coastal Andhra as their enemies and vice-versa.

The hitherto experience shows that formation of new states bifurcating present

linguistic states like AP is not going to make any basic changes in the life of the

masses of the people so long as the social system remains the same and for the

same government employees are opposing the bifurcation.

Implementation of DoPT OM dated 7.1.2013 regarding fixation of pay on promotion to a post carrying higher du-ties and responsibilities but carrying the same Grade Pay Chairman informed the Staff side that the additional infor-mation sought from BARC and DPS vide DAE ID Note No. 19/ 1/2013-SCS/ 11509 dated 17.09.2013 for implementation of the Ministry of Finance O.M. No. 10/02/2011-E-III/A dated 07.01.2013 in respect of cadres other than technical, has been received and now implementation of DoPT OM dated 7.01.2013 for other than Technical staff is under process. How-ever, Staff side requested to apply this OM to Technical and Scientific employees also, since the said 0. M. has not excluded these Cadres. Chairman informed that Department will exam-ine this issue that whether track change is to be treated as pro-motion to grant pay fixation benefits Canteen related issues Chairman informed the Staff side that Executive order has been issuedon12.9.2013 and Notification of Recruitment Rules in the gazette is under process. Till finalization of new Recruit-ment Rules, Units can fill the posts and grant promotions as per existing norms for all the categories of posts. Department will confirm the implementation and verify uniformity in all the DAE Units. However, on Staff side's written request on any confusion regarding Rule position in this issue, Department will seek DoPT's clarification. Grant of scale of pay of f11-000-100-6000 to Technician/B as per the recommendations of the 5th CPC - for signing of Disagreement Chairman informed the Staff side that the matter is under ex-amination in the Department in accordance with the advice given by the PMO. Director (IR&W) and US (IR8vW) will dis-cuss on this issue separately with Staff side, DAE DC, for fur-ther clarifications/additional information. Rectification of pay fixation anomalies of temporary status employees appointed against regular post Chairman informed the Staff side that the issue was referred to DoPT. The same is being pursued with DoPT Preparation of question papers in local language for the post of Work Assistants Chairman informed the Staff Side that the Department has is-sued instructions vide OM dated5.11.2013 to conduct written examinations for recruitment of Work Assistants in English, Hindi and local language Introduction of LKG (Pre-prep) and UKG (Prep) at AEES School at RMP, Mysore Chairman informed the Staff side that RMP, Mysore has sub-mitted its report in the matter to the AEES. The matter is under examination in AEES for decision. Staff side informed the mat-ter was discussed in 65th DC for introduction of LKG and UKG in the AEES Schools at Kalpakkam too. Chairman informed that CAOs of RMP Mysore, GSO, Kalpakkam and AEES will be in-formed to adopt possible uniform approach on this issue

