中教審「我が国の高等教育の将来像」平成17年1月

• 国際的通用性のある大学教育または大学院教育の課程の修了に係る知識・能力の証明としての学位の本質を踏まえつつ，今後は，教育の充実の観点から，学部や大学院といった組織に着目した整理を，学士・修士・博士・専門職学位といった学位を与える課程中心の考え方に再整理していく必要があると考えられる。

中央教育審議会諮問「中長期的な大学教育の在り方について」

• 2008年9月11日• 去る７月１日に閣議決定された「教育振興基本計画」は，現下の教育をめぐる課題と社会の変化の動向を踏まえ，「教育立国」の実現に向け，総合的かつ計画的に取り組むべき施策が示されている。その中では，計画期間中である平成２０年度から２４年度までの「５年間を高等教育の転換と革新に向けた始動期間と位置づけ，中長期的な高等教育の在り方について検討し，結論を得ることが求められる」

（１）社会や学生からの多様なニーズに対応する大学制度及びその教育の在り方について

• 第一に，社会や学生からの多様なニーズに対応する大学教育の在り方についてです。

大学教育の水準の維持・向上を図りつつ，様々なニーズに適応する大学教育の実現の方策について，学生本位の視点に立った御検討をお願いいたします。

• 第二に，多様なニーズに対応する大学教育を実現するための「学位プログラム」を中心とする大学制度及びその教育の再構成についてです。

• 学生本位の視点を重視する観点からは，学生が，卒業後に社会人として必要な教養や専門知識を身につけられるよう，各学位課程における教育が体系的に行われなければなりません。

• 平成１７年の中央教育審議会答申「我が国の高等教育の将来像」において，「現在，大学は学部・学科や研究科といった組織に着目した整理がなされている。今後は，教育の充実の観点から，学部・大学院を通じて，学士・修士・博士・専門職学位といった学位を与える課程（プログラム）中心の考え方に再整理していく必要がある」との提言をいただいております。

• そこで，国際的・歴史的に確立されてきた大学制度の本質，とりわけその団体性や自律性を踏まえつつ，一人ひとりの学生のニーズに応じた大学教育が提供され，その質保証がよりきめ細かく行われるよう，「学位プログラム」を中心とする仕組みの導入の是非について，人的・物的環境の在り方を含め，御検討をお願いいたします。
