A Welcome Message from the President of ACAP Dr. Hsin-Hui Grace Lin (林欣慧博士)

Ladies and gentlemen, welcome to the 38th annual Science, Engineering and Technology Seminar (SETS, 科學工程技術研討會).

The Association of Chinese American Professionals (ACAP, 美南國建

協進會) has hosted SETS every year since the organization’s

inception in 1978. We are proud to continue our tradition today with another set of exciting programs that we are sure you will enjoy. We can also proudly say that this is still the Chinese community’s largest Science & Technology conference in the southern region of the USA.

This year SETS includes energy, environmental protection, Nano and composite technology, biomedical science, off-shore technology, downstream, financial management, health and

retirement planning sessions. Our keynote speaker, Dr. Mien-Chie Hung (洪明奇教授) will

discuss “New Hope for Cancer Treatment,” which you will find be very informative. We have one new collaborating organization: Joint Chinese College Alumni Association (JCCAA, 美南中

國大專院校聯合校友). We are excited about working with this organization to further

diversify SETS contents. This is the 5th year of the student research poster contest, a very worthy event for the students to present their work to a panel of judges. To better enhance students’ skills in research, we scheduled a conference room for the finalists to give oral presentations. In addition, I would like to congratulate two outstanding gentlemen; Dr. Jacob Jen-Gwo Chen (陳振國), recipient of the distinguish achievement award and Dr. Shian-Uei

Hwu (胡先葳), recipient of the outstanding service award.

It’s been a busy and exciting year for ACAP so far. On March 12, 2016, ACAP hosted a very successful Taiwanese Students and Young Professionals Network Luncheon, providing career consultation and professional development advice to the younger generation. On May 6, 2016, ACAP hosted the 16th year Diversity Summit (多元化高峰會議) which drew more than 300

participants to address “Embracing Change through Inclusive Leadership.” The Diversity summit was an inclusive forum that attracted and connected participants of all backgrounds and offered a full day of speakers, seminars and networking for employers and professionals seeking to maximize their effectiveness in diverse environments. It has been an honor serving as the 2016 president of ACAP. On behalf of the ACAP, I would like to thank our volunteers, sponsors and partners for their dedication and support. We are sincerely grateful to all of you for your continual support to ACAP and our events. We are delighted that you are here and hope you will find today’s conference informative and enriching. We have been looking forward to this day with great anticipation. So let’s get started. Enjoy the day!

Dr. Mien-Chie Hung (洪明奇博士)

Vice President for Basic Research and Department Chair University of Texas MD Anderson Cancer Center

Mien-Chie Hung, Ph.D. is the Vice President for Basic Research, the Ruth Leggett Jones Distinguished Chair, Distinguished Teaching Professor, and Professor and Chair of the Department of Molecular and Cellular Oncology at the University of Texas MD Anderson Cancer Center. Since he became an independent researcher in 1986, his laboratory has been well funded by extramural funding agencies including NIH and DOD. Dr. Hung is internationally recognized for his work on signaling transduction pathways of tyrosine kinase growth factor receptors, such as epidermal growth factor receptor (EGFR) and HER-

2/neu, and molecular mechanisms of oncogenes, including transformation and tumorigenesis. His recent discoveries of novel markers to predict resistance to targeted therapies are of great clinical importance (Liao HW et al., Journal of Clinical Investigation 2015 and Du Y et al., Nature Medicine 2016). Furthermore, Dr. Hung’s work in unraveling novel signaling transduction of membrane receptor tyrosine kinases in cancer cells generated a paradigm shift on receptor biology. As a basic scientist with a translational vision, his scholarship has significantly contributed to understanding the biology of cancer and the development of new targeted cancer therapies. Dr. Hung was inducted as an Academician of the Academia Sinica in Taiwan (2002) and a Member of the University of Texas Academy of Health Science Education (2006). In addition, he is a Member of the Scientific Advisory Council for Susan G. Komen and Fellow of the American Association for the Advancement of Science (2010), as well as recipient of the Presidential Award of Society of Chinese Bioscientists in America and The University of Texas MDACC LeMaistre Outstanding Achievement Award (2011).

Jacob Chen, Ph.D. is the Vice Chairman of Hon Hai/Foxconn (鴻海/

E-Commerce (富連網) with other responsibilities as the General

Manager of Tablet Business Group and Corporate Industrial Engineering Division, President of the Foxconn University (Corporate University of Foxconn) and Chief HR/Security Officer. He grew up in Taiwan and taught at the Taichung County Sin-Zong Junior High School (臺中縣立新綜國中) and Shi-Nan Junior High

School (臺中縣立溪南國中) after receiving his B.S. degree in Biology

from the National Taiwan Normal University (臺灣師範大學). He received his M.S. degree in

Industrial Management from the Central Missouri State University and his Ph.D. degree in Industrial Engineering from the University of Oklahoma. He accepted a faculty position at the Department of Industrial Engineering, the University of Houston in 1986 and served as department chairman for few years before taking the Deanship of the College of Science and Engineering at the University of Texas – Pan American in 1998. He joined with Hon Hai in 2001 as the Special Assistant to Chairman and served as the Chief Controller and Chief Staff during his early career stage in Hon Hai. Dr. Chen has published more than 120 referred articles and supervised 22 Ph.D. and 33 M.S. students during his academic career. For professional service, Dr. Chen served as the President of the International Society of Industrial Ergonomics and Occupation Safety, the President of the Association of Chinese American Professionals (美南國建會), and the