The matter is under examination in AEES for decision. Staff side informed the mat-ter was discussed in 65th DC for introduction of LKG and UKG in the AEES Schools at Kalpakkam too. Chairman informed that CAOs of RMP Mysore, GSO, Kalpakkam and AEES will be in-formed to adopt possible uniform approach on this issue Relaxation of the existing condition of submission of the ration card for inclusion of parent in CHSS Chairman informed the Staff side that the Department has tem-porarily relaxed the existing condition of submission of the ration card for inclusion of parents in CHSS vide OM dated 20.4.2012 and 14.2.2013. However, this issue is under consid-eration of CHSS Review Committee for final decision. Chairman further informed that this issue was discussed in recently orga-nized Admn. Heads' Meeting on 30.11.2013 and it was request-ed to all Admn. Heads to strictly follow the instructions issued vide OM dated 20.4.2012 and 14.2.2013 in their respective Units Adoption of the definition of family as per CS (MA) Rules for CHSS Chairman informed the Staff side that the matter is under con-sideration of CHSS Review Committee Exclusion of DA element from the income ceiling limit for dependants Chairman informed the Staff side that the Department will take up this issue for discussion in the special DC after obtaining principle approval of Secretary, DAE to the report of CHSS Re-view Committee. Extension of three pay fixation benefits to those Assistant Accountants whose pay was revised w.e.from 1.1.2006 as per DAE 0.M .dt . 28.4.2011 The Staff side stated that consequent upon granting of pay scale of Rs.6500-200-10500 to the Assistant Accountants from 1.1.2006, the MACP granted to some of the Assistant Account-ants has been withdrawn. This has resulted in cancellation of pay fixation extended under MACP. According to orders on MACP, those employees who have completed 30 years of ser-vice are entitled for three pay fixations under FR 22(1)(a)(I). Therefore, Staff Side has requested to examine expeditiously their request pending with DAE since 2 years as some of the affected employees have already retired / retiring from service. Chairman informed the Staff side that Department vide OM No. 37/1/2011-SCS/4607 dt. 28.04.2011 granted Grade Pay (GP) of T-4600/- to Assistant Accountants retrospectively from 01.01.2006. Hence, the MACP granted to Assistant Accountants between 01.01.2006 and 28.04.2011 has got subsumed. Fur-ther informed that the employees who held the post of Senior Accounts Clerk, Accounts Assistant etc. in the pre-revised pay scale of 5000-8000 on their promotion as Assistant Accountant were not given pay fixation benefit under FR 22 (1) (a)(I). The issue of granting pay fixation was 18 taken up with MF (AEC) twice but the proposal was not approved. A revised proposal to ignore such promotion where pay fixation was not granted and to consider MACP will be taken up with Member for finance

Improper implementation of Government Orders on ACP/MACP The Staff side stated that several clarifications have been issued by DoPT regarding implementation of MACP. However, BARC has not implemented the same in its right perspective. There-fore the Staff side requested to implement the orders issued by DoPT on MACP scrupulously and extend benefits to all eligible employees. Chairman informed the Staff Side that Department is bound to implement ACP / MACP orders as per DoPT guidelines. If any order has not been implemented by BARC as per the DoPT guidelines, the Staff side may cite such specific case(s) to enable Department to examine and direct BARC suitably. If re-quired, we may refer to DoPT for clarification. Extension of pay fixation benefit on par with Assistant Ac-countant in the pay scale of p6500-200-10500 to those As-sistants who have retired from service prior 19.2.2003 The Staff side stated that as per DAE 0.M dt. 25.4.2011, the As-sistants are eligible for parity in pay fixation on notional basis w.e. from 1.1.1996 and actual payment being made from 19.2.2003. However, the Assistants who have retired prior to19.2.2003 have not been given the pay fixation benefit notion-ally w.e.from1.1.1996 whereas the Assistant Accountants have been extended the benefit which has resulted in disparity among equal cadres. The Staff side therefore requested to issue appropriate instructions to the concerned to extend the pay fixation benefit on notional basis w.e.from1.1.1996 to those As-sistants who have retired before19.2.2003. This will accrue en-hancement in retirement benefits. Chairman informed that De-partment is taking proper action to resolve this disparity among retired Assistant and Assistant Accountants and further, in-formed that necessary data has now been received and further process is on hand Granting of two additional increments in Revised Rate to the Nursing Staff holding B.Sc. degree and appointed prior to1.1.1996 The staff side has requested to revise the rate of additional in-crement being paid to the nursing staff, with B.Sc as additional qualification in the revised pay scales. Chairman informed the Staff Side that the issue of granting additional increments (Non-absorbable) to Nursing Staff is being submitted to Member for finance. Grant of Night Duty Allowance (NDA) on actual salary in-stead of Notional Pay The Staff side stated that they have been constantly demanding payment of Night Duty Allowance based on actual salary and without ceiling limit right from the day the DoPT imposed re-strictions. Despite discussion in the Floor of House of Parlia-ment in the matter, as no decision was forthcoming, defence employees working in industrial units approached Hon'ble CAT and got orders in their favour. The Staff side has also quoted judgements by the Hon'ble Supreme Court to the effect that "the respondents as a welfare State should rather see to it that the litigation in the court is minimized and that it should see that similarly situated persons automatically get the same relief without resorting to litigation." The staff side has requested, keeping in view this instructions, the Department should con-sider payment of Night Duty Allowance (NDA) on the actual sal-ary w.e. from 2007. Chairman informed the Staff Side that con-sequent on implementation of 6th CPC, the issue of granting NDA to the employees of the Department at the revised

