福島大学の理念⑴　自由・自治・自立の精神の尊重　福島大学は，自由，自治，自立の精神に基づき，大学の自律的運営が保障される高等教育機関として，その使命を果たします。

⑵　教育重視の人材育成大学　時代と社会のニーズに応える人材育成大学として社会に貢献する専門的職業人の育成をめざし，教育重視の大学として発展させていくとともに，市民に愛される大学として地域社会に密着する大学づくりを進めます。

⑶　文理融合の教育・研究の推進　人文科学，社会科学，自然科学の専門領域の旧来の枠組みのみにとらわれない文理融合の教育・研究を，柔軟な構造の下で推進します。

⑷　グローバルに考え地域とともに歩む　海外姉妹校と教育・研究交流協定を締結し，海外留学制度の充実・外国人留学生の受け入れと交流を進め，国際的視野を深める教育の充実に努めます。社会人を積極的に受け入れ，地域における学習機会を拡大し，地域社会における諸問題に関する教育・研究の発展に寄与します。

　福島大学は国立大学法人として，２学群４学類12学系の新制度として新たに出発しました。2005年４月，この新生福島大学に新入生を迎えるにあたり，福島大学の理念，教育，研究，社会貢献・地域貢献，大学運営の基本原則を宣言します。

Welcoming our new students to the New Fukushima University on April 2005, we declare basic principles of Fukushima University, regarding the ideals, education, research activities, contributions to societies and communities, and its administration.

Ideals of Fukushima University

-A free, autonomous and independent spirit must be respected. We shall fulfill our duties as an institute of higher education, in which the autonomous administration of the University shall be

guaranteed, based on a free, autonomous and independent spirit.

-The University shall provide specialist training with an emphasis on the importance of education. As a university of specialist training we shall satisfy demands from new the era and society, by fostering skilled professionals

who will contribute to society and, as a university that recognizes the importance of education, help create a community-based place of learning that is cherished by the general public.

-A merger between the humanities and sciences shall be promoted in the fields of education and research. We shall conduct interdisciplinary education and research activities, reaping the benefits that result when the traditional

disciplines of the humanities, social sciences, and natural sciences meet within a more flexible structure.

-The University shall adopt a global perspective while ensuring progress within regional communities. We shall maintain and expand on exchange agreements covering education and research activities with our sister universities

overseas, enhance our study-abroad programs, and encourage accepting more students from overseas as we learn with them in order to enrich everyone's education and encourage more international perspectives. We shall welcome mature students, to ensure access to leaning opportunities for people in our region's communities, and shall contribute to the development of educational and research activities that address community-based issues.

Declaration of a New Fukushima University

教育̶知の継承・人材育成⑴　自ら学び，主体的な人生設計と職業選択を行うことのできる自立した人間，社会に貢献し社会から評価される学生を育成するために，本学の少人数教育の伝統をさらに発展させ，きめ細かな教育を実践します。

⑵　文理融合の教育を推進し，キャリア形成教育及び就職支援指導を充実させ，広い視野と豊かな創造力を有する専門的職業人を育成します。

研究̶知の創造⑴　真理の探究に関わる基礎研究から科学技術と結合する目的型研究に至る卓越した知の創造に努め，新たな学術分野の開拓と技術移転や新産業の創出等，研究成果を積極的に社会に還元します。

⑵　人文，社会，自然科学の学問領域や，基礎と応用などの研究の性格の差異にかかわらず，構成員が学問の自由と自主的・自律的な協力・共同をもって研究を進める環境を整備します。また萌芽的研究や若手研究者の育成に努め，常に新しさに挑戦し個性を引き出す研究体制を構築します。

社会貢献・地域貢献̶知の還元⑴　大学が有する知的資源を積極的に地域社会に還元し，学術文化の継承発展とともに，教育・健康・福祉等生活基盤の整備充実に貢献します。そして東北・北関東の知の拠点として，世界に向けて発信していきます。

⑵　地域に存在感ある大学づくりを進めるため，地域社会への貢献にとどまらず，日本・世界への貢献にまで視野を広げ，さらに産官民学連携の活動を効果的に推進し，わが国の産業・経済・社会・教育・文化の持続的な発展に総合的に貢献します。

Education - Preserving Quality in Training

We shall encourage and foster autonomous learners, who are equipped with the confidence and skills to make appropriate occupational choices. Through the preservation and enhancement of our tradition of offering refined, student-specific, small-classes, we believe our graduates will both contribute to and be valued by society.

We shall promote a merging of humanities and sciences in education, shall enhance career development and guidance in job-seeking, and shall produce professionals who possess broad perspectives and creativity.

Research Activities - Creating a Culture of Wisdom

We shall strive to create a culture of wisdom through all forms of academic inquiry, from fundamental and philosophical quests for truth through research associated with science and technology. We shall provide regional communities with results, such as the development of new academic areas, the transference of technical know-how, and the creation of new industries.

We shall persevere in efforts to create an atmosphere in which everyone can pursue his or her own research with academic freedom, and in voluntary and autonomous partnerships, regardless of academic fields or types, whether in the humanities, social or natural sciences, or in basic or applied research. In addition, we shall foster fledgling and junior researchers, and shall provide a research system that will enable researchers to keep challenging and developing their individuality.

Contribution to Societies and Communities

We shall share intellectual resources with the public, and shall endeavour to maintain and enhance local infrastructure, including that in the areas of education, health and public welfare. We shall also ensure the continuance and development of our academic culture, and shall convey our message to the world while serving as an intellectual base for people in the Tohoku and Northern Kanto regions.

