东盟十国文化部长级代表齐聚中国—东盟中心

Ministerial Representatives of Culture of ASEAN Gathered at ACC

On 8 April 2014, a more than 40 people delegation of the ministerial representatives of culture from 10 ASEAN countries visited ASEAN-China Centre (ACC) after attending the opening ceremony of 2014 ASEAN-China Cultural Exchange Year. Secretary-General Ma Mingqiang of ACC gave a warm welcome to the delegation and led the ministerial representatives tour the photo exhibition on the development of ACC and ASEAN-China relations at the ACC ASEAN Hall. Ms. Lada Phumas, Director of Information and Public Relations Division of ACC briefed the delegation on mandate, roles and activities of ACC to promote ASEAN-China cooperation in the fields of trade, investment, culture, education, tourism, information and public relations. Highlights were a series of cutural and art activities organized by ACC in 2014 ASEAN-China Cultural Exchange Year, in response to the consensus agreed by the leaders of ASEAN and China at the 16th ASEAN-China Summit in October 2013 in Bandar Seri Begawan.

ACC invited some inheritance people of intangible cultural heritages to demonstrate their remarkable technics, such as Clay Figurine Zhang, Yangliuqing New Year Painting, Ninghe County Paper-cutting, Root-carving, Gourd-carving and Pottery-making. The ministerial representatives were attracted to each stall and watched the demonstration with great

interest. Some delegates tried by themselves. Then the artists from China National Ethnic Song and Dance Ensemble presented to the delegation wonderful performance of folk musical instrument playing, singing and dancing of 5 Chinese ethnic minorities of Zhuang, Mongolian, Ughur, Tibetan and Manchu. The guests held their mobile phones or cameras to record these beautiful moments.

During the on-site interviews with major Chinese media, the ministerial representatives elaborated on their countries' initiatives in enhancing cultural cooperation between ASEAN and China. Secretary-General Ma stated in his interview that there was high expectation of strenthening cooperation between ASEAN and China on both the governmental and grassroot level. Frequent cultural exchanges and deepened mutual understanding between ASEAN and China could lay solid

The delegation spoke highly of ACC's important roles in promoting ASEAN-China relations and commended ACC for its excellent preparation for this visit. They also affirmed the importance of the cultural exchanges which would help enhance people-to-people connectivity, create mutual trust and better understanding between the peoples of ASEAN and China.

2014 年 4 月 25 日，中国—东盟中心举行工作组会议。中国外交部、

东盟驻华使馆代表与会。

中国—东盟中心秘书长马明强欢迎与会代表前来赴会，感谢中国政府、

东盟驻华使馆对中心工作的支持。马秘书长高度评价印尼、老挝、泰国等

东盟国家选派到中心官员的工作情况，并期待文莱籍官员尽快到任，并希

望中心成员国在开展联合活动、构思中心项目等方面继续支持中心。

中心贸易投资部副主任穆唯赛、教育文化旅游部主任荣叔男及新闻公

关部主任乐达·普马介绍了中心自 2013 年底以来在各领域开展工作情况、

2014 年工作计划和 2015 年工作初步设想，表达了与中国有关部门和东盟

驻华使馆开展更加紧密合作的期待。

与会代表高度评价中心工作，承诺尽快将中心有关关切报告本国首都。

很多代表表示希望与中心联合举办贸投促进会、东盟之夜、培训、研讨会、

展览等活动。

会议同意未来应举办更多交流会议以分享信息和进一步提升中心工作。

2014 年 4 月 18 日，中国—东盟中心秘书长马明强会见马

来西亚上议员丹斯里许子根博士，许博士希望通过中国—东盟

中心拓展马来西亚与中国的合作关系。马秘书长引领许博士参

观了中国—东盟中心东盟厅的中国—东盟关系图片展，并介绍

了中国—东盟中心的组织架构以及发展历程。马秘书长重点介

绍了中国—东盟中心在促进中国与东盟双边贸易、投资及旅游

的努力，并应许博士要求，提供了中国—东盟中心的刊物，如《中

国 — 东盟博览》、《中国 — 东盟中心新闻通讯》以及《中国东

盟观察》等。

A Working Group Meeting Held at ACC

The Global Coalition of Efficient Logistics Leadership DelegationVisited ACC

On 18 April 2014, Secretary-General Ma Mingqiang of ASEAN-China Centre (ACC) met with Tan Sri Dr. Koh Tsu Koon, a member of the Malaysian Senate. Secretary-General Ma led Dr. Koh tour the photo exhibition on the development of ACC and ASEAN-China relations at the ACC ASEAN Hall, and briefed on the organizational structure and development of ACC. He highlighted ACC’s efforts in promoting bilateral trade, investment and tourism between ASEAN and China, and provided data between ASEAN and China in the above-mentioned fields as well as ACC's publications such as China-ASEAN Panorama, ACC Newsletter and China-ASEAN Watch as Dr. Koh required.

On 25 April 2014, a Working Group Meeting of ASEAN-China Centre (ACC) was held at the ACC headquarters. Representatives from the Ministry of Foreign Affairs of China and the ASEAN Embassies in China attended the Meeting.

ACC Secretary-General Ma Mingqiang expressed welcome to the representatives and appreciation to the Chinese Government and the ASEAN Embassies in China for their active support to ACC. He spoke highly of the hard work done by the officials dispatched by the ASEAN Member States including Indonesia, Laos and Thailand, and expected the early assumption of post in ACC by Brunei official. He also requested for the continuous support of ACC Members in joint activities, inputs on project proposals, etc.

On 6 May 2014, the Global Coalition of Efficient Logistics (GCEL) Leadership Delegation, headed by Dr. Surin Pitsuwan, Chairman of GCEL Asia Advisory Board and former ASEAN Secretary-General, visited ASEAN-China Centre (ACC).

ACC Secretary-General Ma Mingqiang extended a warm welcome to the delegation, and expressed gratitude to Dr. Surin for his support to ACC during his tenure as Secretary-General of ASEAN Secretariat. Secretary-General Ma briefed on the development of ACC and the core projects undertaken to facilitate ASEAN-China cooperation in trade, investment, education, culture and tourism. He elaborated that for over 2 years, ACC has grown full-fledged and carried out more than 100 projects annually in priority areas of trade, investment, education, culture, tourism, information

Secretary-General Ma and Dr. Koh exchanged views on a wide range of issues covering Malaysia-China and ASEAN-China relations. They also discussed how to understand statistic data of ASEAN-China trade, investment and tourism released by various channels. Both sides were of the views that it is important for China and ASEAN countries to increase exchange and cooperation on data collecting with the aim of promoting bilateral cooperation in all fields.

The Meeting concluded in concensus that more interactive meetings and communications should be held to share information and improve the work of ACC in the future.

中国—东盟中心邀请了非物质文化遗产传承人向到访嘉宾展示了

泥人张、杨柳青年画、宁河县剪纸、根雕、葫芦雕、陶艺制作等中国

民间手工艺品的制作过程。文化部长级代表们饶有兴趣地驻足观看，

有的还亲自动手制作。中国中央民族歌舞团的艺术家为代表团献上了

精彩纷呈的壮族、蒙古族、维吾尔族、藏族、满族等民族乐器及歌舞

表演，嘉宾们纷纷高举手机、相机等，记录下这些美丽的片段。

各国文化部长级代表们现场接受各大媒体记者的采访，介绍了各

自国家加强中国—东盟文化交流的活动。马明强秘书长在接受采访中

表示，中国与东盟各国政府及民间对进一步加强中国—东盟合作有很

高期待，只有各国间文化交流密切、理解加深，才能为中国—东盟关

系的发展奠定良好的民间基础。相信文化交流对推动中国—东盟各领

域的合作具有重要意义。

Afterwards, Secretary-General Ma, ACC officials and the delegation had an interactive and intensive discussion covering a wide range of issues including ASEAN-China relations and cooperation, China's engagement in the region, ASEAN Community building by 2015, ACC's constructive contributions to ASEAN-China relations, challenges to the work of ACC, and cooperation among ACC, ASEAN-Japan Centre and ASEAN-Korea Centre, etc. The discussions were held in a lively and friendly atmosphere.

Mme. Qi Shuzhen, Director of General Affairs and Coordination Division, Mr. Tri Purnajaya, Director of Education, Culture and Tourism Division, Ms. Lada Phumas, Director of Information and Public Relations Division of ACC were present at the meeting.

Prior to the meeting, Ms. Lada Phumas accompanied the delegation to tour the photo exhibition on the development of ACC and ASEAN-China relations in the ACC ASEAN Hall, and made a briefing on the development, structure, roles and activities of ACC during the tour.

The meeting proved to be productive and once again helped raise ACC profile in networking with academic institutions which have been interested in ACC and ASEAN-China relations.

Webster University is located at St. Louis, Missouri of the United States. Its Global MA in International Relations provides full-time graduate students an opportunity to complete a master's degree in Europe and Asia in 11 months. The students spent an 8-week term in a number of cities in Europe and an 8-week term in Bangkok or Beijing.

The delegation highlighted the importance of efficient logistics to reduce trade cost, increase trade in goods and services, enhance flow of trade finance to SMEs, and create more job opportunities, etc. GCEL is, therefore, dedicated to develop the HumaWealth Program and seeking cooperative partners to promote trade efficiency through the efficient digital economy platform.

The visit to ACC was one in the series of visits, arranged by GCEL, to meet with its respective counterparts and potential partners in Beijing.

ACC Hosted the 4th Informal Meeting Among Secretary-Generals of ACC, AJC and AKC

On 19 June 2014, ASEAN-China Centre (ACC) hosted the 4th Informal Meeting among the Secretary-Generals of ACC, ASEAN-Japan

Centre (AJC) and ASEAN-Korea Centre (AKC) at the ACC Secretariat in Beijing. ACC Secretary-General Mr. Ma Mingqiang, AJC Secretary-

日本—东盟中心、韩国—东盟中心秘书长第四次非正式会议。中国—

东盟中心秘书长马明强、日本—东盟中心秘书长大西客邦、韩国—东

盟中心秘书长成海文出席会议。

马明强秘书长对日本—东盟中心、韩国—东盟中心秘书长率团到

访中国—东盟中心秘书处表示热烈欢迎。他愉快地忆及，前几次三个

中心秘书长会议上，大家充分分享了信息和最佳实践，探讨了未来可

能的合作领域。期待第四次非正式会议为三个中心之间开展更好的沟

通与合作，开辟新的渠道。

日本—东盟中心、韩国—东盟中心秘书长对中国—东盟中心给予

代表团的热情接待和周到安排表示感谢。三位秘书长一致认为，三个

中心秘书长有必要更加频繁地举行会议，这有利于东盟，有利于东盟

与中日韩合作，也有利于推进地区一体化进程。在东盟即将于 2015

年建成东盟共同体的背景下，同时也是响应 2013 年 10 月东盟与中

日韩领导人会议的号召，三个中心应发挥更有意义的作用。

会上，三个中心展示了各自开展的旗舰项目，分享了经验和最佳

实践。会议还讨论了三个中心未来可能合作的领域，包括：一个中心

在准备项目时，可邀请其他中心的人员观摩，共同举办人力资源开发

等合作项目，联合出版刊物，寻求三个中心与东盟秘书处的进一步合作，

探讨三位秘书长共同拜会东盟秘书长等。

马明强秘书长感谢韩国—东盟中心于今年 3 月接待中国—东盟中

心新闻公关部代表团访问。此次最佳实践交流访问非常成功，很有收获。

日本—东盟中心、韩国—东盟中心秘书长赞同马秘书长关于开展更多

人员交流的建议，欢迎其他两个中心的人员到访。

ACC Secretary-General Ma Mingqiang extended a warm welcome to the Secretary-Generals of AJC and AKC as well as their delegations to ACC Secretariat. He recalled with pleasure the previous meetings among ACC, AJC and AKC, during which information and best practices were shared, and possible cooperation among the Centres was explored. It was expected that the 4th informal meeting could open up new channels for better communication and cooperation among the Centres.

Secretary-Generals of AJC and AKC expressed their appreciation for ACC's warm hospitality and wonderful arrangement in receiving the delegations. The three Secretary-Generals emphasized a necessity to have more frequent meetings among the Centres in the future, for the benefits of ASEAN, ASEAN Plus Three cooperation as well as regional integration. The three Centres were expected to play more meaningful roles at a verge of ASEAN Community building in 2015 and in response to a call from the leaders at the ASEAN Plus Three Summit in October 2013.

The meeting shared experience and exchanged best practice on project implementation by illustrating the flagship projects of each Centre. The meeting also discussed possible areas of future cooperation, including personnel exchange at a time when a Centre is in preparation for a certain project, holding joint collaborative projects including joint human resource development projects, producing joint publications, seeking further cooperation with the ASEAN Secretariat and exploring the possibility of joint presentations by the three Secretary-Generals to ASEAN Secretary-General, etc.

ACC Secretary-General Ma Mingqiang expressed appreciation to AKC for receiving the ACC IPRD delegation in March 2014 for a best practice sharing trip, which proved very successful and rewarding. AJC and AKC Secretary-Generals concurred with Secretary-General Ma to conduct more personnel exchanges among the Centres, and would love to welcome staffs from the other Centres.

The meeting reached consensus that the next informal meeting among the Secretary-Generals of ACC, AJC and AKC will be hosted by AJC in Japan, at an appropriate time agreeable to the three Secretary-Generals.

Before the meeting, AJC Secretary-General visited ACC ASEAN Hall where ACC has been organizing the photo exhibition on the 11

ACC Secretary-General Ma Mingqiang Met with Secretary-General of the Trilateral Cooperation Secretariat

O n 2 7 J u n e 2 0 1 4 , M r . Iwatani Shigeo, Secretary-General of the Tri lateral Cooperat ion Secretariat (TCS) led the TCS delegation to visit ASEAN-China Centre (ACC) and met with ACC Secretary-General Ma Mingqiang,

members of ACC (10 ASEAN Member States and China) to enhance ASEAN-China relations for one month. AJC Secretary-General was impressed by ACC's role in reaching out to the general public and admired ACC's great potential to perform its function as a one-stop information and activities centre to promote close and cordial relations between ASEAN and China.

ACC, AJC and AKC are inter-governmental organizations established between the governments of ASEAN and China, Japan and Korea respectively. The three Centres have been engaged in promoting various work programs and activities aimed to promote cooperation in the fields of trade, investment, education, culture and tourism with ASEAN.

The two Sec re t a ry -Gene ra l s exchanged views and information on the historical moments of the establishment of the two inter-governmenta l o rgan iza t ions , mechanisms, roles, responsibilities a s w e l l a s p a s t a n d c u r r e n t activities conducted to enhance ASEAN-China cooperation in the areas of trade, investment, education, culture and tourism (in the case of ACC) and the trilateral cooperation (cooperation between China, Japan and the ROK in the case of TCS).

A C C S e c r e t a r y - G e n e r a l emphasized an important role of ACC as one-stop information and activities centre, focusing on functional cooperation in the above-mentioned five areas to promote and strengthen ASEAN-China s t r a t eg ic pa r tne r sh ip . He highlighted some of ACC's

ACC Secretary-General also briefed on the outcome of the recent meeting among the three Secretary-Generals of ACC,AJC and AKC, hosted by ACC on 19 June 2014.TCS Secretary-General informed about TCS's projects and his vision to engage more with the trilateral cooperation mechanisms. TCS has supported an idea to create an East Asian Community and wishes to see further concrete cooperation between the trilateral cooperation among China, Japan and the ROK, and ASEAN. TCS Secretary-General expressed his will to cooperate with ACC, AKC and AJC if it deems appropriate.

After the interact ive and fruitful meeting, ACC Secretary-General took TSC Secretary-General and the delegation toured

the photo exhibition on the 11 members of ACC (10 ASEAN Member States and China) to enhance ASEAN-China relations at the ACC ASEAN Hall. TCS Secretary-General was impressed by ACC's role and activities in raising awareness about ASEAN-China relat ions and ACC. He praised ACC with great kind words and expressed strong belief in ACC as an effective mechanism to help promote close and cordial relations between ASEAN and China.