rate was taken up with DoPT, vide Note No. 2/1(3)/2009-SCS/2076 dated 24.02.2010. DoPT vide Note No.21012/02/2008-Estt.(AL) dated 20.08.2010, in consultation with M/o Finance, clarified that DAE may factor in OTA and NDA in PRIS for the employees other than those covered by statutory OTA under Factories Act. The issue was raised in the 62nd DC meeting held on 06.04.2011 and also by NFAEE and the above fact about DoPT clarification was intimated to the Associations. Senior Communist lead-er and four-time MP Parvati Krishnan, who was in the forefront of trade union movement in the country, died on 20.4.2014. She is vice-president of the All In-dia Trade Union Con-gress.

She was at the forefront of strengthening the trade union movement in Coimbatore, espe-cially among textile mill workers, and tea planta-tion workers in Val-parai, where she worked during the 1950s.

She was elected from Coimbatore Lok Sabha constituency first in 1957. Later she won the by-election held in 1974 and again in 1977. She had also represented the party in the Rajya Sabha once.

She is the member of the Kumaramangalam Jameen, holding over 5000 acres. When they came to public life, the family distributed the land to the landless poor

At last as expected the Sword of Damocles has taken out by the Government. The last cabinet meeting under the chairmanship of Manmohan Singh stabbed in the back the entire Central Government Employees. While fnalizing the terms of reference for Seventh Pay Com-mission UPA II Goverment asked the Justice AK Ma-thur Committee to examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Govern-ment employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).

It is nothing but the first step to snatch away the retire-ment benefits such as defined pension, Provident Fund, etc. What NFAEE & Confederation told is going to become reality. When the Staff side preparing proposal to reconsider the New Pension Scheme Government asked the Pay Commission to find a way to extend NPS to the employees joined prior to 01.01.2004 and even the pensioners. Though the government does not hav-ing power to take any policy decision on the eve of Lok Sabha Election directed the Pay Commission to take a decision which may have dire consequence to the entire government employees as well as the pensioners in the days to come.

So the days to come are for fight. Not just token ac-tion - the industrial action of entire force. No con-ciliation will protect the retirement benefit. Only the united industrial action could protect our retire-ment benefit. So be ready for a fight. 18 months given to the Pay Commission. So the same 18 months are be-fore us to make ready the entire employees for a fight against the entire retrograde proposals likely to come in the future.

a) To examine, review, evolve and recommend changes that are desir-able and feasible regarding the principles that should govern the emolu-ments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agen-cies and services, in respect of the following categories of employees:- i. Central Government employees-industrial and non-industrial; ii. Personnel belonging to the All India Services; iii Personnel of the Union Territories; iv. Officers and employees of the Indian Audit & Accounts Dept; v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and vi Officers and employees of the Supreme Court. b) To examine, review, evolve and recommend changes that are desira-ble and feasible regarding principles that should govern the emolu-ments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forc-es, having regard to historical and traditional parities, with due empha-sis on aspects unique to these personnel. c) To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, pro-mote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, so-cial, economic and technological changes, with due regard to expecta-tions of stakeholders, and to recommend appropriate training and ca-pacity building through a competency based framework. d) To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productiv-ity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to re-ward excellence in productivity, performance and integrity. e) To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalization and sim-plification, with a view to ensuring that the pay structure is so designed as to take these into account. f) To examine the principles which should govern the structure of pen-sion and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Cen-tral Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS). g) To make recommendations on the above, keeping in view: i. the economic conditions in the country and need for fiscal prudence; ii. the need to ensure that adequate resources are available for develop-mental expenditures and welfare measures; iii. the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications; iv. the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and v. the best global practices and their adaptability and relevance in Indi-an conditions. h) To recommend the date of effect of its recommendations on all the above. The Commission will make its recommendations within 18 months of the date of its constitution. The Union Cabinet today approved the proposal to release an additional instalment of Dearness Allow-ance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.
