I. GENERAL PROVISIONS

1.1. IIHF Sanctioned Tournament Regulations

Organization principles and rules for tournaments sanctioned by the International Ice Hockey Federation (IIHF) are stated in the IIHF Statutes and Bye-Laws, Sports, Medical and other supplementary IIHF Regulations.

1.2. Applicability

These Regulations shall be applicable for the IIHF sanctioned tournament named “Ice Hockey Junior Club World Cup” hereinafter referred to as “Tournament.”

1.3. The Organizer

1.3.1. The Organizer of the Tournament (hereinafter referred to as “the Organizer”) shall be the MHL Junior Hockey League (MHL).

1.3.2. The Organizer shall be entitled to grant part of its rights and/or responsibilities to a third party.

In case of granting such rights or part thereof to a third party the Organizer shall, nevertheless, bear full responsibility for the Tournament organization.

1.4. Organizer’s Duties and Responsibilities

The Organizer shall bear responsibilities and fulfill any and all duties on organization and holding of the Tournament in compliance with official IIHF statutory provisions and norms.

The Organizer may only enter into any agreements concerning fulfillment of its duties solely on its behalf. The IIHF shall, under no circumstances, be a party to any such agreements or contracts concluded by the Organizer and any third party.

1.5. Tournament Participants

The junior club hockey teams from the following countries shall compete in the Tournament:

1. Belarus (BLR);2. Canada (CAN);3. Czech Republic (CZE).4. Finland (FIN);5. Latvia (LAT);6. Russia (RUS);7. Sweden (SWE);8. United States.

In case any invited club turns unable to compete in the Tournament for reasons beyond its control or because of bankruptcy proceedings the MHL shall be entitled to invite any other club as a substitute to compete in the Tournament.

Participants in the Tournament shall be limited to young players U17 (born in 1996) up to U20 (born in1993).

II. COMPETITION ORGANIZATION

2.1. Organizing Committee

2.1.1. For Organization of the Tournament an Organizing Committee shall be set up.

2.1.2 Organizing Committee shall fulfill (but not limited to) the following duties:a) compile all necessary guidelines, directives and make decisions;b) ensure organization and holding of the Tournament; c) monitor preparations for the Tournament; d) approve budget estimate and balance sheets of the Tournament, and monitor proper

execution thereof.

2.2. Local Directorate

2.2.1. For preparations for the Tournament an Organizing Committee shall set up a Directorate.

2.2.2. The Directorate shall be composed of an Organizer representative, representatives of local government authorities, public organization, and hockey community.

Structure and composition of the Directorate shall be subject to approval by the Organizing Committee.

Should the Organizer use any services of a third party in the Tournament organization, representatives of any such party may also be included on the Directorate.

2.2.3. Directorate shall, in its everyday activities, be handling the following (but not limited to) tasks:

)а promote the idea of the Tournament and run the competition;)б execute decisions of the Organizing Committee;)в develop its own organizational/guiding structure.

Prior to the Tournament, Directorate shall inform National Associations’ competing teams on any and all details of the Tournament organization.

2.3. Tournament Directorate

For the period of the Tournament, a Tournament Directorate shall be formed to handle sports-technical and organizational issues. Tournament Directorate shall be composed of the Organizer’s representatives and representatives of all competing teams, referee supervisors of the IIHF, KHL/MHL, as well as other persons associated with the Tournament. Tournament Directorate shall be chaired by the MHL Commissioner.

2.4. Staff

The Organizer shall appoint trained and skilled staff to the Organizing Committee Directorate to carry out all organizational work prior to, during, and after the Tournament.

2.5. Site Inspections

The Organizer shall develop site inspections plan to ensure proper monitoring of the preparations progress.

2.6. Meetings and Minutes

The Organizer shall also be in charge of keeping and circulation of any and all meetings’ record involving Organizer’s representatives. These minutes, subject to approval, shall be

circulated to all parties concerned or associated with the Tournament within 7 (seven) calendar days following a meeting.

III. FINANCE PROVISIONS

3.1. Revenues

The Organizer shall be entitled to any and all revenues generated by the Tournament.

3.2. Expenditure

The Organizer shall defray any and all expenditures incurred by the Tournament organization.

3.3. Taxes and Levies

The Organizer shall pay any and all taxes, fees, levies, and other dues charged by the Russian Federation tax law.

IV. TOURNAMENT VENUES

4.1. Tournament Ice Arenas

4.1.1. The Organizer shall ensure two ice arenas meeting the IIHF requirements: “Arena Omsk” and “Victor Blinov Memorial Sports Complex.”

4.1.2. All Tournament matches shall be played in the city of Omsk.

4.1.3. Ice rinks in said arenas meet all specifications listed in the IIHF Rule Book and shall be fit for play not later than three days prior to the commencement of the Tournament. These conditions shall be upheld for the whole duration of the competition.

4.1.4. Lighting of the playing surface in said arenas shall be at least 1500 lux for competition matches and at least 600 lux for practices.

4.1.5. The Organizer shall ensure power supply necessary for organization and holding of the Tournament. The Organizer shall undertake to develop emergency power supply plan.

4.2. Arenas Premises

4.2.1. All rooms of the arenas have clear signage and inscriptions. Proper signage system has been developed (including accreditation facilities) allowing smooth movement inside the buildings.

