≪アメリカ／the United States≫ゲイリー・ラフヘッド／元アメリカ海軍作戦部長Gary Roughead／Admiral, U.S. Navy (Retired)

1973年に米国海軍兵学校を卒業。六つの作戦指揮を経験した後、2007年9月に第29

代アメリカ海軍作戦部長就任。アメリカ海軍史上では二人しかいない、米軍大西洋艦隊・

太平洋艦隊の両方を指揮した経験を持つ。米国海軍兵学校にて司令官、海軍立法問題

責任者、米議会との交渉責任者を歴任。またアメリカ太平洋軍副司令官も務めた。退役

後は、スタンフォード大学フーヴァー研究所にてロバート・アンド・マリアン・オスター特別

客員研究員、ノースロップ・グラマン・コーポレーション、マースクライン、マリネット・マリン・

コーポレーションの役員を務める。ドッジ・アンド・コックス・ファンド、ジョンズ・ホプキンズ

大学の理事、同大学応用物理研究所の理事も務める。

Admiral Roughead is a 1973 graduate of the U.S. Naval Academy. He became the 29th Chief of Naval Operations

in September of 2007, after holding six operational commands. He is one of only two officers in the history of the

Navy to have commanded both the U.S. Atlantic and Pacific Fleets. Ashore he served as the Commandant, U.S.

Naval Academy, the Navy’s Chief of Legislative Affairs, responsible for the Department of the Navy’s interaction

with Congress. Admiral Roughead was also the Deputy Commander, U.S. Pacific Command. Since retirement,

Admiral Roughead is Robert and Marion Oster Distinguished Military Fellow in the Hoover Institution at

Stanford University and serves on the boards of directors of the Northrop Grumman Corporation, Maersk Line,

Limited, and the Marinette Marine Corporation. He is a Trustee of Dodge and Cox Funds, a Trustee of the Johns

Hopkins University, and serves on the Board of Managers of the Johns Hopkins University Applied Physics

Laboratory.

International Peace

Douglas H. Paal is a Nonresident Scholar of Asia Program at the Carnegie Endowment for International Peace.

He had served as a Vice Chairman of JPMorgan Chase International from 2006 to 2008, and as an unofficial U.S.

representative to Taiwan as director of the American Institute in Taiwan from 2002 to 2006. He was on the

National Security Council staffs of Presidents Reagan and George H. W. Bush between 1986 and 1993 as director

of Asian Affairs and then as senior director and special assistant to the president. Paal held positions in the policy

planning staff at the State Department, as a senior analyst for the CIA, and at U.S. embassies in Singapore and

Beijing. He has spoken and published frequently on Asian affairs and national security issues.

ダニエル・ラッセル／元東アジア・太平洋担当国国務次官補Daniel Russel／Former Assistant Secretary of State for East Asian and Pacific Affairs

Daniel Russel is the Vice President for International Security and Diplomacy at the Asia Society Policy Institute

(ASPI). Previously he served as a Diplomat in Residence and Senior Fellow with ASPI for a one year term. A

career member of the Senior Foreign Service at the U.S. Department of State, he most recently served as the

Assistant Secretary of State for East Asian and Pacific Affairs. Prior to his appointment as Assistant Secretary on

July 12, 2013, Mr. Russel served at the White House as the Special Assistant to the President and National

Security Council (NSC) Senior Director for Asian Affairs. During his tenure there, he helped formulate President

Obama’s strategic rebalance to the Asia Pacific region, including efforts to strengthen alliances, deepen U.S.

engagement with multilateral organizations, and expand cooperation with emerging powers in the region.

Prior to joining the NSC in January of 2009, he served as Director of the Office of Japanese Affairs and had

assignments as U.S. Consul General in Osaka-Kobe, Japan (2005-2008); Deputy Chief of Mission at the U.S.

Embassy in Hague, Netherlands (2002-2005); Deputy Chief of Mission at the U.S. Embassy in Nicosia, Cyprus

(1999-2002); Chief of Staff to the Under Secretary of State for Political Affairs, Ambassador Thomas R. Pickering

(1997-99); Special Assistant to the Under Secretary of State for Political Affairs (1995-96); Political Section Unit

Chief at U.S. Embassy Seoul, Republic of Korea (1992-95); Political Advisor to the Permanent Representative to

the U.S. Mission to the United Nations, Ambassador Pickering (1989-92); Vice Consul in Osaka and Branch Office

Manager in Nagoya, Japan (1987-89); and Assistant to the Ambassador to Japan, former Senate Majority Leader

Mike Mansfield (1985-87).

