प्रस्तािना - कें द्र शासनाच्या ितीने भारतीय निनशष्ट्ि ओळख प्रानधकरणाद्वारे 12 अांकी ियैन्ततक क्रमाांक हा

आधार क्रमाांक म्हणनू नदिंा जातो. हा क्रमाांक देशात कोठेही ओळखीचा पुरािा म्हणनू सादर केिंा जातो. आधार क्रमाांक हा प्रत्यके ननिासी भारतीय नागरीकाची ओळख करून देऊ शकतो. यामुळे प्रत्येक व्यततीचा स्ितांत्र बाह्यिंक्षी तपशीिं आनण बायोमेरीक मानहती उपिंब्ध केिंी जाते. सद्यन्स्थतीस 5 िर्षाखािंीिं बािंकाांच्या आधार नोंदणीमध्ये बायोमेरीक मानहती, उदा. बोिाांचे ठस ेआनण डोळ्यातीिं बाहुिंींची प्रनतमा याांची नोंद घेतिंी जात नाही. त्या ऐिजी त्याांच ेआधार क्रमाांक हे त्याांच्या पािंकाांच्या आधार क्रमाांकाशी लिंक केिं ेजाते. यामध्ये नाि, जन्म-नदनाांक आनण लिंग याांची मानहती नोंद करणे बांधनकारक आहे. िरीिं िस्तुन्स्थती निचारात घेऊन, निीन आधार लिंक जन्म नोंदणी राज्यात कायान्न्ित करण्याचा प्रस्ताि शासनाच्या निचाराधीन होता. आता शासनाद्वारे पुढीिंप्रमाणे ननणवय घेण्यात येत आहे. शासन ननणवय-

राज्यात सिव शासकीय / खाजगी आरोग्य सांस्थाांमध्ये जन्म झािंेल्या बािंकाची त्या-त्या आरोग्य सांस्थेच्या प्रमानणत यांत्रणा चािंकाांमार्फव त (ऑपरेिर) मार्फव त आधार प्रणािंीमध्ये नोंद घेण्यात यािी. निजात बािंकाचे नाि नननरृत करण्यात आिंेिें नसिंेल्या बािंकाांची देखीिं आधार नोंदणी निना नाि े करािी, अशा प्रसांगी बािंकाचे नाि हे मूिं (Baby) म्हणनू सांबोधिंे जाईिं. त्यानुसार आईचे नाि नोंदनिल्यानांतर सदर बािंक हे त्याांच्या पािंकाांचे नकति ेअपत्य आहे हे निचारात घेऊन त्या क्रमाांकाचे मूिं (Baby) अशी नोंदणी आधार यांत्रणेमध्ये करािी. (उदा. मातेचे नाि हे गीता असून त्याांच्या दुस-या अपत्याची आधार नोंदणी कराियाची असल्यास “गीता याांचे दुसरे मूिं (Baby)” अशी

नोंदणी करािी. ज्या बािंकाांची निना नािाची आधार मध्ये नोंदणी झािंी असेिं, त्याांचे नाि आधार मध्ये https: //uidai.gov.in या सांकेतस्थळािर भिे देऊन अद्ययाित करता येईिं.

देशाचे नोंदणी महाननबांधक याांच्या कायािंयातीिं नागरी नोंदणी यांत्रणा ( Civil Registration

System- CRS) ही Child Enrolment Lite Client (CELC) या आधार नोंदणी यांत्रणेशी सांिंग्न करण्यात येईिं.

आधार लिंक जन्म -नोंदणीच्या मागवदशवक सूचना सोबतच्या जोडपत्र -1 मध्ये जोडिेंल्या आहेत.

सदर शासन ननणवय महाराष्ट्र शासनाच्या www.maharashtra.gov.in या सांकेतस्थळािर

उपिंब्ध करण्यात आिंा असून त्याचा सांकेताक 201608201307038517 असा आहे. हा आदेश नडजीििं स्िाक्षरीने साक्षाांनकत करुन काढण्यात येत आहे.

Aadhaar Linked Birth Registration (ALBR)

Enrolment of children of age below 5 years - Integrated with CRS (RGI)

1 About Aadhaar

Aadhaar is a 12-digit unique identity for every resident individual in India, including children

and infants. It Enables identification for every resident Indian. It also establishes uniqueness of

every individual on the basis of demographic and biometric information.

Enrolment of children of age below 5 years

As per the present Aadhaar resident enrolment process, Aadhaar enrolment for children below

the age of 5 year does not require capturing of biometric namely fingerprints and Iris. Instead

their Aadhaar is linked to either of the parent’s / guardian’s Aadhaar. The capturing of inter –

alia Name, Date of Birth and Gender is mandatory.

The children at birth may not have name as the name of the children are generally decided at a

later date. Further, as per the birth and death registration act also, birth registration can be

done without the name of the child and the name can be inserted in birth certificate on later

date.

In view of above, it has been decided to enroll children without name. In such cases the name

of the children will be recorded as baby (1) / (2) of mother (name). For example third child of

Janaki Devi will be recorded as baby (3) of Janaki Devi.

For the children enrolled without name, name can be updated using existing Aadhaar update

process.

2 Requirements for Aadhaar Enrolment

2.1 Registrar

"Registrar" is any entity authorized by UIDAI for enrolling individuals for Aadhaar. Registrars

could be Govt. Departments who interact with residents for implementation of their programs,

activities or operations.

Public Health Department has initiated required steps for getting enrolled as Registrar with

UIDAI. Post becoming a Registrar, Public Health Department would issue notifications which

are prerequisite for enrolling children born in Hospitals and other Health facilities in the state.