From 7 to 9 May 2014, Mr. Mouavixay Palee, Deputy Director

of Trade and Investment Division of ASEAN-China Centre (ACC), led

his team to Linyi City, Shandong Province, and held talks with Mr.

Bian Feng, Deputy Mayor of Linyi City and Mr. Yao Ming, Director

Both sides exchanged views on the internationalization of Linyi City, the establishment of the ASEAN Products Trade Centre in Linyi and the promotion of economic and trade relations between Shandong Province and ASEAN. This visit also marked the start of discussions on reaching a MOU of setting up the Trade Center.

Mr. Mouavixay briefed the Linyi side on ACC’s efforts and work plans in promoting trade and investment between ASEAN and China, and elaborated in details on its initiative of establishing an ASEAN Products Trade Center in Linyi. He hoped that, by taking full advantage of the preferential policies under the ASEAN-China FTA and the well-developed logistics of Linyi, enterprises of both sides could explore and enlarge their shares in each other’s market, so as to further promote the development and upgrading of ASEAN-China economic and trade relations. Mr. Mouavixay also emphasised that economic cooperation had become a bright spot of the ASEAN-China win-win cooperation in the past decades with vast potentials and a broad future. Leaders of both sides had set the target for trade volume to reach USD1 trillion by 2020 and a growth of two-way investment up to USD150 billion in the coming eight years. Acting as the only inter-governmental organization

and a centre staffed by both China and ASEAN Member S ta tes , ACC will play an active role in matching competitive industries and facilitating bilateral trade by setting up a reliable and efficient stage for exchange in trade and investment.

In his presentation, Deputy M a y o r B i a n F e n g s a i d t h a t Shandong Province has enjoyed close economic relations with ASEAN, and ASEAN was the second largest trade partner of Shandong Province with a total trade volume of USD 30.9 billion in 2013. Linyi i s the la rges t city of Shandong Province and accommodates the largest market cluster in China. Thanks to its advantageous geographic location, easy access to all traffic means and highly efficient logistic system, the city has become the biggest wholesale market in Northern China. Mr. Bian further pointed out that Linyi would be an ideal platform to showcase ASEAN products once the Trade Centre was completed. He emphasized Linyi’s sincere willingness to cooperate with ACC to set up the Trade Centre, which would speed up the internationalization of the city and contribute to the development of economic and trade relations between Shandong and ASEAN.

D u r i n g t h e v i s i t , A C C delegation also held talks with related governmental departments on business facilitation. Officials

from the administration of foreign exchange, foreign affairs office, customs, immigration, quarantine and tax bureau also provided substantial information at the meeting.

ACC delegation, accompanied by Ms. Yue Lijuan, Chairman of China Council for the Promotion of Internat ional Trade, Linyi Sub-Council, visited the Linyi Wholesale City, Linyi Conference and Exhibi t ion Centre , Linyi International Sourcing Centre, Linyi Import and Export Products Exhibition Centre, Linyi (Dry) Port and the International Trade Service Centre. It also took the opportunity to visit local enterprises such as Xingha i Technology Corporation and Luyuan Electric Vehicle Corporation with a view to exploring ACC’s role to help competitive Shandong’s enterprises invest in ASEAN Member States.

边峰副市长表示，山东与东

盟经贸往来密切，2013 年山东

与东盟贸易总额达 309 亿美元，

东盟已成为山东第二大贸易伙

伴。临沂是山东面积最大的市，

临沂商城是中国最大的市场集

群。临沂近海靠港临空，交通便

捷、物流发达，市场集群发展、

商品种类齐全，有“南有义乌，

北有临沂”的美誉，是东盟产品

进入中国市场的最佳平台之一。

临沂市政府将全力配合中心各项

工作，积极建设东盟产品展销中

心，为临沂市国际化注入新活力，

为促进山东与东盟的经贸发展做

Secretary-General Ma Mingqiang Participated in the 8th Pan-Beibu Gulf Economic Cooperation Forum and Delivered a Keynote Speech马明强秘书长出席第八届泛北部湾经济合作论坛并发表主旨演讲

On 15 May 2014, the 8th Pan-Beibu Gulf (PBG) Economic Cooperation Forum was held in Nanning, Guangxi Zhuang Autonomous Region. Around 500 participants including politicians, experts as well as scholars from China and ASEAN countries attended the event, and exchanged views on “joining hands to build the 21st century maritime silk road”. Mr. Peng Qinghua, Secretary of CPC Committee of Guangxi Zhuang Autonomous Region and Mr. Jiang Zhenghua, Vice Chairman of the 10th Standing Committee of the National People’s Congress (NPC) delivered the welcoming speeches. Mr. Chen Wu, Chairman of Guangxi Zhuang Autonomous Region, Ms. Gao Yan, Vice Minister of the Ministry of Commerce of China, Mr. Du Ying, Former Deputy Director of China National Development and Reform Commission, and Mr. Ma Mingqiang, Secretary-General of ASEAN-China Centre (ACC) delivered remarks respectively at the opening ceremony.

Secretary-General Ma Mingqiang in his remarks said that to build the 21st century maritime silk road and ASEAN-China community of common destiny was an important undertaking to elevate the relationship between China and neighboring countries, which was proposed by the Chinese new leadership to cope with the present situation, the latter was an important connotation to build the 21st century maritime silk road. The proposal would benefit the ASEAN Community to be realized by the end of 2015, hence contribute to the development of ASEAN. Building the 21st century maritime

silk road would provide a broader platform for PBG area of cooperation, and create more opportunities for PBG countries.

Secretary-General Ma also said that ACC would continue to serve as a facilitator of good neighborliness and mutual trust, an initiator of substantial cooperation and an advocator of friendship between ASEAN and China. Moreover, ACC would spare no effort to support the PBG economic cooperation, and work closely with the relevant parties to promote PBG cooperation and build maritime silk road.

PBG economic cooperation is a sub-regional cooperation under the overall framework between China and ASEAN. Since its launch in 2006, PBG Economic Cooperation Forum has been organized successfully in Nanning for 7 times, and become an important platform for promoting PBG economic cooperation. PBG cultural communication cooperation and creative seminar was also held during the event this year, aiming to further promote people-to-people connectivity and fully play a connecting role in establishment of PBG cooperation and maritime silk road.

东盟命运共同体是建设 21 世纪海上丝绸之路的重要内涵。这一倡

议有助于东盟共同体的建设，符合东盟自身发展的利益。建设 21

世纪海上丝绸之路将为泛北部湾区域合作提供更宽阔的发展空间，

也将为泛北部湾各国提供先行先赢的发展机遇。

On 17 June 2014, Secretary-General Ma Mingqiang of ASEAN-China Centre (ACC) met with Dr. Laohoua CHEUCHING, Deputy Director General of Foreign Trade Policy Department, Lao Ministry of Industry and Commerce at ACC.

Secretary-Gerenal Ma briefed Dr. Laohoua on ACC’s efforts and work plans in promoting trade and investment, and elaborated in details on its initiative of establishing ASEAN Products Trade Centers in China and promote two-way investment through ASEAN-

China Investment Consortium. He also expressed special thanks for Lao government’s support, in particular, in dispatching Mr. Mouavixay Palee, a competent official of Lao Ministry of Industry and Commerce, to ACC as Deputy Director of Trade and Investment Division. Secretary-Gerenal Ma further pointed out, as the only inter-governmental organization, ACC would play an active role in matching competitive industries of both sides and facilitating bilateral trade and two-way investment between ASEAN and China.

Dr. Laohoua congratulated ACC on its great achievements under the leadership of Secretary-General Ma in the past years and highly appreciated ACC’s efforts to promote the pragmatic cooperation in the areas of trade and investment between ASEAN and China. He also emphasized that as top priorities of upgrading ASEAN-China FTA, more investment in less-developed ASEAN countries and SMEs’ capacity building projects would further consolidate ASEAN-China win-win cooperation, which deserves more attention and support from the governments of both sides. Secretary-General Ma Mingqiang Visited Shandong Province to Promote Trade and Investment Cooperation with ASEAN

From 5 to 8 June 2014, Secretary-General Ma Mingqiang of ASEAN-China Centre (ACC) made an official visit to Linyi City and Tai’an City, Shandong Province, at the invitation of the China Council for the Promotion of International Trade, Shandong Committee (CCPIT Shandong) and CCPIT Linyi. The objectives of the trip were to strengthen the cooperati on ontrade and investment between ASEAN countries and Shandong Province, and to push forward internationalization process of Linyi City, where the biggest commodity market in Northern China is located. At his meeting with Mr. Wei Huaxiang, Deputy Mayor of Linyi City, Secretary-General Ma briefed the Shandong side on ACC’s efforts and work plans in promoting trade and investment between ASEAN and China. He hoped that, by taking advantage of the preferential policies under the ASEAN-China FTA and the comparative advantage and the economic complementarity between ASEAN and Shandong, enterprises of both sides might readily enlarge their shares in each other’s market, and thereby created a broader space for trade and economic cooperation between ASEAN and China for mutual benefits and common development. He pointed out the

profitability of focusing on the key potential areas of cooperation such as agriculture, seafood and seaweed farming, timber and rubber industries, mining and handicraft. He laid stress on the paramount importance of after-sales service to ensure the sustainable market of agricultural machinery in ASEAN countries. Secretary-General Ma also gave advice on Shandong’s investment mission to Indonesia. In conclusion, he pledged that ACC would take concrete steps in matching competitive industries and facilitating bilateral trade and investment between ASEAN and Shandong. During the visit, Secretary-General Ma held talks with local officials and hoped that both Shandong and Linyi would create a more favorable environment for the convenience and welfare of resident ASEAN traders. The Shandong side expressed its enthusiasm to embrace more ASEAN business people to set up shops and make purchases in the Province. Linyi City expected ACC to help invite the ASEAN officials to attend the China Linyi International Trade and Logistics Fair and the ASEAN-China Trade and Investment Forum to be held in October 2014. In Linyi, Secretary-General Ma went on an inspection tour of the selected sites of the proposed ASEAN Products Trade Centre located in the Linyi Wholesale City. Secretary-General Ma also paid visits to two privately-owned enterprises with interests to develop markets and make investments in ASEAN countries. This visit marked the deepening of the t ies of ACC with Shandong Province in jacking up trade and investment between ASEAN and China.

Beijing ASEAN Students' Games 2014 Kicked Off第二届北京东盟留学生运动会开幕

Sponsored by ASEAN-China Centre(ACC), the 2nd Beijing ASEAN Students’ Games 2014 (BASG) kicked off on 19 April 2014 at Beijing Language and Culture University (BLCU). More than 500 student athletes from 8 ASEAN countries namely Indonesia, Laos, Malaysia, Myanmar, the Philippines, Thailand, Singapore and Viet Nam attended the opening ceremony. Among the attendees of the opening ceremony were ACC Secretary-General Ma Mingqiang, H. E. The Chairman of the Organizing Committee, also a student from Indonesia, Mr. Nico Andrean said the Games were aimed at strengthening friendship among ASEAN students in Beijing. He thanked all the distinguished guests for encouraging the students by attending the opening ceremony and expressed his gratitude to the kind support from ACC and preparation of organizing the BASG by the students for the past two months.

Secretary-General Ma in his short message conveyed his utmost delight to see the exuberance and

vigor of all the students. He said ACC had been supporting activities for ASEAN students in China to help enhance friendship and foster ASEAN identity among ASEAN students. He emphasized that the BASG 2014 was a meaningful event and 2014 was a special year, because it was the first year following the celebration of the 10th Anniversary of ASEAN-China Strategic Partnership and had been announced by the leaders of ASEAN and China as the "ASEAN-China Cultural Exchange Year", and the ASEAN Community would be established by the end of 2015. He hoped that the students would play important roles in the future, in building a better ASEAN Community and in promoting ASEAN-China good-neighborliness relations.

Secretary-General Ma Mingqiang Met with Deputy Director-General of Foreign Affairs Office of Shandong Province

On 30 June 2014, Secretary-General Ma Mingqiang met with Ms. Li Rong, Deputy Director-General of the Foreign Affairs Office of Shandong Provincial People’s Government (SDFAO).

Secretary-General Ma Mingqiang briefed Ms. Li Rong on ACC’s efforts to promote functional cooperation in trade, investment, education, culture and tourism between ASEAN and China since its founding in 2011. He hoped that enterprises of both sides will benefit from the fast developing ASEAN-China relations by capitalizing on the comparative advantage and the economic complementarity between ASEAN and Shandong, and in return contribute to consolidate the foundation for broader trade and economic cooperation between ASEAN and China for mutual benefits and common development. Secretary-General Ma said Shandong is very strong in agriculture, industry and fishery. These are the areas from which Shandong enterprises can benefit most. He also said the agricultural equipment manufactured in Shandong Province can be very competitive in most of the ASEAN Member States. Secretary-General Ma also encouraged the Shandong side to join in ACC’s activities.

After reiterating the Provincial Government’s readiness to strengthen cooperation with ASEAN countries, Ms. Li Rong hoped ACC could assist in organizing an official trip for ASEAN Ambassadors to Shandong when the time is convenient. The purpose of the trip is to enhance mutual understanding and explore cooperation opportunities.

The athletes and guests were entertained by traditional performances showcased by the students from Indonesia, Malaysia, and Viet Nam.

To mark the opening of the BASG 2014, a torch was lit and carried along the running track by the athletes representing the participating countries.

The slogan of BASG 2014 “Unity Through Sports” symbolized the shared expectations of all the ASEAN students participating in the games. It was hoped the Games could promote unity, solidarity, enhance friendship and ASEAN identity among them.

The Myanmar-China Partnership Workshop on Vocational Education was held on 5 May 2014 in Yangon, Myanmar. The Workshop was organized by ASEAN-China Centre (ACC) and supported by the Myanmar Ministry of Science and Technology (MOST), the Chinese Embassy in Myanmar, and the Myanmar Embassy in China. 12 Chinese vocational colleges from Beijing, Guangxi, Henan, Hunan, Jiangsu and Zhejiang, 15 education institutions across Myanmar, including 4 technological universities, 4 government technological institutes, 7 government technical high schools and the Department of Technical and Vocational Education of MOST took part in the workshop. Representatives from both sides showed great enthusiasm in the whole-day event and expressed their appreciation to ACC for

(Indonesia), BVSA (Viet Nam), SSA BEIJING (Singapore), TSAB (Thailand), AMSIB (Malaysia), Myanmar Students Association, PCFC (the Philippines), and Laos Students Association in Beijing.

BASG 2014 was held on the weekends from 19 April to 18 May 2014. Hundreds of ASEAN students competed in 10 items like track and field, basketball, volleyball, football, tennis, table tennis, bowling, chess, and snooker.

bringing together Tertiary Vocational Education Training (TVET) executives from Myanmar and China. They believed that the workshop was a milestone for both sides to further enhance their cooperation. The successful and fruitful workshop resulted in 19 bilateral MoUs among them.

H.E. Aung Kyaw Myat, Deputy Minister, and Dr. Zaw Win, Director General of the Department of Technical and Vocational Education of MOST expressed in their remarks their appreciation to ACC and warmly welcomed the Chinese delegation. They pointed out that vocational education offered a solution to many of the challenges Myanmar faced and lauded the workshop a milestone in strengthening bilateral cooperation between Myanmar and China. Mr. Wang Daoyu, Deputy Director of the Education, Culture and Tourism Division of ACC elaborated on ACC's efforts in promoting and facilitating education cooperation between ASEAN countries and China. He also emphasized the importance of enhancing people-to-people exchange via education and encouraged more Myanmar students to study in China. Mr. Shen Shijiang, Council Chairman of the Jiangsu Institute of Commerce expressed on behalf of the Chinese delegation his sincere gratitude to the organizers for providing this platform, and introduced the development of Chinese vocational education. He stated that the Chinese vocational institutions were ready to start functional cooperation with Myanmar counterparts.

