Background for International Scientific Collaboration

1. International Context:

1.1 The increasing globalization of world economy and ever

growing information technology accelerate the globalization

process of scientific activities.

1.2 The globalization of scientific activities and new trend of

scientific and technological development have promoted

international scientific cooperation and exchanges,




1.3 Scientific progress and innovation has played dominant role in social and

economic development, which has attracted increasing recognition on scientific

collaboration from developed countries.

e.g. Realizing the role of international cooperation and exchanges, the USA has

formulated series of laws and regulations and worked out measures to

encourage research universities’ active involvement in scientific innovation.

Moreover, special organizations were established for guiding universities’

practice in international scientific cooperation.

The EU has also established framework scheme and measures to encourage

universities and institutions to conduct international cooperation & exchanges.




2. Domestic Context:

2.1 Since the reform and opening-up policy, China’s economy has maintained

sustained and rapid growth, which provides strong impetus for the development

of S & T in China.

2.2 The national “211 Project” and “985 Project” implementation has

considerably improved higher education reform and the construction of high-level

research university, through which, universities are enhancing their capacity to

speed up the pace of international scientific collaboration.




2.3 The national strategy of Invigorating China Through Science and Education,

the Strategy of Sustainable Development and the Outline of National Plan for

Medium and Long-term Scientific and Technological Development also provide

guidance for international scientific collaboration and exchanges.

2.4 Being aware of the significance of international cooperation & exchanges in

faculty team building, disciplinary construction, innovation capacity improvement

and talent cultivation, most Chinese Universities work out their strategic

development scheme for internationalization with stress on international scientific

cooperation & exchanges.



Overview of CQU International Scientific Collaboration

A Brief Introduction to CQU● Chongqing University (CQU) located in Chongqing

Municipality is a national key university directly under the

Chinese Ministry of Education.

● Founded in 1929

● Became a national university with six faculties of liberal

arts, science, engineering, commerce, law and medicine

in 1942.

● Became an engineering-oriented university in1952,

● Admitted to the “211” project framework in 1996

● Merger took place in 2000.

● Admitted to the “985” project framework in 2001.

● Cooperative Fields:

Mainly focused on disciplines of advantageous strength such as micro-system engineering, bio-mechanics, tissue-repairing engineering, light-metal materials, mechanical transmission, intelligence manufacture, green building, urban planning etc.

The extensive international scientific collaboration has boosted development of key disciplines, facilitated construction of inter-disciplines and growth of new disciplines, thus upgrading the overall level of disciplines and laying a solid foundation for construction of high-level university.

Case Study

● Case 1: Collaboration in MEMS (Micro-Electro-Mechanical Systems)

Chongqing University MEMS Center, work with Fraunhofer-Gesellschaft Engineering &Research Institute, Germany and Scuola Superiore Sant’Anna , Pisa(SSSUP), Italy

In December 2004 , an agreement on scientific cooperation in MEMS signed between Chongqing University and SSSUP, Italy, with support from both the Chinese and Italian Government.



Case Study

The CQU MEMS Center, along with German Fraunhofer-Gesellschaft Engineering &Research Institute, Chemnitz University, Germany, and SSSUP, has conducted joint research on MEMS field such as the micro-spectrometers and its application technology, obtaining about 8 million RMB support from three international scientific collaborative projects granted by Ministry of Science &Technology, China.

Moreover, the successful scientific cooperation in MEMS with Fraunhofer IZM and ZFM, Germany has gained attention and support from both central governments, acclaimed as “Excellent Example of Sino-German Scientific Collaboration” in the April 2006 Sino-Germany ministerial level meeting, and their further cooperation was also noted down inside the April 2008 Sino-Germany ministerial meeting summary.



Case Study

● Case 2: The Research Teams from Urban Construction and Environmental Engineering College, CQU Gained several Grants from EU

Project : Sino-Dutch Government Project----Development & Demonstration of Feasible Technologies for Environmental Infrastructure in China’s Western Small Cities (FTEI） Based on Chinese government’s “Great West Development” and “Small Cities Development” strategies, this project started in December 2002 and ended in October 2008, aiming to speed up commercialization process and improve environmental infrastructure by providing feasible technologies, as well as upgrade environment and decrease poverty to realize the sustainable development of the west small cities and towns.

Total Investment: 39 million Euros. CQU gained about 17 million RMB



The project passed the evaluation of the Ministry of Housing and Urban-Rural Construction on November 19 2008, indicating the international advanced level achieved.

Achievements for the two cases:

1: Promoting discipline development and research team building, improving self-innovative capacity.

2: Increasing academic exchange by international scientific cooperation, improving quality of human resource .

3: Promoting international exchange between local government and enterprises through cooperation among universities, enhancing international industry and research cooperation

4: Hosting international academic seminar based on international projects, promoting academic exchanges.

Reflections & Suggestions

Reflections:

1. Through international scientific collaboration, CQU has strengthened its advantageous disciplines such as micro-electronic mechanics, manufacture engineering, environmental engineering, architecture, urban planning, bio-engineering, electrical engineering, material science etc.

2. More and more successful scientific research projects have helped to gain more research fund, promoting the discipline development, scientific research team building, as well as the scientific research base construction.




3. The quality of human resources cultivation and academic papers have also been enhanced and by frequent exchange activities among students and faculty.

4. Besides, under the government support, our international scientific research collaboration has also promoted cooperation of industries and research globally and thus served the local social and economical development.




Suggestions:

1. CQU would continue to attach great importance to staff exchanges, particularly in hosting overseas professors or researchers to make short-term academic visit or to conduct joint research while encouraging professors to go overseas and join research work in foreign partner schools.

A wide range of disciplines of comparative strength:

urban planning and architecture, civil engineering, environmental protection, mining engineering, material science and engineering, mechanical engineering, electrical engineering, thermal power engineering, chemistry and chemical engineering, optical-electronics, telecommunications, computer, bioengineering, etc.

Moreover, we welcome specialists to join us in such fields as fine art and performing art.




Suggestions:

2. Student mobility programs:

CQU offers scholarships of various kinds to international students to come and study or conduct research /internship at CQU.

CQU students are encouraged to go abroad to study or to do research under co-supervision scheme by professors of both sides, or to study for degree purposes.

3. Joint research funding application:

As mentioned above in the case studies, joint research work is encouraged and supported by both MOE and MOST. CQU welcomes partners to join our research team in applying for the Three Gorges reservoir research projects, such as eco-environment, water treatment, environment monitoring, etc.

4. Establishing joint laboratory, research center or research platform at CQU, where researchers and students of both sides can conduct collaboratively research work.




In conclusion, CQU, located in the beautiful city of CQ, the

youngest municipality of China, sincerely invites presidents and

representatives of overseas universities to visit CQ, and CQU, in

the hope to establish collaboration of mutual benefit and interest

for a brighter future.