President of Houston Chapter – the Institute of Industrial Engineering (IIE). He received the 2006 IIE Excellence in Productivity Improvement Award and is the Fellow of the IIE and the World Academy of Productivity Science. Currently, Dr. Chen is the adjunct professor of Tsing Hua University (清華大學), Huazhong University of Science and Technology (華中科技大學),

Tian-Jin University (天津大學) and Chong-Qing University (重慶大學). He supervised three

Ph.D. students since 2013. Indeed, Dr. Chen takes a new initiative to work with leading universities and colleges establishing degree programs in the Foxconn University since 2001. Foxconn employees could continue their study toward Associate, B.S., M.S., and Ph.D. Degrees. More than 25,000 Foxconn employees have completed their study and received their degrees and still have more than 15,000 in study.

He received his BS, MS and Ph.D. degrees in Electrical Engineering from National Taipei University of Technology, University of Mississippi, and University of Houston respectively. He authored over 60 IEEE (Institute of Electrical and Electronics Engineers) and AIAA (American Institute of Aeronautics and Astro-nautics) technical papers on the Spacecraft Communications and

Tracking Systems design and analysis. He received the Lockheed Martin President’s Technical Excellence Award and NASA Johnson Space Center Silver Snoopy Award. He is a lifetime member of ACAP (美南國建會) and a senior member of IEEE and AIAA. He is

Topic: Overseas Investments and Strategies of CPC Abstract. Chinese Petroleum Corporation (CPC) is a state-owned national oil company of Taiwan. CPC has been engaged in the oil, gas and petrochemical industry since 1946. The total operating revenues in 2014 exceed NT$ 1,191.8 billion and there are over 14,908 employees worldwide. CPC's exploration activities in foreign countries are often conducted in the name of Overseas Petroleum and Investment Corporation (OPIC). Opicoil America Inc. (OAI) is a subsidiary company of OPIC. OAI is a US company incorporated in the state of Nevada on May 2, 1989. OAI is domestically involved in exploration for oil and gas in Texas, Louisiana and Colorado through participation in several joint ventures, and it also participates in the real estate business. From 2006 to present, OAI has acquired 38 prospects, drilled 55 wells. OAI owns 14 prospects in USA currently. It may be tough for some oil companies, but it is a right time for E&P investments during this low oil price period. We are continually looking for oil and gas joint venture opportunities, mainly in Indonesia, Australia, the Gulf of Mexico, North America and other major international areas. CPC’s overseas E&P strategies focus on the acceleration of M&A on oil and gas assets, the increase of high potential farm-in prospects, and the extension of our production contracts. Topic: Is the Current Low O&G Price Period a Good Time to Invest in E&P?

Abstract. The current greatly depressed oil and gas prices have resulted in continuing cut-backs in the industry’s upstream-related CAPEX and layoff of thousands of E&P personnel. On the other hand, low natural gas price has inspired investment in the downstream sectors. We’ll first take a non-technical, simplistic review of the most recent oil and gas price fluctuation and ask the question, with particular reference to a domestic scenario: Is this a good time to invest in E&P? A combination of various socioeconomic, political, and psychological elements were suggested to contribute to the last rise of oil prices, whereas slightly differing elements might be ascribed for the near-catastrophic fall that we have seen. One of the reasons for the low oil price was the deliberation action to impair the US shale play, and this has also exposed a few weaknesses and misconception on the shale plays. With the very low oil and gas prices we are starting to see more and more corporate defaults and bankruptcy filings. A number of oil companies are selling off their assets at fire-sale rates, but are these good deals? A quick answer is “Yes, No, and Maybe”. The primary key appears to be the future outlook on petroleum pricing. Less obvious are the distinct rules and regulations associated and obligations involved with domestic US onshore E&P ventures, where the majority of mineral rights are privately owned, which complicates the flexibility for companies and investors, and could ultimately determine if we are looking at a good deal.

About the Speaker. Dr. Tai-chang Shih is an E&P consultant since 2002. He was born in China, grew up in Hong Kong, and attended National Taiwan University, where he received a B.S. (Geology). He began graduate training at Columbia University’s Lamont-Doherty; and moved with his advisor to the University of Texas at Austin, where he received a PhD (Marine Geology and Geophysics). Tai's 24-year career at Texaco began in 1978, and involved conducting seismic interpretation research and training, technical services, as well as domestic and international exploration and development projects. He led Texaco's seismic and sequence stratigraphy teams, and was involved in many Texaco's China exploration and development projects (including managing the Tarim Basin project, and coordinating the G&G for QHD 32-6 development). Since 2002, he has been consulting for various domestic and international projects (including Hungary, Namibia, China, Taiwan, and US onshore and offshore). Tai was a member of the Texaco FED's Senior Team, Corporate Diversity Council, a trained facilitator, a Qualified Reserve Estimator, and a college recruiter. He has conducted many technical, business and intercultural skills workshops, while at Texaco as well as for various clients. He is a member of AAPG since 1972. Tai-chang served as the 2014 President of the Chinese American Petroleum Association (CAPA), the 2015 CAPA BOD Vice Chairman, and is the 2016 CAPA BOD Chairman.

