အပညးပညးဆငးရာ လ႕အချငးအေရ ေၾကညာစာတမး အကယး

Article (1)

All human beings are born free and equal in dignity and rihgts. They are endowed

with reason and conseience and should act towards one another in spirit of

brotherhood.

အပဒး ၁

လတငးသညး တည လျတးလပးေသာ ဂဏးသကၡာဖငး႔ လညးေကာငး၊ တညလျတးလပးေသာ

အချငး႔အေရမာဖငး႔ လညးေကာငး၊ ေမျဖျာလာသမာ ဖစးသညး။ ထသတ႕၌ ပငးခာ

ေဝဖနးတတးေသာ ဥာဏးႏြငး႔ ကငး႔ဝတး သတတးေသာ စတးတ႔ရြၾက၍ ထသတ႔သညး

အခငးခငး ေမတာထာ၍ ဆကးဆကငး႔သသငး႔၏။

Article (2)

Everyone is entitled to all the rights and freedoms set forth in this Declaration,

without distinction of any kind, such as race, color, sex, language, religion,

political or other opinion, national or social origin, property, birth or other status.

Furthermore, no distinction shall be made on the bases of the political,

juriscictional or international status of the country or territory to which a person

belogs, whether it be incependent, trust, non-self-governing or under any other

linitation of sovereignty.

မရဇာတအာဖငး႔ ဖစးေစ၊ အခာ အဆငး႔အတနး အာဖငး႔ ဖစးေစ ချခာခငးမရြေစရ။ ထ႔ပငး

လတစးဦ တစးေယာကး ေနထငးရာ ႏငးင၏ သ႔တညးမဟတး နယးေမေဒသ၏ ႏငးငေရဆငးရာ

ဖစးေစ စရငး ပငးချငး႔ဆငးရာ ဖစးေစ တငးပညး အခငးခငး ဆငးရာဖစးေစ၊ အဆငး႔အတနး

တစးခခက အေခပ၍ ေသားလညးေကာငး၊ ေဒသနယးေမတစးခသညး အခပးအခာ

အာဏာပငး လျတးလပးသညး႔ နယးေမ၊ သ႔တညးမဟတး ကလသမဂၢ ထနးသမး ေစာငး႔ေရြာကး

ထာရသညး႔ နယးေမ၊ သ႔တညးမဟတး ကယးပငး အပးခပးချငး႔ အာဏာတ႔

တစတးတေဒသေလာကးသာ ရရြသညး႔ နယးေမ စသဖငး႔ ယငးသ႔ ေသာ နယးေမမာ

ဖစးသညး၊ဖစးသညး ဟေသာ အေၾကာငးက အေထာကးအထာ ပ၍ ေသားလညးေကာငး

ချခာခငး လဝ မရြေစရ။

Article (3)

Everyone has the right to life, liberty and security of person.

အပဒး ၃

လတငး၌ အသကးရြငးရနးလျတးလပးမႈချငး႔ႏြငး႔ လခစတးခချငး႔ ရြသညး။

Article (4)

No one shall be held in slavery or servitude; slavery and the slave trade shall be

prohibited in all their forms.

အပဒး ၄

မညးသကမြ ေကကျနးအဖစး၊ သ႔တညးမဟတး အေစအပါအဖစး၊ ႏငးထကးစနငး

ေစခငးခငး မပရ၊ လက ေကကျနး သဖျယး အဓမၼ ေစခငးခငး၊ အေရာငးအဝယး ပခငးႏြငး႔

ထသေဘာ သကးေရာကးေသာ လပးငနးဟသမြက ပတးပငး တာမစး ရမညး။

Article (5)

No one shall be subjected to torture or to crucl, inhuman ordegrading treatment

or punishment.