The University must of course make itself felt not only in its immediate region, but also through making contributions to the rest of Japan and the world, while at the same time broadening our own perspectives. Further, we shall promote industry, government and academic liaisons and shall contribute to the sustainable development of industry, economy, society, education and the culture of Japan comprehensively.

大学運営⑴　大学の目標を達成するために，学生・院生，大学教職員，附属学校園教職員等全ての構成員が，男女共同参画の理念を踏まえ，それぞれの立場で大学の諸活動へ参画することを保障し，大学の民主的運営をめざします。全ての構成員は，相互に尊重し，大学の自治を発展させます。

⑵　大学運営において，高い透明性をもたせ，全構成員及び社会の信頼が得られるように十分な説明責任を果たします。

University Administration

To achieve our goals, everyone at the university, including the undergraduate students, postgraduate students, administrative staff and those at off-campus schools, shall also promote gender equality and ensure equal opportunity in university activities. They shall administrate democratically, in the spirit of mutual respect as the university strives for autonomy.

We shall ensure transparency and accountability in administrating the university in order to maintain the trust of every member of the university and society.

　福島大学は，戦前からの伝統を受け継ぎ，昭和24年に，学芸学部（後に教育学部）と経済学部の２学部構成の新制大学として発足しました。しかし，福島市街地の二つのキャンパスに分散しており，金谷川の地に統合移転して，業務を開始したのは昭和54年以降ですが，同時に人文社会系と理工系を含む総合大学化の計画実現に向けて邁進してきました。　昭和62年10月に行政社会学部を増設し，平成16年10月，国立大学法人化のなかで理工学群共生システム理工学類を創設して，新たな出発をしています。　旧３学部を継承した３学類を人文社会学群としてくくり，理工学群とともに２学群４学類の教育組織を実現するとともに，全教員が参加する研究組織として12の学系を構築しました。また，人文社会学群には，伝統ある社会人教育を継承して，夜間主コース（「現代教養コース」）を有しています。大学院についても既存３研究科とともに，平成20年４月には大学院共生システム理工学研究科を発足させ，充実した教育・研究を推進しています。　また，学内附属組織として，附属図書館，附属４校園，並びに新設の総合教育研究センターを含め４つの全学センターを有し，本学の教育，研究，社会貢献に努力しています。　現在，福島大学は，平成17年４月に発表した「新生福島大学宣言」が掲げる，①自由・自治・自立の精神の尊重，②教育重視の人材育成大学，③文理融合の教育・研究の推進，④グローバルに考え地域とともに歩む，との「福島大学の理念」の実現に向かって歩み続けていますが、さらに平成19年１月、長期計画としての「プラン2015」を策定しています。　福島県及び東北・北関東を中心とし，地域に存在感があり，全国的にも注目される「教育重視の人材育成大学」として発展すべく，今後とも努力を重ねたいと思います。

Fukushima University began as a new type of university in 1949 consisting of two faculties, one in Liberal Arts (later renamed the Faculty of Education), and the other in Economics, inheriting the long traditions of the two separate schools from the pre-war system. These faculties were located at separate campuses within the city of Fukushima until they were united and moved to a new campus here in Kanayagawa. After the new campus began to operate in 1979, we engaged in another task to transform the two-faculty university into a more comprehensive one by adding a faculty in humanities and sociology, and another in science and technology.

The Faculty of Administration and Social Sciences was established in October 1987. Then with the transition to National University Corporation in October 2004, the Faculty of Symbiotic Systems Science was also established. This move represented a new direction for Fukushima University.

Under this new structure, Fukushima University has two systems: one for education, and one for research. The already-existing three faculties were united into the Human and Social Sciences Cluster, with the new science faculty forming another. The educational system now consists of two clusters, including the Cluster of Science and Technology among the four faculties.

The research system is a collection of 12 researchers' departments to which all academic staff belongs, and to which they dedicate their research activities. An evening-centered course (the Course of Liberal Arts for Modern Society) has also been established within the Human and Social Sciences Cluster. This ensures continuity of our tradition of providing high quality education to working people. Regarding the graduate schools, along with the existing three graduate schools from the former system, the graduate school of Symbiotic Systems Science was founded in April 2008 and extensive educational and research activities are available for all students and staff.

The library, four attached schools, and four research facilities are also affiliated with the university, and are playing important roles in providing education for students, promoting research activities for academic staff, and enabling significant contributions to be made to regional communities.

Fukushima University is currently making progress toward the realization of its four ideals, which were adopted in the "Declaration of a New Fukushima University" made in April 2005. The ideals state that:

1) a free, autonomous and independent spirit must be respected;2) the university will provide specialist training with an emphasis on the importance of education;3) a merger between humanities and sciences shall be promoted in fields of education and research;4) the university shall adopts a global perspective while ensuring progress within regional communities. In addition to this declaration, a long-term plan, "Plan 2015" has also been introduced.We shall continue in efforts to create a "University that Fosters Specialists and Emphasizes the Importance of Education," in

order to deserve wide recognition from regional communities, from within Fukushima Prefecture, the Tohoku and North Kanto regions, and beyond.

