IRR 1.0 BACKGROUND
IRR 1.1 Academics Big Day is a day full of academic competitions and an
academic seminar. This is the first time that academic events will be hold separately
from the annual event of the National Federation Junior Philippine Institute of
Accountants- Region IV (NFJPIA-R4) the General Assembly. This event not only aims to
give the R4 JPIAns the opportunity to enjoy the non-academic events of the region by
holding academic events at different date but most specially is to uphold academic
excellence through creative and exciting competitions. Best representatives from each
Local Chapters are gathered to showcase their wits and abilities to solve different
problems that are based on CPA board subjects. This is in line with the pursuit of
achieving excellence and promoting professional development goal of the Federation.
IRR 2.0 OBJECTIVES
IRR 2.1 To promote academic excellence among the members of the
organization and help them to deepen their knowledge in the different CPA board
exam subjects.
IRR 2.2 To allow members to test their knowledge through a friendly, fun and
competitive atmosphere.
IRR 2.3 To help the participants discover their strengths and be aware of their
weaknesses in different board-related subjects.
IRR 2.4 To promote camaraderie and sportsmanship among the participants from
the Local Chapters in Region IV.
IRR 3.0 ACADEMIC COMPETITIONS, COVERAGE AND ELIGIBILITY

IRR 4.0 QUALIFICATIONS
IRR 4.1 The contestant must be a bona fide member of the NFJPIA-Region IV and
is currently enrolled in BS Accountancy for the academic year 2015-2016.
IRR 4.2 Each local chapter may send minimum of three (3) and maximum of five
(5) participants in Sycip Qualifiers Zone, Gorres Defenders Zone, War Zone and Velayo
Full Zone, maximum of two (2) teams comprised of four (4) members each in Banhay
Battle and only one (1) team comprised of three (3) members in all of the Case Studies.

IRR 4.3 If there would be a change of contestants, it must be communicated to
Regional Vice President for Academics three (3) days before the Academics Big Day,
on January 13, 2016.
IRR 4.4 Change of contestant representing a school shall not be allowed during
the day of the competition. Only pre-registered delegates will be allowed to join the
competition.
IRR 5.0 REQUIREMENTS
IRR 5.1 Each contestant must submit the following requirements to their Vice
President for Academics:
IRR 5.1.1 Endorsement Letter certifying that he/she is the official
representative of his/her school duly signed by the dean of their respective
college, countersigned by the Local chapter President and Local chapter
adviser.
IRR 5.1.2 Copy of Certificate of Registration in his/her respective school
certifying that he/she is currently enrolled in their school‟s current semester or
term
IRR 5.1.3 Copy of school ID for the current semester
IRR 5.2 Vice President for Academics must submit the following:
IRR 5.2.1 Endorsement letter of the participants must be in one folder with file
name “Endorsement Letters”.
IRR 5.2.2 Certificate of Registration of the participants must be in one folder
with file name “Certificate of Registration”.
IRR 5.2.3 School ID of the participants must be in one folder with file name
“School IDs”.
IRR 5.2.4 Masterlist of all academic participants. (See NFJPIA-
R4_1516_Masterlist_ABD)
IRR 5.3 Softcopy of all requirements must be compressed in one file (.zip or .rar)
and shall be sent to [email protected] on or before January 10,
2016. The filename format to be used shall be ABD_Name of School.zip/rar
Example: ABD _LagunaStatePolytechnicUniveritySPCC.rar
IRR 5.3 The contestant must present their school ID and their waiver upon
registration during the Academics Bid Day proper.
IRR 6.0 CONTEST RULES AND MECHANICS
IRR 6.1 Contestants are advised to be at the designated place at least 30
minutes before the time schedule.
IRR 6.2 Contestants must be properly registered and sign the attendance sheet
before proceeding to the competition proper.