အပဒး ၅

မညးသကမြ ညြဥးပနး ႏြပးစကးခငး၊ သ႔တညးမဟတး ရကးစကးၾကမးၾကတးစျာ လမဆနးစျာ

ဂဏးငယးေစေသာဆကးဆမႈ မပရ၊ သ႔တညးမဟတး အပစးဒဏး ေပခငးမပရ။

Article (6)

Every one have to rights to recognition every where as a person before the law.

အပဒး ၆

လတငးတျငး ဥပေဒအရာ၌ လပဂၢလးတစးဦ အဖစးဖငး႔ အရာခပးသမးတျငး အသအမြတး

ပခငးက ခယပငးချငး႔ရြသညး။

Article (7)

All are equal before the law and are entitled without any discrimination to equal

protection of the law. All are entitled to equal protection against any

discrimination in violation of this Declaration and against any incitement to such

discrimination.

အပဒး ၇

လအာလတ႔သညး ဥပေဒအရာ၌ တညၾကသညး႔အပငး၊ ဥပေဒ၏ အကာအကျယးက

ခာနာခငး မခရေစဘ တညစျာ ခစာပငးချငး႔ရြသညး။ ဤေၾကညာ စာတမးပါ

သေဘာတရာမာက ဖဆနး၍ ချခာခငးမြ လညးေကာငး၊ ထသ႔ချခာခငးက လႈေဆားခငးမြ

လညးေကာငး၊ ကငးလျတး ေစရနး အကာအကျယးက တညစျာ ခစာပငးချငး႔ ရြသညး။

Article (8)

Every one has the right to an effective remedy by the competent national

tribunals for acts violating the fundamental rights granted him by the constitution

or by law.

အပဒး ၈

ဖျ႔စညးပ အေခခဥပေဒက ေသားလညးေကာငး အခာ ဥပေဒက ေသားလညးေကာငး

လတငးအတျကး ေပထာသညး႔ အေခခ အချငး႔အေရ မာသညး ခေဖာကး

ဖကးဆခငးခခ႔ရလြငး ထသ႔ ခေဖာကးဖကးဆေသာ ပလပးမႈေၾကာငး႔ ဖစးေပၚလာေသာ

နစးနာခကး အတျကး ထသသညး ႏငးငဆငးရာ အာဏာပငးတရာရတျငး ထေရာကးစျာ

သကးသာ ချငး႔ရႏငးေစရမညး။

Article (9)

No one shall be subjected to arbitrary arrest. detention or exile.

အပဒး ၉

မညးသမြ ဥပေဒအရ မဟတးေသာ ဖမးဆခငးက ဖစးေစ၊ ခပးေႏြာငးခငးက ဖစးေစ၊

ပညးနြငးခငးကဖစးေစ မခေစရ။

Article (10)

Every one is entitled in full equality to a fair and public heauing by an

independent and impartial tribunal,in the determination of his rights and of any

criminal charge against him.

အပဒး ၁ဝ

အချငး႔အေရမာႏြငး႔ တာဝနး ဝတရာမာက အဆအဖတးခရာတျငး လညးေကာငး၊

ပစးမႈေၾကာငး႔ တရာစျဆစရငး ဆဖတးခရာတျငး လညးေကာငး၊ လတငးသညး လျတးလပး၍

ဘကးမလကးေသာ တရာရေတား၏ လအမာ ေရြ႕ေမြာကးတျငး မြတစျာ

ၾကာနာစစးေဆခငးက တညစျာ ခစာ ပငးချငး႔ရြသညး။

Article (11)

Every one charged with a penal offence has the right to be presumed innocent

until proved guilty according to law in a public trial at which he has all guarantees

necessary for his defence.