In 1996, Mr. Russel was awarded the State Department's Una Chapman Cox Fellowship sabbatical and authored

America’s Place in the World, a book published by Georgetown University. Before joining the Foreign Service, he

was manager for an international firm in New York City.

Mr. Russel was educated at Sarah Lawrence College and University College, University of London, UK.

者。以前は、アムネスティ・インターナショナル米国事務局次長（研究・政策提言）として、

人権擁護・個人と地域社会の安全・非合法に逮捕・投獄された政治犯の釈放をすすめる

法令や政策を形成、促進した。1997 年から2012 年まで、米国上院外交委員会東アジ

アおよび太平洋地域担当の政策部長として、同委員会委員長のジョゼフ・バイデン氏や

ジョン・ケリー氏に、米国と同地域間の安全保障、政治、経済、人権等、広範な問題につ

いて提言を行ってきた。同外交委員会所属の2006 年から2007 年、外交問題評議会の

日立国際問題フェローとして、東京の公益財団法人中曽根康弘世界平和研究所訪問研

究員および慶應義塾大学客員講師として、日本に滞在。米国上院外交委員会在籍前は、

米国国務省情報研究局アナリストとして、9 年間勤務。エール大学で歴史学の学位、

ハーバード大学ケネディ行政大学院で公共政策修士号取得。アジア中を旅した経験を

持ち、特に日米関係、米韓関係、米朝関係を含む東アジア情勢に関する執筆が多数あ

る。

Frank Jannuzi joined the Maureen and Mike Mansfield Foundation as President and Chief Executive Officer in

April 2014. He previously served as Deputy Executive Director (Advocacy, Policy and Research) at Amnesty

International, USA. There he shaped and promoted legislation and policies to advance universal human rights,

protect individuals and communities at risk, and free prisoners of conscience.

From 1997-2012 Mr. Jannuzi was Policy Director, East Asian and Pacific Affairs, for the U.S. Senate Foreign

Relations Committee, where he advised Committee Chairmen Joseph Biden and John Kerry on a range of security,

political, economic, and human rights issues pertaining to U.S. relations with East Asia. During his tenure with

the Foreign Relations Committee, he also was a Hitachi Fellow of the Council on Foreign Relations from 2006-

2007, serving as a visiting lecturer at Keio University and a visiting scholar at the Nakasone Peace Institute in

Tokyo. Early in his career, he served for nine years as an analyst in the U.S. Department of State’s Bureau of

Intelligence and Research.

Mr. Jannuzi holds a Bachelor of Arts degree from Yale University and Master in Public Policy degree from the

John F. Kennedy School of Government, Harvard University. He has traveled throughout Asia and has written

extensively on East Asia policy issues, including U.S. relations with Japan, China, and North Korea.

マーク・モンゴメリ／サイバースペース・ソラリウム・コミッション会長上級顧問Mark Montgomery／the Executive Director of the Cyberspace Solarium Commission

Mark Montgomery serves as the Senior Advisor to the Chairmen of the Cyberspace Solarium Commission, and

was previously the Executive Director. He is also the Senior Director of the Center on Cyber and Technology

Innovation and a Senior Fellow at the Foundation for Defense of Democracies. He previously served as Policy

Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain and completed

32 years as a nuclear trained surface warfare officer in the U.S. Navy, retiring as a Rear Admiral in 2017.

Mr. Schiffer is senior advisor and counselor on the Democratic Staff of the Senate Foreign Relations Committee.

From 2009 to 2012, he served as the Deputy Assistant Secretary of Defense for East Asia in the Office of the

Assistant Secretary of Defense for Asian and Pacific Security Affairs. Before joining the Department of Defense he

was a program officer at the Stanley Foundation, responsible for the Foundation`s Asia programs as well as a

range of other U.S. national and global security issues and in 2004-2005 was a Council on Foreign Relations

Hitachi International Affairs Fellow in Japan. From 1995 to 2004, he served as the staff of U.S. Senator Dianne

Feinstein (D-CA), including as her senior national security adviser and legislative director. Prior to that, he was

director of international security programs at New York University`s Center for War, Peace, and the News Media.