IRR 6.3 Contestants must strictly wear corporate attire (no maong pants, no
rubber shoes). Contestants who do not comply with the required attire shall not be
allowed to join the competition.
IRR 6.4 Late contestants are still allowed to join the competition. However, he/she
shall no longer be allowed to answer the questions he/she have missed. For Case Study
Competitions, late contestants are still allowed to join the competition. However, the
team shall not be given time extension to answer the case.
IRR 6.5 A Judge or Board of Judges shall be a Certified Public Accountant for the
purpose of giving an intelligent and independent decision. Lawyers shall be allowed to
be part of the Board of Judges for Business Law and Taxation.
IRR 6.6 Any member of the Board of Judges and NFJPIA-R4 Council shall be
vested with the power to give sanction to any contestant he have witnessed violating
any of the said provision in this IRR.
IRR 6.7 The Judge or the Board of Judges shall have the sole and exclusive
authority to clear or answer any protest/clarification made by the contestant or the
respective adviser. Any question raised shall limit to a 5-minute discussion only to
protect the proceedings of the time of the contest. Judge/s‟ decision is final and
irrevocable
IRR 6.8 Each school is privileged to have one registered adviser only. The adviser
must register and sign in the provided registration sheet by the Committee on
Education and Research before the start of competition. Once the quizmaster starts
reading the 1st question, the registration for registered adviser shall be closed. Thus, the
Board of Judges will no longer entertain any concern, protest, or clarification made by
unregistered adviser.
IRR 6.9 The contestant and the registered adviser are the only persons who have
vested rights to raise concern, protest, and/or clarification.
IRR 6.10 All questions whether theory or problem shall only be read once. Request
to repeat a question shall not be entertained unless there is an approval from the
member on NFJPIA-R4 council present on the contest proper.
IRR 6.11 Contestants are only allowed to manipulate their calculators after the quiz
master says “GO”. Warning shall be given for the 1st offense. 2nd offense shall mean
disqualification from the particular question while, 3rd offense entails disqualification
from the competition.
IRR 6.12 Use of abbreviations is highly discouraged to be used unless specifically
allowed by the Board of Judges in a particular question.
IRR 6.13 Contestants who shall insist in stating his/her answers ambiguously,
abbreviated or illegibly may still claim points for correct answers only upon the
discretion of the panel of judges.
IRR 6.14 Before proceeding to the next question, contestants shall be given an
allotted time of 10 seconds to raise a protest/clarification, to request for new marker or
scratch paper, to change their calculator if it encounters a technical problem, or other

concerns. After the allotted time has elapsed, the quizmaster shall read the next
question, thus, protest, clarification, or any concerns shall no longer be entertained.
IRR 6.15 Any contestant caught cheating shall be disqualified in the competition.
IRR 6.16 After reading the contest rules and mechanics, contestants are given the
chance to raise questions/clarifications regarding the said rules and mechanics.
IRR 6.17 In case of any concern, clarification, or protest which is not governed by
the Implementing Rules and Regulations (IRR) of the said provision, the Chairman of the
said competition shall have the absolute power to decide, upon consultation to
Regional Vice President for Academics and/or Regional President/Adviser, on matters
which he/she deems necessary to preserve and protect the integrity of the event.
His/her decision is final and irrevocable.
IRR 7.0 QUIZ BEES
IRR 7.1 Sycip Qualifiers Zone, Gorres Defenders Zone and War Zone is comprised
of two (2) rounds – Eliminations and Finals Round.
IRR 7.1.1 Eliminations round is a written type examination.
IRR 7.1.2 Eliminations round which examination‟s is composed of theory and
problem questions that is good for one (1) hour only.
IRR 7.1.3 Only the top 20 contestants with the highest points will proceed to
the Finals Round.
IRR 7.1.4 In case there is a tie, tied contestant shall proceed to Play Round.
Play Round composes of purely theory questions. First to get the answer correctly can
claim the spot, in case there are still open slots, the game shall continue until the Top 20
is completed.
IRR 7.1.5 Finals Round is a raised-bored type.
IRR 7.1.6 Finals Round may compose of three (3) sub-sets of questions
namely: Easy, Average and Difficult. Time allotment, number of items and
corresponding points are as follows:

The Board of Judges or the Regional Vice President for Academics may extend time
depending on the complexity of the question.
IRR 7.1.7 Contestants are provided with a copy of every question. The
contestants must not flip the copy of the question until the quizmaster gives the signal to
do so. After the quizmaster announces the question number, the contestant may start
reading and answering the question provided. Any contestant who violates the said
provision shall be given a warning for the 1st offense. On the 2nd offense, the
contestant shall be disqualified for answering that question only. Violation of this
provision for the 3rd time shall mean disqualification of the contestant from the
competition.
IRR 7.1.8 The contestants should answer each question within the time
allotted. When the bell rings signalling the lapse of time allotted, all contestants should
raise their boards. Contestants who violate this provision will not be given any point
even if he/she got the correct answer.
IRR 7.1.9 There will be no choices given to some other questions whether
theory or problem. When answering a multiple choice question, answer must come in
CAPITAL letter otherwise it would be ignored and disregarded.
IRR 7.1.10 Each contestant is only given one chance to answer each
question.
IRR 7.1.11 Contestants with the correct answer will receive the corresponding
points.
IRR 7.1.12 No deduction of points will be given to those contestants with
incorrect answers.
IRR 7.1.13 In case of a tie, tied contestants shall proceed to the clincher
round.
IRR 7.1.14 Contestants who will earn the three highest scores will be declared
as winners – 3rd Big Winner Placer, 2nd Big Winner Placer and Big Winner and shall
receive pins, medals and certificate for Sycip Qualifiers Zone and Gorres Defenders
Zone while War Zone winners would receive plaques and certificate plus a scholarship
grant for CPA review tuition fee at CPA Review School of the Philippines. All contestants
shall receive certificate of participation.
IRR 7.2 Velayo Full Zone is comprised of three (3) rounds namely: Eliminations,
Semi-Finals and the Finals Round. Eliminations and Semi-Final Rounds may compose of
three (3) sub-set questions namely: Easy, Average, and Difficult. However during the
Finals Round only Difficult sub-set of questions would be asked.
IRR 7.2.1 All the contestants would be grouped into batches. Number of
batches and contestants per batch will be announced on the contest proper.
IRR 7.2.2 For every batch, only one contestant could proceed to the
next/final round.

IRR 7.2.3 Eliminations, Semi-Finals and Finals Round are buzzer-type. Number
of items may vary per round depending on how fast the contestants accumulate the
required points to proceed to the next round and/or win the title.

The Board of Judges or the Regional Vice President for Academics may extend time

IRR 7.2.5 Contestants are provided with a copy of the question for every
question requiring computation only. The contestants must not flip the copy of the
question until the quizmaster gives the signal to do so. After the quizmaster announces
the question number, the contestant may start reading and answering the question
provided. Any contestant who violates the said provision shall be given a warning for
the 1st offense. On the 2nd offense, the contestant shall be disqualified for answering
that question only. Violation of this provision for the 3rd time shall mean disqualification
of the contestant from the competition.
IRR 7.2.6 The contestants should answer each question within the time
allotted. When the bell rings signalling the lapse of time allotted, all contestants would
not be allowed to push the buzzer and answer the question. Contestants who violate
this provision will not be given any point even if he/she got the correct answer.
IRR 7.2.7 Type of question whether easy, average or difficult would be
randomly picked up from the pool of questions by the quizmaster.
IRR 7.2.8 All points earned during the Elimination Round shall revert to zero
before playing for the Semi-Finals Round.
IRR 7.2.9 All points earned during the Semi-Finals Round shall revert to zero
before playing for the Finals Round.
IRR 7.2.10 When a theory question is asked, contestants may answer the
question at any moment even if the quizmaster is still on the course of reading the
question.
IRR 7.2.11 The first contestant who pressed the buzzer shall be given the
chance to answer the question. During the round, one chance of steal for each
question shall be given to other contestants, otherwise, if still incorrectly answered, the
quiz master shall move on to the next question.

IRR 7.2.12 Finals Round: Contestants playing for the Finals must accumulate 5
points to win the „Big Winner‟ title. Once a contestant already earned five (5) points, this
would now end the game. Second and Third contestant highest earner of points would
be declared as 2nd Big Winner Placer and 3rd Big Winner Placer respectively. In case of a
tie, contestants having the same points would answer another question; first to answer it
correctly gets the winning position.
IRR 7.2.13 Winners – 3rd Big Winner Placer, 2nd Big Winner Placer and Big
Winner in the Velayo Full Zone shall receive pins, medals and certificate. All contestants
shall receive certificate of participation.
IRR 7.3 The Banhay Battle is a relay type of quiz bee. Members would be seated in
a straight line, member on the first seat would be the first to answer the question, his/her
answer would then be passed to his/her team mate on the second seat at his/her back
for the member seated on the second seat be able to answer the question he/she is
holding and the cycle repeats until it reaches to the member seated on the fourth or
last seat, called the „Builder‟, who solely have vested the right to push the buzzer and
give their final answer.
IRR 7.3.1 All the Teams would be grouped into batches. Number of batches
and contestants per batch will be announced on the contest proper.
IRR 7.3.2 For every batch, only one team could proceed to the next/final
round.
IRR 7.3.3 Each Team can decide who of their members would sit on the first,
second, third and fourth seat each round, if they want to change seats every round.
IRR 7.3.4 The Banhay Battle is comprised of three (3) rounds namely:
Eliminations, Semi-Finals and the Finals Round. Eliminations and Semi-Final Rounds may
compose of three (3) kinds of sub-set questions namely: Easy, Average, and Difficult.
However during the Finals Round only Difficult sub-set of questions would be asked.
IRR 7.3.5 Kind of sub-set questions would be electronically choose during the
round.
IRR 7.3.6 Eliminations, Semi-Finals and Finals Round are buzzer-type. Number
of set of questions may vary per round depending on how fast the contestants may get
1 point to proceed to the next round and/or win the title.
IRR 7.3.7 Time allotment per round is 5 minute, each correct answer would
be rewarded one (1) point.
The Board of Judges or the Regional Vice President for Academics may extend time
depending on the complexity of the question.
IRR 7.3.8 Contestants are provided with a copy of the question for every
question. Questions won‟t be flashed on the screen. The contestants must not flip the
copy of the question until the quizmaster gives the signal to do so. After the quizmaster
says the word “GO”, the contestant siting on the first seat may start reading and
answering the question provided. Members seated on the succeeding seats after the
first seat are not allowed to flip the question placed on their table not until the member