4.2.2. Relevant assignments of arena rooms with proper indications of equipment details (e.g. office equipment, furniture) shall be made during an inspection visit. Results of any such visit shall be duly recorded in relevant minutes which minutes, along with an attached floor plan, shall be signed by an authorized Organizer’s official.

4.2.3. Each competing team shall be allocated, on a permanent basis, a dressing room complete with showers, toilets, coaches’ room, massage, auxiliary (equipment) rooms and uniform drying facilities.

4.2.4. The Organizer shall ensure a warm-up area inside the arena building. Such warm-up area shall be equipped with training bikes and mats, with proper room ventilation. In all warm-up areas players and teams’ staff safety and security shall be unconditionally ensured.

4.2.5. In each ice arena, all game on-ice officials (hereinafter referred to as “on-ice officials”) shall be granted dressing rooms with showers and toilets. These dressing rooms shall be located in the same area as those of the competing teams.

4.2.6. Dressing rooms shall also be ensured for off-ice officials’ teams.

4.2.7. The Organizer shall deploy the anti-doping facility and a medical first aid post in close vicinity of the playing area and teams’ dressing rooms. Passage between this facility, has rubber flooring. Anti-doping control room and first aid post shall be equipped in accordance with the IIHF Medical Regulations.

4.2.8. The Organizer shall also undertake to set up special rooms for game statistics service.

4.2.9. The Organizer shall also set up a spacious Directorate meeting room.

4.2.10. For the media, the Organizer shall ensure the following premises:

a) Press Center to accommodate up to 50 accredited media;

b) Press seats (press tribune) – in each arena printed media shall be granted 50 seats in spectator areas for each match. These seats shall be kept for the accredited journalists throughout the Tournament;

c) Commentator positions - in each arena, at one of the spectator areas located on the same side as the main camera platform, 10 commentator positions shall be reserved for TV and radio commentators for the whole duration of the Tournament;

d) Press Room – each arena shall have sound-proof press room accommodating up to 50 people;

e) Mixed Zone - each arena shall have special area for the accredited media who, for proper fulfillment of their duties should have free access to interview players and coaches. Mixed Zone shall be deployed as close to the teams’ dressing rooms as possible, and shall be divided into three sections for TV, radio and printed media respectively. Players shall be interviewed in that order.

4.2.11. The Organizer shall set up a Logistics Center.

4.2.12. The Organizer shall set up an Accreditation Center.

4.2.13. All areas of common use inside the arenas buildings, as well as in all adjacent territories thereto, may be used by the Organizer for advertising of general contents, for promotional and commercial purposes.

V. COMPETITION

5.1. Tournament Participants

Hockey teams of participating National Associations shall be eligible to compete in the Tournament in compliance with item 1.5 of these Regulations. National Associations shall be obliged to present information on their teams not later than 60 calendar days prior to the commencement of the Tournament.

5.2. Dates

The Tournament shall be held from August 25 till August 31, 2013.

Competing teams should arrive in Moscow not later than on August 23, 2013 at 4:00 PM Moscow time.

5.3. Tournament Format

5.3.1. The Tournament shall be played in two stages. For stage 1, competing teams shall be divided into two groups, A and B. They will play single round robin, placing first, down to the last, after all matches in the group have been played.

For stage 2, two teams placing first and runners-up from each group will make the play-off semifinal pairs to play a series of matches to determine the winner and prize winning teams. Team placed first (team 1) in Group shall play runner-up (team 2) of Group B. Second play-offА (semifinal) pair shall include team 1 of Group B vs. team 2 of Group A.

In stage 3 winners of the semifinals shall play for the Junior Club World Cup and silver medals. Losers’ final shall be contested by the semifinal losers for bronze medals.

5.3.2. All Tournament matches shall be in accordance with “IIHF Playing Rules 2010-2014” and provisions of these Regulations. All players, coaches, doctors, teams, and pother officials of competing clubs, game officials, supervisors, and commissioners are obliged to know and execute “IIHF Playing Rules 2010-2014” and relevant provisions of these Regulations.

5.4. Games Schedule

5.4.1. Game schedule of the Tournament, as well as training schedules shall be subject to the Organizer’s approval. These schedules shall be communicated to relevant participating National Associations not later than on August 1, 2013.

5.4.2. Any amendments to or changes in the Tournament game and practice schedule may only be possible in case of changes in number of participating teams.

5.5. Adding of Points

5.5.1. Depending on the result of each match of the Tournament the winning team shall be awarded:

)а for winning in regulation time – 3 (three) points;)б for winning in period overtime or on penalty shoot-out – 2 (two) points.

5.5.2. Depending on the result of each match of the Tournament, the loosing team shall be awarded:

)а no points;)б for loosing in overtime period or on penalty shoot-out – 1 (one) point.

5.6. Determining Teams Standings

5.6.1. To determine current and final teams’ teams standings in the course of the group matches and play-offs, should two or more teams be equal on points, the following criteria shall be applied:

a) better result against teams tied on points;b) most wins in regulation time in all matches played;c) most wins in over-time period in all matches played;d) most wins on post game shoot-outs in all matches;e) Team with better goal difference shall be given precedence

These criteria shall be applied in the above consecutive manner

5.6.2. Should all the above criteria be equal, teams’ standings shall be determined by draw.

5.7. Tournament Official Tables

5.7.1. Current teams’ standings of the teams shall be determined by the Tournament Directorate after each match played, and published in a form of Official Table after each Tournament match carrying current teams standings.