Mr. Wang Daoyu, together with Mr. Chen Jiquan, Chairman of Zhejiang Yalong Educational Equipment Joint-Stock Co. Ltd., an ACC partner, donated to the MOST a vocational training equipment worth of 300,000 RMB and offered training opportunities.

校东盟行缅老柬访问团在缅甸访问。此次访问得到了缅甸科学技术部、

中国驻缅甸使馆和缅甸驻华使馆的大力支持和协助。代表团拜访了中

国驻缅甸使馆，举办了为期一天的中国—缅甸职教合作洽谈会，访问

了丁因技术大学和伊瓦玛政府技术高中，并与缅甸国际贸易促进会和

中国—缅甸友好协会进行了餐叙。

中国驻缅甸使馆陈辰临时代办代表杨厚兰大使对中国—东盟中心

组织此次代表团访问缅甸表示热烈欢迎，认为此访正当其时。他说，

缅甸目前百废待兴，急需各种技术人才，政府即将出台开放外资办学

法规，中国院校与缅方合作大有可为，大使馆可将中国院校合作意向

与缅方相关方沟通。陈辰代办还希望中国相关院校能为缅甸培养急需

的传媒专业人才，并对现有从业人员进行培训，更新其专业知识。

缅甸科学技术部对此次中缅职教合作洽谈会高度重视，从缅甸全

国各地组织了 4 所技术大学、4 所政府技术学院（专科）以及 7 所政

Vice Minister Aung Kyaw Myat in his opening speech hailed the workshop as a milestone between China and Myanmar, and a great contribution for the development of vocational education in Myanmar. Director General Dr. Zaw Win of the Department of Technology and Vocational Education of MOST, and Deputy Director General Win Maw Tun attended the meeting and stated that Myanmar was in an important transition period, facing a number of challenges in the wake of ASEAN integration and establishment of an ASEAN Economic Community by the end of 2015. They considered the vocational technical education as an important part of the solution to the many challenges faced by Myanmar. They were also looking forward to any assistance from China to develop Myanmar's vocational technical education. During this visit, ACC donated an equipment and training set provided by Zhejiang Yalong Educational equipment Jiont-Stock Co., Ltd, which was warmly received by Deputy Minister H. E. Aung Kyaw Myat on behalf of MOST.

Currently, besides vocational education institutions, Myanmar has 33 technical universities, 25 computer universities, 3 government technical colleges (undergraduate), 11 government technical colleges (junior) and 36 government technical high schools, and 18 central government departments conducting vocational technical colleges and training centres in their respective fields. Participants of partnership workshop were mainly from engineering and technical colleges.

Through in-depth exchanges, Chinese vocational colleges and its counterparts from Myanmar have learnt about each other's strengths and weaknesses, as well as needs. To further promote the partnership, they signed 19 MoUs on scholarships programme, students mobility, teachers exchange, teachers training, courses cooperation, students practice and equipments and facilities sharing. At the Technical University (Thanlyin), Chinese colleges signed 6 MoUs with the university. Altogether, 25 MoUs were signed during the two-day visit to Myanmar.

The Chinese delegation were briefed about the general education

systems and policies by Acting President Kay Thi Lwin and President U Myat Ko of the Technical University (Thanlyin) and Government Technical High School (Ywarma). During the Workshop, both sides also learned about the needs of the Myanmar colleges and look forward to the support from Chinese counterpart, and visited teaching training facilities.

During the working lunch, Chief Representative of Myanmar Council for Promotion of International Trade (MCPIT), Mr. Liu Wei elaborated on the national condition of Myanmar. He highlighted the enormous potential and economic opportunities in Myanmar, abundant human resources and need for technical assistance. Mr. Wen Weili of China-Myanmar Friendship Association (CMFA) brief on the work of CMFA since it was established in 2011, and expressed the willingness to provide an assistance and exchange cooperation in education to Myanmar. Mr. Wang Daoyu, Deputy Director of Education, Culture and Tourism Division of ACC, discussed with representatives from MCPIT and CMFA and hoped the two organizations could provide assistance in organizing Myanmar teachers to be trained in China as well as facilitating equipments and other facilities to Myanmar. The two organizations expressed their willingness to support the work of ACC and looked forward to visiting ACC, to seek and discuss other potential areas of cooperation.

The Visit of Chinese Vocational Colleges’ASEAN Tour to Myanmar Well Received中国高职院校东盟行访问缅甸成果丰硕

From 5 to 6 May 2014, ASEAN-China Centre (ACC) organized a visit of the Chinese vocational colleges delegation to Myanmar. The visit was supported and assisted by the Myanmar Ministry of Science and Technology (MOST), the Chinese Embassy in Myanmar, and the Myanmar Embassy in China. During the two-day visit, the delegation took part in the one-day Partnership Workshop on Vocational Education between Myanmar and China, visited Technical University (Thanlyin) and Government Technical High School (Ywarma) in Yangon, the Chinese Embassy in Myanmar, and a meeting with the Myanmar Council for Promotion of International Trade (MCPIT) and China-Myanmar

Friendship Association (CMFA).The Charge d’Affaires of the Chinese Embassy in Myanmar, Mr.

Chen Chen warmly welcomed the delegation and mentioned that, it was the right time to visit Myanmar, as the country was currently in urgent need of technical support and expertise to develop their vocational education. The cooperation between the two countries is expected to intensify following the new law and regulation on foreign education to be enacted by the Myanmar government. In the following session, experts from both sides introduced to each other their respective TVET system, including development, challenges and opportunities. Some of the Chinese vocational colleges also made brief introduction and committed to providing scholarships to Myanmar students to study at their institutions.

During the networking session “College Presidents Round-table Conference”, the Myanmar participants were eager to enhance bilateral cooperation and collaborations with Chinese vocational colleges. They also conversed with the Chinese delegations and discussed ways to further cooperation in students exchange, teaching staff exchange and joint programs. The vocational institutions from both sides concluded 19 Memorandums of Understanding for future cooperation.

The Chinese delegation also visited Technical University (Thanlyin) and Government Technical High School (Ywarma) in Yangon.

开幕式后，王道余副主任和浙江亚龙教育装备股份有限公司陈继

权董事长向缅甸科学技术部捐赠了一套价值 30 万元人民币的教育培训

设备，并提供赴华培训机会。

随后，双方专家介绍了各自职业技术教育与培训体系及发展情况、

机遇和挑战。部分中国高职院校分别介绍了各自院校情况，并承诺向

缅甸学生提供奖学金到本校学习。

随后举行的院校长圆桌会议上，缅甸职业技术院校表达了与中国

高职院校进行双边合作的强烈意愿，探寻在学生、教职员工交流及合

作项目等方面的合作机会。

中国高职院校代表团在缅甸还访问了仰光地区的 Thanlyin 技术大

学和 Ywarma 政府技术高中。




2014 年 5 月 8 日至 9 日，由中国—东盟中心组织的中国高职院校

东盟行缅老柬访问团在老挝访问。此次访问得到了中国驻老挝使馆、老

挝驻华使馆和老挝教育体育部的大力支持和协助。代表团参加了为期一

天的中国—老挝职教合作洽谈会，访问了巴巴萨技术学院、老德技术学

校、老挝理工学院和老挝苏州大学。老挝驻华大使馆教育官员、一等秘

书达拉萨克全程陪同访问。

老挝教育体育部对此次中老职教合作洽谈会高度重视，从老挝全国

各地组织了 12 所技术学院、技术高中以及老挝理工学院的校长、副校

长前来参加洽谈会。教育体育部副部长森马尼在开幕式上发表了热情洋

溢的讲话，号召老挝院校向中国院校学习，并与中国院校开展合作，为

老挝经济社会建设培养更多合格的工程技术人员。教育体育部技术与职

业教育司副司长普米莱全程参加会议，希望在职业技术教育发展上得到

中国的帮助。中国—东盟中心向老挝教育体育部承诺捐赠由浙江亚龙教

育装备有限公司提供的教学设备和提供培训机会。森马尼副部长代表教

育体育部接受了捐赠。

根据老挝现行职教体制，老挝教育体育部负责管理技术学院、老挝

理工学院以及技术高中，劳动与社会事务部负责管理职业技能培训中心

和职业资格证书。近期，老挝政府通过建立国家资历框架，使正规教育

与职业培训得以很好的结合与沟通，更好地促进人力资源开发。老挝政

府高度重视职业技术教育，将其作为国家社会经济发展的重要突破口，

特别强调培养大批合格的技术工人，为正在高速增长的老挝经济提供可

持续性保障。代表团中无论是以工程、技术类专业为主的院校，还是以

农业和旅游类专业为主的院校，均找到对口院校，进行了合作洽谈，有

的还在预定行程之外临时安排了专程参访。

The Visit of Chinese Vocational Colleges’ ASEAN Tour to Laos Achieved Success中国高职院校东盟行访问老挝获得圆满成功

From 8 to 9 May 2014, ASEAN-China Centre (ACC) organized a visit of the Chinese vocational colleges’ tour to Laos. The visit was supported by the Chinese Embassy in Laos, the Embassy of Laos in Beijing and the Ministry of Education and Sports (MOES) of Laos. During the two days, the delegation participated in the whole-day partnership workshop on vocational education, and visited Pakpasak Technical College, Lao-German Technical school, Polytechnic College in Vientiane and Soochow University in Laos. Mr. Darasack Ratsavong, First Secretary and Education officer of the Embassy of Laos in Beijing accompanied the delegation.

事件，并对于中缅职教合作寄予厚望。科技部技术与职业教育司司长

佐温博士和副司长温莫吞全程参加会议，并表示缅甸正经历一个重要

的转型期，以应对东盟一体化的影响和 2015 年东盟经济共同体的建

成，而职业技术教育是缅甸面临的众多挑战的解决方案，希望在职业

技术教育发展上得到中国的帮助。中国—东盟中心向缅甸科技部承诺

捐赠由浙江亚龙教育装备有限公司提供的教学设备和提供培训机会。

昂觉密副部长代表科技部接受了这项捐赠。

根据缅现行职教体制，除科学技术部下属的 33 所技术大学、25

所计算机大学、3 所政府技术学院（本科）、11 所政府技术学院（专

科）以及 36 所政府技术高中以外，还有 18 个中央政府部门举办各自

行业的职业技术学院和培训中心。此次洽谈活动参与方主要以工程、

技术院校为主。

中国高职院校与缅方院校通过深入交流，对各自办学情况和合作

需求加深了了解，并达成和签署了 19 份合作谅解备忘录，内容涉及

提供奖学金、学生交流、教师交流、教师培训、课程合作、学生实习

和设备设施共享等。访问丁因技术大学期间，中方院校又与该校签署

了 6 份合作谅解备忘录，使访缅期间签署的合作文件达到了 25 份。

代表团在参访丁因技术大学和伊瓦玛政府技术高中时，分别听取

了郭蒂伦代理校长和吴密果校长介绍的学校基本情况，了解了其对于

与中国合作的需求和期待，并参观了学校的教学和实训设施。

在与缅甸国际贸易促进会和中国—缅甸友好协会餐叙时，贸促会

驻京首席代表刘伟对缅甸国情进行了详细的介绍。他特别强调了缅甸

飞速发展的经济、潜在的丰富人力资源和技术培训领域的巨大潜力。

中缅友好协会工作人员文微粒介绍了 2011 年协会重建以来进行的相

关工作，并表示愿意为中缅教育领域合作交流提供协助。中国—东盟

中心教育文化旅游部副主任王道余与贸促会和友协人员进行了工作交

流，希望两机构在组织缅甸教师赴华进修以及向缅甸教育机构赠送设

备设施等方面提供咨询和协助。两机构人员均表示愿意协助，并希望

其负责人有机会拜会中国—东盟中心秘书长，进一步探讨其他领域的

合作。

The government of Laos pays enormous attention to the partnership workshop on vocational education between China and Laos, which was participated by 12 technical colleges, technical high schools and polytechnic colleges from various parts of Laos. At the opening ceremony, the speech by Vice Minister Kongsy Sengmany of MOES called on the colleges to learn from China's experience, work together, to improve their skills, hence, able to contribute to the social&economic development of Laos. Mr. Phouvient Phoumilay, Deputy Director-General of Technical and Vocational Education Department (TVED), Ministry of Education and Sports of Laos at the opening ceremony said that China's support in vocational technical education is highly appreciated. ACC donated an equipment and training set provided by Zhejiang Yalong Educational equipment Joint-Stock Co.Ltd to Vice Minister Kongsy Sengmany on behalf of MOES.

Under the current law and regulation of Laos, the MOES is responsible for the technical colleges, Laos Polytechnic University and technical high schools, while the Ministry of Labour and Social Affairs (MLSA) is responsible for vocational training centre and vocational qualification certificate. The Lao government pays a lot of attention to the development of vocational technical education, which is considered as an important breakthrough for the nation's social and economic development. More importantly, a sustainable supply of qualified-skilled workers will guarantee a rapid development of the Lao economy. All the colleges of the Chinese delegation had met their suitable counterparts and discussed many possible

areas for cooperation, and some of them have for agreed to conduct special visits to follow up the partnership workshop.

After in-depth discussion, all the colleges from both side learned about each other's education policies and systems, their needs, and signed altogether 32 MoUs. The contents of the MoUs included the commitments of the Chinese Colleges to provide scholarship, student exchange programme, teacher communication, teacher training, course cooperation, student practice and facilities sharing. During the visits, the delegation was briefed by President Saykham Phanthavong and Vice President Koukeo Phommavongsa of Pakpasak Technical College and President Phongsavath Ouanpomany of Lao-German Technical School about their expectation of cooperating with their Chinese counterpart. Later, the delegation visited the teaching and training facilities of the two institutions. Afterwards, the Chinese colleges signed 12 MoUs with the two institutions.

The delegation also paid a courtesy visit to the Chinese Embassy in Laos, and Charge d’Affaires Wu Zhiwu on behalf of the Chinese Ambassador Guan Huabing expressed the willingness to provide assistance to facilitate the cooperation and exchange on vocational education between China and Laos.

The delegation also visited Soochow University in Laos, which is the first Chinese higher education institute set up abroad in July 2011 approved by the Ministry of Education of China and government of Laos. The delegation received a warm welcome and learned about the history of its establishment, long-term development plan by Director Chen Mei of the President's office.

