Cng tc chun ha, xy dng b chun i hi nhiu ngun lc, c s php l v mc quan tm, thng nht ca rt nhiu thnh phn kinh t x hi ch khng n thun cc n v qun l Nh nc v t ai v mi trng v cng khng ch gii hn trong ngnh Ti nguyn v Mi trng (MONRE v DONRE). Ngoi ra, vi gii hn v thi gian v kinh ph, nhm chuyn s thc hin cc hot ng gip cho vic thng nht c tiu chun quc gia thng nht c p dng nhm pht trin h thng ELIS, trong khun kh SEMLA. Nhng ni dung chi tit bao gm chun d liu khng gian ca bn nn, bn a chnh, h s a chnh, d liu mi trng v d liu khng gian quy hoch s dng t. Trong chuyn ny ch cp ti ni dung chun d liu cho phn ha Quy hoch s dng t.

    I. CN C PHP L

    - Thng t s 28/CT/TT-BTNMT ngy 01 thng 11 nm 2004 ca B Ti nguyn v Mi trng v vic hng dn thc hin thng k, kim k t ai v xy dng bn hin trng s dng t;

    - Quyt nh s 33/2004/Q-BTNMT ngy 17/12/2004 ca B trng B Ti nguyn v Mi trng v vic ban hnh phn mm chuyn i to t H HN-72 sang H VN-2000 cho bn a chnh s.

    - Quy phm thnh lp Bn hin trng s dng t ca B trng B Ti nguyn v Mi trng, ban hnh theo Quyt nh s 39/2004/ Q-BTNMT ngy 31/12/2004 ca B trng B Ti nguyn v Mi trng.

    - K hiu bn hin trng s dng t v bn quy hoch s dng t t l 1:1000; 1:2000; 1:5000; 1:10 000; 1:25 000; 1:50 000; 1:100 000; 1:250 000 v 1:1 000 000 theo Quyt nh s 40/2004/Q-BTNMT ngy 31/12/2004.

    II. S CN THIT XY DNG CHUN HA CSDL HA QUY HOCH S DNG T

    Chun ha d liu l mt cng vic quan trng trong vic qun l v s dng CSDL. Chun ha CSDL l mt cng vic ht sc cn thit m bo cho vic tch hp, x l v khai thc mt cch tt nht CSDL. y thc s l mt vn ht sc kh khn, bi l tnh trng d liu hin c cng nh trnh qun l, s dng chng ang cn tn ti rt nhiu bt cp. Trong gii hn nghin cu, ch xin a ra mt s quy nh c tnh kh thi v vic chun ha CSDL, nhm tng bc thng nht cho vic thit k - xy dng CSDL phc v QHSD.

    III. MC TIU

    1. Mc tiu chung

    M hnh h thng thng tin t ai v mi trng p ng phc v cc nhim v qun l Nh nc v t ai v mi trng cp trung ng v cc a phng thuc chng trnh SEMLA.

    - Nm bt c thc trng d liu ha quy hoch s dng t cc n v hnh chnh cp trung ng, cp tnh, cp huyn, thm ch ti c cp x.

    - Thit lp mt c s d liu ha quy hoch s dng t thng nht lm c s cho vic tch hp, x l v khai thc mt cch tt nht CSDL.

    IV. NHNG QUY NH CHUNG

    C s d liu bn hin trng v quy hoch cc t l phi c lu tr theo m hnh d liu khng gian (Spatial data model), trong cc i tng khng gian ty thuc vo ln ca chng trong khng gian cng nh yu cu v t l th hin m c biu th bng im, ng thng, ng nhiu cnh hoc l vng khp kn. Cc tp tin (file) bn phi dng m, ngha l phi cho php chnh sa, cp nht thng tin khi cn thit v c kh nng chuyn i khun dng (fomat) s dng trong cc phn mm bn thng dng khc nhau phc v nhng mc ch khc nhau nh in bn ra giy, lm nn c s cho h thng thng tin a l (GIS).v.v.

