the existence of inhabitable condi-
tions
upon

earth,
there
were,

now,
many
planets
in the
univeree,
where
only
very
rudimentary
conditions of
life
preva ed,
in-
habited
by
beings
in various
stages
of
evolu-
tionary
progress,
by
multitudes who
had
attained
only
veiy
circumscribed
powere
of
reason,
a
limited control
over
weak
and
im-
perfectlydeveloped
mental
faculties,
hich
but
partiaUy
reflected the intuitions of
spirit,
which could
not
have been
uaed for the investi-
gation
of
the laws of
cosmic
creation,
evolu-
tion,
or
other scientific
facta,
nor
for the
teaching
of
ethical
precepts,

useful

needed

experience

material
planes.
Vast

the
accompliabment

may
be

referred

in
the

of Genesis relates

the

of the

adapted

the
production
of such
things
as

beings

require

they
should
appear,
who,
at
first
though manifestingonly
very

of
mtellectual
perception,
would
have certain
natural
wants,

as
air

drink,
and
food to
eat.

as

a

human
progress

that
period
the
moon

inhabited

some

toward
the civilized

all
eager

where climatic

they

the

the first evidence of

existence and force of the Law

which
apparently
the whole

Conditions
had
evolved under which
man

belief

Controlling