Mr. Schiffer received his undergraduate degree from Georgetown University and graduate degrees from the

London School of Economics and New York University.

リチャード・フォンテーン／新米国安全保障センター（CNAS）理事長Richard Fontaine／Chief Executive Officer, Center for a New American Security (CNAS)

新米国安全保障センター（CNAS）理事長。同センターの代表及びシニアアドバイザー

及び上席研究員を歴任。ジョン・マケイン上院議員の外交政策アドバイザーの他、国務

省職員、国家安全保障会議、上院外交委員会での勤務経験を持つ。2008年の大統領

選時にマケイン上院議員の外交政策アドバイザーを経験後、上院軍事委員会事務局長

代理を務めた。国家安全保障会議では近東担当参与の他、アジア総局で東南アジア問

題に取り組んだ。国務省では、リチャード・アーミテージ国務副長官事務所や南アジア局

で勤務。上院外交委員会では中東や南アジア問題に取り組んだ。現在は三極委員会事

Richard Fontaine is the Chief Executive Officer of the Center for a New American Security (CNAS). He served as

President of CNAS from 2012-19 and as Senior Advisor and Senior Fellow from 2009-12. Prior to CNAS, he was

foreign policy advisor to Senator John McCain and worked at the State Department, the National Security Council,

and on the staff of the Senate Foreign Relations Committee. Mr. Fontaine served as foreign policy advisor to the

McCain 2008 presidential campaign and subsequently as the minority deputy staff director on the Senate Armed

Services Committee. Prior to that, he served as Associate Director for Near Eastern Affairs at the National

Security Council (NSC) from 2003-04. He also worked on Southeast Asian issues in the NSC’s Asian Affairs

directorate.At the State Department, Mr. Fontaine worked in the office of Deputy Secretary of State Richard

Armitage and in the department’s South Asia bureau. Mr. Fontaine began his foreign policy career as a staff

member of the Senate Foreign Relations Committee, focusing on the Middle East and South Asia. He also spent a

year teaching English in Japan.

Mr. Fontaine currently serves as Executive Director of the Trilateral Commission and has been an adjunct

professor in the Security Studies Program at Georgetown University’s School of Foreign Service. Mr. Fontaine

graduated summa cum laude with a B.A. in International Relations from Tulane University. He also holds a M.A.

in International Affairs from the Johns Hopkins School of Advanced International Studies (SAIS) in Washington,

and he attended Oxford University.

パシフィック・フォーラム理事長。パシフィック・フォーラムは、ハワイのホノルルを活動拠点

とする非営利・独立の外交政策研究所で、インド太平洋地域における政策・安全保障・

戦略展開の分析を行う。インド太平洋・ヨーロッパ・中東における大規模演習を３０年以上

に渡り牽引。アメリカ太平洋艦隊副司令官、アメリカ太平洋軍作戦部長を歴任。ハイレベ

ルな同盟関係の構築、戦略立案、緊急事態時の危機対応計画などの全戦域での作戦

の指揮を担当。司令官として二つの空母打撃群、水雷戦隊、駆逐艦、掃海隊群、掃海挺

などの指揮を担当。現場では、海事担当主席代表者として中国海軍との「海上領域にお

ける行動規則」交渉チームを牽引。また東日本大震災時のトモダチ作戦、海軍初の無人

戦闘システムの立ち上げを率い、無人・有人システムを組み合わせたシステムの活用例

となった。

Robert P. Girrier is president of Pacific Forum, a Honolulu-based non-profit, non-partisan private foreign policy

research institute providing timely, informative, and innovative analysis of political, security and strategic

developments in the Indo-Pacific region.

A naval leader with over thirty years’ maritime experience and extensive operations throughout the Indo-Pacific,

Europe and Middle East, his operational assignments culminated as Deputy Commander Pacific Fleet and as the

Director of Operations for U.S. Pacific Command. Efforts focused on directing theater-wide operations and day-to-

day engagement; building high-level allied and partner relationships & capacity; developing strategy, planning for

contingencies and executing crisis response. Command assignments included two carrier strike groups, a

destroyer squadron, destroyer, global mine warfare operations and a mine countermeasures ship.

