns Improvement Project Fund 2017

    Tidy Towns groups are invited to apply to Donegal County Council for funding for small scale improvement works in their town or village. Projects should reflect one or more of the National Tidy Towns categories. Application forms will be issued to all existing groups and are available online.

    Activity / Project Update: Activity / Project Title Big Donegal Clean-up 2017

    Big Donegal Clean -up 17

    In mid March the Cathaoirleach of Donegal County Council and The Ryan Family from Ireland Fittest Family launched The Big Donegal Clean-UP 17. We are now well through the Big Donegal Clean-up campaign 2017 with approximately 200 clean-ups taken place or planned. In 2017 volunteer community clean-ups started taking place as early as February and will continue on into May with the main focus being on April's Spring Clean month. As part of the Big Donegal Clean-up the Council also supports the An Taisce National Spring Clean and any individual or groups that registers for NSC will receive support from the Council. This campaign is really a team effort with the volunteers in the local communities, local Councillors, Council staff, in particular the Litter Wardens and the Mobile Litter Units co-ordinating the events with the local community. The local communities have really engaged with the Council in promoting their events and showcasing their efforts. The use of social media has become a fantastic platform to do this with many groups posting on their own pages or sending information into the Council for promotion. Throughout the month of April #BigDonegalCleanup17 has featured on many occasions on the Council's social media pages. The Councils communications officer has issued weekly releases to all media featuring a number of planned clean-ups for the week ahead.

    International Composting week 7th - 13th May

    Project Description/Activity

    Home compost bins are available from all Council Public Services Centres for only €13. One third of all waste can be composted such as fruit and vegetable peelings. By composting these types of waste we reduce the waste in our bins and we make our own compost which is a wonderful resource for our gardens.

    13 April 2017 Press release Councillors back hundreds of volunteers in the Big Donegal Clean Up Donegal County Councillors are getting behind the hundreds of volunteers around the county who have participated in this year’s Big Donegal Cleanup. Cathaoirleach Cllr. Terence Slowey said “the feel good factor that has been generated in communities across Donegal over the last few weeks has been magnificent. Hundreds of people are out and about cleaning up their towns and villages, approach roads, back roads and so on. We are delighted with the response we have received to this year’s Big Donegal Clean Up.” Last week clean ups took place across the county including many clean ups in the Letterkenny area such as the Bohirrill area which saw a good turnout of local residents. The clean up took in the Loughahannon and Meenatole areas and also continued over to the quarry at Calhame. Clean ups will continue this weekend in Creeslough, Dungloe, Maghery and Fintown. Tomorrow (Friday) clean-ups will take place in Glenties and in Carndonagh with big turnouts expected in each town. A further clean up is planned for Carrowmena on 22 April 2017. Motorists are being asked to drive with extra care when they come across a clean-up in progress. Anyone interested in organising a community clean-up should contact the Council on 074 91 53900 or apply online at www.donegalcoco.ie . The Council will provide bags, gloves, litter pickers and can arrange for the collection of the rubbish once it has been bagged.     management of the natural waters of County Donegal. If you are interested in water quality, angling,

    heritage, biodiversity, or amenity use of your local waters, then this is your opportunity to share

    your knowledge, and have your say on their management.

    Information will be presented on the latest draft River Basin Management Plan for Ireland 2018 –

    2021, along with details on how you can input into the final plan. Jimmy McVeigh, Community

    Waters Officer for the Donegal Area will present this information and provide information on how

    best to have your say on the new River Basin Management Plan and the future management of

    natural waters in the country.

    Central Planning Unit

    County Development Plan Review

    Recent activity has included the Plenary Workshop of 7th March, 2017; Municipal District workshops

    during week beginning Tuesday 3rd April, 2017; and a further Plenary Workshop on April 12th, 2017. The

    Special Council meeting is now arranged for Tuesday 2nd May, 2017 at which Members’ approval to

    proceed to issue the Draft Plan will be sought. It is anticipated that the public consultation period for

    the Draft Plan will run from 19th May, to 31st July, 2017 and will include public drop-in events across the

    5 MD areas.

    Tier 2 Local Area Plan(s)

    Priority was necessarily given to the County Development Plan (CDP) review work since the turn of the

    year. However, with work on this stage of the CDP now almost at an end, resources are now being re

    directed to the Local Area Plan. In that regard, a series of Municipal District level workshops are being

    arranged around end of May/start of June, 2017 at which CPU staff will make presentations on the work

    on those towns relevant to each MD area.