EDUCATIONAL AND RESEARCH SYSTEMS4学群・学類・夜間主コース・学系学群・学類（教育組織　Educational System）

　福島大学では，平成16年10月より教育組織と研究組織を分離した「学群・学類・学系制」を導入した。これまでの教育，行政社会，経済の３学部を人文社会学群と理工学群に再編し，人文社会学群に人間発達文化，行政政策，経済経営の３学類，理工学群に共生システム理工学類を設置し，17年４月から学生受入を開始した。また，人文社会学群には夜間主コース（現代教養コース）を設置している。

　本学類は，人間の発達と文化の探究・創造に関心を持ち，現代社会の直面する人間の発達支援の課題に積極的に貢献しようとする人材の育成を目指し，次の３専攻を置いて教育を行っている。すなわち，人間の発達を深く理解し，自立をサポートする実践力と態度を育てる〈人間発達専攻〉，領域を超えた幅広い知識と現代的課題に挑む問題意識と探究力の形成を目指す〈文化探究専攻〉，身体や感性の可能性を追求し，スポーツ・芸術を通して地域文化を創造する〈スポーツ・芸術創造専攻〉である。　本学類では，学校教員を始め，社会のさまざまな分野で活躍する新時代の教育関係者，人間発達の支援者を養成する。教員免許状は学生の意思に基づく選択制

で，長い伝統と実績を誇る旧教育学部時代とほぼ同様に取得することができる。学生一人ひとりの課題意識や将来の志望によって，それぞれ「学習クラス」に所属し，自分の意思による「自己カリキュラム」を組むことのできるシステムとなっている。また，複数教員による手厚いサポート体制を採り，学校教員になりたい人も，それ以外のさまざまな分野で活躍したい人も，それを目指して一人ひとりの学びを実現できるようになっている。

人間発達文化学類 Faculty of Human Development and Culture

＜人文社会学群＞ Cluster of Human and Social Sciences

Fukushima University introduced a new structure consisting of an educational system (clusters and faculties) and a research

system in October 2004. Regarding the educational system, the former three faculties, Education, Administration and Social

Sciences, and Economics, have been reorganized and transformed into two clusters, the Cluster of Human and Social Sciences

and the Cluster of Science and Technology. The former includes three faculties, Human Development and Culture, Administration

and Social Sciences, and Economics and Business Administration, and the latter includes the Faculty of Symbiotic Systems

Science. Acceptance of students into this new system started in April 2005. The Course of Liberal Arts for Modern Society (An

evening Course) was also established in the Cluster of Human and Social Sciences.

Our objective is to encourage and foster people who are interested in human development and in exploring and creating

culture, and who are enthusiastic in contributing to the vast issues concerning the human development that people must face

today. Our education is implemented through the following three divisions: the Department of Human Development, acquiring

the practical ability and attitude to understand human development thoroughly, and to support the development of

independence; the Department of Cultural Exploration, shaping the awareness and pursuit of contemporary themes with

　本学類は法学・政治学と社会学を軸とする学際的な教育と研究を行うことによって「公共的な精神を有した地域社会の担い手を育成すること」を学類の教育目標に位置づけている。本学類は，法学専攻，地域と行政専攻，社会と文化専攻の３つの専攻を立て，専門性と学際性の両立をはかっている。　21世紀は「地方の時代」と叫ばれて久しいが，地方分権化が進む一方で，自治体の財政問題，少子高齢化，過疎化などの地域社会の課題は山積している。本学類（前身は行政社会学部）は，これまで多数の地方公務員（県職員，市町村職員），国家公務員（裁判所事務官，国税専門官を含む），公共部門の担い手，民間企業人等を輩出しており，グローバルな視点

をもちながら，地域社会に根ざした優れた人材を育成している。

行政政策学類 Faculty of Administration and Social Sciences

Our objective is to foster professionals who play important roles in local communities, who are endowed with a sense of

"public spirit" through inter-disciplinary education and research grounded primarily in the fields of Law and Politics, and

Sociology. The Faculty consists of three divisions, Law, Regional Area and Administration, and Society and Culture, through

which the teaching faculty aims to make the best of both specialized study and inter-disciplinary study.

Although the 21st century in Japan has been dubbed the "Age of Regional Authorities," and power is gradually becoming

more decentralized, regional communities continue to face challenges: the financial condition of local governments, a declining

birth-rate and aging population, and overall depopulation in remote areas remain unsolved. Graduates from this Faculty will

follow predecessors from the former faculty system who are making significant contributions in dealing with the above issues.

These will rank among but not be limited to: 1) specialists working as local civil servants (at prefectural, municipal and other

local government levels), 2) national civil servants (including court secretaries and national tax specialists), 3) public sector

specialists, and 4) private sector employees. The Faculty has been and will continue to produce such talented specialists with

global perspectives who direct their energy into regional communities.

arts along with pursuing the physical and artistic possibilities.

Our duty is also to provide training for schoolteachers, other educational professionals of the new era who are expected to

take an active part in various areas of society, and yet others who facilitate human development. The student can choose

whether to take a teacher-training course for a teacher's license. Once the course is completed, the teacher's license can be

obtained almost in the same way as in the former Faculty of Education, which was famous for its long history and remarkable

results.

According to their awareness of the issues and requirements for the future, each student belongs to an appropriate Learning

Class and can form Self Curriculum based on their own decisions. Multiple supporting advisors are available for individual

夜間主コース（現代教養コース　Course of Liberal Arts for Modern Society）　福島大学における社会人教育の実績と成果を踏まえて，社会人の新たな学習ニーズに対応するため，全学再編を機に人文社会学群の夜間主コースとして「現代教養コース」が設置された。コースの中は，人間発達文化学類に対応する「文化教養モデル」，行政政策学類に対応する「法政策モデル」「コミュニティ共生モデル」，経済経営学類に対応する「ビジネス探求モデル」の，４つの履修モデルがある。学生は，一年次には３学類の教員が担当する３つの「教養演習」を受講し，さらに二年次には，４モデルに対応する４つの「基礎演習」を履修しつつ，いずれかのモデルを選択して学習する。履修基準は，緩やかに設定されており，昼間開講の開放科目など，原則として大学全体の科目の中から希望に応じて受講できる。

