Cns. 13-15. 1921.CHAP. 13.-An Act To amend section 9 of an Act entitled "An Act to define,regulate, and punish trading with the enemy, and for other purposes," approvedOctober 6, 1917, as amended.Be it enacted by the Senate and House of Representatives of theUnited States of America in Congress assembled, That section 9 ofthe Act entitled "A n Act to define, regulate, and punish tradingwith the enemy, and for other purposes,' approved October 6, 1917,as amended, is hereby amended by striking out the words "sixmonths" in such section and inserting in ieu thereof "eighteenmonths."Approved, December 21, 1921.

    CHAP. 14.-An Act Granting the consent of Congress to the State of NorthDakota, the county of Cas and the city of Fargo, North Dakota, and the State ofMinnesota, the county of Clay an d th e city of Moorhead, Minnesota, or any of them,to constrict a bridge across the Re d River of the North between the cities of Fargo,North Dakota, and Moorhead, Minnesota, and for other purposes.Be it enactedby the Senate and House of Representativesof the United

    States of America in Congressassembled,That the consent of Congressis hereby granted to the State of North Dakota, the county of Cassand the city of Fargo, North Dakota, and the State of Minnesota, thecounty of Clay and the city of Moorhead, Minnesota, or any of them,and their successors and assigns, to construct, maintain, and operatea bridge and approaches thereto across the Red River of the North,at a point suitable to the interests of navigation between the cities ofFargo, North Dakota, and Moorhead, Minnesota in accordance withthe provisions of the Act entitled" An Act to regate the constructionof bridges over navigable waters," approved March 23, 1906.SEC. 2. That the time for completing the construction of the bridgeacross the Missouri River at Chamberlain, South Dakota, authorizedby section 1 of the Act of Congress approved April 28, 1916, is herebyextended for three years from April 28, 1922.SEC. 3. That the right to alter, amend, or repeal this Act is herebyexpressly reserved.Approved, December 21, 1921.

    CHAP. 15.-An Act Fo r the relief of the distressed and starving people ofRussia.Be it enacted by the Senate and House of Representativesof the UnitedStates of America in Congress assembled, That the President is herebyauthorized, through such agency or agencies as he may designate,to purchase in the United States and transport and distribute corn,seed grain, and preserved milk for the relief of the distressed andstarving people of Russia and for spring planting in areas whereseed grains have been exhausted. The President is hereby authorizedto expend or cause to be expended, out of the funds of the United

    States Grain Corporation, a sum not exceeding $20,000,000, or somuch thereof as may be necessary, for the purpose of carrymg outthe provisions of this Act: Provided, That the resident shall, notlater than December 31, 1922, submit to the Congress an itemizedand detailed report of the expenditures and activities made andconducted through the agencies selected by him, under the au-thority of this Act: Providedfurther, That the commodities aboveenumerated so purchased shall be transported to their destinationin vessels of the United States, either those privately owned orowned by the United States Shipping Board.Approved, December 22 , 1921.