For Example, notification like “Addition of Discharge Card/Slip Issued by Govt. Hospitals for

Birth of a child into the list of valid proof of relation (PoR) for Aadhaar enrollment in

Maharashtra. This is required because kids born in hospital will not have any proof of

relationship document to get enrolled for Aadhaar. As per the UIDAI guidelines, registrars have

the authority to amend and enlarge the list of PoI and PoA documents in some exceptional

circumstances and may add any other required document in the list of valid proof, in

consultation with UIDAI Regional Office.

2.2 Enrolment Agency

Enrolment Agencies are entities engaged by the Registrars for undertaking demographic and

biometric data collection for UID enrolment. In case of Public Health Department (PHD), Govt.

of Maharashtra, PHD will act both as the Registrar and as well as the Enrolment Agency.

2.3 Certified Aadhaar Operator

Operator/Supervisor is required for carrying out Aadhaar enrolments

Operator should be minimum 10+2 pass

Certificate from a testing and certifying agency authorized by UIDAI, is must to become

operator

An operator is mandatorily required to undergo testing and certification from NSE IT, before

they can start enrolling kids for Aadhaar. The certificate to qualified aspirants is issued on the

date of online exam at the Examination Centre. Post Certification, if any problem is faced during

on-boarding process, candidate can contact UIDAI Technical Support at 080-23099400 or send

3 Requirements for Aadhaar Enrolment – Hardware

3.1 Tablet Devices

Aadhaar Enrolment of Children upto the age of 5 years can be carried out through tablet based

Child Enrolment Lite Client (CELC).

CELC devices comprises:

Tablet (Android based)

Finger Print Device

Internet Connectivity (Wifi or 3G /2G SIM)

Tablet and fingerprint device could be two separate devices or could also be a single integrated

device. In case of children upto 5 years of age - biometric attributes, viz. fingerprint and iris

images are not captured.

3.2 Enrolment Client Multi Platform (ECMP) Kit

Aadhaar Enrolment of Children can also be carried out through Normal ECMP (Laptop Based)

Client. ECMP KIT comprises of Slap (Ten fingerprint) scanner, IRIS scanner, web camera, lamp,

printer, laptop or desktop computer.

Why CELC?

Aadhaar is to be issued to residents of all age group

In case of children upto 5 years, only demographic data and photograph is captured

Unlike adults, fingerprints and Iris image is not captured for children upto 5 years.

5 Child Enrolment Lite Client (CELC) – Developed by UIDAI

UIDAI has developed an integrated Push/Pull facility on CELC for Aadhaar enrolment

with CRS (Civil Registration System of the office of Registrar General, India (RGI)).

CELC 3.3.1.0 has been released for use in field

Enrolment under ALBR requires Birth Registration Number (BRN) or Birth Application

Number (BAN)

Based on BRN/BAN number following data is pulled from CRS-RGI software to CELC:

o Gender, DOB (both are non-editable fields in CELC)

o Child Name, Aadhaar number of parents (if available in CRS software)

Upon successful enrolment, the data is pushed to CIDR as well as RGI-CRS server for

linkage of EID number with birth registration number.

EID (Enrolment ID) will be replaced with Aadhaar number by RGI once Aadhaar is

generated

5.1 Civil Registration System (CRS) – RGI Solution

RGI has developed a centralized platform for Birth and Death Registration which is

implemented at national level.

RGI has also developed an API to facilitate push/pull with CELC – UIDAI application.

Health Department, Maharashtra has written to UDD (Urban Development Department)

and RDD (Rural Development Department) to instruct all field functionaries to use CRS

for Birth and Death registration. Accordingly, UDD has issued a GR (Government

Resolution).

User credentials, if not issued, need to be issued to all Birth Registration Unit (including

GH, CHC, PHC and MC) and private nursing homes by RGI for online birth reporting on

CRS.

6 Child Enrolment Lite Client – Documents Required

Only Proof of Relationship (PoR) document is required to enrol a child

Additional documents need to be notified by State Registrar, Maharashtra as a valid PoR

for ALBR:

o Mother Child Protection (MCPC) card

o Discharge Card/Slip issued by Govt. Hospitals for Birth of a Child (having mother

name)

8 Aadhaar Assistance for tablet based enrolments

UIDAI pays Rs. 27/- per successful Aadhaar generation to the Registrar concerned.

Health Department Maharashtra (State Registrar for Aadhaar Enrollment) need to notify

the distribution of Rs. 27/- as below:

o Rs. 4 will be retained by Registrar at State level

o Rs. 23 will be transferred to EA in Districts

o EA will transfer Rs. 18/- to Information Assistant/Data Entry operator for each

successful Aadhaar generation

o In case of an enrolment where Asha worker/ANM is associated, Rs.3 (out of Rs. 18/-)

will be transferred to Asha worker/ANM

9 Way Forward to implement ALBR

RGI CRS Software to be used by all Registration Units in State.

State Health Department to be designated as State Registrar.

State/District Health Societies may be designated as non-empanelled EA (Enrolment

Agency) under Registrar – State Health Department or Health Department may also act

as Enrolment Agency.

Tablets with fingerprint scanner and camera would be required for Birth Registration

Units.

Health Department to identify Staff to certify as Aadhaar Operator to enrol new born at

birth place itself.

Order may be issued to Private hospitals regarding procurement of their own tablets and

their staff may become certified Aadhaar Operator.

MCPC Card and Hospital Discharge Slip – valid documents for Child Enrolment and

notified as PoR (Proof of Relation) to cover all Children.
