中国社会科学院・明治大学国際金融学術会議

2018 年 12 月 17 日、グローバルフロント多目的室で、協定校である中国社会科学院と国

際金融学術会議が国際会議助成金のもと国際連携機構後援にて開催された。テーマは「日中

金融協力と金融システムの安定性－アジア金融協力からデジタル通貨まで－」で、大矢俊雄

財務省国際局審議官、福本智之日本銀行審議役、松尾元信金融庁参事官等をお招きし、アジ

ア金融協力、人民元、債務問題からデジタル通貨に至るまで、幅広いテーマで活発な議論を

行った。

会議の冒頭、土屋学長が挨拶し、明治大学と中国社会科学院が長きにわたり良い関係にあ

ること、学術機関が中心となり日中関係がより建設的な関係になることに期待を示した。と

くに日本と中国は近年で最も良い関係にあり、これを機会にさらに社会科学院との関係が

深まることを期待すると述べた。学術会議は午前 10 時から午後６時近くまで、政策担当者

と研究者が質の高い議論が行い、本学の院生、留学生やシンクタンクの研究員も参加して、

非常に充実したものとなった。

Chinese Academy of Social Sciences (CASS) and Meiji University will

provide an overview and discuss on various issues including the RMB new

exchange rates regime, debt sustainability, EMEAP, CMIM and AMRO, and

management of digital currency to make regional financial stability.

＜概要＞

2014 年以来３回目の国際会議となる。当局者と研究者の間で政策会議を行っており、活

発な意見交換が行われた。特に中国と日本は世界第二位、第三位の経済力があり、金融面で

の協力は大きな課題となっている。

前回の会議は 2016 年秋に北京で金融政策を中心に行われたが、今回は地域協力からデジ

タル通貨、為替制度に至るまで広い範囲で活発な議論が行われた、明治大学の学術国際化に

も大きく資する会議となった。大学院生も留学生も含め多く参加し、院生にとっても実りお

おいものとなり、またシンクタンクなどから幅広く一般の聴衆があったことも、大学の社会

貢献に大きく資するものになったと考える。このような会議に助成していただいた国際連

携機構には心より深謝したい。