preceding them passes the answer to them. Any contestant who violates the said
provision shall be given a warning for the 1st offense. On the 2nd offense, the team shall
be disqualified for answering that question only. Violation of this provision for the 3rd
time shall mean disqualification of the team from the competition.
IRR 7.3.9 The teams should answer each question within the time allotted.
When the bell rings signalling the lapse of time allotted, all teams Builder would not be
allowed to push the buzzer and answer the question. Teams who violate this provision
will not be given any point even if their Builder got the correct answer.
IRR 7.3.10 The first Builder who pressed the buzzer shall be given the chance
to answer the question. During the round, one chance of steal for each question shall
be given to other Builders, otherwise, if still incorrectly answered, the quiz master shall
move on to the next question.
However, if after 3 consecutive tries of answering a set of questions and no team got a
point, all teams belonging to that batch loses their chance to proceed to the Semi-
Finals Round and Finals Round.
IRR 7.3.11 Point earned during the Elimination Round shall revert to zero
before playing for the Semi-Finals Round.
IRR 7.3.12 Point earned during the Semi-Finals Round shall revert to zero
before playing for the Finals Round.
IRR 7.3.13 Finals Round: Teams playing for the Finals must accumulate 5
points to win the „Big Winner‟ title. Once a contestant already earned five (5) points, this
would now end the game. Second and Third contestant highest earner of points would
be declared as 2nd Big Winner Placer and 3rd Big Winner Placer respectively. In case of a
tie, contestants having the same points would answer another question; first to answer it

IRR 7.3.14 Teams who will earn the three highest scores will be declared as
winners – 3rd Big Winner Placer, 2nd Big Winner Placer and Big Winner and shall receive
pins, medals and certificate. Only the Big Winner will receive a plaque. All contestants
shall receive certificate of participation.
IRR 8.0 Case Studies
IRR 8.1 Case Study Competitions shall be divided into two rounds, namely:
IRR 8.1.1 Written Report Round - During this round, the participants shall
submit their reports containing their analysis and answer on the case. Four hours is
allotted on this round. A partner auditing firm/organization would check the papers and
choose Top five teams whom would proceed to the Oral Defense Round. During the 4
hour period, contestants must also have prepared their PowerPoint presentation for the
Oral Defense Round.
IRR 8.1.2 Oral Defense Round - In order to determine the final ranking of the
top five teams, the participants shall present their report in a PowerPoint format for 10
minutes and another 10 minutes shall be allotted for question and answer portion.

IRR 8.2 The teams shall be given four hours to prepare a written report which
should be submitted in soft copy.
IRR 8.3 The written report should have the following at the minimum:
-Name of client
-Heading of the substantive audit documentation/working paper
-Documentation of the understanding of the entity
-Management Assertions
-Audit/Management objectives
-Test of control/Substantive audit procedures performed
-Audit findings
-Proposed Adjusting Entries/Recommendations to management
-Conclusion
Contestants could include additional parts to the written report in order to add
substance to the case study, provided that the major parts are present.
IRR 8.4 The written report should follow the following format:
IRR 8.4.1 All reports must be written in Cambria font, 12 font size and with 1.5
spacing.
IRR 8.4.2 Margins must be 1-inch in all sides of the document.
IRR 8.4.3 The report shall not exceed 10 pages (excluding the title page)
IRR 8.4.4 The report must not have an appendix.
IRR 8.4.5 The official letterhead template of NFJPIA-Region IV should be
used. Copies of the template should be given to the finalists before
the start of the competition. This is to prevent teams from putting
anything that would indicate the Institution in which they were
affiliated (e.g. refrain from including any identifying information in
headers, footers in the written report and power point
presentation). The case study must have attached a title page,
which includes the names of the team members.
IRR 8.5 The following criteria shall be used to evaluate the written report:

IRR 8.5.1 Proper documentation of the understanding of the entity and evaluation
of its control procedures is the extent to which the team:
Provides adequate documentation of understanding the background of the
entity, including its nature of operations and business procedures.