当其时。当前老挝经济发展迅速稳定，百业待举，急需各级各类技术人

才，中国高职院校与老方合作大有可为。在听取了代表团各院校领导介

绍本校情况、访问感受和合作意向后，吴志武临时代办表示，各院校眼

界开阔，立意深远，有为中老合作与友谊奉献的精神，使馆深表感谢。

他希望各院校借助各中资机构、在老孔子学院和即将成立的中国文化中

心，实现互利共赢，使馆将为各院校进一步合作提供坚实的后盾。

代表团还参访了老挝苏州大学（Soochow University in Laos）。

该校成立于 2011 年 7 月，是中国教育部批准的由中国高等学校在境外

举办的第一所高等教育机构，也是老挝政府批准在老设立的、由外资投

入创办的第一所高等教育机构。代表团在老挝苏州大学受到了汪解先副

校长和全体工作人员的热烈欢迎，并听取了校长办公室陈美主任介绍学

校的创办历程、远景规划和发展现状。据介绍，学校主校区首期建设将

于 2015 年竣工，届时将具有容纳 1000 名在校生的能力。在 10-20

年建设后，学校将达到在校生 5000 人的规模。目前学校已开设国际经

济与贸易、国际金融、计算机科学与技术、中文 4 个本科专业，今后将

逐步增设管理、法律、矿产、机电、临床医学等专业，最终涵盖各大学

科门类。初期采用 1+3 的教育模式，第一年在老挝学习汉语，后三年

在苏州大学用汉语学习。第三届学生即将于近期前往苏州。代表团团长、

江苏经贸职业技术学院副书记沈世江表示希望老挝苏州大学能够设立职

业技术学院，与国内高职院校合作，共同推动中国高等教育机构在老办

学。汪解先副校长表示，他期待着国内高校和企业参与老挝苏州大学的

建设，并愿意为他们开拓在老挝的高等教育市场提供协助。

2014 年 5 月 12 日至 13 日，由中国—东盟中心组织的中国高职院

校东盟行缅老柬访问团在柬埔寨访问。此次访问得到了中国驻柬埔寨大使

馆、柬埔寨驻华大使馆、柬埔寨教育青年体育部和柬埔寨劳工与职业培训

部的大力支持和协助。代表团参加了为期半天的中国—柬埔寨职教合作洽

谈会，访问了柬埔寨王家理工学院和 JVC 技术学院并签署了校际合作谅

解备忘录，与柬埔寨教育青年体育大臣进行了会谈，并拜访了中国驻柬埔

寨大使馆。

柬埔寨劳工与职业培训部对此次中柬职教合作洽谈会高度重视，组

织了金边地区 7 所理工学院、技术学院、技术学校和技术培训中心的校长、

副校长前来参加洽谈会。劳工与职业培训部职业技术教育与培训司司长劳

西姆在开幕式上，对中国高职院校东盟行代表团访问柬埔寨表示热烈欢迎。

他说，近年来，柬埔寨第一产业从业人数逐渐减少，第二和第三产业从业

人数逐渐增加。这使得为新增劳动力提供技能成为一个重大的挑战。据统

计，柬埔寨每年有 23 万基础教育的毕业生不具备任何技能或者技能低下。

随着工业化步伐的加快，技能培训显得极为重要。柬埔寨当前面临的主要

挑战是教育培训质量低下，包括课程缺乏更新、设备陈旧等问题。他希望

通过与中国高职院校的合作，提高柬教育培训质量。

为期半天的中国—柬埔寨职教合作洽谈会上，代表团了解了柬埔寨

职业教育的基本情况、改革举措和以及合作需求。据悉，柬埔寨劳工与职

业培训部负责全国的职业技术教育与培训。目前，在柬埔寨全国 24 个省

份有各级各类职业教育与培训机构 38 所。2013 年，公立培训机构为 9.1

万人次提供了各类培训，非政府组织的短期培训项目培训 1000 人次，大

型服装企业等培训大约 2.5 万人次，此外，小企业估计在家庭生意中培训

3 万人次，还有 8 万人次通过学徒关系自费接受培训。职业技术教育与培

训被视为柬埔寨经济的推进器。职业技术教育与培训一方面可以为边远贫

困地区的贫困人群提供技能培训以脱贫，另一方面则可以为企业培养掌握

高级技能、有适应能力的劳动力。近年来劳动与职业培训部制定了 14 项

相关政策，得到了全国培训理事会的批准，大大促进了柬埔寨职业技术教

育的发展。

代表团 12 所院校中无论是以工程、技术类专业为主的院校，还是以

农业和旅游类专业为主的院校，均找到对口院校，进行了合作洽谈。通过

洽谈，相互了解了各自办学情况和合作需求，并达成和签署了 30 份合作

谅解备忘录，内容涉及提供奖学金、学生交流、教师交流、教师培训、课

程合作、学生实习和设备设施共享等。

The Visit of Chinese Vocational Colleges’ ASEAN Tour to Cambodia Well Received中国高职院校东盟行访问柬埔寨获得圆满成功

From 12 to 13 May 2014, a delegation of Chinese vocational colleges visited Cambodia, organized by ASEAN-China Centre (ACC), supported by the Chinese Embassy in Cambodia, Cambodian Embassy in China, the Ministry of Education, Youth and Sports of Cambodia (MEYS), and the Ministry of Labour and Vocational Training of Cambodia (MLVT). The delegation participated in the half-day China-Cambodia Partnership Workshop on Vocational Education, visited the Royal Polytechnic College of Cambodia and JVC Technical College, signed MoUs on inter-college cooperation with its counterparts, met with the Minister of MEYS, and paid a courtesy call to the Chinese Embassy in Cambodia.

The MLVT emphasized the importance of the China-Cambodia partnership workshop on vocational education, which was participated by 7 polytechnic colleges, technical colleges and skilled training centers from Phnom Penh. Director General Laov Him, Department of Vocational Education and Training, MLVT, in his opening remarks stated the significant importance of promoting skilled labour to keep up with the pace of industrialization. The challenges that Cambodia is facing included the lack of high quality education training facilities, courses that were not updated, and inadequate facilities. Nevertheless, Laov Him said that he was confident the cooperation between Cambodian and Chinese vocational colleges would gradually improve the quality of the education training in Cambodia.

During the workshop, the Chinese delegation learned about the development of vocational education in Cambodia, reform measures and its needs. MLVT oversees the development of the National Vocational Technical Education and Training (VTET), which is considered as the propellers of the Cambodian economy and supports the country's effort to eradicate poverty by providing training programs for the needy people to be employed in various enterprises. The 14 related policies by MLVT which had been approved by National Training Board supported the development of vocational technical education of Cambodia.

All of the 12 colleges from China met with their counterparts and discussed many areas of cooperation. Altogether, 30 MoUs were signed between Chinese and Cambodian colleges. The contents of the MoUs included commitments by the Chinese colleges to provide scholarships, student exchange programme, teacher communication, teacher training, course cooperation, student practice and facilities sharing.

During the visit, the delegation was also briefed by President Bun Phearin of the Royal Polytechnic College and President Sim Sorin of JVC Technical College about their respective institutions' expectations of cooperating with Chinese colleges. The delegation visited the teaching and training facilities of the two institutions, and pledged to further their cooperation with the Cambodian colleges.

The delegation paid a courtesy call to Minister Hang Chuon Naron of MEYS and was briefed on the development of education in Cambodia, and highlighted the current challenges and task, which was to improve the enrollment rate and completion rate of middle school, and insert life-skill education courses into ordinary middle schools. In this regard, the Minister sincerely hoped that Cambodia can learn from China's experience. Mr. Shen Shijiang, Head of delegation, Deputy Secretary of Commission of Jiangsu Institute of Commerce responded to the Minister's call and pledged to further strengthen the understanding and bilateral cooperation between vocational education and training institutions, thus, contributing to the social economic development of Cambodia.

During the delegation's visit to the Chinese Embassy in Cambodia, Mr. Cheng Hongbo on behalf of the Chinese Ambassador pledged to support the undertaking of ACC in promoting education cooperation between Chinese and Cambodian colleges.

Cambodia was the last stop of Chinese vocational colleges’ ASEAN tour. Through the three-nation ASEAN tour (Cambodia, Laos and Myanmar), the delegation of 12 Chinese vocational colleges met high officials in charge of VTET of the three nations, discussed with 34 vocational technical colleges, signed altogether 99 MoUs, enhanced their understanding on vocational technical education and training condition and the needs of ASEAN Member States. This tour also provided confidence for the Chinese colleges to participate in education exchange programs in many fields. All the colleges expressed their willingness to support the establishment of ASEAN-China VTET cooperative alliance, strengthen research on ASEAN-China VTET, promote international exchange programs for Chinese colleges, branding of Chinese vocational education, service to the needs of the ASEAN Member States.

任务是提高初中阶段的入学率和完成率，并探索在普通初中课程中加入生

活技能教育。他希望在这方面向中国学习有关经验。代表团团长、江苏经

贸职业技术学院副书记兼纪委书记沈世江先生介绍了代表团访问的情况，

对韩春那洛大臣的询问作了初步回应，并表示将进一步加强两国职业技术

教育与培训机构的了解与合作，为中国和柬埔寨经济社会发展做出贡献。

代表团拜访中国驻柬埔寨大使馆时，政治处主任程洪波代表布建国

大使对中国—东盟中心组织此次代表团访问柬埔寨表示热烈欢迎，认为

正当其时。他说，中柬政治关系稳定，当前柬埔寨国内局势虽有微小波澜，

但经济发展迅速而稳定，百业待举，急需各级各类技术人才，且涉外办

学政策开放，中国高职院校大有可为。在听取了代表团各院校领导介绍

本校情况、访问感受和合作意向后，程洪波主任表示，各院校愿意为中

柬合作特别是人文交流做一些工作，使馆深表感谢。他希望各院校借助

各中资机构、在柬孔子学院和正在拟议中的中国文化中心，实现互利共赢。

他表示，驻柬使馆将为中国—东盟中心和各院校在柬开展进一步合作提

供坚实的后盾。

柬埔寨是此次中国—东盟中心组织的“中国高职院校东盟行”缅老

柬访问团的最后一站。通过对缅甸、老挝和柬埔寨三国的访问，12 所参

团院校拜访了三国政府职业技术教育与培训的主管部门高官，与 34 所职

业技术院校进行了洽谈，签署了 99 份合作谅解备忘录，增强了对东盟国

家职业技术教育与培训现状和合作需求的了解以及在该领域开展合作与交

ACC Organized a Working Visit to Zhejiang Province for ASEAN Embassies and Consulates中国—东盟中心举办“东盟国家驻华使领馆教育官员浙江行”活动

From 27 to 30 May 2014, ASEAN-China Centre (ACC) organized a working v is i t to Zhejiang Province for ASEAN Embassies and Consulates in China. Six education officials from the Embassies of Laos, Myanmar, the Philippines, and Consulates General of Cambodia, Indonesia and Thailand in Shanghai joined the trip. The delegation visited Zhejiang Normal University (ZNU), a public universi ty, Zhej iang Yuexiu University of Foreign Languages (ZJYXUFL), a private university and Jinhua Polytechnic (JP), a public vocational college. The v is i t he lped the ASEAN officials understand educational development of Zhejiang Province and opportunities for students from ASEAN countries.

At ZNU, Mr. Yu Yongming, D e p u t y D i r e c t o r - G e n e r a l o f Zhejiang Provincial Department of Education, met with the delegates and briefed them on educational development , condi t ions and service of studying in Zhejiang, par t icu lar ly h ighl ight ing the provision of scholarships to ASEAN

s tudents . He sa id Zhej iang ' s booming economy benef i t ed the development of education, and universities and colleges in Zhejiang could offer considerable number of scholarships to ASEAN countries. ASEAN students could also work here after graduation, taking advantage of concentration of business such as the Yiwu International Commodity Market. He hoped that more s tudents from ASEAN countries could come and study in Zhejiang. Mr. Wang Daoyu, Deputy Director of Education, Culture and Tourism Division of ACC, said that China and ASEAN were promoting the Double 100,000 Student Mobility Goals by 2020, and Zhejiang is an important destination for ASEAN students. He further explained that the purpose of the working visit was to help ASEAN countries learn more about the advantages of education in Zhejiang Province, and to further promote educational e x c h a n g e b e t w e e n Z h e j i a n g Province and ASEAN countries.

In the morning of 28 May, the delegation paid a visi t to

ZJYXUFL, a private university that offers 9 foreign language courses, including English, French, German, Italian, Spanish, Russian, Arabic, Japanese and Korean with a total enrollment exceeding 10,000. Professor Ye Fangchun, President of ZJYXUFL, met with the delegation and talked about student exchange, offering ASEAN language courses such as Thai and Indones ian l a n g u a g e s , a n d e s t a b l i s h i n g institutional cooperative relations. The students from the Philippines, Yemen and the ROK shared their study and life in the university. The delegation visited both 2 campuses of the university, and were left wi th deep impress ion o f the advanced equipments and beautiful environment. They expressed their willingness to provide assistance for setting up courses of ASEAN languages and institutional links.

In the afternoon of 28 May and morning of 29 May, the delegation paid a visit to JP, which is listed as the first group of National Demonstration Vocational Colleges in China, with 11 colleges and schools, and more than 30,000 students. They visited the Medical Col lege , the Mechanical and Electrical Engineering College, a n d t h e To u r i s m a n d H o t e l Management College, and were surprised and encouraged by their advanced equipments, interactive teaching methods, and excellent skills demonstarted by the students. Mr. Hu Zhengming, Chairman of College Council of JP, and Ms. Yang Yan, Vice President of JP, met with the delegation, and exchanged views on teacher training, setting up

Chinese language training centre in Laos and ASEAN-China two-way student mobility. Chairman Hu said that JP had participated in events organized by ACC many times, especially the Chinese vocational colleges’ Tour to Myanmar, Laos and Cambodia in May 2014, and JP expected to cooperate more with ASEAN countries in vocational education. He also expressed that JP was willing to provide scholarships to ASEAN students. The delegation elaborated on the mutual demands of coopera t ion in vocat ional e d u c a t i o n b e t w e e n A S E A N and China, and expressed the willingness to assist JP to establish more connections with educational institutions ASEAN countries.

From the afternoon of 29 May to the morning of 30 May, the delegation visited ZNU, a key university of Zhejiang Province with 19 colleges and 63 specialties and the number of students of over 30,000. The delegation visited the Library, Science Museum, as well as the dormitory building for foreign students, and discussed with the leaders of the International Culture and Education College and the College of Humanities. The delegation also met and interacted with 20 ASEAN students who are studying in ZNU. Professor Wu Fengmin, President of ZNU, met with the delegation and introduced the strength and advantage of ZNU, its international collaboration and desires of deepening cooperation with ASEAN countries. President Wu said that African Studies in ZNU is a national leading subject, and he wished that the rich experience and

After one month of intense competition, the Beijing ASEAN Students' Games (BASG) 2014 was c losed on 18 May 2014. T h e c l o s i n g c e r e m o n y a n d presentation of award were held a t the Bei j ing Language and Cu l tu re Unive r s i ty (BLCU) . Around 400 ASEAN students attended the ceremony. Mr. Ma Mingqiang, Secretary-General of ASEAN-China Centre (ACC), Professor Wang Luxin, Vice President of BLCU, Mr. Zhao L i n g s h a n , D e p u t y D i r e c t o r -G e n e r a l o f I n t e r n a t i o n a l C o o p e r a t i o n a n d E x c h a n g e D e p a r t m e n t o f M i n i s t r y o f Education of China, H. E. Mrs. Erlinda F. Basilio, Ambassador of the Philippines to China, and other officials from the ASEAN embassies part icipated in the event, awarded student athletes prizes and were entertained by the students' traditional cultural performances.