    Central Planning Unit Continued...

    Additions To the Record of Protected Structures

    At the March, 2017 round of MD meetings, Members approved a total of 146 structures across the County to go out to

    public consultation. The public consultation period runs from 24 March until 12th May, 2017 after which it is intended

    to revert to each MD in the June round of meetings with reports on each of the structures and associated submissions

    to facilitate Members’ final decisions on whether or not to add the identified structures to the Council’s Record of

    Protected Structures.

    Conservation Grant Schemes

    As per previous years, in response to invitations from the Department, the Council placed public advertisements

    inviting applications for grant aid under the Built Heritage at Risk Scheme (BHRS) and the Structures at Risk Fund

    (SaRF). A total of 13 BHRS and 3 SaRF applications were subsequently forwarded to the Department prior to the

    specified closing dates. At the time of drafting of this report (26th April, 2017), the Council is yet to hear of the

    outcomes of the applications.

    EU-Funded Hericoast Project

    Mr Joe Duffy, Project Officer, is continuing his research work under the guidance of Joint Project Managers, Claire

    McCallan (EU Manager) and Alana Greene (Executive Planner). Following the positive feedback from Members at the

    round of Municipal District updates in Q4 of 2016, further updates will be provided at appropriate junctures during

    2017. A programme of MD level updates is planned for the end of May/start of June, 2017. It is hoped that these

    presentations will be added as a second item to the Local Area Plan workshops referred to above. At the time of

    writing, the Chair of each MD area is being contacted to make these arrangements.

    The members shared Cllr McGuinness’ concerns in relation to the additions to the Record of

    Protected Structures and requested that more information is provided to them regarding

    Follow Up

    The members discussed the launch of the Big Donegal Clean-up and raised concerns that

    there was a lack of co-ordination with the Tidy Towns and community groups in Inishowen

    who normally begin their local clean-up at the same time. The members stated that each

    MD should have its own launch for the clean-up initiative. There was unanimous praise for

    the local groups who volunteer their own time to clean their own towns and villages.

    The members discussed at length the complexities of working with the National Parks and

    Wildlife Service on the issue of coastal protection and erosion prevention. The dangerous

    condition of sand dunes at Lagg and Culdaff was noted. The members suggested that

    representatives from NPWS should be invited to meet the Inishowen Municipal District. An

    Cathaoirleach Cllr McGuinness proposed that an agenda for a meeting with NPWS is

    prepared and a meeting arranged for May. Cllr McDermott seconded the proposal.

    As soon as the members agree on an agenda for discussion a meeting will be sought with

    NPWS.

    The members requested that Irish Water is asked to respond to members to provide

    updates on the status of the issued reported to them by members.

    In response to a question from the members, the Senior Engineer advised that the Planning

    Service is currently leading the discussions with the Department, Irish Water and the

    Environmental Protection Agency in relation to the use of the treatment plant in Bridgend.

    He added that the Council position is that the best solution in the short term is to connect

    the local housing estates to the treatment system, even though the system is currently at

    capacity.

    The Senior Engineer agreed to discuss with Frank Sweeney of the Planning Service and

    report back to the members.

    Follow Up

    The members discussed the use of facilities at Barrack Hill Town Park. The Senior Executive

    Engineer advised that use of certain equipment in the park requires supervision and

    indemnification. He agreed to consider this further. The Divisional Manager for Community

    and Enterprise agreed to follow up on the issue.

    Referring to the pedestrian crossing at Magherabeg School, the Senior Executive Engineer

    advised that the work will be carried out by Transport Infrastructure Ireland. Cllr Canning

    asked if it is proposed to provide information to the public to create awareness of the new

    crossing.

    John McLaughlin, Director of Service for Roads and Transportation agreed that in the

    circumstances some publicity to create awareness of the new crossing will be carried out.

    An Cathaoirleach Bernard McGuinness requested that a meeting is sought with

    representatives of the National Ambulance Service. It was agreed to write to request a

    meeting with the Inishowen MD.
