Yürürlükte olan 5. Çerçeve Programı içinTürkiye’nin ödemesi gereken miktar,
AB’nce belirlenen formüle göre1998-2002 dönemi süresince,320 Milyon Euro civarındadır.

2002-2006 yılları arasında yürürlüğe konulacak olan 6. Çerçeve Programı, üye
ülkelerin ulusal bilimsel araştırma faaliyetleri ile AB’nin bu alandaki
faaliyetlerini bütünleşik bir yapı içerisinde ekonomik ve sosyal faydaya
dönüştürmeyi temel alan
“Avrupa Araştırma Alanı”
felsefesine dayanmaktadır.

bir araştırma faaliyetini ilgilendiren kurumla işbirliği halinde yürütmesi.

AB’nin uygulayacağı ve gelecekteki Çerçeve Programlarda ilgili kurum ve kuruluşları bilgilendirip yönlendirme görevi de TÜBİTAK’a aittir (Madde 1.a, 5. paragraf).

desteğinin sağlanarak yol gösterici ek mekanizmalar geliştirilmesi ve AB Çerçeve

VIII. Beş Yıllık Kalkınma Planı’nda, 1216 numaralı paragrafta yer alan “AB ile teknolojik işbirliği imkanları azami ölçüde değerlendirilecektir”
cümlesi bağlayıcı bir hükümdür. Bir yıl önceki VII. Planın 2000 Yılı Uygulama Programı’nda, Avrupa Birliği’nin Bilim ve Teknoloji Çerçeve
Programlarına Türkiye’nin daha etkin katılımına ilişkin çalışmaların hızlandırılması konusunda
TÜBİTAK sorumlu kuruluş kılınmıştır.

Turkish Participation to European Commission 5th Framework IST Programme
TÜBİTAK
The European Commission IST Programme, and the TÜBİTAK R&D Grants to Academia and
Industry Programmes will finance joint research undertaken in the information Society
Technology Programme of the European Commission 5th Framework Programme.
The European Commission finances the participants from EU and Associated Countries, while TÜBİTAK finances the Turkish industrial and academic participants in successful IST project proposals involving EU and Turkish
partners.
The level of funding for Turkish participants will depend on TÜBİTAK rules. The TÜBİTAK
contribution will be in accordance with the 4th November 1998 government decree on R&D
Grants to industry as well as TÜBİTAK practice. Turkish universities and research institutes can
also receive TÜBİTAK funding.
TÜBİTAK
DGINFSO will require participants in such projects to refer to TÜBİTAK in their proposal sent to the European
Commission and will inform TÜBİTAK about the reception of proposals involving Turkish participants.
Once an IST/RTD proposal is selected through the EC selection mechanism, the Turkish eligible participants in such an IST proposal will receive funding from TÜBİTAK
on the basis of financial evaluation.
TÜBİTAK will provide a roster of Turkish scientific experts for evaluation process undertaken by the EC IST
Programme.
TÜBİTAK Rules for ownership, publicity and exploitation of results and transfer of technology will be as in the
applicable EC IST Programme contracts.
DGINFSO and TÜBİTAK will publicise this scheme extensively through their web sites
(http://tubitak.gov.tr and http://www.cordis.lu/ist) and publications.
TÜBİTAK will support and co-ordinate all IST activities in Turkey and will act as a contact point
([email protected]) for this arrangement. Unit DGINFSO/F4 will monitor the DGINFSO
contributions and its implementation.
This arrangement is signed on February 20, 2001.

There are National Agencies for theYOUTH programme in the thirty program Countries wich assist with the promotion and implementation of the programme at national level.
These are the 15 European Union Member States, and subject to agreements with the Community (1), countries that are candidates for accession to the European Union, and EFTA countries that are members of the European Economic Area.

