РОССИИВ условиях жесткой международной конкуренции экономическое развитие страны определяется главным образом ее научными и технологическими преимуществами, для достижения которых необходимы серьезные шаги по стимулированию роста инвестиций в приоритетные отрасли экономики, обеспечивающие инновационное развитие.

В нашей стране Министерство экономического развития Российской Федерации - ключевое ведомство, ответственное за реализацию государственной политики в сфере инноваций. При этом инновационное развитие стало одним из важнейших национальных приоритетов.

Для комплексного решения сложных задач, стоящих перед Россией, проводится последовательный перевод экономики на инновационную социально ориентированную модель развития, в рамках которой ключевыми факторами экономического роста становятся расширение инвестиций и поддержка инноваций.

Особое внимание уделяется международному сотрудни-честву в сфере инноваций, в частности, запущена работа совместных рабочих групп по инновациям с США, Францией, Нидерландами, Австрией.

Задачи инновационного развития можно решить только при тесном взаимодействии с основными участниками мирового инновационного процесса. Министерство как один из соорганизаторов Форума «Открытые инновации» полагает, что Форум позволит плодотворно обсудить ключевые тренды мирового развития, технологические перспективы и определить пути решения глобальных проблем.

RUSSIA'SINNOVATIONLIFTIn the conditions of tough international competition, economic development of the country is primarily determined by its scientific and technological advantages which can be achieved through serious steps for stimulation of the investments in the priority branches of economy that ensure innovation development.

The Ministry of Economic Development of the Russian Federation is the key government body responsible for implementation of the state policy in the area of innovations in our country. With this, innovation development has become one of the national top priorities.

To ensure an integrated solution to the complex tasks faced by Russia, the Russian economy is undergoing a sequential transformation of economy to the innovation, socially-oriented development model where expansion of the investments and support for innovations are becoming the key factors of economic growth.

Special attention is being paid to international cooperation in the area of innovations: inter alia, joint working groups on innovations with the USA, France, the Netherlands and Austria have been formed and started particular their activity.

The innovation development objectives can only be achieved through close cooperation with the major participants of the global innovation process. As a co-organizer of the Open Innovations Forum, the Ministry believes that the Forum will enable fruitful discussion of the key trends in the global development, technological prospects and help to define solutions of global problems.

Осуществлялись меры по развитию конкуренции в секторах экономики, стимулированию инновационного поведения госкомпаний и естественных монополий. Происходило наращивание расходов на софинансирование частных инновационных проектов, расширение поддержки инсти-тутами развития.

Продолжается реализация региональных программ поддержки малого и среднего предпринимательства, направленных в том числе на развитие инновационной инфраструктуры; предоставляется поддержка конкретным проектам в рамках государственных программ, разра-ботанных для развития высокотехнологичных секторов экономики.

Приоритетом в образовании стала реструктуризация сектора высшего образования, ориентированная на развитие исследований в университетах, углубление кооперации вузов с компаниями реального сектора экономики и научными организациями, усилилась финансовая поддержка ведущих вузов, научных коллективов и отдель-ных ученых, проводящих исследования на мировом уровне.

Долгосрочные интересы России состоят в создании современной экономики инновационного типа, интегри-рованной в мировое экономическое пространство.

Формирование «умной» инновационной экономики необ-ходимо для достижения и последующего поддержания паритета со странами - инновационными лидерами за счет концентрации ресурсов на приоритетных научных исследованиях, активизации инновационных и инвестиционных процессов с использованием механизмов частно-государственного партнерства, фор-мирования инновационной инфраструктуры.

Модель инновационного развития нашей страны определена в Стратегии инновационного развития Российской Федерации на период до 2020 года, утвержденной распоряжением Правительства Российской Федерации.

В 2013 году завершается первый двухгодичный этап реализации Стратегии, в течение которого решалась задача повышения восприимчивости бизнеса и эконо-мики к инновациям усилением инвестиционной привле-кательности перспективных высокотехнологичных секто-ров, привлечением в них квалифицированных кадров

SHAPING "SMART"INNOVATIONECONOMY

Measures have been taken to encourage competition in economic sectors and stimulate the investment behavior of state companies and natural monopolies. Also, additional funds have been raised for co-financing private innovation projects, and support by the development institutions has been expanded.

Regional programs of small and medium business support are well under way, with a focus, among others, on the development of innovation infrastructure; target support is provided to the particular projects under the state programs aimed at the development of high-tech economy sectors.

Priorities in the field of education included the restructuring of higher education sector with a focus on research efforts in universities, enhancement of cooperation between higher education institutions and companies of the real sector of economy and science organizations, and a larger financial support of the leading higher education institutions, science teams and individual scientists involved in the world-level research.

Russia's long-term interests consist in establishing a modern innovation economy, integrated in the world economy.

"Smart" innovation economy has to be shaped in order to achieve and subsequently maintain the parity with the leading innovation nations by allocating significant resources for scientific research and intensification of innovation and investment processes through public-private partnership and establishment of innovation infrastructure.

