全國第一個「科技資訊入口網站」 強調「 Open Access 」、 「 Web 2.0 」概念 初期以機構典藏（ Institutional Repository ）模式，協

助彙整國研院各中心之研究能量，提昇國研院作為國內整合型科技研究及科技政策機構的領先地位

透過中英文雙語介面，提供最新、最佳的科技知識與網絡服務（ Web Service ），提供國際科技研發機構、國內產、官、學、研各界人士以及一般民眾使用

Open Source Movement Richard Stallman launched GNU project in 1983 and

founded Free Software Foundation in 1985.

GNU General Public License (GPL) was designed to promote copyleft and more free software.

Free software is a matter of the users' freedom to run, copy, distribute, study, change and improve the software.

Linux and FreeBSD distribution ramped up in Taiwan during 1994 - 1998.

Open Access Movement The worldwide effort to provide free

online access to scientific and scholarly research literature, especially peer-reviewed journal articles and their preprints.

In OA self-archiving, authors publish in a subscription journal, but in addition make their articles freely accessible online.

In OA publishing, authors publish in open access journals that make their articles freely accessible online immediately upon publication.

Citation Impact In England and Germany, open access increased citations of

articles by around 5%.

while in India the increase was almost 25% and close to 30% in Brazil.

The influence dipped back to 12–16% in very poor countries, such as Afghanistan, Uganda and Nepal.

Pilot Agreement for Open Access Journal Publishing

Articles by UC-affiliated authors accepted for publication in a Springer journal beginning in 2009 will be published using Springer Open Choice with full and immediate open access.

UC faculty members want open access publishing options in order to increase the impact of their published work and eliminate barriers to educational and research use.

Obama's plan to publish Scientific Info online

The open and timely publication of digital scientific data called for in the report will advance President Obama's plan to democratize data by publishing scientific information online in forms that the public can readily find and use.

OSTP, which is implementing the President's agenda on transparency and open government, in collaboration with the CIO Council, is working to create a central, online repository--data.gov--where the public can download such information in open, structured formats.

位共同主持人及 5 位研究人員共 7 人參與「網站內容彙整」、「系統建置」、「合作推廣」及「行政業務」等

各中心現已各指派 1 人擔任計畫作業窗口，協助蒐集該中心： 相關專業領域之每日科技新知資訊，及

同仁經同儕評審之論文、研究 / 技術報告等資料 實際執行之「人力」、「經費」及「預期產出」詳見下

請各中心專案窗口之權責主管協助瞭解本專案情況，提供行政協調、經費支用等支援

後續推動方向 自 97 年推展至今，於「各中心提供科技新知」、

「政策中心系統建制」及「與國內外學研單位交流連結」，均已有相當程度的進展

現行合作模式仍需持續配合各中心運作狀況加以微調，使資料格式標準化，並使每日 / 月的彙整作業更加完整

為瞭解並協助各中心負責窗口，克服細部執行遭遇之課題，近期擬召開工作會議，協調執行模式及細項 ，請相關主管給予指導與必要協助

後續推動方向 ( 續 )

未來預期功能 後續可透過開放 APIs 或 超連結方式，與各中心

網站串連，協助提高各中心網站瀏覽人數； 同仁則可透過網路平台流通訊息，即時了解院內

各中心其他同仁之研究進程及成果。 藉本院之規模優勢吸引國內外讀者流量，提高本

院同仁著作之曝光率與影響力