During the four weekends of competition, more than 800 ASEAN students in Beijing took

part in 10 games namely, track and field, basketball, football, t a b l e t e n n i s , b a d m i n t o n , tennis, go chess and bowling. Secre ta ry-Genera l Ma in h is closing remarks said that the pu rpose o f BASG 2014 was not only to showcase popular A S E A N s p o r t s , b u t a l s o t o ra i se the l eve l o f awareness of "ASEAN ident i ty" among t h e A S E A N s t u d e n t s i n Ch ina . The s tuden t s bonded together and strengthened their f r i e n d s h i p d u r i n g t h e f o u r -week competition, that would add special memories to their studying life in China. BASG 2 0 1 4 a l s o s y m b o l i z e d t h e strong support of the Chinese government to ASEAN students. Deputy Director General Zhao Lingshan in his remarks was pleased to note the number of foreign students in China was s teadi ly increas ing in recent y e a r s , p a r t i c u l a r l y A S E A N students. He was confident that the “Double 100,000 Student Mobi l i ty Goals” as proposed

by the leaders of ASEAN and China would be realized before 2020. The Chinese government welcomes more foreign students t o s t u d y i n C h i n a , a n d i s committed to providing good studying and living environment f o r t h e m , a n d e x p e c t s t h e students' time in China could be worthwhile and pleasant. 羽毛球、网球、围棋、保龄球

等 10 项运动的比赛。比赛取得

了圆满成功，正如马明强秘书

长所说，运动会展现了东盟留

学生的体育精神，增强了东盟

各国留学生的东盟意识。学生

们收获了珍贵的友谊，给他们

的在华学习生活留下了美好的

回忆。运动会也体现出了中国

政府对来华留学生的大力支持，

教育部国际司赵灵山副司长指

出，几年来在华留学生日益增

多，其中东盟各国留学生增长

很快，中国和东盟领导人提出

的到 2020 年中国与东盟互派留

学生达到 10 万人的目标有望提

前实现。中国政府欢迎更多留

学生来华学习，愿为留学生提

供良好的学习和生活环境，希

望朝气蓬勃的留学生们度过美

好的在华学习时光，成为中国

与各国家间的友谊使者。




2014 年 6 月 5 日，由中国—

东盟中心与东南亚教育部长组

织（SEAMEO）联合发起，由

中国教育科学研究院承办的建

立中国—东盟教育科研网络协

调会暨《中国—东盟教育体制

与改革指南》编写研讨会在北

京会议中心召开。

上述三家合作机构项目工作

负责人以及 12 名来自文莱、柬

埔寨、印尼、老挝、马来西亚、

菲律宾、泰国、新加坡 8 国教

育部、教育科研机构及驻华使馆

教育官员共近 30 名代表参加了

会议。中国—东盟中心教育文化

旅游部主任荣叔男、东南亚教育

部长组织秘书长维塔亚博士和中

国教育科学研究院书记徐长发出

席开幕式并发表讲话。

此次会议的召开标志着“建

SEAMEO-China Education Research Network Initiated建立“中国—东盟教育科研网络”工作正式启动

东盟教育体制与改革指南》。

会议期间，各国代表就中

国—东盟教育研究网络的成员、

愿景、宗旨、活动机制等进行

了讨论，表示东盟国家内部目

前尚无此类机制，认为此时提

议成立该网络正当其时，对于

该网络的长期、有效运行提出

了期望，并一致推举中国教育

科学研究院担任《中国—东盟

教育体制与改革指南》编写工

作的总协调人。会议取得了圆

6 月 6 日，与会代表还参观

了中国人民大学附属小学、北

京市外事学校。

2014 年 5 月 27 日至 30 日，

中国—东盟中心举办了“东盟国家

驻华使领馆教育官员浙江行”活动。

主的私立大学，开设英、法、德、

意大利、西班牙、俄罗斯、阿拉伯、

日、韩等 9 种语言，在校学生 1

万多人。校长叶访春会见了代表团，

双方就学生交流、开设泰国等东盟

语言专业、开展校际合作等充分交

换了意见。来自菲律宾、也门、韩

国等国的留学生分享了在此学习

的感悟。代表团参观了学院的两个

校区，对其先进的设施、优美的环

境留下了深刻的印象，表示愿意推

荐本国学生前来就读，愿意牵线搭

桥为学院开设东盟国家语言及与

东盟国家院校合作提供帮助。

5 月 28 日下午及 29 日上午，

代表团访问了金华职业技术学院。

该学院是国家首批百所示范性高

职院校，包括理工、医学等 11 个

院系，开设 79 个专业的职业技术

学习，在校学生 3 万余人。代表

团参观了医学院、机电工程学院和

旅游管理学院，其设施先进，教学

方法注重学生就业和发展，学生技

能优秀，令代表团深受鼓舞。学院

书记胡正明和副校长杨艳会见了

代表团，双方就职业院校师资培训、

在老挝设立汉语培训中心事宜以

及留学生交流等领域交换意见。胡

书记表示，院领导多次参加中国—

东盟中心组织的活动，尤其刚刚随

中国—东盟中心组织的中国高职

院校东盟行团访问了缅甸、老挝和

柬埔寨，迫切期望与东盟国家开展

职业教育交流，并愿意提供相关奖

学金。代表团表示，东盟国家亟需

发展职业教育，中国职业教育发展

迅速，金华职业技术学院非常优秀，

愿意协助该校与东盟国家院校开

展充分的交流与合作。

5 月 29 日下午及 30 日上午，

代表团访问了浙江师范大学。浙

师大是一所以教师教育为主的多

学科省属重点大学，有 19 个学院

63 个专业，在校学生 3 万多人。

代表团参观了浙师大图书馆、校史

馆、博物馆、科技馆，考察了留学

生住宿条件，与浙师大国际文化与

教育学院、人文学院等院系进行了

座谈，并与在浙师大学习的 22 名

东盟国家留学生深入交流。校长吴

锋民教授会见了代表团，介绍了浙

师大在教师教育领域的实力和优

势，国际合作开展情况，以及与东

盟国家开展深入交流合作的愿望。

吴校长表示，浙师大非洲研究堪称

全国翘楚，长期承担教育部、外交

部和商务部的援非高层培训工作，

多次承担国家级与非洲相关会议

及项目，学校设有中非国际商学院，

建有非洲博物馆。吴校长说，浙师

大与非洲合作的丰富经验与成果

或许可以复制到与东盟合作中，欢

迎更多东盟学生来浙师大学习，欢

迎与东盟高校开展多层次的合作

交流，浙师大愿意提供奖学金等多

种形式的支持。代表团表示，浙师

大设施非常先进，教学紧密围绕学

生的发展，环境优美，尤其为留学

生提供了非常好的学习条件，他们

愿意推荐更多学生来此学习；同时

师范教育也是东盟许多国家亟需

开展的项目，希望在教师教育领域

加强合作。

通过此次访问，东盟国家驻

华使领馆教育官员比较深入地了

解了中国公立大学教育、私立大学

教育及高职院校情况，以及浙江教

育的优势和前景。三所高校也了解

到东盟国家在教育领域所想及所

需，表示将会更好地发挥优势，与

东盟各国开展学生交流、教师培训、

合作课程等多层面的交流合作。各

国使领馆官员和三所高校衷心感

谢中国—东盟中心为促进双方了

解所做的努力，表示将会珍惜这个

平台，进一步与中心保持沟通，共

同促进中国与东盟在教育领域的

交流与合作。

进中国－东盟双十万学生流动计

划的第九场专题活动。

The delegation expressed their willingness to recommend more students to study in ZNU and to strengthen cooperation in teacher education. The working visit to Zhejiang enables ASEAN education officers to learn more about the situation, s t r eng ths and advan tages o f education in Zhejiang Province, and connects them with local educaiton institutions. 浙江省教育厅副厅长于永明

会见了代表团成员，他介绍了浙江

省概况、教育发展情况以及浙江留

学环境与服务，尤其对浙江为东盟

国家提供的奖学金名额及标准作

了重点介绍。于永明副厅长表示，

浙江经济发达，教育发展很快，各

高校及职业院校为留学生提供了

充足的奖学金。依托义乌商圈优势，

很多东盟留学生毕业后留在义乌

等地工作，进一步促进了双方的交

流。他希望能有更多的东盟留学生

来到浙江学习。中国—东盟中心教

育文化旅游部副主任王道余表示，

中国与东盟正在推动到 2020 年双

方留学都达到 10 万人的双十万计

划，浙江经济和教育发达，是东盟

On 9 June 2014, a delegation of more than 60 delegates from Indonesian city governments, d i s t r i c t e d u c a t i o n o f f i c e s , technological universities and vocational high schools paid a visit to ASEAN-China Centre (ACC).

S e c r e t a r y - G e n e r a l M a Mingqiang had a meeting with the delegation and elaborated on ACC’s efforts in promoting cooperation and exchange in the five fields of trade, investment, education, culture and tourism between ASEAN countries and China. He said that the ACC led Chinese vocational colleges’ tours to ASEAN has covered almost all ASEAN countries, during which over 200 MoUs were signed, and that a ASEAN-China Network for Cooperation in TVET has come to shape with substantial concrete achievements. He pledged that ACC would continue to facilitate functional cooperation in education which would not only promote mutual understanding and upgrade functional cooperation in other areas between ASEAN and China, but also would be helpful to social and economic development of

respective countries. Dr. Gatot Priowirjanto, Head

of the Indonesian Delegation a n d D i r e c t o r o f S E A M E O -SEAMOLEC, said in his remarks that the trade relations between Indonesia and China are very closely, and that Indonesia needs to learn from China urgently to cultivate more skilled workers and technicians. He expected to continue the close cooperative relations between SEAMOLEC and ACC to promote functional cooperation in education. Mr. Tri Purnajaya, Director of Education, Culture and Tourism Division of ACC, moderated the event.

Fac i l i t a t ed by ACC, t he Indonesian delegation also visited Beijing Institute of Technology (BIT) earlier in the morning, to learn about international programs and international cooperation in BIT. The delegates exchanged with Vice President Zhao Changlu and other officials views on Indonesian students studying in BIT, jointly o f f e r e d p r o g r a m m e s , a n d institutional cooperation, among others. The SEAMOLEC signed a Letter of Intention on facilitating

Indonesian students to study in BIT. Mr. Wang Daoyu, Deputy Director of Education, Culture and Tourism Division of ACC, witnessed the signing ceremony.

T h e v i s i t o f I n d o n e s i a vocational education delegation was co-organized by ACC and S E A M E O - S E A M O L E C a s a follow-up activity to the Indonesian trip of the Chinese Vocational Colleges’ ASEAN Tour on 25-30 March 2014, with the aim of implementing the MoUs signed in Jakarta and Denpasar, and strengthening cooperation and exchange in vocational education between Indonesia and China. The delegation would also be headed for Nanjing, Taizhou and Wuxi of Jiangsu Province to pay visits to 5 vocational colleges.

东盟中心和马来西亚驻华大使馆共

同协办的“南洋艺境－马中建交 40

年青年文化活动”在中国—东盟中

心举办。200 余人参加此次活动。中

国—东盟中心教育文化旅游部主任

荣叔男，清华大学校友总会代表董力，

马来西亚驻华大使馆教育参赞林佑

穰，清华大学马来西亚校友会（筹

备会）兼南洋艺境工委会主席刘志

伟出席该活动并分别致辞。活动包

括画展、马来西亚艺术文化研讨会、

学生传统马来艺术表演。

荣叔男主任在致辞中表示，中

国—东盟中心一直致力于推动中国

与东盟国家间的贸易、投资、教育、

文化、旅游等领域的务实合作，也

取得了实质性成果。中马两国之间

文化相通，友谊源远流长。值此中

马建交 40 周年之际，举办“南洋艺

境”文化活动，有助于增进彼此间

的理解和认同，促进中马两国之间

的友谊稳定发展。

刘志伟在发言中表示，2014 年

也是值得中马两国人民共同思考如

何创造更美好未来的一年，希望通

过此次活动，以艺术作品、文化表演、

文化座谈及马来西亚历史文化展等

方式呈现“南洋艺境”，增进两国

人民对文化的相互认识和理解。

马来西亚留学生为观众呈现了

精彩的马来西亚特色表演，如婆罗

洲民族舞蹈、拉茶表演、弹唱马来

西亚创作歌曲及二十四节令鼓等。

在文化沙龙环节，沙巴艺术学院院

长杨忠勇博士作了《南洋艺术的发

展与趋势》学术讲座，北京首都师

范大学历史系宋燕鹏副教授作了《一

个中国华北人眼中的马来西亚华

人——文化互动的视角》学术讲座，

使大家进一步了解了中马间艺术与

文化的发展与差异。

ACC Held Activity to Commemorate the 40th

Anniversary of the Establishment of Diplomatic Relations Between China and Malaysia中国—东盟中心举办“南洋艺境——马中建交 40 年青年文化活动”

Artistic Conception of South Seas - the 40th Anniversary of the Establishment of Diplomatic Relations between China and Malaysia, a student activity organized by the Malaysian Alumni Association of Tsinghua University, co-sponsored by ASEAN-China Centre (ACC) and the Malaysian Embassy in Beijing, was held on 7 June 2014 at ACC. More than 200 participants attended the event. Mr. Tri Purnajaya, Director of Education, Culture and Tourism Division of ACC, Ms. Dong Li, representative of Tsinghua Alumni Association, Mr. Lim You Rang, Education Counsellor of the Malaysian Embassy, and Mr. Liew Chee Wei, President of Malaysian Alumni Association of Tsinghua University and Artistic Conception of South Seas Working Committee, participated in the event and delivered speeches. The one-day event included painting exhibition, seminar on Malaysian art and culture, as well as students' performance of traditional Malaysian arts.

Director Tri Purnajaya stated that ACC was an inter-governmental organization devoted to promoting functional cooperation in trade, investment, education, culture and

tourism between ASEAN countries and China, and had achieved substantial progress. He said that holding the event of Artistic Conception of South Seas, on the occasion of the 40th anniversary of establishment of diplomatic relations between Malaysia and China, was beneficial to mutual understanding and friendship. Mr. Purnajaya also said that ACC is always supportive to the activities of ASEAN students in China.

Mr. Liew Chee Wei said in his remarks that this year was also a year for peoples from both countries to think about how to create a better future. He hoped that through the artistic work, cultural performances, lectures and photo exhibition of Malaysian history to present artistic conception of South Seas, mutual understanding between the two peoples would be enhanced.

Malaysian students presented wonderful performances of Malaysian characteristics, such as Borneo ethnic dance, Teh tarik performance, guitar playing of Malaysian songs and the famous 24-Festival Drum performance. In the section of culture salon, Dr. Wilson Yang Zhongyong, President of Sabah Institute of Art (SIA), made

a presentation on “Development and Trend of South Seas’ Art”; Associate Professor Song Yanpeng of Capital Normal University (CNU) made a presentation on “Malaysian Chinese in the Eyes of Chinese from North China - the Perspective of Cultural Interaction”. Through these activities, the audience had a better knowledge about the development and differences of culture and art in the two countries.

ACC Organized Indonesian Vocational Education Delegation to Visit Jiangsu Province中国—东盟中心组织印尼职业教育代表团赴江苏访问

From 10 to 12 June 2014, ASEAN-China Centre (ACC) organized the visit of Indonesian vocational education delegation to Jiangsu Province, China. The delegation, led by Director of SEAMEO-SEAMOLEC Dr. Gatot Priowirjanto, comprised of over 60 delegates from 45 Indonesian v o c a t i o n a l h i g h s c h o o l s , 2 universities as well as a city mayor. The visit was a follow-up activity of the Chinese vocational colleges’ visit to Indonesia last March 2014, with the aim to implement the MoUs signed in Jakarta and Denpasar, and strengthen funtional cooperation in vocational education between Indonesia and China. Mr. Tri Purnajaya, Director of Education,

Culture and Tourism Division of ACC, Ms. Sun Xuejing, Education Officer of ACC and Mr. Chaerun Anwar, Education Attache of the Indonesian Embassy in Beijing accompanied the delegation.

The delegation visited Nanjing Railway Institute of Technology and Jiangsu Institute of Commerce in Nanj ing on 10 June 2014, Jiangsu Agri-animal Husbandry Vocational College in Taizhou on 11 June 2014, and Wuxi Institute of Technology in Wuxi on 12 June 2014. The delegation also visited Nanjing University of Information、

Science and Technology on 11 June 2014. The delegation was warmly welcomed by the colleges and university, and were very impressed

by the modern facilities, beautiful campuses and skillful students. Altogether, 7 MoUs were signed between the two sides, and hundreds of scholarships were provided to Indonesian students to study in these colleges and university. The first group of the Indonesian students are expected to be enrolled at the aforementioned colleges and universities by September 2014.

D r. G a t o t P r i o w i r j a n t o expressed his heartfelt appreciation to ACC on behalf of SEAMOLEC for the enormous support and in organizing the return visit, which turned out to be very fruitful. SEAMOLEC will continue to encourage more Indonesian students to study in China and facilitate functional cooperation between vocational colleges in China and Indonesia.

Mr. Tri Purnajaya said ACC was devoted to promoting the “Double the 100,000 Student Mobility Goals” by 2020 as envisioned by the leaders from China and ASEAN Member States, as well as organizing various activities to promote bilateral students exchanges. He pledged that ACC would continue to facilitate functional cooperation in the field of vocational education between China and ASEAN Member States.

Mr. Anwar Chaerun expressed his appreciation for ACC’s effort in

promoting the vocational education exchange between Indonesia and China, and was very pleased to see the overwhelming successes of the inter-colleges bilateral cooperation. He further said that he was willing to disseminate the development of Chinese vocational education, facilitate the cooperation in education between the two countries, and encourage more Indonesian students to study in China.