5.7.2. Tournament Official Tables shall have the following form (all data for each team shall be recorded as of the date of compiling the table):

a) Graph 1 “Stdg” – enumeration of teams standings in descending order;b) Graph 2 “Team”– official Team Name listed in descending order;c) Graph 3 “GP” – games played;d) Graph 4 “W” – wins;e) Graph 5 “WO” – wins in over-time;f) Graph 6 “WPS” – wins on post-game shoot-out;g) Graph 7 “L” games lost in regulation time;h) Graph 8 “LO” – games lost in over-time;i) Graph 9 “LPS” – games lost on penalty shoot-out;j) Graph 10 “GLS” – goals for and against;k) Graph 11 “PTS” – number of points gained.

5.8. Team Entry

5.8.1. Team Entries for taking part in the Tournament should be filed with the Tournament Organizer and filled out on a standard form. Each team entry should have individual photographs of players in playing uniform and coaches in civil uniform, as well as team photo (all photographs should be presented in digital format on electronic carrier), attached to the entry form.

5.8.2. Filing of team entries set forth under these Regulations shall commence on August 1, 2013, and shall be closed on August 24, 2013. However, preliminary list of each team, with the above individual photographs should be presented prior to July 15, 2013.

5.8.3. No changes to entry form shall be allowed after August 24, 2013.

5.8.4. Team entry should be forwarded by club to the Organizer in printed form А4 in two copies. It should contain team list, club officials, coaches, medical staff and administrative staff endorsed by:

a) club’s physician;b) club’s CEO.

5.8.5. All entry documents filed on paper carrier should also be presented in electronic form (CD/DVD) or forwarded to the Organizer by e-mail.

5.8.6. Entry list shall be limited to 25 (twenty five) players. Each foreign player on each team must have the IIHF International Transfer Card (ITC). Players having no ITC shall not be eligible.

5.8.7. To each Team Entry the relevant club should attach the following documents:

a) passport copies of players indicated on team entry form;b) valid ITC copies - for players under relevant National Associations jurisdiction and/or

under jurisdiction of hockey association of other countries.

5.8.8. On each entry there may be no two players with identical playing number. No changes of players’ numbers shall be allowed in the course of the Tournament.

5.9. Match Team Entry

5.9.1. No later than 45 minutes before each Tournament match, the two teams’ officials shall present signed (names spelt out) team entry in block letters to the game official scorekeeper indicating players’ numbers (in ascending order), their playing positions, dates of birth, and names of teams’ captains and alternative captains. Following this procedure, one copy of each team’s match entry shall be handed over to the Tournament Press Center, while the original shall be kept by official scorekeeper. No further changes in teams’ rosters shall be permitted after the entry has been filed. Exception to this provision may only be made in case of injury sustained by one of the two goalkeepers during a warm-up, preventing him from play. In this case, no later than 15 minutes prior to commencement of the match, such goalkeeper may be replaced by a substitute goalkeeper.

5.9.2. Match Team Entry list shall be limited to 22 (twenty two) players, including 2 (two) goalkeepers.

5.9.3. There shall be 2 (two) goalkeepers entered for each Tournament match. Should one of the two entered goalkeepers sustain an injury in pre-game warm-up making him incapable to play goal, one substitute may be allowed by a third goalkeeper provided the entry form, as a result of such substitution is in compliance with these Regulations.

5.10. Players’ Uniform Requirements

5.10.1. Basic elements of players’ uniform (sweaters, shorts, helmets, and socks), including goalkeeper‘s uniform (except his face mask), must be of absolute identity.

5.10.2. “Home” team shall wear dark colors, while “visiting” team shall wear light colors in contrast to the opposing home team.

5.10.3. Player’s sweater must have on it:

a) chest: team (club) emblem;b) back: player number indicated on the Team Entry list and player last name in English,

above the number. Both player’s surname and the number must be clearly visible and in sharp contrast to the basic color of the sweater;

c) sleeves: player number 100 mm in height. Players’ numbers must be clearly visible and in sharp contrast to the basic color of the sweater.

5.10.4. Player number on helmet, 50 to 70 mm in height shall be compulsory, clearly visible and in contrasting color to the basic color of helmet.

5.10.5. Player’s gloves should be of the identical colors, as far as possible, with that of the sweater.

5.11. Other Conditions of Tournament Organization

5.11.1. After each match, in all stages of competition, all players of the two teams shall be obliged to exchane handshakes. Handshake shall be held at center ice. Players shall line up along an imaginary line moving in direcrtion of an opposing goals.

5.11.2. After each match, during 30 minutes, teams officials should check and sign the Official Game Sheet. All records in or remarks to the Game Sheet made by teams’ representatives or teams’ doctors shall be made in the off-ice officials room only. Teams may introduce only records or remarks concerning players injuries and intention to file protest against the result of the match in question, with brief description of the reasons for protest.