In theater, he served as lead maritime component representative to the team negotiating Rules of Behavior in the

Maritime Domain with the Chinese Navy. He also led the first U.S. on-scene naval support during Operation

Tomodachi in the wake of the Japanese earthquake and tsunami and resulting consequence management and

disaster response efforts. In Washington, he led the stand-up of the Navy Staff’s first-ever office of Unmanned

Warfare Systems, making the value case for unmanned & manned systems working in collaboration --and more

capably-- across increasingly connected environments

Jia Qingguo is professor and former dean of the School of International Studies of Peking University. He is also

Director of the Institute for China-US People-to-People Exchange and Director of the Center for China and

Global Governance at Peking University. He received his Ph.D. from Cornell University in 1988. He has taught

in University of Vermont, Cornell University, University of California at San Diego, University of Sydney in

Australia as well as Peking University. He was a research fellow at the Brookings Institution between 1985 and

1986, a visiting professor at the University of Vienna in 1997 and a CNAPS fellow at the Brookings Institution

between 2001 and 2002. He is a member of the Standing Committee and the Foreign Affairs Committee of the

National Committee of the Chinese People’s Political Consultative Conference. He is also Vice President of the

Chinese American Studies Association, Vice President of China International Relations Studies Association, and

Vice President of Chinese Japanese Studies Association. He is serving on the editorial board of more than a dozen

established domestic and international academic journals. He has published extensively on U.S.-China relations,

Northeast Asia, relations between the Chinese mainland and Taiwan, Chinese foreign policy and Chinese politics.

Zhang Tuosheng is Senior Fellow, Chairman of the Academic Committee, Director of the Center for Foreign Policy

Studies at China Foundation for International and Strategic Studies.

He received his master degree in Modern Chinese History from Central Party School of the Chinese Communist

Party. From late 1970s to late 1980s as a drillmaster he served in the PLA Military Collage and as a research

fellow in the Institute of Strategic Studies of PLA National Defense University. In the early 1990s he was the

Deputy Defense Attache at the Chinese Embassy in the UK. Since 1992, he has worked in the CFISS in charge of

organizing and coordinating academic and policy researches. His main research interests are Sino-US relations,

Sino-Japan relations, Asia-Pacific security, security crisis management, and China’s foreign policy. He has

authored or co-authored lots of research publications including papers, reports and books.

軍にて、中隊長、旅団長、在英中国大使館駐在武官、イラク・ブラジルの駐在武官を歴

任。2015年から2017年まで南スーダンでの国連平和維持活動にて部隊副司令官を務

Major General (Ret) Yang Chaoyang is Vice Chairman of China Foundation for International & Strategic Studies

(CFISS) since 2018, where he leads CFISS’s dialogues on Sino-Japan security relations and security crisis

management with Genron NPO and NIDS. Before joining CFISS, he had a long career in the PLA, and served

successively in various fields and staff positions, including company commander, brigade commander, the Deputy

Military Attaché in Chinese embassy in the UK, and Military Attaché in Iraq and Brazil. His last appointment

was Deputy Force Commander of UN Peacekeeping Mission in South Sudan from 2015 to 2017. Maj. Gen. Yang

gained his Master's degree in public management from Harvard University.

Han Sung-Joo is a Professor Emeritus at Korea University. Prof. Han previously served as the Minister of Foreign

Affairs (1993-94), UN Secretary-General’s Special Representative for Cyprus (1996-97), a member of the UN

Inquiry Commission on the 1994 Rwanda Genocide (1999), Chairman of the East Asia Vision Group (2000-2001),

Ambassador of the Republic of Korea to the United States (2003-2005), and Acting President of Korea University

(2002, 2006-2007) Prof. Han is a graduate of Seoul National University (1962) and received a Ph.D. in Political

Science from the University of California, Berkeley (1970). Previously, he taught at City University of New York

(1970-78) and was a visiting Professor at Columbia University (1986-87) and Stanford University (1992, 1995). He

was also a Distinguished Fellow at the Rockefeller Brothers Fund (1986-87).

Dr. GO Myong-Hyun is a Senior Research Fellow at the Asan Institute for Policy Studies in Seoul, Korea. His

research applies quantitative perspectives to traditional and non-traditional security issues, with special focus on

North Korea's economy, sanctions, and the regime’s long-term viability. He is widely cited by the international

media on North Korea and Northeast Asian security. Dr. Go is also an Adjunct Professor at the Korea University

School of Cybersecurity, Associate Fellow at the Royal United Services Institute, and a Munich Young Leader of

the Munich Security Conference 2015. He holds degrees in Economics (BA) and Statistics (MA) from Columbia

University, and a PhD in policy analysis from Pardee RAND Graduate School.

