Cap sur l’emploi : la BAD au côté des jeunesde la Côte d’Ivoire
Chômage des jeunes : défis et opportunités
Depuis la fin de la crise post-électorale de 2010-2011, la Côte d’Ivoire est bien partie pourprendre son envol économique, avec une croissance estimée à 9,1 % en 2014. Toutefois,des défis structurels demeurent, notamment en matière d’emploi des jeunes, qu’il fautrésoudre pour rendre cette croissance inclusive et durable.
Le pays comptait 745 000 chô-
meurs en 2013, soit 6,7 % de la
population active. Et les jeunes
s’avèrent davantage touchés, les jeunes
femmes en particulier.
Ce chômage est dû en partie à une dé-
cennie de crise politico-économique.
Mais il résulte surtout d’une faible qualité
et pertinence des enseignements et for-
mations dispensés, ainsi que d’un déficit
criant en personnels de niveau intermé-
diaire. En 2009, plus d’un quart des en-
treprises du secteur formel considéraient
que la mauvaise qualité de la main-d’œu-
vre est un frein à leur compétitivité.
Dès 2009, la Côte d’Ivoire a engagé une
série de réflexions pour répondre à ces
défis afin de changer, progressivement,
le profil de la main d’œuvre future. Un
chantier d’ampleur a été engagé dans le
système éducatif dans son ensemble :
(i) restructuration du cadre institutionnel
; (ii) diversification des formations et ou-
verture au secteur privé productif ; (iii)
amélioration de la qualité de l’enseigne-
ment ; (iv) amélioration de la gouver-
nance dans le secteur
éducation-formation ; en outre, (v) la Po-
litique nationale de l’emploi, adoptée en
2012, n’en est qu’à sa troisième année
d’opérationnalisation.

Un projet BAD permet de créer 2 000 emplois
En 2013, la Banque africaine de développement a financé
un Programme d’appui à l’amélioration de l’employabilité
et de l’insertion des jeunes (PAAEIJ) en Côte d’Ivoire, à
hauteur de 30 millions de dollars EU.
Ce programme comprend deux volets : (i) un volet d’ap-
pui à l’amélioration de l’employabilité des jeunes, qui
cible des réformes sur le moyen et long termes, à même
d’aider à changer le profil de la main d’œuvre future, de
la rendre plus compétitive et mieux arrimée aux besoins
du secteur privé ; et (ii) un volet d’appui à la création
d’opportunités d’emplois pour 2 000 jeunes (dont au
moins 40 % seront des femmes) peu qualifiés, selon une
approche devant assurer une pérennité aux emplois ainsi
créés.
Cinq résultats majeurs ont été obtenus à ce jour :
1. Des emplois ont été créés dans les travaux d’uti-
lité publique pour une première vague de 1 000
jeunes, dont 49 % de femmes. Ces jeunes sont
issus de 10 communes/localités. Une seconde
vague de 1 000 jeunes est envisagée dans 18 autres
communes. L’approche mise en place entend créer
des emplois pérennes, avec la mise en place d’un
mécanisme de financement avec garantie partielle
des communes ; la formation des jeunes à divers
métiers et l’appui à la structuration d’idées de projets
d’entreprises ; la promotion d’une culture de
l’épargne/investissement ; et la mise en place d’un
dispositif de suivi des microentreprises après leur
création.

2. Ouverture au système productif, avec la
mise en place d’une cellule de dévelop-
pement des partenariats école-entre-
prise opérationnelle depuis juillet 2013.
Ancrée au sein du secteur privé ivoirien, elle
est une plateforme de collaboration public-
privé sur la problématique de l’adéquation
formation-emploi.
3. Promotion d’une culture de l’évaluation
de la pertinence des formations. Un état
des lieux sur l’existant, au niveau des éta-
blissements du secondaire, de la formation
professionnelle, et de l’enseignement supé-
rieur, des « dispositifs de suivi de l’insertion
professionnelle des diplômés », a été réali-
sée ; et une feuille de route pour généraliser
ces dispositifs à l’ensemble des établisse-
ments a été élaborée. Les capacités de
deux établissements pilotes ont été renfor-
cées en matière de production d’information
sur l’insertion professionnelle de leurs diplô-
més. Une première enquête nationale, four-
nira, d’ici la fin de l’année 2015, des
données de référence sur l’efficacité relative
des différentes filières, à l’aune de leurs ca-
pacités à « insérer » leurs diplômés sur le
marché du travail.
4. Efficience et gouvernance sectorielles
améliorées. Une instance de coordi-
nation du secteur éducation-forma-
tion a été créée par arrêté du Premier
ministre en janvier 2015. Cette instance
est rendue opérationnelle par un arrêté
interministériel signé par les ministres en
charge respectivement de l’Économie et
des Finances ; du Budget ; et les trois mi-
nistres en charge du secteur éducation-
formation (à savoir l’éducation nationale
et l’enseignement technique ; l’emploi et
la formation professionnelle ; et l’ensei-
gnement supérieur et la recherche scien-
tifique). Au niveau de l’enseignement
supérieur, pour la première fois ont été si-
gnés des contrats de performance, entre
le ministère de l’Enseignement supérieur
et deux universités publiques. Ces
contrats ont pour but d’inciter les univer-
sités à améliorer l’employabilité de leurs
diplômés, ainsi que la pertinence de leurs

5. Promotion et valorisation de la re-
cherche scientifique pour l’innovation
technologique. Une étude de faisabi-
lité pour la mise en place d’un premier
bureau de valorisation des résultats
de recherche a été menée à l’échelle
nationale. La mise en place de ce dis-
positif contribuera, à terme, à développer
l’entreprenariat local au travers des
PME/PMI dérivées des résultats de re-
cherche, à soutenir le développement
des technologies et la création d’em-
plois.