5.11.3. After each match, press conference shall be held with the opposing teams’ head coaches taking part. Press conference shall be held in a duly equipped press room (Press Center) and shall commence no later than 15 minutes after the match. The Tournament Organizer shall be responsible for organization of all post-game press conferences.

5.11.4. After each match national anthem of the winning team’s country shall be played. From the opening accord and to the finale of the anthem, each team shall line up in full roster (as per Team Entry) on their defensive zone blue line.

Players, coaches, team and other officials of the participating clubs, game officials, referee supervisors, and match commissioners shall stay at their prescribed places during national anthem being played facing national flags without headwear and observing commonly accepted norms of behavior and mutual respect toward the state symbols.

5.11.5. The Tournament matches may commence as from 12:00 noon and 8:00 PM local time. Tournament Directorate shall be entitled to appoint, if necessary, a different starting times.

5.12. Match Rules

5.12.1. All matches shall be played on dates and times prescribed by the Tournament game schedules except when the Organizer decides otherwise on a specific match. Apart from cases envisaged under these Regulations, any other postponement of any match may only be permitted in exceptional cases like:

a) force majeure;b) on mutual consent by the opposing teams, provided separate agreement by the

Tournament Directorate.

5.12.2. If it is found impossible to hold a match on a scheduled day, the Tournament Directorate may decide on postponement of such match to a different day and time.

5.12.3. If any match ends in a tie after three periods, a five minute overtime period shall be played (ten minutes for а final game), which overtime shall be played according to the following rules:

a) said overtime shall be resumed after two minute-break (no ice cleaning or change of ends) during which break both teams stay on the ice;

b) play will continue until a winning goal scored;c) scoring team shall be declared the winner and the match shall terminate. Should any of

the opposing teams forfeit the overtime, such team shall be assessed defeat by default;d) 5 (five) players on each team shall be allowed to play in overtime, regardless of playing

position;e) penalties in overtime shall be assessed in compliance with the Playing Rules, as in

regulation time. Penalties not served in regulation time shall extend to the overtime;f) if one of the opposing teams is assessed a penalty, that team shall play with only 3 skaters

up to the expiration of penalty time, while the opposing team shall play with 4 skaters and a goalkeeper;

g) if each of the opposing teams has 4 skaters and a goalkeeper, and both teams are assessed one minor penalty each, then the teams shall play with 4 skaters and one goalkeeper each. In this case, penalized players shall stay on the penalty bench until the first stoppage of play after expiration of their respective penalty times;

h) if, as a result of a penalty assessed to one of the teams, the opposing team has two-men advantage, the penalized team shall play on with 3 skaters and a goalkeeper, while the other team shall play with 5 skaters and a goalkeeper. At the first stoppage of play when

two men advantage expires, depending on situation, numerical composition of skaters playing for each team, shall become 4 on 4 or 3 on 3;

i) if regulation time ends with one man advantage for one of the teams (5 on 4), the overtime period shall resume with 4 on 3;

j) if regulation time ends with two men advantage for one of the teams (5 on 3), the overtime shall start 5 on 3. Upon expiration of penalties and play going on, numerical composition of skaters may be 5 on 5 or 5 on 4. At the first stoppage of play numerical composition of the two teams’ skaters shall be adjusted to 4 on 4, or 4 on 3;

k) if regulation time ends with 3 on 3, the overtime shall start with each team playing 3 on 3. If numerical composition of skaters on each team reaches 5 on 5 or 5 on 4, then, at the first stoppage of play, it shall be adjusted to 4 on 4 or 4 on 3;

l) if regulation time ends with 4 на 4 skaters, or players serving unequal or equal penalties, the teams shall start the overtime with 4 on 4 skaters. If after expiration of the penalty times the correlation of skaters becomes 5 on 4 or 5 on 5, then at the first stoppage of play, numerical composition shall be adjusted to 4 on 3 or 4 on 4;

m) if in overtime as a result of penalties assessed both teams play 3 on 3, and one of the teams is assessed yet another penalty, the offending player’s team shall have 3 skaters and the goalkeeper, then the other team play with 4 skaters and one goalkeeper. If in this situation the offending teams is assessed yet another penalty, this penalty shall be assessed as delayed penalty, and the teams shall play on with 3 on 4. With play going on and penalty time expiring, numerical composition shall be either 3 on 5, 4 on 5 or 5 on 5. At the first stoppage of play, numerical composition of skaters of the two teams playing 4 on 5 or 5 on 5 shall be adjusted to 3 on 4 or 4 on 4 ratio respectively.

