生しても同期バーストの喪失は稀である。仮に喪失するとしても、通話時送信モードと同様に、
親局は従属接続の全中継局で喪失するフレーム数分だけ上乗せして同期バーストを送信し、子
局に対して 1.6 秒(20 フレーム)以上の同期バーストを送信することとすれば良いため、同様
の規定とする。
4.6.5.2 実用的な同期バースト送信時間規定
子局におけるバッテリーセービングを考慮し、同期バースト送信時間(回数)を 1.6 秒(20

付属資料13 子局(戸別型)の相互接続性確認試験
13.1 概要
子局(戸別型)(以下「戸別受信機」という。)の相互接続性確認に係る試験は、「市町村デジタル同報
通信システム推奨規格」に規定する無線区間インタフェースに準拠していることの確認試験と位置付け、同
推奨規格に定める範囲内で戸別受信機の型式ごとに行うものである。
本資料は、測定器を試験基準原器とし試験基準原器と戸別受信機間において、相互接続性の確認試験を行
なう方法(以下「接続試験器による試験」という。)について規定する。
13.2 試験区分
本試験は、基本動作試験と応用動作試験とから成る。応用動作試験は異常発生時のシーケンス
を動作確認するもので、可能であれば実施するものとする。
13.3 試験構成
接続試験器による試験の基本構成を図 13.3-1 に示す。
接続試験器は、測定器/SG をベースとする構成で、一般的には基地局シミュレータと呼ばれ
る機器で、戸別受信機に対して送信を行なうという基本的機能等を有するものである。本書では、
当該機器の具体的型式等は特定せず、機能を実現可能な機器という定義にとどめる。
但し、参考として下記の測定器がある。
・MG3700A:ベクトル信号発生器(ハードウェア、本体)
・MX370150A:ARIB STD-T86 接続試験用 IQproducer(PC ソフトウェア)
なお、戸別受信機を単に子局、接続試験器を親局と表現することがある。

13.6 試験パラメータ
13.6.1 基本パラメータ
接続試験器は以下のパラメータを基本として制御手順を定めるものとする。なお試験実施に必
要なパラメータのうち、ここで記述していない項目及び変更する項目は、試験項目毎の試験条件
にて定める。
(1) 試験を行なう際に戸別受信機にあらかじめ登録しておくパラメータ
・子局識別番号 :10E1H、223DH
・分割番号 :分割 A、分割 B
・製造者識別番号 :各製造者にて登録する。
(接続試験器、戸別受信機とも)
(2) 試験項目全体で共通のパラメータ
・市区町村コード :13101、13102(不一致試験用)
・親局から呼出時の子局識別番号 1 :一括番号(16 ビット全て 0)
・親局から呼出時の子局識別番号 2 :無効とする。
・スーパーフレーム構造 :13.5.2 項のとおり。
・連送数
①PCH…2連送以上とする。(親局の通常運用による)
②FACCH…任意(親局の通常運用による)
・前送同期バースト
1.6 秒(20 フレーム)以上とする。
なお、第 2.0 版までの「前送同期バースト」は下記の通りである。
・スロット#0 のアイドル時の扱い
BCCH、PCH 以外のアイドルスロット(スロット#0)は SCCH アイドル、任意のメッ
セージとする。(親局の通常運用による)
(3) 試験項目ごとに指定を行なうパラメータ
・特になし。
(4) 予備フィールド
・無効とする。
接続試験機ではオール 0 とする等、任意(親局の通常運用による)
(5) 免許人固有情報
・無効とする。

15.1 概要
全国瞬時警報システム(J-ALERT)をデジタル同報通信システムに導入するに際して、デジタル同報
通信システムの自動起動接続時間を短縮する方法について記す。 J-ALERTをデジタル同報通信システムへ導入すると、人工衛星を用いて緊急情報を受信し、受信結果
に基づきデジタル同報通信システムを自動起動することにより、住民に緊急情報を伝達することが可能と
なる。 緊急情報の発信元からデジタル同報通信システムまでの間には様々な情報伝達ルートが存在するため、
本規格の規定区間である無線区間の時間短縮に的を絞って記す。
15.2 構成
J-ALERTをデジタル同報通信システムに導入する場合の構成図を図15.2-1に記す。 本規格における規定区間は、親局(親局無線装置)-子局(屋外型、戸別型)間の無線区間
である。 本付属資料に記す自動起動接続時間は、図15.2-1における「同報無線自動起動機からの起動信号か
ら放送開始までの時間」と定義する。 尚、デジタル同報通信システムにJ-ALERTを導入した場合の接続時間の目安とすべく、操作卓-親
局(親局無線装置)間の区間を含めた時間を記す。

15.3.1 自動起動接続時間に要する処理内容の内訳 同報無線自動起動機からの起動信号から放送開始までのデジタル同報通信システムの処理内容

15.3.2 同期バースト送信時間規定
本規格規定区間の時間短縮のため、同期バースト送信時間の削減を図る。
具体的には、4.6.5.2 実用的な同期バースト送信時間規定を変更する。
15.3.2.1 ARIB STD-T86 1.0 版、2.0 版における規定
実際の無線回線を考慮した実用的な同期バースト送信時間(回数)を 4 秒(50 フレーム)
以上とする。
15.3.2.2 ARIB STD-T86 3.0 版における規定
子局におけるバッテリーセービングを考慮し、同期バースト送信時間(回数)を 1.6 秒(20
フレーム)以上とする。

