1.0 Introduction
Educational programme is the most important in our globalization. It was almost growing
rapidly in all country. It leads to our aiming on educational perspective. It is one of our main
elements in our life. When we look the definition of education is the process of teaching and
learning in classroom or lecture room (LONGMAN Dictionary of Contemporary English Second
Impression, 2006). Based on the experience, the process of teaching and learning is two ways of
communication conducted by teachers or lecturers to improve the information and gaining the
knowledge among students.
According to Stephen Ward (2004) about the definition of education studies is an
exciting subject which can help you understand education as a power force for change across the
globe (p. 1). The way to understand the education is how to teach and how to learn it and it can
be change the future life in human life as well as humanity in globalization.
1.1 Why Education is importance to humankind
Education is a part of human life. When we talk about knowledge it will be related to
education. It was a system to make sure the level of human thinking skills. Based on Bloom
Taxonomy, the levels of thinking were divided in two as well as lower order thinking skills
(LOTs) and higher order thinking skills (HOTs). This is the example the system that makes us
clear the level of thinking skills. One of our main goals (of college education) is to increase
students application of higher order thinking skills throughout all curricular areas according to
Blooms taxonomy of educational objectives. (CT Joy, 1996)
Furthermore, education will help us to improve our information and knowledge in
theoretical to practice in our life. For example, to be the scientist we must get the knowledge
about sciences. Education is the medium to us to get the knowledge. Without education we
cannot get the information and knowledge because it the only way to get it. People learn
something formality and informality. Both are the way to get knowledge and try to practice it inour life. This is reason why the education is important to human kind. It is make us clear about
the human life and it help us more systematic in our daily life.
In addition, education has a power to change the future human life. But, it will be change
if human notice it and do some action to change it. It depends on human action and

understanding about education. It will be change in the good way or wrong way based on human
needs and understanding to change it.
1.2 The Education Institution History in Malaysia
Based on our history in the past, our education system develops from Razak Report in
1956 and Rahman Talib Report in 1960. The report become part of Education Act in 1961 after
parliament accepted and continued by The Education Act 1996, National Accreditation Board
Act 1996, The Private Higher Educational Institutions Act 1996, Universities and University
Colleges (Amendment) Act 1996,National Council on Higher Education Act 1996 and National
Higher Education Fund Board Act 1997. (National Report Malaysia)
The legal construction of education was useful in the right way to build the private higher
educational institution in Malaysia such as private universities, branch campuses of international
universities, university colleges and upgrading of existing colleges to universities in the tertiary
education level.
1.3 Overview of Public and Private Education Institution system in the Malaysia
Public and Private Education Institution is the important aspect to growth the economy in
our country. So, to help the new organization in educational sector the government and non
government organizations has initiative help the higher education sector. In general, higher
education institutions can be categorized into public and private universities.
These higher institutions offer undergraduate, postgraduate and diploma programs. The
public universities are those that are fully controlled and funded directly by the federal
government and indirectly by the public sector (Selvaratnam, 1992). Currently, they are twenty
public universities in Malaysia, established between 1962 and 2007. All these higher institutions
are offering programs of various disciplines ((MOHE, 2008).
But, private universities in Malaysia contrast from the public universities that are
supported by government business agencies such as Multimedia Malaysia University (MMU),
Universiti Pertahanan Nasional Malaysia (UPNM) , University Technology Petronas (UTP), to
those supported by political parties in the present alliance government e.g. University Tunku
Abdul Rahman (UTAR), an education arm of the Malaysian Chinese Association, a political
party. In addition, there are also some branch campuses of foreign universities in the country, for
example Monash University and University of Nottingham.

There are local private universities owned by individuals owners. In details, there are 18
private universities at this moment, two of them are of virtual type, out of about 500 private
Institution of Higher Learning to support the tertiary education demand in such a rapidly
developing country. So, private universities have founded by individuals or organizations and it
is not fully depends on government. The programs offered are based on their focusing of each
private Institution of Higher Learning whether social science programs, science and technology
programs or technical and vocational programs. Private Institution of Higher Learning offered
more focus on social science programs rather than science and technical programs.
2.0 Five problems faced by RoMystar College (RMC)
RoMystar College (RMC) will be faced many challenges. If the new private higher
institution, they will be faced the students, lecturers, administration, assessments and the
institutions problem. The problem that can be defined in 5 problems such as lack on students
performance and quality assessment, failed on achieving the colleges mission and vision,
overloaded work for lecturers, poor on administration and financial resource focusing on
business basis.
2.1 Lacks on Students Performance and Quality Assessment
The good performance in academic is what the produce from the students learning
process. The problem is the institution lacks on students performance and it will be effect the
quality of students. Meanwhile, if the quality assessment is not good well it can leads to students
performance also. So, based on the students performance will be captured the measurement of
the students based on the quality in assessment done by lecturer and institution.
In few of the last year, our Higher Education Minister Mohammed Khaled Nordin said he
was not satisfied with the performance of the private institution with the classed as satisfactory
for two stars and poor for one star for the three colleges based on the MyQuest system. This is
showed that there were still private institutions that were not capable to afford quality education
and not good in the measurement of the students performance and not good in quality
assessment.
In addition, assessment can be defined in 2 types such as formative and summative
assessment. Within these categories, a few of students cannot achieve with theses assessment