A new programme including the old Youth for Europe and European Voluntary Service programmes
Gives young people from the age of 15 upwards the chance to broaden their horizons and develop their sense of initiative through projects at hom or abroad.
While it provides structured European cooperation between youth organisations, local authorities, project leaders and others professionally concerned, the programme above all provides opportunities for mobility and informal learning to young people themselves.

Community Vocational Training Action Programme
the EU’s vocational training programme, responding to the demand for new skills and continuing training
provides opportunities for apprenticeship and career development abroad in Europe
priorities are: employability partnership social inclusion adaptability and entrepreneurship new technologies ‘transparency’: better ways to make sure that people’s skills
and qualifications are widely recognised.

Tempus Programme
This programme also provides EU assistance and cooperation in higher education with Central and Eastern European countries, the Balkans, former Soviet Union countries and Mongolia, helping to consolidate economic reform and democracy.
Turkey does not participate.
TÜBİTAK Turkey’s participation to Education and Youth Programmes
From these programmes, Socrates, Leonardo da Vinci and Youth programmes were opened to Turkey in 1999.
But in order them to be operational the establishement of a “National Agency” is required.
Studies for the establishment of the National Agency is carried out with the participation of various organizations, by the coordination of the Undersecretariat of the State Planning Organisation.
These organisations are: Min. of Foreign Affairs, Min. of Justice, Min. of Finance, Min. of National Education, State Personnel Directorate, Council of Higher Education, General Directorate of Youth and Sport, TÜBİTAK and KOSGEB.

Turkey’s participation
A draft law which is submitted to the Prime Ministry was prepared.
At the last meeting, held on 13 February 2001 at the State Planning Organisation, it was decided that;
“Until the establishment of the National Agency, these programmes will be coordinated by the General Secreteriat for the European Union”

Ulusal Program’ın 17. bölümü olan “Bilim ve Araştırma” başlığı altında,
“Hükümetimiz AB çerçevesinde başlatılan ve yürütülmekte olan E-Avrupa girişimini
desteklemekte ve bu girişime katkıda bulunmak istemektedir. Türkiye’de Bilgi Toplumu oluşturmak amacıyla E-Türkiye
girişimini başlatıp, yönlendirmeyi ve Avrupa Birliği’ndeki çalışmalarla eşgüdümü sağlayacak bir kurumsal yapıyı, ilgili özel sektör, akademik çevreler, sivil toplum
örgütleri ve diğer ilgili kurum ve kuruluşlarla işbirliği halinde oluşturmayı
hedeflemektedir.”

Avrupa Komisyonu tarafından Aralık 1999 tarihinde kabul edilen E-Avrupa
Girişimi, Avrupa’yı dünyadaki en dinamik ve rekabet gücü yüksek pazar haline getirme amacına yönelik olarak, özellikle internet alanında yeni
ekonomi için gereklialtyapıyı kurmayı hedeflemektedir.

etmekte, sekreterya görevini TÜBİTAK yürütmektedir.
Bu çalışmaların sonuçları AB yetkilileri ile yapılan temaslarda dile getirilerek, ülkemizin 15-16 Haziran tarihlerinde
Göteburg’da yapılacak olan AB Zirvesi’nde resmen açıklanacak olan E-
Avrupa+ Girişimi’nin resmi bir üyesi olması
sağlanacaktır.

TÜBİTAK Akademik Internet, Türkiye’nin yetişmiş insan açığını hızla kapatarak, Avrupa Birliği’ne entegrasyonda ihtiyaç duyulacak kadroların yetiştirilmesinde çok önemli rol oynayacaktır.
TÜBİTAK-TUENA Raporu’nda öngörülen ve ulaşmak için olanaklarımızı seferber ettiğimiz hızlar bile Avrupa standardının çok altındadır.
Örneğin, AB ülkeleri içinde Internet Hatları kapasitesi açısından en zayıf durumda olan Yunanistan’da dış bağlantı kapasitesi 189 Mbit’dir. Avrupa Akademik Ağı’nın 2001 yılındaki planlananhızı ise 2500 Mbit'dir.