အပဒး ၁၁

o (၁) လအမာ ေရြ႕ေမြာကး၌ ဥပေဒအတငး စစးေဆ၍ ပစးမႈကလျနးသညးဟ

ထငးရြာ စရငးခငးခရသညး႔ အခနးအထ ပစးမႈႏြငး႔ တရာစျဆခငး

ခရသတငးသညး အပစးမ႔သဟ၍ ယဆခငးခထကးသညး႔

အချငး႔အေရရြသညး။ ထအမႈက ၾကာနာစစးေဆရာဝယး စျပးစျခရသညး႔

ပစးမႈအတျကး ခခေခပႏငးရနး လအပးေသာ အချငး႔အေရမာက ထသအာ

ေပပ ဖစးေစရမညး။

o Article(11.2) No one shall be held guilty of any penal offence on

account of any act or onnission which did constitute a penal offence,

under national or international law , at the time when it was

commited .Nor shall a heavier penalty be imposed than the one

that was applicable at the time the penal offence was committed.

o (၂)လတစးဦတစးေယာကးအာ ႏငးငဥပေဒအရဖစးေစ၊ အပညးပညးဆငးရာ

ဥပေဒအရ ဖစးေစ၊ ပစးမႈမေမာကးေသာ လပးရပး သ႔မဟတး ပကးကျကးမႈအရ

ဆျဆပစးေပခငး မပရ။ ထ႔အပငး ပစးမႈကလျနးစဥးအခါက

ထကးသငး႔ေစႏငးေသာ အပစးဒဏးထကးပမၾကေလေသာ အပစးဒဏးက

ထကးသငး႔ခငးမရြေစရ။

Article (12)

No one shall be bjected to arbitrary interference which his privacy, fanily, home

or correspondence, nor to attacks upon his honour and reputation.Every one has

the right to the protection of the law against such interference or attacks.

အပဒး ၁၂

မညးသမြ မမသေဘာအတငး ေအခမးလျတးလပးစျာ ေနထငးခငးက ေသားလညးေကာငး၊

မမ၏ မသာစက ေသားလညးေကာငး၊ မမ၏ ေနအမး အသကးအဝနးက ေသားလညးေကာငး၊

စာေပစာယက ေသားလညးေကာငး၊ ဥပေဒအရ မဟတးေသာ ဝငးေရာကး စျကးဖကးခငး

မခေစရ။ ထ႔ပငး မမ၏ဂဏးသကၡာ ကလညး အထကးပါအတငး ပတးခတးခငး မခေစရ။

လတငးတျငး ထသ႔ ဝငးေရာကးစျကးဖကးခငးမြ ေသားလညးေကာငး ပတးခတးခငးမြ

ေသားလညးေကာငး ဥပေဒအရ ကာကျယး ပငးချငး႔ရြသညး။

Article(13.1)

Every one has the right to freedom of movement and residence within the

borders of each state.

အပဒး ၁၃

o (၁)လတငးတျငး မမ၏ႏငးင နယးနမတး အတျငး၌ လျတးလပးစျာ သျာလာ

ေရႊ႕ေပာငး ႏငးချငး႔၊ ေနထငးချငး႔ရြသညး။

o Article(13.2)Every one has the right to leave any country, including

his own and to return to his country.

o (၂)လတငးတျငး မမေနထငးရာ တငးပညးမြ လညးေကာငး၊

အခာတငးပညးမြလညးေကာငး ထျကးချာ သျာပငးချငး႔ရြသညး႔အပငး၊ မမ၏

တငးပညးသ႔ ပနးလာ ပငးချငး႔လညးရြသညး။

Article(14.1)

Every one has the right to seek and to enjoy in ther countries asylum persecution.

အပဒး ၁၄

o (၁)လတငးသညး ညြဥးပနး ႏြပးစကး ခေနရခငးမြ လျတးကငးရနး

အခာတငးပညး မာ၌ ေအခမးစျာ ခလႈေနႏငးချငး႔ရြသညး။

o Article(14.2) This rights may not invoked in the case of

prosecutions genuinely arising from non-political crimes or from

acts contrary the purposes and principles of the United Nations.

o (၂)ႏငးငေရႏြငး႔ မပတးသကးသညး႔ ပစးမႈမာမြ ေသားလညးေကာငး၊

ကလသမဂၢ၏ ရညးရျကးခကးႏြငး႔ သေဘာတရာ မႈမာက ဖဆနးေသာ

အမႈမာမြ ေသားလညးေကာငး၊ အမြနး ေပၚေပါကး လာေသာ ပစးမႈေၾကာငး႔

တရာစျဆခငး ခရသညး႔ အမႈအခငးမာတျငး အထကးပါ အချငး႔အေရက

အသမပႏငးေစရ။

Article(15.1)

Every one has the right to a nationality.