    Ni dung bn s ha phi m bo tnh y , chnh xc, chi tit nh ni dung bn gc s ha. D liu phi c lm sch, lc b nhng im nt tha, lm trn nhng ch gy v khng c u tha, u thiu ( tuy nhin lm trn nt khng c lm thay i hnh dng ca i tng biu th so vi bn gc). chnh xc v c s ton hc, v v tr cc yu t a vt v chnh xc tip bin khng c vt qu hn sai cho php theo quy phm ban hnh theo quyt nh s 39/2004/Q-BTNMT ngy 31/12/2004 ca B trng B Ti nguyn v Mi trng.

    V hnh thc trnh by, bn hin trng s dng t v quy hoch s dng t phi tun th theo ng cc yu cu th hin ni dung c quy nh trong Quy phm, K hiu bn hin trng s dng t v bn quy hoch s dng t t l 1:1000; 1:2000; 1:5000; 1:10 000; 1:25 000; 1:50 000; 1:100 000; 1:250 000 v 1:1 000 000 (tm thi) p dng thng nht trong c nc ban hnh theo quyt nh s 39/2004/Q-BTNMT v s 40/2004/Q-BTNMT ca B trng B Ti nguyn v Mi trng.

    Cc k hiu c lp trn bn phi th hin bng cc k hiu dng cell c thit k sn trong cc tp *.cell m khng dng cng c v hnh (shape) hay vng trn (circle) v.

    1. Quy nh v Seedfile Seedfile chnh l Design file mu ( khng cha d liu) nhng n cha

    y cc tham s quy nh v c s ton hc ca bn s bao gm: h ta , php chiu, n v o, Seedfile l mt tp tin (file) thng nht trn ton quc. c bit vi cc file bn s m bo tnh thng nht v c s ton hc gia cc file d liu, phi to mt Seedfile cha cc tham s v h to , php chiu, n v o.v.v.ph hp vi c s ton hc ca cc mnh bn giy. Sau cc file bn c cng c s ton hc s c to da trn nn Seedfile ny.

    Bn s ha thng nht xy dng trn mt Seedfile chun (tp tin nh khun dng mu) c nh v trong h ta chung. Tp tin nh dng mu c thit k ph hp vi Seedfile chung theo h ta Quc gia VN-2000.

    - B k hiu bn hin trng s dng t v bn quy hoch s dng t dng s

    m bo tnh thng nht c s d liu bn , b k hiu bn hin trng s dng t v bn quy hoch s dng t dng s c xy dng da trn phn mm MicroStation.

    Bin tp bn dng s phi s dng ng b k kiu cho cc cp hnh chnh, theo t l tng ng v ng cc thng s quy nh.

    Cc k hiu c lp phi th hin bng cc k hiu dng cell c thit k sn trong cc tp *.cell. Cc i tng dng ng khng dng B-spline v, m phi dng LineString, cc ng c th l Polyline, LineString, LineStyle, Chain hoc Complex Chain. im u n im cui ca mt i tng ng phi l mt nt lin khng t on v phi c im nt nhng ch giao nhau gia cc ng cng loi. Nhng i tng dng vng (Polygon) ca cng mt loi i tng c dng kiu k hiu l pattern, shape hoc fill color phi l cc vng ng kn, kiu i tng l shape hoc complex shape.