Osamu Onoda is an advisor at Toshiba Infrastructure Systems & Solutions Corporation(TISS) and the former

Lieutenant General of Japan Air Self-Defense Force. Gen. Onoda graduated from National Defense Academy of

Japan and joined the Air Self-Defense Force in Japan. His field of specialty is communications- electronics (CE).

He previously severed as the director of 3rd Air Depot, the Commander of 7th Air Wing, Director General of

Personnel and Educational Department at Air Staff Office, the Commander of Western Air Defense Force, and the

Commander of Air Training Command, and retired in 2012 as Lieutenant General of Japan Air Self-Defense Force.

He was also a senior fellow at the Harvard University Asia Center (July 2013-June 2015). He is currently a

member of Policy Proposal Committee at Japan Forum for Strategic Studies.

Admiral Katsutoshi Kawano(Retired) is former Chief of Staff at the Japan Self-Defense Forces. A graduate of

National Defense Academy with a bachelor’s degree in Mechanical Engineering, Admiral Kawano was

commissioned as a surface warfare officer in 1979. He earned a master’s degree in International Relations from

Tsukuba University in 1990. He is also a graduate of Command and Staff Course at the U.S. Naval War College.

Admiral Kawano’s career as a surface warfare officer includes assignments aboard JS Haruna, JS Shirane, and JS

Oyodo as Commanding Officer from August 1992 to August 1993.His fleet command assignments include

Commander, Escort Division 3;Commander, Escort Flotilla 3; Commander, Marine Warfare Force; Commander

Fleet Escort Force; and, Commander in Chief, Self-Defense Fleet prior to assuming his previous post as Chief of

Staff, Japan Maritime Self-Defense Force on 26 July 2012.Some of the most notable responsibilities he has held

ashore are Director General, Administration Department MSO; Director General, Operations and Plans

Department MSO; and Vice Chief of Staff. Admiral Kawano had served as the 5th Chief of Staff from October 14,

2014 until his retirement on April 1, 2019.

Yasushi Kudo is the founder and president of the Genron NPO since its establishment in 2001. In 2005, he

launched annual civil dialogue (“Tokyo-Beijing Forum”) and the joint opinion poll between Japan and China,

which have been conducted over the 15 years since then. In 2013, he newly launched a dialogue, the Japan-Korea

Future Dialogue, between Japan and Korea and has conducted a comparative opinion poll on impression of each

other’s country. From 2012, Kudo has served as Japanese delegation of the Council of Councils, an international

think tank network initiated by the Council on Foreign Relations. “The Asia Forum of Opinion Leaders” has also

been established as a venue for open and free debate for intellectuals in Japan and Southeast Asian countries to

jointly identify common challenges, and advocate solutions to them, while collaborating to bolster democracy and

address challenges to democracy. In 2017, Kudo launched the "Tokyo Conference," a discussion platform that

invites 10 of the world's leading think tanks to exchange views on global issues, and propose recommendations to

strengthen the liberal order and democracy.

Yoji Koda is Vice Admiral (Retired) of Japan Maritime Self Defense Force with surface warfare specialty. He is a

graduate of National Defense Academy (NDA: 1972) and in 1991-1992 he was a student of Naval Command

College at the U.S. Naval War College. After 40 years service in NDA and JMSDF, he served as Commander in

Chief, Self Defense Fleet, from 2007 until his retirement in 2008. In 2009-11 Koda became a senior fellow at

Harvard University’s Asia Center, where he worked on the Chinese naval strategy.

Ken Jimbo is a professor at the Faculty of Policy Management of Keio University. He received his Ph.D. in Media

and Governance from Keio University. He previously served as a guest researcher at Thammasat University, a

visiting researcher at S. Rajaratnam School of International Studies, Nanyang Technological University, and an

lecturer at National Defense Academy of Japan. Dr. Jimbo is a senior researcher at the Canon Institute for Global

Studies and a senior fellow at Tokyo Foundation. Dr. Jimbo specializes in international security, Asia-Pacific

security, East Asian regionalism, and Japan’s security policy.