because the assessment is not qualified with their thinking skills. For that reasons their
evaluation is not satisfactory in quality stamp by Malaysian Qualifications Agency (MQA).
Furthermore, lack on students performance and quality can defined when the result of
students is extremely good or extremely poor. The result can be effect on the quality of students
in this college.
2.2 Failed on Achieving the Colleges Mission and Vision
When the college built up the main features in this college is start with the objective in
this college. This element is the goal that can achieve for short term and long term of the period
for this college. The problem is they know clearly about the mission and vision for this college
and how to achieve in the period of time. Mainly, the goal is to produce the quality of the student
with the relevance course. But, how to find the way to achieving the goal while the management
still does not clear about the goal for their institution.
Unfortunately, this college failed to understanding the mission and vision for their
institution and they cannot measure the way of produce the good quality in short and long term
period of time. The main problem is this institution also cannot differ between mission and
vision. Sometimes they confuse the objective and their goal in institution whether students,
academician and also administration in this college.
2.3 Overloaded Work on Academician
When the college have many students in their institution, they get income increasingly.
But, they forget that the management will be more face many problems such as class
management, course registration database and many more problems. The student has increase but
the database still old and not up to date. Sometime they have problem with overload work
especially for lecturers. Basically, lecturers were not many in this college but the management do
not want to expend for more lecturers cost and they used lecturer to teach many class and it will
be overload work for lecturers. For example, supposedly lecturers have to teach students
maximum 20 contact hours for a week but to save the expenditure, lecturers will be teach in 25
contact hours. It will burden to lecturers and it was overloaded work to lecturers.

The effect is lecturers cannot catch up the work and they will be resigning to find another
college that should give them more benefit based on their qualification. It will be leads to lack of
academician and poor of service to students and finally lost of the income and quality of this
institution.
2.4 Poor of Administration
Admin is the most important part in management. When the filling and documentation
failed so it will be impact all aspect in this institution also failed. Admin can be failed if they not
effective and passive with the educational management. They also lack of information about the
private higher education. So, they will be doing the wrong action and it will be effect the name of
this institution.
Said Ling (2003):
It seems the perceptions of the people toward the private higher education tend to be biased in
term of quality. It seems that the majority of students and parents especially Bumiputera place
their hopes on public higher education institutions. If the students fail to be offered a place there,
the perception is that he or she will have a miserable future. This is something that should not
happen, as even the Prime Minister himself does not want these institutions to be the last resort
options or a poorer alternative to public universities.
Furthermore, this case happen when this private institution has a poor administration to
solve the problem based on educational sector. It can give the bad impression towards the name
of this college. They think the problem cannot be solving but the problem still increase every
year until in the end. It will affect the satisfaction by students and also their parent towards this
institution.
2.5 Financial Resource based on Business Basis
Financial resource is the mainly the problem for this college. Financial resources focus on
business basis only and do not have many alternative ways to get resource. So, it can leads to
higher expenditure rather than income. Many costs that will be involved in our institution such as

equipments, educational tools and others expenses. So, our institution has focus on the academic
fees as a resource and it is not enough as well as insufficient cost to cover as whole systems in
our institutions. The RMC does not have any resource to back up financial and it also depends
on academic programs revenue.
3.0 The solution of the problem faced by RoMystar College (RMC)
The problem can be solving if the management can defined the way. So, these are the
way can solve the problem that happen in our institution. There are in 5 solution that can defined
such as use the theoretical and practical methods for solve the students performance and quality
assessment, improvement the educational facilities, motivated behavior among students,
effective lecturers and administrative and also research quality and entrepreneurship.
3.1 Theoretical and Practical Methods
The reputation of student cannot be observed on paper. The students, who are the best
among the best is student can apply what they learn in daily life. Some of students, they can get
achievement by examination on paper but, they cannot applied in the future. For example, our
student have problem to do the job when they graduate because they only learn the theory and
lack of practice. As a result, many students cannot catch up their work and fail to finish their
work. It is the main reason to find the solution. Student can gain their knowledge by doing the
experiment to get the understanding and practice in daily life. The benefit is the future generation
will be upgrading their level of life. According to Rosnani Hashim (2004), man can utilize the
whole universe for his benefit through the use of knowledge which has acquired through reason,
his sense perception and experience (p. 109). Knowledge can be utilized by using the critical
thinking and make evaluation such as technology of computer as well as new human creation to
develop human being structure in society and country.
Furthermore, our student must apply the knowledge. It is the main purposes of learning
process in education in terms of improve the skill such as communication skill, leadership skill
and other soft skills. Then, it is ineffective and they lack of understanding in class. The process
of good learners is knowledge and practice in daily life. Based on Blooms Taxonomy hierarchy,