　前身である旧制福島高等商業学校，および経済学部の歴史と伝統を踏まえ，社会に役立つ専門的職業人を送り出すため，カリキュラムの面では，以下の特徴を有する。経済経営の基礎知識（経済経営リテラシー）に関わる科目（統計情報処理，簿記，経済用語の基礎等）の必修化，調査や実習の重視，外国語教育の充実，きめ細かな履修指導などである。　経済経営の基礎的学習の後，２年生の後期からは専攻に所属することになる。専攻は以下の３つである。⑴経済分析のための理論と分析手法を身につける「経済分析専攻」，⑵地域経済・地域社会の諸問題を学ぶ〈地域経済政策コース〉と現代世界の共通性と多様性を学ぶ〈国際比較経済コース〉からなる「国際地域経

済専攻」，⑶企業の経営戦略を実践的に身につける〈ビジネス・マネジメントコース〉と主として会計学を中心に学習する〈ビジネス・アカウンティングコース〉からなる「企業経営専攻」である。

経済経営学類 Faculty of Economics and Business Administration

Succeeding the history and traditions of the former bodies, Fukushima Higher Commercial School (under the prewar

education system) and Faculty of Economics, educational contents have been revised in order to educate specialized

professionals who are competent in the society. Under new educational system, taking the subjects, such as Statistical

Information Processing, Bookkeeping, and basics of Economic Terms is compulsory in order to obtain basic knowledge of

Economics and Business Administration (Economics Literacy). Also a greater emphasis is placed on research and practice,

and substantial foreign language education, and we offer detailed course teaching.

At the fall semester in the second year after completing basic study in Economics and Business Administration, the students

are assigned to one of the three divisions: 1) Economic Analysis, to acquire the theory of economic analysis and methods of

analysis, 2) International and Regional Economy, consisting of Regional Economic Policy Course, to study the various issues

in the regional economy and community, and International and Comparative Economy Course, to study the common

characteristic and diversity of the contemporary world, 3) Business Administration, consisting of Business Management

Course, to acquire practical knowledge required for business administration strategy, and Business Accounting Course, to

master mainly the field of Accounting.

　本学類は，21世紀の課題を解決し，私たちが安心・安全に生活するために，これまでの学問体系にはない理学―工学―人文社会科学を融合した「共生の科学・技術」の構築を目指している。既存の学問域を融合したシステム思考のもとに「人と環境の共生」・「人と産業の共生」・「産業と環境の共生」の３領域で教育研究を展開する。　「人間支援システム専攻」では，人理解を中心とした，人支援の科学を発展させる。「産業システム工学専攻」では，環境との共生を図り，持続循環型産業システム科学を発展させる。「環境システムマネジメント専攻」では，自然資源の保全・浄化・管理計画の科学を発展させる。また，理工学類に対応した研究科を

2008（平成20年）４月に開設し，高度な知識を有する専門職業人の育成を目指している。

共生システム理工学類 Faculty of Symbiotic Systems Science

Our objective is to construct Symbiotic Science and Technology through the merging of the different fields of study, Science,

Engineering, and Humanities and Social Sciences, in order to meet the challenges of the problems of the 21st century, leading

to the development of a more secure and safe life. With the Systems Thinking Method merging of the existing study fields

together, we provide education and research in the following three areas: Symbiosis between Human and Environment,

Symbiosis between Human and Industry, and Symbiosis between Industry and Environment.

The aim of the Department of Human Support Systems is to develop sciences which can support human through a

comprehensive understanding of man. The Department of Industrial Systems is aimed at developing the science of industrial

systems with sustainability and circulation through making attempts at symbiotic relationships with the environment. The

Department of Environment Systems Management is aimed to develop a science to set up planning which natural resources can

be maintained, purified and managed. The Graduate School was founded in April 2008 and is aimed at cultivating qualified

candidates who will possess highly specialized skills and knowledge.

The Course of Liberal Arts for Modern Society was established as an evening course of the Cluster of Human and Social

Sciences at the time of reorganization of the university. Our objective is to satisfy the new demand from adults who wish to study

based on the results and achievements of education program which Fukushima University have been providing for working

people. The faculties provide the following corresponding model courses: Culture and Liberal Arts Model (Faculty of Human

Development and Culture), Law and Policy Model and Community Building and Preservation Model (Faculty of Administration

and Social Sciences), and Business Model (Faculty of Economics and Business Administration).

The students attend three Liberal Arts Seminars given by the academic staff of three faculties respectively in their first year,

then choose one of the models for further study while attending four "Basic Seminars" corresponding to each model in the second

year. Since course criteria are less strict, to meet individual students' requirement, the subjects can be selected from the entire

course of the university generally including the subjects for the daytime course.

学　系　Researchers’ Department（研究組織 Research System）　12の研究組織「学系」が組織され，全ての教員はその専門領域によりいずれかの学系に所属して研究活動に従事している。学系は各教員の日常的な研究の基盤組織であるとともに，複数学系の連携，学類教育との連携，近隣大学の教員との研究協力，地域社会のニーズを踏まえた多種多様な研究プロジェクト，国際的な研究者連携などを展開し，福島大学の研究水準の維持・向上と地域貢献に寄与している。

There are 12 Researchers' Departments organized as Research System, where each academic staff belongs according to one's

special field of study, and engages in one's research activities. For them as researcher, the Researchers' Departments are the

fundamental organization of research on a daily basis. In addition, the Researchers' Departments can make significant

contributions to maintenance and improvement of research quality of Fukushima University, and to regional communities. Such

contribution are achieved through departments' activities such as cooperation with each other and with faculty education, the

joint researches with the academic staff of neighboring universities, the various research projects satisfying the requirements for

the regional society, and international affiliation with foreign researchers.