Yoshihide SOEYA is a Professor Emeritus of political science and international relations at the Faculty of Law of

Keio University. His areas of interest are politics and security in East Asia, and Japanese diplomacy and its

external relations. He served as the Director of the Institute of East Asian Studies of the same university for six

years until September 2013, and as the Director of its Center for Contemporary Korean Studies for five years until

March 2016. His most recent publications in English include “The Rise of China in Asia: Japan at the Nexus,” in

Asle Toje, ed., “Will China’s Rise be Peaceful? Security, Stability, and Legitimacy” (Oxford: Oxford University

「アジア平和会議」とは

2020年1月に言論NPOが創設した「アジア平和会議」は、日本、アメリカ、中国を中核とした、多国間の民間レベルの協議メカニズムです。会議の創設の目的は、不安定な北東アジア地域で紛争の可能性を減らし、偶発事故を抑制する危機管理の仕組みを高めると同時に、持続的な平和の仕組みを作るための作業を多国間で行うことです。

北東アジアでは、軍事力増強を続ける中国と日米同盟の間で、構造的な対立と緊張があり、様々なホットスポットが存在しているにも関わらず、安全保障に関する多国間の協議枠組みすら存在していない状況にあります。「アジア平和会議」で取り組もうとしているのは、この不安定な地域に現在の平和を維持し、将来に向けて持続的な平和を作り出すための、日米中韓の４カ国の多国間の協議の場をまず民間がつくるという歴史的な挑戦なのです。この対話は、北東アジアの関係国間の信頼醸成の舞台となると同時に、現在の危機管理メカニズムを向上させ、さらに将来の北東アジアに安定的な平和の仕組みを実現するための作業に取り組むものです。

この取り組みは、2013年、言論NPOが日中間のハイレベル民間対話「東京―北京フォーラム」で発表した日中間合意「不戦の誓い」から始まりました。この合意は、尖閣諸島をめぐって緊張が高まり紛争への不安が広がる中で、どのような困難にも武力での解決を目指さないことを二国間で確認したものであり、私たちはこの合意を日中両国や世界に向けて発信しました。私たちはこの誓いを、将来的には北東アジア全域に広げることをその時、併せて中国と合意したのです。

これ以降我々は、多国間での対話枠組みの創設を視野に、二国間関係の悪化で日中の政府間外交が停止する中でも、日中の外交・安全保障関係者を巻き込みながら、日中間に紛争を起こさないという一心で、民間ベースで対話の舞台を提供し続けてきました。そして、８年前に「日韓未来対話」を立ち上げ、この舞台でも、北朝鮮をはじめとした地域の課題への多国間協力に向けた議論や、日韓関係の困難に挑み続けてきました。また、４年前からは、同盟国であるアメリカの関係者とも地域の未来に向けた対話を行ってきました。

そして、私たちの手法のもう１つの重要な特徴は、世論や有識者の声を議論づくりに積極的に取り入れていることです。私たちは、対話にあたって世論調査や有識者アンケートを実施し、各国の民意や有識者の声を把握しながら対話を深めていきます。

同時に、関係各国や世界にアジアの平和に向けた議論を積極的に発信し、こうした多国間の取り組みを支持する世論を醸成することで、地域の平和に向けた政府間の取り組みの土台づくりを目指しています。

About the Asia Peace Conference

On January 21, 2020, the Genron NPO launched a historic initiative aiming at building a sustainable

peace in volatile Northeast Asia with experts and former officials from Japan, the United States,

China and South Korea. Having conducted extensive dialogue with China towards sustainable peace

and stability in the region through its Track 1.5 Japan-China dialogue, the Genron NPO will begin a

new endeavor to contribute to peace and stability in the region.

With the Asia Peace Conference, we aim at building a Track II multinational platform for joint efforts

to contribute to maintain the peace and the future development of frameworks for supporting

sustainable peace and stability in the region. This is an attempt to open the discussions by starting at

the non-governmental level to build an environment for future formal processes. By launching a new

multinational platform for candid discussion involving the United States and China on regional crisis

management, management of hotspots, and visions and norms for the future of a peaceful order in a

structurally unstable Northeast Asia, we aim to contribute to an environment for future formal

processes towards sustainable peace in the region.