    Th mc HTSDD cung cp cc tp chun phc v cho vic s ho v bin tp bn hin trng s dng t v bn quy hoch s dng t trong mi trng ha MicroStation. Cc tp c s phc v cho vic thnh lp bn hin trng s dng t, bn quy hoch s dng t dng s c lu trong th mc HTSDD gm:

    a. Seedfile: vn2d.dgn l tp quy nh c s ton hc cho cc tp bn dng s trong MicroStation.

    b. Phng ch ting Vit: Vnfont.rsc. c. Th vin cc k hiu c lp *.cell. (Xa.cel, Huyen.cel, Tinh.cel, Vung250.cel). d. Th vin cc k hiu hnh tuyn gm: Xa1000.rsc, Xa2000.rsc,

    Xa5000.rsc, Xa10000.rsc, Huyen5.rsc, Huyen10.rsc, Huyen25.rsc, Tinh25.rsc, Tinh50.rsc, Tinh100.rsc, Vung250.rsc, Tquoc1tr.rsc.

    e. Bng phn lp i tng (Future table): Xa1000.tbl, Xa2000.tbl, Xa5000.tbl, Xa10000.tbl, Huyen5.tbl, Huyen10.tbl, Huyen25.tbl, Tinh25.tbl, Tinh50.tbl, Tinh100.tbl, Vung250.tbl, Tquoc1tr.tbl.

    f. Bng mu: HTSDD.tbl. b. Hng dn s dng cc tp trong th mc HTSDDcho bn s

    - Chy tp tin Datdai-*.bat (* = c, d, e ty vo phn mm MicroStation c ci C, D, E) trong th mc HTSDD bng cch nhy p chut vo tp tin hoc a con tr vo tp tin v nhn Enter, cc tp chun s c copy vo cc th mc quy nh ca MicroStation.

    - i vi bn ca tng cp v theo tng t l u c nhng tp chun ring bit xc nh mi trng s ha nhm trnh nhm ln v cch s dng cc k hiu, cch t cc ghi ch, ng lp quy nh.

    Khi s ha, bin tp bn hin trng s dng t, quy hoch s dng t ca cp hnh chnh no cn chn ng Workspace tng ng trn hp thoi Microstation Manager.

    Cho n nay nc ta hon thnh h thng bn nn t l 1/50.000 dng s thng nht theo h thng to VN-2000. y l h thng bn nn c t l thch hp th hin n v hnh chnh cp tnh v c nc. Vic tnh ton trn bn s cn cho php b qua tt c cc sai s do co dn ca vt liu th hin bn ( thng l giy) v cc sai s vic o c to trn bn .

    I. XY DNG BN HIN TRNG S DNG T NM 2000 TI CC A PHNG

    1. Tnh hnh chung

    Tng s n v cp x xy dng bn HTSD nm 2000 l 8.560 chim 81,7% trn tng s 10.475 n v cp x trong c nc;

    Tng s n v cp huyn xy dng bn HTSD nm 2000 l 489 chim 79,5% trn tng s 615 n v cp huyn trong c nc;

    Tng s n v cp tnh xy dng bn HTSD nm 2000 l 58 chim 95,1% trn tng s 61 n v cp tnh trong c nc.

    2. Ngun ti liu s dng phc v cng tc xy dng Bn hin trng s dng t nm 2000

    - H thng bn HTSD nm 1995 ( c 4 cp)

    - H thng bn HTSD chnh l nh k ( theo Quyt nh s 375 Q/C ngy 16/5/1995) v t cng tc lp QHSD cc cp trong nhng nm qua.

    - Ti liu theo Ch th s 364 c 4 cp

    - Ti liu o c a chnh c ta

    - Bn a hnh cc t l t 1/2000-1/50000 ( trong : 1/2000 c 25 mnh, 1/5000 c 3500 mnh, 1/10000 c 1700 mnh, 1/25000 c 1500 mnh, 1/50000 c 3800 mnh).

    Bc 1: Tp hp bn HTSD cp tnh v cc ti liu cn thit.

    Bc 2: Kim tra, nh gi, phn loi bn HTSD cp tnh v cc ti liu c s dng.

    Bc 3: X l, tng hp v chuyn v ni dung, bin tp v trnh by bn HTSD c nc v cc vng.