15.3.3.1 ARIB STD-T86 2.0 以下の版に準拠のシステムの自動起動時間
ARIB STD-T86 2.0 以下の版(1.0 版、2.0 版)に準拠のシステムにおける自動起動接続時間
は下記の通りであり、各処理時間の内訳について表 15.3.3-1 に記す。

15.3.4 自動起動接続時間における留意点
自動起動接続時間における留意点を表 15.3.4-1 に記す。これらの留意点は準拠する規格の版数
に因らず。

無線での切断時間が更に必要となる。
2 拡声通報(一括通報)のみ 本規格における規定範囲は、相互接続の対象である一括通
報のみである。個別通報、群通報は相互接続の対象外であ
ること、呼出局数により呼出時間は異なるため、本付属資
料で記述の自動起動接続時間は個別通報、群通報について
は対象としていない。
3 同報無線自動起動機から操作卓
を直接起動
操作卓の先に、操作卓以外の様々な装置(遠隔制御装置、
インターフェース装置、統合卓、等)が接続され、操作卓
以外の装置経由で同報無線を起動する場合、様々な装置間
のネゴシエーションに要する時間分だけ更に必要となる。
そのような構成において、自動起動接続時間を迅速化する
ためには、様々な装置間のネゴシエーションに要する時間
を短縮化するように取り組むこと、操作卓数の分だけ
J-ALERT 設備及び同報無線自動起動機を準備してシステ
ム構築して操作卓を直接起動する方法、等が考えられる。
様々な装置で短縮化を図ったとしても、経路数を削減した
方が短縮効果は大きいと考えられる。

15.4 準拠した規格の版数の組合せによる接続性
親局と子局が準拠した規格の版数の組合せによる接続性を「子局が着呼するか、着呼しないか」
の視点で表 15.4-1 に記す。

付属資料16 空線信号について
16.1 空線信号
本規格においては空線信号は通信用チャネル信号(TCH1)(音声)として、一括通報終了後に送信す
る。
16.2 空線信号の信号定義
空線信号の TCH フィールドのビットパターンを参考として定義する。次の事由により無音となるミュー
ト信号を推奨する。 (1) 一括通報中はTCHをそのまま音声CODEC処理部へ渡して(メモリコピー等)いるので、一括通報
終了時に送信する内容は、制御信号ではなく音声信号の方が望ましい。
(2)一括通報終了後には、送信する音声信号は、
①定められたミュートパターンをTCHに入れる
②音声入力を切った無音信号をTCHに入れる
のいずれかと想定され、確実に無音となる①が望ましい。
(3) 空線信号を制御信号にした場合、受信機が空線信号を受けてからスピーカを閉じるまでの間、音声
CODEC処理部へ制御信号が出力されてしまう問題がある。
(4) 空線信号を制御信号にした場合、仮に強制切断指示信号を受け損ねた場合は、数秒間にわたり音声
CODEC処理部へ制御信号が出力されてしまう問題がある。
16.3 空線信号のビットパターン
次を推奨する。(この後スクランブル処理をかける)なお、このデータ列の音声CODEC処理部への取り
込みは、MSBファーストとする。すなわち以下に示すビット列で FFFF FFFF FFFF FFFFの後は、 01010100 10001110 00010100 10011010 ………

社団法人電波産業会は、無線機器製造者、電気通信事業者及び利用者等の参加を得て、各種の電
波利用システムに関する無線設備の標準的な仕様等の基本的な技術条件を「標準規格」として策定
している。
標準規格は、周波数の有効利用及び他の利用者との混信の回避を図る目的から定められる国の技
術基準と、併せて無線設備の適正品質、互換性の確保等、無線機器製造者、電気通信事業者及び利
用者等の利便を図る目的から策定される民間の任意基準をとりまとめて策定される民間の規格であ
る。
本標準規格は、「市町村デジタル同報通信システムの無線区間インタフェース」について策定され
たもので、策定段階における公正性及び透明性を確保するため、内外無差別に広く無線機器製造者、
電気通信事業者及び利用者等の利害関係者の参加を得た当会の規格会議の総意により策定されたも
のである。
本標準規格で規定されている範囲は、通信を行うために必要な最小限の規格を定めたものである
が、本標準規格の実際の利用にあたっては、「市町村デジタル同報通信システム」を構築する無線機
器製造者及び電気通信事業者等が、本標準規格を逸脱することなく独自に定めることが可能な規定
及び規格値等を併せて利用することが必要である。
本標準規格が、無線機器製造者、電気通信事業者及び利用者等に積極的に活用されることを希望
する。
注意:
本標準規格には、本標準規格に係る必須の工業所有権に関して特別の記述は行われていないが、
当該必須の工業所有権の権利所有者は、「本標準規格に係る工業所有権である別表に掲げる権利は、
別表に掲げる者の保有するところであるが、本標準規格を使用する者に対し、適切な条件の下に、
非排他的かつ無差別に当該別表に掲げる権利の実施を許諾する。ただし、本標準規格を使用する者
が、本標準規格で規定する内容の全部又は一部が対象となる必須の工業所有権を所有し、かつ、そ
