• The Carbon Management Plan contains the Council’s strategy for reducing its carbon emissions by at least 15% by the year 2016/17.

• It also provides an update to the Council’s initial aspirational CMP covering the period 2007/08 to 2012/13.

Background

*Note 2007 refers to 2007/08 financial year, 2008 to 2008/09 and so on.

• The actions resulted in a 21% (18% when Degree Day Adjusted) reduction against the original footprint baseline of 15,820 tonnes of carbon. Saving the Council in the region of £1.2 million on its annual energy bill (and is equivalent to around £3.7 million in avoided costs cumulatively over the period to March 2012

Solar PV Projects

Solar panels at Bro Siôn Cwilt Area School

• 4kW solar panels were installed at Bro Siôn Cwilt Area School, and Aberaeron and Penrhyncoch County Primary Schools in July 2012. The combined annual cost saving is approximately £2.5K with a combined reduction in carbon emissions of almost 6 tCO2 and a payback period of 10 years.

• Horeb Food Centre Wales in Llandysul has two PV installations (20kW installed in 2011 and 4kW which was installed in 2013).

The building on the left is the Research and development facility which has 84 Solar PV panes (20kW system) and 3 Solar thermal panels. To the Right is the administration building which has 16 Solar PV panels (4kW System)

Planned Solar PV Projects

• The Council is planning to install a 50kW array in the County Council offices in Penmorfa and a 30kW array in the Minaeron Council offices during 2014/15.

• Penmorfa is the Authority’s second highest electricity user and Minaeron is 23rd. It is, therefore, likely that the majority of the energy generated by the PV arrays will be used rather than exported. This will further increase savings.

• Total Capital expenditure, from the Invest to Save fund, to install PV’s at both sites is currently estimated at £140K providing a total of approximately 37tCO2 saving per annum.

• Payback is currently estimated at approximately 7 years, when taking into account both the Feed in Tariff payments and energy savings.

Biomass Projects

• The Plascrug Renewable Energy Centre was built in 2009 to supply space heating and domestic hot water to Ceredigion County Council (Canolfan Rheidol) and Welsh Government buildings.

• The installation of a Binder 1.2MW biomass boiler and pipework for the district heating scheme, together with office rationalisation and the Council’s move to the new Canolfan Rheidol building in Aberystwyth has already reduced carbon emissions by 203 tCO2 per annum.

• Phase 2 will extend the district heating system to provide heating for Plascrug Leisure Centre and Ysgol Gyfun Penweddig Secondary School with further carbon savings of approximately 229tCO2. It is intended for the Phase 2 elements to be operational in 2014/15 and depending on the funding route taken could produce an RHI income of circa £95k per annum.

Proposed changes to the Renewable Energy Centre to accommodate an additional 999kW biomass boiler, extension of the existing fuel store and moving of the gas boiler to alternative position.

Biomass Projects

• A review of the age and condition of the existing localised oil boilers at the school has concluded that many require replacing. It is planned to de-commission these boilers and replace them with and a centralised oil boiler plant installed within the new biomass boiler house in 2014/15 to provide back-up heat during any biomass boiler down-time.

• A centralised oil boiler plant offers reduced maintenance costs and staff attendance, reduced capital cost (compared with multiple smaller boilers) and offers a more effective integration with a 950kW Wood Chip Boiler and 22,000 Litre thermal store biomass boiler plant.

SBED Solar Collector Project

Lampeter County Secondary School

• The Sustainable Building Envelope Demonstration (SBED) Project aims to accelerate, through demonstration, the development of innovative energy generating building façades for low carbon design solutions, transforming the role of the building envelope from passive energy conservation to one of generation, storage, distribution and intelligent management for optimal performance.

• A nominal 216m2 roof mounted collector supplying the main corridor and adjacent circulation spaces will efficiently satisfy the building demands.

• Annual metered solar heating gain of 57.2 MWh, has been conservatively modelled.

• Annual carbon reduction of 14.1 tonnes CO2, using gas at 198 kg/MWh & 80% efficiency.

• This project is fully supported by WEFO funds - £80K.• Annual saving on gas of £2000 (gas at £28.12 / MWh and 80% existing

system efficiency).