အပဒး ၁၅

o (၁)လတငးသညး၊ ႏငးင တစးႏငးင၏ ႏငးငသာအဖစး ခယချငး႔ရြသညး။

o Article(15.2) No one shall be arbitrarily deprived of his tionality nor

denied the right to change his nationality.

o (၂)ဥပေဒအရ မဟတးလြငး မညးသမြ မမ၏ ႏငးငသာအဖစးက စျနး႔လႊတးခငး

မခေစရ၊ ႏငးငသာအဖစး ေပာငးလႏငးေသာ အချငး႔အေရက လညး

ငငးပယးခငး မခေစရ။

Article (16.1)

Men and wonen of full age, without any limitation due to race, nationality or

religion, have the right to marry and to found a family. They are entitled to equal

rights as to marriage and at its dissolution.

အပဒး ၁၆

o (၁)အရျယးေရာကး ပေသာ ေယာကးာ ႏြငး႔ မနးမတ႔တျငး လမက

ေသားလညးေကာငး၊ ႏငးငသာအဖစးက ေသားလညးေကာငး ကကျယးသညး႔

ဘာသာက ေသားလညးေကာငး၊ အေၾကာငးပ၍ ခပးခယး ကနး႔သတးခငး

မရြဘ၊ ထမးမာႏငးချငး႕ ႏြငး႔ မသာစ ထေထာငးႏငးချငး႔ရြသညး။ အဆပါ

ေယာကးာႏြငး႔ မနးမ တ႔သညး လငးမယာအဖစး ေပါငးသငးေနစဥး အခနး

အတျငး၌ ေသားလညးေကာငး၊ အမးေထာငးက ဖကးသမး၍ ကျာရြငးၾကသညး႔

အခါ၌လညးေကာငး၊ လကးထပး ေပါငးသငး အမးေထာငး ပခငးႏြငး႔

စပးလဥးေသာ တညသညး႔ အချငး႔အေရမာက ရရြထကးသညး။

o Article (16.2) Marriage shall be entered into only with the free and

full consent of the intending spouses.

o (၂)သတ႔သာ ႏြငး႔ သတ႔သမ ႏြစးဦႏြစးဘကး၏ လျတးလပးေသာ

သေဘာဆႏၵရြမြသာလြငး ထမးမာခငးက ပရမညး။

o Article (16.3) The family is the natural and fundamental group unit

of society and is entitled to protection by society by the State.

o (၃)မသာစ တစးခသညး လ႔အဖျ႔အစညး၏ သဘာဝကေသာ

အေခခအဖျ႔တစးရပးဖစးသညး၊ ထမသာစသညး လ႔ အဖျ႔အစညးႏြငး႔

အစရတ႔၏ ကာကျယးေစာငး႔ေရြာကးခငးက ခယချငး႔ရြသညး။

Article (17.1)

Every one has the right to own property alone as well as in association with

others.

အပဒး ၁၇

လတငးတျငး မမတစးဦ ခငးေသားလညးေကာငး ၊ အခာသမာႏြငး႔ ဖကးစပး၍

ေသားလညးေကာငး၊ ပစၥညးဥစၥာ တ႔က ပငးဆငးရနး အချငး႔အေရရြရမညး။

o Article (17.2) No one shall be arbitrarily deprived of his property.

o (၂) ဥပေဒအရ မဟတးလြငး၊ မညးသမြ မမ၏ ပစၥညးဥစၥာပငးဆငးချငး႔က

စျနး႔လႊတးခငး မခေစရ။

Article (18)

Everyone has the right to freedom of thought, conscience and religion; this right

includes freedom to change his religion or belief and freedom, either alone or in

community with others and in public or private, to manifest his religion or belief in

teaching, practice, worship and observance.