6 月 10 日上午，代表团访

问了江苏省省级示范性高职院校

南京铁道职业技术学院。院长钱

吉奎会见了代表团一行，介绍了

中国铁路、地铁发展的形势，学

校历史沿革、发展概况、办学特

色、未来发展思路以及与印尼职

业学校的合作意向。代表团随后

参观了铁路文化主题园、高铁实

训基地、浦口新站等实训设施，

对现代化校园和先进完善的高

铁、地铁实训基地深感震惊，纷

纷表示此访大开眼界，希望印尼

学生能早日来学习先进的技术。

双方商定，2014 年 9 月印尼方

面将从来访的 45 所职业高中选

送 20 名左右的留学生进入学院

学习，学院提供奖学金支持。加

多特团长代表 45 所职业高中与

6 月 10 日下午，代表团访

问了国家示范（骨干）高职院

校江苏经贸职业技术学院。学院

党委书记蒋云尔、副院长储锦超

会见了代表团一行，江苏省教育

厅国际合作与交流处处长林跃、

副处长俞晓南出席了会见。蒋书

记介绍了学校办学历史和发展概

况，表达了与印尼职业教育院校

不断扩大合作领域、深化合作内

容的愿望。林跃处长向代表团介

绍了江苏省经济社会发展情况，

提出了加强江苏省高校与印尼在

教育、文化等领域全方位、多角

度合作的意向。代表团参观了部

分院系实训室和毕业生作品展，

进一步听取了学院留学生招生政

策、学习衔接等情况介绍，与部

分院（系）负责人进行了交流。

在该校学习的 5 名印尼留学生

承担了本次活动的全程翻译工

作，他们向代表团介绍了在该校

学习和生活情况，给代表团留下

了深刻的印象。加多特团长希望

2014 年 9 月选派 50 名学生来

该校学习，该校表示愿意接受，

并为其中部分优秀学生提供奖学

金。双方签署了合作谅解备忘录。

6 月 11 日，代表团访问了

位于泰州市的国家示范（骨干）

高职院校江苏农牧科技职业学

院。江苏省农委副主任蔡恒、学

院党委书记吉文林、院长何正东

等参加了学院举办的与印尼职业

院校合作洽谈会。吉文林书记表

示希望双方合作更上一层楼，早

日看到印尼的老师和学生走在牧

院校园；何正东院长介绍了学院

的办学情况；蔡恒副主任祝福学

院和印尼的教育合作取得丰硕成

果。在洽谈中，双方均表示希望

双方能在教师互派、学生互换、

教学科研分享等方面开展合作，

学院将为印尼学生提供奖学金在

该院学习。加多特博士、何正东

院长分别代表印尼职业院校校

长、江苏农牧科技职业学院签署

了合作谅解备忘录。代表团还实

地参观考察了学院畜牧科技园、

动物解剖标本馆、图书馆，并参

观了凤凰路校区。

6 月 12 日，代表团访问了

位于无锡市的无锡职业技术学

院。该院为 28 所国家首批示范

性高职院校之一，综合实力在全

国千余所高职院校中名列前茅。

学院书记朱爱胜、校长龚方红及

各院系相关负责人会见了代表团

一行，无锡市教育局副局长符菊

成出席会见。朱爱胜书记回顾了

2014 年 3 月参加中国—东盟中

心组织的中国高职院校代表团访

问印尼期间取得的成果，希望双

方借此访巩固成果、加强合作。

On 18 April 2014, Secretary-General Ma Mingqiang of ASEAN-

China Centre (ACC) met with Mr. Wang Yongzhang, Vice Chairman of

Chinese Culture Promotion Society. They exchanged views on future

cooperation in promoting ASEAN-China cultural exchanges.

2014 年 4 月 18 日，马明强秘书长在中国—东盟中心会见了

中华文化促进会副主席王永章，双方就建立合作关系，共同促进中

国与东盟国家间的文化交流与合作交换了意见。

望选派教师来该校参加培训，并

积极选派优秀学生来该校留学。

朱爱胜书记承诺，所有来学院学

习的印尼学生将享受与中国学生

一样的学费住宿标准，并提供相

关补助，令代表团大受鼓舞。最

后，学院分别与代表团团长和穆

罕默德大学代表签署了合作谅解

备忘录。双方商定，印尼方面将

尽快启动留学生选派工作。

除访问上述高职院校外，代

表团还于 6 月 11 日访问了本科

院校南京信息工程大学。学校

为代表团举办了简短热烈的宣传

会，学校牛生杰副校长介绍了学

校的历史沿革、人才培养、师资

力量、学科设置、国际合作与交

流、留学生教育等各方面的情况。

他表示，学校具有招收“中国政

府奖学金”、“孔子学院奖学金”、

“江苏省政府茉莉花奖学金”、

“南京市政府奖学金”的资格，

希望各位校长能够推荐最优秀的

毕业生来学习，学校愿意为代表

团中 45 所院校各提供 1 个奖学

金。学校 3 名印尼籍留学生也

来到招生宣传会现场，为远道而

来的代表团演唱歌曲，气氛十分

热烈。代表团感谢学校给予的奖

学金名额，愿意输送优秀的印尼

生源入读该校，共同促进中国与

印尼在教育领域的交流合作。

加多特团长表示，此次访华

荣叔男主任表示，中国—东

盟中心自成立以来一直致力于

推进中国与东盟领导人确立的

Chinese Monkey King Actor’s Tour to Myanmar Achieved Success六小龄童缅甸文化之旅取得圆满成功

From 21 to 27 May 2014, ASEAN-China Centre (ACC) together with the Chinese Embassy in Myanmar, and the Myanmar-China Friendship Association, jointly organized the cultural visit of Chinese Monkey King Actor, better known as Liuxiaolingtong to Myanmar. The visit also coincided with the actor's shooting as leading role in a Chinese series TV drama “Journey to the West” broadcasting

on Myanmar Skynet TV station. The actor's visit to Myanmar was a huge success.

During the visit to Myanmar, Secretary-General Ma Mingqiang of ACC and Liuxiaolingtong paid a courtesy call to H.E. U Sai Mauk Kham,Vice President of Myanmar and Foreign Minister H.E. U Wunna Maung Lwin. H. E. U Sai Mauk Kham said China and Myanmar had a good neighbourly relationship

On 2 April 2014, ASEAN-China Centre (ACC) hosted a meeting with Beijing-based tour operators dealing with ASEAN. Mr. Tri Purnajaya, Director of Education, Culture and Tourism Division of ACC, briefed the participants on the region's economic development as well as on ACC’s work of promoting ASEAN as travel destinations in China, and updated them of ACC 's plans in the upcoming months. The tour operators appreciated ACC’s efforts in promoting ASEAN and shared current sales and market status. Topics on facilitating visa procedures and consolidating cooperations with ASEAN Member States were also discussed.

Myanmar state leaders participated in the opening ceremony of 2014 ASEAN-China Cultural Exchange Year in Beijing this April, and would be hosting its closing ceremony in Myanmar at the end of this year. Louxiaolingtong is a famous artist who can be written in the history, and the Monkey King character is well-known to every household in Myanmar. This visit had enhanced the friendship between the peoples of Myanmar and China.

S e c r e t a r y - G e n e r a l M a Mingqiang s ta ted tha t China and Myanmar were l inked by mountains and rivers with the long history of friendship. This year marks the ASEAN-China Cultural Exchange Year, and this cultural tour to Myanmar would further promote mutual understanding and friendship between peoples of the two countries. “Journey to the West” showcased the pursuit of ideals, positive attitude to life and aspiration for friendship and peace. The TV drama remained widely popular in Myanmar for many years, which proved the local people's affinity to its concept. ACC would spare no effort to support the cultural exchanges between China and Myanmar, and remained devoted to promoting friendly

cooperation in various fields. Liuxiaolingtong was very

impressed with the visit to Myanmar, where he felt the affection and support of the people of Myanmar for “Journey to the West”. He expressed his wishes to continue to promote China’s traditional culture and world peace. At the same time, he hoped that he would have more opportunities to act in the plays that contribute to the friendship between China and Myanmar.

Liuxiaolingtong held two fan meetings in Yangon and Mandalay separately, where the number of the fans gathered reached far greater than expected. The delegation also visited Yangon Culture University, and donated money and stationaries to orphans, and held friendly exchange with M y a n m a r - C h i n a F r i e n d s h i p Association. Liuxiaolingtong was warmly surrounded by Myanmar fans wherever he s tayed and was the headline news in every local media . During the visit, Secretary-General Ma Mingqiang also met the President of Myanmar Commercial Association, Minister of Industry

of Myanmar and Vice Minister of Hotel and Tourism of Myanmar, to exchange views and discuss ways to enhance bilateral cooperation between China and Myanmar.

Mai . The Tha i box ing , Tha i t radit ional dancing, umbrella painting, and the typical local activities were also photographed. Actress Che Yongli joined the

ACC Attended 40th Meeting of ASEAN NTOs中国—东盟中心出席第 40 届东盟旅游部门会议

At the invitation of ASEAN Secretariat and the Department of Tourism of the Philippines, representatives of ASEAN-China Centre (ACC) attended the 40th

Meet ing of ASEAN Nat ional Tourism Organizations, and the 25th Meeting of ASEAN Plus Three National Tourism Organizations from 15 to 17 May 2014. ACC’s presentation at the Meeting focused

on the implementation of a number of programs conducted by ACC by integrating various resources to promote ASEAN as travel destinations for Chinese tourists over the past months. The work and achievements of ACC were widely acknowledged and highly appreciated by the attending ASEAN delegates who were particularly grateful for the production of TV documentary airing on CCTV

China’s national TV network. Some ASEAN Member States also showed their great interest to collaborate with ACC to carry out capacity building programs for tourism professionals in their respective countries, as an important measure to improve the quality of service to deal with the growing Chinese tourists.

On 18 May 2014, ACC was also invited by the United Nations Wor ld Tour i sm Organiza t ion (UNWTO) as observer to attend its 26th Joint Session of the Commission for East Asia and the Pacific & the Commission for South Asia. During the meeting, ACC representative briefed the Meeting on ACC’s objectives and accomplishments as well as willingness to collaborate with UNWTO for a more responsible and prosperous travel and tourism industry.

on how to conduct tourism training

courses in ASEAN Member States.

(NTOs) Meetings in May 2014 in

Legazpi, the Philippines, ASEAN

ACC and jointly conduct tourism

capacity building programs, and

ASEAN Member States were keen

to see more visitors from China

and confident that the capacity

building programme for ASEAN

professionals by ACC and GIT

would help improve the quality

of services of the tourism sector

to adapt to the growing Chinese

market. Ms. Lin expressed her

gratitude to ACC for entrusting GIT

to carry out the program, and agreed

to work with ACC and deploy its

academic resources. Both sides

agreed to collaborate on various

fields, in particular ASEAN tourism

professional capacity building.

The 1st Interview of "Life in China Presented by ASEAN Residents & Students" Interview Series Launched“ 东盟人 / 学生在中国”系列访谈首期访谈顺利启动

ASEAN-China Centre (ACC), in collaboration with China Radio International (CRI), is currently co-organizing“Life in China Presented by ASEAN Residents & Students” Interview Series in 2014. This project aims to demonstrate China through the perspectives of ASEAN residents in China so as to promote mutual understanding among the peoples of ASEAN and China in a more sustainable manner.

“Life in China Presented by ASEAN Residents & Students” project is a part of ACC’s efforts to reach out to the general public and raise its public awareness about ASEAN and China. ACC and CRI will conduct interviews with ASEAN residents and students in China about their life experience in China. Each interview will target different categories of interviewees in order to widely cover various areas of occupations

2014 年 4 月 4 日，首期“东盟人 / 学生在中国”访谈节目在中国

国际广播电台录制，本期节目嘉宾为在中国留学的东盟留学生。

应中国—东盟中心邀请的三位东盟学生分别为来自马来西亚的谢

亦颖，来自印度尼西亚的黄力安以及来自泰国的黄郁婷。目前，他们

就读于北京大学，分别攻读金融学本科、工商管理硕士和国际关系博

士学位。

英语环球广播资讯节目（NewsPlusRadio.cn）制作人、主持人郑云

峰先生共同主持了首期节目，他们与学生进行了互动式交流，讨论了

中国—东盟关系相关信息。

时长一小时的访谈围绕四个主题进行，即在中国的学习感受、对

中国与中国文化的印象、在中国旅行的经历以及中国与东盟的关系。

作为中国国际广播电台“来自海外的声音”节目的一部分，首期

访谈将向世界 30 多个国家的数以千万的听众播出。访谈于 2014 年 4

月 10 日在 AM846 和 2014 年 4 月 13 日在 FM91.5 播出。同时，访

谈的部分内容也向于 2014 年 4 月 8 日到访中国—东盟中心的东盟文

中国国际广播电台成立于 1941 年 12 月 3 日，目前使用 65 种

Launching of the 5th “My ASEAN and China” Multimedia Art Exhibition Series – Peaceful Laos第五届“我的中国和东盟”多媒体艺术展“祥和之国：老挝”开幕

ASEAN-China Centre (ACC), in collaborating with the renowned artist Ms. Rita Zhao and the Lao Embassy in China, co-organized the 5th “My ASEAN and China” Multimedia Art Exhibition Series – “Peaceful Laos” for one month at Yunnan Agricultural University (YAU), Kunming.

The opening ceremony of the Multimedia Art Exhibition on “Peaceful Laos” was held in the morning of 16 April 2014 at YAU, which was attended by more than 300 university students, faculty lecturers and VIP guests. H.E. Ambassador Somdy Bounkhoum of Laos, Mr. Ma Mingqiang, ACC Secretary-General, and Mr. Sheng Jun, President of YAU, delivered the opening remarks, followed by a ribbon cutting ceremony to launch the Multimedia Art Exhibition. H.E. Mr. Ante Simonic, former Ambassador of Croatia to China and Croatian Deputy Prime Minister, and Ms. Tang Ying, Vice President of YAU, were also present at the opening ceremony.

YAU President Sheng Jun expressed his gratitude to ACC for providing the university a great

opportunity to host this Multimedia Art Exhibition and welcomed the Lao Ambassador and the delegation. Mr. Sheng Jun expressed that YAU had enjoyed good cooperation with universities in Laos for almost 20 years, and YAU set up ASEAN-China Education and Training Centre in 2012. It was believed that the 5th Multimedia Art Exhibition on “Peaceful Laos” would further e n h a n c e t h e c o m p r e h e n s i v e cooperation between YAU and Laos.

S e c r e t a r y - G e n e r a l M a Mingqiang expressed that H.E. Chinese Foreign Minister Wang Yi reaffirmed on many occasions that ASEAN was the priority of China’s relations with neighboring countries. Since ASEAN and China launched the dialogue process in 1991, ASEAN-China relations had achieved abundant progress. This year is significant to both ASEAN and China, as it marks the first year of the second decade of ASEAN-China Strategic Partnership, the first year of the “Diamond Decade” of ASEAN-China cooperation proposed by H.E. Chinese Premier Li Keqiang, as well as the ASEAN-

China Cultural Exchange Year. On 7 April 2014, a grand opening ceremony of the 2014 ASEAN-China Cultural Exchange Year was held in Beijing. Secretary-General Ma highlighted ACC’s efforts to promote ASEAN-China Cultural Exchange Year including organizing performances by Chinese Ethnic Minorities Art Troupe to ASEAN Member States, and holding the art exhibition on Laos. The art exhibition aimed to raise awareness about Laos in China and enhance the relations between Laos and China as well as those of ASEAN and China.

ACC had organized four “My ASEAN and China” Multimedia Art Exhibition Series on “Magical M a l a y s i a ” , “ K h m e r S m i l e : Cambod ia” , “Charming Vie t Nam” and “The Abode of Peace: Brunei” respectively in various cities and provinces of China. It was hoped that the art exhibition on Laos would inspire the students to learn more about this peaceful country of Laos which is adjacent to Yunnan, and to promote people-to-people connectivity between Laos and China. Secretary-General

Ma also placed expectations on the young generation to carry on the traditional friendship between Laos and China, and contribute to the further development of Laos-China relations and ASEAN-China relations.