5.12.4. If upon expiration of overtime period of any Tournament match the score remains tied, shots to determine the winner (hereinafter referred to as “shots”) shall be held according to the following procedure:

a) upon expiration of overtime, central part of the playing surface limited by face-off spots, shall be cleaned by ice cleaning machine;

b) before commencement of the shots procedure, the referee shall summon captains of the two teams to the referee crease, and home team’s captain shall choose which team shall start taking the shots first;

c) shots procedure shall commence with three 3 different players from each team taking the shots in turn;

d) no lists of players taking the shots shall be made in advance. Any goalkeeper and any player from each team figuring on the official game sheet shall be eligible to take part in the shots procedure;

e) players with penalties still pending after the tied overtime may not take part in the shots procedure. These players shall stay on the penalty bench or go to their teams’ dressing rooms, and stay there until expiration of the shots procedure. Players who are assessed penalty during the shots procedure, shall stay on penalty bench or go to their teams’ dressing rooms and stay there until expiration of the shots procedure;

f) goalkeepers shall defend the goals assigned to them in the overtime. Goalkeepers may be changed after each shot taken. Goalkeeper not defending his goal at the moment, shall stay on his team’s players bench;

g) players of both teams shall take the shots in turn until the winning goal is scored. Remaining shots shall not be taken;

h) if after a 3 (three) shots series have been taken by each team, the score remains tied, one shot shall be taken by each team (taken by the same or new players), until the winning goal is scored. Shots, until the winner is scored, may be taken by one and the same player of each team. First to take the shots shall be the team that in a tied 3 (three) shots

procedure took the shots last. Match shall be terminated as soon as the shoot-out ends with one of the players scoring the winning goal;

i) procedure of taking the shots to determine the winner not covered by this article shall be decided according to Rule 509 of the IIHF Playing Rules;

j) the official game scorekeeper shall keep record of all shots taken, indicating players (names and numbers), goalkeepers and goals scored. Players of the team starting the shots series should be marked with asterix;

k) only the winning goal out of all goals scored during the shots procedure shall be credited to the respective team in overall score of the match. The winning goal on shots to determine the winner shall not be credited to the scoring player’s individual statistic record;

l) any game misconduct and match penalty assessed to a goalkeeper (except misconduct penalty) during shots to determine the winner procedure, shall be served by any other player on the team;

m) minor bench penalty assessed to a team during shots to determine the winner procedure, shall be served by any other player on the respective team. Minor penalty assessed for use of illegal equipment shall be served by the guilty player. Penalized players shall not be allowed to take any shot to determine the winner, until expiration of the match;

n) if any of the two teams forfeit taking the shots to determine the winner, the match shall be terminated and the forfeiting team shall be assessed defeat by default;

o) if a player announced by the game public address announcer forfeits taking the shot through any reason, the shot shall be assessed as taken and no goal is scored.

5.13. Refereeing Matters

5.13.1. Assignments of game officials and supervisors for the Tournament matches, as well as monitoring quality of Refereeing during the Tournament, shall be made by an invited IIHF supervisor and a KHL/MHL. Refereeing shall be carried out by the game on-ice officials meeting all requirements laid down in the IIHF Playing Rules; they shall be selected by the KHL/MHL Refereeing Department, subject to approval by the MHL Commissioner.

5.13.2. Referees and linesmen shall be responsible for proper execution of their professional duties.

5.13.3. At all stages of the Tournament, all matches shall be officiated by four on-ice officials (two referees and two linesmen) and an off-ice officials’ team numbering seven people:

a) 1 scorekeeper;b) 1 timekeeper;c) 1 commercial break announcer;d) 2 goal judges;e) 2 penalty bench attendants.

5.13.4. Prior to each match, the referees shall be obliged to:

a) inspect the ice rink, assess ice quality and its adequacy for playing the match;b) inspect scoreboard functioning properly;c) make sure if players’, taking part in the pre-game warm-up, uniforms and equipment are

in order and in compliance with the Playing Rules and provisions of these Regulations; d) carry out other actions aimed at preparations for and holding of the match, provided for

by these Regulations, IIHF Playing Rules, and specific orders by the Tournament Directorate.

5.13.5. One of the appointed referees may, at his own discretion, make use of the Goal

Judge System in a disputed goal situation arising during a match. The causes for video replay may be as follows:

a) puck crossing the goal line;b) goal scored before the goal was shifted;c) goal scored before or after the game or period;d) puck directed into goal by hand or by kicking;e) puck rebounded into goal off an ice official;f) high-sticking the puck by an attacking player before it went in;g) to determine correct time if the time did not show on the Video Goal System screen.

5.13.6. After each match, the referees shall be obliged to immediately:

a) receive from the match scorekeeper the Official Game Sheet, check it out, make relevant remarks and sign the sheet;

b) inform the Tournament Directorate of the match played;c) in case of assessment to a player and/or team official, game misconduct penalty or match

penalty, the referee shall, on the back side of the Official Game Sheet under section “On misconduct penalties by players and team officials” be obliged to mark relevant article and item according to which the penalty had been assessed.

5.13.7. Officials of the two teams having played the match, must sign the Official Game Sheet within 30 (thirty) minutes after the match.

5.13.8. Should any errors be discovered in the Official Game Sheet, the Tournament Directorate shall be entitled to introduce corrections thereto.

5.14. Written Visa Support

The Organizer shall produce and ensure necessary Russian entry visa support invitations to all teams’ members and IIHF officials.

5.15. Organizer’s Representatives

The Organizer shall appoint its representative to each competing team. This representative, as well as on-ice officials, shall ensure communication between the Organizer and respective team. These Organizer’s representatives shall speak English.

5.16. Services Rendered by Organizer

The Organizer shall render the following services to competing teams and officials taking part in the Tournament:

a) uniform repairs during matches;b) equipment repairs; c) skates sharpening;d) uniforms and underwear washing after each game (no washing bags for underwear shall

be available); e) towels supply for games and practices;f) 50 pucks per team, for the whole duration of the Tournament, for practices, games, and

warm-ups; g) delivery of soft and hot beverages and snacks in dressing rooms for games and practices;h) cleaning of dressing rooms, hallways, players’ and penalty benches after each warm-ups

and game periods.