Effectively uses background information and available evidences
IRR 8.5.2 Adequacy of analysis of any control deficiency identified during the
evaluation of the controls (material misstatements, in case of substantive testing) is the
extent to which the team:
Successfully identified adequate and appropriate analysis that would eventually
be the basis in forming analysis and recommendations.
Effectively identified the impact of the control deficiencies/material
misstatements o Demonstrates logic in formulating recommendations, proposed
audit adjustments and conclusion.
Considers the feasibility of their recommendations when taken separately and
when taken together.
IRR 8.5.3 Technicalities are the extent to which the team:
Followed the recommended guidelines for written reports.
Presented its ideas in a logical, cohesive and smooth manner.
Exhibited proper sentence construction and grammar
IRR 8.6 The top five local chapters shall advance to the Oral Defense Round.
IRR 8.7 The teams shall present their report in front of the panel of judges for 10
minutes and another 10 minutes shall be allotted for the question and answer portion.
IRR 8.8 The medium for presentation must be English.
IRR 8.9 The following criteria shall be used to evaluate the oral presentation:

IRR 8.10 Participants are not allowed to bring their own materials in the contest
proper except for calculators, laptops and one reference book for each member.
IRR 8.11 Winners – 3rd Big Winner Placer, 2nd Big Winner Placer and Big Winner shall
receive pins, medals and certificate. Only the Big Winner will receive plaques. All
contestants shall receive certificate of participation.
IRR 9.0 POINTING SYSTEM OF REGIONAL ACADEMIC LEAGUE

IRR 10.0 VIOLATIONS AND SANCTIONS GUIDELINES
IRR 10.1 The above-mentioned Academics Big Day Implementing Rules and
Regulations is intended for NFJPIA-Region IV council and related persons information
exchange only. The Regional Executive Board shall maintain the relevance and
reliability of this document through the strict implementation of its rules and regulations.
IRR 10.2 Any questions raised by the contestants that are not included in the IRR
shall be subjected to the jurisdiction of the Regional Vice President for Academics. The
decision of the Regional President, Vice President for Academics and Adviser shall be
final and irrevocable.
IRR 11.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
IRR 11.1 It shall be the primary duty of the Regional Vice President for Academics
and the Regional Executive Officers to effectively enforce the provisions of this
Implementing Rules and Regulations. The Regional Executive Officers also has the sole
right to interpret the contents of this Implementing Rules & Regulations and their
decision shall be binding and irrevocable.
IRR 11.2 The Regional President and/or Adviser or his duly designated
representative shall act as legal adviser to the Regional Vice President for Academics
and the Regional Executive Officers and shall render legal assistance as may be
necessary in carrying out the provisions of this Implementing Rules and Regulations.
IRR 12.0 AMENDMENTS OR REVISIONS
IRR 12.1 The Regional Executive Officers shall be vested with the exclusive power
to revise and amend the Implementing Rules and Regulations.
IRR 12.2 Any amendments to or revisions to this Implementing Rules and
Regulations may be proposed by any member of any regional council member upon a
written request of such member, stating the reasons thereto.
IRR 12.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for Academics
then to be forwarded to the Regional Executive Officers for discussion, editing and final
approval and to be noted by the Regional President and Adviser.
IRR 12.4 The Regional Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the Regional Vice President
for Academics, which are deemed unnecessary. The final decision on any inclusions
and exclusions to this Implementing Rules and Regulations must be determined by a
majority vote of all Regional Executive Officers in which the Regional Vice President for
Academics is included.

IRR 12.5 Amendments to particular provisions in this Implementing Rules and
Regulations shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.
IRR 13.0 SEPARABILITY CLAUSE
IRR 13.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not affect,
invalidate, or impair any other part hereof, but shall be merely confined to the clause,
provision, paragraph or part directly involved in the controversy in which such judgment
has been rendered.
IRR 14.0 REPEALING CLAUSE
IRR 14.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified
accordingly.
IRR 15.0 EFFECTIVITY
IRR 15.1 This Implementing Rules and Regulations shall take effect immediately
after its presentation and approval from the Executive Board Meeting. Promulgated in
