The State and the State of the Art on Philanthropy in China | 中國慈善事業的現狀與發展

Abstract: There exists a current paradox of philanthropy and the state in China: a stronger social sector accompanied with growth in philanthropy is desired, but such strength and growth must also contend with the state’s own policy agenda and desire to limit aspects of advocacy and civil society typically associated with the third sector. This special volume seeks to explore these state-society dynamics, in terms of the environment for philanthropy and the behaviors of philanthropic actors within this environment. The purpose of our article is multifold. The first is to provide the intellectual and empirical contexts in which our collective research is situated. We do so by providing analyzing the state of the existing research and the broad contours of philanthropic activity in China. The second is to situate our initiative within the development of China’s own complex philanthropic studies and philanthropic community. The third is to introduce the scholarship that composes this special volume and its collective contribution. We then provide original data and analysis about corporate philanthropic activity and foundations in China that complements the work of our collaborators. Finally, we consider the implications of the special volume for our broader understanding of philanthropy and suggest potential avenues of a future research agenda.

Managing the Foreign: The Drive to Securitize Foreign Nonprofit and Foundation Management in

China | 管理外來者:中國監管境外非營利組織和基金會管理的動力

Abstract: In recent years, China has sought to tighten regulation of foreign nonprofit organizations and foundations operating or funding in China, including through a new Law on the Management of the Domestic Activities of Foreign Non-governmental Organizations in China, enacted in April 2016. This article analyzes the history of China’s regulation of foreign nonprofits and foundations, the effect of external and domestic events on China’s shifting policy climate, the emergence of security-based intellectuals and their role in policy on foreign nonprofits and foundations in China, the new policy framework and the new Overseas NGO Law enacted in 2016, and initial implementation of this new framework in China. These developments provide background to other aspects of nonprofit and philanthropic performance in China that are discussed in this special issue.

摘要:近年來,中國試圖在加強監管境外非營利組織和基金會在中國的運營和資助,包括在 2016 年 4 月頒布了

What Makes Association Members Donate More? Factors Influencing Members’ Donation Amount in

Membership-Based Professional Associations | 是什麽讓協會會員捐得更多?在會員制行業協會中影響會員

Abstract: As charitable donations account for a significant amount of the revenue of professional associations, such associations can benefit greatly from a better understanding of the factors that influence the amount of money that members donate. Using data collected from six professional associations, this study examines the factors affecting association members’ donation amounts. A survey of 2156 members was conducted to investigate the potential factors. The results of hierarchical regression analysis showed that after controlling for sociodemographic factors, face-to-face solicitation, intrinsic and extrinsic motivations, membership length, and recommendation intention significantly influence the donation amount among members. This study offers more comprehensive explanations for the factors that influence members’ donation amounts and provides potential strategies to maximize donations from members.

Legitimacy, Worthiness, and Social Network: An Empirical Study of the key Factors Influencing

Abstract: Crowdfunding opened up new opportunities for nonprofits to mobilize resources in the increasingly competitive world. Systematic knowledge regarding key factors linked with funding outcome is lacking, making it hard to offer practical suggestions to help nonprofits launch successful crowdfunding campaigns. In this study, we looked at 109 grassroots nonprofit campaigns on Tencent Philanthropy, one of China’s largest nonprofit crowdfunding platforms. We investigated to what extent demonstration of legitimacy, arguments for worthiness and social network influence campaign outcome. Results show that Chinese donors do not care much about the organization’s legal status or accountability measures. Demonstration of organizational competence, the use of concrete personal stories in the pledge, and to offer low-risk solutions (such as direct cash and in-kind assistance) are linked with campaign success. Comparing with the pledger’s own social network and marketing capacity, viral network and viral marketing are more important in crowdfunding.

Abstract: We examine the relevance of suggestive findings and assumptions about immigrant philanthropy to a diaspora from a high-income country of origin, whose members are generally highly educated and professionally employed: the Lithuanian diaspora. We investigate whether this immigrant group’s voluntary sector participation, despite these differences, may evolve similar to that of other immigrant groups studied.