အပဒး ၁၈

လတငးတျငး လျတးလပးစျာ ေတျေခၚ ၾကဆႏငးချငး႔၊ လျတးလပးစျာ ခယရပးတညးႏငးချငး႔ ႏြငး႔

လျတးလပးစျာ သကးဝငး ကကျယးႏငးချငး႔ရြသညး။ အဆပါ အချငး႔အေရမာ၌ မမကကျယးသညး႔

ဘာသာက သ႔တညးမဟတး သကးဝငးယၾကညးခကးက လျတးလပးစျာ ေပာငးလႏငးချငး႔

ပါဝငးသညး႔ အပငး မမတစးေယာကး ခငးဖစးေစ၊ အခာသမာႏြငး႔ စေပါငး၍ဖစးေစ၊

ပညးသအမာ ေရြ႕ေမြာကးတျငး ေသားလညးေကာငး၊ ေရြ႕ေမြာကးတျငး မဟတးဘ

ေသားလညးေကာငး၊ မမ ကကျယးေသာ ဘာသာက သ႔တညးမဟတး သကးဝငး

ယၾကညးခကးက လျတးလပးစျာ သငးပႏငးချငး႔၊ ကငး႔သႏငးချငး႔၊ ဝတးပကကျယးႏငးချငး႔ႏြငး႔

ေဆာကးတညး ႏငးချငး႔တ႔လညး ပါဝငးသညး။

Article (19)

Everyone has the right to freedom of opinion and expression; this right includes

freedom to hold opinions without interference and to seek, receive and impart

information and ideas through any media and regardless of frontiers.

အပဒး ၁၉

လတငးတျငး လျတးလပးစျာ ထငးမငး ယဆႏငးချငး႔ႏြငး႔ လျတးလပးစျာ ဖျငး႔ဟ ေဖားပႏငးချငး႔ရြသညး။

အဆပါ အချငး႔အေရမာ၌ အေနြာငး႔ အယြကးမရြဘ လျတးလပးစျာ ထငးမငးယဆႏငးချငး႔ ပါဝငး

သညး႔အပငး၊ ႏငးငနယးနမတးမာက ေထာကးထာရနး မလဘ သတငးအေၾကာငးအရာႏြငး႔

သေဘာတရာမာက တနညးနညးဖငး႔ လျတးလပးစျာ ရြာယဆညးပႏငးချငး႔၊ လကးခႏငးချငး႔ႏြငး႔

ေဝငြ ဖနး႔ခချငး႔တ႔လညး ပါဝငးသညး။

Article (20.1)

Everyone has the right to freedom of peaceful assembly and association.

အပဒး ၂ဝ

o (၁)လတငးတျငး လျတးလပး ေအခမးစျာ စေဝႏငးချငး႔ ႏြငး႔ ဖျ႔စညးႏငးချငး႔ တ႔

ရြသညး။

o Article (20.2) No one may be compelled to belong to an association.

o (၂)မညးသကမြ အဖျ႕အစညးတစးခသ႔ ဝငးေစရနး အတငးအကပးမပရ။

Article (21.1)

Everyone one has the right to take part in the government of his country, directly

or through freely chosen representatives.