Lessons Learned from Steve Jobs of Apple and David Sun of Kingston: (1) Passion, vision and perseverance (believe and never give up); (2) Form a good team: can make and sell; (3) Take advantage of the technologies and seize opportunities and (4) Initial success may lead to a failure and the failure may turn into a higher success. What I learned from the changing time: (1) Be prepared and alert; (2) Know myself and my company; (3) Build the emotional bank account by taking responsibility, sharing, supporting, networking; (4) Sharpen and broaden my skills; (5) Seek advices from mentor(s) and (6) Face the reality with positive attitude. About the Speaker. Joe Hwang is the president of Excellong Inc., an independent oil company, based in Sugar Land, Texas. He has been in the oil industry for 36 years with broad technical and managerial positions in diverse settings. He has worked in the United States, Europe, South America, Russia and Asia. He retired from ConocoPhillips in 2007 after 28 years of service and co-found Excellong Inc. As an independent oil man, Joe has hand-on experience in technical, contractual, finance and regulation of each phase of the oil operation. Speaker: Dr. Chi-Chung Chang, Principal Program Manager at AECOM/URS Corporation Topic: Environmental Impact of Global Weather Changes - A Case Study of Wildlife in Central

Texas

Abstract. East and Central Texas are abundant with forests which provide rich environments and habitats for wildlife. Research has shown that major fires occurred within this habitat every 15 to 30 years and low intensity fires occurred more frequently. Over time these ecosystems developed adaptations to periodic fires and are now dependent upon fire to create the specific habitat structure or food source necessary for survival. As a result of the climate changes, variation of weather pattern may have contributed to increasing both the frequency and magnitude of draught, flooding events, sea level rising, and other disasters. After a few years of draught as the buildup of wild land fuel, serious wildfires occur frequently in the forests of East and Central Texas. These serious wildfire destroyed residential housing, public facilities, forest and habitat of wildlife. Therefore, the disaster mitigation needs to be focus on disaster protection planning and mitigation measure implementation in a local to regional scale. That is why it is important for any country to help to increase the environmental sustainability and resiliency by taking actions for climate impacts. These actions include local, regional and global solutions to this global challenge and drive progress through the non-engineering and engineering measures. A wildfire mitigation effort has been conducted at a critical facility located in the area that is very susceptible to wildfires, which also threaten homes, natural resources, and other critical infrastructure. Due to the existence of an endangered spice in the project area, the extensive effort is required for fire mitigation planning, engineering design and implementation. A lesson-learnt of this project is summarized for the presentation.

About the Speaker. Dr. Chang is a Principal for Program Management at AECOM/URS Corp. (URS) Houston Office. He has over 30 years of experience managing and conducting engineering, environmental, and planning projects for various state and federal agencies as well as industrial and municipal clients. His expertise includes flood mitigation, damage recovery assessment, and facility disaster prevention. He also provides technical consulting on remedial action design (biological, chemical and thermal enhancement), hydrological modeling, site assessment, chemical fate and transport analysis, multiphase flow analysis, risk assessment, wetland restoration, wetland mitigation, wetland delineation, and site closure to other AECOM/URS offices nationwide. Dr. Chang is a member of the Board of Directors to American Chinese Association of Professionals. He serves on the Committee of Water Resources Management Institute of American Society of Civil Engineers and has authored over 60 technical reports for agency submittal and published papers and books in the area of hazard mitigation, hydrological modeling, floodplain management, environmental

remediation design, fate and transport application, multiphase flow modeling, and wetland restoration. In addition to consulting and project management, Dr. Chang has demonstrated his strong commitment as an educator in higher education and as a mentor in teaching and training young professionals in the area of engineering and construction management. He has taught Construction Management classes at the University of Houston and graduate studies on hazard mitigation and flood management for the National Cheng Kung University, National Kaohsiung Marine University and Water Resources Agency as well as on environmental remediation and management for the EPA of Republic of China in Taiwan.

Protection & Safety (CASEPS), Houston, Texas Topic: Construction and Demolition Waste Management - A key to a Sustainable Recycling

Program in Houston

Abstract. Construction and demolition (C & D) waste consist of debris generated during the construction, renovation, demolition of buildings, roads, bridges, earthquake and disaster/storm debris. C & D often contain bulky, heavy materials such as concrete, asphalt, wood, metals, glasses, and salvage building components. Reducing and recycling C & D materials conserve landfill space, reduce environmental impact of producing new materials, create jobs, and can reduce overall building project expenses through avoided purchase/disposal cost. Changing how we think about these materials will create more sustainable future. This report will share the C & D management methods and material recovery technology options, and hands on experience in Houston.

