The series of reports on the problems of the Guangdong-Shenzhen-Hong

Kong Express Rail Link (XRL) have provided the anti-XRL movement with a

solid cause. (RTHK General Affairs Program)

/

Leung Man-Tao: “Inmediahk.net is a group of writers and reporters who

provide their own writings without receiving any reward. Its content and

writing style are very different from traditional media… In-media offers

viewpoints and perspectives alternative to the mainstream media and

generates community resources for public deliberation. ”

/

Leung Chin-Fung: “In the past, we did not have a platform to collect

information and discuss cultural issues. Therefore, In-media is very

important to me”.

/

Chu Hoi-Dick: “We are independent, not neutral. ...we are writers and actors”.

Independent media has a long history in Hong Kong. In fact, local intel-

lectuals and activists have been publishing independent magazines since

the 1960s. However, due to various sociopolitical factors, the independent

media sector is not as flourishing as in such places as Taiwan and Korea.

In recent years, as a result of the advancement of the Internet and com-

munications technology, individuals and small organisations with limited

resources have begun utilising new electronic media, bringing about a new

media era characterised by diversity and direct participation.

Hong Kong In-media is the foremost organisation in Hong Kong which

aims to propel an independent media movement. Since inmediahk.net

was established in 2004, we have grown into one of the most influential

citizen media in Hong Kong.

In addition to providing financial support for the daily operation of

inmediahk.net, Hong Kong In-Media also networks with independent

media activists via its web project interlocals.net, supports research and

training on issues related with independent and citizen media movements

and organises public seminars and media literacy workshops.

「香港獨立媒體網」inmediahk.net

Work and Projects

Inmediahk.net was founded in October 2004 and registered as a

company in 2005. For the sake of editorial independence, the website is

run by a team of editors and contributing reporters, while Hong Kong

In-media gives full financial support to its daily operations.

The mission of the web project is “to serve as an independent media

platform for Hong Kong’s democratic and social movements as well as

developing a public space for Hong Kong that is not dominated by any

political power, consortium or political parties”. In order to nurture a new

citizen-subject, the website encourages the growth of “citizen reporters”.

We believe that through the practice of citizen reporting, individuals

become more active in engaging with community and social issues.

Over the past few years, the website has become an influential public

platform for social commentary and narration of Hong Kong stories. It

connects and unites a group of independent intellectuals, educators,

students and civil community activists, who, through dialogues and

debates, present their vision for a better Hong Kong.

Mainstream media workers once felt anxious about inmediahk.net and

the website’s citizen reporters. They were worried that citizen journalism

would undermine their professional image. Recent developments—in

particular, the anti-XRL campaign—however, have shown that the website

can be as informative as mainstream media. Indeed, citizen reporters often

obtain first-hand information from the civic sector and some have even

become opinion leaders on public affairs.

Tree protection campaign at CUHK.In early 2006, as a part of the

road expansion project, CUHK planned to remove trees from both sides

of Pond Road at Chung Chi College. Inmediahk.net’s citizen reporters

visited the campus and wrote a series of reports against the development

plan and organised a number of direct actions to stop the construction.

The website also collaborated with CUHK Student Press and published a

campaign newsletter to inform university students and staff members on

the situation. Ultimately, the trees were successfully preserved.

Media Activism

In fact, citizen reports and “media activism” did successfully impact the

development of some important social incidents in the past few years.

These include:

Anti-WTO protest. In December 2005, the WTO ministerial meeting

was held in Hong Kong. A large number of protesters from local and

overseas communities, marginalised by global capitalism, demonstrated

in Hong Kong. At that time, mainstream media framed the protest as a

matter of “security threat” and created an atmosphere of fear in society.

Inmediahk.net then organised a citizen reporter team to monitor the

situation and published a newsletter to counter mainstream media’s

impartial reports. Following the incident, it published a book, Breaking

news: The making of WTO news stories in Hong Kong, reflecting on the

differences in news coverage seen between mainstream and alternative

media throughout the WTO meeting and protests in Hong Kong.