အပဒး ၂၁

o (၁) လတငးတျငး မမႏငးင၏ အပးခပးေရ၌ ကယးတငးဖစးေစ၊ လျတးလပးစျာ

ေရျခယးလကးသညး႔ ကယးစာလြယးမာမြ တစးဆငး႔ဖစးေစ ပါဝငး

ေဆာငးရျကးႏငးချငး႔ ရြသညး။

o Article (21.2) Everyone has the right of equal access to bublic

servece in his country.

o (၂)လတငးတျငး မမ၏ႏငးငရြ ပညးသ႔ ဝနးထမးအဖျ႔၌ ဝငးေရာကးႏငးရနး

တညသညး႔ အချငး႔ အေရရြသညး။

o Article (21.3) The will of the people shall be the basis of the

authority of government; this will shall be expressed in periodic and

genuine elections which shall be by universal and equal suffrage

and shall be held by secret vote or by equivalent free voting

procedures.

o (၃)ပညးသပညးသာတ႔၏ ဆႏၵသညး အပးခပး အာဏာ၏ အေခခဖစးရမညး၊

အဆပါ ဆႏၵက အခနးကာလပငးခာလကး

စစးမြနးေသာေရျေကာကးပျမာဖငး႔

ရြရမညး႔အပငး ၊ ထေရျေကာကးပျမာက လြဝြကး မေပ စနစးဖငး႔ ဖစးေစ၊ အလာတ

လျတးလပးေသာ မေပစနစး ဖငး႔ဖစးေစ၊ ကငးပရမညး။

Article (22)

Everyone, as a number of society, has the right to social security and is entitled to

realization, through natilnal effort and international co-poreation and in

accordance with the organization and resources of each state , of the economic,

social and cultural rights indispensable for his dignity and the free development

of his personality,

လတငးတျငး လ႔အဖျ႕အစညး၏ အဖျ႔ဝငးတစးဦအေနႏြငး႔

လမႈေရလခချငး႔ရယပငး႔ချငး႔ရြသညး႔အပငးႏငးငေရၾကပမးမႈဖငး႔ဖစးေစ၊ ႏငးငတကာ

ပေပါငးေဆာငးရျကးမႈဖငး႔ဖစးေစ၊ ႏငးငအသသ၏ဖျ႔စညးပႏြငး႔ လညးေကာငး၊

သယဇာတအငးအာႏြငး႔လညးေကာငး ထလ၏ ဂဏးသကၡာႏြငး႔ စရကးလကၡဏာ လျတးလပးစျာ

တတကးမငး႔မာေရအတျကး မရြမဖစးလအပးေသာ စပျာေရ၊လမႈေရႏြငး႔ ယဥးေကမႈ

အချငး႔အေရမာက သစျပငးချငး႔ရြသညး။

Article(23.1)

Everyone has the rightto work ,to free choice of employment to just and

favourable conditions of work and to protection against unemployment.

အပဒး ၂၃

o (၁)လတငးတျငး အလပးလပး ရနးလညးေကာငး၊ မမႏြစးသကးရာ အသကးေမျမႈ

အလပး အကငးက လျတးလပးစျာေရျခယးရနး လညးေကာငး၊ တရာ မြတ၍

လပးေပားေသာ အလပးချငး၏ အေခအေနက ရရြရနး လညးေကာငး၊

အလပးလကးမ႔ ဖစးရခငးမြ အကာအကျယး ရရြရနး လညးေကာငး

အချငး႔အေရရြသညး။

o Article(23.2) Everyone, without any discrimination, has the right to

equal pay for equal work.

o (၂)လတငးတျငး ချခာခငးမခရေစဘ၊ တညေသာ အလပးအတျကး

တညေသာ အခေၾကေငျ ရႏငးချငး႔ရြသညး။

o Article(23.3) Everyone, who works has the right to just and

favourable remumeration ensuring for himself and his family

existence worthy of human dignity, and supplemented,if mecessary

other means of social protection.