    Qu trnh x l, tng hp v chuyn v ni dung, bin tp v trnh by bn HTSD c nc v cc vng nm 2000 t l 1/1.000.000 v 1/250.000 (Bc 3) c thc hin hon ton bng cng ngh bn s theo cng ngh ca hng Intergraph gm c:

    Vi m hnh c s d liu t ai phn tn theo n v hnh chnh cp Tnh, cng tc xy dng chun ho thng tin t ai rt quan trng. Chun ho to ra s thng nht trong lu tr, cp nht v tra cu thng tin t ai trn ton quc. Chun thng tin t ai bao gm cc chun chnh sau:

    - S dng li chiu hnh nn ng gc vi hai v tuyn chun 110 0 v 21 th hin cc bn a hnh c bn, bn nn, bn hnh chnh quc gia t l 1/1.000.000 v nh hn cho ton lnh th Vit Nam.

    - S dng li chiu hnh tr ngang ng gc vi mi chiu 60 c h s iu chnh t l bin dng chiu di k0 = 0,9996 th hin cc bn a hnh c bn, bn nn, bn hnh chnh quc gia t l t 1/500.000 n 1/25.000.

    - S dng li chiu hnh tr ngang ng gc vi mi chiu 30 c h s iu chnh t l bin dng chiu di k0 = 0,9999 th hin cc bn a hnh c bn, bn nn, bn hnh chnh t l t 1/10.000 n 1/2.000.

    a) Sai s tng h chuyn v khng vt qu 0,3 mm trn bn ; b) Sai s chuyn v v tr cc yu t khng c vt qu 0,2 mm trn bn .

    2. Chun cc yu t c s a l v cc yu t ni dung bn hin trng s dng t

    a) Cc yu t ni dung c s a l:

    - Thu h v cc i tng lin quan;

    - H thng giao thng v cc i tng lin quan;

    - a gii hnh chnh;

    - Li kilmt hoc li kinh v ;

    - Ghi ch a danh v cc ghi ch cn thit khc.

    b) Cc yu t ni dung hin trng s dng t:

    II. CHUN M HNH D LIU (Spatial Data Model Standard): chun v cch thc m t v lu tr thng tin trong h thng.

    Chun v m hnh d liu xc nh cch thc m t v lu tr thng tin trong h thng. Cc i tng a l c m t bng cc m hnh d liu khng gian ( spatial data model) cn d liu thuc tnh ca chng thng thng c m t bng m hnh d liu quan h. Chun v m hnh c s d liu t ai l m hnh c s d liu khng gian (Spatial Database). C s d liu khng gian (Spatial Database) l mt m hnh hng i tng, cho php tch hp thng tin a l v thng tin thuc tnh trong cng mt c s d liu theo m hnh d liu quan h. Mt s hng pht trin GIS trn th gii c nhng sn phm theo hng CSDL khng gian nh ESRI, ORACLE, Intergraph, MapInfo.

    III. CHUN V NI DUNG D LIU (Content Data Standard)

    Chun ho v ni dung ca CSDL bao gm nhng lp i tng no. M t v tng lp i tng: Tn, cch m ho, cc thuc tnh ca i tng v quan h ( khng gian, thuc tnh ) ca i tng vi cc i tng khc.

    Chun v ni dung d liu l chun mt hay nhiu i tng no cn thit lu tr trong CSDL, cch phn loi, nhn dng, ni dung ngha ca tng loi i tng ny ng thi cng m t c th v quan h gia cc i tng v d liu thuc tnh cn phi c ca tng i tng.

    Chun v ni dung d liu t ai c m t di dng bng phn lp cc i tng.

    Ni dung bn hin trng s dng t v bn quy hoch s dng t phi thng nht nh bn hin trng s dng t v bn quy hoch s dng t in trn giy c quy nh trong quy phm 39/2004/Q-BTNMT. K hiu trn bn hin trng s dng t v bn quy hoch s dng t theo cc t l theo quy nh k hiu 40/2004/Q-BTNMT.