About the Speaker. Edward Chen (陳天生) was Deputy Director of the Houston’s

Department of Solid Waste Management Department; he leaded the South Operations, as well as the totality of Houston environmental program & municipal recycling. These responsibilities include management and oversight of an operation consisting of more than 230 staff and an annual budget of $25 million. Mr. Chen has more than 35 years’ experience in environmental pollution control with emphasis on municipal solid waste collections, recycling, waste minimization/prevention, and waste to energy, landfill disposal, household hazardous waste, end user markets, recycled products procurement, waste audit, material recovery facility (M.R.F.), biomass, and CO2 reduction. Mr. Chen is a life member of Association of Chinese American Professionals (ACAP) since 1983, and has heavily involved in chair of environmental protection technical session of annual SETS since 1985, twice SETS coordinator in 1993 & 2000, was appointed as coordination & chair of environmental protection session of CAPCON under the co-sponsored of ACAP & ROC in 1997, elected as President of ACAP in 2001, most recent has hosted four annual green tours for members of ACAP & Chinese community to learn environmental & green technology in Houston, organized Taiwan EPA workshop & training in 1994, 1997, and 2013, was honored receive ACAP Achievement Award in 2011. Mr. Chen holds a B.S. in Biology and Chemistry from Northwestern Oklahoma State University, and an M.S. in Environmental Health from

Speaker: Mr. Michael Liu, President of America P&G Corporation, Houston, Texas Topic: Bioponics Application in the Food Waste

Abstract. Bioponics has three conditions distinguish it from hydroponics and aquaponics: (1) It is soilless with media beds, deep water culture; (2) Always 100% organic in hydroponics for produces, No chemical fertilizers, and (3) Raising fish is an option but dependency on fish waste is an aquaponics method by use organic nutrients. Raw food wastes are high in nitrogen and have higher values of phosphorus and potassium. By collecting these juices or submerging in water fermentation makes soluble green wastes derived into organic liquid fertilizer. Bioponics is an integrated system of multi-trophic system that combines elements of fermentation, recirculation aquaculture and hydroponics. Where in the water from the fish tanks that is enriched in nutrients is used for plant growth. It is a soil-free down-sized natural process that can be found in lakes, ponds and rivers. This bio-system is using fish waste with organic liquid fertilizer into the water as fertilizer for crops, and then the water filtered and recycled back to the system practice. The practice shows that Bioponics is capable of being an important driver for the development of integrated food production systems. The regions suffering from fresh water stress will particularly benefit from this green technology being operated in a commercial environment.

About the Speaker. Michael Liu is in business of water & wastewater treatment technology and equipment. He has a B.S. in Chemistry, an M.S. in Chemical Engineering and Industrial Engineering. He worked at Bechtel Corp. as a start-up engineer in the 3rd Taiwan Nuclear Power project in 1984, and Euroasia Corp. as a project manager in petrochemical projects till 1988. After many years expertise, he founded in America P & G Company in USA and Bao-Rong Inc. in China. His expertise is team up with suppliers and contractors in the field, he has successfully completed a hundred of installations from water plants to wastewater treatments in China; also involved in the field of municipal wastes treatments and fire protection recently. Speaker: Mr. Vance Nobe, CEO of Akari Energy, Houston, Texas Topic: The Case of Solar - The Growth of Solar Power

Abstract. Solar power has broken multiple records in 2015 throughout the United States. There is over 20 times more solar power capacity today than in 2009. In addition, several technological innovations have improved efficiency and cost effectiveness of Solar. For the first time ever, solar power new capacity has outpaced natural gas new capacity. Considering the immense land space available, increased electricity demand, and continued improvements in manufacturing, solar is poised to be a significant contributor to the US energy grid.

About the Speaker. Vance Nobe is the CEO of Akari Energy Inc. who drives management team and directors to generate growth and profitability for the company. He brings a combination of management, sales, alternate energy, and technological implementation expertise. He comes from a background of sales and management for photovoltaic solar and other renewable energy systems. He has a proven initiative at developing new market sources and creating excellent long-term accounts. Also, he has extensive experience, in a wide spectrum of industries including photovoltaics, solar thermal, wind energy, biofuels, and power production/distribution and other energy technologies. He also managed process/product development. Within this industry, he has North American Board of Certified Energy Practitioners (NABCEP) Solar PV certification. Prior to his experience in renewable energy, he was Vice President at Lockton Insurance as a Property Insurance Broker. He serviced high profile clients in the energy industry and companies with challenging property risk and significant Natural Catastrophe exposures. He has been recognized with the Toastmasters International Bronze Level Award and has been asked to speak as an expert at conferences and to international audiences throughout the world. This includes speaking engagements for Asian, European, African events on energy and/or technology. Abstract. The application of surfactant enhanced aquifer remediation (SEAR) technology is widely used with surfactant to improve the remediation of groundwater contaminated sites. The SEAR process involves the injection of specialty surfactants into the subsurface to enhance desorption and recovery of contaminants, such as non-aqueous phase liquids (NAPLs). Optimal surfactants, electrolytes and co-solvents are selected for compatibility with the NAPL and the soil matrix for optimum subsurface performance. SEAR is usually combined with other groundwater remediation technologies to expedite treatment periods. About the Speaker. Kuo-Hsun Tsai (蔡國勳) received a B.S. degree in environmental

engineering from National Chung-Hsing University and the Degree of Engineer in Environmental Engineering at University of Southern California. He has dedicated himself to the field of Civil and Environmental Engineering for more than 10 years. His expertise and experience includes water quality analysis, water/ wastewater treatment design processes, groundwater remediation methods and trenchless rehabilitation technologies for sanitary sewer system. He is also familiar with the state of Texas and USEPA federal environmental laws and regulations.

