PAYGO ADJUSTMENTS. (a) Notwithstanding Rule 3of the Budget Scorekeeping Guidelines set forth in the joint explana-tory statement of the committee of conference accompanying Con-ference Report No. 105-217, legislation enacted in this divisionby reference in the paragraphs after paragraph 4 of subsection1000(a) that would have been estimated by the Office of Manage-ment and Budget as changing direct spending or receipts undersection 252 of the Balanced Budget and Emergency Deficit ControlAct of 1985 were it included in an Act other than an appropriationsAct shall be treated as direct spending or receipts legislation asappropriate, under section 252 of the Balanced Budget and Emer-gency Deficit Control Act of 1985, but shall be subject to subsection(b). (b) The Director of the Office of Management and Budget shallnot make any estimates of changes in direct spending outlaysand receipts under section 252(d) of the Balanced Budget andEmergency Deficit Control Act of 1985 for any fiscal year resultingfrom enactment of the legislation referenced in the paragraphsafter paragraph 4 of subsection 1000(a) of this division.