    * Quy nh th hin cc nhm i tng khc trn bn

    Cc i tng im quan trng bao gm cc i tng im c tnh vn ha, kinh t, x hi phi c th hin bng cc k hiu tng ng thit k sn cc tp chun Cell. Cn ch n v tr i tng nm trong ranh gii tha, i tng nm gn trn ranh gii tha v i tng c th hin bng k hiu quy c th hin trn bn theo ng quy nh ca quy phm.

Mi mt nhnh sng c tn ring phi l on rin bit, khng th hin cc nhnh sng c tn khc nhau lin thnh 1 nt lin tc. ng b sng 2 nt khi th hin phi v lin tc khng ngt qung bi cc cu ph nh trn bn giy. Nhng on b sng, ao, h l ng giao thng hay p chn nc, b dc th c th hin thnh cc i tng tng ng v c th hin bng cc k hiu tng ng.

    Ghi ch cc loi t trong tha thng nht theo quy nh ghi ch tt c cc loi t trong thng t 28/2004/TT-BTN&MT ca B Ti nguyn v Mi trng.

    Cc ng a gii hnh chnh phi l nhng ng lin tc t im giao nhau ny n im giao nhau khc v phi i theo ng v tr thc ca ng a gii v th hin bng cc k hiu ng tng ng.     IV. CHUN V HNH THC TH HIN CC I TNG KHNG GIAN

    Chun th hin qua cc bng chun v mu sc, k hiu, kch c cho tng lp thng tin.v.v. V d nh cc bng chun v mu v k hiu cho loi t, mu v k hiu cc i tng ca bn s.

    1. Chun k hiu loi t

    m bo tnh thng nht c s d liu bn , b k hiu bn hin trng s dng t v bn quy hoch s dng t dng s c xy dng da trn phn mm Micro Station.

    Cc loi k hiu cn thit phc v khi thnh lp bn hin trng s dng t: Trn c s tp k hiu bn hin trng s dng t xy dng cc k hiu cn thit tng ng vi t l bn cn xy dng, p ng yu cu th hin cc ni dung, yu t trn bn thnh lp, thun tin cho s dng khi bin tp bn ng thi xy dng h thng bng mu k hiu cc loi t theo quy nh trong bn hng dn.

    Chun ho k hiu loi t trn bn cho php chng ta chun ho k hiu loi t trn bn theo mt mu thng nht vi mc ch tin qun l, khai thc v s dng. Chun k hiu loi t c quy nh nh sau:

    5. Chun ranh gii

    Khi xy dng bn s cho cc cp cn hoch nh r ranh gii gia cc cp v cn th hin r ranh gii gia cc khu dn c, cc khoanh t, tha t ty thuc vo yu cu v chnh xc cho tng loi t l bn . Mt s quy nh cn tun th khi xy dng bn :

    1. Bin gii, a gii hnh chnh

    - Bin gii quc gia th hin theo ti liu chnh thc ca Nh nc c Ban Bin gii ca Chnh ph thm nh.

    - a gii hnh chnh cc cp th hin theo h s a gii hnh chnh, c c quan c thm quyn ph duyt v theo nhng quyt nh iu chnh a gii hnh chnh ca Nh nc.

    K hiu bin gii v a gii hnh chnh cc cp (gi chung l a gii) v theo ng kch thc quy nh theo t l bn v c biu th trn bn giy theo nhng quy nh sau y:

    + Trng hp a gii chy dc theo cc a vt hnh tuyn m chiu rng ca a vt khng rng v k hiu a gii vo gia th k hiu a gii v so le hai bn, mi bn t 3 n 5 t k hiu ty theo chiu di ca on a gii, nhng ch ngot, ng ba phi th hin chnh xc, r rng;

    + Trng hp a gii chy dc theo mt pha ca a vt hnh tuyn th v k hiu a gii v pha , cch a vt c chn khng qu 0,3 mm trn bn v lin tc khng ngt on;

    + Trng hp a gii chy dc theo sng th cc on sng c c lao phi v k hiu a gii chy lin tc th hin r c lao thuc bn no;

    + Trng hp a gii cn tranh chp phi dng k hiu a gii cha xc nh th hin.