人間・心理学系　Human Sciences

　多分野の研究者による共同プロジェクトを発足させ，人間存在の多角的・総合的な理解と，発達・教育・福祉の諸問題への有効な方策を探究する。

By launching joint project with the researchers from various fields, we inquire into diverse and comprehensive

understanding of human existence and investigate effective measures for issues concerning development, education and

welfare.

文学・芸術学系　Arts and Literature

　文学・美術・音楽の近代化の研究，東アジアの文化と教育の比較論的研究，まちづくりと芸術プロジェクトの連携の研究を進め，地域還元する。

The fields that this department covers include study of modernization of literature, art and music, comparative study of

culture and education in East Asia, and study on affiliation between Development of town and art project. Providing the

regional society with the results is also important part of the study.

健康・運動学系　Health and Sports Sciences

　現代を生きる全ての人間に必要不可欠な「身体リテラシー」に関して，スタッフの多様な専門性を生かし，研究と教育に取り組んでいる。

We carry on our research into and provide education about Body Literacy, the crucial issue for everyone who is living in the

modern world, making the most of our special knowledge and skills.

外国語・外国文化学系　Foreign Languages and Cultures

　各国の言語・文化等について共同研究を追求し，個人研究も含めた成果を公表するとともに，地域還元の一環として地域社会の諸活動を支援する。

We proceed with joint research into languages and cultures of various areas. The achievements including the results of

personal research are to be disclosed to the public, in the hope to be utilized in the activities of the regional communities,

which we also participate in and support, as the part of feedback to the regional communities.

法律・政治学系　Law and Politics

　地域行政組織や社会的諸集団が直面する再編と改革の課題や新たな地域での役割と在り様に関して，地域研究団体と協力して総合的研究を行う。

We deal with the issues that the regional administrative bodies and other social organizations are facing, such as

reorganization and reform, their new roles and ways in the regional communities. This is a comprehensive study in cooperation

with regional research bodies.

　材料・資源・エネルギーの観点から，機能性物質の創製および応用研究を行うとともに，地域の技術者・研究者との産官学連携も目指す。

In regard to material, resources and energy, our aim is to create the new functional materials and to conduct applied study

of them. By cooperating with engineers and researchers of region, we seek collaboration among industry, academic and

government sectors as well.

社会・歴史学系　History and Society

　「地域社会の総合的研究」。社会学，歴史学の方法で，地域社会の構造と変動につき研究する。共同研究を行い，成果は地域社会と共有したい。

Comprehensive study of regional community. Sociology and history are used as the methods to study the structures and

changes of the regional community. Joint research is to be held and it is desirable to share the results with the regional

communities.

生命・環境学系　Life and Environmental Sciences

　生命の多様性に関する研究，自然環境や人間活動の総体としての社会環境に関する研究などを通して豊かな環境を形成する方法の構築を目指す。

Our aim is to construct the methods for creating rich environment through the study of the diversity of life, and the study of

social environment in the aspect of that it is the whole of natural environment and human activities.

経済学系　Economics

　市場経済のシステムとパフォーマンス，世界経済・日本経済・地域経済の再生プログラム，グローバリゼーションと国民経済の変容を研究する。

The topics that we cover as the research targets include system and performance of market economy, reform programs of

international, Japanese and regional economy, and globalization and transformation of national economy.

経営学系　Business Administration

　「グローバリゼーションとわが国企業のあり方」の研究テーマで国際交流提携校との共同研究による国際経営比較を行い，研究成果を公表する。

Under the theme of "Globalization and Japanese Enterprises", we proceed with joint research with the affiliated university

for international exchange in the aspect of comparative research of international business administration. The results are to be

disclosed to the public.

数理・情報学系　Mathematics and Information Technology

　本学系では研究会を立ち上げ，お互いの研究内容を紹介したり，研究上の交流を深めている。また，プロジェクト研究として，地域における工場間の連携による産業活力創出について調査研究を予定している。

The department has organized a society with a view to encouraging the researchers to present their research details, and

promoting better understanding among researchers. As the project research, studies into industrial vitality that would be

created by cooperation between the factories in the region is in prospect.

機械・電子学系　Mechanical and Electrical Engineering

　メカトロニクス技術と心理学・生理学の知見を融合することにより，安全安心で快適な生活を実現するための新しいシステムを開発する。

Our aim is to create a new system that can realizes secure, safe and comfortable life by merging the technology of

Mechatronics and knowledge of psychology and physiology.

　教師を養成する機関として，師範学校時代を通算すると120年余の伝統を持つ教育学部には，学校教育教員養成課程，生涯教育課程がある。学校教育教員養成課程は教員免許状必修制であり，幼稚園，小学校，中学校・高等学校，及び養護学校の教員を養成する各コースがある。生涯教育課程は，新時代の要請に応える生涯教育に携わる人材の育成のため，スポーツ健康，臨床教育心理，情報科学教育，環境科学教育の４コースを置いている。　教育学研究科には，学校教育（１専修：学校教育），教科教育（８専修：国語教育，社会科教育，数学教育，音楽教育，美術教育，保健体育，家政教育，英語教育），学校臨床心理（３領域：臨床心理，教育実践，教育福祉臨床）の３専攻があり，学部からの進学者の教育とともに，現職教員の研修の場として貢献してきている。とくに，独立専攻である学校臨床心理専攻は昼夜開講制をとっており，郡山市，いわき市，会津若松市に遠隔教室がある。

The foundation of the Faculty of Education as a teacher-training institute goes back to the days of the normal school more than 120 years ago. The faculty includes the Teacher Training Department and the Lifelong Education Training Department. In the former, obtaining a teacher's license is compulsory, and there are separate teacher training courses for the types of schools respectively: kindergarten, primary school, junior high and high schools and special school. In the latter, the students are trained to be the specialists who participate in lifelong education to satisfy the requirements for modern society, and there are four courses: Sports and Health, Clinical and Educational Psychology, Information Science Education and Environmental Science Education.