The innovation development model for our country has been determined in the Russian Federation Innovation Development Strategy for the period until 2020, approved by Decree of the Russian Federation Government.

The year 2013 will see the end of the first two-year-long phase of the Strategy focusing on enhancement of business and economic response to innovations through the improvement of investment attractiveness of the promising hi-tech industries, involvement of highly qualified personnel using tax and tariff privileges and various types of financial support.

Общий объем средств, предоставленных государством институтам развития, поддерживающих инновационную деятельность, в настоящее время превышает 600 млрд. рублей.

Для совершенствования системы институтов развития и обеспечения ими непрерывной поддержки проектов по мере их развития и роста в 2010 году при участии Минэкономразвития России институтами развития совместно с ЗАО «ММВБ», РАВИ, «ОПОРА РОССИИ» и Росмолодежью заключено соглашение о создании «инновационного лифта». «Инновационный лифт» стал главным инструментом обеспечения координации институтов развития, исключающим возможность конкуренции между ними.

The total amount of funds allocated by the state to the development institutions for the support of innovation activities currently exceeds 600 billion Rubles.

An agreement on establishment of the "innovation lift" was made in 2010 with involvement of the Ministry of Economic Development of the Russian Federation, jointly with MICEX CJSC, RVCA, OPORA ROSSII and the Federal Agency for the Youth to ensure improvement of the development institutions and their continuous support of projects as they develop and grow. The said "innovation lift"has become the basic tool to ensure coordination between the development institutions to avoid any competition between them.

Важная роль в становлении инновационной экономики России возложена на сформированную Правительством России при непосредственном участии Минэкономразвития России систему институтов развития, осуществляющих государственную поддержку инновационной деятельности.

На российском рынке существует большое количество проектов, которые могут быть профинансированы из частных средств лишь в ограниченном объеме ввиду высоких рисков. В то же время такие проекты часто относятся к наиболее важным для государства, технологически сложным и пер-спективным с точки зрения развития экономики страны отраслям. На поддержку именно таких проектов и ориен-тирована система институтов развития.

An important role in the establishment of Russia's innovation economy has been assigned to the system of development institutions providing state support to innovation activities which was shaped by the Russian Government with direct involvement of the Ministry of Economic development of the Russian Federation.

There exist a lot of projects on the Russian market which can be financed by private funds only in limited quantities because of high risks. Yet, such projects are often pursued in the branches that are viewed as the most important for the government, technologically sophisticated and promising in terms of economic development of the country. It is exactly this kind of projects that are anticipated to enjoy support from the system of development institutions.

устранение недостатков существующих форм коллективных инвестиций и по своим характеристикам максимально приближенное к используемой за рубежом форме коллективного инвестирования limited partnership.

Федеральный закон «О хозяйственных партнерствах» устанавливает форму организации проектных компаний для ведения венчурного бизнеса и коммерциализации объектов интеллектуальной собственности, предоставляющую гибкий инструментарий участникам венчурных проектов. Такую возможность дает новая организационно-правовая форма «хозяйственное партнерство», имеющая преимущество перед существующими в Российской Федерации формами венчурного бизнеса (постадийное внесение вкладов, ограниченная ответственность участников, управление на основе их соглашения).

Также особое внимание уделяется совершенствованию законодательства в сфере интеллектуальной собственности, обеспечению эффективного вовлечения результатов интеллектуальной деятельности, созданных за счет государственных средств, в экономику, созданию условий для повышения изобретательской активности.

В рамках перехода к контрактной системе в сфере закупок предусмотрены специальные механизмы увеличения их инновационной составляющей.

При координирующем участии Минэкономразвития России формируется нормативная правовая база, направленная на создание условий для развития инноваций, венчурного бизнеса и интеллектуальной собственности в Российской Федерации.

Для создания институциональных основ государственной инновационной политики Минэкономразвития России внесены изменения в Федеральный закон «О науке и государ-ственной научно-технической политике». Таким образом учтен передовой зарубежный опыт в сфере государственного регулирования инноваций и обеспечен системный подход к государственной инновационной политике (определены основные механизмы, формы господдержки, принципы оценки эффективности расходования бюджетных средств для поддержки инновационной деятельности). Также введены определения базовых терминов в области инноваций.

Для развития венчурной деятельности приняты разработанные Минэкономразвития России Федеральные законы «Об инвестиционном товариществе» и «О хозяйст-венных партнерствах».

Федеральный закон «Об инвестиционном товариществе» определяет удобную для венчурных инвесторов форму организации коллективных инвестиций (венчурный фонд), соответствующую передовой мировой практике – инвестиционное товарищество, предусматривающее

investors and conforming to the best world practices. The investment partnership is free from the shortcomings of the existing organization forms of joint investments, and its characteristics bring it as close as possible to the foreign form of joint investment – a limited partnership.

Federal Law On Business Partnerships establishes the organization form of project companies for venture business and commercialization of intellectual property, thus providing the participants of venture projects with a flexible tool. Such an opportunity is made available through a business partnership which is a new legal organization form offering advantages over other forms of venture business existing in Russia (step-by-step contributions, limited liability of the members, and agreement-based management).