Speaker: Mr. Alexander Liu, Texas Commission on Environmental Quality (TCEQ) Topic: The New Ozone Standard and Human Health Impacts

Abstract. Ozone, a strong oxidant forms through photochemical reactions between volatile organic compounds (VOCs) and nitrogen oxide species (NOx), is an air pollutant that could greatly hurt our respiratory and cardio system. Ozone has been listed in the National Ambient Air Quality Standard (NAAQS) criteria pollutants since the advent of the federal Clean Air Act in the 70s, with a primary standard of 1-hour 80 parts per billion (ppb). Although it’s been 40 years from 1970, the ever-tighter ozone standards (now 8-hour 75 ppb) have never been attained national wide as more than 40% of the people still live in ozone “non-attainment areas”. In aware of this situation, the U.S. Environmental Protection Agency (EPA) proposed a set of new standards at 70 to 65 ppb, and in the meantime seeks to lower it further to 60 ppb, targeting a potential 18 billion benefit solely from improving the public health. This presentation will discuss the importance of low ozone standard, the associate health risks, and the control technologies to reduce the health impacts. About the Speaker. Alex Liu received both his B.S. and M.S. in Agricultural Chemistry from National Taiwan University and graduated in 2012. His research was using multi-oriented biological techniques, including molecular biology, microbiology, and proteomics to study the interaction between environmental bacteria, soil and plants. In 2013, he joined the Professional Master's program at Rice University to further his education with focus on environmental science and engineering. As graduate research assistance, he participated in a variety of different research projects with topics on sustainability, water resource, and air quality. He is now employed with Texas Commission on Environmental Quality (TCEQ) in Austin as an engineering specialist, focusing on air pollutant emission permitting for chemical industry.

characterization using atomic force microscopy

Abstract. Protocols for patterning nanostructures of polymers were developed to enable studies of surface properties at the molecular level. A chemically selective surface for patterning polymers was generated by combining particle lithography with organosilane immersion. Poly (N-allyl glycine), a biocompatible and backbone degradable polypeptoid, was grown on Si (111) at confined amine sites using surface-initiated polymerization (also known as the “graft from” approach). A thermo-responsive random copolypeptoid, poly [(N-ethyl glycine)32-r-(N-butyl glycine17)], was pre-synthesized and attached onto a patterned organosilane surface using the thiolene click reaction (“graft to” approach). The phase transitions of the copolypeptoid nanostructures in an aqueous environment were studied using in situ atomic force microscopy (AFM). A heated stage was used to heat the nanopatterned sample in liquid media.

shaper

Abstract. In recent years, researchers have investigated various methods to obtain ultra-high shock pressure and to control shock wave shape. Using a cylindrical charge with a wave-shaper is an efficient way to achieve convergent shock wave. Researchers around the world have conducted extensive studies on detonation wave propagation by detonation shock dynamics (DSD) theory or level set (LS) method. Due to the interaction of shock waves, regular reflection or irregular (Mach) reflection will occur in cylindrical charge with wave-shaper. In this presentation, an analytical model for shock wave interaction in cylindrical charge with a wave-shaper is presented. The pressure and triple point growth angle of the Mach stem are determined using the three-shock theory and the modified Whitham’s method. In addition, an analytical model for predicting the Mach stem height is proposed.

Abstract. The quality of compaction is important to Hot Mixed Asphalt (HMA) pavement. Most premature failures of asphalt pavement are concerned with poor compaction. Intelligent compaction of asphalt pavement was studied. The effective compactible time of HMA pavement was estimated through on site measurement and computer simulation. All compaction work should be finished in this time. The timely compaction procedure was recommended according the external environment conditions and behaviors of compaction machines. The control of compaction quality was achieved by controlling the operation of rollers. The passing route of each roller was got through GPS-RTK (Global Positioning System-Real Time Kinematic) technique. All the compaction information, such as the passing numbers, compaction speed, area not be compacted in time, pavement area compacted out of the effective compactible time and so on, were collected, analyzed and compared with the setting parameters. An alarm message would be sent to constructers and managers with anything wrong happened during compaction. Remedial measures would be taken to correct the mistake.

International Inc. Topic: Offshore Pipeline Installation

Abstract. Deep water pipeline installation can pose a number of challenges. Various types of installation methods have been developed to suit different installation conditions for different water depth and pipeline diameters. This study introduces three main pipeline installation methods, S-lay, J-lay, and reel-lay. The differences of the three methods along with their limitations and requirements will also be discussed. While performing S-lay pipeline installation, pipeline is paid out at the stern of the vessel as the boat moves forward. A steel truss structure, called stinger, that hangs behind the vessel is used to support the pipeline and controls the pipeline over bend radius to prevent excessive bending. The J-lay method, named after its pipe laying configuration, is very common for deep water pipeline installation. The pipeline leaves the lay tower in an almost vertical position, and the pipeline is only bent during installation close to seabed. Another pipeline installation method is by reel-lay that has a very similar pipe laying configuration to J-lay method. The pipeline is welded and tested onshore and then spooled onto a large pipe reel. During installation, the pipeline is unspooled and lowered onto seabed through lay tower.

About the Speaker. Bo-Siou Wei has both onshore and offshore experiences for oil and gas and energy industry. He is currently with McDermott International as a senior subsea engineer. While working in McDermott, he has been involved in several projects including pipeline installation, subsea structural design, and vessel support.