The preservation of the Star Ferry and Queen’s piers. In December

2006, a group of young people occupied the Star Ferry Pier demolition

site. The action triggered a preservation campaign for the Star Ferry Pier

and the Queen’s Pier. At that time, the activists turned inmediahk.net

into a platform for information dissemination, movement reflection and

mobilisation. The website’s citizen reporters went on to closely follow

the movement for over a year. Aside from providing online news,

Inmediahk.net cooperated with an activist group, “Local action”, and

co-published several campaign newsletters, including Our home, We

Plan - 3.18 March special issue. Although both piers did not escape the

fate of demolition, the struggle has changed the culture of Hong Kong

social movements. Moreover, it did see some policy changes and pave the

way for future preservation campaigns.

Anti-Express Rail Link Campaign. At the end of 2008, the Government

held a public consultation on construction plans for the Hong Kong segment

of a Guangzhou-Shenzhen-Hong Kong Express Rail Link. As mainstream

media downplayed the significance of the news, very few Hong Kong

citizens were aware of the impact the construction would have on local

communities. In response, Hong Kong In-media and inmediahk.net

jointly organised a “Media Activist Workshop”, using the Express Rail Link

as a focus, and planned a report series. Subsequently, our citizen reporters

traveled to Choi Yuen village, site of the future XRL back-up station,

reporting on the forced demolition of the village and fielded questions

regarding insufficient consultation related to the construction plan. The

series of reports provided the basis for the campaign against the financial

plan of the XRL. For a year, website editor Chu Hoi-Dick provided steady

updates of the latest developments in the campaign. Between December

2009 and January 2010, coinciding with a Legislative Council meeting for

approving the finance plan of the XRL, the website organised contributing

reporters to publish simultaneous reports on Twitter. At the peak of the

anti-XRL campaign, the number of daily visitor to inmediahk.net

reached 20,000.

Content

Writers, citizen reporters and contributing reporters are very active in

engaging with society and have undertaken several initiatives in organising

report series and commentaries on issues such as urban planning,

environment, cultural policy, politics and cross-border affairs.

Cross Border Issues

Since 2010, a number of active citizen reporters have taken the initiative to

travel to mainland China and report on cross-border issues, including:

Spring Festival Transportation (Chunyun).Every year during the

Spring Festival in mainland China, massive crowds of rural migrant workers

who work in coastal cities travel back home for family reunions. This

homecoming season creates huge pressure on the transportation system.

In order to investigate whether the opening of the Wuhan-Guangzhou

High-speed Rail in 2010 helped ease the high traffic load during Chunyun,

a number of citizen reporters took test rides on both the high-speed rail

and regular trains from Guangzhou to Wuhan. Their reports were also

published in Ming Pao.

Protect Cantonese Rally.Inmediahk.net citizen reporter Bobo traveled

to Guangzhou on July 25 to report on the flash mob rally to protect the

use of Cantonese in local television programs. With the help of one of the

editors, she provided simultaneous updates from the rally to inmediahk.net.

As the news was censored in mainland China, a large number of netizens

used circumvention tools to visit our website that day.

Guangzhou Asian Games. Before its opening, a number of citizen

reporters travelled to Guangzhou to report on the impact and damage

various Asian Games-related construction projects had on the city, also as

an attempt to challenge the media blackout on negative stories about the

Games in mainland China.

Urban Renewal and City Planning

Urban renewal and city planning has been a major concern of the website.

Registered Inmediahk.net writer “Urban renewal station”, for example,

keeps track of urban development policy; “Northeast” follows development

in New Territories, “Alfred Ho” comments on urban spatial design, “Sword”

pays attention to city planning policy and “imjoy” documents local cultures.

Contributing reporter “Yuen Yan” has been investigating the role of the

Urban Renewal Authority and following up on news of policies such as

“Revitalisation of Factory Building” and “Compulsory Sale for Adaptive Re-

use Ordinance”.

In addition, contributing reporters also visit villages and investigate grey areas

of land use in New Territories, such as the problem of illegal columbariums.

Citizen reporter “Yat Mung Kin” began following protest actions organised

by the Columbarium Concern Group since early 2010 which led to the

government’s eventual decision to make public a list of illegal columbariums

and introduce a new set of regulations on columbariums.

環境

Environment

In the past few years, major environmental issues picked up by citizen

reporters in the website have included: Save Lung Mei Beach, Save

the butterfly preservation area in Fung Yuen, Preservation of Tai Long

Sai Beach and Nan Sang Wetlands. In the case of Tai Long Sai Beach,

contributing reporter eg9515 attended several field trips to the site,

conducting research into the geography and history of the village. Within

several days, his reports, combined with netizens’ online mobilisation,

generated an upheaval of public opinion against the private development

project near the beach, forcing the government to include the beach and

its surrounding areas into the development permission zone. Aside from

environmental preservation campaigns, writer Cheung Yuen-Man has

been campaigning for animal rights in her column at inmediahk.net.