The Graduate School of Education consists of three majors: School Education (1 course : School Education), Subject Education (8 courses : Japanese Education, Social Studies Education, Mathematics Education, Music Education, Art Education, Health and Sports Education, Home Economics Education, English Education) and School and Clinical Psychology (3 areas : Clinical Psychology, Educational Practice, Practice for Education and Well-being). While providing postgraduate education, the graduate school also contributes to the training of in-service teachers. The School and Clinical Psychology course is an independent course, offering daytime and nighttime classes, and has branches in Koriyama, Iwaki and Aizu Wakamatsu.

Graduate School of Public Policy and Regional Administration

　1987（昭和62）年，地域社会を多角的視野にたって学ぶとともに，幅広い教養と総合的な判断力を培い，豊かな人間性を涵養することを目的とする日本で最初のユニークな学部（２学科９講座，昼夜開講制）として設置された。その目的を実現するために，法学，政治学及び社会学を軸に，社会情報関係の学問もとりいれ，既存の学問分野の枠をこえた学際的な観点からの教育・研究を展開している。　地域政策科学研究科は，行政社会学部を基礎に，より高度の専門的職業人の養成を目的として，1993（平成５）年４月に発足。従来のような伝統的学問領域の研究者養成を直接の目的とした大学院とは異なり，以下のような特色がある。　●地域政策の考究

　地域社会のかかえる諸問題の把握，その解決策としての政策課題を提起する力量の形成，及びその政策課題の政治・行政過程における具体化を学問的に考察。

　●昼夜開講制と社会人特別枠　定員の過半数を社会人特別枠にあて，社会人院生が学びやすいよう昼夜開講制を採用。

This unique faculty, founded in 1987, provides graduate students with an opportunity to study regional communities through methods that incorporate diverse perspectives, cultivate a range of knowledge and ability to make final judgments, and develop individuals' full potential. At that time, there was no other faculty in Japan providing such education. The Faculty includes two divisions and nine subjects, and offers daytime and evening classes. Education and research activities are provided mainly in Law and in Politics and Sociology, but are complemented with other fields of study relating to Social Information. Studies are interdisciplinary in scope, and go beyond most existing academic frameworks.

The Graduate School of Public Policy and Regional Administration was founded in April 1993. Based at the Faculty of Administration and Social Sciences, the School aims to foster specialized professionals with high levels of education and skills. The School differs from existing graduate schools, whose direct objectives are training researchers for traditional academic fields, and includes the following distinctive features:

経済学部・経済学研究科　Faculty of Economics / Graduate School of Economics

　福島高商以来80余年の伝統を持つ経済学部は，課程制の下に，昼間主コースには４課程４専攻を，夜間主コースには２課程２専攻を置き，国際化に対応した企業人や，地域に貢献しうる人材の育成を目標にして，充実した少人数教育を行ってきた。　昼間主コースの４課程は現代経済課程，企業経営課程，国際経済社会課程，産業情報工学課程であり，夜間主コースは地域経済専攻，地域企業経営専攻である。　また，経済学研究科は経済，経営の２専攻のもとに４つのコースを設けている。理論経済学・経済史コース，地域経済政策コース，国際経済社会コース，経営管理コースであり，それぞれ特色を持たせながら，高度職業人養成を主眼とする教育を進めている。なお東北税理士会と提携した集中特別講義なども行っている。

　※教育学部・行政社会学部・経済学部は平成17年度より，教育学研究科は平成21年度より学生募集停止。　　但し，学生在学中は存続。

The Faculty of Economics has a long distinguished tradition since Fukushima Higher Commercial School (under the prewar education system) had started more than 80 years ago. There are four courses and four divisions for the daytime course, and two courses and two divisions for nighttime course. Students are trained to be professionals in public sector who can cope with globalization, or specialists who can contribute to the regional communities through complete small-class education.

The four courses for daytime course enrollment include Modern Economics, Business Administration, International Sicio-Ecomics and Industry and Information Engineering, and the two courses for nighttime course enrollment include Regional Economics and Regional Business Administration.

The Graduate School of Economics has two divisions, Economics and Business Administration, and four courses, Economic Theory and Economic History, Regional Economy and Policy, International Socio-Economics and Business Management. According to its distinguishing quality, each course engages in educating and training specialized professionals with higher standards. Our activities also include providing lectures such as series of special lectures in cooperation with the Tohoku Certified Public Tax Accountants' Association.

　※ The faculties and graduate schools at Fukushima University have recently changed their names due to reorganization of the University. Students who entered them before the change are still registered under the original categories. Faculty name changes have been made to the former faculties of Education, Administration and Social Sciences, and Economics since 2005, and will be made to the Graduate School of Education beginning in 2009.

共生システム理工学研究科Graduate School of Symbiotic Systems Science and Technology

　共生システム理工学研究科は，人・産業・環境の共生を新たな枠組みの学問体系で捉えるシステム科学を基盤とし，21世紀の複雑な課題の解決に実践的に貢献できる高度専門職業人・研究者を育成することを目標に掲げて，2008（平成20）年４月に開設した。共生システム理工学専攻の中に５分野（人間・機械システム，産業システム，環境システム，数理・情報科学，物質科学）を設けて，それぞれの分野の連携を通して，新たな課題の解決に対応できる実践的な人材を育成する教育研究体制を採用している。

The Graduate School of Symbiotic Systems Science and Technology was established in April 2008. The aim of this school is to foster professional researchers who can devote themselves exclusively to finding practical approaches to solve the problems of the 21st century. The graduate school has five fields: research fields concerning human interface science, industrial system, environment system management, mathematical information science, and materials science. These fields connect closely with one another to solve complicated problems, providing postgraduate education based on systems thinking. We intend to equip graduates with highly specialized and practical skills through our innovative education system.