5.17. Ceremonies

5.17.1. In ice arenas flags of participating teams’ countries shall be hung out along with MHL and the Russian Ice Hockey Federation flags. Flags shall be identical in size and positioned at the same height from left to right in alphabetical order. The IIHF flag may also be hung out left or right of the national flags or in the middle. The IIHF flag may differ in size from other flags. All flags shall be placed at a most visible position.

5.17.2. Opening ceremony shall be held in festive and solemn entourage.

5.17.3. Approximately two minutes before the game face-off, both teams shall be taking the ice in single file, lining up along their respective blue lines. Referees and linesmen take position in front of the timekeeper bench. Teams’ captains shall then skate up to the game officials, exchange handshakes and pennants and shake hands with on-ice officials. At this time public address announcer announces starting line-ups of both teams. After that teams’ skaters skate to their goalkeepers, who by that time, have already taken their positions in goal, whereupon precede to their respective players benches. Only the five starters remain on the ice. Game face-off shall take place at exactly the time prescribed by the Games Schedule.

5.17.4. Immediately after termination of the match, players of both teams shall line up along their respective blue lines. MVP of each team shall be announced and presented with a prize (in case relevant decision is taken by the Organizer), whereupon the game officials take their positions at the red line. The winning team’s country national anthem shall then be played. Showing respect for national attributes, players of both teams listen to the anthem being played facing the flag with their helmets off. Upon termination of the ceremony players exchange handshakes with the opposing team and leave the ice.

5.17.5. Cup, medals and individual trophies shall be presented on the ice following the 3rd place match and the final. Cup and gold medals shall be presented to the Tournament winning team. Silver and bronze medals shall be presented to the teams placed second and third. Individual trophies shall be presented to:

a) three players named by the Tournament Directorate as best goalkeeper, defenseman, and forward;

b) best scorer on number of points (goals + assists);c) Tournament MVP.

5.17.6. Award and closing ceremonies shall be held according to the following scenario:

1. finalist teams shall line up along their respective blue lines. Individual prize winners shall take the ice for presentations;

2. the Organizing Committee Chairman shall present individual medals, trophies and the Junior Club World Cup to the winning team;

3. in conclusion, the winning team’s country’s national anthem shall be played and flag hoisted;

4. after the presentation, the Organizing Committee Chairman shall declare the Tournament closed.

VI. MEDICAL CLAUSE

The Organizer shall ensure fulfillment of the IIHF Medical Regulations provisions. The Organizer shall prepare and implement a separate program of medical services for players and spectators, including staffing medical teams at the Tournament arenas, corresponding to the IIHF Medical Regulations provisions.

VII. ACCOMMODATION AND SUBSISTENCE

7.1. General

The Organizer shall ensure accommodation and subsistence (three meals a day including breakfast, lunch, and dinner) for all persons indicated under item 7.4 (hereinafter referred to as “Official Participants”).

Official Participants shall be entitled to accommodation and meals at their respective hotels as from 12:00 noon local time on August 16, 2012, and up to expiration of their official mission at the Tournament (including reasonable time required for their earliest possible return travel arrangements).

7.2. Hotel reservations for Official Participants

All persons named under item 7.4 below shall be ensured hotel accommodation.

7.3. Subsistence for Official Participants

All persons listed under item 7.4 shall be ensured three meals a day subsistence format, (breakfast, lunch, and dinner) at their hotels. Late dinner times shall be foreseen for Official Participants after the evening matches.

The Organizer shall develop subsistence regimen and diet in accordance with provisions under the IIHF Medical Regulations.

7.4. Official Participants in the Tournament

7.4.1. Official Participants in the Tournament shall include:a) participating teams – a party of 30 (thirty) people in each team;b) game officials.

7.4.2. Each team shall be provided with 6 (six) single and 12 (twelve) double rooms at the same hotel.

Hotel conference facilities may be put at the teams’ disposal.

7.4.3. Referees and linesmen shall check in their hotel separate from other Official Participants’ 24 hours prior to the Tournament first game at the latest. Their stay shall expire on the next day after the Tournament. The referees shall be provided with single rooms’ accommodation and linesmen with double rooms.

VIII. TRANSPORT/LOGISTICS

8.1. General

8.1.1. The Organizer shall provide return travel plan for participating teams, from Moscow to Omsk and back. Return travel plan offered by the Organizer shall be compulsory for the participating teams to observe.

8.1.2. The Organizer shall provide ground transportation for of the Official Participants to move them during the Tournament as:

a) from the moment of arrival in Moscow and up to departure flight to Оmask, same as with their return from Omsk to Moscow and up to departure for their home countries;

b) from the moment of landing at Omsk Central Airport until departure after the Tournament’s closing;

c) the Organizer shall ensure transportation of the teams between hotels and ice arenas for games and practices, as well as between the official hotels.