Culture and Politics

Writers including Ma Kwok-Ming, Leung Man-Tao, On-To, Lee Chi-Leung,

Chan King-Fai, Yu Zoi-See, Lam Fai, Yeung Sau, who provide the website

with high-quality commentary on cultural and public affairs. In addition,

editors and contributing reporters also take initiative in organising reports

and commentary on art and cultural politics. The best example is the

report series on the intervention of post-80 youth in the election of Arts

Development Council committee members.

Registered Users and Audience Survey

Inmediahk.net has accumulated more than 7,000 registered users since

it first launched; of those, more than 700 are contributing writers. The

site has grown steadily to more than 12,000 daily visits, 60,000 page

views and 160,000 hit points (April 2010 data). Aside from direct access,

readers can also subscribe to articles via RSS reader, Facebook, Twitter

and mobile applications. Moreover, the website has established a YouTube

video channel since 2009 and, earlier this year, a live broadcast channel

on justin.tv. We aim to continue to expand our readership through different

forms of new media.

According to an audience survey carried out in 2009, social events are

effective in attracting new readers and writers. The survey showed that

21.4% of respondents have become site reader since 2007, which relates

to the Star Ferry Pier and Queen’s Pier preservation campaigns. The survey

also showed that the website’s readers are highly educated young people,

but with relatively low income. 80% have received tertiary education and

more than 30% are students.

Interlocals.net

Interlocals.net

Comite Catholique Contre La Faim Et Pour Le Development (CCFD)

Interlocals.net was established in September 2006 and is partially

funded by the French Catholic Church Development Fund (CCFD - Comite

Catholique Contre La Faim Et Pour Le Development). The website was

originally designed as a platform for Asian independent media activists

to share local news; however, due to language barriers, it has reoriented

its focus to the Chinese online mediascape. In 2009, it published Info-

Rhizome - Report on Independent Media in the Chinese-speaking world

2008-2009. In the future, the site will continue to publish and translate

articles and discussions about Internet culture and online activism in the

Chinese-speaking world and organise exchanges among independent

activists in the region focussing on their experiences in online publication

and media activism.

Adovcacy

Creative Commons

Hong Kong In-media has been active in engaging with policies related

to the media environment and free speech, such as amendments to the

Indecent and Obscene Article Ordinance, Copyright Ordinance, to name

a few. We also assisted in the localisation of a Creative Commons License

for Hong Kong. In 2008, we initiated a protest against police abuse of

power in the arrest of a netizen who reposted online pornographic images

of popular actors. In response to mainland netizens’ actions, we delivered

a bouquet of flowers to Google’s headquarters in Hong Kong when the

Internet giant decided to stop filtering their search results and leave the

China market in early 2010.

Plan

Integrating different forms of media.with the rapid development in

communications technology, new forms of media continue to emerge, and

audio-visual media has become increasingly influential. With social media

such as Facebook and Twitter permeating people’s social life, independent

Finance Management

We believe that we must develop financial sustainability in order to become

truly independent. Since our establishment in 2005, we have made it our

clear intent to not accept funding from political parties and governments,

nor adopt a commercial business model. We seek to establish an autono-

mous space through individual donations.

Our financial management is very transparent. We have an e-mail group

for reporting our work progress and financial situation to donors and mem-

bers which is published biannually. In addition, we have the annual audit

on the association’s income and expenses. The financial report and bud-

get plan are submitted to the Annual General Meeting for discussion

and approval.

Ideal Finance

We want to build a full-time staff team of 3-4 persons to promote

citizen media practices, defend freedom of speech, and to develop our

investigative news reports, focussing on cross-border sociopolitical issues

in particular. Currently, Hong Kong In-media receives about $16,000 in

individual monthly donations, sufficient for only one full-time employee. Our

aim is to raise $40,000-50,000 in monthly donations thereby allowing us

to build an ideal working team.

To achieve this goal, we expect to invite 50-100 individual sponsors in

the coming two years, hoping they will donate $500-1,000 per month,

or make an annual donation of $10,000 to support the organisation’s

continued operations.