o (၃)အလပးလပးကငးသညး႔ လတငးတျငး၊ မမႏြငး႔ မမ၏ မသာစအတျကး

လ႔ဂဏးသကၡာ ႏြငး႔ ညေအာငး ေနထငး စာေသာကးႏငးရနး၊

စတးခေလာကးသညး႔ပငး၊ တရာ မြတ၍ လပးေပားသညး႔ လစာေၾကေငျ

ရပငးချငး႔ရြသညး။ လအပးခ႔လြငးအခာ နညးလမးမာမြ လမႈေရ

အေထာကးအပကလညး ထပးမ၍ ရႏငးချငး႔ ရြသညး။

o Aricle(23.4) Everyone has the right to form and to join reade unions

for the protection of his interests.

o (၄)လတငးတျငး မမအက ခစာချငး႔က ကာကျယးရနး အလပးသမာ

အစညးအရမာ ဖျ႔စညးချငး႔ ၊ ပါဝငး ေဆာငးရျကးချငး႔ ရြသညး။

Article(24)

Everyone has the right to rest and leisure, including reasonable limitation of

working hours and preiodic holidays with pay.

Article(25.1)

Everyone has the right to standard of liveng adequatefor the health and well

being of himself of his flmily, including food, clothing housing and medical care

and necessary social services, and the right to security in the event of

unemployment, sickness, disability,widowhood,old age or other lack of livelihood

in circumstances beyond his control.

အခါ၌ ေသားလညးေကာငး၊

မကနးမမာဖစးေသာ အခါ၌ ေသားလညးေကာငး၊ ကယးအဂၤါ မစျမး မသနးဖစးေသာ အခါ၌

ေသားလညးေကာငး၊ မဆမဖစးေသားအခါ၌ ေသားလညးေကာငး၊

အသကးအရျယးအမငးေသာ အခါ၌ ေသားလညးေကာငး၊ မမကယးတငးက မတတးႏငးေသာ

အေၾကာငးေၾကာငး႔ ဝမးစာ ရြာမြႏငးေသာ နညးလမး မရြေသာ အခါ၌ ေသားလညးေကာငး၊

ေနထငးစာေသာကးေရအတျကး လခစတးခရမႈ အချငး႔အေရရြသညး။

o Article(25.2) Motherhood and childhood are entitled to special care

and assistance.All children, whether born in or out of wedlock, shall

enjoy the same social protection.

o (၂)သာသညး မခငးမာႏြငး႔ ကေလမာသညး အထေစာငး႔ေရြာကးခငးႏြငး႔

အကအညေပခငးက ရချငး႔ ရြသညး။ ဥပေဒအရ ထမးမာခငးဖငး႔ဖစးေစ

အခာ နညးဖငး႔ ဖစးေစ ေမျဖျာေသာ ကေလအာလသညး တညေသာ လမႈ

ကာကျယး ေစာငး႔ေရြာကးေရက ရယ ခစာၾကရမညး။

Article (26.1)

Everyone has the right to education. Education shall by free, at leaslltl in the

elementary and fundamental stages. Elementary education shall be compulsory.

Technical and professional education shall be made generally available and

higher education shall be equally accessible to all in the basis of merit.

o (၁)လတငးသညး ပညာသငး ယႏငးချငး႔ရြသညး၊ အနညးဆမလတနးႏြငး႔

အေခခ အဆငး႔ အတနးမာတျငး ပညာ သငးၾကာေရသညး အခမ႔ဖစးရမညး။

မလတနးပညာသညး မသငးမေနရ ပညာ ဖစးရမညး။ စကးမႈလကးမႈပညာႏြငး႔

အသကးေမျမႈ ပညာမာက ေယဘယအာဖငး႔ သငးၾကာရယႏငးေစရမညး။

ထ႔ပငး အထကးတနးပညာအတျကး အရညးအခငးက အေခခပ၍ တညေသာ

အချငး႔အေရ ရရြေစရမညး။

o Article(26.2)Education shall be directed to the full development of

the human personality and to the strengthening of respect ror

human rights and fundamental freedoms.It shall promote

understanding, tolerance and friendship among all nations racial or

religious groups, and shall further the activities of the United

Nations for the maintenance of place.