The study casts doubt on the generalizability of the current claims from the literature—which is largely derived from cases of immigrants migrating from the South to the North—to immigrant and diaspora groups who are highly skilled and originating from relatively more industrialized countries (North–North migration). The findings highlight the need to examine the voluntary sector participation of a greater variety of diasporas and to recognize that not all groups will behave similarly. Some of the differentiated behavior may stem from demographic characteristics specific to North–North migration.

Expressions of Interest to Host 2021 ISTR Asia-Pacific Regional Conference | 招募 2021 年 ISTR 亞太地區

The ISTR Asia-Pacific Regional Network seeks preliminary expressions of interest from colleagues and institutions throughout the Asia-Pacific region to organize and host the 12th ISTR Asia-Pacific Regional Conference, to be held in 2021. ISTR will decide on the host institution and location for the 2021 Asia Pacific Regional Conference during its meeting at the ISTR Conference in Montréal in July 2020. ISTR Asia-Pacific Conferences have been held in Thailand 1999, Japan 2001, China 2003, India 2005, Philippines 2007, Taiwan 2009, Indonesia 2011, Korea 2013, Japan in 2015, Indonesia 2017, and most recently in Thailand in 2019. It is desirable that the opportunity to host the conference be shared across this diverse region from north to south and east to west. Hosting a conference provides an opportunity for strategic engagement of stakeholders and promotion of the third sector within the host nation and with its neighbors.

Interested individuals and Institutions should send a letter of proposal before March 30, 2020 to Margery Daniels, ISTR Executive Director, at [email protected]. For more details, please visit ISTR website.

ISTR 2020 Emerging Scholar Dissertation Award | ISTR 2020 年新興學者博士論文獎

The International Society for Third-Sector Research (ISTR) is pleased to announce the ISTR 2020 Emerging Scholar Dissertation Award. This award is presented biennially for a PhD dissertation completed or defended in the two calendar years (July 1, 2017 to June 30, 2019) preceding the award. Self-nominations are accepted.

Dissertations that contribute to the field of comparative study of civil society organizations, non-governmental organizations (NGOs), philanthropy, voluntarism and related issues are eligible. We encourage submissions of PhD dissertations from all parts of the world. Dissertations focused exclusively on the United States are not eligible. The winner will be announced and the award will be given at the ISTR 14th International Conference in Montreal, Canada, which will be held July 7-10, 2020. The award is US $1,000.

Social Enterprise Summit (SES) 2019, Hong Kong | 2019 年香港社會企業峰會

SES is an annual series of non-profit events and programmes in Hong Kong that advocates social entrepreneurship and social innovation. Since its inception in 2008, SES has become a highly-acclaimed platform coordinate the efforts of 20 civic groups together across businesses, civic society, academia, with strong support from the Hong Kong SAR Government. The 2019 programme will be themed on “Designing for Happiness”. A host of exciting community activities, awards, skills-based workshops and site visits will be held from April onwards, culminating in the flagship International Symposium to be held from 21 to 23 November 2019 (Thursday to Saturday) at Hong Kong Convention and Exhibition Centre. World-renowned experts, entrepreneurs and special guests will be invited to share and exchange with participants at the International Symposium, with the ultimate goal to bring about positive systemic change to Hong Kong and nearby areas.