8.2. Logistics Center

Logistics Center shall open operation as from August 22, 2013, and close after all the teams have left Omsk upon termination of the Tournament. Transport service shall be operational before, during, and after each game and practice. All Tournament vehicles shall be made available daily as from 8:00 AM to 11:00 PM. If necessary, vehicles may be available at night time (after 11:00 PM deadline).

8.3. Vehicles

The Organizer shall provide the following vehicles at the disposal of the official participants in the Tournament:

a) team coaches and if necessary luggage trucks; b) minivans with drivers for game officials;c) cars for the Organizing Committee Chairman and Tournament Officials.

8.4. Parking

Parking lots for vehicles assigned to the teams, the Organizer, officials and guests of the Tournament shall be arranged in close vicinity of the competition arenas. Vehicles access to the above parking areas shall be according to special bus and car passes issued by the local Tournament Directorate.

IX. ACCREDITATION

9.1. IIHF Accreditation Guidelines

The Organizer shall develop and implement an accreditation system for accrediting Official Participants and guests of the Tournament.

9.2. Accreditation Center

The Organizer shall set up the Tournament Accreditation Center.

9.3. Eligibility for Accreditation

Form of the Accreditation ID Card allowing free access to seats in the arena(s) and services rendered therein, shall be subject to approval by the Organizer. Accreditation ID Cards shall only be issued to:

a) all official participants named under item 7.4;b) Organizer’s staff, volunteers, concession salesmen, security services;c) TV and radio staff;d) printed media journalists having confirmed by way of their applications for accreditation

that they were not TV or radio staff;e) suppliers, IT personnel, Video Goal System judges, uniform repairs staff;f) technical staff invited to do relevant work related to the Tournament inside the arena

premises; g) Organizing Committee members, local Directorate and Tournament guests;h) other persons on the Organizer permission.

. Х TICKETING

10.1. Organizer’s Rights

The Organizer shall be entitled to sell tickets to all seats except those reserved under these Regulations’ provisions

10.2. Teams and Game Officials Tribune

In each ice arena, Organizer shall set up a tribune (area for accredited persons) for 100 (one hundred) people for players, coaches, teams, and game officials equipped with comfortable seats. These seats shall be reserved for their occupants throughout the Tournament.

Apart from the above seats, each team shall be granted 30 (thirty) free tickets for its games.

10.3. Media Tribune

10.3.1. In each arena, the Organizer shall allot 50 (fifty) seats for each game to the printed media journalists.

10.3.2. The Organizer shall reserve seats for TV and radio companies’ staff for installation of their technical equipment at commentators’ positions. These will be set up at the upper part of the arena, both sides of the center red line. The seats and positions shall be reserved for said people for the duration of the Tournament.

10.4. Photographer positions

The Organizer shall allot 20 (twenty) photographers’ positions in spectators area, and 10 (ten) positions at the ice rink corners on the outside of the boards.

XI. ADVERTISING

11.1. Clean Arena Rule

No advertising of whatever products or services or any other advertising, having no relation to the Tournament, the Tournament’s or MHL sponsors and commercial partners, may be placed inside the Tournament ice arenas without prior consent of the Organizer.

11.2. Policies

All advertising policies at the Tournament shall be pursued in accordance with the applicable law of the Russian Federation. In particular, any political and religious advertising or advertising in support of any racial discrimination, tobacco smoking, alcohol, and pornography, shall be strictly forbidden.

11.3. Advertising Inside Tournament Arenas

Placement of ads inside the Tournament arenas shall be regulated on the basis of contracts signed by the Organizer.

Objects and surfaces allowed for ads placement:

a) ice rink boards;b) players and penalty benches areas provided such ads do not obstruct spectators view of

the playing surface;

c) ice surface; d) scoreboard; e) ice cleaning machines; f) loudspeakers (only during game stoppages);g) video scoreboard, media cube; h) tribune passages; i) backdrop panels used for interviews in mixed zone, flash interview area and post-game

press conferences.

11.4. External Advertising Including Adjacent Territory

Ads placement outside the Tournament arenas shall be regulated by the applicable law of the Russian Federation.

Objects and surfaces allowed for external ads placement:

a) flags and banners;b) balloons, provided permission of local municipal authorities;c) outside walls;d) areas in front of the arenas provided permission by local municipal authorities, such as

dry land practice and games areas, areas directly connected to the arena and Press Center.

All advertising rights belong to the Organizer.

11.5. Commercial Breaks

Organizer may decide on using game stoppages for TV ads during live transmissions of the Tournament matches.

The Organizer shall coordinate on- and off-ice officials’ actions with TV companies placing ads at game stoppages.

11.6. Teams’ Uniforms and Helmets

Participating teams shall retain their non-exclusive rights to use their sweaters (game and practice) and helmets for ads placement. Any ad appearing on players’ uniform and helmets shall be limited to the following dimensions:

a) front part of helmet: 16 cm x 5,5 cm;b) on sweaters both sleeves located above or under player number on above or under

shoulder number – 22 cm x 8 cm.

Ads of no more than 2 (two) sponsors shall be allowed. Any advertising of an individual sponsor of a participating team on sweaters or helmets may be possible provided written consent by the Organizer not later than 30 (thirty) days prior to commencement of the Tournament.

11.7. On-Ice Officials’ Uniforms and Helmets

Ads on On-Ice Officials’ uniforms and helmets shall have the following dimensions:

a) front part of helmet: 16 cm x 5,5 cm;b) front and back side of sweaters: 455 sq.cm.