    - Trng hp ranh gii khoanh t trng vi cc i tng hnh tuyn nh mp ng giao thng, b sng, sui, knh, mng th ly cc i tng lm ranh gii khoanh t.

    3. Ranh gii cc khu t dn c nng thn, khu th, khu cng ngh cao, khu kinh t, cng trnh, d n; ranh gii cc nng trng, lm trng c th hin bng k hiu quy nh v cch th hin nh i vi a gii hnh chnh.

    Ch ghi ch trn bn b tr song song vi khung Nam ca bn tr cc hng ch ghi ch phi b tr theo hng a vt hnh tuyn nh sng ngi, ng giao thng, bin.v.v.

    Chun v khun dng d liu cho lu tr v trao i thng tin gia cc h thng ( Data format and Data Exchange Standard).

    - Bao gm cc thng tin m t d liu: Tn d liu, ni dung d liu, c quan xy dng (cung cp) d liu, thi im ca d liu ( cht lng hnh nh, dng lu gi d liu, sai s).

    - Chun ha v khun dng file l chun xc nh cc khun dng (format) file vt l lu tr cc i tng a l. Chun ny rt quan trng i vi nhng c s d liu c tnh cht dng chung, a ngi s dng.

    - Chun v khun dng d liu bao gm: + Chun v khun dng file lu tr trong c s d liu. + Chun v khun dng file s dng cho trao i, phn phi thng tin

    - D liu u vo c th cc khun dng khc nhau nh khun dng shp (phn mm ArcView), dgn phn mm MicroStation) v tab (phn mm MapInfor). Nhng qun l v khai thc mt cch thng nht cn phi chuyn i v mt khun dng chung l khun dng *.dgn. Cc i tng khng gian c biu th di dng im, ng v vng. Cc tp tin (file) bn phi dng m, cho php chnh sa, cp nht thng tin v c kh nng chuyn i khun dng (format). VI. CHUN HA D LIU NGUN

    - D liu nn ly theo d liu bn a hnh c chnh l thi im mi nht

    - D liu a gii hnh chnh ly theo h thng bn GHC cc cp (bn 364/CT) c cp nht

    - D liu bin gii quc gia, o, qun o ly theo ti liu ca Ban Bin gii thuc B Ngoi giao

    - D liu chuyn ngnh (gm c dng bn , s liu, ti liu vn bn, nh ) ly theo cc ti liu chnh thc v c cng b cc ngnh hoc cc c quan nghin cu khoa hc theo ng thm quyn v chc nng cung cp.

    Chun ho ni dung cc thng tin cn thit mt d liu trong CSDL a l. Chun ho cch thc to, sa cha, truy nhp v tra cu cc thng tin Metadata.

    Bao gm cc thng tin m t v d liu: Tn d liu, ni dung d liu, c quan xy dng (cung cp) d liu, thi im ca d liu, cc tham s khng gian ca d liu, tnh trng vt l ca d liu (cht lng hnh nh, dng lu gi d liu, sai s bin dng ). Kt qu Metadata c th hin di dng cc form chun m t cc thng tin lin quan n d liu.

    Siu d liu (Metadata) l nhng thng tin cho bit v ni dung, cht lng v cc c tnh khc ca d liu ang lu tr trong CSDL.

    Ni dung ca siu d liu Metadata l thng tin tng hp v: - Cc thng tin xc nh i tng - Cc thng tin v cht lng d liu - Cc thng tin v t chc d liu khng gian - Cc thng tin v tham chiu khng gian - Cc thng tin v thuc tnh - Cc thng tin v phn b, lu tr + Metadata (siu d liu) lu tr nhng thng tin m t v d liu c