3.2 Improvement the Educational Facilities
Facilities are the important to make sure out student environment more comfortable in
learning process. So, our institution should improve our facilities to upgrading the comfortable in
learning process such as programming lab, training lab, maintenance and others.
Then, to be a more consequence about facilities the college must know that our student is
well as customer. It is risky to view students as customer, but given the current atmosphere of
higher education marketplace, there is a new moral prerogative that student have become
customer and therefore can, as fee payers, reasonably demand that their views be heard and
acted upon (William, 2002).
Furthermore, it was our responsibility to provide the good environment and good
facilities to them. They pay for their study environment and it will help more comfortable to
their study in the college. So, it was the main reason to give them a good facilities in terms of
produce the
3.3 Motivated Behavior among Students
The motivated behavior among our students can be contributed based on the sources of
motivation in terms of intrinsic and extrinsic. The intrinsic motivation leads to undertake activity
for its own sake, for the enjoyment it provides and for the learning that it permits (Zaleha &
Ahmed, 2009). Meanwhile, the extrinsic motivation leads to perform an activity in order to
obtain some reward or to avoid some punishment external to the activity itself (Zaleha & Ahmed,
2009).
In learning process, motivation is needed because of the motivation can determine how
effective the student participant and give the performance in their study and how they become
more successful student. The high motivation in student especially intrinsically motivated might
be guide them to be more focus on their study and additional with extrinsic motivated.
Furthermore, intrinsic motivation has a relationship with personality development in terms of
Big Five Personality Traits such as extroverted, agreeable, conscientious and open to experiences
(Clark & Schroth, 2010). So we can see that, the motivation and motivated behavior can give

influences to the student in learning and personality itself. According to Sidek Baba (2008), give
the example of ilm hisab or mathematic. The number of zero does not means nothing but it is
the good example to give the meaning of intrinsic and extrinsic self enhancement and
motivation.
Finally, it can contribute students to perform well and the student performance can be
highly qualification when they graduate from our institution. It can help our student more quality
not a quantity in terms of performance in academic.
3.4 Effective Lecturers and Administrative
Our college should training our lecturer and admin to be more effective. The training is
not the only way but to be more effective the training focus on their behavior. It is the way to
make sure our lecturers and admin should know their responsibility.
So, the process in learning is not only for students but it can focus on lecturers and
admin. The performance of all activities that relate to learning can be improve (Zaleha &
Ahmed, 2009) such as teamwork building, focus on their job scope, motivate in their behavior
and many more.
They believe that they can be effective agents in success desired goals such as to be thegood in method of teaching and also good in filling and documentation. They are interested in
mastering a topic rather than just learning to reach good grades in paper. But, it is consider that
the grading based on the evaluation from students. It can make the final result. It can be the good
or worst in their job scope.
3.5 Research Quality and Entrepreneurship
Our institution has a financial problem because of lacking in how to find the alternativeto get the resource. With the research quality and doing the entrepreneurship can get the income
as well as our financial resource in our institution. For example, the lecturer can find the good
research to get the granted for the research in the organization. The granted can be the way to get
the resource in financial.

Furthermore, entrepreneurship should be active among students, lecturers and admin
because it can help the college to get the benefit in financial resource. So, to get the higher
resource can be finding in the business in the other side not only based on permanently business.
College can get the financial resource by doing some activities such as servicing in engineering
like automotif and machinering. It can help us to find the other way to get the financial resource.
4.0 Conclusion
The conclusion, the problem that faced by our institution should have step to find the
solution and bring it with the action. Not only in the paper but the practice should be more
effective. If done by paper does not give the solution. So, the problem that faced by our
institution can be solve by these suggestions. First, problem for students performance can solve
by used the proper way for method such as theoretical and practical in balance. Also, it can be
solve by motivated the students behavior. Second, problem with quality assessment and
overloaded work for academician can be solve by find the effective lecturer and admin. Third,
poor of admin can be solve by effective admin and improve the facilities. Lastly, problem of
financial resource can be solve by find the research quality as source of institution resource and
also entrepreneurship should be focus and improve to get the financial resource.
