1. Onderwijs®evolutie
• Enorme expansie onderwijsparticipatie en kwalificatieniveau van de bevolking
• Motor van de onderwijsexpansie verschuift naar andere landen: a flat world?
• Consequenties?– Economisch: hoe zal het onderwijsniveau van de
bevolking – via productiviteitsstijging – de ongelijke economische groei en welvaart bepalen?

4. Nieuwe onderwijsorganisatie
• Verschuivende paradigma’s– Hoe kunnen we onderwijsbeleid en -praktijk,
ontstaan in andere context met andere noden, ombuigen naar de noden van de 21ste eeuw?
↓ Selectie in functie van een geschoolde elite↓ Massificatie, standaardisering, nivellering↓ Ontwikkeling van alle talenten op hoog niveau
– Hoe kunnen we traag evoluerende onderwijssystemen dynamiseren en innoveren?
• Niet elke innovatie is een stap vooruit

4. Nieuwe onderwijsorganisatie
• Essentiële elementen van effectief onderwijs– Hoge maatschappelijke waardering voor
kennis, leren en onderwijzen– Scholen: krachtige en rijke leeromgevingen
met veel ruimte voor differentiatie, uitdagend en met hoge arbeidsmoraal
– Teachers: kennisprofessionals die experts zijn in het ondersteunen van leerprocessen
• Ons onderwijs kan op elk niveau veel effectiever!– Veel landen maken grotere stappen in behalen
van hoge kwaliteit met ‘zwakkere’ leerlingen/studenten

4. Nieuwe onderwijsorganisatie
• Naar meer evidence-based onderwijsbeleid– Onderwijs is als kennissector zelf weinig
kennis-intensief– Onderzoek kan misvattingen in vraag stellen,
zoals:• Kleinere klassen zijn effectiever• Meer geld zorgt voor meer kwaliteit• Meer technologie-ondersteund onderwijs leidt
tot effectievere leeromgevingen en betere resultaten

Conclusies
• Onderwijs is pas relatief recent internationaal erkend als een uitermate belangrijke sector voor economische en sociale ontwikkeling
• Internationale samenwerking, op indicatoren en onderzoek gebaseerd, helpt overheden, instellingen en partners om onderwijs kwaliteitsvoller en effectiever te maken
• In West-Europa en ook Vlaanderen is zelfgenoegzaamheid een slechte raadgever: willen we ons ontwikkelingspeil verder verhogen dan is het blijven verbeteren van ons onderwijs een erg cruciale hefboom