Ads of no more than 2 (two) sponsors shall be allowed. The Organizer shall defray all expenditure related to uniforms and helmets advertising.

The Organizer shall retain all revenues generated by above advertising on uniforms and helmets.

XII. LICENSING AND SYMBOLS RIGHTS

12.1. Sponsor and Suppliers Contracts

The Organizer shall possess the right to sign contracts with Suppliers of equipment and services necessary for the Tournament organization. Such equipment includes automobiles, copiers, mobile communication devices, video cameras, VCR, video cassettes, drinks, etc.

12.2. Tournament Official Symbols

12.2.1. The Organizer shall possess the rights to develop official symbols of the Tournament (identification signage, mascot, colors, fonts, music, etc.), and implement it for commercial and other usage, as well as enter into relevant agreements. Such symbols shall contain neither paid nor free of charge advertising. Legal protection of the symbols shall be the responsibility of the Organizer.

12.2.2. The Organizer shall possess the right to develop official, manufacture and offer for sales the official mascot of the Tournament prior to, during and after the Tournament.

12.3. Printed Materials

All printed materials and products related to the Tournament, e.g. its logo or official mascot shall contain official name of the Tournament.

12.4. Symbols Usage Rights

The Organizer shall be entitled to develop, manufacture and sale products carrying official symbols of the Tournament.

12.5. Official Titles

The Organizer shall be entitled to grant the following titles to offer and sale the following official titles:

a) Official Title Sponsor;b) Official Sponsor;c) Official Sports Equipment Supplier;d) Official Supplier of Technical Equipment; e) Official Supplier;f) Official Product;g) any other similar titles.

12.6. Souvenir Items

The Organizer shall retain its rights to grant licenses for manufacture and distribution of the souvenir items carrying the Tournament symbols.

12.7. Sponsor Cups and Trophies

The Organizer shall be entitled to arrange presentations by its partners of cups and trophies to the Tournament MVPs (goalkeeper, defenseman, and forward) as well as handing of said cups and trophies to players, such as the Title Sponsor Cup, etc.

12.8. Video and Audio Rights

The Organizer shall possess the right to shoot films of the Tournament, produce any video or audio recordings, DVDs and other visual, audio and multimedia carriers, employing different means and methods of recording and storage of the information.

XIII. BROADCASTING OF TOURNAMENT MATCHES

13.1. Organizer’s Rights

All rights for broadcasting of the Tournament matches shall be reserved by the Organizer.

13.1.1. TV rights reserved by the Organizer shall be unlimited.

13.1.2. These rights include audio, TV or video signals from the Tournament matches via Internet.

13.1.3. Applications for use of commercial breaks during game stoppages shall be subject to consideration and approval by the Organizer.

13.1.4. The Organizer may decide on granting, wholly or in part, all of its broadcasting rights.

13.2. Organizer’s Responsibilities

To ensure TV broadcasting of the Tournament matches the Organizer shall allocate area for placement of PTA, equipment trucks, and other technical vehicles. The Organizer shall undertake to rig out working places for the technical staff and ensure free access of their staff to arenas premises.

XIV. MEDIA ARRANGEMENTS

14.1. Press Center and Press Zones

14.1.1. The Organizer shall rig out the Tournament Press Center in accordance with international practice. Press Center shall be operational from 9:00 AM on August 16, 2012, until the last match of the Tournament has been played.

14.1.2. The Organizer shall rig out press conference room accommodating up to 50 people in accordance with international practice.

14.1.3. The Organizer shall deploy mixed zone in close vicinity of players’ passage from the ice.

14.1.4. The Organizer shall arrange and rig out the flash interview area near the players entrance to the ice. Commentators may arrange brief interviews with players (no longer than 90 seconds) between periods.

14.2. Media Tribune

14.2.1. The Organizer shall reserve 50 seats for the written press in one of the spectators sectors in the arenas.

14.2.2. The Organizer shall rig out commentators’ positions for TV and radio companies having signed contracts with the Organizer.

XV. INSURANCE

The Organizer shall sign relevant liability insurance contract for mass events, namely for accidents in the arenas for the duration of the Tournament in case any harm done to life, health and/or property of persons present in the arenas.

XVI. SECURITY AND SAFETY MATTERS

16.1. Safety Inside Arenas

The Organizer shall prevent unauthorized people getting inside the arenas and ensure spectators safety. The Organizer in cooperation with local police and fire authorities shall develop emergency action plans including evacuation of spectators in case of emergency.

The Organizer shall ensure players’ safety before, during, and after matches and practices.

The Organizer shall ensure safeguarding of TV equipment installed inside and outside the arena.

16.2. Hotels Safety and Security

The Organizer shall take relevant measures to limit media representatives and fans access of the Tournament official hotels, and make sure that proper safety in hotels be arranged.

16.3. Safeguarding of Ice Rink

The Organizer shall undertake to cut off appearance of unauthorized persons on the ice rink.

XVII. CLOSING PROVISIONS AND COMING INTO FORCE

These Regulations have been approved by the MHL Junior Hockey League Commissioner on May 22, 2012, whereupon immediately came into force.