　1981（昭56）年４月に設置され，1982（昭57）年３月に専用の建物が竣工。同年４月より本格的に業務が開始された。本センターでは，学生および教職員の健康の保持増進を図るために，保健管理に関する専門業務を行っている。具体的には，保健管理計画の企画及び立案，定期及び臨時の健康診断，精神的及び身体的健康相談，外傷･急病の応急処置，カウンセリングなどである。

This center is founded in 1981, and the independent building

was completed in March 1982. In April 1982, full operation

started. Aim of this center is to maintain and improve the health of

students and staff of the university through specialized services

regarding health care. The services include designing and working

out the health care project, regular and special medical checkups, mental and physical health consultation, first aid treatment to

external injury and sudden illness and counseling.

　2001（平13）年４月に大学における研究や教育の成果等の知的財産を地域の活性化や広い専門分野にわたる優れた人材の育成に役立てていくことを目的として設置された本センターは，2008（平20）年４月より，教育面における社会貢献である「生涯学習活動」を推進するために1995（平７）年４月に設置された生涯学習教育研究センターと統合し，新たなセンターとして生まれ変わった。　新たな知の創造を目指して地域と大学との協働･連携を推進するセンターとして，共同・受託研究，技術・経営相談，地域活性化フォーラムの開催，地域の経済社会に関する調査研究及び資料収集などを組織的に行うとともに市民向けに開講する「公開講座」や正規授業を市民

一般にも開放する「公開授業」に関する全体的な企画運営や広報及び自治体が計画する講座事業への助言や学内教員の派遣等も行っている。また，旧植民地資料や松川事件関係資料など貴重な資料を保有し公開している。

This center is founded in April 2001, with the aim of making best use of the intellectual properties, the results and achievements of

research and education for revitalization of the region and for training of specialist from various areas of society.

Furthermore, the innovation in the structure was made to promote the activities of lifelong learning in the academic fields to make a

contribution to the community. While “ Research Center for Lifelong Learning and Education” was established in 1995, we integrated

with a new mission oriented center into it in April 2008.

The center also plays an important role as the mediator in promoting cooperation and affiliation between university and regional

communities to create a new wisdom. In this respect, various activities such as joint and requested research, consultation on technical

and business administration issues, forum for revitalization of regional community, research and study on socio-economic issues of

regional community, and collection of the material relating to such issues are organized.Furthermore, we now have the public

seminars, which are open to all members of the public as well as open classes, which offer the opportunity for the public to attend

ordinary lectures in our university. The center is in charge of overall planning and management, public relations, providing the

regional government with advice on their seminar projects, and dispatching our academic staff to conferences. The center owns and

keeps valuable data and reference material, such as the material on the former colonial period and on the Matsukawa case.

地域創造支援センター（CERA）　Center for Regional Affairs

　旧教育学部附属教育実践総合センターを拡充・改組して，「教育改革に関する調査・研究を行なうとともに，本学の教育活動及び教育支援活動を総合的に支援する」ことを目的に，2005（平17）年４月に設置した。　FD（Faculty Development），キャリア開発教育研究，教職履修，教育相談（附属臨床心理・教育相談室を併設），現職研修の５部門と教育企画室を有する組織となり，主な業務として，教育活動の質の維持・向上・改善，キャリア開発及び就職支援，全学の教師志望者への支援，教育現場等からの教育相談，現職教職員研修及び学校教育関係機関との連携，その他センターの目的を達成するために必要な業務等を行う。

This center is founded in April 2005, after expansion, improvement and reorganization of the preceding organization, Research and

Guidance Center of Teaching Practice. Our objective is to research and study on the issues relating educational reform, and to give

general support to the education activities of the university and the education support activities.

The new organization consists of five departments including Faculty Development (FD), Education and Research on Carrier

Development, Teacher License Course, Education Consultation (with Clinical and Educational Counseling Rooms), and Serving

Teacher Training, along with an Education Planning Office. Our duties include advancing and improving the quality of education

activities, supporting carrier development and job seeking, maintaining, supporting all the students applying for teachers license,

providing consultation for schools and other education organizations, training the teachers and school staff, affiliating schools and

other education organizations, and other practice required for achieving the aims of the center.

総合教育研究センター　Center for Research and Development of Education

　学術研究・情報教育の高度化・多様化，社会における一層の情報化進展に対応するために「情報処理センター」が1987（昭62）年に設置され，その後更に教育研究・地域連携のための情報発信など多様な役割を担うべく2003（平15）年に名称を変更した。この施設には，５つの演習室と334台のパソコン，自習用のコーナーやネットワーク構築実習及び実験を行う情報実験室がある。また，2001（平13）年からは，学生寮や大学会館などで学内無線LANの利用が可能となった。

This center first opened in 1987, in order to provide an

information-oriented environment for the university, under the

aim to keep up with the development and diversity of academic

research, information education, and the progress of our information-oriented society. It's name was changed to its current name, the

Information Network Center in 2003. Today the center bears the responsibility of distributing information for education, research,

regional affiliation, and other activities. The facility is equipped with five seminar rooms, 334 sets of personal computers, study space

for students, and an information laboratory for the training and experimentation of network construction. An internal network service

through wireless LAN has been available in dormitories and the university refectory since 2001.

●図書館における地域貢献事業活動促進のために，街なかブランチにて図書の貸出・返却などサテライトサービスを実施

The Machinaka Branch is established on the third floor of Chamber Omachi in Fukushima city as the Fukushima University

Satellite facility, and carrying out the activities as follows:

- Supporting the regional communities and people to improve their well-being and qualities of life.

