Current Status and IssuesCurrent Status and Issues

- Government have use a wide range of ICT to connect to the public (G to P, G to B).

- People engagement are high, whether to file a report or complain or to get approval of things in One Stop Service offices.

- The broad use of ICT for public services are not common for the some public.

- No e-document management system. Data gathering and data digitalization are a long term homework.

- Paper based culture in organization, and no regulation to enhance the e-government purposes.

- In transportation area, integrated system that connected all public transports as well as gathering the data that produce information to the public is not available.

- Private owned public transportation are still in the process of cooperating local government to improve quality services as well as reducing the congestions.

- Infrastructure issues: Jakarta currently is under a big infrastructure constructions. It will take times, and mean while some part of the city would not be very comfortable (traffic, sound pollution).

• Jakarta will need to have a reform on how we treat our data and documents. A digitalization of old and new data are mandatory to create a solid data base.

• Jakarta will also need to have an integrated data management system that can be accessed by all departments and enhanced its public data management system.

• A continues work on introducing ICT to senior public servant.

• Jakarta will need a team of analysis to provide an insight on all the data gain from the management system. to provide information on what regulation or policies should be taken.

Specific Action Plan Specific Action Plan DATA DIGITALIZATION & INTEGRATED MANAGEMENT SYSTEM The concept is to produce electronic document and circulated within the government in order to re-duce time and cost, and in doing so to create greater public participation and gain their trust.

Action needed: •To turn paper documents into PDF and store it in a server. A public data then can be opened in websites as soon as it gets approval. It creates a sense of transparency.

•The order is, this paper documents comes first, and then the year before comes afterward.

•To provide or create a system that integrates all the data received from all public services transaction, public transportation, information direct from public through all channels, CCTVs, etc. SMG in this case are using TOPIS for transportation and Data Center collect all public and government information.

Specific Action Plan Specific Action Plan IMPROVING INFORMATION LITERACY The concept is to ensure all public servant are independent and able to solve problems by using ICT.

Action needed: •Top leaders involvement are needed to make it mandatory.

•Government should invest in human resource development. In SMG case, they provided the employee with a private tutor of ICT.

•Setting a long term goals that will beneficial to city’s plan in engaging a smarter city.

Specific Action Plan Specific Action Plan PROVIDE DEEPER ANALYSIS Deeper and smarter analysis is needed to provide some more insights on how the public response to any activities or policies taken by the government, or how public activities or habits can be used to make a new service for them. SMG did this with the setting up of the Owl Bus. They draw a conclusion based on data collected from GPS and CCTV taken from their buses.

Action needed: •Top leaders involvement are needed.

•Outsourcing will be an option.
