Международный опыт эффективной реорганизации промышленных зон : проблемы и перспективы :

Вопросы эффективной реорганизации промышленных зон и участия города в этом процессе, обсуждаются уже давно. Очевидно, что помимо обычных, частных преград, препятствующих инвесторам в участии в проектах по реорганизации промышленных зон, также существуют и общие, глобальные особенности успешных и высокоэффективных проектов по реструктуризации промышленных зон. В частности, к последним относятся: наличие отдельных законодательных актов, имеющих предметом регулирования реорганизацию промышленных зон, непосредственное участие органов местного самоуправления в этом процессе, всецелое развитие сферы услуг, высокий уровень развития конкуренции и многие другие.

В данном докладе, авторы хотели бы предложить для обсуждения, как отдельные, так и общие вопросы реорганизации промышленных зон, в частности с изменением статуса территории, для использования под образовательные и жилищные цели, а также под городские транспортные развязки с увязкой в долгосрочную перспективу развития города.

Questions regarding effective transformation and reorganisation of industrial zones and the role of the city in that process are under discussion for quite long time. It is obvious there are quite often regular obstacles that don’t allow investors to participate into transformation of industrial sites. However, there are more general and global moments related to successful and high effective projects of regeneration of industrial zones as Normative documents and Regulations related to conversion of those sites into areas with different functional meaning, role of local Government within that process, general development of services sectors, high level of competition and many others.

Authors of current report would like to start a discussion that will touch transformation of industrial sites, particularly transformation related to change of functional meaning of site, where former industrial sites can be used for development of educational and residential districts, as well as for development of transport hubs that can be part of long perspective of city regeneration.

ЗАКЛЮЧЕНИЕНа сегодняшний день в России и во всем мире существует большое наличие индустриальных зон, которые не используются в производственных целях. Данные зоны сложились в последствии расширения городов, переноса производства в другие регионы, желания улучшить экологию городов, а так же увеличения населения и их потребностей.

Трансформация индустриальных зон и производственных объектов в объекты другого функционального назначения наблюдается уже давно во всем мире. Данные участки и объекты располагаются как в исторически сложившихся частях городов, так и на окраинах. Исторически, изначальное использование бывших индустриальных объектов под доступное и дешевое жилье переросло в мировую тенденцию превращения этого пространства в элитное жилье, образовательные и прочие объекты.

В связи с глобальными мировыми изменениями, которые можно наблюдать в глобальном изменении климата, миграции населения, прироста населения, увеличения городов и потребности населения, мы приводим и рассматриваем некоторые аспекты движения в сторону использования бывших индустриальных зон:

- Создание образовательных зон и учреждений - Создание объектов здравоохранения - Создание объектов для отдыха и рекреации- Создание и планирование жилых районов- Развитие парковых зон- Улучшение экологии бывших индустриальных участков - Трансформация индустриальных зон в важные транспортно-пересадочные узлы в долгосрочном планировании развития городов- Использование индустриальных объектов в качестве культурных объектов- Создание отдельных районов с независимой инфраструктурой

Вышесказанные аспекты можно рассматривать в сравнении уже построенных объектов, а так же в сравнении предлагаемых на сегодняшний день проектов в России и Великобритании (Завод «Красный Октябрь», Завод «Кристалл», Проект «Гутенборг», район Воппинг в Лондоне, проект Ассам стрит и других), где использование каждого участка данных зон является особенныим бесценным, особенно с точки зрения экологии.

Нашей задачей является обеспечение потребности населения, и создание удобной и функциональной среды. Для осуществления таких задач на высоком уровне, необходимо получить поддержку государства и местных и зарубежных инвесторов, которые будут готовы работать в одной команде с архитекторами, с целью создания лучшего окружения для населения сегодняшнего дня и наших потомков.

CONCLUSIONThere is a large presence of former industrial sites today in Russia and worldwide, which are not used any more as production facilities. These zoe have developed in later urban expansion, moving production to other regions, the desire to improve ecology of cities, as well as increasing population and their needs.

Transforamtion of industrial zones and industrial objects into objects and sites with different functional meaning has already been accepted as regular practice worldwide. Current sites and buildings are located quite often within historical centre as well as on the outskirts of cities. Historically, former industrial sites were used as available and cheap housing. These days it became a worl tend of turning these kind of spaces into luxiry housing, educationa and other objects.

In connection with global changes that can be observed in the global climate change as migration of people, growth of population, urban expansion and the needs of people? We are looking into some aspects of the movement toward the use of former industrial sites:

- Creating educational areas and environment- Creating health objects and institutions- Developing hospitality and leisure objects- Creating residential districts and living environment- Development of park zones and facilities- Increasing ecological level of former industrial zones- Redevelopment of industrial zones into main transport hubs within city: long-term city development- Using former industrial buildings for cultural objects- Creating districts with independent infrastructure

The aspects can be seen in the comparison of already built projects, as well as comparing architectural projects in Russia and Great Britain (factory “Red October”, factory “Cristal”, project “Gutenborg”, Wapping district in London, Assam project and similar) where the use of these zones is a unique and invaluable, especially from an environmental and sustainable point of view.

Our goal is to provide the needs of the population, and create a comfortable and functional environment. For the implementation of such tasks at a high level, it is necessary to obtain the support of Government and local and foreign investors who will be ready to work as part of the team and help architects to create a better environment for people today and for future generations.