Topic: Ship Hydrodynamic and Structural Analysis - Software Applications and Lab Investigation

Abstract. Ship hydrodynamic analysis is important to ensure safer operation and transportation in marine industry. Computer tools, such as ANSYS-AQWA and SIMO, can aim to provide hydrodynamic calculations for single vessel or multi-bodies study. Environmental factors such as wave, wind and water depth are applied to understand ship stability under certain condition as well as to evaluate receiving forces of mooring lines and fenders. Two examples for marine operation are provided: 1st Topside installation and 2nd LNG ship to ship bunkering condition. For structural analysis, Common Structural Rule (CSR) software for double hull oil tankers and bulk carriers is performed for a quick and efficient approach to assess ship structure. Prescriptive analysis and Finite Element (FE) analysis can be performed through the software to

improve efficiency for ship design. Slamming is a critical concern for ship design because damage is commonly found due to impulsive impact force in harsh environment. Lab investigations for slamming including impact pressure and corresponding jetting flow field are presented to evaluate relationship between impact speed and force. Engineers are able to promote more effective solution and safer structure design for marine industry through computer tools as well as lab investigation.

Topic: Offshore Pipeline Design and Engineering

Abstract. Offshore pipeline systems transport liquid or gas from one location to another, and usually lay down or buried into the seabed. The general pipeline design involves the route selection, pipe wall thickness calculation, material selection, welding procedures, components and structures for tie-in or end connection. The environmental loads such as waves and currents along with the seabed unevenness affect the stability of pipeline system, and mitigation measures such as weight coating or anchor point maybe needed. Seabed bottom roughness and flowline crossing often induce pipeline free spanning issue with vortex-induced vibration fatigue concern. With increasing high temperature and high pressure of operating conditions, the flowline thermal expansion, buckling, and walking behavior become challenge to design and manager. The industrial guidelines and codes may be followed to design the pipeline system safely. The advanced finite element software and packages are improving the accuracy to simulate the pipeline behavior due to internal and external loads for engineering a safer pipeline/flowline system. Several projects overview and lessons learned are provided for better understanding a pipeline system design overview.

About the Speaker. Yu-Hsuan Huang has offshore pipeline design, analysis, and engineering experience from deep to shallow water, and involve many projects at Gulf of Mexico, Persian Gulf, West Africa, and West Australia.

Abstract. Pipeline End Termination (PLET) and Pipeline END Manifold (PLEM) is the key structures to enable subsea pipeline tie back and well connection through subsea jumpers. Connecting to the end of pipeline after installation, the PLET/PLEM are required to design for various load conditions. For in-place condition, engineers need to consider the soil strength, jumper loads, environmental loads, pipeline free spanning loads and thermal expansions loads. For installation conditions, two categories, 1st End and 2nd End PLETs/PLEMs naming after their installation sequence of the pipeline installation, shall be considered separately. Installation vessel influences greatly to the PLET/PLEM design through installation facility’s space and capacity limit and the induced vessel motions. Water depth, pipeline design, and vessel motion affect greatly on the weight of the PLET/PLEM. Yoke and other installation aid devices are integrated to the structure design which requires comprehensive finite element analysis. Piping and the affiliate components, hub connector, and pipeline-to-PLET transition joint, Cathodic protection designs are also parts of the overall PLET/PLEM solution. As a result, an optimized PLET/PLEM shall be a fully integrated design yet light and safe which require experience and expertise from many engineering aspects.

About the Speaker. Yuan-Hung Kuo has offshore topside/jacket/FPSO/TLP/subsea structural design, analysis, and engineering experience from deep to shallow water. His project involvement includes many legacy projects at Gulf of Mexico, Asia Pacific, Offshore Brazil, and West Australia.

Topic: Introduction of Subsea Jumper Design and Analysis

Abstract. Subsea jumper is a pipe structure which connects two subsea structures: trees, in-line sleds (ILS), pipeline end terminations (PLETs), and manifolds. It provides the path from well to pipeline or pipeline to pipeline so that oil, gas, water, pig, or other contents can be transferred from one end to the other end. Subsea jumper has several shapes and could be either rigid or flexible type. This introduction is focused on rigid jumper design and analysis. The design of jumper affects other subsea structure location and even the field layout. The loads on jumper are complicated and could be from weight, pressure, temperature, current, end movement, misalignment, and remotely operated vehicle (ROV). Jumper strength analysis determines if the optimal jumper configuration achieves all the requirements such as span length, heading angle to pipeline growth, and minimum clearance to seabed. Jumpers are also subjected to fatigue damage. Two main parts of fatigue are from vortex induced vibration (VIV) excited by bottom current, and from stress changes during operating cycle due to fluctuation of temperature and pressure. Jumper fatigue analysis determines if the fatigue suppression device is needed.

About the Speaker. Yen-Tun has more than eight years structural engineering experience in the oil and gas industry which includes onshore, marine terminal, offshore topside, and subsea structural design, analysis, and engineering. His academic background is in structural engineering, naval architecture and ocean engineering.