H.E. Ambassador Somdy B o u n k h o u m e x p r e s s e d h i s appreciation to ACC for organizing this meaningful event and to YAU for facilitating his visit and making all arrangements possible. He stated that “Peaceful Laos” Multimedia Art Exhibition was an important event , showcas ing t rad i t ion , cul ture , custom, scenery and beauty of Laos, which would help promote awareness, understanding and cultural exchanges between ASEAN and China as well as Laos and China. Cultural exchange was fundamental in bringing the peoples of China and Laos closer, strengthening and deepening their feelings and relations.

The 5th “My ASEAN and China” Multimedia Art Exhibition on “Peaceful Laos” displayed 6 oil

and life. Video and audio broadcasting of the interview series will be published on CRI website. The interview will also be translated for further broadcasting in ASEAN languages in ASEAN countries.

On 4 April 2014, the 1st interview of “Life in China Presented by ASEAN Residents & Students” started at CRI studio, having ASEAN students studying in China as the guests.

ACC invited 3 ASEAN students (Mr. Chia Yiying from Malaysia, Mr. Brian Wiraatmadja from Indonesia and Ms. Dujnate Arjharnsiri from Thailand) who are candidates for Bachelor, Master and PhD Degrees on the areas of Finance, MBA and international relations studies respectively at Peking University, to be the interviewees of this first meaningful event.

Ms. Lada Phumas, Director of Information and Public Relations Division (IPRD) of ACC, joined Mr. Zheng Yunfeng, a renowned CRI producer and presenter for NEWSPlus Program (NewsPlusRadio.cn), in conducting the interview, providing relevant information pertaining to ASEAN-China relation, as well as making an interactive dialogue with the students.

The one-hour interactive dialogue focused on 4 topics, namely, studying in China, impression about China and Chinese culture, experience of traveling around China, as well as ASEAN-China relations.

This first interview became a part of CRI radio program entitled “The Voices from the Other Lands”, which has been broadcast in more than 30 countries around the world, and it enjoys millions of listeners. The interview was aired at AM846 on 10 April 2014 and at FM91.5 on 13 April 2014. A part of the interview was also shown to the ministerial representatives of culture of ASEAN during their visit to ACC on 8 April 2014.

CRI was founded on 3 December 1941. Currently, CRI uses 65 languages in broadcasting for all-day to the world. CRI is the world's largest international language media organization. By the end of 2013, CRI had set up 95 FM stations all over the world (including in Bangkok, Vientiane, Phnom Penh, Siem Reap, Jakarta and Manila in ASEAN Member States) and 32 overseas correspondent stations (including in Singapore and Bangkok, Thailand).

paintings and 86 pieces of exquisite photographs by Ms. Rita Zhao on the wonderful culture, tradition, architecture, nature, folk custom, history, religion and the people of Laos. The exhibition ran for about one month at the library of YAU.

Art Exhibition on Peaceful Laos, Ms. Tang Ying, Vice President of Yunnan

exchange of views on a wide range of issues pertaining to future cooperation between YAU and Laos, including encouraging more Lao students to study at YAU by providing scholarships, sharing experience in agricultural science and technology, and training agricultural experts for Laos, etc.

As the art exhibition on Laos was held in conjunction with the traditional Lao New Year, in the afternoon of the same day at YAU, Lao students at YAU took this great opportunity to demonstrate wonderful Lao dancing performance to the audiences, and to “Song Nam” H.E. Ambassador Somdy Bounkhoum, ACC Secretary-General Ma Mingqiang and other VIP guests by spreading rose petals on the hands of VIP guests. The “Song Nam” ceremony was to wish the New Year bring happiness and joyful life throughout the year to come. The Lao students also received good blessing from the Lao Ambassador for their studies and lives at the university and in China. The ceremony was experienced and witnessed by hundreds of YAU students.

Afterward, Ms. Rita Zhao was invited to give a lecture on “Happiness in Laos” at YAU, where she shared her personal experience in Laos and her understanding of the splendid Lao culture. More than 200 students and faculties of YAU participated and enjoyed the interactive lecture.

During the art exhibition, H.E. Ambassador Somdy Bounkhoum received a joint interview by the Chinese media on Laos-China

relations. Ambassador Somdy briefed on the cooperation and exchanges between Laos and China in political, economic and cultural aspects, and highlighted the vital role of students and cultural exchanges in enhancing people-to-people connectivity. The art exhibition on Laos would help Chinese young people learn more about the history and culture of Laos.

Besides, Ms. Lada Phumas, Director of the Information and Public Relations Division of ACC, in cooperation with China Radio International (CRI), conducted an interview with 3 Lao students who are studying at YAU. The interview focused on 4 topics, namely, studying in China, impression about China and Chinese culture, experience of traveling around China, as well as 2014 ASEAN-China Cultural Exchange Year. This interview was was the 2nd interview of the ACC initiated interview series of “Life in China Presented by ASEAN Residents & Students”, aiming to raise awareness of China in ASEAN, ASEAN-China cooperation and the role of ACC.

Secretary-General Ma briefed on ACC’s efforts in promoting

“ACC Cup - Understanding ASEAN-China Relations” Essay Contest, organized by ASEAN-China Centre (ACC), was kicked off at universities across China from May 2014. Both Chinese and overseas students in the universities were encouraged to write essays about their understanding of ASEAN-China relations in either Chinese (at least 1,500 words) or English (at least 1,000 words), such as the importance of ASEAN-China relations in bilateral, regional and global aspects, their expectations and suggestions for the future development of ASEAN-China relations, etc.

The essay contest will last at approximately 4 months from May – September 2014. ASEAN Ambassadors will be invited to be the honorary judges of the contest. A prize-awarding ceremony is expected to be held at ACC ASEAN Hall in late September 2014. Some lucky prize winners will

As a warming-up activity, Ms. Lada Phumas, Director or Ms. Cao Ting, Deputy Director of Information and Public Relations Division (IPRD) of ACC had travelled to a dozen of universities around China and gave lectures on ASEAN-China relations in May - July 2014.

ACC welcomes the students to join the essay contest, and share their feelings and understanding about ASEAN-China relations. At present, ACC has received about 100 essays from the students and is looking forward to receiving more of the essays till the end of July 2014 which is the deadline for essay submission.

ACC Lecture Series on "ASEAN-China Relations" (1)中国—东盟中心 " 中国—东盟关系”系列讲座（1）

Since the establishment of dialogue relations in 1991, ASEAN-China relations have flourished and witnessed abundant progress. The year 2014 is significant for both ASEAN and China, as it marks the first year of the “Diamond Decade” of ASEAN-China cooperation, as well as the ASEAN-China Cultural Exchange Year.

To highlight the fruitful achievements of ASEAN-China good-neighborly cooperation, and raise the profile of ASEAN-China relations, ASEAN-China Centre (ACC) kicked off the lecture series on ASEAN-China relations since May 2014 in a number of universities across China.

Keeping in mind that youth is the future of ASEAN-China relations, ACC lecture series will serve as a bridge of knowledge, mutual understanding and friendship among the general public, especially the young generation, and lay a solid foundation for the sustained development of ASEAN-China relations in years to come.

In combination with the lecture series, ACC made an official announcement to hold the “ACC Cup - Understanding ASEAN-China Relations” Essay Contest via various channels such as ACC Website and Microblog as well as some other printing materials in May 2014. Since then, ACC has immediately started to provide useful information in relation to the essay's topic by giving lectures to interested Chinese and foreign students in a number of Chinese universities to ensure their effective participation.

微博、宣传材料等渠道，宣布“中国—东盟中心杯—我眼中的中国—东

盟关系”正式启动。此后，中心立即在一些中国高校，围绕征文比赛主

题“中国—东盟关系”，为中外学生举行演讲，鼓励学生们积极参与征

文比赛。

2014 年 5 月下旬，中国—东盟中心新闻公关部主任乐达·普马，

赴西安、成都高校举行“中国—东盟关系”主题演讲，分别为 5 月 19

日在陕西师范大学、5 月 20 日在西安邮电大学、5 月 27 日在西南石油

大学。

乐达与相关高校领导（陕西师范大学国际汉学院张建成、西安邮电

大学副校长温小郑、西南石油大学副校长王玲）举行了富有成效的双边

会见，并进行了成功演讲。她介绍了中国—东盟中心在马明强秘书长领

导下，为促进中国—东盟关系所肩负的职责和开展的活动，以及此次征

文比赛的目标、实施方案和预期成果。乐达对相关高校与中心合作，作

为征文比赛承办单位，提升中国—东盟关系认知度的努力表示衷心感谢。

相关高校领导对中国—东盟中心举行演讲系列和征文比赛表示欢

迎，承诺愿提供一切可能的合作，感谢中心为高校学生与中心泰方工作

人员进行互动对话、聆听演讲以及提升高校知名度提供了机会。相信通

过演讲系列和征文比赛，高校师生以及中国的青年人将更广泛地了解中

国—东盟关系，而青年人在促进中国—东盟关系方面发挥了重要作用。

同时，通过东盟国家驻华使馆参与征文比赛，相关高校也将提升在东盟

的认知度。

上述三所高校的演讲取得圆满成功 , 吸引了 600 多名感兴趣的学

生参加。演讲知识性强，注重互动交流，取得积极成果。学生们认真、

全面地学习了关于东盟、中国—东盟关系、中国—东盟中心作用的知识，

表达了投稿热情。

On 10 and 11 June 2014, Ms. Lada Phumas, Director of Information and Public Relations Division (IPRD) of ACC, gave lectures on "ASEAN-China Relations" at Henan University of Technology in Zhengzhou and Yangtze Normal University in Chongqing.

At Henan University of Technology, approximately 150 students attended the lecture. The students enthusiastically participated and engaged in the lecture. Director Lada shared with the students knowledge about ASEAN, ASEAN Community building process and ASEAN diversified and colorful cultures. She elaborated on the achievements of ASEAN-China relations and gave examples of China’s strong support to ASEAN Community building process. Director Lada also briefed on ACC’s roles in promoting mutual understanding, friendship and cooperation between ASEAN and China, and talked about ACC’s various activities to fulfill its mandates. Director Lada invited the students to join the "ACC Cup - Understanding ASEAN-China Relations" essay contest, hosted by ACC and as a part to help promote 2014 ASEAN-China Cultural Exchange Year. The students responded passionately, promised to send articles to ACC, and were eager to win the prizes.

At Yangtze Normal University, Director Lada met with a big group of foreign exchange students both from Europe and Asia for the very first time during her lectures in various universities, and took this opportunity to brief them on ASEAN and ASEAN-China relations as well as a significance of ASEAN-China relations in regional and global agenda. The students also expressed their eagerness to join the essay contest and were grateful to learn more about ASEAN-China Centre as a one-stop information and activities centre to promote ASEAN-China cooperation in trade, investment, education, culture and tourism. The university and the students acknowledged a proactive role of Information and Public Relations Division of ACC in providing useful information of their interest.

Besides the lectures, Director Lada met with Professor Li Liying, Vice President of Henan University of Technology, who briefed on the university's keen educational and research areas in the areas of grain, plant oil, food safety and food sciences & technology. Each year the university would organize a related training workshop and looked forward to

在长江师范学院，乐达为该校来自欧洲和亚洲的外国留学生举

These included the visits to Shaanxi Normal University, Xi'an University of Posts & Telecommunications, and Chengdu Southwest Petroleum University on 19, 20 and 27 May 2014 respectively.

The visits started out by productive bilateral meetings between Director Lada and high-level representatives of the universities (Prof. Zhang Jiancheng, Dean of the International School of Chinese Studies of Shaanxi Normal University, Prof. Wang Xiao Zheng, Vice President of Xi'an University of Posts & Telecommunications, and Prof. Wang Ling, Vice President of Chengdu Southwest Petroleum University) and followed by successful lectures. The Director briefed on roles and activities of ACC to enhance ASEAN-China relations under the leadership of ACC Secretary-General Ma Mingqiang, objectives, working outline and expected outcomes of the essay contest project, designed by the IPRD of ACC. She expressed ACC's deep appreciation for the universities to join hands with ACC in raising awareness on ASEAN-China relations as the host universities.

The high-level representatives from the universities welcomed ACC lecture series and essay contest, and stood ready to render all possible cooperation to promote the implementation of the two projects among their universities' students. They also expressed their sincere gratitude to ACC for providing them a great opportunity by allowing their students to have an interactive dialogue and lecture with Director Lada, who is the Thai representative working at ACC, as well as to raise profile of their universities. It was expected that through the lectures knowledge on ASEAN-China relations would be widely recognized among the students and faculties as well as the young generation in China who has played an important role to enhance ASEAN-China relations. Meanwhile, their universities would be able to make themselves known among ASEAN through the ASEAN Embassies' involvement in the activity.

The lectures at the above-mentioned three universities were very successful with a great number of participants of at approximately 600 students who were interested in the essay contest. The lectures were informative, interactive and productive. The students paid studious attention to the comprehensive information received on ASEAN, ASEAN-China rations and roles of ACC to enhance ASEAN-China relations and had shown their enthusiasm to submit their written essays.

The university was impressed by ACC's great achievements and looked forward to cooperating further with ACC, particularly on student and staff exchange with universities in ASEAN and a promotion of its vocational school to ASEAN.




As part of the lecture series on ASEAN-China relations, Ms. Cao Ting, Deputy Director of Information and Public Relations Division (IPRD) of ACC, gave lectures on “ASEAN-China Relations” at Ningbo University of Technology and Nanjing Normal University on 11 and 12 June 2014 respectively. More than 200 Chinese and ASEAN students participated in the lectures, despite the busy examination season.

Ms. Cao Ting started the lectures by briefing on the development of ASEAN-China relations from dialogue partnership in 1991, partnership of good-

东盟文化交流年。中国—东盟中心将努力促进中国与东盟全方位合作，特别

是在促进人文互联互通方面。“中国—东盟中心杯—我眼中的中国—东盟关

系”征文比赛，是中心庆祝中国—东盟文化交流年的具体举措。她鼓励同学

们积极参与和支持中国—东盟关系的发展。

讲座后是自由问答环节。同学们就中国—东盟合作机制如何运行、中

The lecture was warmly welcomed by a hundred of both Chinese and foreign students and the high-level representatives and staffs of the university. The lecture highlighted an introductory knowledge about ASEAN, a significance

挥的重要作用，介绍了中国—东盟关系发展情况。长江师范学院对中

国—东盟中心取得的巨大成就印象深刻，期待与中心进一步合作，特

别是在促进学院与东盟高校师生交流、在东盟国家推广学院职业学校

等方面。

Ms. Cao Ting expressed that 2014 marks the ASEAN-China Cultural Exchange Year. This year, ACC would make further efforts to facilitate ASEAN-China cooperation in all-round way, particularly people-to-people connectivity. “ACC Cup - Understanding ASEAN-China Relations” essay contest was one of ACC’s concrete efforts to celebrate the ASEAN-China Cultural Exchange Year. She encouraged the students to participate in and support ASEAN-China relations.

The lectures were followed by Q & A sessions, during which the students actively interacted with the lecturer and raised questions of interest, such as the operation of 10+1 mechanism, student exchanges between ASEAN and China, etc. The students responded warmly to the lecture, and were very much impressed and inspired by the great achievements scored in ASEAN-China relations. They expressed passion to join the ACC essay contest, and pledged to actively participate in and support the development of ASEAN-China relations. Many of the students even became new fans of ACC Microblog, and were eager to follow closely the new progress of ASEAN-China relations and ACC activities in the future.

Besides the lectures, Ms. Cao Ting met with President of Ningbo University of Technology (NUT) Mr. Lv Zhongda, and Vice President of Nanjing Normal

University (NNU) Mr. Miao Jiandong. She briefed on ACC’s roles and activities in promoting ASEAN-China cooperation in trade, investment, education, culture and tourism, and expressed heartfelt appreciation to NUT and NNU for rendering ACC strong support in implementing the lecture series and essay contest hosted by ACC.