ပညာသငးၾကာေရသညး ႏငးင အာလ တ႔တျငး လညးေကာငး၊ လမစမာ

တျငးလညးေကာငး၊ ဘာသာေရအသငးအဖျ႔မာတျငး လညးေကာငး၊

အခငးခငးနာလညးမႈ၊ သညးခ မႈႏြငး႔ ခငးမငးရငးႏြမႈတ႔က အာေပရမညး။

ထ႔ပငး ၿငမးခမးေရ တညးတ႔ေအာငး ေဆာငးရျကးရနး အလ႔ငြါ၊ ကလသမဂၢ၏

ေဆာငးရျကးမႈမာကလညး ဖစးေမာကး ေအာငး အာေပရမညး။

o Article(26.3) Parents have a piror right to hoose the kind of

education that shall be given to their children.

o (၃)မဘတ႔တျငး၊ မမတ႔၏ ကေလမာ သငးယရမညး႔ ပညာ အမအစာက

ေရျခယးႏငးေသာ လကးဦ အချငး႔အေရရြသညး။

Article(27.1)

Everyone has the right freely to participate in the cultural life of the community,

to enjoy the arts and to share in scientific advancement and its benefits.

အပဒး ၂၇

o (၁)လတငးတျငး သကးဆငးရာ ယဥးေကမႈ ေလာက၌ လျတးလပးစျာ

ပါဝငးေဆာငး ရျကးႏငးချငး႔ သခမပညာရပး မာက လျတးလပးစျာလကးစာ

ေမျ႔ေလားႏငးချငး႔၊ သပၸ ပညာထျနးကာေရ လပးငနးမာတျငး လျတးလပးစျာ

ဝငးေရာကး လပးကငး ႏငးချငး႔ႏြငး႔ ထပညာ၏ အက အာနသငးမာက

လျတးလပးစျာ ခစာသစျႏငးချငး႔ ရြသညး။

o Article(27.2) Everyone has the right to the protection of the moral

and material intersts resulting from any scientific, literary or artistic

production of which he is the author.

Article(28)

Everyone is entitled to a social and internationalorder in which the rights and

freedoms set form in Declaration can be fully realized.

လတငးသညး ဤေၾကညာ စာတမးတျငး ေဖားပထာသညး႔ အချငး႔အေရမာ ႏြငး႔

လျတးလပးချငး႔မာက အပညး႔အစ ရယႏငးေသာ လမႈ ဆကးဆေရ အေခအေနႏြငး႔

အပညးပညးဆငးရာ ဆကးဆေရ အေခအေနတ႔၏ အကေကဇက ခစာႏငးချငး႔ ရြသညး။

Article(29.1)

Everyone has duties to the community in which alone the free and full

development this personality is possible.

အပဒး ၂၉

o (၁)မမ၏စရကးလကၡဏာ လျတးလပးစျာ ဖျ႔ၿဖ တတကးႏငးသညး႔

တစးခတညးေသာ လ႔အသကးအဝနး အတျကးလတငး၌ တာဝနး ရြသညး။

o Article(29.2)In the exercise of his rights and freedoms, everyone

shall be subject only to such limitations as are determined by law

solely for the purpose of securing due recognition and respect for

the rights and freedoms of other and of meeting just requirements

of morlity, public order and the general welfare in a democratic

society.

ကနး႔သတးခငးခရမညး။

o Article(29.3)These rights and freedoms may in no case be

exercised contrary to the purposes and principles of the United

Nations.

o (၃)အဆပါ အချငး႔အေရမာႏြငး႔ လျတးလပး ချငး႔မာက မညးသညး႔

အမႈကစၥတျငးမြ ကလသမဂၢ၏ ရညးရျယးခကးမာႏြငး႔ လညးေကာငး၊

Article(30)

Nothing in this Declation may be imterpreted as implying for any atate, group or

person any right to engage in any activity or to perform any act aimed at the

destruction of any of the rights and freedoms set form herein.
