Calibrating the impact of leadership on teaching and learning The studies in this review took differing approaches to establishing the impact of leaders’ practices on teaching and learning. Muijs et al selected sites for their study based on performance data which showed high levels of improvement over a three year period, and on successful leadership within institutions evidenced by high inspection grades. Similarly, Estyn used inspection judgements to identify effective leadership practice. Their analysis led them to the conclusion that “ineffective leadership and strategic management often leads to weaknesses in many areas of an organisation’s work.