Besides, special attention is paid to the improvement of intellectual property laws and regulations, efficient involvement in the economy of intellectual activities results, achieved through the state funding, and creation of conditions for intensification of the invention activities.

The procedure of changeover to the contractual procurements system calls for special mechanisms that can increase their investment component.

With coordination support of the Ministry of Economic Development of the Russian Federation, a regulatory legal framework is being established to create conditions for development of innovations, venture businesses and intellectual property in the Russian Federation.

To establish institutional fundamentals of the state innovation policy, the Ministry of Economic Development of the Russian Federation has initiated amendments to the Federal Law On Science and State Science and Technical Policy. The Ministry has taken into account the best world practices in the area of state regulation of innovations, and ensured a systemic approach to the state innovation policy (including determining of the basic mechanisms, forms of state support, and principles of assessment of the effectiveness of budget spending for innovation activities support). Besides, definitions have been introduced for the basic terms in the area of innovations.

To ensure development of venture activities, the Ministry of Economic Development of the Russian Federation has prepared Federal Laws On Investment Partnership and On Business Partnerships, and these Laws have been adopted.

Federal Law On Investment Partnership provides the investment partnership as an organization form for joint investments (venture fund), being convenient for venture

которая представляет собой результат согласования долгосрочных перспектив развития определенных технологических направлений силами российского сектора науки с учетом запроса бизнеса и трендов российского и миро-вого рынков.

«Точками опережающего инновационного развития» также становятся отобранные по итогам конкурса 25 инновацион-ных территориальных кластеров (ИТК).

Планируется, что в период 2012-2016 гг. среднегодовые объемы частных инвестиций в ИТК вырастут в полтора раза, а совокупный их объем составит существенно более 1 трлн. рублей. В отношении ИТК будут применяться механизмы финансовой поддержки из федерального бюджета, а также налоговые льготы, что в сочетании с естественным синергетическим эффектом, присущим кластерам за счет географической близости участников, должно способствовать росту в них числа инновационных предприятий. В 2013 году на поддержку ИТК Минэкономразвития России будет направлено более 1 млрд. рублей.

"Outstripping innovation development points" also include 25 Territorial Innovation Clusters (TIC) selected by tender.

Expected that the average annual private investments in the TICs will grow by 1.5, and their total amount will be well in excess of 1 trillion Rubles in the period from 2012 through 2016. TICs will enjoy financing from the federal budget and tax exemptions which will, when coupled with the natural synergy effect thanks to geographical proximity of the participants, ensure the growth of innovation enterprises in the clusters. In 2013, the Ministry of Economic Development of the Russian Federation will allocate more than 1 billion Rules for the support of TICs.

On the initiative of the Russian Government, since 2011-2012 60 largest companies, which are partially owned by the state and account for more than 30% of the national industrial production output, have been implementing the Innovation Development Programs. The said Programs have been integrated in the companies' development strategies and ensure a better upgrade and a faster technological development.

As part of their Innovation Development Programs, the companies are expecting significant growth of their own research and design efforts and production of innovation products, including those produced for export.

Besides stimulation of demand for innovations, the infrastructure for science-to-business cooperation is under shaping.

The 34 technology platforms that have been established as of today represent a communication tool designed to compensate the lack of self-organization between the participants

По инициативе Правительства РФ 60 крупнейших компаний с государственным участием, обеспечивающих более 30% промышленного производства в стране, с 2011-2012 гг. реализуют программы инновационного развития, которые интегрированы в стратегии развития компаний и содействуют модернизации и ускоренному технологическому развитию.

В рамках программ инновационного развития компании планируют существенный рост собственных исследований и разработок, выпуска инновационной продукции, в том числе, поставляемой на экспорт.

Кроме стимулирования спроса на инновации, выстраивается инфраструктура для взаимодействия науки и бизнеса.

Созданные к данному моменту 34 технологические платформы представляют собой коммуникационный инструмент, который призван восполнить недостаток самоорганизации между участниками инновационного процесса: наукой и бизнесом. Каждая техплатформа разрабатывает стратегическую программу исследований,

Портал АИС «Инновации» будет способствовать появ-лению новых инновационных предприятий, развитию инновационной деятельности, повышению информирован-ности населения о государственной политике в сфере науки и инноваций.

В июне 2013 года начал работу единый информационно-аналитический портал государственной поддержки инновационного развития бизнеса АИС «Инновации» (innovation.gov.ru).

Задачей портала АИС «Инновации» является популяризация инновационной деятельности в России. Привлекая известных и авторитетных специалистов к обсуждению различных

The "Innovations" AIS portal will ensure emergence of new innovation enterprises, development of innovation activities, and a better public awareness of the state policy in the area of science and innovations.

Launched in June 2013, the "Innovations" Automated Information System (AIS) portal (innovation.gov.ru) is a common information analysis portal of state support for innovation business development.
