    planets

    in the

    univeree,

    rudimentary

    habited

    beings

    in various

    stages

    of

    evolu-

    tionary

    progress,

    by

    multitudes who

    had

    attained

    veiy

    circumscribed

    powere

    reason,

    limited control

    over

    weak

    and

    im-

    perfectlydeveloped

    faculties,

    but

    partiaUy

    reflected the intuitions of

    spirit,

    have been

    the first evidence of

    existence and force of the Law

    of that force the inert

    purpose

    of such

    provisions

    the

    cosmic order