- Public seminars and open classes for working people.

- Seminars for general public.

- Clinical psychology and education counseling for general public.

- Supporting promotion of the development of regional communities and regional industry.

- Joint research project in cooperation with industry and regional communities.

- Consultation on technical and business administration.

- Joint industry-academic study group and seminars which is open to general public.

- Providing library services for the public in order to share our resources with people in the community.

　教育学研究科のみ夜間遠隔授業を行っています。平成20年度も郡山市・会津若松市・いわき市のサテライト教室の開講を予定しています。受講生は夜間（午後６時以降）に双方向のテレビ会議システムを利用した授業を受けることができます。

We offer nighttime classes through the graduate school of Education via satellite. In 2008, lectures and classes are scheduled to start

in three satellite lecture rooms in Koriyama, Iwaki and Aizu Wakamatsu. Students can attend evening classes (from 6pm) using the

interactive teleconference service.

　「チェンバおおまち」の「街なかブランチ」を福島大学と地域社会との間により密接な連携・協働・交流関係を築く拠点と位置づけ、『産・官・民・学』連携を目指し，リエゾン（橋渡し）活動を行っています。交流スペースを設け，地域の方々が気軽に立ち寄れる雰囲気づくりをしています。

The CERA Liaison Office was founded in Chamber Omachi as a base for contact and communication between Fukushima University

and local communities through closer affiliation, cooperation and exchange programs. The activities at CERA aim to build bridges

among industrial, governmental, general public and academic sectors of society. The Office offers a "free space," open to the public

and available on a drop-in basis for information exchanges of various forms.

CERAリエゾン・オフィス　CERA Liaison Office

　福島県ハイテクプラザとの連携による共同研究や産官学連携による新技術開発など，共生システム理工学類教員を中心とする研究内容発表や技術相談の実施，地域創造支援センター（CERA）専任教員や産学官連携コーディネーターなどによる教員研究シーズ紹介，地域の方々からの共同研究・技術相談や経営相談受付を行っています。

Our research team, consisting mainly of academic staff of the Faculty of Symbiotic Systems Science, engages in joint projects and

research in liaison with the Fukushima Technology Center, and in joint R&D projects among industry, government, and academic

liaison. The Office publishes results of these projects, and provides consultation on technology for its project partners. It also fosters

innovation and discovery through research among academic staff, including CERA exclusive staff, and the coordinators in charge of

industry, government and academic liaisons. The public is also welcomed to submit applications for joint research, technical

consultation, and business administration.

　本学学生が首都圏での就職活動やゼミ活動の連絡場所として，また，入試広報等の活動拠点とする目的のため，福島大学信陵同窓会東京信陵会「信陵会館」内に平成18年４月１日に開設しました。

Fukushima University students can make use of this office for job hunting, as a meeting room for seminars, or for viewing posted

information on entrance exams. The Liaison Office was established in the "Shinryo Hall" of the Fukushima University Shinryo Alumni

Association, in the "Tokyo Shinryo-kai," on April 1, 2006.

　本学が加盟している福島県高等教育協議会地域連携推進ネットワーク（県内の16高等教育機関のうち，15機関が加盟）と喜多方市との協定に基づき,産学官連携事業,地域産業の振興,産業人材の育成事業等の目的のため喜多方市熱塩加納総合支所（住所：喜多方市熱塩加納町相田字大森5000）にある「産学官連携室」を利用しています。

The University belongs to the Fukushima Higher Education/Regional Alliance Promotion Network, which consists of 16 education

institutions within the Prefecture, and has concluded an agreement with Kitakata City. Based on this agreement, the Industry,

Government and Academic Liaison Chamber located in Kitakata City (5000 Omori, Aida, Atsushio-kanou machi) is used for the

development of regional industry, specialist training projects for industries, and other, similar programs.

JR東北本線「金谷川駅」下車徒歩10分Take the Tohoku-Line from Fukushima Station to Kanayagawa Station, which takes about 10 minutes. Then about 10 minutes on foot.

②　附属小学校　Elementary School

福島交通福島駅東口バス発着所から市内循環１コース約10分，「附属小前」下車

Take the “Round 1” course bus at the east side of Fukushima Station, and get off at “Fuzokusho”. (It takes 10 minutes)

③　附属中学校　Junior High School

　　附属幼稚園　Kindergarten

福島交通福島駅東口バス発着所から伊達・藤田・保原方面行乗車，約８分，「東高校前」下車徒歩５分

Take the bus for “Date・Fujita・Hobara” at the east side of Fukushima Station, and get off at “Higashiko”. It takes about 8 minutes, then 5 minutes on foot.

福島交通福島駅東口バス発着所から荒井・土湯方面行乗車約15分，「福島ふそう前」下車徒歩５分

Take the bus for “Arai・Tsuchiyu” at the east side of Fukushima Station, and get off at “Fukushima-Fuso” It takes 15 minutes, then 5 minutes on foot.

○全体の形は、福島大学の頭文字「Ｆ」を表している。　縦長の長方形は、大地（地域）にしっかりと根を下ろしている様を、二つの躍動感あふれるフォルムは、軽やかで爽やかな風がキャンパスを吹き抜ける様を表している。

○下の葉は学生の新しい芽吹きを想起させる「若草色」　上の葉は変化と広がりを感じさせる「青のグラデーション」

○二枚の葉は、伝統に根ざした発展と伝統を継承する「人文社会学群」と、新しく創設した「理工学群」を表している。

○全体として、文理融合による教育重視の人材育成大学の発展への願いを託している。