Religious Communities and Civil Society in Europe released the first volume. The seemingly vitalizing impact of religiosity on civil society is a research topic that has been extensively looked into, not only in the USA, but increasingly also in a European context. What is missing is an evaluation of the role of institutionalized religious communities, and of circumstances that facilitate or impede their status as civil society organisations. This anthology in two volumes aims at closing this gap by providing case studies regarding political, legal and historical aspects in various European countries. Vol. I provides an introduction and looks at cases in Greece, Italy, the Netherlands, Sweden, and Bosnia and Herzegovina, as well as chapters on legal issues and data, and comprehensive bibliography. Giving China 2018 | 中國慈善聯合會發布 2018 年中國慈善捐贈數據

近日,中國慈善聯合會在第七屆中國慈展會上發布《2018 年度中國慈善捐助報告》。《報告》顯示,2018 年全國接收國內外款物捐贈 1624.15 億元人民幣,其中,中國內地全年捐贈 1439.15 億元,香港約 160 億元,澳門約25 億元。中國內地捐贈總額較 2017 年小幅下降 4.05%,捐贈額占 GDP 總量比例為 0.16%,人均捐贈 103.14 元,但現金捐贈總額突破 1000 億元,創歷史新高。訪問中國慈善聯合會獲取更多信息。

The China Charity Alliance recently published a report entitled “Giving China 2018” on the 7th China Charity Fair. China received 162.42 billion yuan (22.91 billion U.S. dollars) of charity donations from home and abroad in 2018, according to the report. The total amount of donation in mainland China, a 4.05% decrease from the previous year, equivalent to 0.16% of nominal GDP and the per capita donation amount is 103.14 yuan (14.45 U.S. dollars). Call for Papers: Special Issue in Public Administration and Development

Accountability and Transparency in Emerging Countries: Governance, Democratic Currents and

Change

Monash University, Australia, Sri Lanka Institute of Development Administration (SLIDA) and University of Sri Jayewardenepura (USJP), Sri Lanka will therefore host a conference to showcase current thinking about these directions, especially in the region, and in the context of emerging countries, in Melbourne from 12th to 14th December 2019 at Monash Caulfield Campus. Authors of selected papers presented at the Conference will be invited to submit for a special issue of Public Administration and Development. This Special Issue aims to contribute to a better understanding of and increase in-depth theoretical and empirical knowledge about trends in the region in governance and democracy, whether or how they are understood in emerging countries in South Asia in particular, and how they are manifested in reform programmes and other policies. We invite contributions on the following broad objectives: 1. To critically review the currents in government in emerging countries and assess the degree to which they are democratic. 2. To review those countries in the region where democratic currents are not manifested and to explore what other models of government are in operation? 3. To investigate initiatives for embedding accountability and transparency in the social and administrative fabric and to identify both enabling factors and barriers to achieve this goal. The International Research Society for Public Management (IRSPM) will hold the 24th annual conference at Tampere University in Finland. The conference theme for 2020 is 'Smart public services?' There are a range of panels that cover issues of importance to the public management and public administration research communities. There is also an open panel for papers that do not fit into one of the existing panels. The list and description of conference panels can be accessed here.

Abstracts can be submitted through Ex Ordo system. Choose the panel into which your proposal best fits. Each abstract will be considered for only one panel. Please select the Open panel only if your abstract is not an obvious fit for another panel or special interest group. New researchers (doctoral students and researchers in

Call for Papers: Financial Accountability & Management Special Issue and Workshop

The Future of Public Audit

The audit profession has been under an ongoing ‘rumbling’ controversy of not being fit for purpose that has made it the subject of great scrutiny and much debate that will continue into the 2020’s (Canning et al., 2018), with critical questions asking whether audit is able to meet the expectations of society (Murphy et al., 2019). The special issue is interested in papers that address the current state of public audit, where it may be heading and what are the implications for society and the public interest.

Preliminary workshop

A workshop will be held in London, England, on June 18th, 2020. Authors wishing to present at the workshop should submit a paper proposal (maximum 2 paged in length) to Laurence Ferry ([email protected]) by February 28th, 2020. Authors of selected papers from the workshop will be invited to submit revised papers for this special issue, subject to the journal’s normal review processes.

Submission process

Attendance and/or presentation at the workshop is not a pre-requisite for submission to the special issue. The deadline for submission of full papers via the Financial Accountability & Management online platform is December 31st, 2020.