President Lv Zhongda of NUT and Vice President Miao Jiandong of NNT commended ACC in conducting the lecture series and essay contest, which provided golden opportunities for the students to learn knowledge and share their understanding of ASEAN-China relations. Currently, about 30 ASEAN students and 150 ASEAN students are studying at NUT and NNT respectively. NUT and NNT looked forward to further deepening cooperation with ASEAN universities, and expected to receive valuable support and assistance from ACC.

The students were excited to join this interactive lecture via questions and answers. Cooperation between ASEAN and China was presented during the lecture demonstrating a high level and all-rounded fields of relationship. The lecture also encompassed ACC activities to bring ASEAN-China relations close to the general public, particularly to the young generation who is the future of ASEAN and China. ACC's concrete project on "ACC Cup-Understanding ASEAN-China Relations" was introduced to the students as one of ACC's activities to promote 2014 ASEAN-China Cultural Exchange Year. The university pledged a strong support to the project and the students were eager to take part in the essay contest. The university also made a video coverage of the lecture for a learning & teaching purpose.

Prior to the lecture, Director Lada met with Vice Present Li Shengrong who introduced the university to ACC delegation and expressed deep appreciation for ACC's efforts in providing the students and the university a great opportunity to learn about ASEAN-China relations as well as ACC. ACC Invited All Interested Guests to Visit ASEAN Hall and Watch Photo Exhibition to Promote ASEAN-China Relations中国—东盟中心诚邀大家访问东盟厅参观摄影展以促进中国 - 东盟关系

After the convening of "My ASEAN & China" Multimedia Art Exhibition Series on some ASEAN countries in the past years, ASEAN-China Centre (ACC) organized a photo exhibition on 11 members of ACC, namely, Brunei Darussalam, Cambodia, China, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet nam, at ASEAN Hall of ACC for 1 month from 19 June to 19 July 2014.

The photo exhibi t ion presented 110 photos of impor tant landmarks, interesting daily life, tradition and custom of ASEAN and Ch ina th rough the eyes o f Ms . R i t a Zhao , a r enowned photographer who has a great passion and love for these countries. In the past years, ACC has cooperated with Ms. Rita Zhao in organizing "My ASEAN & China" Mult imedia Art Exhibit ion Series on "Magical Malaysia", "Charming Viet Nam", "Khmer Smile: Cambodia", "The Abode of Peace: Brunei" and "Peaceful Laos" in various cities of China to allow the Chinese friends to admire the beauty and charm of ASEAN countries. The events were successful and received great attention from the audience and students.

Th is was the f i r s t photo exhib i t ion , o rganized by ACC, encompassing photos from all 10 ASEAN Member States as well as China and reflecting good and close friendship between ASEAN and China.

ASEAN-China strategic partnership has grown from strength to strength. ASEAN and China celebrated the 10th anniversary of their strategic partnership in 2013. 2014 marks another new chapter of their cooperation in which ASEAN and China have also devoted it to be the "ASEAN-China Cultural Exchange Year". ACC, as a one-stop information and activities centre set up by the 11 governments of ASEAN and China to enhance ASEAN-China relat ions in the areas of trade, investment, education, culture and education, has played an active role in raising awareness on ASEAN-China relations. ACC invited all interested guests, individuals and groups to visit ASEAN Hall and enjoy the photo exhibition.

Exhibition at the ACC ASEAN Hall was open to public on working days (09:00-17:00hrs) with a warm welcome.

ACC as a Bridge for Mutual Trust and Cooperationbetween ASEAN and China 中国—东盟中心：架设中国—东盟互信与合作的桥梁

Ever since ASEAN and China established dialogue relations in 1991, their relations have grown from dialogue partnership and good-neighborly partnership of mutual trust to strategic partnership with wide common interest. ASEAN and China have witnessed enhanced political mutual trust, deepened economic integration, more frequent people-to-people exchanges, and accelerated ASEAN-China connectivity. The ASEAN-China Free Trade Area was established successfully. China has been the largest trade partner of ASEAN for four consecutive years, while ASEAN has become the third largest trade partner of China. The cooperation between ASEAN and China has flourished and achieved fruitful results.

With the rapid development of ASEAN-China relations, the ASEAN-China Centre (ACC) comes into being. At the Commemorative Summit to Mark the 15th Anniversary of ASEAN-China Dialogue Relations held in October 2006, state leaders of ASEAN and China proposed to establish the ASEAN-China Centre. In 2009, governments of ASEAN and China signed the MOU on Establishing the ASEAN-China Centre. At the Commemorative Summit to Mark the 20th Anniversary of ASEAN-China Dialogue

Relations held in Bali, Indonesia, on 18 November 2011, state leaders of ASEAN and China jointly inaugurated the ASEAN-China Centre.

As an inter-governmental organization established by governments of ASEAN Member States and China, ACC has undertaken its responsibility to be a one-stop information and activities centre, and dedicated itself to promoting ASEAN-China functional cooperation as well as the good-neighborliness and mutual trust between the two sides over the past two years. It has also played a unique role in pushing forward ASEAN-China strategic partnership, and provided practical support to the process of ASEAN Community building.

ACC’s executing body is the Secretariat, which is headquartered in Beijing and headed by the Secretary-General. At present, the position is taken on by Mr. Ma Mingqiang (Chinese). There are four divisions under the Secretariat: General Affairs and Coordination Division (GACD), Trade and Investment Division (TID), Education, Culture and Tourism Division (ECTD), and Information and Public Relations Division (IPRD). Currently, Laos, Indonesia and Thailand have seconded their officials to work at the Secretariat.

Over the past two years, ACC has

been visited by more than 10 ministerial-level delegations, including Chinese Foreign Minister Wang Yi, Cambodian Deputy Prime Minister and Foreign Minister Hor Namhong, Lao Deputy Prime Minister and Foreign Minister Thongloun Sisoulith, Thai Deputy Prime Minister and Education Minister Phongthep Thepkanjana, etc.

In order to promote the cooperation between ASEAN and China in trade, investment, culture, education and tourism, ACC has carried out approximately 300 activities.

The ASEAN-China Products Trade Center has been set up in Yiwu, Zhejiang Province. Commodities from 8 ASEAN countries have already shown up in the Center. ACC is actively carrying forward lecture tours to help more enterprises understand the preferential policies of the ASEAN-China Free Trade Area, so as to promote two-way investment.

The ASEAN-China Investment Consortium has taken firm steps in promoting Chinese enterprises to invest in ASEAN. With the help of ACC, several Chinese enterprises have entered the ASEAN market.

Positive progress has been made in implementing “Double 100,000 Students Mobility Goal”. ACC organized Chinese vocational colleges to visit Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore and Viet Nam, and built cooperation networks for vocational colleges of both sides. Over 200 cooperation agreements were signed. Sponsored by ACC, the first and the second Beijing ASEAN Students’ Games have achieved full success. Driven by ACC, the ASEAN-China Language and Culture Centre (ACLCC) was inaugurated at Beijing Language and Culture University (BLCU) in December 2013. Supported by ACC, the China-ASEAN Education Cooperation

Week, annually held in Guizhou, has become an important platform to strengthen education cooperation between ASEAN and China.

ACC warmly welcomed the arts and cultural groups from Thailand, Indonesia and Cambodia, etc. 2014 is designated as the ASEAN-China Cultural Exchange Year. Organized by ACC, “Colorful China” China Ethnic Art Troupe gave performances in Cambodia and Viet Nam in January 2014 as well as in Indonesia in August 2014. The show presented colorful cultural arts of China’s diverse ethnic groups to local people and enhanced cultural exchange, mutual understanding and friendship between ASEAN countries and China.

Initiated and carried out by ACC, tourism documentary series “Discovery - Southeast Asia” and “Taste - Southeast Asia” have already been filmed in five ASEAN countries. Both programs are shown on CCTV in 2014 and exert positive influences on promoting people exchanges between ASEAN and China.

In addition, ACC has also been very active in carrying out public relations activities. It organized the ASEAN Ambassador Lectures, lecture series on “ASEAN-China Relations”, “My ASEAN and China” Multimedia Art Exhibition, Microblog Interviews on “Touring ASEAN with Diplomats” and Online Photo Competition and so on. These activities bring the peoples of ASEAN and China closer. ACC official website receives about 2,000 daily visits. ACC microblog has 1.5 million followers by the beginning of July 2014.

ASEAN-China Centre (ACC), in collaboration with Ms. Rita Zhao, a renowned photographer, organized a photo exhibition on 11 members of ACC, namely, Brunei Darussalam, Cambodia, China, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam, at ASEAN Hall of ACC for 1 month starting from 19 June to 19 July 2014.

Ms. Rita Zhao is world-renowned photographer, journalist, producer, songwriter, painter and lecturer. She is President and CEO of the Global Reach Co. Ltd, President of AFEWS Co. of USA. She is also the Honorary Principle of the Beijing Qiyin Experimental School for about 300 deaf students. She was the live news anchor of CCTV International.

Ms. Rita Zhao graduated as the top student of University of California at Berkeley, USA, majoring in Art, and was enrolled in the Golden Key International Honor Society as a lifetime member. Her art creating journeys and adventures covered all around the world, including the North Pole, sky-diving above the Alps, SCUBA diving in the Red Sea, Mediterranean Sea, South China Sea, Pacific Ocean, Atlantic Ocean and Indian Ocean.

With journalist’s observation, Ms. Rita Zhao has cultivated her artistic creativities throughout the years and become one of the most successful photographers in the world. Her artworks have been exhibited worldwide and collected by art galleries, celebrities and state leaders. She won many awards, such as “Cultural Envoy Award” by Croatia, “Cultural Ambassador Award” by Cape Verde, and “Special Contribution Award” by Beijing People’s Association for Friendship with Foreign Countries.

Ms. Rita Zhao’s artworks have been exhibited around the world. She has held about 90 solo and joint art exhibitions in China. She has also delivered wonderful lectures in many Chinese universities, such as Peking University, Capital Normal University, Beijing University of Technology, China Agricultural University, University of International Relations, China Foreign Affairs University, Beijing Normal University, Renmin University, etc.

Invited by ACC, Ms. Rita Zhao has recently presented to the public her multimedia artworks in the exhibition series in “Magical Malaysia”,

“Khmer Smile: Cambodia”, “Charming Viet Nam”,“The Abode of Peace: Brunei” and “Peaceful Laos”. Her contribution to promote culture and tradition of ASEAN Member States, as well as promote tourism exchanges and friendship between ASEAN and China was highlighted in 2006 by her grand photo exhibition, titled “Two Journeys, One Destination - Joint Photo Exhibition of H.R.H. Princess Maha Chakri Sirindhorn of Thailand and Ms. Rita Zhao of China”, which was toured from Capital Museum of China in Beijing, then in Shanghai Grand Mall, Yunnan Provincial Museum, Hong Kong Art Museum and other seven provincial museums.

学生的北京启喑实验学校的名誉校长，曾是中央电视台国际频道现场直

赵丽塔毕业于美国加州大学伯克利分校多媒体艺术专业，以总分全

校第一的成绩被选入国际金钥匙荣誉组织，并成为终身会员。她除了本

职工作还热爱骑马、射箭、高空跳伞、深海潜水、滑雪等运动。她热爱旅游，

足迹遍布北极、阿尔卑斯山、红海、地中海、南海、太平洋、大西洋、

印度洋等世界各地。拥有记者的洞察力，多年来，赵丽塔女士的艺术创

造力不断发展，成为世界最成功的摄影家之一。她的摄影作品和油画在

很多国家展出过，并被多国政要名流、博物馆、画廊所收藏。她曾获得

众多的奖项和荣誉，包括克罗地亚颁发的“卓越文化使者奖”、佛得角

颁发的“文化大使奖”及北京市人民对外友好协会颁发的“杰出贡献奖”。

赵丽塔的艺术作品曾展出于世界各地。在中国曾有近 90 次个展及

联合展。她曾在北京大学、清华大学、首都师范大学、北京工业大学、

中国农业大学、国际关系学院、外交学院、北京师范大学、人民大学等

高等院校做过精彩演讲。

受邀于中国—东盟中心，赵丽塔近期在“神秘的马来西亚”、“迷

人的越南”、“高棉的微笑：柬埔寨”、“和平之乡：文莱”和“祥和之国：

老挝”等系列展览中，为公众展现了她精美的多媒体艺术作品，以弘扬

东盟国家的文化、传统，促进中国与东盟人民的友谊和旅游业发展。她

以往曾多次为东盟国家的文化交流做出贡献，包括“两段旅程，同一目标—

泰王国公主诗琳通殿下和赵丽塔女士联合摄影展”，成功地巡回展出于

facilitating bilateral trade, investment and tourism facilitation so as to achieve the goal of two-way trade and investment by 2020” and “Support the work of ACC and make it a platform for promoting better understanding, communication and cooperation through cultural exchanges and educational cooperation” are highlighted in the Joint Statement. 自 1991 年中国与东盟建立对

话关系以来，双方关系从对话伙伴、

睦邻互信伙伴成长为拥有广泛共同

利益的战略伙伴。中国与东盟政治

盟自贸区全面建成。中国连续四年

成为东盟最大贸易伙伴，东盟成为

中国第三大贸易伙伴。中国—东盟

合作枝繁叶茂，硕果累累。

在中国—东盟关系快速发展的

过程中，中国—东盟中心应运而生。

2006 年 10 月 , 中国—东盟建立对话

关系 15 周年纪念峰会上，中国与东

盟 10 国领导人决定建立中国—东盟

中心。2009 年，中国与东盟国家政

府签署建立中国—东盟中心的谅解

备忘录。2011 年 11 月 18 日，在印

尼巴厘岛中国—东盟建立对话关系

20 周年纪念峰会期间，中国和东盟

领导人共同为中国—东盟中心揭牌。

作为中国和东盟成员国政府成

立的政府间国际组织，两年多来，

中国—东盟中心履行了一站式信息

中心和活动中心的职责，致力于做

中国—东盟睦邻互信的促进者、务

实合作的推动者、友好情谊的传播者，

为推动中国—东盟战略伙伴关系发

展发挥了独特作用，为东盟共同体

建设提供了切实支持。

中国—东盟中心执行机构为秘

书处，总部在北京。秘书长为首席

执行官，现任秘书长为马明强（中

国籍）。秘书处下设四个部门，分

别是综合协调部、贸易投资部、教

育文化旅游部和新闻公关部。目前，

老挝、印度尼西亚及泰国派官员在

秘书处任职。

两年多来，中国—东盟中心接

待了中国外长王毅、柬埔寨副首相

兼外交国际合作大臣贺南洪、老挝

副总理兼外长通伦、泰国副总理兼

教育部长蓬贴等 10 多个部长级以上

代表团。

在促进中国—东盟贸易、投资、

文化、教育、旅游五大重点领域合

作方面，中国—东盟中心开展了近

300 项活动。

中国—东盟商品交易中心在浙

江义乌设立，东盟 8 个国家的商品

已入驻。中国—东盟中心积极开展

自贸区政策巡讲，帮助更多企业了

解并充分运用自贸区优惠政策，推

进双向贸易往来。

中国—东盟投资联合体在促进

中国企业对东盟投资方面迈出坚实

步伐，已有多个中国企业在中心的

协助下走进东盟国家。

落实留学生双十万计划取得积

极成效。中国—东盟中心组织中国高

职院校代表团访问文莱、柬埔寨、印

度尼西亚、老挝、缅甸、菲律宾、新

加坡及越南等东盟国家，帮助双方高

职院校建立合作网络，签署 200 余

份合作协议。中心资助的两届在华东

盟留学生运动会取得圆满成功。在中

心推动下，中国—东盟语言文化中心

于 2013 年 12 月在北京语言文化大

学成立。在中国-东盟中心的支持下，

每年在贵州省举办的中国 - 东盟中

心教育合作周，已经成为了增强中国

和东盟之间教育合作的重要平台。

2014 年 1 月，中国—东盟中心组织

“多彩中华”中国少数民族艺术团

赴柬埔寨、越南演出，并于同年 8

术，促进了中国与东盟国家的文化

交流、相互了解与友谊。
