ORDER In G.O. first read above, the administrative structure of Irrigation

department was reorganized with 19 territorial Engineer-in-Chiefs/Chief

Engineers and 09 Head quarter ENCs/CEs for better and more responsive

management of the extensive Irrigation infrastructure, which has been

created after formation of Telangana State.

2. The territorial ENCs/ CEs shall be responsible for management of

all irrigation infrastructure viz., reservoirs, canals, pump houses, tanks,

check dams and lift schemes within their jurisdiction. They shall also

have the administrative powers for transfers and postings of DEES and

AEEs within their jurisdiction.

3. Based on the recommendations of the Engineer-in-Chief (Admn.

Wing), Irrigation & CAD Department, Hyderabad in his letter second read

above and after careful examination of the entire matter, it has been

decided to consider in-charge arrangements to the posts of Engineer-in

Chiefs and Chief Engineers.

T.S. State and Subordinate Service Rules, 1996, and also post Engineer-

in-Chiefs/ Chief Engineers shown in the annexure appended to the G.0.,

subject to the conditions mentioned below.

Accordingly, Government hereby place

a) The incumbent shall continue to hold the pay-scale of the

substantive lower post, i.e., DEE only and discharge the duties of

the Engineer-in-Chiefs/Chief Engineers after assuming charge,

essentially as a temporary arrangement.

b) This in-charge arrangement is subject to outcome of the court

cases pending, if any in the Hon'ble Courts i.e., High Court /

Supreme Court.

c)This temporary arrangement shall be terminated, as soon as the

requirement is over, without any prior notice.

d) The Government reserves the right to suo-motu review/ modify /

Substitute terminate the in-charge arrangement so made,

without assigning any reasons thereof, at any time.

e) It is also reiterated that, temporary arrangement is not a recognition

of seniority. No rights, equities or claims shall therefore be based on

the temporary arrangement. If makes any claim based on the arrangement thus effected, Government reserves the right to

immediately terminate such in-charge arrangement without any

notice, and without assigning any reasons thereof.

5. These orders shall come into force with effect from January 2021.

6. The Engineer-in-Chief (Admn. Wing), Irrigation & CAD Department, Hyderabad, shall take further necessary action in the matter accordingly.

The additional charge arrangement made earlier to the above said post of Incharge Engineer-in Chief In charge Chief Engineer is hereby terminated and the individual who are

holding additional charge of the above post are hereby directed to handover the charge to newly

posted officers and get themselves relived from full additional charge.

The unit/Circle officers are requested to download the copy of the GO and its endorsement

from the department website (www.irrigation.telangana.gov.in) and take necessary action