A. Environmental and Process Safety Speaker: Mr. George Hu (胡際川), Senior Manager – LNG and Gas Processing, Technip

USA Inc. and Dr. Eliza Tsui, Senior Process Engineer, Technip USA Inc. Topic: Meeting Environmental Challenges in Modern LNG Plant Design

Abstract. Traditional Liquefied Natural Gas (LNG) facilities are typically located in remote areas, and they are usually required to follow the environmental standards set by the World Bank. Many modern LNG liquefaction facilities, such as those in North America, are sited in populated location with nearby residential or recreational areas. More stringent environmental regulations must be met to minimize the impact to the environment, local residents, fishery industry, etc. Air emissions, waste water discharge, noises, plant safety in terms of explosion, vapor and liquid dispersion are of great concerns by the regulatory agencies and local communities. Other environmental challenges throughout the life cycle of the LNG facility include dredging of seabed, destruction of vegetation, increased construction traffic, and increased ship traffic causing erosion. In order to minimize the environmental impact, special consideration will need to be emphasized during design phases to select the Best Available Control Technology (BACT) or Best Available Techniques (BAT). During process design of the LNG facility, emission points where contaminants are generated will be identified and various control technologies to mitigate the emissions will be evaluated. Common contaminants such as NOx, sulfur, greenhouse gases including CO2 and VOCs, and particulate matters generated in the LNG facility require additional control technologies to reduce their concentration to the acceptable environmental standards. Gas turbines that drive the refrigerant compressors and power generation are the major sources of NOx and CO2 emissions. Using high-efficiency aero-derivative gas turbines can reduce fuel gas consumption as well as emissions. To further reduce the NOx, CO2, and VOC emissions, Selective Catalytic Reduction (SCR) and Catalytic Oxidation (CO) can be installed to treat the gas turbine exhausts. Sulfur management is another important aspect in air emissions control during process design. Acid gas that is removed in the Acid Gas Removal Unit (AGRU) could have high H2S content. The acid gas must be first treated to remove the majority of H2S before it can be sent to the thermal oxidizer. The thermal oxidizer will then convert the HAPs and VOCs into CO2 and H2O before the treated gas is released to the atmosphere. Mercaptans could be an issue for some LNG facility depending on the LNG product specifications and process design. Flaring is often minimized in traditional LNG facility due to economic reasons as valuable natural gas is being burnt. Modern LNG facility has additional air, noise and

visual emissions concerns during flaring as greenhouse gases and other contaminants will be released to the atmosphere. Alternative designs in the flare system such as the use of High Integrity Pressure Protection System (HIPPS) can be applied to reduce the flare load in case of an emergency release. Modern LNG facilities share good social responsibility with the local community by implementing process safety in design, using alternative design and Best Available Control Technology to ensure safe operation of the facility, and to minimize the environmental impact to the earth. About the Speakers. (1) Mr. George Hu (胡際川)

George Hu has more than twenty-year experience in technology development and process design for gas monetization, petrochemical, oil and gas, gasification, and synthesis industries. Currently he works for Technip USA as a Senior Manager of LNG and Gas Processing Product Line. Previous working experiences include 5 years with URS Company as a Technology Manager of LNG and 10 years with KBR as a Technical Advisor. Experience cover various phase of technology development and process engineering including conceptual design, FEED, EPC, optimization studies, debottlenecking and troubleshooting, new technology development, economic screening, and proposals. Responsibilities also include the technical leadership in the assigned area, key customer technical relationships, business development support, recognizable industry involvement, etc.

(2) Dr. Eliza Tsui Dr. Eliza Tsui has ten-year experience in natural gas processing, LNG, produced water treatment, membrane filtration, separation technologies and alternative energy. She is a senior process engineer at Technip USA Inc. Before joining Technip, she worked at URS Corporation, Washington Division as a senior process engineer. She obtained her BS of chemical engineering at University of Wisconsin-Madison, MS degree of food engineering at University of Illinois at Urbana-Champaign and the PhD degree of environmental engineering at Rice University.

Speaker: Ms. Linda Young, Consultant (former Process Safety Manager in Major Capital

Projects, Shell China) Topic: A framework for management of process safety

Abstract. High-impact process safety incidents have received much attention and resulted in many regulatory changes over the past several decades. The trend of managing process safety in the Oil and Gas Industry has since shifted from time-based to risk-based in both design and operations. Therefore, a robust and tractable way to manage and/or improve process safety becomes a hot topic in the world of projects as well as operations. The objectives of this presentation are sharing a structured approach for process safety management, highlighting a few common tools and models that are used in managing risk, and emphasizing some key elements that lead to the success of process safety programs.

About the Speaker. Linda Young has 25 years of experience in Oil and Gas industry with emphasis in Projects, 14 years in Process Engineering and 11 years in Process and Technical Safety (or HSSE). She has worked in both Upstream and Downstream environments. After graduating from the New Jersey Institute of Technology with a Master Degree in Chemical Engineering, Linda joined Fluor Daniel in Houston in the Process Engineering group supporting a wide-range of refining and chemical projects. In year 2000, Linda joined the epoxy resins group in Shell Chemicals as a process and project team lead and the group subsequently became the Resolution Performance Products. Linda’s involvement in the HSE-related projects during this period, triggered a more profound pursue in the technical HSSE filed in her later career. Linda then moved to Shell Global Solutions in year 2004 to support the technical safety and reactive hazard assessment (RHA) group. She developed specialties as a SME in the fields of RHA, flare and pressure relief, risk assessment, and process safety. Following Shell’s Transition 2009, Linda moved to London, UK, as a Senior Risk and QRA Engineer for the Shell Kashagan Project. Her next move was to Beijing as the Process and Technical Safety Manager for the Major Capital Projects in Shell China. In last year, Linda moved back to Houston and then became an independent consultant in the area of Process and Technical Safety in Oil and Gas industry.

(2) Dr. Frank Chou Frank Chou is currently working with Yu-Huang Chemical Inc. as the Project Lead, managing the interface of air separation unit with Air Liquide. With a background in mechanical engineering and over thirty years of work experience in the engineering, procurement and construction business sectors of the petro-chemical industry, Frank previously managed major capital projects for Shell Oil and Dow Chemical, and did mechanical engineering for Fluor and M. W. Kellogg. He is a former president (1997) and Board Director of ACAP. He also served as the Board Chair (2001) of JCCAA. He is

currently serving on the Executive Board of Chinese Community Center. Frank holds a BS in mechanical engineering from National Taiwan University, and an MSME and a Ph.D. from West Virginia University.

(3) Dr. Tom C. Tsai Dr. Tom C. Tsai was the Lead Process Engineering Manager of The Dow Chemical Company. He retired from Dow Chemical in December 2015 after more than 27 years of service. He was also the Reaction Engineering/Reactor Design Technology Expert in the Engineering Solutions’ Technology Center of Dow. He joined Dow Process Engineering in Freeport, Texas in 1988. During his career with Dow, Dr. Tsai served in various Processing Engineering roles, primarily as Lead Process Engineering Manager in process development and process design and as SME in reaction engineering/ reactor design supporting many businesses, including Light Hydrocarbons, EB/Styrene, EO/EG, PO/PG, Allyl Chloride, VCM, etc., as well as working on mega projects like Sadara and Gulf Stream. He later moved to the Houston Dow Center and joined Engineering Solutions’ Technology Center, providing global reactor design/reaction engineering consultation. In order to ensure continuity in Dow’s reaction engineering expertise, he developed the “Most Effective Technology”, the reaction engineering training courses, and provided dedicated technical coaching of expertise area members. Dr. Tsai has published more than 33 papers and is the (co)author/ contributor to more than 10 books, including articles in the Kirk-Other Encyclopedia of Chemical Technology and the Encyclopedia of Chemical Processing and Design. He has two issued US patents. He is an AIChE member, a registered Professional Engineer in Texas, a certified Six Sigma Black Belt and the past president of ACAP and the Association of Chinese Organizations – Houston. Dr. Tsai earned a B.S. degree in chemical engineering from National Taiwan University and a M.S. and Ph.D. in chemical engineering from Purdue University.

(4) Dr. Juurong Hsieh Dr. Hsieh has been working in the Oil & Gas Industry since early 1980s. He has done engineering design, project development and corporate management via his various assignments at upstream projects, field operation, and downstream production from ConocoPhillips and BP. In addition, he has also held numerous positions in engineering, quality, production and supplier management on oil field service equipment while working at Schlumberger. Dr. Hsieh has global work experience in 20 plus countries and regions including Asia, Europe, Africa, North and South America. He loves to read, swimming, basketball, travel and teach. Teaching is also a passion for him - he enjoys sharing his knowledge and experience with younger generation. He holds a Doctor of Management degree and MS/BS degrees in Electrical Engineering. He has earned several US patents and is a registered professional engineer in three (3) states.

Estate planning can be used to eliminate uncertainties over the administration of a probate and to maximize the value of the estate by reducing taxes and other expenses. Creating an estate plan ensures that all property will be distributed according to the personal wishes of the deceased, who will benefit from their estate, and to what extent. In addition to providing financial security, estate planning encourages individuals to make important decisions, such as appointing a guardian for minor children, choosing healthcare preferences, and securing funeral arrangements. Many people decide, upon commencement of an estate plan, to prepare documents communicating their medical wishes, or giving decision-making authority to a relative. He helped produce the Program to Achieve Self- Support video as well as the Social Security Managers' Guide to Public Affairs. He was instrumental in producing the Retirement Estimator and application for SSA’s webpage in Spanish. Besides writing for the 50 Plus segment of the Houston Chronicle, his articles on Social Security matters are published in various local and ethnic periodicals. Mr. Hardwick has also worked closely with congressional offices to deliver information about Social Security programs to our senior citizens via public forums.

The Association of Chinese American Professionals

ACAP is an association of Chinese American professionals with a wide variety of expertise including engineering, science, health care, business, humanity, and arts and culture. Founded in 1978, and currently with a total membership of approximately 300, the ACAP recruits its members from, but not limited to, the states of Texas, Louisiana, Mississippi, Arkansas and Oklahoma.

In 2001, the ACAP, in collaboration with JPMorgan Chase, Shell Oil Company and Marathon Oil Company, organized the inaugural Diversity Summit annual conference. This annual conference has since gained wider support and attendance from other major corporations and organizations in the greater Houston area with an attendance over 300 people.

As a non-profit organization, the ACAP strives to foster the professional development and fellowship among its members, to facilitate the development of leadership skills of Chinese Americans professionals, and to address various issues that Chinese American professionals faced in the workplace.

In order to encourage professional advancement of the members, the ACAP regularly hosts technical seminars and workshops with various professional disciplines throughout the year. The flagship activity is the Science, Engineering and Technology Seminars (SETS) held in Houston in the spring/ summer of each year. SETS usually draw 200 to 300 participants. These seminars, workshops and conferences are multidisciplinary, and often involve guest speakers from other states and foreign countries.
